The Interreg CE project “RUINS. Sustainable re-use, preservation and modern management of historical ruins in Central Europe - elaboration of integrated model and guidelines based on the synthesis of the best European experiences” has implemented cultural development strategies through knowledges exchange developed within a local and regional context and suitable to be applied at a wider European level. The project has applied an empowering bottom-up approach, in which local and regional stakeholders have been actively engaged throughout the project’s running time. Cooperation of 6 countries with various traditions and experiences resulted in the development of universal models that could be applied for management, use and protection of medieval ruins all over Europe, providing European added value. The comprehensive management plans elaborated, help owners and managers of historical ruins to exploit economic potential of this heritage in economic development of regions, and to preserve value of medieval ruins as cultural heritage. Due to the transnational character, the project has contributed to create a common European identity, strengthen cooperation between international, national and local stakeholders both vertically and horizontally, and promote exchanges between boundaries. The paper aims to present the results and the experience gained during RUINS project implementation by LINKS Foundation (project partner), focusing on the inclusive and shared approaches carried out. A summary of goals and recommendations achieved within the discussion panels/seminars arranged by LINKS Foundation as well as objectives and structure of the Output O.T2.1 “BEST PRACTICES HANDBOOK - Transnational model form of socially useful use of medieval ruins" will be provide.

Abstract Palestinian Authority (PA) land titling began in 2005 as a means of creating property and sovereignty. Titling projects are extending government control over Palestinians, but they cannot secure their lands from Israeli state and private power. This article is an ethnography of Palestinian land titling, focusing on the specific problems that fraudulent land transfers to Israeli settlers create for such property-making efforts. It argues that for Palestinian administrators and surveyors, the certainty of Israeli colonization reduces progress to a challenge of speed and gives rise to short-term fixes that defer insoluble legal and political problems. The result is a form of nonsovereign property that encourages land markets now and offers the possibility of securing land rights later. The disjuncture between the future that land titling promises and the present it creates is entrenching private ownership in the West Bank and, as land speculation threatens to erode Palestinian control over territory, inciting debate about its limits. Land titling is creating a new political temporality in the ruins of state-building, one that illuminates how legacies of colonial law and contemporary practices of land speculation shape loss, hope, and contestation in Palestine and across the global South.

Populist parties’ dazzling success has been registered in numerous new and old Member states for a while; populism has occupied a crucial position in Romanian politics since the onset of post-communism, with constant emphasis on the iconic role of the people in the democracy, the role of the leader in public statements and in the party’s organisation, the promotion of Manichean and simplistic solutions to the political/economic agenda, as well as the constant use of direct and emotional appeals, etc. Within this framework, the research question is: can Romanian populism be understood as a “temporary” problem of adjustment and adaptation, or is it a deeper structural effect, which requires further attention, considering its potential threats to the stability of the post-communist regime? Considering populism as a multi-faceted phenomenon that cannot be traced to a unique structure or a single/specific agency, the conclusions suggest the existence of an osmotic relationship between deep-rooted populism and democracy in Romania, in the sense that it is difficult to clearly identify which is the cause of the other. As such, the Romanian specificity stems from the constancy of this phenomenon and, above all, from its potential for contamination: populist cries become national mainstream catchwords.

This essay is a reexamination of Samuel Beckett's The Capital of the Ruins, the untransmitted radio script written for Raidió Éireann (now Raidió Teilifís Éireann) in 1946 following his work with the Irish Red Cross in Saint Lô. The first half of this essay is concerned with the archival and publishing history of the text. This section examines the variants introduced by various editors or publishers and makes a case for a definitive edition of the text based on the edited photocopy of the typescript held in the Beckett International Foundation archive at the University of Reading. The second half of this essay then uses this close attention to the text to reconsider the focus of The Capital of the Ruins and the extent to which the piece is more firmly directed towards socio-political aspects of post-neutrality Ireland than has previously been identified.

The tangible heritage of the Kenyan coastal area between Malindi and Mombasa is mainly represented by ruins of urban settlements that date between the 10th and 18th centuries and are central to the formation of the Swahili culture. Very often, these archaeological sites feature contemporary snake parks, with reptiles displayed in Perspex boxes. As a result of suggestions in European and American guidebooks that strongly recommend visits as unforgettable, these sites are mostly visited by foreign tourists. The aim of this paper is to analyse the perception of value of these coastal ruins, to understand how the current inhabitants approach the Swahili past, and with a focus on the relationship between identity and tangible culture. The first sources for this research are tourist guidebooks: how are the ruins presented in the international guides for tourists and in local guides for Kenyan citizens? What differences can we notice? In addition, during a long stay on the coast, we carried out a survey using a questionnaire as a supplementary tool to better understand the perception of the value of ruins among the local communities. The provisional outcomes show that only a small number of local inhabitants have visited the ruins and that, in general, they are not perceived as a fundamental trait of coastal identity. Why do the Mijikenda, the traditional inhabitants of this area, weakly identify themselves with the cultural/historical heritage of the stone towns? Are local societies fostering new connections with ruins and monuments that are present in the territories they inhabit? Is tangible cultural heritage used to support new interpretations of the past?

AbstractA confluence of conditions made the Rhodesian civil war ripe for resolution in 1979. However a 'despotic democracy' took early root in the new Zimbabwe, largely accepted by the international community in its first phase, but now condemned by many for its human rights abuses and political repression. Zimbabwe is a failed state with a massive humanitarian crisis. In the face of pressures to adopt a more robust approach, South Africa has stuck to an approach of 'quiet diplomacy' in relations with its neighbor. In March 2007, SADC states appointed South Africa's President Mbeki to mediate between parties to Zimbabwe's conflict. This article analyzes the prospects for this mediation in terms of 'ripeness' theory. It concludes that complex internal conditions and a divided international community do not yet make the crisis ripe for resolution. However, a shift from quiet diplomacy to an approach of principled mediation might assist in inducing the necessary conditions in a manner which limits continuation of the crisis.

Abstract This article examines the contemporary photographic representations of Yugoslav modernist architecture and its ruins that serve as a counterpoint to the 2019 MoMA exhibition, Toward a Concrete Utopia: Architecture in Yugoslavia, 1948–1980, a project that brought socialist architectural modernism to international visibility. In particular, I focus on Boris Kralj's photo-diary My Belgrade (2011) and Dubravka Ugrešić and Davor Konjikušić's photo-essay There's Nothing Here! (2020) to explore the ruins of Yugoslav socialist modernity not only as an object of aesthetic fascination, but also as an emotionally and politically charged site of collective nostalgia and politicized mourning in the postsocialist now. While Kralj documents the vanishing remains of socialism in millennial Belgrade to recollect a diasporic, increasingly non-normative and “queer” Yugoslav identity, Ugrešić and Konjikušić foreground the ruins of Yugoslav anti-fascist monuments as a traumatic void—a discursive silence about the effects of racialized, ethno-nationalist violence in EU's new borderlands. I argue that both projects stage architectural photography as a situated and contextual practice by inscribing affective attachments and politically oppositional meanings into the postsocialist architectural palimpsest.

This paper focuses on the water transportation of the Songhua River(松花江), which flows across the Manchuria region, and analyzes how ancient Manchurian states such as Buyeo, Goguryeo, Wuji (勿吉), and Balhae(渤海) used the waterway of the Songhua River. First, the water transport traffic of the Songhua River during that period was examined, focusing on Buyeo, which was founded and developed in the middle basin of the Songhua River flowing to the north. Baijinbao(⽩⾦寶)·Hanshu(漢書) ruins located in the Nunkjang(嫩江) basin. The wanghaitun (望海屯) ruins and the suoligou(索離溝)-Qinghua(慶華) ruins in the east-flowing Songhua River basin. Laoshu(楡樹) Laoheshen(⽼河深) ruins in the north-flowing Songhua River basin. The relationship between ruins related to the Buyeo culture and the river that flowed around them was analyzed. This suggested the possibility that these ruins and the Buyeo culture were formed and connected through the Songhua River-Nunkjang waterway. And, as an example of water transportation in the ancient Manchurian region, the travel route of the Eulyeokji(⼄⼒⽀) reported in Wei Shu(魏書) Wuji Biography was reviewed. We paid attention to the fact that the Songhua River-Nunkjang-Taoer River(洮兒河) waterway was used in the travel of Eulyeokji according to the records, and confirmed that large-scale transportation of goods was possible through this waterway. Songhua River water transportation was the core of the transportation network that connected the ancient Buyeo dominions. This was a transportation route that connected Goguryeo with the nomadic and hunting countries of the north, and was also a window through which Wuji advanced into the international community. And Balhae was the first country to organically connect and integrate northern water transport centered on the Songhua River. The ancient Songhua River-Nunkjang-Heilongjiang(⿊⿓江) waterway was a transportation route connecting each region of Manchuria and a blood vessel for material distribution.

In the days after the Israelis ended their siege on 18––19 April 2002, a veritable army of visitors descended on Jenin refugee camp——journalists, human right activists, NGO representatives, international aid workers, parliamentarians, UN personnel, solidarity delegations——for visits of varying length and objectives not always clear to the residents. My own mandate was very specific: As a psychologist who had worked in Palestine for a number of years, I was to help put together a preliminary evaluation of mental health needs and mobilizable human resources, mainly through "debriefing" sessions both with residents most directly affected by the events (e.g., the newly homeless and internally displaced) and with local personnel (e.g., medical and paramedical teams, teachers, youth workers). I was part of a team that included representatives of UNICEF and the Jerusalem Coalition for Psychology (Palestinian Counseling Center, Women's Center for Legal and Social Counseling, Spafford) sent to help UNRWA and local NGOs working in the psychosocial field.

The consideration of some Italian writings on the Lisbon earthquake allows us to single out three different kinds of reaction to the catastrophe. The very first contemporary reports reflect the process of the construction of an event that, according to Gilles Deleuze, is characterized by extension, intensity and formation of something new. Then, some years after 1755, a new interest in the theme of ruins emerges in the work of Giuseppe Baretti, for whom ruins represent the reference to a past that has to be contemplated in its loss of functionality (following a pattern of perception recently described by Marc Augé). Finally, a third aspect is linked to the materialistic reflection about nature put forward by the nineteenth-century poet Giacomo Leopardi who elaborates his pessimistic conception of nature in a strict dependence on Voltaire's Poème sur le désastre de Lisbonne pointing out the antinomy between collective happiness and individual sorrow.

AbstractFifteen years after the 1999 NATO bombings, a number of emblematic buildings in Belgrade still lie in ruins and are at the center of debates surrounding their reconstruction. This article examines the collective memory and narratives of the NATO bombings through a spatial lens, looking at how architectural discourses of reconstruction relate to multiple understandings and narratives of the bombings themselves. It focuses on how architects in Belgrade discuss and envision the reconstruction of buildings such as the Generalštab in relationship to the collective memories of political violence and war. The article explores the continuum between calls for full restoration and memorialization, by discussing how architects relate to the bombing of 1999 on personal and professional levels, and how narratives of the bombing influence architectural visions for the reconstruction itself. All in all, the article argues that architectural reconstruction, collective memory, and national identity shape each other. On the one hand, reconstruction responds to collective memory as architects make sense of the collective memory of war; on the other hand, reconstructed urban space reshapes memory by creating a newcadre matérielfor remembrance.

In 1998, the Ministry of Culture commissioned the Design Centre for the National Cultural Heritage (CPPCN) with the project entitled “Restoration and enhancement of the ruins of Trajan’s Bridge in Drobeta Turnu-Severin”. Within the project, 12 potential variants were drawn up, of which the optimal one for that moment was chosen. Th e project was abandoned in 2003, due to the dissolution of the Design Centre for the National Cultural Heritage. With all those actions, taken with good intentions, the Ruin of Trajan’s Bridge didn’t gain much: a published volume containing the complex and multi-disciplinary research, offi cial visits, a perimetric drain channel and a pump to evacuate meteoric water from the basin in which the ruin is embedded. Th e railway (which is a single track rail and an important international railway) noisily crosses the ancient enclosure even today, although there have been opportune moments to move it. From time to time it is damaged and becomes impracticable because of the landslides downstream from Turnu-Severin, but, with all those impediments it remains immovable. Th e people that were morally involved in the project included the archaeologist Prof. Dr. Petre Alexandrescu and the architect Aurel Teodorescu.

Abstract Palmyra's capture and destruction by ISIS resonated widely with an international audience. Drawing on Lefebvre's theory of the production of space and affect theory's key insights on object attachment, this article argues that the attachment to Palmyra manifests desire for a particular “good life” of an idealized liberal multiculturalism: a virtuous cycle of trade and tolerance represented by aesthetic flourishing. This widely circulated representation is grounded on excisions of power and inequality. I analyze the political stakes of such excision through the invisibility of Tadmor, positioned as a neighboring town rather than an afterlife of Palmyra in this representation. Through Tadmor, we see Palmyra as entangled in economic inequality and consolidation of power and complicit in their elision through its aesthetic representation as a multicultural haven. At stake is the question of what it means to attach the desire for coexistence to this representation of Palmyra at the detriment of places like Tadmor. While this paper makes its key intervention into the affective terrain and limits of a current global political moment, my argument also contributes to discussions of the global production and circulation of affect, bringing into view its attachment to sites and spaces.

According to a prophecy told in a small, Muskogee-identified community in the US South, the seeds of Indigenous ways of knowing and relating to more-than-human kin will once again flourish in the ruins of colonial orders. Even settlers will be forced to turn to Indigenous knowledges because “they have destroyed everything else”. Following this visionary history-future, this article asks how Indigenous diplomacies and temporalities animate resurgent possibilities for making life within the fractures (and apocalyptic ruins) of settler states. This demands a rethinking of the global and the international from the perspective of deep Indigenous histories. I draw on research visiting ancestral landscapes with community members, discussing a trip to an ancient shell mound and a contemporary cemetery in which shells are laid atop grave plots. These stories evoke a long-term history of shifting and multivalient shell use across religious and temporal differences. They speak to practices of acknowledgement that exceed liberal settler regimes of state recognition and extend from much older diplomatic practices.

Travel to Mexico became instantly faster, smoother, and cheaper for Americans when workers finally linked US and Mexican rail lines in 1884. Following the opening of the international rail connection, Americans went south of the border in droves and produced a wide array of representations depicting Mexico under the dictatorship of Porfirio Díaz (1876–1911, a period known as the “Porfiriato”). Travelogues, picture postcards, stereographs, and magic-lantern slides with Mexican themes all circulated heavily in US popular culture during this time. This essay examines the politics of difference in these representations – chiefly travel writing and postcards – arguing that travelers and other observers played a crucial but overlooked role in popularizing the view of Mexico as a logical field for capitalist (and sometimes territorial) expansionism. By positioning Mexican bodies as both desirable and dangerous, I argue, the creators of travel discourse set the stage for contradictory and ambivalent views of Mexico that reverberate in the United States even today.

All that mankind seeks from the dawn of civilisation to this epoch is sustainable development (SD). Due to a lack of SD, Second World War broke out and devastated Europe and retrogressed her to the status of underdevelopment. To recue Europe from the ruins, the U.S. introduced Marshall Plan (MP)—a programme of actions and projects with huge financial aid aimed at reviving and restoring Europe from the aftermaths of the war. Through MP, Europe ‘miraculously’ recovered and developed again within a brief period, and since then, Europe has been sustaining the development till date. The article argued that MP did not restore Europe because of the huge amount committed to it as many scholars claim. Rather, because of the already-built political economy of quality human resource/capital, politico-administrative capabilities and patriotism already in existence. Unlike the third world countries that have received their own versions of MP in foreign aids, programmes, loans, projects, and so on, without commiserate development.

The aftermath of military conflict can be an occasion for transforming politics and society. In postwar Europe, aided by the Marshall Plan, statesmen such as Jean Monnet and Konrad Adenauer rebuilt the smoking ruins of an international conflict into an economic community with a strong democratic ethos, a common political identity, and a workable social balance. The old rivalries of the continent were abated by joint-security commitments, and the sense of Europe as a political space was strengthened by the human rights standards of the Helsinki process.

Return to the Ruins: The Appeal of Post-War Germany One of the most important dates in Germany’s postwar history was May 6, 1955, when the Federal Republic joined the North Atlantic Alliance, an event which perfectly reflected the dynamics of geopolitical changes that had taken place in the ten years since the end of World War II. The article focuses on the depictions of the German civilian population in selected motion pictures which, at least in theory, do not hold ordinary Germans responsible for war crimes. A look at the German war-torn landscape and its functionality will play an important role in the analysis, as it is against this background that the key plot lines are developed. Emphasis is placed on the allegorical and metaphorical significance of the ruins and their hidden meanings. The films under investigation are works created independently of German cinematography (except for two recent international co-productions). This is because the purpose of the analysis is to present the changing attitudes of filmmakers representing nations hostile to Germany until 1945 to the civilian population of ruined German cities. These attitudes, it is worth emphasizing, sometimes stand in opposition to the prescribed perception of Germany and Germans resulting from Cold War political realities and dictating that the nation be treated with sympathy, trust, friendship, and love as a new ally.

By focusing almost exclusively on the circumstances of British colonialism, postcolonial theory has failed to take into consideration other histories of colonization and other forms of postcoloniality. By considering a few elements from the history of Portuguese colonialism and a few lusophone texts, it is my hope to demonstrate what I consider to be a limited perspective on postcolonial studies, at the same time that one may also ponder the fact that so much in postcolonial literature depends precisely on acts of remembrance. Ruins, all sorts of ruins, form a privileged space for the construction of postcolonial memories and in this essay I will focus especially on one kind, the shipwreck, as a special figure for varied postcolonial memories. In the process, I hope to also make a case for the reconsideration of European literature, via the example of Portuguese literature, from a postcolonial point of view. Germano Almeida's novel, O Testamento do Senhor Napumoceno (1991) and its film version, de-emphasize cultural hegemony and the dichotomy between colony and metropolis. The legacy of Portuguese tradition remains complex.

In the interests of the Catholic Church and German merchants, from the 13th to the 14th century, the territories of the present-day Latvia and Estonia, then called Livonia, were Christianized with the methods of the Crusades and included in the international economic processes. The feudal states of the German Order and bishops were established to keep the lands of the conquered Baltic tribes in obedience. Their main task was to guarantee the security of the west-east trade routes and to develop the economy in their own interests. To protect their borders and roads, the German Order, bishops and their vassals built dozens of fortresses, most of which are now in ruins. The Dobele Castle is a fortress built in the 14th century for the administration of a larger area, consisting of a small convent-type castle and a large courtyard fortified with protective walls to station troops and deploy weapons. As a result of the Livonian Wars, the Duchy of Courland and Semigallia was established in 1562, and the Dobele Castle became the property of the Duke. In the second half of the 16th century, one of the first Lutheran chapels in the Baltics was built in one wing of the medieval fortress, and the Landtag meetings were held there regularly. At the turn of the 16th-17th centuries, the dukes' residential building was erected adjoining the medieval castle. However, since the 1730s, both the castle and the chapel had been abandoned and, by the 21st century, were in ruins. Respecting the public desire to change the emotional semantics of the castle ruins in the city centre, and in cooperation with the Dobele municipality, the architect Pēteris Blūms since 2008 has been looking for an optimal solution for the conservation of the ruins and revitalization of the chapel. The intensive construction and conservation stage began in 2018 and concluded in 2021 with the revitalization of the chapel and its adaptation to multifunctional applications. Under the leadership of the experienced architect Pēteris Blūms, many technical and technological solutions were developed for considerate treatment of the historical walls and their visual appearance, as well as for the provision of service and comfort that meets modern requirements.

AbstractWithin the context of the economic downturn in southern Eurozone countries and the imposition of new constraints on national policy-making, this article examines the congruence between party issue prioritization, during and after the electoral phase. This is done through a longitudinal analysis of four countries (Greece, Italy, Portugal, and Spain) and use of party manifesto and parliamentary question data. We found that between the electoral and parliamentary arenas, parties tend to emphasize different issues. However, this occurs in different ways across time, countries, and parties. We propose a measurement of issue congruence in agenda framing between the pre- and post-electoral phases to assess to what extent elections provide a guide for public policies. Moreover, we propose arguments to explain different results in the analyzed countries and across parties. We show that the crisis magnified the capacity of the opposition to maintain programmatic coherence – a helping hand for opposition parties (including the radical ones) that succeeded in boosting the relevance of their signature issues.
