In the rapidly progressing world where different sectors become more interconnected, cross-sectoral cooperation in health promotion lacks a specific set of instruments, navigating partners through the cooperation process in project implementation. Cross-sectoral cooperation is an everyday practice in business and has become an integral part of promoting health and wellbeing comprehensively and sustainably. In this paper, we propose a developed Model for cross-sectoral cooperation, which has been designed within the Interreg Baltic Sea Region project “Urban Labs for Better Health for All in the Baltic Sea Region” (Healthy Boost), aiming to boost cross-sectoral cooperation for health and wellbeing in cities and municipalities. The Model is developed based on literature research and self-assessment of cross-sectoral cooperation for health promotion in Healthy Boost partner cities and municipalities in Latvia, Poland, Russia, Finland, Estonia, Lithuania, and Sweden. Composed of five major domains (risk identification, leadership, coordination, communication, and motivation) and four stages of cooperation (mapping, planning, implementation, and assessment), it provides a checklist of helpful questions for identifying solutions effectively and systematically. The Model can be used both as a navigational tool and as an “emergency” tool to manage cross-sectoral cooperation challenges successfully.

How far, in what ways and on what issues do trade unions in Europe cooperate cross-nationally? Three important structural factors may explain differences in cooperation: national industrial relations contexts, sectoral contexts and unions’ organizational resources. We examine transnational union cooperation at sectoral level, and test the explanatory value of these three factors. We address cooperation in five broad sectors, using a Europe-wide questionnaire-based survey of trade union activities. We find that sectoral differences explain more of the variation in levels of transnational cooperation than do industrial relations regimes when controlling for resources, whereas both sectors and regimes influence which issues are seen as important for current and future cooperation. In addition, small trade unions engage in much less transnational cooperation than large ones.

UDK: 630*93:712.2(1-751.2)(497.6 Una) Protected areas have significant role in protection of biodiversity, social and cultural values followed by improvement of life standard of local population. As a country with economy in transition, Bosnia and Herzegovina is trying to follow globally increasing trends in nature protection. Yet, Bosnia and Herzegovina belongs to the group of countries that have difficulties to meet European criteria for minimal percentage of protected areas. Although in the last two decades numerous initiatives for proclamation of protected areas have been launched, the percentage of protected areas is still far from the European average. Establishment of new protected areas is often followed with certain misunderstandings between interest groups, lack of participation, transparency and involvement of all interest groups. The concept of cross-sectoral cooperation imply interaction between different interest groups in specific area characterized by efforts, cooperation and responsibility in order to accomplish joint consensus about the improvement of management of natural resources. This paper is focusing on the concept of cross-sectoral cooperation through the analysis of its implementation in management of National park "Una", as the youngest proclaimed National park in Bosnia and Herzegovina. The attitudes of interest groups related to cross-sectoral cooperation will be discussed together with proposal of several activities for improvement of cross-sectoral cooperation in National park "Una". Results could be useful for key decision makers in nature protection sector and institutions responsible for management of protected areas to recognize importance of cross-sectoral cooperation and promote its implementation and everyday practice.

Abstract It is usually assumed that the cost of abating pollution is the main deterrent of domestic support for international climate cooperation. In particular, some scholars have argued that, due to the burden of pollution abatement, businesses commonly constrain governments, which then take less cooperative positions on global climate agreements. I suggest that this argument needs further qualification: pollution-related costs rarely have unconditional effects on preferences for global climate agreements. Instead, a sector's pollution level is more likely to influence preferences for climate cooperation if mediated by its trade exposure. If pollution is high, firms in high-trade sectors may be less able to absorb climate regulation, and hence they should be more sensitive to climate cooperation. If pollution is low, firms in high-trade sectors may support climate cooperation, because by being more efficient they are more capable of adjusting to regulation. These dynamics should then affect governmental positions on global climate politics. I test my sectoral argument with original data from business statements and national communications at the United Nations climate negotiations. In line with my argument, I find that businesses in trade-open sectors are more likely to oppose climate agreement as their sector's emissions increase. I also find that in countries where high-emission sectors are open to trade, governments have low preferences for climate cooperation. The findings have implications for the domestic politics of environmental agreements and the distributive politics of global public good provision.

The BRICS countries are increasingly expanding multilateral forms of cooperation, moving beyond political areas to economic ones. This cooperation is based on their interest in using the resources and experience of other partners to the group to develop national economies and promote the export of goods, technologies and services for the benefit of national producers. The purpose of the study is to analyse the potential and identify the most promising areas of sectoral cooperation. It was carried out using the methods of comparative and statistical analysis, historical analogies, deductive and expert assessments. Agreed at BRICS summits, national economic strategies set the priorities of sectoral cooperation. Raising the competitive capacity of the BRICS economies is considered today in the context of productivity enhancement, including increasing energy efficiency, improving logistics, innovating technologies. The most promising areas are cooperation in offshore oil and gas production, nuclear power, construction of small hydropower stations, building transport corridors, including the high-speed networks and equipment of the Northern Sea Route. The sectoral priorities also highlight cooperation in the agriculture sector to address food security problems and in the digitisation of all sectors of the economy to take advantage of the opportunities provided by information and communication technologies.

Introduction. In the context of dynamic and systemic changes, there is a need to find new and / or optimize existing forms of partnership and cooperation between governmental authorities, representatives of the business environment, civil society institutions and individuals. At the same time, experience of foreign countries shows that the social responsibility of the participants of regional development significantly improves the effectiveness of interaction. The purpose of the paper is to justify the specifics of cross-sectoral cooperation in the region on the basis of social responsibility, as well as to identify its effective tools. Results. The author proved the influence of social responsibility of the participants of cross-sectoral cooperation on sustainable regional development, compiled the regulatory framework of countries of Europe and Central Asia in the field of PPP, revealed the specifics of cross-sector partnership in the regions of Ukraine. The study is based on official data from the Ministry for Development of Economy, Trade and Agriculture of Ukraine and international organizations active in the field of PPP. Conclusion. The impetus for establishing cross-sectoral cooperation in the region is the social responsibility of all participants in the dialogue, and one of the effective tools is the PPP. The implementation of PPP projects enables the creation of inclusive, secure, adaptive territories, taking into account the needs of future development and creating equal opportunities for all. However, the analysis shows that there is no systematic and comprehensive approach to the proper use of PPP potential in Ukraine. Therefore, the author substantiated the need to strengthen cross-sectoral cooperation in the region on the basis of social responsibility and taking into account the potential of PPP.

Increasingly, nonprofit, for-profit, and public organizations have been cooperating in producing and distributing a wide range of goods and services. In many cases, the partnerships have arisen from the recognition that different activities are best suited to different governance structures. Yet, working through a cross-sectoral partnership can bring with it complicated managerial issues. This article explores partnering in two important sectors: higher education and welfare reform. In both areas, cooperation across the sectors is widespread and follows lines of comparative advantage. At the same time, there is ample evidence in our cases of classic transactions costs in implementing cross-sectoral partnerships. The article explores ways in which organizations deal with problems of opportunism and imperfect information in contracting across the sectors.

The cooperation of local public institutions with non-governmental organisations and citizens can increase chances for the effective implementation of social policy, understood as a set of activities on behalf of satisfying social needs and resolving social issues. The aim of this article is to present a tool that would enable us to determine the level of cooperation between entities in the scope of co-creation and co-production of social services that satisfy the needs of residents of rural municipalities (gmina). The article contains an overview of analyses conducted in 2018 on a sample of public institutions responsible for satisfying social needs and resolving social issues representative of rural municipalities. In light of these analyses the scale is a three-factor construct and includes the following factors: 1. Seeking entities for cooperation and cooperating with them, 2. Including residents of municipalities in undertakings on their own behalf, 3. Evaluation of cooperation and working towards future cooperation.

Research background: Contemporary research on industry concentrates on the relations between enterprises and their environment. Research on industrial structures conducted throughout the world, including Poland, are not extensive and limited due to the confidentiality of statistics. K. Pavitt (1984) was the first researcher who evaluated the relationship between industry structure and innovation activity. According to Pavitt, innovation dynamics and trajectory depend on the structure of domestic industry and is unique. In Poland T. Rachwal (2010) determined that over the studied years, changes in the indicator defining diversification in industrial divisions were minimal, but at the same time there was an observable fall in the importance of traditional divisions, such as the production of clothing, textiles, and the leather. In contrast, divisions as the production of metal, rubber, and plastic goods increased their share in terms of employees, as did furniture and vehicle manufacturing. Purpose of the article: The purpose of the paper is to identify sectoral patterns of innovation cooperation as revealed by data on about 5209 Polish enterprises. The authors attempt to find the answer to the following three questions: (1) Is the domestic aggregation sufficient for stimulating innovation cooperation in the Polish industry? (2) Is there any sectoral heterogeneity in innovation cooperation? (3) Are enterprises representing high technology industries the most involved in innovation cooperation? The main goal of the study was an attempt to seek out the directions and influence of various industries on the innovation cooperation of enterprises in Poland. Methods: Empirical data that served as the basis for conducting calculations were collected with the help of a questionnaire survey sent to industrial companies throughout Poland. A total of 5,209 properly completed forms were collected. The average rate of return was 11,6%. The collection was held over the years 2008–2013. The methodological part of the study was developed using the logistic regression method based on probability theory of the study. Findings & Value added: The study has shown that the higher the technology, the more often enterprises cooperate in the area of innovation. The research has not only shown the specifics of the domestic industrial system as well its level of technological advancement, but it has also taken into account the significance and input into the analyzed system.

The paper explores and compares the aims of the three most common legal forms of inter-municipal cooperation in Poland (engaging rural, urban-rural and urban municipalities) during the years 1990–2018: Mono-sectoral Special Purpose Unions, Municipal Associations and cross-sectoral Local Action Groups. Content analysis was applied and development priorities from the statutes and strategies were studied. The main form of territorial association evolved from, initially, mono-functional bodies concerned mainly with local infrastructural investment and managed solely by a group of local authorities, to a devolved type, consisting of multi-purpose associations managed with the participation of economic and third sector representatives. This was the result of the European Union policy of promoting territorial governance and integrated development in functional regions, this being considered as part of the process of Europeanisation. However, these successive forms of municipal cooperation do not appear to have replaced the pre-existing forms, but they have introduced additional modes of governance of local resources. The findings show that the most "integrated" and "sustainable" management of local resources is observed mainly in cross-sectoral partnerships, like Local Action Groups, but not so often in mono-sectoral municipal unions and associations led solely by local government and focused more on hard infrastructure and municipal facilities. However, given the specialisation shown by each of the three types of association, it is likely that the full range of development possibilities in the areas concerned can only be realised if all three forms of cooperation are present. The analysis confirms the positive role of local economic and social sector participation in shaping sustainable development. The findings also indicate the utility of the concept of cross-sectoral territorial partnerships in post-socialist and post-authoritarian countries lacking traditions of grassroots or participative development.

The article provides a definition of an economic cluster, as well as outlines the characteristics of an economic cluster and aspects of the cluster approach in the activities of consumer cooperation organizations. The comparison of the economic cluster and consumer cooperation organizations is carried out. The socio-economic orientation of consumer cooperation activities is highlighted. The content of the types of organizations included in consumer cooperation is presented. The use of the cluster approach in the activities and development of consumer cooperation is presented as the basis of the mechanism for increasing their competitiveness. A diagram of a typical cooperative cluster is presented, containing the types of organizations included in it and their interrelationships. The cluster is considered as a single economic system. Clarified the need to define the boundaries of a cluster that determine its effectiveness. The influence of the cluster on competition is expressed. The comparison of cluster and sectoral approaches to the consideration of the economy is carried out. The importance of interpersonal relations within the cluster is indicated as a guarantee of its successful development.

Subject. This article examines the integration processes in cluster structures operating in various sectors of the economy of European countries. Objectives. The article aims to identify the features of organizational and economic relations within cluster structures in European countries on the basis of their classification by territorial and sectoral characteristics. Methods. For the study, we used the localization and formalization techniques, and the case study and cartographic methods. Results. The article offers an author-developed approach to the classification of European economic clusters. This classification helps identify the regional and sectoral specifics of cluster structures, and determine the areas of their cooperation and main trends in their development. Conclusions. Cooperation at the national and international levels contributes to the achievement of the goals of strategic development of economic clusters.

The article considers such forms of integration between enterprises as subcontracting and cooperation, designed to increase the industrial potential, activate the processes of restructuring industries and move them to a qualitatively new level. The purpose of the study is to identify the features and trends of the process of integration of enterprises through the mechanism of subcontracting and cooperation within the Eurasian Economic Union (EAEU) and to substantiate the prospects for its further development.The paper describes the degree of development of national subcontracting markets in the countries that are part of the Eurasian Economic Union, and identifies the features of national systems for supporting cooperation and subcontracting processes. The authors carry out the analysis of the dynamics of cooperative supplies between the EAEU member states in the sectoral context, as well as the analysis of structural shifts in trade in intermediate goods in the context of the participating countries. The latter found a shift in the final links of the cooperative chains of product value formation in the EAEU space, which indicates the deepening of integration processes. The article considers the problems of information, financial and regulatory support for the development of subcontracting and cooperation. The paper determines the reasons that hinder the integration processes in the EAEU. The results of the study can be used in the development of an industrial strategy and integration policy in the Eurasian space.

At the turn of culture and economics, cultural and creative industries (CCIs) stimulate business, technology, and society and drive innovations within individual regions, as well as on a cross-border level. This makes CCIs and thus culture, creativity, and design significant elements of the modern, post-industrial, and knowledge-based economy. The purpose of the paper is to outline the expectations and needs of entrepreneurs in both the creative and traditional sectors for the future cooperation and implementation of cross-sectoral innovations. It is assumed that there are no guidelines on establishing a cross-sectorial process for the efficient transfer of knowledge for innovation between the two sectors, establishing a strong platform of international cooperation for innovations in the region. To obtain information in this area quantitative and qualitative research was done. A series of expert interviews were conducted, and empirical expert observations were made in the form of qualitative surveys and expert assessments. The presented results are based on the summary reports of empirical research activities. The results of the analysis allowed us to determine that the assumption was true and that representatives of both the traditional and creative sectors lack proven models of cooperation and commercialization for joint innovations.

The subject of this research is the work of the Council of Border Troops' Commanders on combating illegal migration at the external borders of the CIS member-states. The conducted analysis determines the practical components of main efforts and separate results of the activity of the Council of Border Troops' Commanders. However, the dynamic changes in situation and forms of illegal activity at the external borders of CIS member-states obligates the border and law enforcement authorities to act using the advanced technologies. Research methodology includes the combination of general scientific methods, such as systemic analysis and summarization of scientific concepts. The main conclusions consists in recommendations of improvement of the system of information exchange between the bodies of sectoral cooperation on combatting illegal migration at the external borders of CIS member-states, with consideration of the existing experience of the bodies of sectoral cooperation, as well as the experience of other international organizations and foreign countries.

Nowadays, the world is recognizing the water-food-energy (WEF) as a conceptual framework that aims to the implementation of the Sustainable Development Goals (SDGs). The WEF Nexus is being developed to support the integrity of national and more importantly local projects in the cross-sectoral partnerships and coordination to enhance the sustainable development outcomes from the different projects as well as avoiding the trade-offs. Most importantly, building a great synergy between the sectors is challenged by sectorial boundaries such as policy decisions, scaling investments, and cross-sectorial consequences, which leads to anticipation biases when it comes to social, economic, and environmental costs. This paper aims to review the latest integrated WEF Nexus modeling platform that has been developed in the NENA region during the project "Implementing the 2030 Agenda for Water Efficiency/Productivity and Water Sustainability in NENA Countries" (WEPS-NENA), led by the Food and Agriculture Organization of the United Nations (FAO) and supported by the Swedish International Development Cooperation Agency.

Abstract This paper describes the disasters that occur in peatland and coastal areas, especially in Bukit Batu District, Bengkalis Regency, Riau Province. In addition, it is also explained about disaster management with cross – sectoral cooperation in accordance with the role of each sector so as to reduce the impact and even overcome the disaster. In this research paper using qualitative research methods and conducted with open interviews and filed surveys. As a result, with this cross-sectoral collaboration, land and forest has stoppes and the abrasion on the coast of Pangkalan Jambi Village has stopped and has even begun to form new land.

A comprehensive economic pragmatism as the main goal of the new economic policy course of Kazakhstan that is based on the principles of profitability, return on investment and competitiveness, also includes aspects of the need to create a new industry along with the development of traditional basic industries, to increase their export potential, where Chinese investment plays a significant role. An institutional reform includes the abolition of sectoral programs with integration of certain sectoral programs into governmental programs, as well as in strategic plans of state bodies. Consequently, it is necessary to create an industrial-sectoral and administrative symbiosis for the effective development of the industry and assessment of its prospects, taking into account the protection and promotion of national economic interests within the framework of international cooperation. The evaluation of state management in the agrarian, sphere within the framework of the development of Kazakh-Chinese cooperation, based on the study of the PRC's approaches in the formation of special economic zones and domestic practice of improving the economy of agrarian sector under the conditions of the “third modernization” and “fourth industrial revolution”, will lead to an expansion of exports of agricultural products, transit potential of Kazakhstan, infrastructural development and optimization of industry administration. In addition, taking into account the strategic importance of the country's transport potential, it will allow developing adjacent economy sectors.

Association of Southeast Asian Nations (ASEAN) is a regional organization in the countries of Southeast Asia established in Bangkok, Thailand, on August 8, 1967 (the Bangkok Declaration) by Indonesia, Malaysia, Philippines, Singapore, and Thailand. One form of cooperation that could further encourage the establishment of ASEAN's goal was legal cooperation. This was because, this cooperation could further strengthen cooperation in politics, economy, social and culture in Southeast Asia. This paper aimed to identify and learn how the real prospect of legal cooperation could be realized. Therefore, it should be known that areas of cooperation of the law which allows conducted cooperation among ASEAN countries use sectoral laws as an alternative legal cooperation. Method of this paper was comparative law in the ASEAN countries due to the countries in Southeast Asia have different legal systems. The result of this paper is the prospects of ASEAN legal cooperation is very open to be realized, because the settings are clear legal basis exists and regulated. Just to get to the realization of such cooperation, the ASEAN countries must have a strong political will to become solid cooperation.

Currently, the heterogeneity of economic space, relatively low development rates and negative trends in the socio-economic development of individual territories, and limited resource opportunities (including investment opportunities) are among the significant problems of municipalities. One of the mechanisms for solving them at the level of local government bodies is the institution of inter-municipal cooperation. The aim of the paper is to analyze the possibilities of territorial and sectoral inter-municipal cooperation aimed at overcoming the negative imbalances of the region's investment development (based on a case study of the Vologda region). The methods of cluster analysis and time series analysis were used, as well as tabular and graphic methods for the visual representation of the study results, the application packages MS Excel and STATISTICA. The paper examines the main trends in the development of inter-municipal cooperation processes in the Russian economy, identifies the specifics of the interaction of municipal entities in the Vologda region, and presents a territorial and sectoral approach to the development of different forms of cooperation based on the example of the Vologda region. The obtained results can be used by regional and local authorities in the development of investment policy, the formation of a system of organizational and economic mechanisms for the intensification of investment processes in the region. The study materials presented in the paper may be interesting for scientific discussion, for use in scientific and educational activities.

The article concerns the mechanisms of entrepreneurship development in partnership with local government, science and business. The author presents evidence that the sector partnership is crucial for the success of projects developing entrepreneurship in the local and regional perspective. Local government has the resources and capabilities to act as initiators of projects and programs supporting the economic development of the city or voivodeship. At the same time, representatives of local government units must use appropriate operational and management methods in the implementation of the policy of strengthening entrepreneurship. Inter-sectoral collaboration requires the application of organisational solutions allowing for the involvement of units in different fields and basing on various legislation. The author also indicates that the source of the competitive advantage of cities and regions may be the specialisation, as well as the commercialisation of knowledge and technology. In this case, the inter-sectoral partnership is crucial as it conditions the success of economic development programs in its social, economic and political sense. At the same time, the article describes the methods of building the inter-sectoral cooperation. As a basis for the appropriate use of the different potential of the cooperating participants, the authors indicated projects and programs embracing groups of projects. All this is worth being recognised within the framework of strategic documents, such as development plans, strategies, and other records used by local government agencies. The article uses the outcome of the participatory workshops during the preparation of the Rybnik Enterprise Development Program. The aim of the study is the verification of the assumption that the sectoral partnership is crucial to the processes of local and regional entrepreneurship development.

Only a few European integration experts know that Jean Monnet, one of the masterminds of the European Coal and Steel Community, strongly preferred the European Atomic Energy Community to the European Economic Community in the 1950s and 1960s. From his point of view, sectoral and technical cooperation in the field of nuclear energy seemed to be much more promising in order to foster European integration than cross-sectoral economic integration. Monnet and others believed that nuclear energy could, inter alia, solve all energy supply problems, would revolutionize research and technical development, and could contribute to unifying the peoples of Europe in a few decades. However, nuclear energy in general and Euratom in particular have belied these expectations.

In Indonesia, South Sulawesi Province ranks fourth in the number of stunting sufferers, and Enrekang District has the highest stunting sufferer in South Sulawesi Province. This research is to find out the political commitment of the District Government. Enrekang in overcoming the problem of stunting to reach the target SDG. This study uses qualitative research methods with the type of case study research. This research was conducted in Enrekang Regency in January - March 2020. Informants in this study were 11 people selected by purposive sampling technique. Data collection is done by in-depth interviews, document review and collection. Data validation uses the triangulation method. The results of this study indicate that the commitment of the Enrekang Regency government regarding policies and budgets in stunting management is quite good. Stunting prevalence indicator is the main performance indicator in the Enrekang Regency RPJMD with a target of 2023 of 19.5%. The activity budget will increase by 74% in 2020. The budget commitment and budget are quite good on budget commitments and cross-sectoral cooperation. It is hoped that the Enrekang district government will increase commitments related to budgeting and cross-sectoral cooperation.

Based on the two knowledge dimensions of availability and accessibility, this study investigates the influence of cooperation with external organizations on technological, product, and process innovations. Using longitudinal data from Spanish manufacturing firms, we estimate dynamic random-effects probit models and thus take into account that technological innovations exhibit persistent behavior. We find that cooperation with suppliers and universities is positively associated with both product and process innovations. However, sectoral analysis according to technological intensity reveals that cooperation with suppliers increases the propensity to technological innovation in industries with a higher degree of technological intensity, while cooperation with universities increases the likelihood of innovation in industries with a lower degree of technological intensity. Moreover, empirical results indicate a high degree of true or genuine state dependence in both types of innovations. Based on these findings, we discuss the theoretical, managerial, and policy implications of the study.

AbstractIn recent years, social enterprises in Taiwan have experienced a period of growth and are becoming more diversified. At the same time, the government is paying more attention to fostering a policy-friendly environment for their development. Despite growing interest in social enterprises, research on this phenomenon remains limited in Taiwan. Using a cross-sectoral perspective, this study is based on qualitative data from in-depth interviews on social enterprises. There are three main findings, first, the development of Taiwan’s social enterprise policy is deeply affected by different sectors. Second, the roles of the sectors are distinct and there is frequent cross-sectoral cooperation. Third, there is still a gap between the government sector’s and other sectors’ views of the social enterprise policy.

Focusing on European Union (EU) Twinning projects in Azerbaijan and Ukraine, this article explores whether EU member states from Central and Eastern Europe (CEECs) offer specific added value for the implementation of EU Twinning projects in the Eastern neighbourhood compared to the older member states. An added value refers to the combined comparative advantages of a group of member states for the implementation of a Twinning project, as perceived by project stakeholders. The findings largely confirm our hypothesis that CEECs mostly offer country-specific comparative advantages, rooted in their recent transition and accession experience, socio-linguistic proximity, and shared historical legacies with the Eastern neighbourhood. In turn, the older member states are perceived to offer mainly sector-specific comparative advantages owing to their institutional experience, sectoral fit, existing sectoral networks in the Eastern neighbourhood, and prior Twinning experience in other countries.

National administrative law traditions are changing under the influence of socio-economic factors and the Europeanization of legal norms. To illustrate this evolution this article discusses the roles of judges in three European major transport infrastructure projects in England, France and Belgium where long-term public-private cooperation was developed and strong public opposition voiced. Public-private cooperation to develop infrastructure projects is not new. EU financial requirements and EU procurement directives, though, constrain more than ever how these public-private cooperations can be contractually designed, while EU sectoral legislation may offer new opportunities for public-private cooperation. In parallel, citizens are entitled to be involved in large projects affecting the environment and no longer mainly seek protection for their individual property rights. These changes illustrate the changing role of private parties (economic actors and citizens) in major infrastructure projects. They also result in public bodies endorsing an increasingly supervisory and monitoring role while not having the suitable skills, resources or information in-house to do so. These adaptations under the pressure of socio-economic and political concerns call for administrative law to revisit the role that judges play in adjudicating issues arising from these complex publicprivate contracts, where public bodies and private parties are locked together for a long term and where changing the relationship is extremely expensive for the public purse.

Some elements of modernization of the key mechanisms of the Russian-Chinese investment cooperation in 2014–2020 are investigated in the context of the prospects for the development of resource industries in the Far Eastern federal district (mineral and forest complexes). The priorities and directions of bilateral cooperation in the investment sphere, due to the institutional changes, have been identified. The structural drift of investment interests in the sectoral and spatial aspects, determined by the improvement of the mechanisms of the Russian-Chinese cooperation, is shown. The article examines the characteristics of bilateral investment cooperation in the resource sector of the Far-Eastern federal district in the context of combination of simultaneously implemented models of its stimulation at the state (new model of development of the Far East) and interstate (activation of the Russian-Chinese economic relations) levels. Different trends in the formation of sector structure of investment interests of the Russian-Chinese cooperation for the national (RF) and regional (the Far-Eastern federal district) levels are revealed. The predominance of priorities for implementation of the resource-transit scenario for the development of the East of Russia, including through the modernization of the Russian-Chinese cooperation, is shown.

The article is a follow-up analysis of Ukraine Higher Education Leadership Development Programme that ran in Ukraine 2016 – 2019 and was a joint initiative of the British Council in Ukraine, United Kingdom Leadership Foundation for Higher Education, Institute of Higher Education of the National Academy of Educational Sciences of Ukraine and Ministry of Education and Science of Ukraine. The article is rooted in insights, observations and reflections of Programme implementers and participants, as well as incorporates conclusions of the impact report put forward by an external evaluator of the Programme. The authors of the article conclude that university leadership is important for precipitating change at an individual, institutional and sectoral levels in Ukraine’s higher education sector and that currently available resources and existing capacity in university leadership development within the sector are sufficient to sustain and advance university leadership development. The authors argue that shared leadership approach has proved its effectiveness during the Programme; they propose to further apply shared leadership as a means of responding to numerous challenges faced today by Ukraine’s higher education sector. In addition to review of lessons learnt from three phases of Programme implementation, the authors generate recommendations for advancement of university leadership at institutional and sectoral levels within Ukraine’s higher education, like: unfolding discourse on university leadership at institutional and sub-institutional, sectoral and national levels; mainstreaming university leadership into all HEI activities, including teaching and learning, research, governance and management, student self-government, international cooperation etc.; facilitating inter-university cooperation, knowledge exchange and sharing; involving students into university leadership discourse and practice; launching a campaign to promote establishment of a privately funded foundation or endowment on university leadership development.

Smoking is one of the lifestyle phenomena in most people today. Smoking habits are common in adolescence. This study aims to find out the description of smoking behavior in young girls This research is descriptive qualitative research. The informants in this study were 4 young girls who performed smoking behavior. Data collection is done by interview method. The description of smoking behavior in young girls occurs for the following reasons, namely trial and error, curiosity, and the influence of friends. The response of a friend knowing the informant smoked is not responding and just so so. The informant's efforts in quitting smoking are by reducing the cigarettes and reducing gatherings with a friend. Information about the dangers of smoking contained in advertisements and cigarette packs is still ignored by informants, therefore, there needs to be cross-sectoral cooperation to improve understanding of the dangers of smoking. The reason of informant to start smoking is try, curiosity and the influence of friends, the response of friends know the informant smoking does not respond and just so so, the efforts of informants on quitting smoking are by reducing the cigarettes and reduced gathering with friends. There needs to be cross-sectoral cooperation to improve understanding of the dangers of smoking.

Since 2009, the European Union has developed strategies for the Baltic Sea, Danube, Adriatic-Ionian and Alpine macro-regions. These macro-regional strategies represent a new tool of European Union governance that seeks to combine the community’s territorial cooperation and cohesion policy repertoire with intergovernmental ‘regional cooperation’ involving European Union member and partner countries. By establishing comprehensive governance architectures for cross-sectoral and trans-boundary policy coordination in areas such as transport infrastructure and environmental protection, macro-regional strategies seek to mobilise European Union member and non-member states alike in promoting and harmonising territorial and trans-governmental cooperation. Both the macro-regional strategies and the macro-regions themselves have been met with increasing interest across several disciplines, including geography, regional planning, political science and public administration, triggering questions and debates on issues such as their impacts on existing practices of territorial cooperation and their relation to previously established forms of regional cooperation. Authored by scholars based in the above-mentioned fields of study, this contribution seeks to take stock of research on the subject to date, reflect on conceptual starting points and highlight new directions for future research in the political sciences.

Networking is an effective strategy for both economic and regional development, as the results of project management at the trans-regional level demonstrate. Cooperation between the Western Norway Training Partnership (WNTP) and Erfurt Technology Centre (TZE) shows that international teamwork is productive and that project administration is relatively low-cost. Both partners have carried out various projects within the European Commission's COMETT, Leonardo Da Vinci and Fifth Framework Research programmes. Seven years of cooperation between WNTP and TZE have resulted not only in increased awareness about both regions in political, academic and business circles, but also in the establishment of the Trade House, to increase exports, as well as the completion of a Bilateral Agreement of Regional Cooperation for further development of activities and contacts. Inter-regional and inter-sectoral links with local authorities, financial funds, research institutes, innovation centres and non-governmental organizations have been established to explore further possibilities for cooperation in training, research, business and culture. In this paper, the partners share experiences, analyse implications and discuss strategies that bring mutual benefits.

Abstract China’s approach to International Development Cooperation (IDC) has been one of continuous evolution. The 2000s version of Chinese IDC applied a request-/project-centrism methodology, focused on the infrastructure sector, and mixed aid with business. Since the launch of the Belt and Road Initiative (BRI), the methodological dimension of the existing IDC model has changed by virtue of a growing emphasis on top-level design, sectoral programmes, and high standards for project implementation. How to explain these changes? Different from the conventional material-functionalist approaches, this article attributes the development of China’s IDC to cognitive evolution—an intra-community collective learning mechanism that drives changes in norms and practices. Cognitive evolution consists of the following three interconnected processes: uncertainty build-up; experimentation; and selection. Three factors that may shape the trajectories of cognitive evolution are as follows: the legacy of orthodox norms; the availability of transferable local ideas; and the communal interpretation of candidate ideas’ performance. The IDC model of the 2000s was constructed based on critical reflections on the internationalist foreign aid model of the Mao era and on the IDC policy community’s interpretation and transplantation of China’s development experience. The methodology of this IDC model—request-/project-centrism—has come under new pressure for change due to the BRI’s ambition to engender more substantial and sustainable developmental impact.

Intersectoral cooperation is widely recommended strategy in child protection. However despite many efforts to develop it, the real picture of intersectoral collaboration still is not enough satisfying. Researchers identify many factors that are obstacles to its development. Based on the analysis of the practice some models for constructing and improving intersectoral cooperation are suggested. The aim of the paper is to present main barriers of this collaboration as well as to present an example of a functional model that helps to construct intersectoral collaboration in a local environment.

Over 30 years, the Asia-Pacific Economic Cooperation has evolved from an informal consultative dialogue into a leading inter-economy forum for promoting open trade and investment, business facilitation, as well as economic and technical cooperation. The number of APEC economies has increased, the agenda has expanded significantly to include, for example, environmental issues, digitalization, and social aspects of regulation. At the same time, in the institutional sphere, the forum has preserved the principle of consensus in decision-making, as well as the voluntary nature of commitments made by participants and the lack of mechanisms to enforce them. There is not much research on the overall results of APEC’s activities, especially on quantitative assessments of sectoral performance. The article provides an overview of international studies analyzing the forum’s achievement in different areas, including the “Bogor Goals” of trade and investment liberalization in the region. In addition, the authors conducted their own quantitative evaluation of APEC’s sectoral performance based on I. Yamazawa’s methodology and developed proposals for improving the methodology. The assessments have shown that APEC has been very successful in promoting the Bogor Goals, though the economies still have not achieved full liberalization of trade and investment in the region by 2020 deadline. Nevertheless, APEC continues its work to promote trade globalization, share regulatory experiences and best practices, harmonize standards, and improve connectivity in the region.

Abstract Marine protected areas (MPAs) in areas beyond national jurisdiction (ABNJ) are embedded in a number of multilateral frameworks. The present report discusses how various global and regional conventions deal with MPAs in their regulatory frameworks, such as their processes and guidelines for the identification and designation of MPAs in ABNJ, and cross-sectoral issues. It is concluded that the designation of MPAs is one step, but it needs to be followed by effective management measures in order to prevent that MPAs, especially multi-purpose MPAs, only exist on paper for many years. Such measures are mostly sector-specific and thus often fall under the competences of various organizations that have their own individual criteria and balance of interests. The report concludes by providing recommendations to overcome obstacles in cross-sectoral cooperation and coordination, as well as on how to combine global and regional interaction.

Although the sectoral framework on global commerce and coalition formation provides a better explanation of trade and political alignments in pre-1914 Britain than the Stolper-Samuelson framework, it shares the main shortcoming of the latter when applied to the interwar period. Neither approach explains the restructuring of politics along class lines after 1918. According to the sectoral framework, the continued imperfect mobility of capital and labor and deeper divisions within the business community should have led to greater, not less, cross-class cooperation over trade and trade-related issues. This article extends an earlier critique of the Stolper-Samuelson framework to address this puzzle. It argues that weak worker trade union organization modifies the incentive of business owners to align with labor on trade, even when imperfect capital mobility and divisions in the business community heighten the incentive of capitalists to form lobbying coalitions with labor. In addition to addressing the marked contrast in British politics before and after 1914, this argument has broader comparative implications. In particular, it offers a potential explanation for why pre-World War I Britain was unique, compared with other Western European countries, in being marked by strong business-labor collaboration over trade and political reform.

The article covers the issues of ensuring food security, reforms carried out by Uzbekistan in this regard and mutual cooperation, which are becoming one of the most pressing problems in the world today. The increase in the number of Population year-on-year, climatic changes, urbanization, economic, ecological factors adversely affect the volume and quality of food production. This, in turn, dictates the implementation of deep consistent reforms in the spheres of existing rural agriculture and food industry. In recent years, with the aim of accelerating the development of agricultural production and the food industry, addressing sectoral challenges, Uzbekistan has been working not only in domestic capacity but also with international organizations and developed countries. In particular, Uzbekistan joined the Food and Agriculture Organization (FAOUN) on 2 November 2001. During this period, Uzbekistan has implemented a number of national and regional projects in collaboration with the UN. For example, Uzbekistan carried out 8 national and regional projects in the Republic during 2001-2015 in cooperation with this organization. On June 5-6, 2014 in Tashkent on the initiative of Uzbekistan held an international conference on the theme “significant reserves of Food Program Implementation in Uzbekistan”. In addition, the FAOUN's 32nd regional conference for Europe is scheduled to be held in Uzbekistan for the first time among the countries of Central Asia on May 5-7, 2020. This is evidenced by the growing strengthening of cooperation with the FAOUN Organization of Uzbekistan
