In my thesis, I study systems of governance, and actors, involved in the implementation of social audits and digitized wage payments in the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) in Andhra and Telangana, India. Theoretically, I begin by looking at Stoker's propositions of the characteristics of a governance system, Ostrom's idea of a socio-ecological system, within which governance actors perform, and Marks and Hooghe's comments on multi-level governance. I then use the prism of Tendler's and Grindle's work to lay out positive and negative repercussions of the current literature on governance systems, especially for developing countries, and why we must build the body of research on case-specific successes. My findings suggest that there seem to have been three possible influencers: political background, a strong and committed bureaucracy at the state level, and prior history of Self-Help Groups (SHGs) and grassroots work. Probing further, deeper motivations and reasons emerge for the behavior of bureaucrats and implementers, organized civil society, and political actors. These instances seem to argue for an ideal case where having strategic ties with multiple actors can help implementers be more effective and proactive even in adverse and unfavorable implementation environments. Actors performed well in flexible environments, but with clear roles and accountability structures.

The research underpinning this work took place in the context of two rural water and sanitation projects carried out in the Eastern Region of Ghana. The focus of study was on the way engineers can make water and sanitation projects more sustainable. In particular, emphasis was placed on the broad range of non-technical factors engineers need to incorporate into the design of water and sanitation systems and the processes they need to follow in order to achieve this, looking specifically at the implications of community participation for design process, project management and health and safety management. The current high failure rate of rural water and sanitation projects provided the impetus for carrying out this work. There is an urgent need to improve engineering ability to provide vital life-saving infrastructure in developing countries as this infrastructure is a pre-requisite for poverty reduction. A critical realist perspective framed the research to allow socially constructed realities to be combined with scientific and technical facts, and to allow inquiry in a ‘real world’ scenario where variables cannot be controlled individually. The research questions were explored through the author’s involvement in two community development projects involving water and sanitation system implementation. The key methods employed were interview, both informal and group, observation and reflection. The contribution to knowledge made by this investigation is an increased understanding of the relevance of social and cultural context for engineers engaged in rural water and sanitation infrastructure provision through exploration of these issues in a particular context. Also examined are health and safety aspects of rural water and sanitation projects where the community participate in construction. Whilst health and safety had been explored in a developing country context there is a lack of previous work looking at these issues in a community self-construction context. It was found that a broad range of factors need to be considered in the engineering design of water and sanitation systems if projects are to have a chance of being sustainable in the long term. In order to understand and design appropriately for the context of rural projects with direct community involvement it is necessary to adapt the engineering process to incorporate community participation fully into the design and construction of water and sanitation facilities. Where communities are involved in construction particular issues arise with regards to health and safety management; many of the issues originate in the socio-cultural context and motivations for community members to engage in hazardous construction activities need to be understood and considered to properly manage the construction process. To truly incorporate the ideas of local communities into engineering design, engineers need a greater awareness of the assumptions they hold arising from their scientific outlook. Further research is required in different contexts in order to more clearly define the boundaries of the findings of this study and begin to overcome the limitations of the case study method. However, this research contributes to understanding how engineers can improve their designs of water and sanitation infrastructure and the processes they use to create more sustainable projects by looking at these issues in one particular context. This contribution adds to understanding of how a lack of access to water and sanitation infrastructure in rural regions of developing countries can be overcome, which is ultimately necessary to meet the Millennium Development Goals and as a pre-requisite to reducing poverty in the developing world.

The purpose of this study is to evaluate the social, economic and other impacts of the Pilot Provincial Agricultural Extension Project (PP AEP), an Australian Agency for International Development (AusAID) project in the villages of Luyong Bonbon and Pagalungan, Misamis Oriental, Philippines. This study has examined the literature related to technology transfer in agriculture, the notion of appropriate technology and Australia's current development program in the Philippines. This study utilises a multiple case study of qualitative methodology. The Group Ecology Model (GEM) is utilised as a conceptual framework of this study and the process/ outcome matrix is utilised to analyse the data from a qualitative perspective. This study reveals that Australia's development assistance program in the Philippines as reflected by the success of the PP AEP, has increased agricultural productivity and enhanced the social and economic conditions of marginal farmers and fishermen in the two villages. The key to the project's success is the transfer of appropriate technology. Appropriate technology is transferred through the project's participatory approach which involves a close coordination and cooperation of all sectors of government, Rural Based Organisations (RBOs) and Non Government Organisations (NGOs). Moreover, PP AEP has increased the awareness for environmental protection in both villages and enhanced the employment of women in its activities. The strategy of participatory approach adopted by PPAEP is effective in development activities of government. Skills development is equally as important are technological and financial inputs. This study reveals that the general concerns apparent in the two villages are financial and infrastructure. The study reveals that financial constraints can be a hindrance to the project's sustainability while infrastructure problems can cause delays in development. It is suggested that project implementors continue to replicate PPAEP's participatory approach to development in its future projects. Funding constraints and infrastructure problems can be resolved through dose supervision and coordination of the governments of Australia and the Philippines in its current and future projects.

The first part deals with the South African understanding of local economic development, rural development, as well as the role of small towns to local economic development. In order to present the role of small towns in rural economic development it is important to define and contextualise the current meaning and understanding of rural development and local economic development. How small towns can promote the role of rural economic development particularly in relation to their surrounding rural villages. The chapter also briefly introduces the small town of Keiskammahoek as research study area.

The overall purpose of this study is to assess various market-based versus aid based approaches to financial autonomy for Dalit women in rural India and the goals and assumptions of the multiple stakeholders involved in each method (mainly, national and international NGOs, the state, and micro-finance organizations). I argue that approaches to income generation such as entrepreneurship, capital investment, and skill building, are based on similar objectives of economic agency, but ultimately lend to different results because of their varying assumptions about “women’s empowerment.” By separating these approaches into three methods of income generation based on their objective to promote either wages, labor, or capital, the political incentives of each stakeholder becomes more clear. The research presented in my literature review ultimately led me to predict that for Dalit women in India to experience financial autonomy, wage labor that produces immediate outcomes is a more viable route to overall empowerment than entrepreneurship due to its cultural constraints women fact. However, after analyzing my comparative case studies which focused on three different methods of handicraft and textile production facilitated through state, institutional, private stakeholders, I began to see how a a multiple-income generating approach, such as combining the resources of NGOs, micro-finance, and the state, reduces caste and gender barriers to entrepreneurship. Through a feminist and Marxist analysis, I assess the problems that occur when actors determine a blanket approach to empowering all women without considering their diverse contexts, and more specifically, how different identities and standpoints work to inform and oppress notions of empowerment. My interviews with experts in the field have led me to recommend that methods of income generation facilitated through grassroots Self Help Groups is the best way for rural, Dalit women to women to achieve economic agency.

The three mains concepts in this research were participation, gender relations and governance, producing the main research question: how was PPP initiatives achieving the objectives of women's partcipation and changing the lives of women? Government of India's neo-liberal strategies included implementation of developmental policies in collaboration with the private sector and/or non-state actors. These institutional linkages, known as Public Private Partnerships (PPP), established collaborative roles and responsibilities for policy initiatives. Originally engaged in policies pertaining to the infrastructure and healthcare sectors, recent PPP initiatives were increasingly utilised for developmental policies in the social sector. Another neo-liberal strategy has been engaging in policy implementation through a gender mainstreaming approach. This approach recognises the differential impact policy implementation has on men and women within the community. Using a case study approach, two PPP initiatives were explored, in Bhilwara District of Rajasthan (North-Western State of India) and Puri District of Orissa (coastal Eastern State). The conceptual framework established a scalar dimension for understanding (1) the interaction between policy implementation and contextual institutions effecting women's participation; (2) the combination of PPP structures with intra-household dynamics was creating opportunities for women; and (3) role of everyday state implementing PPP impacting changes in women's lives. A multi-disciplinary methodological approach applied both quantitative and qualitative participatory data collection tools including Focus Group Discussions and Semi-structured Interviews. Data was collected from men and women participants and non-participants in the activities of the PPP initiatives, and from key actors in the public and private institutions. The study established that women's participation was influenced by formal and informal governance structures determining entitlement to resources, and the relative adaptability of men and women to change. Secondly, there was a gap between policy intentions or rhetoric, and policy implementation in tenns of changes in intra-household gender relations. Thirdly, for PPP initiatives within rural India's traditional patriarchal contexts, policy implementation initiatives must construe contextual detenninants, seeking to effectively combine both women-only and gendered approaches. This would make women active participants in certain activities giving them the confidence to transform their traditional subservient roles as passive participants and become active participants within the patriarchal domain. In conclusion, the patriarchal context required gender main streaming approaches conjoining gender neutral activities with women only initiatives to encourage women to engage in activities related to policy implementation. PPP initiatives as vehicles of policy implementation require being redefined as not merely 'partnerships' between the 'public' and 'private', but as 'partnerships' between 'public'; 'private' and the 'people'. The inclusion of this fourth 'P' would determine the effectiveness of PPPs by engaging both men and women, thereby recognising gender dynamics (interaction and inter-relations) improving women's access and participation in policy initiatives.

Poverty alleviation by means of rural development has become a priority among developing countries. In turn, rural development may be significantly enhanced and supported by Information and Communication Technologies (ICTs), the use of which is highlighted by the emerging importance of information and knowledge as key strategic resources for social and economic development. An analysis of rural case studies where ICTs have been introduced, suggests that there are a number of barriers and constraints that are faced when taking advantage of these technologies. These include access to infrastructure, limited formal education, insufficient training and capacity building, financial and political constraints, and social and cultural challenges. These challenges threaten the success and sustainability of rural ICT projects. Sustainability is key to the effectiveness of a rural ICT project; therefore it is important to understand the concept and categories associated with ICT project sustainability in rural areas. The categories of sustainability which include social and cultural, institutional, economic, political, and technological, reveal critical success factors that need to be considered in the implementation and management of rural ICT projects. The project management discipline acknowledges the importance of understanding the project’s environment, particularly environmental factors associated with rural communities. The complexity of the environment therefore implies the need for a project to be undertaken in phases comprising the project life cycle. Project management practice for rural ICT project sustainability can therefore be examined, adapting the traditional project life cycle to a rural ICT project. A Rural ICT Project Life Cycle (RICT-PLC) that is sensitive to the critical success factors of sustainability is therefore proposed. In order to further investigate the phases of the life cycle of a rural ICT project, two case study investigations are explored: the Dwesa ICT community project, and the Rhodes University Mathematics Education Project (RUMEP) (MathsNet). A multiple case study analysis confirms the practices associated with the RICT-PLC model, and identifies additional characteristics, phases and practices associated with rural ICT projects. Finally, an enhanced RICT-PLC model is developed, that sets sustainability guidelines for ICT project management in rural areas and identifies the people, environments, technologies, systems, and requirements for ICTs to support rural development activities.

The discussion of aid effectiveness continues to gain prominence in international development policy discourse and analysis. However, the question of why aid seems to be ineffective is far more complicated and remains largely unanswered. While the notions that aid drives donors’ interests and creates dependency are still relevant, this thesis confronts the problem, by examining the issues that influenced the operationalisation and effectiveness of aid programs in the context of Ghana’s Community-Based Rural Development Project (CBRDP) (2005-2011). By arguing that aid dependency and “aid as a concept” are different, the thesis makes the most basic assumption that ‘aid’ is not negative; albeit, in the knowledge that its focus on aid in Ghana will also bring to the fore the major issues that frame debate on international aid. Two theoretical themes emerged from the thesis. First, the thesis argues that the effectiveness of an aid program should be measured from the recipients’ point of view. This is crucial, as donors tend to use their aid to successfully achieve their strategic advantages, while not necessarily benefitting the recipient country, or those groups for whom the aid was designed to help. Second, in lieu of the instrumentality of international aid, the thesis found that aid effectiveness also depends upon the ‘externalities’ (programs, degree of dependency, motives, theories, concepts; social and politico-cultural factors) that drive it. This notwithstanding, most of the current mechanisms for achieving aid effectiveness, such as Results-Based Financing, Aid-Agenda Conferences and Program-Based Approaches, appear to pay negligible attention to these ‘externalities’. The researcher contends that these mechanisms are not enough for improving aid effectiveness per se. The thesis employed ethnographic research to investigate the outcomes of the CBRDP implemented in nine districts of Ghana. The findings suggest that, alongside the mechanisms mentioned above, prior attention must be paid to the political and cultural realities of the recipient country as well as the theories and complex concepts that drive aid programs (by staff at donor agencies). Such attention, the thesis shows, should focus on a clear and contextual conceptualisation of key terms such as ‘community’ and ‘empowerment’, while at the same time embedding strategies to manage unintended outcomes. Efforts at making ‘aid work’ would also require further critical discussion of the decentralisation theories that underpin aid programs, particularly, Community–Driven Development (CDD); in this regard the thesis found that the indicators that the World Bank uses in relation to CDD (referred to as high and low functioning intergovernmental systems), were far removed from the grounded realities of Ghana’s decentralised system of local and regional politics. The concept of ‘community’ is appealing, yet deceptive. Although a complex term, ‘community’ is often misused, and conceptualised only in the spatial sense, while it transcends the notion of territoriality to include an entity that has a: 1) Function that drives the group; 2) Opportunity for interaction; 3) Membership who identifies with and contributes to it; and 4) Culture that makes it distinct from others. Analysis of the empirical data presented in the thesis shows that the politico-cultural dynamics and population settlement and mobility patterns of the CBRDP beneficiary localities did not support interaction to the levels required for a coherent ‘community’ to exist. Put simply ‘community’ in the functional and geographic sense had to exist in the CBRDP beneficiary localities for the project to succeed. While the sense of ‘community’ can be developed, the World Bank and Ghana’s Ministry of Local Government and Rural Development, who designed the CBRDP, ignored the need to nurture it in the recipient localities. As a result of this top down approach there existed no cohesive ‘communities’ to maintain the projects, and most of the CBRDPs were found to be in a state of complete disarray at the time of fieldwork. The term ‘empowerment’ is another complex concept the thesis examines to show how its many theoretical complexities can, if ignored, have dire outcomes for aid programs. Scholars disagree on whether empowerment is a process or an outcome or both, a dilemma which presents many challenges for measuring it. The fact that ‘empowerment’ is predicated on the concept of ‘power’ makes it even more complicated. The reason being that ‘power’ is not a neutral concept and cannot be shared in the simple terms portrayed in donor discourse; also ignored is the fact that ‘empowering’ one group may mean disempowering others, a situation that could lead to conflicts. These conflicts were self evident in the fieldwork and are present in the thesis. Despite these theoretical realities, empowerment appears to have been vaguely applied in the CBRDP as the project: 1) Had no working definition of ‘empowerment’; 2) Targeted women and vulnerable groups, although it was meant to empower the general population; 3) Measured ‘empowerment’ only in term of participation, ignoring the conditions that perpetuated ‘powerlessness’; and 4) Had no strategy in place to monitor unintended outcomes. Therefore, in their bid at ‘empowering’ Ghana’s local government officials (Assembly and Unit Committee Members in the quest for further decentralisation), the designers of the project were unaware that they were actually disempowering Traditional Chiefs, many of whom felt ostracised. Moreover, project designers were also oblivious of the fact that the local government officials did not function in isolation, but are part of a very complex socio–cultural system. These shortcomings led to clashes between Traditional Chiefs and the newly ‘empowered’ local government officials. As the designers and managers of the CBRDPs did not anticipate these eventualities, they had no plan in place to manage resulting conflicts, which have ended up in protracted legal battles, leaving the CBRDPs in a state of dereliction, some completely abandoned. The thesis brings to the fore the need for more concerted efforts at making aid effective, but at the same time arguing that all stakeholders need to pay closer attention to the use of nebulous theories and normative, yet complex concepts in aid-program designs. It underscores the essentiality for programs attempting to apply concepts such as ‘community’ and ‘empowerment’ to clearly define and conceptualise these terms within the confines of the political, social and cultural forces and social dynamics of beneficiary localities. If this were to happen development projects are more likely to receive community support and be more likely to be effectively maintained. The thesis below provides empirical insights into what becomes of aid programs that apply concepts and terms that are promoted by ‘development pundits’, but are at variance with the realities of the recipient country’s pervasive traditions, culture and indeed its success or otherwise in adopting Western notions of decentralisation (as was the case outlined in this thesis).

ENGLISH ABSTRACT: The aim of this study was to assess the extent of the relevance and success of the empowerment model in facilitating and promoting rural development in South Africa. The assumption was that through active participation communities are able to gain control over their lives and are empowered to promote development successfully. In undertaking this study, the researcher initially reviewed literature on rural development, and thereafter presented and discussed various development methodologies used for realising community development, participation and empowerment. Three case studies selected for an indepth study were distinguishable as follows: the first case that could be regarded as "finished and unsuccessful", the second one that could be classified as "finished and successful", and the third one that could be labelled as "new and ongoing" with respect to rural development projects in the respective communities. A comparative analysis of the three case studies was undertaken with the purpose of establishing the "success" and "failure" in the projects designed to enhance community development and participation. The study shows quite clearly that development projects do not operate in a vacuum but are components of national, social and economic development policies, strategies and programmes for which governments often bear some degree of final responsibility. The success of development projects depends to a large extent on a number of issues, of which community participation and empowerment are the most important. Unless the community actively identifies itself with the project or at the least is involved from day one, in the decisionmaking process of the proposed project, it will be very difficult, if not impossible to achieve the project's developmental objectives. On the basis of the empirical findings, it was revealed that the prerequisites for a successful community development project depend on: a) the encouragement of active involvement, community participation and empowerment of communities for the purpose of enabling them to meet their needs, problems and aspirations; b) the completion in full of the cycle of the development methodology; c) the identification and handling of obstacles in the development cycle as the project unfolds to successful completion; d) the promotion of a facilitative role with regard to capacity building and skills transfer by development personnel; and e) the development of capacity for communities to take control over events influencing their lives (e.g. knowledge, skills, information, networks and support structures to mention a few). In conclusion, it is stressed that the development of people as individuals and as collective groups was central to community development. In doing so, a shift which placed heavy emphasis on resource management and service delivery to capacity building and skills transfer has to take place in order to promote development and social change, making communities progressively minded, desirous of improving their living conditions and capable of doing so through adopting a co-operative way of life for promoting group interests of the community as a whole. From the lessons learned in this study it was shown that the process of rural development can be promoted in a successful manner through the empowerment model which stresses community involvement and participation.
AFRIKAANSE OPSOMMING: Die doel van hierdie navorsingsprojek was om vas te stel wat die omvang van toepaslikheid en sukses van die bemagtigingsmodel is, in die fasilitering en bevordering van plattelandse ontwikkeling in Suid-Afrika. Die veronderstelling was dat deur aktiewe deelname gemeenskappe in staat sal wees om beheer oor hulle lewe te verkry, en bemagtig sal wees om ontwikkeling suksesvol te promoveer. Met die aanvang van die navorsing, het die navorser eerstens relevante literatuur oor die plattelandse ontwikkeling nagegaan en daarna is verskeie ontwikkelingsmetodes (nasionaal en internasionaal), wat gebruik word vir die realisering van gemeenskapsontwikkeling, betrokkenheid en bemagtiging, aangebied en bespreek. 'n Vergelykende analise van bogenoemde gevallestudies is onderneem met die doelom die sukses en mislukking van projekte wat ontwerp is om die gemeenskapsontwikkeling en deelname vas te stel. Dit is gevind dat ontwikkelingsprojekte nie in 'n lugleegte geskied nie, maar komponente is van nasionale, sosiale en ekonomiese ontwikkelingsbeleid, strategiee en programme waarvoor die regering meestal 'n mate van finale verantwoordelikheid dra. Die sukses van ontwikkelingsprojekte hang tot 'n groot mate af van 'n aantal kwessies, waarvan gemeenskapsbetrokkenheid en bemagtiging waarskynlik die belangrikste is, tensy die gemeenskap aktief identifiseer met die projek, of ten minste betrokke is van die begin af in die besluitnemingsproses van die betrokke projek, sal dit baie moeilik indien nie onmoontlik, wees om die projek se ontwikkelingstellings te bereik. Die literatuuroorsig het getoon dat die gebruik van ingevoerde westerse norme, standaarde, ontwerpe, regulasies, ens. In die fasilitering van gemeenskapsontwikkeling, in die besonder in plattelandse gebiede, dikwels tot gevolg het dat die projek vervreemding by die plaaslike omgewing veroorsaak. Vir die sukses van die fasiliteringsproses, was vasgestel dat klem op die aanmoediging van, betrokkenheid en deelname by die gebruikers van 'n gevestigde fasiliteit, bekwaamheid oordra en die onderskraging van die projekte inisieer. Op grond van die empiriese bevindings is vasgestel dat vereistes vir 'n suksesvolle gemeenskapsontwikkelingsprojek afhang van: a) die aanmoediging van aktiewe betrokkenheid, gemeenskapsdeelname en bemagtiging van gemeenskappe ten einde hulle in staat te stelom hul behoeftes, probleme en aspirasies te volvoer; b) die voltooiing van die siklus van die ontwikelingsmetodologie; c) die identifisering en hantering van slaggate in die ontwikkelingsiklus soos die projek ontvou tot die suksesvolle voltooiing daarvan; d) die promovering van 'n raadgewende rol ten opsigte van die kapsiteit uitbouing en bemagtigingsoorplasing by die ontwikkelingspersoneel; en e) die ontwikkeling van kapasiteit vir gemeenskappe om beheer uit te oefen oor gebeure wat hul lewens beinvloed (bv. kennis, bemagtiging, inligtingnetwerke en ondersteuningstrukture, om maar 'n paar te noem). Ten slotte is beklemtoon dat sentraal tot gemeenskapsontwikkeling, die ontwikkeling van mense as individue en as kollektiewe groepe is. Daardeur vind 'n groot klemverskuiwing plaas vanaf hulpbronbestuur en dienslewering tot kapasiteituitbouing en bemagtigingsoorplasing. Dit moet plaasvind ten einde ontwikkeling en sosiale verandering te promoveer en gemeenskappe in 'n vooruitstrewende gesindheid te plaas, begeerte na verbeterde lewensomstandighede, en die vaardigheid om dit te doen deur aanvaarding van 'n gemeenskaplike lewenswyse, vir bevordering van die groepsbelange van die gemeenskap as 'n geheel. ENGLISH ABSTRACT: The South African wine industry has a history of super-exploitation. Wine farm labour practices such as paternalism, tied housing, tied employment and the tot system have maintained farm worker communities in a trapped and dependent position. Within these trapped farm worker communities social pathologies such as alcohol abuse, a highly unstable family life, illegitimacy and illiteracy are common. On an individual level, members of these communities are predominantly low in selfconfidence, self-esteem, self-reliance etc. On a communal level, domestic violence, child battering, drunken brawls, knife stabbings etc. are common in farm worker communities. In response to these conditions in wine farm worker communities, a number of initiatives have been launched within the South African wine industry. This research study focuses on one of these initiatives, called the New Beginnings project. As one of the first projects of its kind, it succeeded in releasing a farm worker community from its trapped and dependent position. This was the outcome since the project succeeded as a community development process. The community development process is essentially about building or increasing social capacity. The building of social capacity refers to a process whereby both agency and solidarity are increased within a community. Agency or capacity building has to do with the building of values, attitudes, knowledge, skills and personal qualities, e.g. self-esteem and self-reliance, of individual community members, while solidarity has to do with the building of cohesion, trustful relationships and connectivity among various community members. The New Beginnings project illustrates that community development practice that abide by guiding principles that aim to achieve both agency and solidarity building within a community, would eventually result in the sustainability of the project.
AFRIKAANSE OPSOMMING: Die Suid-Afrikaanse wynbedryf het ‘n geskiedenis van super-eksploitasie. Arbeidspraktyke soos paternalisme, gebonde behuising, gebonde indiensneming asook die dopstelsel het verseker dat plaaswerker-gemeenskappe in ‘n gevange en afhanklike posisie gehou word. Die gevolg is dat sosiale euwels soos alkoholmisbruik, ‘n hoogs onstabiele gesinslewe, onwettigheid asook ongeletterdheid algemeen voorkom in hierdie gevange plaaswerker-gemeenskappe. Op ‘n indiwiduele vlak, het die oorgrote meerderheid lede van hierdie gemeenskappe min selfvertroue en selfwaarde. Op ‘n gemeenskaplike vlak, kom gesinsgeweld, kindermishandeling, dronkmansbakleiery en messtekery algemeen voor in plaaswerker-gemeenskappe. As teenvoeter vir die bogenoemde toestande in plaaswerker-gemeenskappe, is verskeie inisiatiewe aan die gang gesit in die Suid-Afrikaanse wynbedryf. Hierdie navorsingstudie fokus op een van hierdie inisiatiewe, genaamd die ‘New Beginnings’ projek. As een van die eerste projekte van sy soort, het hierdie projek daarin geslaag om ‘n plaaswerker-gemeenskap vanuit sy gevange en afhanklike posisie te bevry. Die resultaat van die projek was juis moontlik omdat die projek as ‘n gemeenskapsontwikkelings- proses geslaag het. Die gemeenskaps-ontwikkelings-proses gaan hoofsaaklik oor die bou of vermeerdering van sosiale kapasiteit. Many Information and Communication Technologies for Development (ICTD) projects are established with the overall aim of positively developing the communities they are implemented in. However, the solutions that are provided are often commonly developed without the needs of these communities being sufficiently investigated beforehand. As a result the ICTD strategy of the project ends up not well aligned with the aims and targets of the needs of the community. As a result of this, an appropriate programme theory for the project and relevant impact indicators fail to be adequately developed. Consequently, when an impact assessment is conducted it is often found that the intended effects are not directly linked to the needs of the community or what the community had hoped to gain from the ICTD initiative. The purpose of this research serves to develop a needs-ICTD strategy alignment foundation that supports the identification and formulation of impact assessment indicators. Through this research, a framework is developed to support the alignment of ICTD strategy, the development and the promotion of contextual needs of rural communities and other frequently marginalized areas. The Needs-ICTD strategy alignment framework is composed of eight main components that describe the process that can be used to align ICTD strategy with community needs. These components include: collaboration between the internal and external stakeholders, the development of the community, conducting baseline studies, the needs assessment, the ICTD strategy, linking of the needs-ICTD strategy, and lastly the identification of impact indicators. An interpretive research approach is used to explore and inform the framework through a multi-case study investigation of the Siyakhula Living Lab and two projects in the Systems Application Products (SAP) Living Lab. Two main case study questions drive the exploration of the framework, that being: 1) How are the needs of the community elicited and how is the ICTD strategy aligned to the needs of the community? 2) And, why were the selected approaches chosen for aligning the needs of the community and ICTD strategy? Data for this research was collected qualitatively through interviews, document analysis and participant observation. Key findings indicate that the involvement of internal (local) stakeholders in the development and alignment of ICTD strategy to the needs of the community is still lacking. As a consequence, many community members end up not fully understanding the project objectives and how these objectives aims are to be achieved. The research also finds that ‘solution specific’ projects also fail communities as they focus specifically on one target group and repeatedly fail to assist the community holistically in supporting their information and their community development needs.

ENGLISH ABSTRACT: In the past, development projects were not successful, because development was guided by top-down strategy that excluded the main beneficiaries from the process of development. The creative initiative, local knowledge, and inputs of communities were not considered as a development resource. Hence, development programmes were not participatory, and could not solve social problems, rather they contributed to poverty and dependency. This condition gave rise to new thinking that unless communities participate in development efforts, no social transformation can be achieved. Moreover, the scarcity of resources in developing countries called for the mobilization of all stakeholders' resources in the cause of development action. As a result, community participation emerged as a new paradigm of development. Development has become a humanizing process; projects are people-driven; and communities are the subjects of development projects. Nevertheless, in order for community participation to meet the challenges of development, this has to be a multidimensional approach that integrates the building blocks of development. Against this background, in the context of water supply, the experience of developing countries indicates that the effectiveness of water supply projects is improved when communities participate in all phases of water supply projects. Moreover, community owned and managed water supply projects are better constructed, cost effective, and successful than government subsidized projects. Nevertheless, the role of government in enabling and supporting is essential. The study is an evaluation research, which aims to assess whether community participation is in place, and whether the delivery of water supply is enhanced as a result of community participation. The study area is in Galanefhi, a sub-region in Eritrea. At eleven villages in the sub-region, water supply projects that were constructed in the past twelve years are assessed to evaluate if community participation is in place and its effect on the water supply system. During the course of this study, interviews were conducted with 221 respondents of both sexes from the age of 28 years using open and closed-ended questionnaires. In addition, discussions were conducted with community representatives and government officials on issues of community participation and safe water delivery. Findings of the study indicate that the level of community participation differs within the villages and from one phase of the project to another. There is more community participation in implementation and less in planning. Decision-making is dominated by the water committees and local officials. The major missing ingredient is the level of capacity building. Communities' capacity to manage and operate the water supply system is limited. The institutional and administrative frameworks of the villages regarding water supply is weak. The regional and sub-region authorities' capacity that implements and oversees water supply projects is not strong. Communication between the grassroots and central authorities is not good. This is aggravated by natural conditions like climate and environment, and by the lack of skilled human resources, financial drawbacks, and lack of coordination. Nevertheless, overall assessment shows that water supply projects that enjoy more community participation are more successful and sustainable and more capable of meeting communities' expectations. Therefore, sustainable clean and adequate water delivery can be achieved through community participation in collaboration with all stakeholders. The recommendations which are provided give some insights on how to implement community participation as a strategy on the ground.

Die skeppende inisiatief, plaaslike kennis en die insette van die gemeenskappe is nie as 'n hulpbron beskou nie. Dus was die ontwikkelingsprogramme nie deelhebbend van aard nie en kon hulle nie sosiale probleme oplos nie. Dit het eerder bygedra tot armoede en afhanklikheid. Die vermoë van die gemeenskap om die watervoorsieningsisteem te bestuur is beperk en die administratiewe raamwerk van die dorpies betreffende watervoorsiening is swak. Die vermoë van die owerhede op streek- en substreekvlak, asook die kommunikasie tussen die sentrale owerhede en die gewone inwoners is nie na wense nie. Hierdie toestande word vererger deur die klimaat en die omgewingsfaktore, die gebrek aan geskoolde werkers, finansiële probleme en die gebrek aan koërdinasie, Nietemin is daar in die algemeen vasgestel dat die watervoorsieningsprojekte waar daar meer gemeenskapsdeelname was, meer suksesvol is, en beter aan die gemeenskap se verwagtinge voldoen. Die waterpunte word ook langer in 'n goeie werkende toestand gehou. Dus kan die voorsiening van genoeg skoon water bereik word deur die deelname van die gemeenskap en die samewerking van al diegene wat belang het by die projek. Aan die einde van die studie word daar aanbeveel hoe om gemeenskapsdeelname op grondvlak te implementeer.

In 2004, a Tsunami had devastating effects on the province of Tamil Nadu, India. In the community’s re-building process, many elders were forced to live in areas of the coastal region referred to as “Grannie Dumps,” because their homes were destroyed. With the monetary help of HelpAge International and the guidance of Michael Etherton, these elders are now part of an active, healthy community named Tamaraikulam Elders Village (TEV) that wants to tell its story. In March 2008, Michael Etherton attended a Workshop/Performance of GeriActors & Friends (G&F), an intergenerational theatre company from Edmonton, AB. I was G&F’s Assistant Director. After this, Etherton connected me with HelpAge India and TEV, realizing that the methods used with G&F would benefit TEV. Starting in January 2013 and completing in June 2015, under my direction, the University of Victoria’s Theatre Department assisted TEV in creating intergenerational theatre performance with various young people’s charity groups throughout the Tamil Nadu and Pondicherry region. The dissertation is structured as a reflective practitioner case study and is split into two sections. The first section of my work will communicate to the reader the events of the case study in India. The latter half of this work will be a collection of exegesis chapters reflecting upon the salient issues for the field of applied theatre research and practice which my research project brings up and how my reflections will affect my future practice while providing suggestions for how they could impact the entire field of applied theatre.

In this thesis, the researcher has attempted to analyze the full complexities of employing the co-management system in conservation of brown mussels (Perna perna) through the use of the case study areas, namely: Sokhulu in KwaZulu-Natal (KZN) and Coffee Bay in the Eastern Cape (EC) Provinces of South Africa. This study is a comparative approach of 2 coastal areas, Sokhulu, in the northern part of KZN and Coffee Bay near the Wild Coast. Communities currently involved in brown mussel resource management in Sokhulu are part of the joint resource management team. The project, started in 1995 by Dr. Harris of KZN Nature Conservation Services (KZN NCS), has proven to be successful in its mission of ensuring wise use of the brown mussel resources. The Coffee Bay project, which was started in 2000, has no local resource management structures yet in place. The research information was gathered with the assistance of household questionnaire; open-ended interviews; literature review; visual review, and commentaries. Experiences drawn from Sokhulu mussel project in KZN have indicated a need for the establishment of a mussel co-management structure at Coffee Bay for the conservation of the resource, and the well-being of the community. Some recommendations for implementation of a co-management system at Coffee Bay have been made. The recommendations are in line with the efficient conservation strategies and utilization of brown mussel resources and blend the needs of the community of Coffee Bay, sound resource use principles provided by the resource managers, and practical management requirements. The study does not present statistically significant conclusions hence it has been highlighted that there is a need for follow-up studies with respect to co-management concept if one is to understand more fully the processes involved.

In the former Republic of Venda, many people lost their jobs when industries that had mushroomed during the 1980's pulled out of the area. This happened just prior to the collapse of the Bantustan government. The most affected were women who, because of lack of education, could not get employment within and outside of the province. As a way of alleviating poverty, people resorted to selfemployment and community development projects. Different community development projects were started throughout Venda. Some non-governmental organisations (NGOs) helped women who were unemployed by giving them training and help them to start projects such as sewing, knitting, chicken farming, creches and small-scale gardening. The training of people in different skills was done as a way of helping to equip communities so that they may start projects that they could manage, and that could become selfsustainable. The new South African government, through its Reconstruction and Development Programme (RDP), also assisted the poverty-stricken rural areas to start generating projects that would generate jobs for the people. These programmes involved the communities, the NGOs and the government through the RDP. Short and long term projects that were considered suitable by the members and community developers in the different areas were started. In order to maintain the smooth running and the co-ordination of all their projects, many communities instituted Community Development Committees (CDC). The CDC was an umbrella body within a community whose members had been elected by the community itself. The main task of the CDC was to help the different `Community Development Project' (CDP) committees responsible for the different projects within the community to obtain funds from different sources. They also helped to organise training for interested project members. In most cases, they worked hand in hand with the civic association committees and the traditional leaders, as well as the community members themselves. In this study, I have compared the activities of the community gardening projects within two rural communities. These two gardening projects are at Mangondi and Tshisahulu rural areas in Venda within the Northern Province. In their attempts to fight unemployment and poverty, these two communities (like many other communities within the Province and Venda in particular) embarked on the establishment of several community development projects, gardening being one of them. Most of the gardeners in these two projects are women. These women vary in age, education and family situations. The aim of this study was to establish the problems facing rural women in their attempts to free themselves from the grip of poverty and unemployment that continues to render them marginalised. The provision of government policy on the problem of women's rights on land ownership was also examined. The method of research used in the collection of data during field work was the interview method. This method was most preferred because it allowed me an opportunity to ask questions directly to these gardeners most of whom cannot read or write. A literature study was done on the role and activities of women in small gardening projects and the development process. It is my wish that this work be of assistance to the development workers and the policy-makers as well as the RDP officers of the Northern Province under which this area falls.

The Public Participation Process (PPP) for Environmental Assessment (EA) is a mandatory procedure to facilitate participation of Interested and Affected Parties (IAAPs) in decision making for proposed development projects. Participation of the vulnerable IAAPs in the PPP is affected by complex challenges. These challenges make it difficult or impossible for Environmental Assessment Practitioners (EAPs) to successfully conduct and complete PPPs. This study investigated the nature and impact of the challenges in the decision making process. The study sought to develop an understanding of the challenges and suggest better approaches. Based on purposive sampling, a case study approach was adopted to analyse five PPP cases conducted in rural KwaZulu-Natal. Five key challenges: lack of EA legislation awareness; imbalanced power relations; negative past experience; threat to environmental autonomy; and poor project planning affected the PPP cases analysed in this study. These challenges emanate from internal and environmental factors. The study argues that internal challenges such as a lack of EA legislation awareness can be managed better during the PPPs. However, external challenges such as imbalanced power relations are usually impossible to resolve during the PPP. The modes of communication play a key role in public participation. Word of mouth is appropriate to facilitate participation of the vulnerable IAAPs. A key finding was the combined impact of the challenges and appropriateness of communication mode determines the PPP outcome, with the challenges being significant determining factor. The study maintains that a good understanding of potential challenges associated with development project sites will enable EAPs to design better and more responsive PPP approaches. To achieve this, the study recommends a Dual Approach Planning Model (DAPM). This approach recommends designing the PPP through preplanning information appraisal and prediction of potential challenges to create awareness about potential challenges. The DAPM argues that this awareness will assist EAPs to better estimate the time and to mobilise tools and resources required to manage the challenges, while focusing on successful completion of the PPP. This approach is also adaptive in nature.

This study aimed at examining the social and economic impact of rural irrigation schemes with a particular focus on the Lower Gweru Irrigation scheme. The general objective of this study was to assess if rural irrigation schemes can act as livelihood security assets in transforming rural livelihoods, reduce poverty and attain food security in light of climate change. Results are based on findings from self-administered questionnaires directed at farmers and irrigation stakeholders, and face to face interviews involving farmers and stakeholders. Using Statistical Package for the Social Sciences, Microsoft excel and Health 24 web BMI calculator it was concluded that; Lower Gweru schemes, is a source of livelihood security securing food security, reduce poverty and creates rural employment. Regardless of various challenges faced by rural irrigation farmers, irrigations act as poverty and climate change buffers, providing an opportunity for communities to raise their Human Development Index and attain sustainable development.
