The Prison Service in British Southern Cameroons had a constitutional mandate to provide rehabilitation programmes with the goal of transforming the conduct and welfare of prisoners. To deliver this mandate, the Prison Service this article explores the transformation and rehabilitation of prisoners in the British Southern Cameroons prison service which incorporates various types of social and economic activities. The main focus is on the rehabilitation programmes which existed within the prison service between 1922 and 1992. The changes in the laws which necessitated these activities as well as how the prisons were organised to carry out these very important activities are examined. Because of the need to instill inmates with skills and entrepreneurial capacities aimed at facilitating their re-insertion into the society, the correctional institutions moved away from a punitive approach to rehabilitation. This paper discusses the various innovative transformation and rehabilitation programmes that were implemented and designed to enhance the offender’s skills and to encourage their creativity and potentials. In collaboration with missionary societies and other agencies, the government rehabilitated prisoners through various programmes: skills development, psychological services, social work services, and spiritual care. The paper argues that while prisoners left the prison with development skills and knowledge that reduced reoffending and facilitated their reintegration into the community, the increasing number of inmates became over bearing on the resources that the government earmarked for the implementation of rehabilitation programmes.

Purpose This paper aims to highlight the impact that Covid-19 has had on the quality of education in prisons. This study considers the restrictive approaches taken by Her Majesty’s Prison Service during this challenging time, to argue that prisoner education is not being adequately prioritised. This study highlight issues relating to the digital divide in prisons and the lack of technological advancement, which could improve educational continuity and in-cell learning. Design/methodology/approach This study provides an examination of the broad impact the national pandemic has had on prisons and punishment, Covid-19 National Frameworks and policies relating to prison restrictions, the movements within prisoner education policy, scholarship and reflections from delivering Learning Together in HMP Full Sutton, to argue that prisoners are at the bottom of the educational hierarchy in terms of delivery, innovation and prioritisation of learner needs. However, this study proposes that some of the technologically enhanced learning is a potential solution, to transform educational equity and to reduce the digital divide. Findings This study highlights that education in prisons has taken a sudden and substantial deterioration. Findings suggest that there are few signs of this improving in the immediate future due to ongoing national restrictions. The Covid-19 prison restrictions further demonstrate the neglect of prisoners' educational needs. In addition, the national pandemic has highlighted the lack of use of technology within educational delivery in prisoners. However, findings suggest that through engaging digital learning platforms and the greater inclusions of technology in prisons, they can enhance educational opportunities and inclusive experiences for isolated learners. Research limitations/implications This is a study piece with support from a review of policy and scholarship. This is not based on data collected with serving prisoners during the national pandemic. Originality/value This study provides an overview of the current restrictions and lockdowns in prison associated with the national pandemic. Contemporary consideration to this underexplored area is essential to highlight the severe deprivations of prisoners and the fundamental impact this has had on educational delivery and much anticipated progression. Nuanced approaches to increase the use of technology within prison education are considered, in light of the challenges the pandemic has spotlighted.

AbstractBackgroundOlder prisoners are the fastest growing subgroup in the English and Welsh prison estate. Existing research highlights that older prisoners have high health and social care needs and that, currently, these needs routinely remain unmet.Objectives(1) To explore the needs of men entering and leaving prison; (2) to describe current provision of services, including integration between health and social care services; and (3) to develop and pilot an intervention for identifying health and social care needs on reception into prison, ensuring that these are systematically addressed during custody.MethodsThe research programme was a mixed-methods study comprising four parts: (1) a study of all prisons in England and Wales housing older adult men, establishing current availability and degree of integration between health and social care services through a national survey and qualitative interviews; (2) establishing the health and social care needs of older men entering prison, including experiences of reception into custody, through structured (n = 100) and semistructured (n = 27) interviews; (3) the development and implementation of an intervention to identify and manage the health, social care and custodial needs of older men entering prison; and (4) exploration of the health and social care needs of older men released from prison into the community through qualitative interviews with older prisoners prior to and following discharge from prison. Descriptive statistics were produced for all quantitative data, and qualitative data were analysed using the constant comparison method.ResultsThe number of older prisoner leads has increased in recent years but they do not all appear always to be active in their roles, nor in receipt of specialist training. Nearly half (44%) of establishments do not have an older prisoner policy. There is a lack of integration between health and social care services because of ambiguity regarding responsibility for older prisoners' social care. The responsible social service may be located a considerable distance from where the prisoner is held; in such instances, local social services do not co-ordinate their care. The most frequent unmet need on prison entry was the provision of information about care and treatment. Release planning for older prisoners was frequently non-existent.LimitationsThe study used a cut-off age of 60 years as the lower limit for the definition of an older prisoner; evidence has emerged that supports a redefinition of that cut-off to 50 years. Our study examined the care provided for men and this should be considered if contemplating using the Older prisoner Health and Social Care Assessment and Plan (OHSCAP) with older women in prison.ConclusionThe OHSCAP, developed as part of this study, provided a feasible and acceptable means of identifying and systematically addressing older prisoners' health and social care needs. Future work will include the conduct of a randomised controlled trial to examine the impact of the OHSCAP in terms of improving a range of outcomes, including economic impact.FundingThe National Institute for Health Research Health Services and Delivery Research programme.

<p>Nigerian’s prisons conditions is pathetic, a very dreadful and incompetent of assuring expected rehabilitation of inmates. There exists a general rareness of infrastructures, policies, and corruption in the system. Given this context, the main thrust of this study was to examine the specialization of social worker on the impact of prison rehabilitation programmes on the welfare of the inmates. To achieve the purpose of this study content analysis through the use of books, journal publications and available sources on the internet library. This is to give a profounder understanding of the specialization issues that surround social workers in Nigerian prisons with a view of bettering the inmate’s life. The findings of this research work reveals that, lack of qualified social workers affect the rehabilitation programme aim at reforming the inmates. Also, the findings disclose poor founding and ineffective governance as responsible for the shortage staff in the prison, rigidity (bureaucratic bottle neck) and institutional failure. Issues such as corruption, nepotism, and regional sentiments were the real problems behind the unspecialized social workers in Nigerian prisons service. <em></em></p>

Background. Suicidal behaviour and completed suicide are serious problems within British prisons, leading to significant morbidity and mortality, and are the focus of major efforts towards their prevention.Aim. To explore the demographic, social and psychiatric correlates of suicidal behaviour in prisons in England and Wales and their relationship with health service use; and to develop a combined psychosocial model of risk.Method. This report analyses the prevalence of suicidal ideation and suicide attempts in the ONS National Prison Survey, and their association with the presence of psychiatric disorders, personality disorder, substance abuse and social risk factors. These data were compared with data from the second national survey of psychiatric morbidity in adults living at home. In both surveys, a two-phase interviewing procedure was used, covering general health, health service use, assessment of psychiatric disorders, life events, social supports, suicidal behaviour, activities of daily living, sociodemographic data, substance abuse and intelligence.Results. Suicidal thoughts and suicide attempts were commoner in prisons than in the general population and these were significantly associated with higher rates of psychosis, neurosis and personality disorder in prisons. In addition, demographic and factors such as being young, single, white, leaving school early and experiencing poor social support and significant social adversity were important risk factors for suicidal thoughts. Crucially, there was no separate category of people at suicidal risk who did not have psychiatric disorders.Conclusions. The high rates of suicidal behaviour in prisons cannot be addressed without adequate attention to the high rates of psychiatric disorder and vulnerability factors in prisoners.

The article focuses on a less-discussed issue of social marginalization of people leaving penitentiaries, which is the prevalence of multifaceted health problems experienced by people in this category. It includes poor health status, resulting from, among others, poor housing conditions, harmful or risky lifestyle, and lack of access to medical services. Data from the District Inspectorate of the Prison Service in Lodz, Poland on the health conditions of inmates was accessed. These data were supplemented by qualitative research conducted in 21 juvenile detention centers and 8 prisons across the country, conducting direct observations and In-Depth Interviews (IDI). A total of 198 IDIs were conducted with incarcerated (72) and released (30) juvenile offenders, and incarcerated (68) and released (28) adult offenders. These were complemented by IDIs with experts (50) and Focus Group Interviews (FGIs; 8) with male and female inmates in 4 Polish prisons. The study revealed that mental and physical health is a serious obstacle to social reintegration of ex-prisoners. It is rarely addressed by state institutions. There are strong associations between neglect of health issues in the prison population and increasing social exclusion after leaving prison. As Poland has a restrictive penal policy, former prisoners remain a group with social stigma and little support.

Background People aged ≥ 50 years constitute the fastest-growing group in the prison population of England and Wales. This population has complex health and social care needs. There is currently no national strategy to guide the development of the many-faceted services required for this vulnerable population; therefore, prisons are responding to the issue with a range of local initiatives that are untested and often susceptible to failure if they are not fully embedded in and securely funded as part of commissioned services. Objectives The objectives were to establish the prevalence of dementia and mild cognitive impairment in prisoners in England and Wales and their health and social care needs; validate the six-item cognitive impairment test for routine use in prisons to aid early and consistent identification of older prisoners with possible dementia or mild cognitive impairment; identify gaps in current service provision; understand the first-hand experiences of prisoners living with dementia and mild cognitive impairment; develop a care pathway for prisoners with dementia and mild cognitive impairment; develop dementia and mild cognitive impairment training packages for staff and prisoners; and produce health economic costings for the care pathway and training packages. Design This was a mixed-methods study. Setting The study setting was prisons in England and Wales. Participants Prisoners aged ≥ 50 years and multiagency staff working in prison discipline and health and social care services took part. Results Quantitative research estimated that the prevalence rate of suspected dementia and mild cognitive impairment in the prison population of England and Wales is 8%. This equates to 1090 individuals. Only two people (3%) in our sample had a relevant diagnosis in their health-care notes, suggesting current under-recognition of these conditions. The prevalence rate in prisons was approximately two times higher among individuals aged 60–69 years and four times higher among those aged ≥ 70 years than among those in the same age groups living in the community. The Montreal Cognitive Assessment screening test was found to be more effective than the six-item cognitive impairment test assessment in the older prisoner population. Qualitative research determined that staff and prisoners lacked training in knowledge and awareness of dementia and mild cognitive impairment, and this leads to problematic behaviour being viewed as a disciplinary issue rather than a health issue. Local initiatives to improve the lives of prisoners with dementia and mild cognitive impairment are often disadvantaged by not being part of commissioned services, making them difficult to sustain. Multidisciplinary working is hampered by agencies continuing to work in silos, with inadequate communication across professional boundaries. A step-by-step care pathway for prisoners with dementia and mild cognitive impairment was developed, and two tiers of training materials were produced for staff and prisoners. Limitations Our prevalence rate was based on the results of a standardised assessment tool, rather than on clinical diagnosis by a mental health professional, and therefore it may represent an overestimation. Furthermore, we were unable to distinguish subcategories of dementia. We were also unable to distinguish between a likely diagnosis of dementia and other conditions presenting with mild cognitive impairment, including learning disability, severe depression and hearing impairment. Questionnaires regarding current service provision were collected over an extended period of time, so they do not reflect a ‘snapshot’ of service provision at a particular point. Conclusions We hypothesise that implementing the step-by-step care pathway and the training resources developed in this study will improve the care of older prisoners with dementia and mild cognitive impairment. Future work The care pathway and training materials should be evaluated in situ. Alternatives to prison for those with dementia or mild cognitive impairment should be developed and evaluated. The study’s purpose was to assess the contribution of the Work Release Program of the Israel Prison Service (IPS) to the processes of prisoners’ rehabilitation. We interviewed 22 serving and released prisoners who participated in the program at two prisons in central Israel. Most respondents were positive toward the core components of the program, mainly the work outside the prison. Responses also indicated that the program eased their transition from prison life to life outside. However, some respondents criticized the way in which the program was operated. The article discusses the program’s strengths and weaknesses, and proposes some improvements.

Although injection drug use occurs inside Canadian federal prisons, the correctional service does not allow prisoners access to sterile injection equipment as a harm reduction measure. International evaluations have shown that prison-based needle and syringe programs (PNSPs) lead to many beneficial health and other outcomes, and contribute to safer environments for prisoners and staff. This article presents qualitative data from a community-driven study with 30 former prisoners in Ontario, Canada. Participants shared insights that are highly valuable for understanding the prison context in relation to the need for PNSPs, both in Canada and in other jurisdictions.

In essence, correctionalization is one of the manifestations of the formal institutionalization of the public's reaction to crime. The reaction of this society at first only focused on the element of giving suffering to lawbreakers. However, in line with the development of society, the element of giving suffering must also be balanced with humane treatment by paying attention to the human rights of lawbreakers as individual beings, as well as creatures. social. Therefore, the correctional facility must also function as a place for the rehabilitation of prisoners with a variety of coaching activities. The purpose of this study is to analyze the implementation of the equal rights of prisoners to get health services at prisons in Riau province and to analyze the obstacles and efforts in implementing the equal rights of prisoners to get health services in prisons in Riau province. The research method is sociological legal research, by identifying the legal effectiveness of the law in society which discusses the Implementation of the Equality of Prisoners to Get Health Services in Prisons in Riau Province, namely in Class II A Lapas Pekanbaru and Class II B Rokan Hulu Prison. In general, the implementation of prisoners' rights in obtaining health services in prisons in Riau Province has not been able to meet the needs of prisoners in prisons. It is hoped that the government will pay special attention to the impact arising from the overcapacity of a correctional institution. Because the excess occupants (over capacity) of a correctional institution will cause a health condition that is not good for prisoners so that it will hinder the running or ineffectiveness of the implementation of development programs in prisons. Abstract:Africans historians have recently paid more attention to postcolonial archives, trying to locate these elusive collections as well as thinking more critically about how to use them. Uganda, in particular, has been an important site for reconsidering the role of postcolonial archives in historical research. Using the archives of Uganda Prisons Service as a case study, this article explores how official records can illuminate the social histories of public servants and the postcolonial state. Along with surveying the state of Uganda’s official archives – particularly those of the Uganda Prisons Service – it explores how these documents provide insight into the everyday experiences and concerns of prison officers after independence. Beyond its bureaucratic functions, paperwork served as a site in which officers could negotiate their responsibilities and relationships. Through the archives of the Uganda Prisons Service, we learn about the social worlds of prison officers within and beyond the prison walls, thus better understanding their experience of public service beyond narratives of corruption and brutality. Ultimately, this article demonstrates the ways in which official archives can be used to study the postcolonial state from a social history perspective.

This essay is a conversation between two doctoral students interested in themes of queer and queering in the prison. We cover issues ranging from LGBTQ+ social exclusion to the housing of trans prisoners within the gendered prison service, all while negotiating our different backgrounds and experiences of the topics. The essay delves into the idea of “change” and the complexities of challenging the prison system, whether that is the old Victorian buildings, the institutionalisation of staff members, or existing prisoners. We reflect upon these challenges from our unique individual viewpoints within academia and as a practitioner psychologist. We introduce proposals for our own individual research projects which both aim to gain a greater understanding of the experiences of queer prisoners within the prison service, expanding upon the previous work conducted mostly within the USA but also more recently within UK prisons.

Discourse on renewal of the draft law on the criminal code (RUU-KUHP) has long been discussed. One of the newest aspects studied is about criminal social work or community service orders. This idea was born because prison sentences in Indonesia have not had a positive impact on convicts. Not to mention the issue of over-capacity of prisons that caused prison chaos until the operational costs of the prison were enormous. This juridical-normative study concludes that: The social work criminal design is in accordance with the criminal law punishments. Even so far in the Criminal Code it has been known as punishment through supervision mechanisms or fines. That is, beyond the criminal sanction, there are alternatives to punishment that can be given. In contrast, in Islamic law, in fact, it is in line with the principle of criminal sanctions for social work. Where, Islam tends to avoid prison sentences. Because prisons with various patterns are more likely to have a detrimental effect on convicts than on the mashlahat side.

The Knesset recently authorized privatized prisons in Israel. The rationale is primarily economic, based on claims of savings as high as 25%. However various studies contradict each other with regard both to cutting costs and to the efficacy of privatization. Not all agree that quality of life, daily functioning, and the quality of educational and rehabilitative activities are better in privatized than public prisons. The Ministries of Finance and Internal Security decided on privatization for financial reasons without holding a meaningful public debate on the social, value-based and moral aspects. One such question is whether it is appropriate for the state to transfer coercive power over prisoners lacking autonomy to private parties motivated by economic interests who could possibly exploit their power to profit at the expense of the prisoners' living conditions, treatment, training and rehabilitation upon return to the community. The notion of justice will likely suffer when subordinated to private profit motives. The Privatization of Prisons Law in Israel partially discusses these problems by means of various clauses that restrict the possibility of harming prisoners rights and require care, education and rehabilitative activities, in addition to requiring strict supervision over activities in privatized prisons. However, in Israel, public supervision of privatized entities is inadequate. The rigor of the law is seldom invoked with private parties who violate laws or the terms of contracts they themselves have signed. Hence, the effectiveness of supervision is also somewhat suspect. The disadvantages of privatization render its merits questionable when compared with Israel's current public prisons system. Despite extreme overcrowding and substandard facilities in some Israeli prisons, these function reasonably well. There is relatively little violence, and prisoners enjoy care, education, and vocational training. We may conclude that it is preferable to improve facilities in public prisons, expanding them and strengthening their rehabilitative orientation. This can be done by partially privatizing the care, education and rehabilitation components as well as the services and maintenance, while leaving the security and administration in the hands of the Prison Service.

In 2018, the federal prison authority in Canada began implementing Prison Needle Exchange Programs (PNEPs) at select institutions. Despite longstanding and successful models of prison-based syringe distribution internationally, Canada’s correctional service introduced a highly restrictive security-based approach, placing prisoners who access the program into a surveillance web that implicates diverse actors and relies on methods such as bio-surveillance and security risk assessments. We examine these and other surveillant functions of the PNEP through the first-hand experiences of thirty former prisoners who were incarcerated at one of the prisons with such a program. These experiences point to how the surveillance web is constituted by multiple lines of sight and flows of information across health and security fields. It is further comprised of risk management practices and discretionary punishment carried out by correctional officers as well as the targeting and social sorting of people who use drugs. Former prisoner narratives also demonstrate how the PNEP is reflective of emerging forms of exclusion and processes of securitization that operate through the identification, management, and containment of specific groups. As a whole, the PNEP model implemented in Canada, and the practices that undergird it, target people who use drugs for increased surveillance, resulting in extremely low rates of program enrollment despite pervasive drug use in prison, and undermining access to an essential health care service to which prisoners are entitled. The study findings point to novel forms of carceral surveillance that enmesh observational, technological, and bureaucratic practices, and demonstrate how prisoner health and therapeutic objectives can be subsumed by securitarian logics.

This study aims to describe and explain the implementation of assimilation rights services at home for prisoners during the Covid-19 Pandemic in Class IIA Prison Purwokerto, Banyumas Regency. This research was conducted in Class IIA Prison, Purwokerto, Sokaraja District, Banyumas Regency. The method of this research is descriptive qualitative. Informants were determined by purposive sampling method. The analysis of research results using an interactive analysis model. Based on the results of the study indicate that the size and purpose of the policy, the granting of prisoners' rights in the Class IIA Purwokerto Prison is in accordance with the legislation, the guidance carried out at the Class IIA Purwokerto Prison aims to return prisoners to the community environment by providing life provisions, there are many activities personality and skill development that can be followed by inmates at the Class IIA Purwokerto Prison. Resources, services that are provided immediately, accurately and satisfactorily, such as punctuality, speed and accuracy in the service of prisoners' rights, in the implementation of prisoner development there are facilities and infrastructure to support prisoners' activities. Characteristics of implementing agents/agencies, In the assimilation policy at home during the covid-19 pandemic which was carried out at the Class IIA Purwokerto Prison, the implementing agents involved included correctional guardians, BAPAS, prisoners and third parties. There is well-established communication so that the implementation of the right of assimilation is timely, there is cooperation with partners in the implementation of skills development for prisoners. Attitudes/tendencies of the implementers, the implementation of home assimilation program policies during the covid-19 pandemic, there is no rejection from the Class IIA Purwokerto Penitentiary and prisoners, officers provide coaching with persuasive methods, the absence of recidivists is an indicator of the success of the assimilation program. Communication between organizations and implementing activities, in carrying out assimilation at home during the covid-19 pandemic, prisoners are required to take part in coaching activities carried out in prisons, there is cooperation with related parties to make the home assimilation program successful during the covid-19 pandemic. Economic environment , social, and political, there are internal obstacles so that the service process for the rights of prisoners is hampered. The study investigated the inmates on social work intervention in Osun State prisons, Nigeria. The specific objectives of the study identified the age range of the inmates, inmates’ perception towards a societal valued life, level of engagement in skill acquisition and formal education, attitude of government and prison service employees towards inmates’ reformation. The study adopted descriptive research design. The sample consisted of 88 inmates randomly selected from the 880 inmates and eight (8) warders from Ilesa prison yard. The research instrument was a close ended questionnaire and focus group discussion. Data obtained were analysed using percentages and frequency counts. Results showed that inmates’ ages range mostly between 21 and 25 years. Findings also showed inmates perceived they could still live a good and societal acceptable life; the societal services rendered to them were good to an extent that they had positive attitudes towards skill acquisition and formal education; inmates were satisfied with the services rendered by prison workers and welfare provisions from the government. Findings concluded that the inmates believed they could still live an acceptable life during and as an ex-convict. The study recommended that individual inmate could be tailored and encouraged on the need to better their lives in the prison yard and become acceptable and self-reliant ex-convict.

Background Older people are the fastest-growing group in prisons in England and Wales and have complex health and social care needs that often remain unmet. Objectives (1) Evaluate the efficacy of the Older prisoner Health and Social Care Assessment and Plan (OHSCAP) in improving (i) the ability to meet older male prisoners’ health and social care needs, (ii) health-related quality of life (HRQoL), (iii) depressive symptoms and (iv) functional health and well-being and activities of daily living; (2) assess the quality of care plans produced; (3) explore the experiences of older prisoners receiving, and staff conducting, the OHSCAP; and (4) evaluate the cost-effectiveness of the OHSCAP compared with treatment as usual (TAU). Design Multicentre, parallel-group randomised controlled trial (RCT) with follow-up at 3 months, with a nested qualitative study and quality audit of care plans (n = 150, 68%). Setting Ten English prisons. Participants Four hundred and ninety-seven newly arrived male prisoners aged ≥ 50 years with a discharge date at least 3 months from recruitment. A total of 14 prisoners and 11 staff participated in qualitative interviews. Intervention Randomisation to OHSCAP or TAU. The OHSCAP group had health and social needs assessed by a trained health-care worker or prison officer. Care plans were devised and subsequent actions included professional support and appropriate referrals. Main outcome measures Primary outcome measure – mean number of unmet health and social care needs as measured by the Camberwell Assessment of Need – Short Forensic Version. Secondary outcome measures – measures of functional health and well-being, depressive symptoms and HRQoL. A health economic evaluation was undertaken using service contact between baseline and follow-up and appropriate unit cost information. Results A total of 497 prisoners were recruited (248 to OHSCAP and 249 to TAU). The 404 completed follow-ups were split evenly between the trial arms. No significant differences were observed between the intervention and TAU groups in relation to the primary outcome measure. The OHSCAP did not demonstrate convincing benefits in HRQoL over TAU, and there were no significant differences in relation to costs. Audit and qualitative data suggest that the intervention was not implemented as planned. Limitations As a result of the limited follow-up period, potential long-term gains of the intervention were not measured. Some of the standardised tools had limited applicability in prison settings. Cost-effectiveness data were limited by unavailability of relevant unit cost data. Conclusions The OHSCAP failed in its primary objective but, fundamentally, was not implemented as planned. This appears to have been attributable, in some part, to wider difficulties currently affecting the prison landscape, including reduced levels of staffing, the loss of specialist support roles for such initiatives and increased prevalence of regime disruption. Future work Partnership working and information sharing across disciplines within prison settings require improvement. Research should explore the potential involvement of other prisoners and third-sector organisations in identifying and addressing older prisoners’ health and social care needs to better match community provision. Further examination should be undertaken of how the prison regime and system affects the well-being of older prisoners. Future prison-based RCTs should carefully balance the fidelity of initiatives being evaluated and testing in a ‘real-life’ setting. Trial registration Current Controlled Trials ISRCTN11841493. It has long been known that psychiatric disorders are highly prevalent among prisoners (Coid, 1984; Gunn et al., 1991; Maden et al., 1995; Joukamaa, 1995; Bland et al., 1998; Lamb and Weinberger, 1998). However, the Survey of Psychiatric Morbidity Among Prisoners in England and Wales (Singleton et al., 1998) represents a considerable advance on earlier surveys. By using the same standardized psychiatric assessment procedures, and similar questions on medication, service use and social functioning, its findings can be compared with previous national surveys of adults living in private households (Meltzer et al., 1995), residents in institutions (Meltzer et al., 1996), homeless persons (Gill et al., 1996), and with the forthcoming household survey in England, Wales and Scotland. It should also inform the future organisation of healthcare for prisoners, following recent recommendations from a joint Home Office/Department of Health Working Party that Health Authorities must work with prisons in their catchment areas to carry out joint health needs assessments, agree prison healthcare improvement strategies and jointly plan and commission services (HM Prison Service and NHS Executive 1999). The ultimate test of the survey will be whether it provides a benchmark to evaluate the future effectiveness of the new policy changes.

Particular attention is paid to the influence of a criminogenic environment on the penal and correctional system staff performing their official duties in pre-trial detention centers and cor-rectional facilities. The regulatory framework governing the procedure and conditions of service by the employees of the Russian penitentiary system has been characterized. Three main objects of security are distinguished: personality (its rights and freedoms), society (its material and spiritual values), state (its constitutional system, sovereignty and territorial value). The shortcomings in the work of the penal and correctional system, which have a negative impact on the safety of personnel of institutions of the Federal Penitentiary Service, have been analyzed. In recent years, yoga practices have been integrated into formal prison rehabilitation programs of the Israel Prison Service (IPS), as part of the informal education system, giving rise to innovative criminological theories such as positive criminology that emphasize the development of offenders’ strengths by facilitating rehabilitation and reintegration processes. The purpose of the present study was to examine the correlation between yoga practice and recidivism among released prisoners who participated in yoga programs during their incarceration in comparison with a matched control group of those who did not participate in yoga programs over a follow-up period of 5 years. To examine the effectiveness of the program, propensity score matching was used to compile the comparison group from among all convicted prisoners who were released from the Israeli prisons. Study results indicate that yoga may affect recidivism, supported by a finding of lower recidivism rates among released prisoners who had practiced yoga during their incarceration, compared with a matched control group. However, further study is needed including randomized controlled trials (RCTs). In light of these positive results, we recommend policy-makers consider expanding alternative practices such as yoga into prisons, in recognition of their contribution to the rehabilitation process through the development of personal and social strengths.

Purpose The purpose of this paper is to explore the influence of health system factors on access to a quality healthcare among prisoners in Ghana. Design/methodology/approach Data were gathered using different qualitative methods (interviews and participant observation) with staff of the James Camp Prison, Accra. Findings were analyzed using a framework method for the thematic analysis of the semi-structured interview data; and interpreted with the theoretical perspective of health systems thinking and innovation. Findings The study concludes that health system factors such as inadequate funding for health services, lack of skilled personnel and a paucity of essential medical supplies and drugs negatively affected the quality of healthcare provided to inmates. Research limitations/implications The limited facilities available and the sample size (healthcare workers and prison administrators) impeded the achievement of varied views on the topic. Practical implications The paper recommends the need for health policy makers and authorities of the Ghana Prison Service to collaborate and coordinate in a unified way to undertake policy analysis in an effort to reform the prisons healthcare system. Social implications The national health insurance scheme was found to be the financing option for prisoners’ access to free healthcare with supplementation from the Ghana Prison Service. The study recommends that policy makers and healthcare stakeholders should understand and appreciate the reality that the provision of a quality healthcare for prisoners is part of the entire system of healthcare service delivery in Ghana and as such should be given the needed attention. Originality/value This is one of few studies conducted on male only prisoners/prison in the context of Ghana. It recommends the need for an integrated approach to ensure that the entire healthcare system achieves set objectives in response to the primary healthcare concept.

In the article, based on the results of an empirical study, the development prospects of the probation service institute in the Russian Federation are presented. The probation service in Russia will focus on the development of juvenile probation in the Russian Federation, which will become the basis for ensuring the successful social adaptation of juvenile offenders in the post-prison period and their subsequent reintegration into modern Russian society. For the first time, the author of the article proposes the structure of the new Federal Law “On the Probation Service in the Russian Federation”. In the development and subsequent discussion in parliament of the Russian Federation of this bill, the author of the publication suggests paying attention to the section "The main activities of rehabilitation centers of the Federal Security Service of Russia". It is determined that the criminal-executive and criminal legislation in Russia as a whole establishes the principle of differentiating the appointment and execution of criminal punishment, especially for juvenile convicts serving criminal sentences in prisons. The problem of legal regulation of the activities of the organizations considered here is extremely acute today. The problem of legal regulation is associated with the post-prison adaptation of persons released from prison. Taking into account the experience of some foreign sovereign states of Asia and Europe, it is necessary to complete the work that has already begun and to adopt the Federal Law on Post-Prison - Social Adaptation of Persons Exempted from Criminal Punishment. The author also determined that penitentiary re-socialization of a convicted person is oriented towards full or partial restoration of social (life) skills, which allows a minor convicted person to reintegrate into society in the post-prison period, independently navigate the issues of obtaining a profession, employment, creating his own family, etc. A juvenile convict, while in prison, partially or completely loses family ties, loses contact with the outside world, friends, acquaintances, and even close relatives turn away from the teenager. But they are necessary for the teenager throughout the entire period of stay in places of deprivation of liberty, and especially after release from the colony in the first post-prison period. The author also proved that a teenager receives in prisons the necessary primary professional, cultural and aesthetic educational, social skills that will guide him in the process of social adaptation in one or another sphere of life. Further highlighted is a shift toward faith-based volunteerism as a “structural charity” in correctional budgeting. While religious programs offer powerfully transformative access to social capital for many inmates, the recent insertion of Christian “seminaries” into U.S. prisons arguably fosters religious establishment in four key areas: a lack of state neutrality toward religion, excessive state entanglement with religious service providers, inadequate solicitation of alternative programming, and a de facto measure of coercion in delivery of services.

IntroductionFemale imprisonment has numerous health and social sequelae for both women prisoners and their children. Examples of comprehensive family-friendly prison policies that seek to improve the health and social functioning of women prisoners and their children exist but have not been evaluated. This study will determine the impact of exposure to a family-friendly prison environment on health, child protection and justice outcomes for incarcerated mothers and their dependent children.Methods and analysisA longitudinal retrospective cohort design will be used to compare outcomes for mothers incarcerated at Boronia Pre-release Centre, a women’s prison with a dedicated family-friendly environment, and their dependent children, with outcomes for mothers incarcerated at other prisons in Western Australia (that do not offer this environment) and their dependent children. Routinely collected administrative data from 1985 to 2013 will be used to determine child and mother outcomes such as hospital admissions, emergency department presentations, custodial sentences, community service orders and placement in out-of home care. The sample consists of all children born in Western Australia between 1 January 1985 and 31 December 2011 who had a mother in a West Australian prison between 1990 and 2012 and their mothers. Children are included if they were alive and aged less than 18 years at the time of their mother’s incarceration. The sample comprises an exposed group of 665 women incarcerated at Boronia and their 1714 dependent children and a non-exposed comparison sample of 2976 women incarcerated at other West Australian prisons and their 7186 dependent children, creating a total study sample of 3641 women and 8900 children.Ethics and disseminationThis project received ethics approval from the Western Australian Department of Health Human Research Ethics Committee, the Western Australian Aboriginal Health Ethics Committee and the University of Western Australia Human Research Ethics Committee.

<span lang="EN-US">The rapid rise of intelligent technology, particularly in government, is igniting a new phase of the industrial revolution around the world. As governmental entities, prisons oversee upholding social order and lowering current crime. The concept of the smart prison has not received much attention but is gaining traction. The goal of this research is to conduct a literature review to identify current prison technologies and to analyse the challenges associated with implementing smart prisons using the preferred reporting items for systematic reviews and meta-analyses (PRISMA) protocol. Nine credible publishers were looked up between October 2022 and December 2022. The initial search yielded 362 articles, of which 25 were included in the final phase. This research provides the current state of prison according to technology-organization-environment (TOE). Some challenges arise in the context of TOE, such as the high cost of smart technology, inadequate technology design, poor management, ineffective service, overcrowding, ageing facilities, increasing violence, disease spread, and ethical problems. This study also classifies smart prison technology based on the internet of things (IoT) architecture layer. By providing the first comprehensive review on smart prison technology, this study makes an essential contribution to the subject of prisons.</span>

In this paper we assess the management of education services in Uganda prisons, taking a case study of Luzira Upper Prison. Specifically, this study established the kind of education services provided to inmates in Luzira Upper prison, as well as sought to establish the relationship between jail term and the type of education services offered to inmates in Luzira Upper prison. The study adopted both qualitative and quantitative approaches to gather the necessary data. With a single case study design. A questionnaire and an interview guide were used to collect data from inmates accessing education services, teachers, Prison Warders and senior prison staff purposively selected who composed the sample. (n=104) The study findings pointed to Vocational trainings, basic education in form of general subjects; creative art teaching lessons to the inmates among others. To establish whether jail term had a relationship with type of education service in Luzira Upper Prisons a correlation was computed, examined and interpreted using the Chi-Square Test. The results also pointed to a positive relationship between jail term and type of education program undertaken at Luzira Upper Prison by the inmates as indicated by (p = 0.565). This relationship is significant since the significance of 0.565 is discovered to be greater than 0.05. The study concluded that management of prison education services has a well-established curriculum with both vocational and academic courses being offered, the policy of voluntary participation to education is a major shortcoming leading to recidivism. We concluded that government needs to effectively increase finances to mitigate shortages arising from the education provision to inmates, strategically plan an expansion of the curricula to include skills targeting psycho social aspect in a restricted environment to allow complete rehabilitation after the inmate tenure. The study recommended that ministry of education and sports should not only make inmate education compulsory to all inmates but also take the leading role in adopting prison schools in on the list of community public schools in Uganda.

ObjectivesThe aim of the article is do demonstrate the importance of the roles and tasks of officers and civil servants of the Prison Service, who in the face of the COVID-19 virus take actions which affect on peace and safety inside penitentiary units, which translates into internal state security.MethodsThe publication uses a method for examining documents and literature.ResultsThe analysis of documents and literature has revealed the principles of the functioning of individual organizational units in prisons and detention centers in times of pandemic. Logistics activities, which are carried out by officers and civilian staff of the Prison Service have been identified, starting with a wide range of tasks relating to the provision of social and living conditions, penitentiary, protective, accountancy activities, through appropriate medical care.ConclusionsThe Prison Service, despite the constantly changing pandemic reality, continues to be guided by the values and principles set out in the legislation. One of the key laws in the law of 9 April 2010 on Prison Service and the law of 6 June 1997 on the Code of Criminal procedure. The issue of social and professional readaptation of convicts is the subject of research and discussion in the field of social and legal sciences and practice around the world. In Poland, the system of assisting prisoners includes not only the Prison Service and probation officers, but also the Public Employment Services, social welfare institutions, and non-governmental organizations. Helping former convicts and returning them to the paths of social functioning brings benefits that go beyond the individual dimension and pays off not only in the local space, but also in the long term – affecting subsequent generations and shaping their resources and patterns of functioning. The article draws attention to the essence of social and professional reintegration and re-adaptation of people leaving prisons, taking into account the basic goal of institutional and social interactions, which is change. At the same time, it emphasizes the importance of the functioning of institutions and non-profit organizations in the world that implement various programs of social and professional reintegration and re-adaptation of people at risk of social exclusion due to their criminal past. The good practices presented in the article may be an inspiration for planning and implementing programs on the basis of Polish post-penitentiary aid.

The Level of Service Inventory–Revised (LSI-R) is a widely used risk assessment tool with demonstrated predictive validity among incarcerated offenders. However, researchers have yet to examine the predictive validity of the LSI-R with adult inmates of different ages. We examined the predictive validity of the LSI-R and its 10 subcomponents across developmentally defined age groups of men confined in prisons in a Midwestern state. We found that the LSI-R predicted the prevalence of misconduct similarly across the groups, but there were a number of differences in the magnitude of the effects when we examined the incidence of prison misconduct.

It is established that the penitentiary system in the Yenisei province was organized rationally, financed from a position of economy, which was caused by the decisions of the central authorities. This concerned unsuccessful attempts to introduce single-cell prisons for prisoners, difficulties with guaranteeing the supply of drinking water through the well system. Due to the trinity of state, public and social elements of the penitentiary system, there are corresponding difficulties of a full-fledged analysis of one of the spheres, without affecting all the others in the process. Sources testify to the positive and negative aspects of medical care in the prisons of the Yenisei province in the second half of the XIX — early XX centuries. So, at that time, a medical professional assessment of the diets of prisoners and prisoners was already used, centralized control over their health was carried out. This information is confirmed by a number of identified medical documents on the organization and implementation of the nutrition process and the provision of prisons with sets of medical instruments for surgical interventions. The plans of hospital wards restored on the basis of archival documents and projects for their expansion allow us to judge the attempts to introduce reform ideas in connection with the liberal transformations of the system of the 1860s and 1870s, which were still not implemented in the Yenisei province due to insufficient funding. The documents raised from the State Archive of the Krasnoyarsk Territory and the State Archive of the Novosibirsk Region allow us to conclude that the main problem of hospitals at prison facilities was technical backwardness and time-related accident rate of buildings, there was a shortage of qualified personnel and housing for employees. At the same time, epidemics of typhus, cholera, smallpox in the prisons of the Yenisei province were not a frequent occurrence due to the responsible approach to the service of medical personnel.

Incarceration in the United States impacts millions of prisoners and families. While research demonstrates an impact of incarceration on children of inmates, practice and policy implications drawn from this research are limited. Prisons do not routinely track children and families of inmates, making it difficult to identify those impacted. Also, research usually does not separate the impact of incarceration from predisposing risks and other confounds. To address these barriers, we introduce the Impact of Incarceration (IOI) project, utilizing integrated administrative data that spans justice and service systems in a single state for prisoners (N = 18,790) and their visiting family members (N = 40,488). We describe our methodology, preliminary data, and implications for improving wellbeing of prisoners and their families.

Purpose Young offenders are disproportionately represented in the Irish Prison Service (IPS) and are a population with complex needs and highest risk of re-offending. Subsets of young offenders in IPS are placed on Protection for their own and/or other’s safety. There is limited research regarding the experiences of young offenders, and there is none on the subjective experiences of young offenders on Protection that could be identified. This study aims to address a limitation of a previous study on the experiences of young offenders in an Irish prison (Hughes et al., 2017) by providing insight into experiences of young offenders on Protection in Mountjoy Prison. Design/methodology/approach Using a non-experimental, qualitative, semi-structured interview design, a purposive sampling method was used, and six young offenders participated. Interviews were audio-recorded and transcribed verbatim with potentially identifiable information removed to ensure anonymity. An interpretative phenomenological analysis was applied to interpret the data. Findings Two superordinate themes provided an overview of the young offender’s experiences of Protection in an Irish prison: ‘Social Order on Protection’ and ‘Adjustment on Protection’. Research limitations/implications Even though it is a relatively small sample size, this study contributes to existing literature and considers sentence management and clinical implications. Originality/value This study helps to address a gap in literature by providing insight into the overall experiences of young male offenders (aged 18–21) on Protection in an Irish prison. The findings are in line with most researches, which highlight additional negative consequences of “restrictive prisons regimes” such as Protection. This study provides information to prisons for the development of best practice guidelines and better sentence management and delivery of services to young offenders on Protection.

A survey of animal welfare agencies and corrections departments across Australia was conducted to compile a nationwide profile of prison dog programs, wherein inmates train dogs while learning skills to assist their rehabilitation. Most programs operating in 23 prisons in six Australian states were a community service design administered by animal welfare organizations. Inmates benefit through opportunities to train the dogs, give back to society, gain a sense of responsibility, improve self-confidence and social skills, and acquire vocational qualifications to improve job opportunities postrelease. Barriers identified included insufficient funding, limited training opportunities for the dogs, and some staff resistance.

The article discusses whether it is possible to make reliable predictions of prison populations five to ten years in advance. This period corresponds approximately to the planning period that the Swedish Prison and Probation Service considers necessary for building new prisons. After a brief description of forecasting and its various methods, three quantitative forecasting methods are discussed: trend projection, extrapolation from causal models, and statistical modelling. Swedish and international prison population data (comprising years 1961 ta 2010) are used as illustrations. It is concluded that accurate long-term forecasts are unlikely, since prison population data tend to show strong random walk patterns.

In recent decades, increasing emphasis has been placed on the role of universities in ensuring inclusive and equitable quality education. Higher education strategies such as critical feminist service-learning (CFSL) can help achieve true university-community engagement to achieve social good while allowing students to develop academic competencies, values, and social responsibility. This study analyzes the impact of a university physical activity–based CFSL project implemented at a woman’s prison. The study combined quantitative and qualitative research methods. Eighty-one students (24 women and 57 men) participated in the project over the 3 years in which it was run (2017–2018, 2018–2019, and 2019-2020). Aspects related to the four principles of CFSL were analyzed using data collected from questionnaires and reflective learning journals completed by the students and a semi-structured interview with the prison sports instructor. Our findings show that participating in the project brought about significant changes in students’ beliefs and preconceptions about prisons, and helped them to develop their critical awareness. They also show that the project strengthened the collaborative relationship between the establishments and agents involved. In conclusion, CFSL is a powerful higher education strategy that can be used to show future educators and practitioners how sport and physical activity can drive social justice and contribute to the achievement of the United Nation’s 2030 Sustainable Development Goals.

New Zealand has one of the highest imprisonment rates per capita when compared to the rest of the developed world. People who offend in New Zealand have a 43% chance of reoffending within the first 24 months of their release [1]. It is estimated that approximately 60% of people who offend have literacy and numeracy skills lower than the NCEA Level 1 competency, and 66% of adults have no formal qualifications [2, 3]. A focus on literacy and numeracy, support through baseline education, and specific trades like hospitality, can start to refine the options of a person who offends, further enabling them to start developing goals that will support their futures [4]. Since 2014, the Department of Corrections/Ara Poutama Aotearoa has been upgrading the prison-based educational programmes available to people who offend to achieve this. Goals have been set to integrate the in-prison education with the nationally recognised level of education along with practical elements such as kitchen work, housekeeping and other service-based vocations such as hairdressing and customer service. The courses are relatively short, ranging from six to 12 weeks, and provide key skills and the foundations for further study. Evidence from overseas has found that hospitality and, specifically, catering programmes are a tool that positively impacts the way people who offend engage with their rehabilitation; creating an experience through the sharing and giving of food is seen as a way to reintegrate and regain a sense of achievement and being of service through meaningful social connections and employment. Our study carried out a systematic literature review of the effectiveness of hospitality training and education in correctional facilities. Evidence was found of the effectiveness of educational programmes within prisons and their positive impact on recidivism. It was also found that hospitality training initiatives, such as those provided in prison training restaurants open to the public for dining, could offer a unique opportunity that allows people who offend to change the negative public perceptions held about them. In New Zealand, we have unique tikanga-based initiatives that support people who offend to reintegrate back into the public environment and their families, with reduced reoffending [5]. The literature showed, convincingly, that education leads to opportunities for post-release employment and the ability to manage work-life balance, reintegration into society, and gain skills that support long-term prosperity [3]. Czerniawski [6] sees education as a key step in making a positive change in the lives of people who offend, especially if followed by a period of post-release support. Our study also revealed the challenges of providing hospitality education in prisons. Prison security risks, risk of lockdowns, student mental health, lack of educational resources and support services, and lack of set-up and sustainable funding for educational programmes were seen as hindrances to the success of prison education programmes. Lack of post-release support and the negative stigma of people who offend perceived by the public and employers were further noted issues of concern. Likewise, prison culture, staff retention, general misconduct and mistrust were also cited as aspects of concern [7]. Giousmpasoglou and colleagues [8] suggested that people who offend would prefer education programmes that were carried out by external facilitators over in-prison programmes. The importance of networks between educators, support workers and employers are important in this regard. With the hospitality industry facing a skills shortage and with its low barriers to entry, there is potential to build upon the success of existing hospitality education programmes to build skills, pride and a second chance for those who are engaging in rehabilitation. There is also an opportunity to consider tertiary pathways for these hospitality graduates and entrepreneurs. Although Slovenia has one of the lowest incarceration rates in the world, there are not enough facilities to house the current inmate population, and prison overcrowding is becoming a serious problem in the country. This article addresses this issue, beginning with an in-depth history of penology and penal practices in Slovenia and concluding with suggestions to deal with this potentially disastrous situation. If the imprisonment rate in Slovenia does not decrease in the near future, or if Slovenia cannot create more capacity, prison overcrowding will grow beyond acceptable standards. The present situation in Slovene prisons calls for a multidisciplinary research and cost/benefit analysis. The Slovenian prison administration is challenged by its budget and staff resources. However, it is argued that the problem goes beyond this capacity and requires a serious reconsideration of penal policy, criminal court practice, and parole committee practices as well. It is also necessary to emphasize that Slovenia is the only country in the European Union without a probation service system.

There has been stated the increasingly negative effect of the criminal environment on persons held in the above mentioned institutions. Socio-demographic and criminogenic factors are the most significant among the identified problems. Much attention is paid to ensuring the health of persons held in prisons in the Russian Federation, and to the importance of medical safety in the institutions of the Federal Penitentiary Service of Russia to ensure the security of the convicted in the correctional institutions. In modern conditions there has been found a significant deterioration of the epidemiological situation in prisons (both in Russia and in the world) due to the large-scale spread of coronavirus infection (COVID-19). The problems presented in the text refer to the education of convicts in Poland. It has been based on current Polish legal regulations, statistical data and specialist literature. The problems which refer to the education of convicts in Poland are regulated by the Act of 6th June 1997, the Executive Penal Code, the Act on the Education System and executive acts to the above-mentioned regulations. The current situation in the labour market requires people to acquire education and to improve their qualifications. People without education, who are excluded from the access to professional development and in-service training, find themselves in an extremely difficult situation. The lack of qualification and vocational skills usually leads to exclusion from the labour market. People who serve their sentences in prisons find themselves in a particularly difficult situation, because their lack of education may push them back into crime. A very positive tendency that may be observed in Poland is a growing demand for prison education. Convicts may acquire knowledge and raise their qualifications at various levels and in various fields. They may follow the curricula at the level of a primary or secondary school; they may pass their Matura certificate and, after the consent of relevant authorities, they can continue their education at the university level. Convicts may also learn a new profession, change their professional qualifications or acquire new additional skills during specialist courses. The qualifications acquired in this way shall meet current demand in the labour market, and convicts may find employment after they leave prisons. Education allows them to improve their self-esteem and self-reliance, to catch up with any deficiencies and to work on their self-discipline. At the same time, education offers opportunities to expand knowledge, to return to the society and to the labour market. It is important for convicts to obtain opportunities for education, since such a chance comes as a significant factor of their social re-adaptation. Considering social values, it is important to foster the pursuit for education among convicts. A lot of prisoners still do not want to learn, and this fact may result from their previous school failures, the sense of embarrassment caused by their knowledge deficiencies, the lack of interest and faith in their own potential. The material for the text has been collected on the basis of the method of theoretical analysis, and it includes available statistical data, legal regulations and literature which refers to the discussed problems. The article aims at the presentation of prison education, how it is organised in Poland and what advantages it presents for both: convicts and the society. The text also presents programmes of prison education which are implemented by correctional staff in prisons. The growth in US incarcerated populations has produced unintended negative consequences for other justice system agencies. The community corrections field is faced with two related problems stemming from prison growth: (1) significant growth in populations under supervision and (2) populations with higher needs for service. I apply a theoretical framework adapted from organizational sociological research to address change and stasis as isomorphic processes. Criminologists rarely situate the community corrections field within broader theoretical perspectives. Instead, correctional researchers have studied the emergence, adjustment, and use of prisons in modern society, with community supervision considered a part of institutional corrections. I argue that contemporary explanations for correction policies need to be refined to account for specific trends within the community corrections field.

Purpose – Research examining attitudes towards offenders assesses the attitudes of professionals working with offenders, rather than attitudes of those without any experience with offenders. The purpose of this paper is to examine whether prejudice towards offenders would decrease after engagement with incarcerated serious offenders, and whether any improvement would be explained by increased empathic responding. Design/methodology/approach – An experimental field study was conducted. A repeated measures questionnaire assessed empathy and prejudice at two time points: before and after engagement with serious offenders. Findings – As predicted experiencing actual engagement with convicted sex offenders and murderers within a prison environment did increase empathy and decrease prejudice towards ex-offenders. Research limitations/implications – All participants were applied criminology students and (prison visited) is not representative of prisons within HM Prison Service. It could be argued that responding was influenced by previous knowledge of criminal justice and penal systems. Future research should consider examining the impact of engagement on empathy and prejudice with a larger, naïve sample and across different prisons. Originality/value – As the first (to the authors knowledge) to empirically examine attitude change of individuals with no personal experience of offenders this research has value to any person considering how social exclusion may be reduced at a societal level.

The penitentiary service is a part of the state law enforcement system and its activities are related to the interests of society. In this case, the process of execution of criminal penalties may be accompanied with harm to law enforcement interests of persons detained in prisons. The practice of penitentiary services around the world shows that there are still cases of violations of the rights and freedoms of convicts. That is why special attention has been paid to the involvement of various social groups for monitoring the rights of convicts. In each individual state, the system of control over the activities of the penitentiary service varies depending on the social and state system, the type of legal system, and the level of development of democracy. At the same time, regardless of these factors, the control over the penitentiary service is expressed in the collection of information about the activities of penitentiary institutions, the detection of violations in their work, and at the final stage in the notification of the competent authorities about the violations, monitoring the elimination of violations and shortcomings, informing the public of the results of their work. Exercising control, most democratic states draw attention to the fact that prisons, as an important part of public life, must be information-based, open and democratic. The main task of monitoring should be to ensure compliance with generally accepted ethical standards in the execution of penalties related to isolation from society. So, according to the professor of the International center for prison studies at the University of London Vivien Stern: «The international community has said, and international law has also noted, that the whole process of depriving a human being of liberty from the moment of arrest to the moment of release from a correctional institution must be humane. Humane means ethical. Throughout this process, we must remember that a prisoner is a human being like us and has the right to have his or her human nature respected». The presented work is devoted to the description and analysis of legal regulation of public control over ensuring the rights of convicts in Russia and Belarus. The review reveals the actual problems of normative regulation activities of public control subjects, as well as provides a comparative legal analysis of the regulatory framework of Russia and Belarus in this area.

The objective of the article is to examine the social and legal guarantees of the rights of convicts under the legislation of the Russian Federation. The socio-documentary method was used. The square of the subject lies in the development of a system of social protection of the population in prison institutions. After all, convicts, like other people, need social protection and social security from the state. Upon entering the prisons, they experience adaptation and have no idea of the existence of certain legal and legal social guarantees. Supporting a segment of the population as convicted requires social and legal guarantees, thus improving the conditions of their service in places of deprivation of liberty. Places of deprivation of liberty are counted, because social work aimed at supporting these categories of population, such as the elderly and mothers, adheres to places of deprivation of liberty, because social work is oriented precisely to these categories of population, where necessary, as well as to protect motherhood, fatherhood and children and , inmates, have much to contribute in these areas and social segments if they meet.

In this exploration of mental health and disciplinary problems in prisons, we compare social history, criminal history and psychiatric diagnoses across ethnic groups and across mental health service-delivery categories on a release cohort of over 10,000 inmates, with particular attention to differences between low-rate and high-rate infractors. The data indicate that age-related variables are the most helpful in explaining variations in infraction rates across ethnic groups. However, diagnostic profiles also differ with ethnicity, and this suggests that some variations in disruptiveness can be related to differences in prevalence of pathology. In particular, the disproportionate incidence of paranoid-schizophrenia diagnoses among disturbed black inmates suggests that among some of the inmates subcultural and psychological predispositions may converge to produce prison-adjustment problems.

One of the development activities for inmates is the provision of medical rehabilitation and social rehabilitation for drug offenders. Implementation of medical and social rehabilitation for drug offenders at Class II B Gunung Sugih Prison in accordance with Director General of Prisons Order No. PAS-36.OT.02.02 of 2020 about Correctional Service Standards is the focus of this research. This study examines the adoption of medical and social rehabilitation programs for drug offenders. What obstacles impede the implementation of medical and social rehabilitation programs for drug offenders? This study employs a normative and empirical legal methodology. The findings indicate: The execution of medical and social rehabilitation for drug convicts begins with an assessment of the client's concerns so that medical and social rehabilitation can be applied promptly. Acceptance occurs after determining the nature of the client's problem, as well as his or her physical, psychological, social psychological, and level of expertise, while simultaneously assigning the client to several sorts of programs. The purpose of social and skill mentoring is to improve client interaction patterns, preserve emotional stability, build a sense of responsibility and discipline, and foster the desire to become a better individual. Insufficient medical equipment and infrastructure of buildings and special rooms prevent medical and social rehabilitation from taking place. There are drug users in prison who suffer from serious diseases and a lack of family support.

More than one million people were incarcerated in U.S. prisons at the end of June 1995. Increasing emphasis has been placed on inmate rehabilitation with society's realization that 95% of those incarcerated will be released from prison and returned to society. The responsibility of undertaking the rehabilitation process lies in part with vocational programs, one of which is horticulture. In addition to developing job skills, horticulture may provide another viable means of rehabilitation in the form of horticultural therapy. The women's Federal Prison Camp in Bryan, Texas, implemented the Master Gardener program as part of its vocational training program in March 1991. The prison's Master Gardener program is sponsored by the Texas Agricultural Extension Service and constitutes a horticultural therapy program. More than 225 inmates have completed the program; however, the effectiveness in inmate rehabilitation brought about by such programs has not been extensively documented. Consequently, our objectives were to determine the effects of participation in the Master Gardener program on the locus of control, self-esteem, and life satisfaction of female inmates. About 80 inmates were administered a pretest before the Master Gardener program and an identical posttest at its conclusion. The 55-item questionnaire included a biographical section, a locus of control inventory, a self-esteem inventory, and a life satisfaction inventory. Data were analyzed using the Statistical Package for the Social Sciences. Results examine the relationship between the Master Gardener program and the psychological well-being of the female inmates at the Federal Prison Camp in Bryan, Texas.

Introduction: People in Scottish prisons (PSP) have poorer health than the general population. The promotion of health and wellbeing in prisons is a central aim of Scottish Government policy. Objective: This study was aimed at designing, implementing and evaluating person-centered health coaching (HC) training to improve PSP´s health and related psycho-social skills.Methods: PSP were trained as health coaches, as part of National Health Service (NHS) Scotland’s oral health prison intervention, termed Mouth Matters (MMs). A unit of MM involving HC is named PEPSCOT. Here PSP were trained by a qualified coach over a three-month period to become health coaches; 8, 4 and 4 whole day training took place respectively during the first, second, third month of training. Self-assessment questionnaires and diaries were used before, during and after the HC training to test the extent to which HC works to improve PSP´s health and related psycho-social variables. The outcome measures analyzed in the present study were self-assessed health and behaviors, self-efficacy, self-esteem, depression, and usefulness of the program. Follow-up data will be collected in September 2016 for further assessment of the impact of HC.Results: The baseline data showed that the majority of the participants were from low socio-economic status, and reported a moderate level of health. Data showed later that when compared with baseline levels two of the outcome variables (self-esteem and self-efficacy) improved significantly (p<0.001) at the mid-training point, and that all four outcome variables (also including self-assessed health and depression) improved significantly (at least p<0.05) at the completion of training. Participants’ positive evaluation of the training was significantly correlated with improved health and psychological measures (p<0.05).Conclusions: Health Coaching training represents a new person-centered approach that appears to enhance self-assessed health, mood, self-esteem and self-efficacy among prisoners in Scotland, and also to enable transitions from negative to positive concerning beliefs, values, and self-evaluations. There is however a need for further studies at a larger scale.
