Aaccording to the cases that the synthetic quality evaluation system for fabric is not reasonable at present, a new synthetic quality evaluation system for fabric on fuzzy theory is proposed. This new evaluation system is made of foundation layer, evaluating layer and result layer. In foundation layer, the quality standard model and evaluating data model based on multi-indexes are proposed, and the calculation method of each index value in these models is given. In evaluating layer, according to the problem that the result of existing closeness algorithm has greatly repeated, a new evaluation algorithm is proposed. In result layer, two formulas which are continuous result and discrete result are given. Also the accuracy and rationality of this evaluation system is validated by some examples in this paper, and the effect of evaluation result by the primary-secondary indexes, the significance of closeness, the expansibility of model, the accuracy of system and the application method are made analysis. At last, the conclusion shows that this system can make the synthetic evaluation for fabric quality rationally and accurately.

We describe an Interactive Genetic Algorithm (IGA) with tournament evaluation for applying win-lose results obtained from an evaluation using multiple people. In our previous study, we developed an IGA with tournament evaluation as a basic model for evaluating candidate solutions using votes from multiple people [13]. However, tournament evaluation requires that IGA users evaluate the same candidate solution multiple times. Therefore, our previous method can reduce a user’s motivation for evaluating the solution. In addition, the number of users participating in a vote may decrease because of the decreasedmotivation to evaluate. To overcome this difficulty, we propose the application of a win-lose result presumption based on the tournament evaluation records of multiple people. When a system-based presumption is possible, the win-lose result presumption automatically determines the preferred and non-preferred candidates in each round. This method can reduce the number of times that users need to evaluate the same candidate solution. The effectiveness of the proposed method is verified using a numerical simulation that employs multiple numerical evaluation agents instead of human evaluators. The simulation results show an initial convergent improvement with the proposed method.

Introduction: Hypertrophy and variation in the size of labia minora has long been recognized as a problem that can be bothersome for aesthetic, functional and psychosocial reasons. In the past labia minora reduction was usually performed by simple and straight resection of the protuberant segment and oversewing the edge. This paper presents a comparison of our results with each procedure. Materials and Methods: From March 1997 to February 2005, 100 women from 17 to 45 years old underwent reduction labioplasty. We performed w-shaped resections with interdigitated suturing in 50 cases and de-epithelialized reduction labioplasty in 50 cases. Results: Patients in both groups had minimal discomfort postoperatively and at 6 months reported improvement of their original problems with chronic irritation, inadequate hygiene, and sexual intercourse. Twenty-three patients underwent treatment of hypertrophic labia minora with excellent results and minimal postoperative discomfort. Three patients suffered from postoperative infection but were successfully treated with antibiotics. In group A, 5 patients were not satisfied with the appearance of the edge of the labia minora, and in 8 patients, it took up to 2 years for sensation to be restored to the labia minor. Conclusion: The deepithelialized reduction labioplasty gives the patient more satisfaction both in the appearance of the edge of the labia minora and the neurovascular preservations of the labia.

This study is to develop the standards and indexes for evaluating the open university as an institution. Having successfully taken root in their societies since their launching, Asian open universities now need to further up their teaching and learning system which demands a rigid evaluation and assessment of a university as an institution. For the past ten years, Korea National Open University (KNOU) was evaluated twice by Korean Council for University Education (KCUE), which is in charge of the evaluation of the Korean universities; the result was not so satisfactory. It was because its evaluation standards and indexes were not appropriate for KNOU as an open university. They were primarily for the conventional universities. Thus KNOU needed its own assessment indexes, and this is a research looking for the proper ones for evaluating KNOU within the frame of university evaluation in Korea. Other open universities in Asia also have experienced or will face such problems in terms of the university evaluation. The result of this research will be helpful not only for KNOU but for other Asian open universities preparing for the university evaluation.

One of the important factors of successful milk production is group of secondary traits: health, longevity, type and milking traits. These traits have become increasingly significant. In order for productive life of cows used in production of milk to be as long and as successful as possible, special attention must be directed to traits of body type and constitution. In selection of cows into the category of bull dams all heads are measured - exterior traits, and evaluated linearly for traits of type or body frame, body muscular characteristics/muscularity, form (appearance) and udder according to Regulation on method of evaluation of traits of breeding livestock (Official journal of RS, No. 21,1996). The effects of rearing region and year of measuring, i.e. evaluating were analyzed in detail using the Least Squares Method (Harvey 1987). Average values of linear evaluations of investigated heads obtained by method of Least Squares were: body frame 7,85; muscularity 7,74; form 7,66; udder 7,62. The effect of region on linear evaluation was highly significant (P<0,01). Evaluation year also influenced highly significantly (P<0,01) obtained evaluation result for form, significantly (P<0,05) obtained evaluation result for body frame and muscularity, but no effect was established on evaluation result for udder.

This study aims to evaluate the Teacher Training Program at Training Center for Education and Religious Technical Personnell. The basic problem is that there is no post-training evaluation as an integral part of the evaluation of training implementation. The evaluation model used in this study is the Kirkpatrick evaluation model which is reaction level, learning level, behavior level and result level to get a more comprehensive picture of the Teacher Training Program. This study uses a qualitative approach with descriptive methods. Data was conduct using questionnaire, interview, and document studies. The results of this study indicate that on reaction level, based on the results of the achievement analysis are in the high category, learning level of the program which are also in the high category, behavior level are in the high category, however result level of the program are in the moderate category. The findings of the evaluation of this result prove the importance of the training center conducting post-training evaluations to determine the impact of the training on the performance of participants and educational institutions. This research can be used as input for the Training Center to be consistent in evaluating both during training and after training as stated in Kirkpatrick's theory.

Use accurate springback evaluation method to guide modifying die surfaces, that is the first pledge to rectify the springback of sheet metal stamping by mould compensation method. Aiming at the problems in springback evaluation of complex sheet metal stamping and to improve the simulation precision of finite element, presented the face-to-face selection methods to select reference points evaluating springback, then used this method on the spiral blades reference points selecting and springback evaluation. Result shows that this method can determine the range of reference points evaluating springback rapidly and get a comparatively accurate result of springback evaluation.

Teacher perceptions after 5 years of implementing evaluation protocols that were initiated under Race to the Top revealed attitudes about the evaluation instrument used and the nature of their relationship with the evaluator. This study surveyed middle and high school teachers in nine Eastern Tennessee school districts. Data indicated unintended consequences as a result of their evaluations, including impacts on relationships with principals as well as the concerns with principal time needed for evaluations. Findings imply that the reformed evaluation system is not effectively providing learning opportunities for secondary teachers who had previously been judged as competent.

Evaluating texts is an important activity associated with teaching statistics. Surprisingly, the statistical education literature offers little guidance on how these evaluations should be conducted. This lack of guidance may be at least partly responsible for the fact that published evaluations of statistics texts almost invariably employ evaluation criteria that lack any theory-based rationale. This failing is typically compounded by a lack of empirical evidence supporting the usefulness of the criteria. This article describes the construction and piloting of instruments for evaluating statistics texts that are grounded in the statistical education and text evaluation literatures. The study is an initial step in a line of research which we hope will result in the establishment and maintenance of a database of evaluations of statistical texts. Evaluative information of this kind should assist instructors wrestling with text selection decisions and individuals charged with performing evaluations, such as journal reviewers, and should ultimately benefit the direct consumers of these texts—the students.

Measures of eight frame-specific self-evaluations of ability in mathematics were used to predict general mathematics self-concept and self-efficacy. Participants were 900 Norwegian students in Grade 6 ( n = 277), Grade 9 ( n = 236), Grade 11 ( n = 263), and adult students attending senior high school ( n = 124). Four items measured frame-specific self-evaluation of achievement based on external frames of reference whereas four items measured frame-specific self-evaluation based on internal frames of reference. Regression analyses were used to test relations between the frame-specific self-evaluations and general mathematics self-concept and self-efficacy. The analyses indicated that self-evaluation based on comparison with other students in class (an external frame of reference) and on comparison of mathematics achievement with achievement in other school subjects (an internal frame of reference) were robust predictors of both mathematics self-concept and self-efficacy. The analyses also indicated that students are using multiple frames of reference when evaluating their mathematics ability. Implications of the result for the internal-external frame of reference model are discussed.

Using the case of the Prince's Trust, the preeminent UK youth enterprise programme, I investigate how different evaluation methodologies generate radically different evidence of the impact of the programme. The key result is that simpler forms of evaluation tend to provide positive support for this programme, whereas more sophisticated evaluations are not so positive. I discuss the implications of this for the way stakeholders should view evaluations. I urge caution about the claims made for programmes that receive only lighter forms of evaluation.

Abstract The AMA Guides to the Evaluation of Permanent Impairment (AMA Guides), Sixth Edition, states that an independent medical evaluation (IME) usually is a “one-time evaluation performed by an independent medical examiner who is not treating the patient or claimant, to answer questions posed by the party requesting the IME.” Evaluators must adhere to best practice standards and must know that these standards may change over time and must meet the needs of the relevant jurisdiction. IMEs take place in several arenas, including automobile casualty, workers’ compensation, personal injury, medical malpractice, and long-term disability and differ from traditional clinical evaluations. The evaluating physician must be independent and has no (or only a limited) physician–patient relationship. The qualifications required of an IME examiner vary by arena, jurisdiction, and issues. Medical evaluators should be board certified and can obtain a special credential from, eg, the American Board of Independent Medical Examiners or the International Association of Independent Medical Evaluators. In addition, evaluators should have demonstrated abilities in report writing and court testimony, and a section of this article provides a general outline of the topics that should be covered in a thorough report. Quality IME reports are the result of thoughtful, thorough evaluations performed by physicians who have knowledge, skills, and experience in both clinical medicine and the assessment of medicolegal issues.

Cross-efficiency evaluation approaches and common set of weights (CSW) approaches have long been suggested as two of the more important and effective methods for the ranking of decision making units (DMUs) in data envelopment analysis (DEA). The former emphasizes the flexibility of evaluation and its weights are asymmetric, while the latter focuses on the standardization of evaluation and its weights are symmetrical. As a compromise between these two approaches, this paper proposes a cross-efficiency evaluation method that is based on two types of flexible evaluation criteria balanced on interval weights. The evaluation criteria can be regarded as macro policy—or means of regulation—according to the industry’s current situation. Unlike current cross-efficiency evaluation methods, which tend to choose the set of weights for peer evaluation based on certain preferences, the cross-efficiency evaluation method based on evaluation criterion determines one set of input and output weights for each DMU. This is done by minimizing the difference between the weights of the DMU and the evaluation criteria, thus ensuring that the cross-evaluation of all DMUs for evaluating peers is as consistent as possible. This method also eliminates prejudice and arbitrariness from peer evaluations. As a result, the proposed cross-efficiency evaluation method not only looks for non-zero weights, but also ranks efficient DMUs completely. The proposed DEA model can be further extended to seek a common set of weights for all DMUs. Numerical examples are provided to illustrate the applications of the cross-efficiency evaluation method based on evaluation criterion in DEA ranking.

Performance evaluation is the first step of a company in reaching its competitive advantage in the midst of globalization and free market enactment. The result of performance evaluation can be used as strategic formulation and decision making in fixing performance indicator which is considered as poor. From the facts, this research uses the evaluation adopted from PwC, which used to evaluate the performance of a consulting service company in Indonesia named XYZ Ltd. The reason for choosing PwC business model is because it covers all aspects that affect company’s ability to achieve competitive advantage. Moreover, this research uses 5 of 7 aspects of performance measurement offered by PwC business model. Measurement indicators and characteristics based on library research and company’s internal managerial party interviews are made, so that the evaluation process can be interpreted into the formulation of strategic improvement and decisions making. The result of performance measurement is expected to be able to give a new perspective in overall performance evaluations of consulting companies and evaluate company’s ability to win over its competitors, as well as to prove the ability of PwC’s measurement model in evaluating the performance of consulting companies in Indonesia model of performance.

Nuclear safeguards evaluation is a complicated issue with many missing values and uncertainties. By invoking Dempster–Shafer theory of evidence, the missing values are assigned to a subset of a set of multiple objects, at the same time, by combining different evaluation values, and the effect of uncertainty will be decreased. In this way, both the missing values and uncertainties are considered in the final evaluations. This method has been used in considering the International Atomic Energy Agency experts’ evaluation for nuclear safeguards. The result shows that ([Formula: see text], 0.1897) is the biggest belief degree.

This paper purpose is to discover shortcomings of multimedia product of Pelin and to conduct asurvey to users of multimedia Pelin . Pelin is an online e-learning multimedia for students of Sekolah Tinggi Manajemen Informatika dan Komputer (STMIK) Bumigora Mataram, which is able the students to upload task file and download learning material. Pelin system is based on restful webservice that can provide distant learning. There are four levels of evaluation, those are reaction, learning, behavior and result. The formative evaluations result show: the Pelin multimedia disadvantages are: not supports interactive face to face learning, not facilitates audio communication, not be fully user friendly, could not upload graphic and image files, not be provided by feedback facility of test result and also not have help menus. The summative evaluation result found that the Pelin Multimedia is supports independent learning, provides web-client application, improves reaction of student to learn, increases student knowledge comprehension, increaseslearning behavior, and gives good learning result. Statistical comparison tests found there aresignificant differences influence the implementation of Pelin and there is no difference in terms of the level of reaction, learning and behavior towards the use of Pelin for S1 and D3 students.

In the year of 2012 SISFO PNS, already introduced at SMK Negeri 8 Pontianak, the problem that the writer found were: teachers only open the program at the time of student report will giving to students that made the program will be busy because too many users access it, there is some teacher did not complete the process of filling session but straight to the final score, the programmer is always slow maintenance. From that problem, the writer was aimed at evaluating the implementation of SISFO PNS. The model of evaluation used in this research was CIPP (context, input, process, product). This model was developed by Daniel L. Stufflebeam and friends. The technique of data collection is used observation, interview and documentation. The method of data analysis used descriptive percentage analysis. The results of this research were (1) the evaluation percentage toward context showed that the good result with average of 85.58% (2) the evaluation percentage toward input indicated that the good result with average 73.26% (3) the evaluation percentage toward the process showed that the good result with but it needs to improve with average 67.43% (4) the evaluation percentage toward the product showed that the good result with 79.79%.Keywords: CIPP, Program Evaluation, Students’ Score Analyzing

There are lots of methods of evaluating the environmental quality of groundwater. Based on a comprehensive analysis of those common methods, this paper puts forward a method named fuzzy comprehensive evaluation method on water environmental quality based on entropy weight with consideration of toxicology of evaluation factors. Developed from the entropy-based fuzzy comprehensive evaluation method, this method takes into account the influences caused by the toxicology weight and over standard weight of evaluation factors on the calculation of entropy weight. Through some water samples, the evaluation result of this method is more reasonable, objective and comprehensive than the one which is concluded from the entropy-based fuzzy comprehensive evaluation method.

In this paper, from the aspect of kinematics, we reveal the physical significance of assistance for the assistive mechanism. Then, Manipulability Inclusive Principle (MIP) is proposed to evaluate assistive mechanism’s assistive feasibility and assistive effect through the manipulability comparison between the assisted limb and slave-active-assistive mechanism. The optimization based on MIP can make the assistive mechanism realize better kinematical performance and assistance. The design and optimization of the assistive mechanism should keep the assistive mechanism from interfering with human’s movements in the expected workspace. More importantly, it should also keep the assistive mechanism not only have better kinematical performance on symmetry, isotropy, etc. but also be able to provide better assistance for human. The application on the human lower-limb straight-walking power-assisting mechanism shows that the design and optimization based on MIP can find out the assistive mechanism which satisfies assistive feasibility and realizes better assistive effect in the whole expected workspace.

Aiming at the problem being too complex for the present evaluation methods on lake eutrophication, a new method, triangle relational degree model was used to solve the complicated non-linear relation between the evaluation factors and water quality grade. The model was applied to evaluate the lake eutrophication and the results of the assessment are in concordance with other evaluation methods. Compared with the other evaluation method, this model is perfect, the evaluating result is more reasonable and its resolving power is higher. Thus, a simple and effective method is provided for lake eutrophication evaluation.
