This book provides an innovative lens to consider contemporary urban challenges, taking as its point of departure two overlapping claims. The first is that although the topics of ruins and vacant spaces have been widely discussed in the urban studies literature, their role in the production of both urban landscapes and the economic, social and cultural geographies of cities is not adequately understood. The second is that urban vacancy will play an even greater role in urban development, politics and experimentation in the future. Spaces officially designated as ‘vacant’ are the sites of contested activity, use, and representation. Centring urban vacancy as a core feature of urbanisation, the contributors develop new empirical insights that rethink ruination, urban development and political contestation over the re-use of vacant spaces in (post-)crisis cities across the globe. Chapters are organised into three thematic sections. The first section, ‘Rethinking ruination in the post-crisis context’, advances the conceptual linkages between the literatures on ruins and vacant space. The second, ‘The political economy of urban vacant spaces’, centres urban vacancy as a core feature of cities, constituting the interface between urban land markets and cultural understandings of use/exchange value. The third section, ‘Re-appropriating urban vacant spaces’, explores vacant spaces as an important point of political antagonism. Using international case studies from the Global North and Global South, the book sheds important new light on the complexity of forces and processes shaping urban vacancy and its re-use, exploring these as both lived spaces and sites of political antagonism.

The destruction of Japan’s empire in August 1945 under the military onslaught of the Allied Powers produced a powerful rupture in the histories of modern East Asia. Everywhere imperial ruins from Manchuria to Taiwan bore memoires of a great run of upheavals and wars which in turn produced revolutionary uprisings and civil wars from China to Korea. The end of global Second World War did not bring peace and stability to East Asia. Power did not simply change hands swiftly and smoothly. Rather the disintegration of Japan’s imperium inaugurated a era of unprecedented bloodletting, state destruction, state creation, and reinvention of international order. In the ruins of Japan’s New Order, legal anarchy, personal revenge, ethnic displacement, and nationalist resentments were the crucible for decades of violence. As the circuits of empire went into meltdown in 1945, questions over the continuity of state and law, ideologies and the troubled inheritance of the Japanese empire could no longer be suppressed. In the Ruins of the Japanese Empire takes a transnational lens to this period, concluding that we need to write the violence of empire’s end – and empire itself - back into the global history of East Asia’s Cold War.

This chapter details the expanding globalization and commercialization of the Olympics in the 1930s. Emerging from the economic ruins of the Great Depression, authoritarian and totalitarian regimes in Europe, Asia, and Latin America spurred a substantial rise in governmental involvement in international sport. Though the British were among the first to forge the linkage between competitive sport and national interests, their Fascist and militaristic rivals fully exploited the value of physical culture by positioning sport as the centerpiece of their foreign policy. The appropriation of elite, international sport by authoritarian regimes heightened the popularity and legitimacy of the Olympic Games. After successfully defending amateurism against the threat posed by broken-time payments, International Olympic Committee chiefs embraced the support of powerful right-wing governments. However, their initial hope soon turned to despair as it grew apparent that their authoritarian “allies” had transformed the Olympics into a ruthless game of realpolitik.

This chapter argues that a return to realism of a prudent and sceptical kind can help temper the pathologies that led to the Iraq War, on several fronts. It can counsel governments against excess certainty. In particular, it cautions against the ‘Gordian Knot’ temptation, the impatient urge to eliminate sources of insecurity and impose decisive solutions on problems, in particular the perennial demand for the downfall of adversary regimes. Realism can inform policymakers what war can affordably achieve. As well as placing princes on their guard against predation, iIt encourages prudent war avoidance. Mindful that states cannot avoid living with insecurity, uncertainty, and risk, we can draw upon realist insight to restore deterrence and consequential diplomacy as the central foundations of security. And with realism, we can guard against the temptation to view international life as a morality play requiring ideological crusades, recognizing it instead as a tragedy where good intentions can be deadly, as a conflicted world where not all good things go together, and where major powers can be their own worst enemies.

Two years after the revolution in Russia, the social revolution was once again fermenting on the ruins of the empires defeated in the war. The First World War was turning into a civil war and not only in countries defeated in the war. The year 1919 saw the spread of workers’ and soldiers’ councils and a series of anti-colonial revolts in the Middle East and Far East. As yet, the link between these and the October Revolution was largely symbolic, since the Communist International generally learned of events only after the fact even as it endeavoured to integrate them within a global theoretical framework. Nevertheless it felt as though revolution were spreading like a contagion, at the same time as a wave of repression no less generalized was building up. Opening in revolutionary struggle, the year 1919 would end in victory for counter-revolution.

A Pearl in Peril: Heritage and Diplomacy in Turkey explores the relationship between an urban core and her rural hinterland. Known as the Pearl of the Mediterranean, Izmir is Turkey’s third largest city with a vast and changing countryside. Luke investigates Izmir’s hinterland in the context of its vexed and contested past as well as its burgeoning future. From the Greek “Big Idea” (Megali Idea) that foreshadowed the “Asia Minor Catastrophe” to Turkey’s first post–World War I International Fair in 1923 and the design of Izmir’s Kültürpark, this study probes the pivoting place of cultural heritage in the countryside of Izmir, from Classical ruins to active industrial landscapes. Case studies reveal contested negotiations and the legacies of the extraction industry, archaeologists, and the League of Nations; the untold story of the Tennessee Valley Authority’s project in the Aegean and open intelligence at the Izmir International Fairs; the effects at Sardis from Abu Simbel’s exorbitant price tag; and the relationship between organic olives, the European Union, highway expansion, and the preservation of Bin Tepe, Turkey’s largest royal burial. These examples illustrate the art of negotiation and diplomatic practice in archaeology as reflected in treaties, development dollars, and corporatism from the late nineteenth century to current day. Future centennial events of the League of Nations in 2020 and the Republic of Turkey in 2023 offer opportunities for reflection of Europe’s promise, Turkey’s vision, and the global context of heritage studies, human rights, and agendas of development.

The images of the destroyed Buddha statues of Bamiyan, of the ancient city of Palmyra lying in ruins, and of destroyed World Heritage sites in Timbuktu have received much attention from the international public. At the same time, these cases also reflect a new dimension in the conduct of armed hostilities today, which is increasingly aimed at destroying cultural identities or heritage. Therefore, in addition to the issue of preserving the world's cultural heritage, especially in the context of human rights protection and international humanitarian law, the protection of cultural property is seen as an increasingly important task for the United Nations and its institutions. Pieces of Art, significant written documents, memorials, and places of worship are deliberately destroyed in conflicts by armed or terrorist groups, such as the so-called Islamic State, as they represent core elements of cultural identity. The increasing number of reports on the loss of priceless cultural assets in Syria, Iraq and Mali exemplify this. Increasingly, violent non-state actors are deliberately using the destruction of cultural property as a means of warfare and even "ethnic cleansing." For the international community, this makes the protection of cultural property in armed conflicts and in the field of restoring statehood at the same time increasingly significant. The preservation of this global human memory is one of the greatest challenges of modern social, political, and legal discourses. Although the use of the destruction of cultural property to divide societies, even to erase a collective memory or destroy social structures, has long been part of warfare, this aspect has been insufficiently considered by the media public and especially in academic discourse. This chapter examines the collective efforts of British, French, and German socialists to place a socialist stamp on the emerging post-war political order both within and between countries. The period covered runs from the end of the First World War to the mid-1920s, a moment that several recent scholars have identified as marking the end of the post-war period and the making of a ‘real peace’. In exploring the post-war practice of socialist internationalism, the chapter focuses on a series of interlocking issues: the peace treaties; national self-determination; reparations and economic reconstruction; and the League of Nations and post-war security. On issues such as reparations and Western European security, European socialists claimed with justice to have pointed the way forward to intergovernmental arrangements. But if socialists could rightly boast of their role as trailblazers, their deliberations also exposed the fragile nature of the much-vaunted ‘real peace’ achieved by mid-decade.

The theoretical element that runs through Freedman’s scholarship and the world of strategy is constructivist realism, the implicit theoretical mechanism that underpins Freedman’s scholarship and practice. A form of analysis that combines realism and constructivism presents a ‘distinctive and beneficial’ approach to the study of issues of war and peace – one that runs throughout Freedman’s work and is consciously present in Strategy, where social theory is favored and rational actors are demolished. The chapter discusses each concept, including the constructed character of realism, and attempts to bring them together, arguing that necessity is the quality that sits at the heart of a constructivist realist approach, where the socially generated character of issues and sober acknowledgement that power (and other empirical realities) combine to offer an approach with which flux and stasis in international society and international security can be profitably studied in policy-friendly ways.

Whites and Reds: A History of Wine in the Lands of Tsar and Commissar tells the story of Russia’s encounter with viniculture and winemaking. Rooted in the early-seventeenth century, embraced by Peter the Great, and then magnified many times over by the annexation of the indigenous wine economies and cultures of Georgia, Crimea, and Moldova in the late-eighteenth and early-nineteenth centuries, viniculture and winemaking became an important indicator of Russia’s place at the European table. While the Russian Revolution in 1917 left many of the empire’s vineyards and wineries in ruins, it did not alter the political and cultural meanings attached to wine. Stalin himself embraced champagne as part of the good life of socialism, and the Soviet Union became a winemaking superpower in its own right, trailing only Spain, Italy, and France in the volume of its production. Whites and Reds illuminates the ideas, controversies, political alliances, technologies, business practices, international networks, and, of course, the growers, vintners, connoisseurs, and consumers who shaped the history of wine in the Russian Empire and the Soviet Union over more than two centuries. Because wine was domesticated by virtue of imperialism, its history reveals many of the instabilities and peculiarities of the Russian and Soviet empires. Over two centuries, the production and consumption patterns of peripheral territories near the Black Sea and in the Caucasus became a hallmark of Russian and Soviet civilizational identity and cultural refinement. Wine in Russia was always more than something to drink.

Formally, the interaction between domestic policy and international business runs in two directions. States erect policies that affect firms' ability to trade and invest across borders; and the actions of trading and investing firms affect the political climate of the states in which they do business. The relationship, of course, is interactive and changes over time: states influence firms, and firms influence states, and both operate simultaneously in a number of domestic and international arenas. This article concentrates on just one piece of this complex arrangement. Arguing that international business is essentially, incontrovertibly political, it describes the range of state policies that can shape and constrain the behaviour of firms. Specifically, it examines five different kinds of domestic policy: trade policy, foreign direct investment, capital controls, regulation, and competition policy.

Uppland is a 30-minute research film tracing the complex relationship between landscape, displacement and the global extractive industries within, and beyond, sub-Saharan Africa. The film documents a new-town called Yekepa, designed and built by and for a mining company prospecting for iron-ore in the late 1950s, that exploited and transformed the indigenous landscapes of Yeke’pa. The film represents an original collaboration between an architect and a filmmaker. This research took them to the remote highlands of Liberia, once a thriving mining community, now a concrete ruin in the West African bush. Exploring the town, the researchers discovered promises of prosperity, abandonment and forgotten injustices. They revealed insights about western architecture, the remnants of colonialism, and the spiritual costs of mining. The main outputs from this work are a number of international screenings at major film festivals, architectural biennales, as well as contributions to an international conference in Sweden. Educational rights to the film were acquired for the distributing to international research institutions and universities across Europe and North-America. ‘It is a galling portrait of the harvesting of African resources and the damage done to both land and people... This introductory chapter provides an overview of Francis Ford Coppola's American Zoetrope. Taking a page from his mentor Roger Corman, Coppola gathered his film-school friends to form American Zoetrope, an off-Hollywood production firm that, like American International Pictures (AIP) before it, would make its way by setting up operations beyond the reach of the regulatory controls that had frozen young talent out of Hollywood. Coppola chose San Francisco for Zoetrope's base because it was an epicenter of the counterculture, and he wanted “bohemian life” to pervade the corporation. However, what kept Zoetrope from being another experiment for the New Communalists common enough then in and around San Francisco, was that the device organizing the endeavors of these like-minded friends was the corporation. They bent the device to their own ends, no doubt, but the effect was that corporate form partook of the informal energies on which the art world runs.

The international crime of “crimes against humanity” has become integral to contemporary political and legal discourse. However, the conceptual core of the term—an act offending against all of mankind—runs deep in the history of international political thought. In an original excavation of this history, The Humanity of Universal Crime examines theoretical mobilizations of the idea of “universal crime” in colonial and post-colonial contexts. The book demonstrates the overlooked centrality of humanity and criminality to political liberalism’s historical engagement with world politics, thereby breaking with the exhaustively studied status of individual rights in liberal thought. It is argued that invocations of universal crime project humanity as a normatively integrated yet minimally inclusive and hierarchically structured subject. Such visions of humanity have in turn underwritten justifications of foreign rule and outsider intervention based on claims to an injury universally suffered by all mankind. The study foregrounds the political productivity of the notion of universal crime that entails distinct figures, relationships, and forms of authority and agency. The book traces this argument through European political theorists’ deployments of universal crime in assessing the legitimacy of colonial rule and foreign intervention in non-European societies. Analyzing John Locke’s notion of universal crime in the context of English colonialism, the concept’s retooled circulation during the nineteenth century, and contemporary cosmopolitanism’s reliance on crimes against humanity, it identifies an “inclusionary Eurocentrism” that subtends the authorizing and coercive dimensions of universal crime. Unlike much-studied “exclusionary Eurocentrist” thinking, “inclusionary Eurocentrist” arguments have historically extended an unequal, repressive “recognition via liability” to non-European peoples.

All Is Well attempts to answer one of the most urgent questions of our time: What is the relationship between modern states and the disasters they claim to manage? Disasters are commonly understood as exceptional occurrences that ruin societies and inspire ad hoc rituals of legal, administrative, and scientific control called “disaster management.” States and the international institutions perform disaster management to protect society. The book challenges this traditional narrative. It interprets “disaster management” as a historical struggle to conservate the existence and experience of catastrophes and produce idealized authorities capable of protecting society from uncertainty. It examines the emergence of this struggle in the eighteenth century and reveals how rulers and experts struggling to master God, nature, and each other inaugurated modern meanings of risk, normalcy, power, and responsibility. By recovering this history of disaster management, the book reveals underlying knowledge structures and political economies that smuggle the unspoken costs of modernity inside the rationalized representation of past catastrophes and future risks. Catastrophes, put bluntly, are not occurrences. They are inventions. Even in their most destructive forms, catastrophes are the stigmata through which the modern state renews itself. The book develops this argument by examining the Marseille plague (1720), the Lisbon earthquake (1755), and the Bengal famine (1770) and showing how eighteenth-century beliefs reverberate in structure and policies of “global” disaster management today. It concludes that climate change and the national and international authorities designed to fight it are products of three centuries of disaster management, and civilizational survival depends on reckoning with this past.

In a conversation about youth agency, the most common discourses that come up are of acts of liberation, resistance, and deviance. However, this perspective is fairly narrow and runs the risk of reinforcing pervasive and often polarizing depictions of youth. In order to broaden the understanding of young people’s collective actions and their potential social implications, it is necessary to ask: What types of agency do young people demonstrate? This book aims to scrutinize some of the conceptual ideas that underlie prevalent visions of youth as agents of social change and as a source of hope for a better future. As a part of the Education and Society in South Asia series, it provides insightful accounts of students’ daily routines on and around a public university campus in Kathmandu, Nepal, and calls attention to a group of non-elite university students who have remained less visible in scholarly and public debates about student activism, youth unemployment, and international migration. By placing different strands of literature on youth, aspiration, and mobility into conversation, In Search of a Future unveils new and important perspectives on how young people navigate competing social expectations, educational inequalities, and limited job prospects.
