This thesis is an exploration of how professional status is gained and sustained. Sociologists, in taking for granted which occupations are universally identified as professions have concentrated their studies on elite occupations, primarily law and medicine. Their attention has been focussed on the occupational, organizational and behavioural characteristics of these professions, rather than the personal or social characteristics of the incumbents. Consequently, although acknowledging that class, gender and race can provide or limit the resources for professionalizing, these personal attributes have not been considered central to the understanding of the term profession. The research is concerned with the relationship between professional status and gender in probation during a period in its history when it faced considerable threats. It traces the profession's history and maps its rise and fall in relation to its changing gendered composition, culminating in the government's decision to remove the prior qualification for practice in 1995 in order to attract ex-servicemen into probation. The reconstruction of probation into a credible profession is the substantive focus of this study. The analysis of the reconstruction is through a gendered lens and a discourse analytical approach is used to examine texts prepared by probation to promote its cause. This thesis concludes that the status of an occupation is directly related to its gendered construction and to be considered a 'full' profession requires middle class masculinity. Whilst masculine characteristics continue to be necessary for influence and success, the constant drift towards the masculinization of everyone undermines the contribution women can make to organizations and services. In retrospectively revealing the processes through which masculinization and professionalization are discursively achieved, the study opens up the possibility for future challenges to the devaluation of occupations dominated by women.

In the Victorian novel, gender-based social norms dictated appropriate behaviour. Female wrongdoing was not only judged according to the law, but also according to the idealized conception of womanhood. It was this implicit cultural measure, and how far the woman contravened the feminine norms of society, that defined her criminal act rather than the act itself or the injury her act inflicted. When a woman deviated from the Victorian construction of the ideal woman, she was stigmatized and labelled. The fallen woman was viewed as a moral menance, a contagion. Foreign women who committed crimes were judged for their 'lack of Englishness.' Insanity evolved into not only a medical explanation for bizarre behaviour, but also a legal explanation for criminal behaviour. Finally, the habitual woman criminal and the infanticidal mother were seen as unnatural. Regardless of the crime committed, female criminals were ostracized and removed from 'respectable' English society.

This thesis is an examination of Charles I of England’s projection of kingship through Sir Anthony van Dyck portraits during his personal rule. These portraits provide important insight into Charles’ vision of kingship because they were commissioned by the king and displayed at court, revealing that his kingship rested on complementary ideals of traditional kingship in addition to divine right. In this thesis, Charles’ van Dyck portraits are studied in the context of seventeenth-century ideals of paterfamilias, knight, and gentleman. These ideals provide important cultural narratives which were seen to be reflective of legitimacy, power, and masculinity, which in turn gave legitimacy to Charles’ kingship. The system of values and ideals represented in Charles’ portraits reveal that his vision of kingship was complex and nuanced, demonstrating that divine right was just one aspect of many, upon which his kingship was premised.

In recent years the rural enterprise has become a key theme in small business research. Despite an extensive and increasingly sophisticated literature analysing rural firms, the research effort has largely excluded agnculture. This exclusion reflects a wider separation of agriculture and industry which is apparent not only in scholarship, but in the political, social and economic institutions which surround the farm sector. Although there have been persuasive arguments for a more multi-disciplinary approach to the analysis of rurality and calls for comparisons to be drawn between farms and other small businesses, few such attempts have been made and the analysis of rural business development remains charactensed by disciplinary polarity. This thesis seeks to redress this by analysing farms using conventional small business paradigms and methodologies. Three specific issues were examined: the extent to which farms conform to small business norms; the engagement of farms in additional business activities; and the differences between farms undertaking additional business activities and those maintaining monoactive approaches. The results reveal similarities between farms and other rural enterpnses and demonstrate the continued importance of farms as creators of employment and wealth in rural areas Importantly, farms are shown to have a hitherto, unrecognized role in accommodating and fostenng rural small firms in non-farm sectors. The study supports the view that multiple business ownership activities may have been under-reported in the small business research literature. Tins analysis suggests that additional business activities are best viewed as a continuum, from the diversification of existing assets to the establishment of independent and separately registered firms. Policy liberalization, demand side changes and shifts in the demographic profile of farm owners are expected to increase the number of faims engaging in additional business activities. These factors are also expected to increase the smulanties between farms and other rural enterprises. The thesis concludes that there are benefits to be gamed from the inclusion of the farm sector in small business analyses. The sector is dominated by family owned, small businesses that have largely survived the transition through generations. As such, the sector offers small business researchers a unique opportunity to analyse issues at the centre of small business debate Moreover, it is argued that a small business approach to the analysis of the farm sector offers a particularly relevant, but hitherto absent, insight into the future development of rural areas.

This dissertation presents three essays on retirement and savings behaviour. It relies on secondary data from British national surveys to empirically address how workers prepare and adapt to the economic circumstances of later life. Chapter 1 analyses the effectiveness of providing workers with the opportunity to join workplace pension schemes to stimulate pension savings. It estimates the potential opt-in rate among employees who haven’t been offered a pension plan by an employer, had they been offered the opportunity to join a scheme. Governmental policies enforcing pension plan provision at every workplace could generate a major impact on aggregate participation rates. This potential success does not seem to be conditional on the existence of mechanisms imposed by law concerning the way workers are enrolled. Chapter 2 examines the effect of workplace pension schemes provision and participation on other individual financial savings, such as personal pension plans and financial assets. It exploits the variability in workplace pension scheme provision and membership induced by the employer’s payroll size as an identification strategy. No evidence is found that providing employees with access to workplace pension schemes would make them less likely to save through non-pension financial instruments. These results support the enforcement of the universal provision of workplace pension schemes as a national policy to improve financial preparation for retirement. Chapter 3 builds on the literature of the economic role of home production of goods and services at retirement. The literature usually restricts the explanation of retirees’ heterogeneous attitudes towards home production to gender differences or social norms related to couples’ division of labour. The present study provides novel evidence that non-cognitive skills in the form of personality traits explain the heterogeneous reallocation of time and consumption that occurs during a transition from the labour market to retirement.

This thesis examines the role of Muslim women in the implementation of ethno-religious minority policies in the UK from 2001-2014. Using Muslim women as a case study, I aim to understand how this relationship works in practice and whether the role played by Muslim women is symbolic or substantive. Also, I attempt to explore whether the engagement between the government and Muslim women has increased since 2010, with the change in the government from New Labour to the Coalition. Last but not least, the representative claims of the women involved in the policy process is examined to determine the legitimacy of the whole process. Specifying the ‘decentred’ theory of policy making, I employ a ‘hybrid’ approach to policy implementation and take further insight from ‘Saward’s (2006; 2009) ‘representation’ theory to answer the aforementioned questions. The theoretical framework helps me to justify the three level analysis, e.g. national, local and individual case studies. Using evidence from the documentary analysis and in-depth elite interviews, I highlight the positive role of non-elected Muslim women in the implementation of policies towards the Muslim community. The particular importance of the thesis lies in the way I apply the ‘decentred’ government’ approach and the ‘hybrid’ model of policy implementation to appreciate how Muslim women and local actors can ‘twist’ national policy to suit local needs. The empirical findings on how women approached engagement through Prevent, and how local actors negotiated a ‘grey space’ to pursue more locally appropriate approaches, are both significant interventions in the wider debate on Prevent and its implications for Muslim women’s and state-Muslim engagement.

Occupational sex segregation is often regarded as the central component of gender inequality in the labour market in contemporary industrial societies. Through comparing the situation between Britain and Japan, which have contrasting features in their patterns of occupational sex segregation and in the position of women in the labour market, this thesis examines the mechanism of occupational sex segregation - how it is constructed and maintained - in the two societies with different social and economic backgrounds. Particular focus is on the impact of occupational sex segregation on individual workers' experiences, and systematic analysis is applied to investigate the impact by using a range of national-level large-scale data sets. The findings suggest that the implications of occupational sex segregation differ for Britain and Japan; for the former, occupational sex segregation contributes to gender inequality in the labour market, but this is not the case for the latter. It is suggested that occupational sex segregation could be one of the components of gender inequality in the labour market, but not necessarily the principal one. This thesis argues that the implications of occupational sex segregation in a society very much depend on the given social and economic institutions in the society that differ across countries, and thus occupational sex segregation should not be treated a priori as the central component of gender inequality.

Francis Fukuyama's End of History paradigm critiques the post-Cold War era. His premise is that liberal democracy is emerging as a global phenomenon because of the collapse of communism as a viable ideology. As a result, the states of the international system are then able to concentrate their efforts in economic maximization and in the building of an international consumer environment. Fukuyama's paradigm is compared to the integration scholarship of David Mitrany and Ernst B. Haas. As Fukuyama perceives nationalism becoming a less relevant issue in Western Europe because of the progressive elements of economic and political integration, Mitrany was one of the earlier political theorists to articulate that the purpose of politics was about the solving of practical problems of states through the development of functional international agencies. Haas believed that not only was nationalism dormant in Western Europe, but that its states would slowly but surely relinquish their sovereignty because of pressure from economic and political groups interested in the development of a supranational Europe. What Haas came to realize, however, was that the concepts of sovereignty and self-determination remain important variables in certain regions of Western Europe. The purpose of this dissertation, then, is to examine the clash between economic maximization and the role of ideas in Western Europe focusing particularly on a state not known for its nationalistic fervour. This dissertation examines the British Conservative Party's and the Scottish National Party's (SNP) position regarding devolution (the Union) and the future scope of the European Union. The SNP is important to analyse because it offers a radical alternative to the status quo and, moreover, this project examines the Party's internal divisions over the EU and its relevance to the devolution principle. There are certain factions within the Tory Party which perceive the establishment of a single currency as detrimental to parliamentary sovereignty and that there should be a repatriation of functions back to the member states. This empirical exercise adds credibility to the argument that despite the alleged and perceived benefits of further economic and political integration, there are political groups who perceive certain issues, like self-determination, worth defending. In a liberal democracy there can exist clashes over fundamental issues. This, thus, offers a sound contribution to the End of History debate.

Studies on prostitution have typically focused on the experiences, problems, and histories of prostitutes, rather than examining men who seek to purchase sex. Race has also been overlooked as a central factor in shaping the sex industry and the motivations of men who seek to purchase sex. This study utilizes online reviews of prostitutes to examine the way men who purchase sex discuss Asian prostitutes in comparison to White prostitutes. This paper traces the history of colonialism and ideas of the exotic Orient to modern stereotypes of Asian women. These stereotypes are then used to frame a quantitative and qualitative analysis of online reviews of prostitutes and compare the ways in which Asian prostitutes and white prostitutes are discussed. Further, the reviews are used to examine more broadly what services, traits, and behaviors are considered desirable by men who use prostitutes. The study finds that there are significant quantitative and qualitative differences in how men discuss Asian and White prostitutes within their reviews, and that these differences appear to be shaped by racially fetishizing stereotypes of Asian women. Prostitution also appears to reinforce male dominance and patriarchy in the form of masculine control and the feminine servicing of male sexual and emotional needs.

While there is a considerable body of academic literature on prostitution and sex work, there is relatively little research exploring the working conditions and occupational structures for men and women working in the indoor sex industry. There is a continuing tension between the theoretical position that considers prostitution as gendered exploitation and that which views commercial sex as work, although more recent studies have begun to explore different labour practices in some types of sex work. This thesis moves beyond previous analyses through framing the research theoretically as an occupational study, encompassing the experiences and transitions of female and male sex workers, as well as a small number of transgender participants, and setting these in the context of broader labour market theories and research. Using a qualitative approach, the study considers diverse labour processes and structures in indoor markets and adult sex workers perceptions of the terms and conditions of their work. The research develops an understanding of sex workers agency in relation to state structures, policy frameworks and varied working circumstances. It theorises the relationship of human agency to social stigma and recognition or denial of rights. It extends on existing classifications of pathways into and from sex work and develops typologies incorporating transitions between sub-sectors in the indoor sex industry, as well as temporary and longer-term sex working careers related to varied settings and individual aspirations. While the research identified gendered structures in indoor markets, which reflect those in the broader economy, the findings also contest gender-specific constructions of exploitation and agency through emphasising the diverse experiences of both male and female sex workers. I argue for development of a continuum of agency, which incorporates interlinking concepts such as respect, recognition and economic status and includes both commercial and private intimate relations. I contend that acknowledgement of sexual labour as work is a necessary precondition for recognising sex workers rights and reducing instances of physical and social disrespect. Nonetheless, this is not sufficient to counter social stigma, which is perpetuated by state discourses and policy campaigns which fail to recognise sex workers voices and, in doing so, create new forms of social injustice.

Rent: Same-Sex Prostitution in Modern Britain, 1885-1957 chronicles the concept of “rent boys” and the men who purchased their services. This dissertation demonstrates how queer identity in Britain, until contemporary times, was largely regulated by class, in which middle-and-upper-class queer men often perceived of working-class bodies as fetishized consumer goods. The “rent boy” was an upper-class queer fantasy, and working-class men sometimes used this fantasy for their own agenda while others intentionally dismantled the “rent boy” trope, refusing to submit to upper-class expectations. This work also explains how the “rent boy” fantasy was eventually relegated to the periphery of queer life during the mid-century movement for decriminalization. The movement was controlled by queer elites who ostracized economic-based and public forms of sex and emphasized the bourgeois sexual mores of their heterosexual counterparts. Sex between adult men in private was decriminalized, but working-class men selling sex suffered harsher laws and more strictly enforced penalties under this new, ostensibly “progressive” legislation.

British aristocratic women exerted political influence and power during the century beginning with the accession of George III. They expressed their political power through the four roles of social patron, patronage distributor, political advisor, and political patron/electioneer. British aristocratic women were able, trained, and expected to play these roles. Politics could not have existed without these women. The source of their political influence was the close interconnection of politics and society. In this small, inter-connected society, women could and did influence politics. Political decisions, especially for the Whigs, were not made in the halls of government with which we are so familiar, but in the halls of the homes of the social/political elite. However, this close interconnection can make women's political influence difficult to assess and understand for our twentieth century experience. Sources for this thesis are readily available. Contemporary, primary sources are abundant. This was the age of letter and diary writing. There is, however, a dearth of modern works concerning the political activities of aristocratic women. Most modern works rarely mention women. Other problems with sources include the inappropriate feminization of the time period and the filtering of this period through modern, not contemporary, points of view. Separate spheres is the most common and most inappropriate feminist issue raised by historians. This doctrine is not valid for aristocratic women of this time. The material I present in this thesis is not new. The sources, both contemporary and modern, have been available to historians for some time. By changing our rigid definition of politics by enlarging it to include the broader areas of political activities such as social patron, patronage distributor, political advisor, and political/electioneer, we can see British aristocratic women in a new light, revealing political power and influence.

The ways people go online have been transformed by the emergence of new mobile Internet technologies. As modes of Internet access are becoming increasingly diverse, this thesis sets out to examine how various forms of access shape engagement with online resources. Inequalities in Internet access have been neglected in the "second-level digital divide" research, which has focused on differences in skills and usage. Thus, I argue that inequalities of access have to be revisited and their role in digital inclusion reassessed. To study individuals' arrangements of Internet-enabled devices and locations holistically and as a dynamic entity, access is conceptualised as infrastructure. Theoretically, I distinguish between material dimensions of access and social practices shaping access, and draw on existing models of digital inclusion to examine the role of these dimensions and practices in online engagement. Empirically, a mixed methods research design is employed, complementing longitudinal analyses of survey data representative of the British population with 29 qualitative interviews with British Internet users. This study contributes to our understanding of material and social dimensions of access and their impact on Internet use patterns. First, the conceptualisation of Internet access as infrastructure is empirically validated. Second, quality, locality and ubiquity are established as material dimensions of access, where offline social and economic resources most strongly affect inclusion in high-quality, multi-local and ubiquitous Internet access. Third, three specific practices encompassing how users develop and maintain their access infrastructures are identified: spotlighting, distributing and being stranded. They reflect differences in roles Internet technologies play in individuals' daily lives as well as differences in availability of offline resources. Fourth, the results show that, controlling for a range of digital inclusion factors, the access inequalities have significant effects on a range of online engagement types, but are most strongly related to commercial and communication uses of the Internet. In sum, this study provides a nuanced understanding of how different mechanisms underlie the development, maintenance and engagement with Internet access, depending on whether access arrangements are shaped by digital exclusion or choice. Specifically, by outlining critical differences among all-round, mobile-mostly, mobile-only and home-only Internet users, broader policy and research implications are also discussed.

One significant demographic outcome of armed conflicts is the influence on the popu- lation sex ratio. The sex ratio in this study refer to number of men versus number of women. The 20th Century experienced a shift from armed conflicts with high num- bers of military casualties and few civilian losses, to an opposite relationship with lower numbers of military losses but instead large numbers of civilian causalities, with a more balanced mortality between the sexes. During World War I and partly during WorldWar II, increased mortality of young men left more women in the age ranges of the ca- sualties, creating excess cohorts of women. The reported sex ratios relating to the two world wars were extraordinary. Sex ratios allegedly declined in almost all combatant countries, but not in the non-combatant countries. The declines were significant and substantial, and have been incomparable to subsequent conflicts. The aim of this thesis is to study how mortality in the cohort of men who were most active in World War I andWorld War II contribute to the sex ratio imbalance at the population level. The stud- ied case will be England and Wales with the population effects from World War I andWorld War II. This is the first study that focuses deeply on this subject. Observations of the surviving soldier cohorts reveal an amplifying effect on the sex ratio imbalanceon the population level. The study here addresses another type of sex ratio; sex ratio in mortality. After a severely increased mortality sex ratio during the war years and a drop immediately after the wars, post-war development for both World War I and World War II, display a regained high mortality ratio between males and females.

This thesis looks at the role of British anti-trafficking NGOs in the development of the British policy response to human trafficking. Anti-trafficking NGOs are classified as insiders in the policy process which allows them access to the decision makers during policy developments. Through their insider status, NGOs have promoted their policy agenda for a victim-centred, balanced policy response to human trafficking to the government. A balanced policy response to human trafficking that contains a law enforcement approach with adequate and supportive measures for the protection and support of trafficked victims, has been internationally hailed as being required to tackle human trafficking at a national level. Although the British government has welcomed the input of NGOs in policy developments in response to human trafficking in Britain, the government's primary association of human trafficking with illegal immigration has prevented NGOs from achieving influential success. This thesis argues that the government's associations of human trafficking with illegal immigration have prevented it from further developing its human rights response to trafficking. A victim-centred approach to trafficking will support the existing law enforcement response in achieving an increase in successful prosecutions against the traffickers. Further, it is noted that policy developments in Britain are incremental and slow and the development of a policy response to human trafficking is no exception. By looking at the latest stage of British policy developments on human trafficking, the possibility of a balanced response has emerged for the first time. However, although the government has indicated its commitment to achieving such a response, no practical policy initiatives have been developed or implemented to affirm this commitment. This thesis contributes to the existing and growing body of literature on human trafficking policy in the UK. It aims to contribute to an understanding of how British anti-trafficking NGOs have used their status as insiders in the policy making process in order to influence policy developments, and to understand the limited success that they have experienced.

'The landscape of schooling in England has been transformed over the last five years' (House of Commons Education Committee, 2015:3). More than half of secondary schools in England have become academies, independent of local authorities and funded directly by central government. The programme was begun by New Labour in 2002, and by the time they left office at the 2010 General Election 203 academies had been established. The policy was considerably extended between 2010-2015 by the Conservative and Liberal Democrat coalition, and 'Free Schools' were introduced by Education Secretary Michael Gove: that is, schools 'set up in response to what local people say they want and need in order to improve education for children in their community' (DfE, 2013/2015). By the time of the 2015 general election, there were 4,674 newly-sponsored or converter academies and 252 'Free Schools', representing 64% of secondary school students (47% of all state school students), and 51% of secondary schools (32% of all state schools). This research argues the hypothesis that there is a high degree of philosophical continuity on this policy across the main political parties in England. It also analyses the extent to which the policy-makers invoke historical expressions of conservatism and/or liberalism in their articulation of that convergence. Drawing on past associations with politicians, the principal expositors and key architects of the 'Free Schools' policy were interviewed, and these transcripts have given insight into how the themes of policy are conceptualised and understood. The data suggests that there are convergent philosophical views across the main political parties, and agreement on the course of history of the policy. There are, however, ethical concerns about the pace of reform, the primacy of the 'market', and the extent to which democratic public goods are consistent with schools that are 'free'.

Two competing forms of sex education and the groups supporting them came to head in the 1970s and 1980s. Traditional sex education retained an emphasis on maintaining Christian-based morality through marriage and parenthood preparation that sex education originally held since the beginning of the twentieth century. Liberal sex education developed to openly discuss issues that reflected recent legal and social changes. This form reviewed controversial subjects including abortion, contraception and homosexuality. Though liberal sex education found support from national family planning organizations and Labour politicians, traditional sex education found a more vocal and powerful ally in the New Right. This thesis explores the political emergence of the New Right in Great Britain during the 1970s and 1980s and how the group utilized sex education. The New Right, composed of moral pressure groups and Conservative politicians, focused on the supposed absence of traditional morality from the emergent liberal sex education. Labour (and liberal organizations) held little power in the 1980s due to internal party struggles and an insignificant parliamentary presence. This allowed the New Right to successfully pass multiple national reforms. The New Right latched onto liberal sex education as demonstrative of the moral decline of Britain and utilized its emergence of a prime example of the need to reform education and local government.

This thesis examines how Britain's government and military establishment conceptualised the role of the voluntary Territorial Army (TA) between the World Wars, and explores the relationship with British defence policy during the period. It also evaluates whether or not the TA was capable of carrying out its ascribed role, through a balanced assessment of its organisation, training and military efficiency. It posits that the TA was integral to British defence planning and played a key part in the Army's mobilisation plans, although the priority given to its role shifted throughout the period in accordance with the direction of Britain's strategic focus. Additionally, this thesis will emphasise that the Territorial Army had not one purpose but several. Alongside its central function as the framework for a conscript National Army it held key responsibilities for both home and imperial defence. This thesis examines the TA's role and organisation in a thematic and broadly chronological manner. Part I deals with the TA's expeditionary role and its function as the framework for all future military expansion, as well as its role as a voluntary imperial reserve for any medium scale wars conducted without resorting to conscription. Part II focuses on the Territorial Army's home defence responsibilities, in particular its domestic role in aiding the civil power and its contribution to Britain's increasingly important air defence capabilities.

This thesis reports on the first empirical study of the volunteer appropriate adult service for young suspects and the first attempt to determine the extent and nature of volunteer appropriate adult provision nationally. The investigation provides an original insight into the philosophy, role, practice and co-ordination of the appropriate adult. At an empirical level, the investigation fills a gap in the current work on the appropriate adult by considering the use of volunteers in the role, in terms of their practice and co-ordination and the extent and nature of their use. The empirical research is based on a detailed case study of the Plymouth Youth Enquiry Service (henceforth YES) volunteer appropriate adult service and a national survey of YOT managers. The case study included participant observation, documentary analysis and a self-administered questionnaire survey at the YES volunteer appropriate adult service. The national study of YOT managers was based on a postal survey. At a theoretical level, this thesis uses theoretical perspectives from the fields of youth justice (for example, Brown, 1998; Muncie, 1999a) and criminal process (for example, Packer, 1968; McBarnet, 1981; Choongh, 1997) to explain the philosophy, role and practice of the appropriate adult. It argues that role has been constructed to serve different, and sometimes conflicting, purposes, ranging from due process, crime control, welfare, crime prevention and managerialism. In terms of practice, parents rarely contribute in interviews and, when they do, their contributions tend to be consistent with the crime control model. Social workers may act according to a welfare or control ideology. The volunteer's role has included elements of due process, crime prevention and welfare.

As the population ages, providing health services for the growing number of older people will become an increasingly difficult problem. In countries where the health services are provided by the government, these problems are involved with complicated issues of finance and ethics. This is the case of the National Health Service, the government institution providing health care for the citizens of the United Kingdom. Knowing what social factors influence health care usage can be a link to match usage and funding. Literature has shown that health care utilization can be predicted by social factors, as well as the medical model, and from this orientation social variables were drawn from the 1994 General Household Survey. Social factors were analyzed to determine relationships that exist between certain types of health care use and these factors. Age, sex, and class, the three main factors shown in literature to affect usage, were then analyzed to determine if services are allocated on the basis of these factors or the basis of need from illness and disability. Results of the study show that of the predisposing variables, age, sex, and class, are associated with most types of health care use. From the enabling variables, both source of income and visits from friends and relatives are associated with most types of health care. Of the illness determinants, disability, limiting illness, restricted activity days and eyesight difficulty were all related to health care use. When intervening control variables were introduced, the intervening control variables of difficulty with activities of daily living and difficulty with instrumental activities of daily living had an explanatory effect on the use of home help, district nursing, consultations with a general practitioner at home, consultations with a general practitioner at a surgery or health clinic, and inpatient stays. These services were offered more according to need than the factors of age, sex, and class.

The NHS is the centrepiece of the UK welfare state. For fifty years it has provided the majority of health-care in the UK. However the running of the service has not been marked by a smooth operation. Repeated reforms have occurred since 1948 in attempts to increase the efficiency and effectiveness of the service. These reforms have been credited with varying degrees of success. Even the most radical reforms, initiated in 1990, have been marked by some failures - particularly in respect to the provision of services to 'at risk' groups such as the elderly, leading to criticisms of a lack of coherent policy making. The reasons that underlie the success of the NHS in the midst of failure are complicated, but one hypothesis is that the structure of the NHS does not reflect its basic functions. Those functions can be broken down into 2. First is the relief of suffering from illness; second is the support of the industrial and economic base of the UK. The existence of this pluralistic purpose implies that the management of the service requires balancing the forces of economic, state and civil society requirements for the NHS. This management is embodied in a complicated institutionalisation of care, covered in chapter 1. The empirical evidence gathered in the thesis, in chapters 2 and 3 both from literature and case studies, would indicate that at least part of the problems seen in the NHS result from a failure to balance this institutionalisation. However, the situation is made more complex as the result of this imbalance creates further increased demands from some of the elements in the management of the service. Therefore the failure to balance the interactions that surround the NHS increases the pressures on it which in turn increases the imbalance leading to a feedback loop magnifying the problem. The source and problems of this feedback are best exemplified by a case study of the most recent reforms -covered in chapters 4-11 of this thesis. This case study demonstrates that the way in which the 1990 reforms were formulated and implemented took little notice of the impact of the changes on the street level NHS managers - with the results that the reforms did not represent a coherent policy. The result of the lack of coherence is that the changes have not generated efficiency gains, and in some cases have diverted resources away from those most in need. The underlying cause of this is the predominance of non- market forces in the decision making process - i.e. the values of the purchasers and the power of the providers to influence decision making. The linkages between these features of the post reform NHS are described in chapter 12. It is likely that the only way in which the circle of problems in the NHS can be addressed is re-establishing the corporate relationship that surrounds health care. However unlike previous relationships the evidence suggests that the relationship should be established at a policy level, rather than the current trends for a local level relationship. The NHS is not unique in this aspect, as this is the pattern of change seen in many European Countries.

This thesis examines the public policy process. It explores the role of and relation between three concepts considered important in defining and shaping the making of policies: policy networks, evidence-use and policy transfer. It does this through examining a high profile and controversial area of public policy: the debate about sex offender community notification that resulted from the abduction and murder of eight-year-old Sarah Payne by a convicted sex offender in the summer of 2000. A case study methodology is employed, which includes interviews with key players and extensive documentary analysis. The study finds that none of the main concepts for understanding policy networks - iron triangles, issue networks, policy communities and advocacy coalitions - provide sufficient characterisation of the policy network involved in the 2000 community notification debate. Areas that these concepts do not fully address include the degree of choice participants have in getting involved in a policy network, the causes and processes of alliance building between network participants and the importance, characteristics and impact of organisational as well as personal links. Practitioner knowledge emerges as a major influence in policy making with different forms of evidence entering the policy debate in a strategic way - that is to support an argument. Factors that explain the influence of research evidence are its comprehensiveness, its perceived value for future policy debates on the same topic and the assumed integrity of the evidence-provider. The existing concept of lesson-drawing is found to focus too much on cases in which policy transfer has taken place. It is necessary to develop the concept further to explain situations in which lessons are drawn but where the idea of transferring a policy is dismissed. Finally, lesson-drawing is not limited to the substance of policies and practices but also includes lessons about tactics and processes.

Scottish institutions within the educational networks, including Government, local authorities, and schools, are entangled in performative activities dedicated to improvements in student attainment. Secondary school performance in Scotland is measured nationally predominantly by the number and level of national qualifications achieved. The thesis makes the case that this attainment agenda places enormous pressures on Headteachers to ensure student outcomes are maximised and that the culture of performativity is a major factor in shaping the roles and practices of Headteachers. The study is based on four new secondary school Headteachers in a single Scottish local authority. It is through an examination of their work practices that the formation of subjectivities within a range of power relations and discursive regimes are explored. Performativity and accountability influence the role and actions of the Headteacher in many ways which are unanticipated. There is an ongoing power struggle engendered by the pressures and controls imposed on new Headteachers which modify and discipline their behaviours. In this thesis, a case study methodology is employed and the concepts of Michel Foucault are applied to provide an alternative means of understanding the practices of Headteachers. A Foucauldian approach also provides a different perspective on the problematic conceptualisation of school leadership. The aim of this study is to make a research-based contribution to our understanding of the complexities and competing priorities negotiated by new Headteachers. The research evidences the dominance of the attainment agenda on the lived lives of the new Headteachers. This study should enable the development of additional ways to assist with Headteacher preparation and the provision of improved support in the early years of Headship.

The current study examines the influence of religious affiliation and practice on family patterns and labour market activity for women in Western Europe, focusing on Britain and France. While both countries have experienced a sharp decline in institutionalized forms of religion over the past decades, differences in family and fertility behaviour on the basis of religiosity seem to persist. Although previous studies documented a positive correlation between religion and both intended and actual family size, there is still uncertainty about the different routes through which religion affects fertility, how structural factors are involved in this relationship and whether and how this relationship has changed along with the process of religious decline. This study aims to fill this gap by exploring the interrelationships between religion, educational attainment, female labour force participation, union formation and fertility levels. The data come from the British Household Panel Survey (BHPS), which contains 18 waves from 1991 to 2008, and the French survey of the Generations and Gender Programme (GGP), which was initially conducted in 2005. By following trends in fertility differences by religious affiliation and practice across birth cohorts of women, it is found that religious differences in fertility are not only persistent across birth cohorts, there is also a growing divide between non-affiliated and religiously practicing women who maintain higher fertility levels. Religious differences in family formation patterns and completed fertility are also explored, taking into account the interaction between education and religiosity. It appears that the effect of education on fertility differs by level of religiosity, as higher education is less likely to lead to childlessness or to a smaller family size among more religious women. The findings on the relationships between family and work trajectories by level of religiosity also point to a reduced conflict between paid employment and childbearing among actively religious women, although these patterns vary by religious denomination and by country.

In the late 1990's, various British news agencies reported cases of British-born South Asian Muslim women who forced into marriages. In 2000, the UK government produced a study that determined there were 400 British cases of "forced marriages" reported to UK police in a two year period. In response to these findings, the UK government launched an educational prevention campaign, in which they defined forced marriage as "a marriage conducted without the valid consent of both parties". I argue that, while the aim of the UK government's campaign is to promote the right of choice in marriage, they do not critically examine legal, religious, political and economic issues that may limit the ability of some British South Asian Muslim women to exercise that right. This study examines these issues to develop a better understanding of the link between culture, religion and forced marriage in certain British South Asian Muslim families.

This dissertation argues that British officials attempted to use the legacies of British administrative and imperial structures embedded in twentieth century international institutions to define a new world role for Britain after the Second World War. This role, they determined, would be based in international, administrative, and technical experience and expertise. The concept of an international civil service, loyal to the aims of the international organization they served, was first proposed by British diplomats at the League of Nations and based in the British concept of a politically neutral civil service. After the Second World War, British officials hoped that the legacies of their earlier influence - including administrative structures, ideologies, and a large cadre of officials trained through the British civil service in international administrative and technical affairs - would allow them to remain influential in the administration of the new international organizations despite Britain’s diminished postwar status. They were initially successful in this endeavor, with high rates of representation across the ranks of the United Nations, particularly in social and economic fields. Over time, facing political opposition in the General Assembly over their remaining colonial holdings, British officials hoped that their support for the United Nations – particularly as embodied in their representation in the international civil service – might redeem their international image. However, British interests saw increased competition with those of the United States, Soviet Union, and the global South as the United Nations grew over the course of the 1950s and 1960s. Moreover, principles of equitable geographic representation in the international civil service meant that as membership in the United Nations grew, British representation declined. By the early 1970s, British officials abandoned their earlier hopes of maintaining an outsized role at the United Nations. Examined in this way, the international civil service served as a microcosm for Britain’s own standing in the world as well as one way that British officials actively attempted to manipulate that standing

Modal shift from road to rail for freight movements is a potential means by which the negative environmental and social impacts of such transport can be reduced. As such it features strongly in contemporary transport policies in Great Britain. This thesis examines the interactions between logistical structure and freight modal choice, to determine the extent to which rail's mode share is likely to be increased. The research assesses the influence of recent logistical changes both within companies and along supply chains on mode choice and identifies the likelihood of future changes resulting in greater rail usage. A combined approach involving a postal questionnaire survey and in-depth company interviews was adopted. Further, to consider the interactions between the supply of rail freight services and their level of uptake, original databases of rail freight services at the disaggregated level have been constructed and analysed for the years 1991, 1997, 1998, 1999 and 2000. The research thus provides a greater understanding of the importance of modal choice in individual firms' logistical decision-making processes, as well as through supply chains from source to customer. Key logistical issues that have affected, and are likely to affect, mode choice are identified and utilised to assess the potential for rail. Significant potential for modal shift is found to exist though many obstacles are also identified for many types of movement, relating to both supply- and demand-side factors. The importance of a coherent transport policy to deal with these obstacles to allow rail freight to meet its potential is highlighted.

This thesis examines the politics of identity of women accountants in the UK who are mothers, by exploring the links between working in the accounting profession and the experience of motherhood. It takes a sociological approach to analyse how social, political, cultural and moral forces, in relation to accounting, motherhood and wider society, affect identity, or the self. The accounting profession is arguably a masculine enviromnent into which the accountant is socialised. Motherhood illustrates the tensions between an essentialist and a non-essentialist view of identity. The thesis explores the contradictions and juxtapositions between these two identities of accountant and mother, and the struggle of women to exercise agency within the confines of the profession. It uses a feminist methodological framework based on the subjective experience of women. As such, I present my own autobiographical account of being an accountant and mother, and the oral history narratives of fifteen other women, arguing that narrative forms an integral part of identity construction. The thesis concludes that the narrative approach and the use of oral histories has much to offer to accounting research and has important implications for our understanding of the interrelationships between accounting and motherhood. These include the emotions, transformations and constructions of identity of women accountants.

This thesis examines Anglo-Greek relations during 1947-1952; the era of the Greek civil war from the British announcement to withdraw aid from Greece until the end of the civil war and Greece's entry into NATO. A comprehensive treatment of the crisis of the civil of the civil war focuses on British imperial defence, the politics and society of Greece and bilateral relations as formulated by Cold War needs. During the rift between the Right and the Left in Greece, the main issue addressed by this work is the continuation of British influence in Greek affairs and the extension of British interest in bolstering the anti-Communist fight of the Greek government. In 1947 Britain, being itself on the verge of economic collapse, opted to discontinue financial support to the Greek right-wing government, which boosted the enunciation of the Truman Doctrine in March 1947. In the wake of American interference in Greece, Anglo-Greek relations remained close and intense, as the Greek governments maintained their trust in the British. For the British, Greece remained a destitute country, in need for assistance to defeat the communists. This study emphasises the diplomatic and military co-operation between the British, the American and the Greek governments in trying to defeat the communist forces, while attention is given to the policy and aims of the Greek Communist Party. The communist attempts to take over power along with the policies of the Greek governments and their allies are examined, with particular emphasis on the counterinsurgency operations of the Greek government developed from 1947 until the final defeat of the communist forces in 1949. The British role in these operations is considered to be important and influential in training and equipping the Greek armed forces. In the first post-civil war period of 1950-1953, the main issues examined are the attempts made by the Greek governments and the allies to establish a strong democratic cabinet and to strengthen the security of Greece within the context of international Cold War policies. Due to anti-Communist perceptions, precipitated by the Korean War, Greece became a quasi NATO member in 1950 and full member in 1952, which brought the withdrawal of the British Military Mission from Greece.

This thesis explores the idea that an equality state has evolved in Britain since the 1960s. The policies and institutions that make up the equality state are those that seek to ensure some forms of equality between its citizens. Its latest development has been through the 2010 Equality Act that promotes equality in relation to nine protected characteristics, but just two of these are considered here, race and sex. The study will investigate the origins of the equality state under the 1964-1970 Labour governments through the formulation of policies that explicitly or implicitly promoted sex and racial equality. The main areas examined in relation to racial equality are the anti-discrimination provisions of the 1965 and 1968 Race Relations Acts; measures to promote the integration of immigrants, particularly in employment, education, housing and policing; the institutions which aided integration particularly the National Committee for Commonwealth Immigrants and Community Relations Commission; and the Urban Programme and other measures taken in response to Enoch Powell's 1968 'Rivers of Blood' speech. With sex equality the areas considered are the 1970 Equal Pay Act; the development of policy to promote equal opportunity in employment; and the reform of law relating to abortion, divorce and the availability of contraceptive services through state agencies. iv The primary focus of the thesis is on the policy making process and the research is based on government papers in The National Archives. Other influences on these policy areas have been researched through primary sources, particularly policies' origins in the Labour Party, the influence of the trade union movement, campaigning groups and, in the case of sex equality, the remaining first wave feminist organisations. Through this the thesis develops an understanding of the nature and limitations of the equality that the equality state promotes.

The purpose of this thesis is to explore themes in the development of national ideology in Scotland and Greece largely in the nineteenth and twentieth centuries. The analysis consists of two pairs of case studies where, using the comparative method, the role of historiography in providing ‘mental maps’, precise boundaries for the nation in space and time, its application in constructing a national consensus on an acceptable past, and the use of the latter in consolidating a national identity, are explored in detail. This process followed intricate paths in both Scotland and Greece and displayed rifts and fissures in patterns thought common in the development of nationalism in Europe. The fundamental ideological challenges to which significant segments of the Scottish and Greek society had to respond are shown to have influenced their respective societies’ worldview until the present time. The resilience of a number of different valid perceptions of Scotland in the nineteenth century and the dichotomy between equally possible concepts of Greece demonstrate, in concluding, the fluidity of national identity and indeterminacy of their modern ethnogenesis as late as the eve of the Great War.

The positive impact of higher education institutions (HEI) on local economies has been long acknowledged, but it has generally been evaluated by using regional multipliers or input-output techniques, which are static in nature and more focused on short-term effects. This study tried to give a more complete and dynamic account of how HEI are affecting the local economies by incorporating into the analysis the role of human capital and interregional migration. My analysis is based on micro- econometric data on around 800,000 British students graduating between the academic years 1996-97 and 1999-00. In order to analyse the data I employ dichotomous, multinomial, and conditional logit models, which investigate how the characteristics of the individuals, the institutions, and the regions together determine graduate migration behaviour. Most of my results on the determinants of student migration were in line with the expectations of the traditional migration research although some surprising results were also revealed. One of the most interesting results is the different attitude of men and women towards migration to study and migration to work. Another important result is the effect of the final degree classification on graduate migration. In the last part of the thesis we used the knowledge developed on student and graduate migration to study the relationship between innovation and human capital flows. Given the nature of the problem, we move away from a micro-econometric framework to use simultaneous equation models, which better account for the feedback mechanisms between the two phenomena under investigation. The results show that the primary role of the university system appears to be as acting as a conduit for bringing potential high quality undergraduate human capital into a region. If the region is already economically buoyant, many of these migrants will remain in the university region for employment after graduation, subsequently contributing to the region's innovative performance. The migration effects of embodied human capital appear far more important than informal university-industry spillovers as an explanation of regional learning effects.

This thesis contains an analysis of the role of the state in the privatization of two of the world's largest telecommunications operators, British Telecom (BT) and Nippon Telegraph and Telephone (NTT), illustrated by a comparative examination of the different means of intervention of the state at the three stages of the process, and the impact that state intervention has on the corporate governance of the enterprises concerned.
Chapter 1 clarifies the notions of privatization and control. The subsequent chapters are organized on the basis of the percentage of shares held by the state. Chapter 2 analyzes the legal problems accompanying "complete control" of the state during the corporatization stage of privatization, in which there is a one-man stock company with the state as sole shareholder. Chapter 3 outlines the different private and public law devices used by the state in order to exercise "internal control" on the company after the sale of part or all of the government-owned ordinary shares. Chapter 4 focuses on the "external control" which is the last weapon of the state to monitor enterprises that are already deemed to be "privatized" from an ownership point of view. This thesis examines how early cinema’s social function was mediated by local and national institutions as well as civic agencies in Scotland between c. 1896 and 1933. It proposes a social-historical approach that is based on extensive archival research of documents such as local newspapers, town council minutes, education authority minutes and Scottish Office records. As an empirical and historical study it focuses attention on the social-historical circumstances of cinema exhibition and reception as proposed by New Cinema History. The thesis’ main argument is that institutional responses fell into two categories – constraining and constructive strategies to negotiate cinema’s role in Scottish society. Parts 1 and 2 discuss strategies of control which sought to limit cinema’s social impact as a commercial institution while the third part is concerned with attempts to redefine cinema’s social purpose through the creation of alternative film cultures and exhibition practices. The first part identifies for the first time the specificities of the legal and administrative framework within which cinemas were allowed to operate in Scotland before 1933. It contends that the legal basis of the framework was determined by the Scottish Office’s relationship with Britain’s central government, and that its application by local licensing authorities depended also on the dynamics of municipal power structures. A further argument is that Scottish licensing authorities were more resistant than their southern counterparts to interfere with the content of film shows and exercised control mainly through the regulation of the cinema space and negotiations with local cinema trade bodies. Part 2 analyses British national debates about the legitimacy of cinema as well as film’s potential for education, providing a discursive context for the practices explored in the first part. Centring on the 1917 and the 1925 Cinema Commissions, it focuses especially on the perceived link between cinema-going and juvenile crime and film’s usefulness as a teaching aid. These themes are explored from a Scottish perspective incorporating local debates from Edinburgh and Glasgow. This part maintains that the discourse about the negative effect of children’s cinema-going and the debate on the potential teaching value of films were connected in that they both constructed the child as an impressionable spectator that required institutional guidance and protection. Part 3 considers two constructive endeavours to shape early cinema’s social role in Scotland. It engages with the field of Useful Cinema and argues that this must not be confined to particular films or technologies but must include cinema exhibition practices that were religiously-, educationally- or politically motivated. First, municipal cinema is discussed as an alternative exhibition practice that tried to expand the role of the municipality as public service provider and match the ambitions of its organisers with the taste of local audiences. Second, the diversity of attempts to mediate cinema’s social role is once more illustrated in the case of the Scottish Co-operative Wholesale Society’s cinema and film work. This is explored diachronically and demonstrates that the Society’s engagement with cinema corresponded to broader contemporary debates discussed throughout the thesis. This part illustrates that the boundaries of cinema’s social function were constantly shifting during the period under consideration and that constructive strategies to define it anticipated characteristic strands of cinema culture emerging in Scotland subsequently.

This thesis examines the use of norms by British and Brazilian actors in the aid/cooperation regime in the 21st century. Using a constructivist approach, this research analyses actors’ agency in asymmetric international and domestic environments, in which different norms, dissimilar identities, and opposing interests coexist. This research argues that, regardless of the discourses and theories surrounding the differentiation between North-South and South-South aid/cooperation, British and Brazilian actors use norms to achieve their own goals at the domestic and international levels. The used strategies also resemble both case studies. Processes of norm circulation in the aid/cooperation regime have a greater impact at the international level and within the domestic environment of donor/partner countries, than in promoting behavioural changes in recipient countries. However, the content of British and Brazilian norms is different given their historical position in the international regime and domestic context. The present study sought to unveil how actors use aid/cooperation norms in order to achieve their goals in three major instances: 1- the international forums where actors debate the aid/cooperation regime’s architecture; 2- the domestic environment of donor/partner countries; and, 3- the domestic level of recipient countries, where international norms are diffused.
