Ce travail traite de l’émergence, des conséquences et des résultats de la coopération régionale dans les domaines de la santé publique et de la défense au sein du cadre institutionnel de l’UNASUR. En nous concentrant sur la coopération sectorielle dans deux domaines aussi différents et importants que la santé et la défense, nous avons essayé d’éclairer les mécanismes, les moteurs, les schémas institutionnels ainsi que les résultats du régionalisme sectoriel en Amérique du Sud. En procédant ainsi, ce travail prétend contribuer à l’étude de l’UNASUR et du régionalisme sud-américain, en explorant les logiques endogènes et les dynamiques d’une coopération sectorielle entre les états sud-américains qui ont été considérablement négligées par la littérature sur les particularités régionales. Les chercheurs se sont particulièrement penchés sur l’UNASUR en le considérant soit comme le produit d’une mutation structurelle post-hégémonique et post-libérale mise en place par la zone sud-américaine en réponse à la reconfiguration multipolaire du système international et de l’économie mondiale ou comme une organisation régionale souffrant des limitations institutionnelles caractéristiques de l’intergouvernementalité et s’imbriquant inefficacement avec les autres organisations régionales. Une attention moindre s’est portée sur ce qui se joue réellement au sein des Conseils Sectoriels de l’UNASUR. Nous considérons que pour pouvoir comprendre l’importance de l’UNASUR ainsi que les logiques qui sous-tendent l’évolution du régionalisme sud-américain, il est nécessaire d’en savoir plus sur les raisons pour lesquelles les gouvernements ont mis en place une institution régionale pour poursuivre une coopération dans un espace politique donné, sur les caractéristiques et l’impact d’institutions sectorielles régionales ainsi que sur les conséquences et les effets d’une coopération sectorielle. Ce travail tente de combler un vide dans la littérature sur le régionalisme sud-américain en offrant une analyse - fondée sur de nombreux éléments à la fois empiriques et théoriques – de la manière dont les états sud-américains construisent le régionalisme à l’aide d’une coopération sectorielle intergouvernementale
This research deals with the emergence, outcomes, and effects of regional cooperation in the fields of public health and defence within the UNASUR institutional framework. By zooming into sector-based cooperation in two diverse, yet equally important policy areas such as health and defence, I try to shed light on the triggers, drivers, institutionalisation patterns, and results of sectoral regionalism in South America. In doing so, the research intends to contribute to the study of UNASUR and South American regionalism, exploring the endogenous logics and dynamics of sector-based cooperation among South American states that have been largely neglected by the area-specific literature. Scholars have predominantly analysed UNASUR either as the result of a structural post-hegemonic and post-liberal shift experienced by the South American region in response to the multipolar reconfiguration of the international system and the world economy or as a regional organisation that suffers from the institutional limitations typical of intergovernmentalism and overlaps ineffectively with other regional organisations. Less attention has been paid to what does actually happen within the UNASUR Sectoral Councils. I posit that in order to grasp the significance of UNASUR and the logics underlying the evolution of South American regionalism, we need to know more about why governments set up a regional institution for pursuing cooperation in a given policy area, what are the characteristics and impact of regional sector-based institutions, and what are the outcomes and effects of sectoral cooperation. This research attempts to fill this gap in the literature on South American regionalism by providing an empirically rich and theoretically grounded analysis of how South American states are constructing regionalism through intergovernmental sectoral cooperation

The main purpose is to demonstrate how governments, corporations, and non-governmental organizations can most effectively work together to solve some of the world's most pressing development problems. Using case studies of extractive multinational corporations operating in Colombia, Papua New Guinea, and Nigeria, this paper presents support for the fact that crises are essential catalysts for corporate change. Moreover, analysis of these cases reinforces the critical role social learning and cooperation initiatives play in driving longterm improvements in corporate practice

This thesis explores the nature of cyber-security at the beginning of the 21st century. In the current security paradigm, security strategies based on anticipatory governance have become essential in the management of the constantly changing cyber-security environment. Thus, this thesis aims to understand security strategies and governance introduced in the European region. The increased dependency on cyber-space is visible in all public-private sectors and governmental operations, as well as communications between groups and individuals. As a result, cyber-attacks on public and private entities are increasing. This requires a security framework that is flexible and establishes different types of security cooperation to manage the widespread cyber-risks. This is essential to the development of security strategies, governance forms, practices, and guidelines for enhancing resilience and preparedness towards cyber-risks. Therefore, I am examining cyber-security through the lenses of nodal governance and governmentality, which enables me to understand European cyber-security strategies and governance forms developed by the Council of Europe, the European Union, and the North-Atlantic Treaty Organization. To analyse existing strategies and governance forms, I have used two critical security schools, the Copenhagen School and the Paris School, which cover different aspects of the security agenda. The thesis develops a substantive analytical framework through two case studies, namely cyber-security and cyber-terrorism. The findings in this thesis identifies problem areas, such as the complexity of the nodal system, the legislative lacuna, reliance on different governance forms, transparency and accountability, and types of anticipatory governance and regulatory practices.

Esta tese analisa as características e as condições do desenvolvimento industrial e tecnológico do setor de máquinas-ferramenta no Brasil. O trabalho parte do pressuposto de que há uma relação entre trajetória tecnológica, regime tecnológico e desenvolvimento econômico e considera que o arcabouço sobre Sistema Setorial de Inovação pode trazer importantes contribuições para o desenvolvimento tecnológico entre os setores industriais. A revisão teórica da tese aplicou a discussão sobre trajetória tecnológica, regime tecnológico e Sistema Setorial de Inovação ao caso do setor de máquinas-ferramenta mundial, destacando as características do desenvolvimento das tecnologias do setor na Inglaterra, EUA e Japão. A metodologia de pesquisa abrangeu uma análise sobre o setor de máquinas-ferramenta no Brasil. Esta análise considerou as características do desempenho industrial e tecnológico e as interações realizadas entre empresas de máquinas-ferramenta e grupos de pesquisa sediados no Estado de São Paulo. A partir da análise empírica e setorial, a tese constatou que o regime tecnológico do setor de máquinas-ferramenta do Brasil apresenta características distintas, relativamente ao setor de máquinas-ferramenta dos países analisados na revisão teórica. O Sistema Setorial de Inovação de máquinas-ferramenta no Brasil também apresenta algumas diferenças em relação ao Sistema Setorial de máquinas-ferramenta da Alemanha, Japão, EUA e Itália. A conclusão é que a escolha das empresas por trajetórias tecnológicas no passado pode repercutir um ambiente tecnológico distinto para um mesmo setor através dos países. Considera-se que as características do ambiente tecnológico de cada setor podem apresentar alguns efeitos positivos para a sua competitividade. Entretanto, no longo prazo, a dinâmica industrial e tecnológica do setor de máquinas-ferramenta nacional pode ser afetada pela escolha entre trajetórias tecnológicas.
This thesis analyzes the characteristics and conditions of the industrial and technological development of the machine tools industry in Brazil. The work assumes that there is a relationship between technological trajectory, technological regime and economic development and considers the framework of the Sectoral System of Innovation can make important contributions to technological development among industries. A theoretical review of the thesis applied the discussion on technological trajectory, technological regime and Sectoral System of Innovation in the case of machine tools industry, highlighting the features of the technology development sector in England, USA and Japan. The research methodology includes an analysis of the machine tools industry in Brazil. This analysis considered the performance characteristics of industrial and technological interactions between companies of machine tools and research groups based in São Paulo. From the empirical analysis and sector, the thesis found that the technological regime of the machine tools industry in Brazil has distinct characteristics to the machine tools industry of the countries analyzed in the theoretical review. The machine tools Sectoral System of Innovation in Brazil also have some differences from the System Sector machine tools from Germany, Japan, USA and Italy. The conclusion is that the choice of enterprises by technological trajectories in the past can influence a distinct technological environment for the same sector across countries. It is considered that the characteristics of the technological environment of each sector may have some positive effects on their competitiveness. However, in the long term, the dynamic industrial and technological sector of machine tools can be affected by national choice between technological trajectories.

At a time of reorganization for certain socio-economic paradigms within the Province of Quebec, the public-private duality is in need of a competitive and sustainable collaboration in order to promote and ameliorate public services, provide more controlled levels of risk and lower initial investment costs in such projects. The concept of a public-private partnership is born from a necessity to adapt the structure of the existing systems to better serve the modern demands of users, to replace old and inefficient infrastructures as well as to abet prohibitive financial considerations of the Province of Quebec. Under which circumstances and to which degrees would the private partner in a public-private partnership, having become the custodian of a project serving primarily private interests, be responsible to absorb the risks transferred by the Province of Quebec to the partnership? How can it be assured that the protection of the public interest and inextricable public values links of the public partner are preserved in a public-private partnership?
This thesis is structured into three sections. In the first chapter, we analyze the concept of public private partnerships and the parameters that circumscribe to it. This analysis deals with public services and the public interest. The second chapter defines the concept of accountability while outlining various traits of accountability which may be associated with each member of a public-private partnership as well as with the partnership itself. A more pointed examination then discusses the pitfalls of current systems of accountability within the public-private framework.
Finally, we examine the notional values that the current control mechanisms contribute to a public-private partnership. This analysis indicates that a series of new and renewed control and accountability mechanisms is needed to manage the various idiosyncrasies of a public-private partnership while congruently promoting a balance of interest and vision between the partners of a public private partnerships.

L’ouverture à la concurrence des marchés de l’électricité et du gaz peine à aboutir aux effets escomptés. Si les directives issues du troisième « paquet » ont été en grande partie transposées au sein des États membres, les obstacles à la réalisation effective d’une Europe de l’énergie demeurent nombreux. Dans ce contexte nébuleux, une surveillance aux yeux d’Argus a émergé. En effet, comme pour forcer le processus de libéralisation, les autorités de concurrence et les autorités de régulation sectorielle redoublent d’efforts pour achever rapidement le marché intérieur de l’énergie, quitte à aller parfois, semble-t-il, à contre-courant de leur mission originelle. D’un côté, les autorités de concurrence semblent de plus en plus enclines à se comporter en « constructeurs » des marchés de l’énergie, agissant davantage sur la structure de ces derniers que sur les comportements dommageables. À l’inverse, les autorités de régulation sectorielle, dont les pouvoirs ne cessent d’être renforcés, sont de plus en plus incitées à détecter les entraves à la concurrence et à les sanctionner. De ce contrôle bicéphale résulte une confusion des rôles qui n’est pas totalement atténuée par la mise en place des « passerelles » entre les deux types de régulateurs. Au demeurant, face à cet enchevêtrement de compétences, les opérateurs évoluent sur des marchés peu propices au jeu de la concurrence et dans un cadre réglementaire aussi complexe qu’instable, sclérosant les investissements nécessaires pour dynamiser ces marchés. Toutefois, le système mis en place, que beaucoup aimeraient voir clarifié, peut être amélioré. Alors qu’une partie de la doctrine appelle à la fusion des autorités, hypothèse pourtant peu réaliste, la voie du réaménagement du cadre de surveillance, basée sur un renforcement de l’interrégulation, mais également sur l’établissement d’une véritable régulation européenne, ne semble pas avoir été suffisamment explorée
The opening to competition of the markets in gas and electricity has hardly produced the desired impact. To a large extent, the directives flowing from the third package have been transposed amongst the Member States. However, the effective implementation of a European energy is still facing several challenges ahead. With this nebulous background, supervision has become all-seeing, Argus-like. In fact, while competitions authorities and sectoral regulators are significantly stepping up theirs efforts so as to push forward the liberalization process towards the swift completion of the internal energy market, they seem, at times, to work against the grain of their original assignment. On the one hand, competition authorities appear to be increasingly willing to act as « builders » for the energy markets as they tackle market structures rather than harmful behaviours. Conversely, sectoral regulators, with their ever-strengthening powers, are more and more incited to track down and take sanctions against barriers to competition. Such bicephalous management has resulted in a confusion of roles which has not been alleviated by the « bridges »built between both types of regulators. At any rate, in the face of such a tangled web of competences, operators find themselves in markets that are not very conducive to competition and in a regulatory framework which is both volatile and complex, thereby paralysing the investments required to render such markets more dynamic. The system as it stands may still be improved and many would like to see it clarified. Although the prospect is not very realistic, some commentators have called for the merger of authorities. It appears nonetheless that reworking the supervision framework with a view to strengthening inter-regulation but also implementing actual European regulations is a route that has not yet been sufficiently explored

Esta investigación tiene por objetivo analizar la gestión del proceso de supervisión del sector cooperativo paraguayo, poniendo énfasis en las cooperativas que realizan intermediación financiera; para ello se sustenta en la premisa de que el rol del Estado en la supervisión y regulación de cooperativas se fundamenta en la mantención de la estabilidad del sistema financiero y la protección de los ahorros del público. En los últimos años el sector cooperativo paraguayo se ha situado en los primeros puestos a nivel latinoamericano en cuanto a participación porcentual en el sistema financiero nacional; sin embargo, la adopción de medidas que garanticen su crecimiento y desarrollo sustentable, han sido lentas y deficitarias. La supervisión y regulación estatal de cooperativas presenta diversas falencias, con lo cual el sector queda expuesto a eventuales crisis, que incluso se podrían contagiar al resto del sector financiero. En atención a esta problemática, teniendo esta investigación como unidad de análisis al INCOOP, la aplicación de la metodología de estudio de caso intrínseco apoyado en el marco lógico, ha permitido plasmar en un árbol de problemas y objetivos los factores más relevantes que inciden en la falencia de la supervisión y regulación del sector cooperativo paraguayo. Asimismo, el análisis de investigaciones que han sistematizado las experiencias de diversos países en dos modelos de organización cooperativa con sus respectivos sistemas de supervisión; ha permitido la identificación de estructuras asociativas que favorecen a la eficacia de la supervisión. El estudio de estos modelos también permitieron la valoración para el caso paraguayo de los riesgos de la aplicación del sistema de supervisión auxiliar de cooperativas en un contexto que difiere de la estructura organizacional e institucional necesaria para que ésta sea efectiva. Las principales falencias detectadas hacen referencia tanto a la estructura de mando institucional, que en su conformación establece un conflicto de intereses; como a su gestión, dado que el sector carece de una red de seguridad financiera, la supervisión se realiza solo parcialmente, y la generación de información es deficitaria. La principal recomendación de este estudio hace referencia al cambio de conformación del Consejo Directivo del INCOOP de manera a eliminar el conflicto de intereses, y que de esta manera la institución supervisora quede regida por los principios de autonomía e imparcialidad que le permitan desarrollar eficazmente su gestión.

The purpose of this thesis is to disseminate research work done towards a higher degree and report on the findings of the research that was conducted relative to South African Public Private Partnership (PPP) projects. The research investigated perceptions of PPP actors on the performance of operational PPP projects. The aim of the research was to fulfil the requirements for the award of the degree of philosophiae doctor in construction management; contribute to the PPP body of knowledge; contribute further understanding of the performance of PPP projects in South Africa; and develop a systemic model for a sustainable PPP system within the country and beyond. All the aforementioned have been achieved, despite the research limitations as indicated in Chapter 1. A case study approach was adopted to examine various performance aspects of operational South African PPP projects. The research was a multi-case study design. Each individual case study consisted of a ‘whole’ study, in which facts were gathered from the selected PPP projects and conclusions drawn on those facts. A web-based questionnaire was used to capture the experiences and perceptions of various actors involved directly, or indirectly in selected PPP projects. The sample stratum consisted of all operational PPP projects registered in accordance with Treasury Regulations as of December 2005 and other projects that reached financial closure before the Public Finance Management Act of 1999 became effective. PPPs involve highly complex procurement processes, are relatively new in South Africa and to date have attracted limited investigation to refine our understanding of the operational performance of PPP projects. This is notable, as significant financial and other resources are involved, and the perception exists that service delivery in most parts of the country is poor. Key empirical evidence from the research indicates that South Africa has developed a robust policy and regulatory framework for PPPs; has an inadequate level of PPP awareness and training; and lacks the project management capacity to facilitate deal flow. It is suggested that further research be conducted on a yearly basis, preferably every six months, so that trends can be established concerning various aspects of other operational PPPs. Further, it is recommended that the PPP Unit commission sector-specific studies that will conduct further research, to compare research across PPP and non-PPP contracts. The choice to conduct a multi-case study required extensive resources and time beyond the means available to the researcher. Further, the sensitive nature of PPP projects made it difficult to obtain required data at the first attempt. However, the researcher made several follow up calls and reminders before eventually obtaining the required data from the respondents. A systemic PPP model has been developed for PPP implementation and management. This model was tested for appropriateness by conducting a further survey on PPP participants attending an international conference on 'Financing of Infrastructure Development in Africa through Public Private Partnerships’ staged in August 2007, in the St. George Hotel, Johannesburg, South Africa. The findings from this research make an invaluable and original contribution to the PPP body of knowledge, provide insight for further research in this important field, refine the understanding of operational PPP projects, and provide direction for policy and decision makers in the public and private sectors, within South Africa and beyond.

The initiation of more cooperative relations between the companies and the union (IWA-Canada) in the B.C. solid wood products sector, on the one hand, and between these two and the federal government, on the other hand, appears to signal an end to the "exceptionalism" which precluded the establishment of "corporatism" in Canadian industry. As the sector has been under tremendous pressure from various structural and technological changes, as well as interest groups both inside the forest industry and outside of it, does this change in industrial relations provide a model for the future forest industry or is it an impediment to change, as many critics contend. This thesis will explore the formation of "Fordist" industrial relations in the sector and the present "crisis" in Fordism as it relates to the sector, in order to understand the factors impelling cooperative industrial relations, and how these factors will affect these relations in the future. As these factors are undermining Fordism, they might also undermine the tentative, defensive cooperation between the three parties. In place of this exclusive policy-making regime a new, broad-based, decentralized, and more democratically controlled forest sector might emerge which will encourage cooperative industrial relations, but without the dominance of the old Fordist structures. The ensuing changes will widely affect economic, political and social relations throughout the province.

O modelo de assistência ao parto o Brasil está fortemente relacionado à atuação do médico e a maioria dos partos é realizada em ambiente hospitalar: em 2004, 94% dos partos foram hospitalares e 43% dos nascimentos ocorreram por cesariana, uma atividade estritamente médica. Na rede privada de serviços de saúde do município de São Paulo, o percentual de cesarianas gira em torno de 84%. A partir do final da década de 1990, vêm sendo formuladas políticas públicas para promover mudanças nesse modelo. Algumas dessas proposições favorecem a inserção de enfermeiras obstétricas e obstetrizes (EO) na assistência ao parto, reconhecendo sua importância para promover o parto normal. Nesse contexto, a autonomia profissional da EO na atenção de baixo risco e o trabalho colaborativo na assistência ao parto são elementos fundamentais para uma atenção qualificada. Por sua vez, a atuação da EO na assistência ao parto é definida não exclusivamente pelas políticas de saúde oficiais, mas também pela organização da assistência praticada nas instituições. A forma como a EO atua na assistência ao parto e como vivencia a autonomia profissional e o trabalho colaborativo dependem do local de atuação, das regras e normas da instituição, da divisão técnica do trabalho e da relação hierárquica estabelecida na equipe obstétrica. O objetivo deste estudo foi descrever como a enfermeira obstétrica percebe sua inserção na equipe obstétrica e sua autonomia profissional na assistência à mulher durante o parto, em instituições de saúde privadas. Foi utilizada a metodologia qualitativa e o estudo foi realizado com EO que atuavam em instituições de saúde privadas da cidade de São Paulo, que atendem exclusivamente pacientes particulares ou usuários de seguros ou planos de saúde. Os dados foram coletados por meio de entrevista semi-estruturada, como uso do gravador. Foram incluídas 15 EO que atuavam no centro obstétrico de nove instituições de saúde privadas. A análise de conteúdo foi utilizada para sistematizar os dados qualitativos e a discussão foi realizada considerando os seguintes temas: Autonomia; Confiança e cumplicidade: principais facilitadores da autonomia; Outros aspectos facilitadores da autonomia; Dificuldades para a autonomia; Facilitadores do trabalho colaborativo; Barreiras para o trabalho colaborativo; Percepção da inserção da enfermeira obstétrica na equipe; Composição e coordenação da equipe de assistência ao parto; Reflexões sobre a atuação da enfermeira obstétrica nas instituições de saúde privadas. Identificamos que apesar do apoio legal e do reconhecimento dos órgãos oficiais e organizações internacionais da importância da EO assistência à mulher no parto, sua atuação nas instituições privadas do município de São Paulo é muito restrita e aquém das competências estabelecidas para esta profissional. As EO apontaram o não reconhecimento de suas atribuições pelos médicos obstetras como um dos principais fatores para a restrição de sua autonomia e para a falta de trabalho colaborativo no cuidado da parturiente
The model of healthcare during labor in Brazil is strongly associated to the physician care, and the majority of deliveries occur in hospitals: in 2004, 94% of the deliveries took place in hospitals and 43% of them were cesarian sections, something that implies medical care. In the private health system in the city of São Paulo, the incidence of cesarian section deliveries reaches around 84%. Since the end of the 1990-decade, some political initiatives have been trying to change this model. Some of the proposals favor the insertion of nurse-midwives in the assistance team, recognizing the importance of this professional in the promotion of normal delivery. In that context, the professional autonomy of the nurse-midwife and collaborative work in the delivery assistance are essential for a qualified care. However, the role of the nurse-midwife in the delivery assistance is defined not only by official guidelines, but also by the institutions\' policies. The way she can live professional autonomy and collaborative work depends on the type of hospital, its rules and norms, on the distribution of work among the team\'s members and on the hierarchical relationships. This study had the objective of describing the nurse-midwife\'s perception of her insertion in the assistance team and of her professional autonomy in private hospitals. This was a qualitative study, with nurse-midwives working in private institutions in São Paulo that assist members of health care insurance plans. Data were collected by means of semi-structured interviews, registered in a tape recorder, with 15 nurse-midwives who work in 9 private hospitals. Content analysis was used and the qualitative data collected was discussed based on the themes: autonomy, factors that facilitate autonomy or factors that make autonomy more difficult, facilitators of collaborative work and factors that make it more difficult, the composition and coordination of the delivery health care team and the perception of the nurse-midwife of her insertion in the team. We observed that, despite the legal support and the recognition of official and international organizations about the role of the nurse-midwife, her actual work in the private hospitals in São Paulo is restricted and are not in accordance with her competence and skills. The nurse-midwives pointed out that obstetricians do not recognize their responsibilities in the health care team, and this restricts her autonomy and plays against the collaborative work in the patient\'s benefit

Even though international cooperation traditionally is a concept encountered in public international law, it has an important role to play in the private satellite communications sector. Satellite communications being activities that intrinsically have a global outreach, mutatis mutandis they require legal rules that would not focus on purely regional or local interests. National and international space law have for the past decade encountered criticism with respect to obvious insufficiencies that in turn affected space activities. The first reaction of learned space lawyers was to call for some redrafting of international space law. A second thought about it had them take into account national legislation in this possible harmonization process, but in any case this was to primarily be of concern for States.
However, the new millennium has brought its share of intellectual renewal and in the field of space law it has been translated in the acknowledgement that the private sector would have an important role to play, on the international scene, for the improvement of space law. It is this new legal thinking that has been characterized as "international cooperation" as applied to the private sector, that is the subject of this study. Hence, what is looked at is the position of the satellite communications sector on the international scene and what expertise it has to share with public fora for the overall improvement of space law and space activities.

The urban poor in developing countries, many of whom live in illegal squatter settlements at the periphery of the city, often have insufficient access to affordable, clean water. Both public and private utilities are often unable or unwilling to install piped water connections in these neighborhoods, and, as a result, the poor tend to rely on individual, informal vendors who sell water at very high prices. In an effort to bridge this service gap and provide the urban poor with easy and affordable access to water without investing in costly infrastructure, some public utilities have tried to form agreements with vendors to use them as an extension of their distribution network. In an era of increasing private sector participation in water treatment and distribution, some private companies are considering similar arrangements. This thesis presents the results of field-work conducted in Abidjan, Côte d'Ivoire, where the private water utility has, since 1960, attempted to forge a partnership with vendors in the informal sector. The system of "registered vending" that the utility has implemented is promising in that, as long as the utility is prohibited by law from extending the network into illegally settled neighborhoods, it enables the residents of these neighborhoods to obtain at least a minimal amount of clean water. However, the system could be strengthened, and the lessons learned from this experiment may be helpful for other private utilities considering similar cooperative arrangements with water vendors in the informal sector.

ENGLISH ABSTRACT: This assignment deals with the relevance of Public-Private Partnerships in the South African context and particularly the role it can play in realising the developmental goals of the economic policy. The value of the unique relationship that is possible between the public and the private partner goes beyond the formalised legal agreement as the mix of cultures and different managerial approaches hold benefits for both parties. There are many aspects of the PPP, especially as a management tool, which grow beyond the boundaries of a work of this length and which will hopefully entice the reader to further reading. However, in this work the main thrust of the argument is that the PPP offers an alternative, or maybe rather a supplementary vehicle to address a number of managerial problems experienced in the public sector.
AFRIKAANSE OPSOMMING: Hierdie werkstuk handel met die relevansie van die sogenaamde “Public-Private Partnership” in die Suid-Afrikaanse konteks en meer spesifiek die rol wat dit kan speel om die ontwikkelingsdoelwitte van die ekonomie te bereik. Public Private Partnership (PPP) procurement has developed in many countries, as an effective way for governments to allay their financial burden and/or improve the efficiencies of public services. However, PPP has also experienced many ups and downs in its applications. As a collaborative venture between public and private sectors, the quality of the relationship between them has been shown to be a key contributor to the success of a PPP project. However, no study has, as yet, conceptualized and tested an integrative framework for modeling and addressing the relational aspect in PPP projects. This study aims to fill this gap. Moreover, the revamping of PPP in the above direction, would align with what is found to be a much larger trend, in moving from traditional management to relationship approaches in project management in general and on built infrastructure projects in particular. The general purpose of this study is to make an original contribution to relationship research in PPP, by addressing the importance of this intangible side of PPP, through developing a strategic relationship management framework for parties engaged in PPP projects. Having examined relational research in joint ventures, alliancing and inter-organisational collaboration, it is found that game theory, transaction cost analysis and relational contracting have a direct bearing on inter-organisational relationships in infrastructure projects. Consequently, they are adopted as the theoretical foundations for this research. This study first investigates the ‘hard side’ of PPP relationships, analyzing their variables based on semi-structured interviews with PPP experts. Further, the ‘soft side’ of PPP relationships, is found to be influenced mainly by inter-organisational trust and commitment. This is also investigated in this research by intensive literature review of inter-organisational relationships. A relational variables and indicators model for PPP projects is then developed. Quantitative research data was collected from two questionnaire surveys, targeting international experiences. The first survey was aimed to examine the intensifying and/or moderating effects of various relational variables. The second survey was designed to identify the Critical Success Factors of relationship management in PPP context. Qualitative research data was consolidated from a case study and follow-up structured interviews. Findings from surveys, case study and interviews were then triangulated to develop a strategic framework for better relationship management for infrastructure PPP projects. The findings from this research make a specific contribution to relationship management research; while the ‘hard’ and ‘soft’ sides provide lenses for both PPP parties to examine their relationship with their respective partners. The proposed strategic framework consists of a Relationship Management Scheme and Guidelines to be implemented in different PPP phases, through addressing the sustainability of the relationship. It provides an initial scheme or base approach for project parties to manage the relationships proactively rather than reactively. Besides, this research also helps to identify relevant relational components that can be incorporated or directly used in criteria for pre-tender selection. Such screening and special attention to these critical components can also help to develop more sustainable relationships and attain better value for money through PPP procurement in practice.

Public Private Partnership (PPP) is a kind of cooperative venture between the government (public sector) and business sector (private sector). Over the past decades, the Hong Kong Government intends to expand the use of PPP in delivery of development projects and public services, such as the Hong Kong Disneyland, the Cyberport, the construction of public infrastructures and management and operation of infrastructures. The shift in using PPP to deliver public services from traditional service delivery by government departments and non-government organizations imposes a significant implication to the governance in Hong Kong as well as in its financial and revenue aspect. The dissertation consists of four Sections. Section 1 is the introduction. In Section 2, I will conduct a literature review on the PPP in the aspects of its definition, concept, history and underlying theories. There are different forms of private sector involvement in public project, depending on the degree of private participation and involvement from the public sector. For example outsourcing in providing public services, build-operate-transfer (BOT) mode for providing infrastructure, service PPP. The various forms of PPP and the common usage of different forms on different aspects would be discussed. The considering factors, benefits and potential risks of adopting PPP will also be examined in this section. Though there exist various forms of PPP, there are common elements which must be included for a successful PPP, namely, common goal between the private and public, efficiency, transparency in selection of partner, risk sharing and accountability etc, which I will discussed in this section. In addition, the conditions for effective PPP and some recommended good practices of PPP will be detailed in this section. In Section 3, I will focus on 2 major forms of PPP adopted in Hong Kong and evaluate the performance of such applications through case study. The first PPP form is the BOT in which HK Government has adopted for providing numerous infrastructures like Cross Harbour Tunnel. The second one is the service PPP through which the Government contracts out the service provision to a contractor who works as a partner with Government. This form is widely used in the management and maintenance for road network and public lighting system. I will evaluate the above application of PPP (“Cross Harbour Tunnel” case and “Management and maintenance of road network and public lighting system” case) based on the principle and elements mentioned in Section 2. In the last part of the dissertation, recommendations are made for better development of PPP, in particular the ways for minimizing the ambiguity in accountability and responsibility between the public and private parties as well as increasing transparency to public. Finally, conclusion is drawn according to the whole study.

The investment needs of the water and sanitation sector and the financing constraints facing many developing countries were important catalysts for the promotion of private investment during the 1990s. Towards the end of the decade however, the flow of private capital began to decline primarily due to the poor performance of some investments and difficulties encountered during these transactions. Regardless, private investment is still considered an important financial resource for the sector which has resulted in considerable attention in addressing governance, economic and socio-political factors which can discourage investment. The aim of the research is to develop a strategic framework for attracting private investment to the Caribbean water and sanitation sector. Using a multiple-case study approach, the research examines the phenomenon of private investment in the water and sanitation sectors in Jamaica, Barbados and Trinidad and Tobago by assessing the environment for private investment and determining the specific drivers and deterrents to this type of investment. The implications of small size in the Caribbean context for institutional requirements to support private investment in the sector are also examined. Primary data for the research are obtained from public officials involved in the management, operation and regulation of the sector, local and international private service providers and local financial institutions through interviews and survey questionnaires. Documents are used to contextualise, corroborate and augment the research. The research found that in addition to traditional strategic and financial criteria in terms of provisions of the operating environment and investment performance, behaviour-related factors such as interest in job security, recognition and comfort were also important to the investment decision in the sector. Investors' perceptions of the utility were also found to be a statistically significant determinant of investment. Besides emphasising the importance of creating a conducive environment for investment, the research highlighted a need to simultaneously focus on generating specific investment opportunities to build investor confidence. The most important consequence of small size to negatively impact on creating conducive conditions for investment was the effect of limited professional capacity on institutional arrangements in the sector. Accordingly, sharing professional expertise to address capacity constraints emerged as the most feasible opportunity for regional cooperation to improve the environment for private investment in the sector.

An alignment or “fit” between an organization’s objectives and knowledge management (KM) practices should be established in order for the organization to fully utilize its knowledge assets and to derive competitive advantages. The organization should deploy a holistic approach for KM that spans business strategy, information system (IS) strategy, organization culture, and human factors. This research has investigated the strategic alignment between knowledge strategy and business strategy - KMBS-SA and the strategic alignment between knowledge strategy and IS strategy - KMIS-SA in the banking sector among the Gulf Cooperation Council (GCC) countries. Using the proposed model, the study explored the impacts of KMBS-SA and KMIS-SA on the organizational performance. The main hypothesis of this research is that knowledge is the main resource in an organization, and by aligning this resource with the business strategy and IS strategy, the alignment will contribute positively on the performance of the organization. The research model was illustrated in two different conceptualizations hypothesizing the different relationships between knowledge strategies, business strategy and IS strategy. The first conceptualization illustrates the KMBS-SA and KMIS-SA, and an investigation on the contribution of theses alignments on the organizational performance. The second conceptualization of the research model aims at investigating the impact of different types or profiles of KMBS-SA and KMIS-SA on the organizational performance. This study examined different alignments between two profiles of knowledge strategy - Aggressive Knowledge Strategy (AKS) and Conservative Knowledge Strategy (CKS), with various types of business strategy according to Miles and Snow’s (1978) strategic typology, and, the alignment of the two profiles of knowledge strategy with various IS strategy based on the STROIS approach by Chan et al. (1997). Using both conceptualizations, the role of knowledge strategy as a moderator or a mediator in the contribution of the business strategy and IS strategy towards the organizational performance was examined. The primary data for this study was collected through a survey of 106 banks from the six Gulf countries: Kingdom of Bahrain, Kingdom of Saudi Arabia, Kuwait, Qatar, United Arab Emirates (UAE), and Oman. The first overall conclusion demonstrated that there is a strong association between knowledge strategy and business strategy and that KMBS-SA clearly influenced the organizational performance. The second overall result of this research shows that in the context of GCC countries, knowledge strategy received stronger support as moderator of the IS congruence association with performance and that KMIS-SA is the primary determinant of the effectiveness of IS in the GCC banks. From the finding, it is recommended that the GCC banks should take KMBS-SA and KMIS-SA challenge seriously and should consider the alignment implication before moving ahead to implement a strategic plan. Furthermore, the research finding revealed that GCC bank should not ignore the different dimensions of knowledge strategic choices. The banks need to determine different profiles for their knowledge strategy in order to support all aspects of business strategy and IS strategic dimensions that are most important for the organization. They should then direct the organizational knowledge resources to support these profiles. Finally, it is recommended that the banks should define and establish a position in KM in order to oversee the knowledge strategy and KM issues.

The primary data for this study was collected through a survey of 106 banks from the six Gulf countries: Kingdom of Bahrain, Kingdom of Saudi Arabia, Kuwait, Qatar, United Arab Emirates (UAE), and Oman. The first overall conclusion demonstrated that there is a strong association between knowledge strategy and business strategy and that KMBS-SA clearly influenced the organizational performance. The second overall result of this research shows that in the context of GCC countries, knowledge strategy received stronger support as moderator of the IS congruence association with performance and that KMIS-SA is the primary determinant of the effectiveness of IS in the GCC banks. From the finding, it is recommended that the GCC banks should take KMBS-SA and KMIS-SA challenge seriously and should consider the alignment implication before moving ahead to implement a strategic plan. Furthermore, the research finding revealed that GCC bank should not ignore the different dimensions of knowledge strategic choices. The banks need to determine different profiles for their knowledge strategy in order to support all aspects of business strategy and IS strategic dimensions that are most important for the organization. They should then direct the organizational knowledge resources to support these profiles. Finally, it is recommended that the banks should define and establish a position in KM in order to oversee the knowledge strategy and KM issues.

There has during a rapid growth of third sector organizations (TSOs) in the third world during the 1990s. Such growth has occurred during a period of severe cutbacks in state investment as well as rapid globalization of trade. Social activists have often organized TSOs in these countries as an alternative to private and public organizations. However the question of how leaders and managers of these TSOs sustain their activities remains important. Their dilemma of help is the focus of this study.
Through a study of strategy formation in three third sector organizations in the third world, this study focuses on how TSOs can be sustainable yet effective change agents. It develops a typology of TSOs with particular attention to type of third sector activity (operating, support, community), type of organizational form (Grassroots initiatives, Grassroots Organizations, Grassroots Federations, Development Support Organizations and International Development Support Organizations) and dominant strategy approach (domain, distinctiveness, and design). This study argues that attention to these three aspects needs to be complemented by exploring the processes through which strategies form in these organizations.
Accordingly the strategy process in three TSOs in South India was examined, in particular the origin of the strategy, tactics of consensus, and interests of participants. Examining the strategy process in TSOs revealed that strategies originated in intent or event, promoters' consensus-tactics were conceived or improvised and participant's interests were fixed or shifting.
These findings on strategy process show varied origins, interests and consensus tactics in TSOs. They also seem to be associated with particular capacities in these organizations to perform their chosen activities, as well as with changes in mission. The study concludes with a discussion of the significance of these findings and a call for bridging the literatures on good management and effective social change, for further researching capacity building in TSOs, and encouraging initiatives for cross sector learning.

Public private partnerships [PPPs] are a product of policies and processes to modernise the delivery of infrastructure-based services. An examination of the modernisation literature establishes the broad analytical frame within which this thesis investigates PPPs. The macro-level overview of the recent transformation of the Australian public sector confirms that the dominant principles underlying modernisation are grounded in new institutional economics [NIE] that are implemented through private-sector derived accounting and management implementation technologies. It highlights the contextual complexities stemming from Australia’s federal system of government, explaining the decision to focus on investigating PPP experiences in Victoria. At the conceptual level, PPPs rely on risk management and modernisation of service delivery to achieve value for money [VFM] for governments. In Victoria, 2000 signals a change in the modernisation role of PPPs. Thereafter, risk inherent in PPPs was reduced by excluding the contractor from the delivery of core social services. Also, the state began to develop a number of PPP policies to guide, aid, control and rationalise decision making in the pre-contracting stage, and to clarify objectives. Analysis of PPP contracts and the failure of one pre-2000 PPP hospital project are illustrative of the controversies identified in the literature about ‘hidden’ aims, the role of technologies designed provide ‘objective’ evidence of VFM inherent in PPPs at the time of contracting, and the ‘fallacy’ of risk transfer to private contractors. An examination of prison contracts indicates the changing nature of the management and control of PPPs in the execution stage. Analysis of pre-2000 prison contracts reveals that these projects were intended to drive significant financial and nonfinancial modernisation reforms throughout the correctional services system. Despite problems with contractual specification of performance and payment mechanisms, and the failure of one of the three pre-2000 prisons, recent evidence suggests, contrary to conclusions in the previous literature, that sector-wide modernisation objectives are being achieved in PPP prisons. PPPs have been criticised on the grounds that they enable governments to avoid accountability for service provision. A survey of the extent, focus and characteristics of the performance audit of PPPs confirms that little PPP auditing has been undertaken in Australia per se, and also that much of the performance auditing has focused on examining adherence to mandated procedures in the pre-contracting stage. However, this thesis demonstrates that the Victorian government has undertaken significant evaluation of the operation of its pre-2000 PPP prisons, and that its thinking and policy development reflect lessons learnt. The evidence presented in this thesis challenges findings in the previous literature that modernisation has delivered less than promised. This thesis confirms the potency of longitudinal research to investigate outcomes of what is essentially an iterative process of reform and that ‘successful’ implementation of modernisation change is sensitive to the context to be reformed. In finding that the presence of goodwill trust is critical to the implementation of recent modernisation reform in the correctional services sector (including in the PPP prisons), this thesis also confirms recent critiques of the power of NIE theories to explain contracting practices in the PPP setting.

El presente trabajo direccionado a la demanda en el sector de la construcción en un período que va desde 2004 al 2016 y a una de las principales Cooperativas de Mendoza. Se abordaron temas desde una perspectiva macro y así de manera descendente para hacer foco en el objetivo del trabajo. Este trabajo tiene como objetivo diagnosticar la evolución de la construcción de viviendas entre 2004 y 2016 a fin de determinar el tipo de vivienda que la demanda promedio, de la Cooperativa de Vivienda Personal de Agua y Energía Eléctrica Ltda., está dispuesta a pagar, teniendo en cuenta sus restricciones presupuestarias y las necesidades que buscan satisfacer. Se realizaron indagaciones respecto a la situación del momento de la construcción de viviendas a través de las políticas públicas, por intermedio de las cooperativas y por último por medio de encuestas obteniendo características, comportamientos y conductas de la muestra de consumidores bajo estudio. Teniendo en cuenta la hipótesis del trabajo: la demanda promedio buca satisfacer sus necesidades básicas de vivienda, en mayor medida, que sus deseos o anhelos de vivienda ideal. Se llega a la conclusión que, teniendo en cuenta el proyecto de vivienda que ofrece la cooperativa se puede considerar que la misma satisface las necesidades básicas de vivienda. De los 80 encuestados 47 realizaron modificaciones en la casa y 29 no lo hicieron por una cuestión de presupuesto pero si les hubiera gustado. Considerando esto podemos afirmar que la hipótesis es falsa. Como sugerencia para la cooperativa, sería conveniente evaluar dentro de los proyectos de viviendas la viabilidad de incorporar la construcción del garaje y un living amplio. Se recomienda considerar el costo adicional para el socio que adquiere un plan de vivienda tradicional versus un plan que incluya estas modificaciones, teniendo en cuenta los resultados del presente trabajo.

The present study investigated whether cluster potentials could be identified in the geographical area within the boundaries of Samsun province, and if identified, how such a potential could be promoted through corresponding support measures. Development of policy recommendations for promotion of identified cluster potential was the principal goal of the study. The course of the study was characterized by a cluster-based policy-making process in the policy environment, i.e. Samsun province. The process includes a descriptive part, i.e. cluster analysis, and a prescriptive part, i.e. determining policy goals and designing policy instruments. In the literature review, a guide to the field study was developed by review of various approaches to cluster concept

The field study starts with the initial identification of need for policy intervention, at which stage the rationale for pursuing a cluster-based policy in the specific conditions of Samsun and Turkey was discussed. Accordingly, furniture sector was selected, and the agglomeration of furniture sector enterprises in Kutlukent locality was identified as the potential cluster to be the subject of analysis and policy development. Following the identification of the potential cluster, the descriptive part was completed by second-stage micro-level analysis of the identified potential cluster, by which detailed information about the potential cluster was presented. The necessary information was collected by two-stage expert interviews, and by overall scan of the enterprises involved in the cluster via enterprise survey, which was realized in interviews with all of the enterprises. Six experts and 283 enterprises participated in the study. The results of the analysis showed that, while Kutlukent furniture cluster had some features, which are common in effective cluster models, the cluster lacks some critical features, which are crucial for effective functioning of a successful cluster. Hence, Kutlukent furniture cluster was defined as a &ldquo
potential&rdquo
cluster, which should be promoted by utilizing the existing potentials and strengths, and by addressing the weaknesses and obstacles identified in the analysis of the cluster, via appropriate cluster-oriented policy measures, which were proposed in the prescriptive part of the policy-making process. By these measures, the elements of Kutlukent potential cluster would be able to realize competitive advantages associated with clustering as in successful cluster models.

To solve the conflict between limited fiscal funds and increasing demands to strengthen infrastructure construction, Public Private Partnership (PPP) was introduced by the Chinese government as an effective approach to make use of private investment to implement infrastructure projects. To provide services or facilities for public use, in PPP, participants pool their skills and resources while at the same time sharing the risks and rewards. The application of PPP could not only ease the government’s financial pressure, but also improve the efficiency of infrastructure construction and ensure the service quality of projects. Although PPP produces these benefits, the complexity and long-term features of PPP projects expose participants to more risks than in traditional projects. Therefore, risk management of participants is critical to the success of PPP projects. As an innovative procurement approach involves a variety of stakeholders over a long time span, it is necessary to investigate how to appraise and recognize PPP project success. In addition, although risk management has attracted much attention, few studies examine the detailed link between various dimensions of risk management and PPP project success. This research therefore intends to fill these two gaps. Compared with countries in the West, PPP was introduced into China relatively recently. A comparative study was employed in this research in order to understand the Chinese situation and to make use of the experience of other countries to critique PPP project performance in Mainland China. In this study, a two-pronged research program—comprising quantitative and qualitative approaches—was used to test and validate the tripartite theoretical model which was set up based on Transaction Cost Economics (TCE), Resource-based View (RBV) and Relational Exchange Theory (RET). In the quantitative study, questionnaire surveys were conducted concurrently in Mainland China and other places. Hierarchical Multiple Regression was used to explore the relationships posited in the research framework. To provide supportive and complementary evidence to the quantitative data, a case study of a PPP project in Mainland China was undertaken. Open-ended interviews and the thematic analysis technique were adopted in the case study. Taken together, the findings indicated that although the facets of risk management significantly affect project success, there are subtle different influences on different stakeholders’ benefits. For example, the uncertainty of social issues and economic issues will affect public partner’s benefits while the uncertainty of political & institutional issues, economic issues and project specific issues are directly influence private partner’s benefits. To maximize their own interests, different stakeholders should pay more attention to the influencing factors that are specifically associated with them. Meanwhile, it is demonstrated that individual efforts on risk management also contribute to the benefits of other stakeholders as well as to the whole industry development. In addition, the comparative study suggests that public partners of PPP projects in Mainland China could refer to the risk management experience of public partners from other countries to make an appropriate risk management commitment and better manage risks. On the other hand, private partners of PPP projects in Mainland China need to pay more attention to the macro-control of the government so as to protect their rights and interests.

Post-disaster reconstruction, critical in restoring the affected community, provides new opportunities to redevelop the disaster affected region for economic growth, future vulnerability reduction and sustainable development as well. However, previous studies reveal that these opportunities have not been fully exploited. Many reconstruction projects have performed poorly due to various political, administrational, social, and policy/regulation-related reasons. To address the spotlighted gaps in post-disaster reconstruction, Public-Private-People Partnership (4P) is proposed and developed to procure more sustainable public infrastructure and to improve the overall performance of disaster management (DM) through integrating preparedness and mitigation into reconstruction processes. Public- Private Partnerships (PPP), which have demonstrated superior performance compared to the traditional approach in many infrastructure projects, are the practical and theoretical foundation of the proposed 4P. The integrated 4th P-‘people’ refers to major stakeholders who play critical roles in reconstruction, namely Non-Governmental Organizations (NGOs), local communities, academia, professional groups and media. A 4P framework, comprising of a procurement framework and a partnership framework, was developed based on the consolidated findings from a literature review and empirical data. The procurement framework provides a three-stage procurement process to deliver a typical 4P project, including planning for post-disaster reconstruction procurement, establishing framework agreement and 4P delivery. Through pre-disaster arrangements formally linking potential participants in advance, it enables targeted 4Ps to mobilize faster, while being more efficient and sustainable. The partnership framework provides the corner-stone of establishing sustainable and successful relationships among multiple participants, to ensure smooth execution of 4P projects. Developed on significant findings from previous research on partnerships/relationship management in the construction industry, it describes the partnership structure, role of each major participant and institutional and relational strategies to improve the partnership/relationship. A comprehensive research design enabled collection of the data required to achieve each objective of this research project. The first-round semi-structured interviews were conducted to mainly investigate the feasibility of applying PPP in reconstruction and integrating ‘people’ into PPP, so as to narrow down the potential scope of the proposed 4P. Findings from the first-round interviews, current practice and pitfalls in the DM cycle especially in reconstruction were examined in the subsequent two parallel sets of questionnaire surveys targeting DM and PPP professionals. The results derived from 14 first-round interviews and 81 responses received in the questionnaires clearly suggest that 4P has great potential to deliver better performance in reconstruction projects of certain types. Nine second-round interviews helped to test and improve the established preliminary 4P framework. In addition, to further probe into the role of ‘people’, case studies of ‘Project Mingde’, which comprises of three construction projects including a Sichuan reconstruction project, were implemented. The proposed 4P framework, developed based on the above research, was validated through a focus group meeting. It is concluded that the 4P approach could help realize better performance and sustainable redevelopment in appropriate reconstruction scenarios, as well as contribute to improving the overall DM. The 4P framework also provides a basic methodology and conceptual foundation to procure 4P projects in industry with pointers for future development in academic research.

This study investigated the potential application of Public-Private Partnerships (PPPs) in water supply, taking cognisance of the water demand and supply in the Central Coastal Namibian (CCN) mines. NamWater does not meet demand for the existing and planned mines in the CCN. Primary objective was to investigate and analyse water demand and supply as well as the effectiveness of PPP as a solution by exploring its potential, successes and challenges. In order to obtain relevant information, literature review was used to collect evidence on water demand and supply in the north-central Namibia as well as the application of PPP in provision of water supply. Multi-case studies were carried out on three operational mines, namely; Rio Tinto Rössing Uranium Mine, Langer Heinrich Uranium Mine and Areva Trekkopje Uranium Mine to attain empirical data on water supply requirements. A self-administered questionnaire was used to collect the data supplemented by interviews with NamWater, operational mines within the study area, government institutions, and knowledgeable consultants on water and the mining environment. The key findings included: institutional weaknesses and lack of legislation frameworks to support PPP projects; skills shortage; and financing problems were identified as major challenges. Results further show that these problems could be resolved by effectively implementing a PPP approach, whereby the Special Purpose Vehicle (SPV) enters into a contract with the public authority. The study concludes that there is a need to increase water output to meet current and future supply requirements to these mines. This situation should be addressed by all stakeholders, from government to private sectors. The study recommends that a sea water desalination plant should be developed to increase water capacity supply to the existing operational and prospective mines in the area. The PPP approach is proposed as a possible solution to water supply infrastructure service delivery problem to ensure long-term water security in the CCN mines.
