The textbook considers the subject and tasks of the discipline, highlights the medical and biological foundations of ensuring human security in the conditions of natural, man-made and biological-social emergencies, as well as when using modern weapons of destruction by a probable enemy. Briefly, but quite informative, the structure of the human body and the basics of its functioning are described. The specificity and mechanism of the toxic effect of harmful substances on a person, the energy effect and the combined effect of the main damaging factors of the sources of emergency situations of peacetime and wartime are shown. The article highlights the medical and biological aspects of ensuring the safe life of people in adverse environmental conditions, including in regions with hot and cold climates (the Arctic). The methods of forecasting and assessing the medical situation in emergency zones and lesions are presented. The means and methods of medical and biological protection and first aid to the affected are shown. The main tasks and organizational structure of formations and institutions of the medical rescue service of the GO, the All-Russian Service of Disaster Medicine and medical formations of the EMERCOM of Russia are considered. Organizational issues of medical and biological protection in emergency situations are highlighted. The features of the organization of medical support for those affected by terrorist attacks are considered. It is intended for students and cadets of educational institutions of higher education studying under the bachelor's degree program in the following areas of training: "Technosphere security", "Infocommunication technologies and communication systems", "Information systems and technologies", "State and municipal management", "Economics", "Mechatronics and robotics", "Operation of transport and technological machines and complexes", "Informatics and computer engineering", "Air Navigation", "System analysis and management". Dedicated to the medina in the Mediterranean space, this book is essentially based on detailed historical and photographic research into the characteristics of city design and its evolution, as well as some case studies from direct experience. The main objective of the present study consists of its documentary and evocative value, without forgetting the analysis of the multiple architectural spaces with monumental complexes of extraordinary cultural importance arranged according to precise hierarchies and specific uses. The research summarises the different experiences from this immense Arab-Muslim architectural heritage and its urban evolution. These aspects are expressed both by the large number of case studies (from Cordoba to Palermo, passing through Fez, Séfrou, Marrakech and Tunis) as well as by the quality of the built spaces as a whole. The several contributions show an urban framework that is still legible and significant, consisting of grids of houses with forms, structures and functions that show a concentration of spaces, places and monuments stratified over time and developed in the Mediterranean countries, producing extremely diverse situations.

Re-situating Andean colonial history from the perspective of the local historians of ayllu Qaqachaka, in highland Bolivia, this book draws on regional oral history combined with local and public written archives. Rejecting the binary models in vogue in colonial and postcolonial studies (indigenous/non-indigenous, Andean/Western, conquered/conquering), it explores the complex intercalation of legal pluralism and local history in the negotiations around Spanish demands, resulting in the so-called "Andean pact." The Qaqachaka's point of reference is the preceding Inka occupation, so in fulfilling Spanish demands they seek cultural continuity with this recent past. Spanish colonial administration, applies its roots in Roman-Germanic and Islamic law to many practices in the newly-conquered territories. Two major cycles of ayllu tales trace local responses to these colonial demands, in the practices for establishing settlements, and the feeding and dressing of the Catholic saints inside the new church, with their forebears in the Inka mummies.

The monograph introduces a new concept - the aviation and missile cluster as a new class of objects of geo-ecological monitoring, united by the solution of identical strategic tasks of the state, the interconnection of its structural elements, the identity of priority contaminants and products of their transformation. This chapter analyses the legal qualification of complex conflict situations that feature more than two conflict parties. It examines whether such situations qualify as a single internationalized armed conflict or a number of independent international and non-international armed conflicts. With this in mind, this chapter puts forward a model based on the retention of autonomy of the allied conflict parties. It argues that once the autonomy is foregone and replaced with a single use of force by the parties, the law of international armed conflict applies ‘globally’ to the situation at hand. However, until that moment, the situation should be seen as ‘mixed’; in other words, as a set of mutually independent conflict pairs.

In anesthesia, situation awareness (SA) represents the degree to which an anesthetist perceives the information in her or his environment, comprehends the patient’s situation, and projects the patient’s situation into the future. There are three levels of SA: perception, comprehension, and projection. After perception, basic information has to be integrated, and several cognitive mechanisms enable correct, complete, and quick development of SA. These processes require long-term memory content such as mental models, similar (prototypical) situations that have been experienced earlier, automaticity, and medical knowledge including guidelines and algorithms. Several tools have the potential to provide qualitative and quantitative assessment of SA in anesthesia, including goal-directed task analysis (GDTA) and SA error taxonomy. In this chapter, the role of SA in anesthesia is illustrated, and factors are described that have the potential for either enhancing or hindering the development of adequate SA.

Stridor is a common pediatric and neonatal sign that can sometimes be associated with life-altering or even life-threatening consequences. In the neonatal population, it is often due to use of an endotracheal tube that is too small, laryngomalacia, and subglottic stenosis. Patients often present with co-existing neonatal comorbidities such as patent ductus arteriosus and bronchopulmonary dysplasia. Management of these patients is often complex, requiring exquisite teamwork by otolaryngology surgeons and pediatric anesthesiologists. This chapter reviews the pathophysiology of neonatal stridor as well as its presentation. It describes the surgical approach and challenges to anesthetic management. Crisis situations including code situationse, neonatal resuscitation, and tracheostomy are reviewed.

Environmental public health scientists and health protection practitioners are constantly challenged to respond to new or poorly understood hazards. Practitioners might also be required to address well-characterized hazards that have either increased in magnitude or re-emerged in different situations. Developing technological advances and new and emerging industrial processes (such as fracking, nanotechnology, shale gas, waste fires) can raise difficult questions for the public health practitioner, especially where research and health-related evidence is lacking. In these cases, public health science has a key role in undertaking and communicating risks and in providing the most accurate available scientific evidence and public health advice. The field of environmental public health is crowded with complex problems demanding our attention. It is impossible to devote sufficient clinical, research, and advocacy energies to all of these problems at once. Clinicians, public health professionals, and environmental public health scientists have to choose which health issues take priority.

La question de l'enseignement de l’oral préoccupe à la fois les enseignants et les apprenants. Dans un contexte d’apprentissage non naturel, les compétences liées aux activités de compréhension et de production orales sont complexes et difficiles à travailler d’une manière efficace. Les habiletés liées aux activités de l’oral, comme par exemple la compréhension, la production, l’interaction et la médiation, exigent de l’apprenant le développement d'aptitudes perceptives auditives, sémantiques, linguistiques, cognitives et phonétiques. Par ailleurs, les processus des activités de l’oral sont intangibles et peu maniables, ce qui rend l’apprentissage encore plus ardu. Qui plus est, l’enseignement institutionnel impose une évaluation, souvent sommative avec un système de notation. À cause de diverses contraintes, dans la plupart des classes de langues étrangères, la performance de l'oral est en général contrôlée par un test, qui très souvent ne permet pas de faire un diagnostic clair informant sur l'état de la progression de l'apprenant. Nous nous interrogeons ici sur les processus de compréhension et de production de l’oral. Nous sommes intéressés à répondre à plusieurs questions : Que se passe-t-il lorsqu’un apprenant essaie de communiquer oralement avec un locuteur natif ? Comment les informations sont-elles organisées pour formuler des énoncés ? Comment organiser des activités pour travailler l’oral et quelles en sont les conditions ? Dialectical thinking refers to the (primarily East Asian) tendency to tolerate contradiction, expect change, and perceive interconnections. Drawing upon a process-oriented approach to coping, in this chapter, two pathways through which dialectical thinking may influence East Asians’ ways of coping are proposed. First, dialectical (and holistic) thinking may enable East Asians to attribute events to both situational and dispositional factors. This breadth in attribution may lead to the perception of less personal control, as well as a weaker association between perceived personal control and coping outcomes among East Asians than among Westerners. In addition, dialectical thinking may facilitate complex cognitive processes such as differentiation and integration, and a reduced need for closure. In turn, this facilitates flexibility in appraising the controllability of stressful events and deployment of situation-appropriate coping responses (i.e., coping flexibility). Areas for future research are also discussed in the chapter.

In order to evaluate risk factors and preventive behaviors in cancer, one must consider the complex and interwoven mechanisms that lead to the development of cancer. By understanding such mechanisms, an epidemiologist should be able to integrate biological plausibility into his or her research. An understanding of cancer biology is desirable because the natural history of cancer should be accounted for in epidemiologic research and often dictates conceptual and statistical approaches in different situations—for example, in studying factors that initiate rather than promote carcinogenesis. Even a basic understanding of carcinogenic mechanisms is helpful in assessing the plausibility of epidemiologic associations. The intent of this chapter is to convey basic molecular and cellular concepts essential to understanding cancer biology; it is not intended to give a complete overview of cancer biology.

Since its inception, the “Achilles’ heel” of the transjugular intrahepatic portosystemic shunt (TIPS) procedure has been catheterization of the portal vein from the systemic venous circulation. In the majority of TIPS procedures, the portal vein is readily identified with conventional technique and the procedure is completed in no more than 60–90 minutes, if not less. However, there are certain anatomic situations that can make performance of a TIPS procedure difficult. A small cirrhotic liver with an abnormal hepatic to portal venous orientation, t hrombosis or cavernous transformation of the portal vasculature, and atrophic or absent (Budd–Chiari) hepatic veins all produce unique challenges for the interventionalist. In such situations, the use of alternative TIPS techniques may be warranted. In this chapter, two alternative TIPS techniques are discussed to assist with challenging anatomy.

This chapter comments on Article 14 of the Rome Statute of the International Criminal Court. Article 14 is really the completion of article 13(a). Article 13 lists three sources of ‘triggering’ or authorization for exercise of jurisdiction: the Security Council, a State Party, and the propriomotu initiative of the Prosecutor. Article 14 contrasts with the brief text governing Security Council referral found in article 13(b). Arguably, the two processes are similar, and the different formulations of the concept of referral in articles 13(b) and 14 are puzzling. It would have been preferable to use equivalent language and terminology, given the substantive similarities. The differences can be explained by the complex drafting process, and the fact that the two concepts originate in different provisions within the early versions of the Statute.

Game theory aims to understand situations in which decision-makers interact strategically. Chess is an example, as are firms competing for business, politicians competing for votes, animals fighting over prey, bidders competing in auctions, threats and punishments in long-term relationships, and so on. In such situations, the outcome depends on what the parties do jointly. Decision-makers may be people, organizations, animals, or even genes. In this chapter, the authors review fundamental notions of game theory and their application to philosophy of science. In particular, Section 1 looks at games of complete information through normal and extensive form representations, introduce the notion of Nash equilibrium and its refinements. Section 2 touches on epistemic foundations and correlated equilibrium, and Section 3 examines repeated games and their importance for the analysis of altruism and cooperation. International intervention in Somalia has been characterized by two distinct phases of engagement, between 1992 and 1995 and again from 2002 onwards, which proved both fundamental to the development of the responsibility to protect (R2P) norm, and which generate important lessons for the further development of the norm. This chapter explores both phases of engagement, drawing six key lessons which international engagement in Somalia yield for the R2P norm, and for future international intervention in conflicts characterized by war crimes and the absence of a state and an established governance architecture. While the situation in Somalia is likely to remain complex for some time to come, international engagement in Somalia has both proved key to the development of R2P in the first instance, and demonstrated that in spite of the most extreme obstacles, measures can effectively be taken to contribute to the protection of a civilian population affected by a complex conflict situation, and to support a nascent state to meet its responsibility to protect.

The chapter presents a model with complete markets, a situation in which consumers can access a full set of insurance contracts and are protected against any possible risk. Although in this model consumers are exposed to risks, the complete-market assumption in fact neutralizes their effect on consumption. The assumption of complete markets has two consequences for the analysis of intertemporal choice. First, it neutralizes the effect of uncertainty on the distribution of individual consumption over time. Individuals behave as if there were no uncertainty. Second, it makes individual behavior coincide with aggregate behavior, so that we can study either one indifferently. The chapter also surveys some of the tests of the complete-market hypothesis and the implication of the complete-market hypothesis for consumption inequality and consumption mobility.

The central aim of this book is to explore the ways in which social categories—especially gender, but also categories like race and religion—interact with and contribute to social solutions to problems of coordination and resource division. In particular, this book uses formal frameworks—game theory and evolutionary game theory—to explore the cultural evolution of conventions that piggyback on seemingly irrelevant factors like gender and race. As I argue, these frameworks elucidate a variety of topics. In particular, these frameworks help show how inequity can emerge from simple processes of cultural change. In groups with gender and racial categories, the process of learning conventions of coordination and resource division is such that under a wide array of situations some groups will tend to get more and others less. One theme that runs throughout the book is that surprisingly minimal conditions are needed to robustly produce phenomena related to inequity that we usually think of as psychologically complex. It takes very little to generate a situation in which social categories (like gender) are almost guaranteed to emerge. The preconditions under which models move toward outcomes that look like discrimination are, again, very minimal. Once inequity emerges in these models, it takes very little for it to persist indefinitely. Thus, we need to think of inequity as part of an ever-evolving process. It is not something we can expect to fix and be done with. Along these lines, the picture I present is ultimately one where those concerned with social justice must remain vigilant against the dynamic forces that push toward inequity.
