This chapter examines the attempts by the first Obama Administration to reach out to Iran in an effort to build trust. It traces the failure of Obama’s diplomatic efforts to secure any reciprocation from Iranian leaders. The lack of reciprocation shows the problem of accurate signal interpretation when there is no trust. It focuses on the negotiations in 2009–10 over limiting Iran’s supply of nuclear fuel in return for refuelling the Tehran Research Reactor. The chapter argues these negotiations failed because of the lack of trust. What makes this case so important is that there was no face-to-face interaction, which this book argues is critical to the development of interpersonal trust and accurate signal interpretation.

A large literature has emerged on intelligence and war which integrates the topics and techniques of two disciplines: strategic studies and military history. The literature on intelligence and war is divided into theory and strategy; command, control, communications, and intelligence (C3I); sources; military estimates in peace; deception; conventional operations; strike; and counter-insurgency and guerilla warfare. Sun Tzu treats intelligence as central to all forms of power politics, and even defines strategy and warfare as “the way of deception.” On the other hand, C3I combines signals and data processing technology, command as thought, process and action, the training of people, and individual and bureaucratic modes of learning. Since 1914, the power of secret sources has risen dramatically in peace and war, revolutionizing the value of intelligence for operations, especially at sea. The strongest area in this study is signals intelligence. Meanwhile, the relationship of intelligence with war, and with power politics, overlaps on the matter of military estimates during peacetime. The literature on operational intelligence is strongest on World War II. However, analysts have particularly failed to differentiate the effect of intelligence on operations, from that on a key element of military power since 1914: strike warfare. In counter-insurgency, many types and levels of war and intelligence overlap, which include guerillas, conventional and strike forces, and politics in villages and capitals.

This chapter describes how state legislatures could create a legal form of organization to brand trustworthy social enterprises. It identifies the two key components of such an organizational form, and explains how to implement them. It asserts that to brand adopting entities as trustworthy social enterprises, statutes must mandate that they prioritize social good. This will distinguish adopting entities from traditional for-profits and nonprofits, and enable reliable enforcement by identifying their primary objective. The chapter also argues that an effective legal form must contain multiple layers of enforcement. Along with adaptations of familiar disclosure requirements and litigation rights, it proposes a provocative new enforcement tool. If a social enterprise sheds the new form prematurely, or fails to meet its requirements, a percentage of its assets would be directed to a charity. Accepting the diversion of organizational assets to a mission-driven counterpart powerfully signals entrepreneurs’ and investors’ commitment.

The book presents investigative and interpretive articles on some of the most significant monuments and innovative features of medieval Islamic architecture, ornament, and gardens in Syria and Iraq, with comparative expansions into Anatolia, Egypt, North Africa, and Spain. These monuments, many of which have vanished in recent years, are examined within the context of the political divisions and theological ruptures that characterized the Islamic world between the eleventh and mid thirteenth centuries. Although some of these forms—including muqarnas vaulting, proportioned Qur’anic scripts, and cursive public inscriptions—would become ubiquitous in all Islamic architecture, these papers argue that they were produced and systematized within highly contentious political and theological discourses that imbued them with fairly specific meanings. Furthermore, the monumental types that were created in this period—in particular, the madrasa, the hospital, the tribunal (dar al-‘adl), and the citadel palace—represent borrowings from Baghdad, the Abbasid capital and safeguard of Sunni Islam. As such, the reader will be presented with medieval Islamic architecture as a discursive formation that echoes, though on a reduced scale, Abbasid glory and signals future developments in later Islamic architecture.

This introduction presents the theory of “black post-blackness” as a way of rethinking the mood of the 1970s, second wave of the Black Arts Movement. Crawford uncovers the inseparability, during the second wave of this cultural movement, of the hailing of blackness and the questioning of blackness. This introduction shows that this holding on to a blackness that keeps sliding away is the black post-blackness that shapes the 1970s second wave of the Black Arts Movement and resurfaces in the early years of the 21st century as writers and visual artists shape blackness into an unbelonging that creates belonging. Crawford argues that the connections between 21st century experimental black art and the experimental art of the Black Arts Movement matter, because post-black too often signals post-Black Arts Movement. She critiques a linear understanding of the move from black identity politics to freedom. This introduction presents the circle of black post-blackness as an alternative to the linear periodization that fails to see how blackness anticipates post-blackness.

A regulatory battle for control ensues in the central nervous system following a mismatch between the current physiological state of an organism as mapped in viscerosensory brain regions and the predicted body state as computed in visceromotor control regions. The discrepancy between the predicted and current body state (i.e. the “somatic error”) signals a need for corrective action, motivating changes in both cognition and behavior. This chapter argues that anxiety disorders are fundamentally driven by somatic errors that fail to be adaptively regulated, leaving the organism in a state of dissonance where the predicted body state is perpetually out of line with the current body state. Repeated failures to quell somatic error can result in long-term changes to interoceptive circuitry within the brain. This chapter explores the neuropsychiatric sequelae that can emerge following chronic allostatic dysregulation of somatic errors and discusses novel therapies that might help to correct this dysregulation.

An intentional sign family has the structure of an infosign family, with variants and invariants. It is a reproductively established family, a REF, that proliferates because enough of its members are also members of an informational sign family and, as such, have served to effect communication between cooperative senders and receivers that have learned or been designed or use these signs for mutual benefit. It is a proper function of an intentional sign to complete such a communication process by producing a cooperative overt or covert receiver response. In Normal cases, this response benefits or fits with further purposes of both sender and receiver. Intentional signs that fail to carry natural information that coincides with their intentional content are wrong, false, or unfulfilled. Besides linguistic signs, intentional signs include signals used by non-human animals, maps, charts and diagrams, instrument readings, and inner representations.

Bien qu’un écart existe entre souffrance et plainte, il est courant que les deux notions soient assimilées. L’amalgame amène à des raccourcis trompeurs, occultant ce que le contexte fait aux pratiques langagières, en particulier au travail. Toutes les souffrances ne se disent pas et les liens entre le mal-être ressenti et l’énonciation des plaintes sont variables. A partir d’un vaste tour d’horizon pluridisciplinaire et d’illustrations glanées en organisation, par observation directe, cet ouvrage invite à faire un pas de côté en s’intéressant à l’énonciation des paroles de plainte plutôt qu’aux causes du mal-être. Grâce à une démarche ethnographique, Olivia Foli montre comment le mal-être se dit (ou ne se dit pas), l’écoute qui y est accordée, mais aussi la non-écoute, l’invisibilisation, la disqualification, ou la banalisation des plaintes. This book examines how states integrate cyber capabilities with other instruments of power to achieve foreign policy outcomes. Given North Korea’s use of cyber intrusions to threaten the international community and extort funds for its elites, Chinese espionage and the theft of government records through the Office of Personal Management (OPM) hack, and the Russian hack on the 2016 US election, this book is a timely contribution to debates about power and influence in the 21st century. Its goal is to understand how states apply cyber means to achieve political ends, a topic speculated and imagined, but investigated with very little analytical rigor. Following on Valeriano and Maness’s (2015) book, Cyber War versus Cyber Realities: Cyber Conflict in the International System, this new study explores how states apply cyber strategies, using empirical evidence and key theoretical insights largely missed by the academic and strategy community. It investigates cyber strategies in their integrated and isolated contexts, demonstrating that they are useful to managing escalation and sending ambiguous signals, but generally they fail to achieve coercive effect.

Today’s elaborate system of international criminal justice originates in proposals at the end of the First World War to try Kaiser Wilhelm II before an international criminal tribunal. In the weeks following 11 November 1918, the British, French, and Italian Governments agreed on a trial. Lloyd George campaigned for re-election on the slogan ‘Hang the Kaiser’. The Kaiser had fled to the Netherlands, possibly after receiving signals from the Dutch Queen that he would be welcome. Renegade US soldiers led by a former Senator failed in a bizarre attempt to take him prisoner and bring him to Paris. During the Peace Conference, the Commission on Responsibilities brought international lawyers together for the first time to debate international criminal justice. They recommended trial of the Kaiser by an international tribunal for war crimes, but not for starting the war or violating Belgian neutrality. The Americans were opposed to any prosecution. However, President Wilson changed his mind and agreed to trial for a ‘supreme offence against international morality’. This became a clause in the Treaty of Versailles, one of the few that the Germans tried to resist. Although the Allies threatened a range of measures if the former Emperor was not surrendered, the Dutch refused and the demands were dropped in March 1920. The Kaiser lived out his life in a castle near Utrecht, dying of natural causes in June 1941. Hitler sent a wreath to the funeral.

Abstract The World Bank’s Lawyers provides an original socio-legal account of the evolving institutional life of international law. Informed by oral archives, months of participant observation, interviews, legal memoranda and documents obtained through freedom-of-information requests, it tells an untold story of the World Bank’s legal department between 1983 and 2016. This is a story of people and the beliefs they have, the influence they seek and the tools they employ. It is an account of the practices they cling to and how these practices gain traction, or how they fail to do so, in an international bureaucracy. Inspired by Actor-Network Theory, relational sociologies of association and performativity theory, this ethnographic exploration multiplies the matters of concern in our study of international law(yering): the human and non-human, material and semantic, obscure and evasive actants that tie together the fragile fabric of legality. In tracing these threads, this book signals important changes in the conceptual repertoire and materiality of international legal practice, as liberal ideals were gradually displaced by managerial modes of evaluation. It reveals a world teeming with life—a space where professional postures and prototypes, aesthetic styles and technical routines are woven together in law’s shifting mode of existence. This history of international law as a contingent cultural technique enriches our understanding of the discipline’s disenchantment and the displacement of its traditional tropes by unexpected and unruly actors. It thereby inspires new ways of critical thinking about international law’s political pathways, promises and pathologies, as its language is inscribed in ever-evolving rationalities of rule.
