Toll road is one of the most important parts of connectivity infrastructure. However, the current length of the existing toll roads is still not sufficient compared to the increasing number of vehicles in Indonesia. Nevertheless, the needs for infrastructure funding including for toll roads are not comparable to the availability of state budget. Innovations in funding schemes were required to meet such needs such as Deep Discount Bond (DDB) and Land Lease (LL). To ensure these schemes are running appropriately, an institutional funding model is needed to organize the stakeholders involved. Therefore, five institutional funding models were developed based on the conditions of the DDB issuer (project or corporate finance), LL executor [State Assets Management Institutions (LMAN) or Special Purpose Company (SPC)], and the number of SPC in the models. In addition, ten institutional success factors were identified. Data was collected using in-depth interviews consisting of three parts and analyzed using the Relative Importance Index to rank the institutional success factors found and using the Multi Criteria Analysis to choose the most effective institutional funding model. The institutional success factors that were found to have great values were those related to Government. At the same time, the most effective funding model is a corporate finance scheme, where LL is executed by LMAN, and a single SPC is used.

Traffic engineering that has been designed around this Kepuhsari terminal is to apply turn right at the intersection Jl.Brawijaya-Jl.Soekarno Hatta-Jl. Mastrip Jombang for public transportation or bus from Surabaya. Then through Jl. Mastrip to stop or enter at Kepuhsari terminal. Segment Jl. Jombang Mastrip is a type 2/1 UD (Undivided) road which is used as bus exit or public transportation access from terminal to out of town Jombang. Then this road segment is changed to type 2/2 undivided. Performance analysis at peak hour on Jl. Mastrip Jombang after the change of the type to 2/2 UD using the method of Manual Capacity of Road Indonesia (MKJI) 1997. Retrieved capacity segment Jl. Mastrip (2/2UD) = 2552 smp/days, and the value of volume and capacity ratio (v/c ratio) is 0.54 means that the current condition of the traffic in the Jl. Mastrip is still stable. While in the next 5 years, the value of volume and capacity ratio (v/c ratio) is 0.72, that the condition of traffic flow is relatively stable. But the volume and capacity ratio is in critical condition (terms of v/c ratio is ≤0,75). Because many buses do not enter the Kepuhsari Terminal, the Government of Jombang suffers a loss of Rp. 82 million per year. With the design of traffic engineering on roads around Kepuhsari Terminal, it can increase the regional finance from of the entrance tax for public transport or buses entering the terminal by 33.7%.

PT Adaro Indonesia is trying to adjust a vertical clearance under Tabalong Bridge 1 (unloaded) and Tabalong Bridge 2 (loaded) because the existing conditions still apply a minimum vertical clearance of 4 m. I t should be in accordance with latest Regulation of the Minister of Public Works No. 19/PRT/M/2011 that for vertical clearance above national road at least 5.1 m. This specification has not been met by the national road under the Tabalong 1 & 2 Bridges bec ause both bridges were built in the 90s. Therefore we need an engineering technique to overcome this. There are 2 alternative designs, namely lowering the elevation of the national road and increasing the elevation of the bridge's upper structure to mitiga te oversized vehicles so as not to hit the lower structure of the Tabalong bridge. In determining the selection of the best alternative designs in this research is based on two (2) things, non financial criteria with Analytical Hierarchy Process (AHP) and financial criteria with Life Cycle Cost Analysis (LCCA)/Benefit Cost Ratio (BCR) method. This study uses a survey method by distributing questionnaires and interviews as a means of collecting primary data. In addition, previous research and consultant DED documents were used as a means of collecting secondary data. The AHP method is used to process primary data to produce a decision from a non financial aspect. While the LCC/BCR method is used to process secondary data to produce a decision from the financi al aspect . The results of the AHP analysis obtained that the synthesis value of the decision the option of lowering national roads was 85% and the bridge lifting option was 15% and the consistency ratio (CR) was 0.05 < 0.1. The consistency ratio below 0.1 shows that the questionnaire data from the respondents are consistent. The results of the analysis of Life Cycle Cost (LCC) obtained the option of lowering national roads where the LCC value is Rp. 44,877,651,669.27 more economical than the bridge lifting option. Then the results of the Benefit Cost Ratio (BCR) analysis obtained the option of lowering national roads with a BCR value of 2.33 > 1 and NPV = Rp. 43,442,264,804.34 > 1 means that the option lowering national roads is feasible. While the bridge li fting option is obtained by analyzing the value of BCR = 0.98 < 1 and NPV = option is not feasible to implement.

This study aims to analyze Indonesia's foreign policy strategy during 2014-2019 toward the Belt and Road Initiative (BRI) initiated by China�s Xi Jinping. The study focuses on how Indonesia defends its national interests, that is to become the Global Maritime Fulcrume (PMD). Under the administration of President Joko Widodo, PMD's vision has been translated into efforts to build infrastructure and enforce the law in Indonesian waters, one of which is to eradicate illegal fishing. The results of the study found that the policy triggered positive and negative responses from China. Regarding the opportunity to invest in Indonesia's infrastructure development, China responded enthusiastically. However, in the context of eradicating its state-owned fishing vessels, China has tried to use various means, including using its investment as an instrument to influence Indonesian policies.

Abstract - China is currently in an effort to build a new power in the world, through the Chinese Belt and Road Initiative in the era of President Xi Jinping, providing investment assistance to Southeast Asian countries. This investment is given in order to build Chinese hegemony in Southeast Asia. One of the countries in Southeast Asia that is co-financed by China is Indonesia, by prioritizing Indonesia's national interests in cooperation with China in infrastructure development in Indonesia. This research used qualitative methode research with a case study approach, while the data collected through literature study. The final conclusion of this research is that China's BRI program in Indonesia must continue to prioritize national interests and also the sovereignty of the Indonesian state, Indonesia should not be sold like the country of Sri Lanka. Abstrak - Cina saat ini sedang dalam upaya membangun kekuatan baru di dunia, melalui kebijakan Belt and Road Initiative Cina di era Presiden Xi Jinping banyak memberikan bantuan investasi ke negara-negara Asia Tenggara. Pemberiaan investasi ini dalam rangka membangun hegemoni Cina di kawasan Asia Tenggara. Indonesia adalah salah satu negara di Asia Tenggara yang ikut dibiayai Cina dengan mengedepankan kepentingan nasional Indonesia bekerjasama dengan Cina dalam pembangunan infrastruktur di Indonesia. Penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan studi kasus, adapun penulis mengumpulkan data melalui studi pustaka. Kesimpulan dari penelitian ini adalah program BRI Cina di Indonesia haruslah tetap mengedepankan kepentingan nasional dan juga kedaulatan negara Indonesia, Indonesia jangan sampai terjual seperti negara Srilanka.

Road quality plays an important role, especially in rural areas where most poor households are situated. This study aims to calculate the Rural Access Index (RAI), an indicator of rural road quality (SDG indicator 9.1.1), at the district level, to evaluate the implementation of the Nawacita programme in Indonesia from 2014–2020. The RAI describes the proportion of rural residents who live within 2 km of an all-season road. This study recommends the utilisation of road network maps, urban–rural boundary maps, three road network condition datasets, and WorldPop data to calculate the RAI. The results show that during this period, the RAI increased and its inequality decreased, specifically in the regions of priority for this programme (Papua and West Papua). The results also capture a strong pattern of regional convergence. To ensure the future success of this implementation, the government can create regulations to designate several road infrastructure projects as a national strategy, as well as increase tax collection and private sector investment as sources of road infrastructure development funding.

In order to increase the role of private sector in infrastructure implementation in Indonesia, the Indonesia government facilitates Public-Private Partnership (PPP), such as by providing Viability Gap Funding (VGF) in the form of construction grants. Some projects get a construction grant but in toll road investment, the support is provided in another form. If the government provides construction grant on toll road investment, there would be risks that government need to face. This study aims to identify the said risks and analyse them so that the government could mitigate the risks. It is also could be used for devising public policy. This study is conducted qualitatively based on interviews with government officials, businessmen, and members of society. Based on the risk identification at each stage of the given support, there are 9 (nine) risks. After preliminary screening, the qualitative analysis and validation indicate that there are 4 (four) risks that must be mitigated by the government. These risks include: the possibility of being disapproved by the finance ministry, the approval process at the finance ministry takes a long time, it is too costly the state budget could not provide it and lastly, the difficulty of obtaining approval from the legislative.

The purpose of this study was to determine the strategy and direction of government policies in the development of start-up startups supporting the new normal era of innovative eco-digital products. Through this research, it will be studied how the direction of Government policy in developing startup startups in Indonesia, as well as what government support is in keeping the eco-digital movement of innovative products stable in the new normal era, and what kind of startups can survive during a pandemic and new normal. This research method uses qualitative descriptive and literature studies based on primary data and secondary data from the results of data analysis from pilot business groups, groups of start-up policy makers, community policy users and startup business consumers. The results of the research show that the policy directions that must be the attention of the Indonesian government regarding the development of startups in Indonesia are as follows: Increasing Broadband access; Helping SMEs to switch to the online realm; Expanding the electronic payment system; Expanding access to finance (investment); Extending e-government services; socializing the Job Creation Law, which was recently passed to provide various impacts on the startup business ecosystem; The Creative Economy Agency (Bekraf), currently the government through the Indonesian Creative Economy Agency (Bekraf) is trying to build infrastructure to support the presence of startups in Indonesia. BEKuP (Bekraf for pre startup); In collaboration with MIKTI (IT Creative Industry Society) and Telkom Bekraf will hold intensive workshops for people who intend to build startups in 15 big cities; Making the University as a Startup Startup Incubator; Protecting MSME products from Curent Account Deficits (CAD) problems; Disseminating Government Regulation (PP) Number 74 of 2017; Prepare an electronic-based national trade road map (E-Commerce Road Map), hereinafter referred to as the 2017-2019 SPNBE Road Map; Funding programs, taxation, consumer protection, education and human resources (HR). Also communication infrastructure, logistics, cybersecurity, and the establishment of the SPNBE Roadmap implementing management; The government cuts the final PPh by 0.5% for MSMEs. Also through PMK Number 150, 2018, this digital industry can get income reduction incentives (PPh) or tax holidays; Facilitating creative ideas, innovations, originality ideas, and not end users through Grant activities and competitions in various aspects of local creative endeavors, academic research and technology; Provide liquidity, guarantee LPS Deposit insurance agency to owners of capital; Prepare financing in the technology sector. Prepare a law on the national knowledge and technology system; Evaluating educational curricula with graduate expertise, especially in tertiary and senior secondary education as well as developing research at universities.

Internationalization is unevitable in the midst of globalization era. Higher education, not exception, must welcome the internationalization agenda by setting up some strategic programs and approaches through various and innovative internationalization activities. Universitas Muhammadiyah Yogyakarta (UMY) is one of premier universities in Indonesia which is continuously committed to promote internationalization agenda, shown by the setting up the long term roadmap to internationalization. Technically, the internationalization process is executed by some international programs, such as International Program for Islamic Economics and Finance (IPIEF) which structurally is under department of economics, faculty of economics and business. In consonant with internationalization, IPIEF refers to stipulated vision and mission by department of economics, which is in line with university’s road map, namely to move as a reputable international program. Practically, IPIEF has set some programs which indicate some serious efforts and commitments which is based on integration between Islamic and conventional values in its curriculum. Surely, the integration intends to cover the notion that internationalization is not merely to equip students and staffs with pragmatic-based aspect, but also value-based aspect. A set of international instruments are developed which are divided into five separated pillars and buffered by some activities within its respective pillars. Finally, IPIEF proposes a masterplan as a raw model consists of standardized business models, including input, process, and output, tied with solid vision and mission. In turn, internationalization agenda is expected not only as a showcase of university agenda as part of international community, but also as a tool to promote impacts in community at large.
