After describing characteristics of auxiliary government agencies, the author compares auxiliary government agencies with the institution of plenipotentiary representatives of the President of Russia in federal districts and defines the concept of “auxiliary government agencies “ (auxiliary bodies of state power). The paper demonstrates that the concept of auxiliary bodies in the Russian legal doctrine originated more than 100 years ago. It has continued in the works of prominent scholars of modern times. The author relies on the regulatory framework in his assumption claiming the primacy of the Presidential Administration of Russia over the institution of plenipotentiaries in federal districts. It is concluded that the institution of plenipotentiary representatives in federal districts, or more precisely — administrative officers of plenipotentiary representatives of the President of Russia in federal districts, not only substantially fit into the concept under consideration, but also have a genuine constitutional and legal character, since the establishment of this institution is permitted by the Constitution of the Russian Federation (reference in Chapter 4).

Abstract Performance evaluation of the government agencies seems to be one of the most important issues in modern public administration. The countries with developed economies introduced various performance evaluation models. Th e developing countries also implement instruments to evaluate the government agencies performance. Unlike countries with developed institutional environments, the developing ones very often import evaluation models that have been proven in other countries. In that context, our research aimed to understand how the performance evaluation models work in countries with a developing institutional environment. The fact is that the performance evaluation of the government agencies shows certain results which present it in a positive way to the public. Unfortunately, these survey results do not adequately cover difficulties and obstacles that appear in the performance evaluation introduction process. In this regard, the perception of the evaluation system by the first-hand (civil servants), as well as the end entities (NGO representatives) of how the introduction of the evaluation institute contributes to improving the effectiveness of government agencies need to be analyzed. This article presents an analysis of the impact performance evaluation on performance in government agencies of Kazakhstan through interviews with civil servants (insiders), as they are aware of administrative changes, and representatives of NGO that closely interact with government agencies, so they can really assess the effect of changes. Data collected by quantitative and qualitive methods, such as legislative analysis, mass survey, in-depth interviews of civil servants and NGOs, and focus groups. The authors took into account all the limitations that are typical for surveys of civil servants in countries with a developing institutional environment (e.g. Nemec et al. 2011). In general, the research results provide a wider understanding of the effectiveness of institutional changes when embedding NPM tools into the administrative reforms through a “top-down approach” in emerging economies. The results show that the implementation of a new institution (performance evaluation) into the existing structure of formal institutions of the government agencies was accomplished. It was found that implanting a new institution caused, to some extent, a short-term “shock” to the government agencies, as there since previously there were no objective criteria for evaluating their activity. At the same time, performance evaluation is still not unincorporated into the internal management system in government agencies. It is perceived as a redundant imputed data transfer function for external evaluators. For this reason, top management of government agencies does not involve all staff in the process of evaluating and discussing its results. However, employees show interest in participating in these processes. All this once again confirms that the post-Soviet countries are still in networks of past heritage, namely they preserve a centralized bureaucratic system controlled from above.

One of the main motivations for establishing Pacific Conservation Biology was to provide a forum where ecologists in government agencies could express their views about environmental issues, including shortcomings of current conservation policies and practices. In this context, it was interesting to read recent coverage of statements by a regular visitor to Australia, Professor Paul Ehrlich, about suppression of ecologists employed by government conservation agencies (e.g., New Scientist, 18 November, 1995, pp. 4?5) . Needless to say, this interpretation was vigorously disputed by representatives from Federal and State agencies.

On August 13, 1953, Dwight Eisenhower signed Executive Order 10479 establishing the President's Committee on Government Contracts (PCGC). Designed to oversee federal agencies' efforts to ensure nondiscrimination in firms with government contracts, the committee could receive complaints of discrimination, conduct educational campaigns, make recommendations to agencies on how to combat discrimination, receive agency enforcement reports, and establish ties with private and public organizations working on equal employment issues. Enforcement powers, including the authority to cancel contracts, would remain with individual agencies. Eisenhower designated Vice President Richard Nixon to head the committee, which consisted of six individuals from agencies awarding the largest contracts and nine representatives from business, labor, and civic groups. A small full-time staff would implement policies set by these members.

The relationship between state agencies basically can not be separated from the system used by the state government itself. Indonesia as a country that adopts a presidential government certainly has a pattern of distribution of power, although theoretically the presidential government system power state agency separate (separation of power), but the relationship between institutions is not a relative. The mechanism of checks and balances of power destribusi state institutions. Before the amendment, the agency is the State Supreme People's Representative Council (DPR), the President, the Supreme Audit Agency CPC, the Supreme Advisory Council (DPA) and the Supreme Court with the vertical power distribution. Following the amendment to the state institutions teridir of the President, the People's Consultative Assembly (MPR), House of Representatives (DPR), the Regional Representatives Council (DPD), the Supreme Audit Agency (BPK), the Supreme Court (MA), and the Constitutional Court (MK) with distribution horizontal power - functional. The distribution of power still has a problem among others, the discontinuity in the distribution of state agencies ranging from the overlapping powers of the president in participating deliberating the bill with the House, the confusion related to the division between the authority of the Supreme Court and the Constitutional Court in the perspective of the state administration, the inconsistency of the parliamentary system that it wants to apply and the lack of authority DPD in parliament.

This article reports the findings of a longitudinal study of the impact of government coalfield regeneration policy on the Nottinghamshire ex-mining community of Warsop Vale, whose colliery closed in 1989. Based on interviews with local residents, community development workers and representatives of regeneration agencies, the study highlights tangible improvements in community resources and the recent introduction of an innovative new housing scheme as evidence of a positive impact of government measures. Particular importance is attached to the key role of local government, the voluntary sector and regeneration agencies in carefully cultivating the local social capital and raising Warsop Vale's political profile since 1989, enabling it to seize the opportunities inherent in New Labour's coalfield policy.

It is often assumed that vibrant civil society is precondition for democracy, government accountability and rule of law. Following this assumption, international development agencies, civil society organizations and even governments are participating in activities aiming for the social accountability, that is, accountability of governments towards societies. In this article I am analyzing activities of prominent Serbian non-governmental organizations (NGOs) in the field of fostering government accountability. The analysis focuses on their ability to shift the balance of social and political power away from the state. The analysis is primarily based on empirical data collected through a series of in-depth interviews with representatives of NGOs. It reveals that NGOs follow policy-not-politics, that is, a depoliticized approach, that they target individual citizens and not social groups and nurture relationships with state institutions and public officials with whom they cooperate. They demonstrate a weak ability to (1) initiate wider civic mobilization or (2) establish solid institutional preconditions for government accountability. Thus, available data suggests that Serbian NGOs have weak potential to contest power of the state and thus contribute to strengthening government accountability and rule of law.

Intellectual capital as an intangible asset that has not been regulated in financial accounting standards has been reviewed in recent decades. In the public sector, intellectual capital review and testing are still limited. This study aims to examine the effect of intellectual capital on organizational performance. This study uses primary data sourced from questionnaire surveys to the Directorate General of Taxes employees, namely Account Representatives. The questionnaire survey was conducted online from 17 to 21 January 2022. Hypothesis testing was carried out using multiple linear regression tests. This study concludes that public organizational capital, public social capital, and relational public capital positively affect organizational performance. Meanwhile, technological public capital has a negative effect on organizational performance, and public human capital does not influence organizational performance. This study shows public sector organizations to include intellectual capital components in improving employee development policies and planning to improve organizational performance.

Despite improved access to health services in Aotearoa New Zealand there remains a significant socio-economic and health gap between Māori (Indigenous New Zealanders) and Pākehā (non-Māori). E Hine (Girl) is a qualitative Kaupapa Māori (by Māori, for Māori) research project seeking to identify barriers and facilitators to positive health outcomes for young Māori mothers (under 20 years) and their infants. We present the findings of a discourse analysis of six semi-structured interviews with 13 representatives from six government agencies who were asked how their agency catered to the needs of young Māori mothers. Interviews were conducted in Wellington in 2013. First, we discuss respondents’ perspectives on how their agencies work to increase positive health outcomes. Next, we discuss structural issues, such as resource distribution, organization, and “silence”, that may act as barriers to positive outcomes. Addressing these barriers is essential to successfully deliver policies and initiatives that meet the needs of young Māori mothers and their infants.

This paper deals with the problem of improving linguistic and cultural skills of students by introducing integrated foreign language and literature classes into the educational process. The integration of cultures in the departmental law institutions is an important element in the training of specialists whose competence is largely determined by their professional skills as well as by the ability to use a foreign language in terms of establishing contacts with representatives of other cultures and the ability to work independently with scientific and practical documentation and literature, to conduct business correspondence and negotiations. The work outlines the basis for the development of an integrative course of English and literature and offers a series of sessions on interdisciplinary interactions. The conducted researches have shown that interdisciplinary connections in foreign language classes have a positive impact on the quality of the educational process: cadets horizons are expanding, motivational aspect of training is increasing, educational and research activity is becoming more active, moral education is formed, and communicative skills of trainees are developing. The obtained results testify to the need to develop such classes within any specialization and orientation, since integrated courses significantly expand cognitive and language skills of students.

What is the role of government lawyers? Are they merely agents of their client agencies in court, or do they have a broader function within the world of administrative dispute resolution? On the face of the matter, the lawyer within an adversarial legal system is required to present, to the best of her ability, her client's case in court. The lawyer for the government, however, is not just a professional jurist, but also a public official who is committed to the principles of the rule of law and the constitution. Over the last decade, this tension between the loyalty of the public lawyer to her client and her integrity as a legal bureaucrat who forms an essential element in the process of judicial review has drawn the attention of lawyers and legal scholars.In this article I describe a model of Public Law litigation in which governmental lawyers play a much more complex role than that of solely being legal agents who seek to maximize their client's rate of success in court. This is the case in Public Law litigation in Israel before the High Court of Justice, where the government's lawyers function not only as representatives of their client agencies but also, in some cases, as arbitrators who handle legal disputes without the intervention of the Court.

This study aims to examine the factors that determine the quality of financial statements in the central government in Indonesia at Ministries/Agencies, namely audit findings and follow-up of audit recommendations. This study uses quantitative methods with secondary data from 74 of 88 Ministries/Agencies in the Central Government in Indonesia. The sampling method is purposive sampling with financial statements starting from 2015-2019 which are processed using the STATA. This study shows that audit findings and follow-up of audit recommendations affect the quality of financial reporting. The more audit findings can have a negative impact on the quality of financial reports and the more follow-up on audit results recommendations can have a positive impact on the quality of financial reporting. This study only analyzes audit findings and follow-up of audit recommendations without any other variables that can support the quality of financial statements and can lead to accuracy in this study. Research is important for the central government in maximizing efforts to maintain the quality of financial reports in the context of accountability to stakeholders, especially to the community through the House of Representatives. This study provides new insights into the factors that determine the quality of central government financial reports in Indonesia.

Purpose: The tourism sector is the leading sector for Indonesia's foreign exchange earnings. The Indonesian government has established six National Tourism Strategy Areas, including Lake Toba, North Sumatra. Development in the Lake Toba tourist area has been carried out, but it does not automatically bring tourists to visit the Lake Toba Tourism Area. The researcher intended to know the factors of the tourist brand experience in Lake Toba. Therefore, this study aims to confirm the factors obtained from a literature study. Research methodology: The research methodology used is a qualitative study, namely Focus Group Discussion. Participants in the Focus Group Discussion are Government Representatives, Tour Guides, Travel Agencies, and domestic tourists' representatives. Results: The study results should add to the Tourist Self-expression as a new precursor to the destination brand experience. Limitation: The study did not involve hospitality and other relevant governments to gain a broader perspective. This decade commenced with a declaration by the heads of state attending the World Summit for Children that they would pursue the virtual elimination of iodine and vitamin A deficiencies and reduce iron deficiency by 33% before the year 2000. The World Bank has estimated that the economic, socio-economic, and health benefits of sustained elimination could contribute as much as 5% of gross domestic product annually to an affected country for an investment of less than 0.3% of gross domestic product. By 1996, tremendous progress towards the elimination of iodine deficiency had been made, largely due to the involvement of the private food industry in the production and distribution of iodized salt. For goals in preventing vitamin A and iron deficiencies to be achieved, a similar commitment on the part of the food industry is necessary. In 1995 we conducted a survey of 95 representatives of multinational and national food companies and 68 representatives of government and international agencies about private–public partnerships to eliminate micronutrient malnutrition. The survey showed a lack of communication from the public sector to the private sector, although both sides suggest that such communication would be effective and desirable. An international dialogue entitled “Sharing Risk and Reward: Public–Private Collaboration to Eliminate Micronutrient Malnutrition” was held in Ottawa in December 1995, where a framework for communication was established. From this foundation, many countries have initiated or reopened dialogues among governments, industry, agencies, academia, and civic organizations to support the elimination of micronutrient malnutrition.

ABSTRACT The Great Lakes Spill Protection Initiative (GLSPI) was launched in 1992 by eight Great Lakes governors and the chief executive officers of six oil companies. The major objectives of the initiative are to foster a harmonious regulatory framework to promote spill protection efforts, to assure effective response capacity, and to develop cooperative approaches to spill prevention. The initiative undertook a review of existing state regulations, compiled a database of regional response contractors, and facilitated a dialogue between state agencies and industry representatives. The results of these efforts led to recommendations for reviewing and revising state reporting requirements for consistency with federal requirements, streamlining the notification process by establishing a common number for reporting spills, enacting legislation to exempt responders from spill liability in states that have not already done so, coordinating response exercises among industry and governmental agencies, improving spill data collection for the Great Lakes basin, establishing guiding principles for developing state regulations, developing economic incentives to encourage industry prevention efforts, implementing outreach programs to raise awareness of spill protection principles, and continuing the dialogue between government and industry representatives. The GLSPI demonstrates the benefits of a public/private spill protection partnership that may be applicable to other regions.

Unmanned air system (UAS/UAV) noise and urban mobility noise were the subject of two National Academy of Engineering (NAE) hosted workshops under the auspices of the Technology of Quieter America (TQA) program. Both workshops were organized by the INCE Foundation in cooperation with the U.S. National Aeronautics and Space Administration (NASA) and the U.S. Federal Aviation Administration (FAA). The first workshop "UAS and UAV (Drone): Noise Emissions and Noise Control Engineering Technology" was held in Washington, DC in December, 2018. manufacturers, users, U.S. government agencies, universities, consultants and professional societies. The second was an e-workshop "Aerial Mobility: Noise Issues and Technology" in December, 2020. Participants at each workshop included representatives from manufacturers (US and international), users, U.S. government agencies, academia, consultants, professional societies, and law firms. Topics included: modelling, testing, psychoacoustics, community impact, noise reduction strategies, measurement techniques, and uses of both UAS/UAVs and aerial mobility.

High school civics classes and Schoolhouse Rock! create an image of democracy and lawmaking as resting on a foundation of voter participation in the law-making process, either through the election of representatives or the casting of votes on a ballot issue. However, over time Congress has delegated to administrative agencies substantial authority to make law. As the government and society have become more complex, Congress has had to delegate much of its legislative authority to administrative agencies just to keep up with the growing need for federal regulation. Indeed, administrative agencies create many times more laws than Congress each year. These agencies are part of the Executive Branch of government. Each agency is usually created to address a single area, i.e., the Environmental Protection Area and the Federal Election Commission. Their Congressional mandate usually allows an agency to operate largely independently and allows an agency to develop specialized knowledge and technical expertise with respect to the assigned subject matter; expertise that Congress would be unable to develop in light of the very broad areas in which Federal legislation operates. To protect against agency overreaching and ensure that the lawmaking function remain democratic, administrative rulemaking procedures must be open, transparent, and accessible.

A study was undertaken to identify the pressing problems in the Tinau River and to suggest ways to overcome the various problems such as pollution, riverbed extraction, bank erosion and threats to the foundation of bridges, etc. The study showed several problems responsible for deteriorating the health of the Tinau River. The Study suggests that the agencies and stakeholders should work together to counter the various negative problems. A Commission involving the concerned representatives from the Government, Municipality, DDC, VDC and the stakeholders such as WUAs of irrigation, water supply and others has been proposed to be established. All the river conservation practices from the Government and funding agencies have to be implemented with the active participation of the beneficiaries. It must be started as early as possible. The effective way of river conservation would be the active participation of the local inhabitants with meaningful Government support. Abstract How did the relation between Civil Society Organizations (CSOs) and government develop during the first months of the COVID-19 pandemic, once governments had taken restrictive measures to lock down economic and public life? Austria is used as an example of a corporatist welfare state whereby collaboration between government and CSOs occurs particularly in the fields of social services, health-care, and youth. Our analysis focuses on the social service sector and differentiates between several social policy fields. We hereby analyze data from qualitative interviews with CEOs from 30 CSOs, four group discussions with another 30 representatives of CSOs, public agencies and authorities, and from a standardized questionnaire (n = 99 CSOs). We also utilize our own experiences as participant observers in meetings between CSOs and government. Results indicate that CSOs suffered financially partly due to a decrease in income, though mostly due to an increase in cost. In social services in particular, they also faced hardships caused by the need to reorganize operations and human resources, and by the increased demands of customers. Federal government took responsibility for supporting CSOs financially, though such support was hampered by unclear competencies in Austria’s multilayered federal system.

This study seeks to examine the ways in which transit agencies and local governments have been considering the transportation needs of older adults when planning for transit-oriented development (TOD). Surveys with representatives from a sample of transit agencies (n= 15) and local governments (n=31) from across the US were conducted. Few of the surveyed agencies indicated that they had specific practices that encourage TOD to help meet the transportation needs of older adults. Respondents identified the cost of development, market forces, and the lack of specific amenities for older adults as the primary barriers to attracting aging groups to TOD.

The article analyzes the most important period in the historical development of Venezuela. Under the dictator Juan Vicente Gomez, who reigned uncontrollably for a long time, the “Generation of the 28th” emerged. It contributed notably to the democratic development of the country. The participants of named movement were mainly the representatives of student youth; they were the first to openly oppose the tyranny. "The Generation of the 28th" went through a complex evolutionary path eradicating their own mistakes. A representative democracy functioned in Venezuela for forty years. It modified the face of Venezuelan society: the adopted Constitution guaranteed to all citizens the right to elect and be elected. The regular shifts in all the government agencies, a freedom of assembly and the media were practiced. The democratic institutions worked securily while serious socio-economic reforms were carried out throughout the country.

This research evaluates the implementation and management of the Meycauayan-Marilao-Obando River System Water Quality Management Area (MMORS WQMA) in reference to the pillars of Integrated Water Resource Management (IWRM) using a multi-method approach. Research participants include representatives from regional regulatory agencies and local government units of seven cities and municipalities along the river system. Aside from ecosystem, institutional and socio-political drivers, the designation of MMORS as a WQMA was influenced by the shared common interest and endorsement of local stakeholders including financial support from international agencies. Also, an enabling policy environment that reflects IWRM pillars helped in the creation of MMORS WQMA. However, disparities in WQMA Governing Board (GB)’s and the local government units’ (LGUs) level of awareness and actual level of implementation of functions are observed, hence, the need for integration. The lack of a guiding system or framework in monitoring, evaluation and information management hinders better integration among the different agencies and LGUs in the MMO WQMA GB. Also, lack of financial, human and technical resources limit performance of the GB. Improving mechanisms may include approval of the National Water Quality Management Fund; development of financial and annual plans (with short-term targets), collaboration among GB members and capacity-building.

AbstractAntimicrobial resistance is an increasing problem in healthcare institutions and in the community. Public concern about resistance is also increasing. The issue is broad and complex and not readily addressed by government, industry, or professional societies alone. On October 29-30,1998,19 representatives of various professional societies and governmental agencies met under the auspices of the Society for Healthcare Epidemiology of America (SHEA) at Brook Lodge Conference Center in Augusta, Michigan. The purpose of the meeting was to discuss the current status of antimicrobial resistance in the United States and Canada, including present society and governmental efforts to address the problem. Representatives exchanged experiences through presentations and discussions on the first day, then on the second day held a brainstorming session to address future needs and priorities in addressing the resistance problem. It was agreed that a national coordinated effort was needed. As part of this national effort, representatives called for the creation of a National Coalition on Antibiotic Resistance (NCAR) to combat antibiotic resistance through education, research, prevention, and advocacy. Priorities for NCAR were focused in four areas: (1) education of the public and professionals; (2) support of basic and applied research; (3) provision of an information resource and clearinghouse; and (4) advocacy initiatives. At the recommendation of the SHEA Board, discussions with the National Foundation for Infectious Diseases for the joint development of NCAR have begun.

As health care costs climb, governments continue to seek ways of controlling expenditures and improving accountability. One approach recently used by the government of Ontario to reform the delivery of homecare services focused on the introduction of competitive market forces in conjunction with the establishment of greater managerial controls over the activities of frontline health professionals. The purpose of this article is to assess how this “managed competition” model impacted the role of homecare case managers and their relationships with frontline health professionals. Data for this case study were obtained primarily through 36 in-depth key informant interviews with representatives from homecare provider agencies and the community care access centers (CCACs), which contract with the provider agencies for client services. The managed competition reform dramatically altered the role of homecare case managers by requiring them to take on greater responsibility for monitoring budgets and rationing services. This shift from a collaborative to a competitive system promoted conflict between case managers and other health care professionals. In the presence of an increasingly bureaucratized case manager role, interprofessional conflict and a focus on cost containment seems to have left clients without any clear advocate of their interests.

SUMMARYIntermediaries are seen as important actors in facilitating payments for environmental services (PES). However, few data exist on the adequacy of the services provided by intermediaries and the impacts of their interventions. Using four PES case studies in Vietnam, this paper analyses the roles of government agencies, non-government organizations, international agencies, local organizations and professional consulting firms as PES intermediaries. The findings indicate that these intermediaries are essential in supporting PES establishment. Their roles are as service and information providers, mediators, arbitrators, equalizers, representatives, watchdogs, developers of standards and bridge builders. Concerns have been raised about the quality of intermediaries’ participatory work, political influence on intermediaries’ activities and the neutral status of intermediaries. Although local organizations are strongly driven by the government, they are important channels for the poor to express their opinions. However, to act as environmental services (ES) sellers, local organizations need to overcome numerous challenges, particularly related to capacity for monitoring ES and enforcement of contracts. Relationships amongst intermediaries are complex and should be carefully examined by PES stakeholders to avoid negative impact on the poor. Each of the intermediaries may operate at a different level and can have different functions but a multi-sector approach is required for an effective PES implementation.

Purpose – The purpose of this paper is to provide insights into the multiple anti-corruption agencies (ACAs) in Taiwan and their conflict resolution. The birth of the Agency Against Corruption (AAC) in 2011 created the unintended consequence of sibling rivalry with the elder Ministry of Justice Investigation Bureau (MJIB). Design/methodology/approach – A historical background of these agencies is discussed and followed by an analysis of the diversified conflicts among the prosecutor’s office, the AAC and the MJIB. The empirical sources of this study include 17 in-depth interviews with government officials both at ministerial level and field level, scholars and NGO representatives. Findings – The redundancy of ACAs in Taiwan is a fact, which is extremely difficult to change in the foreseeable future in the light of current political and fiscal constraints. This paper concludes that the conflicts among multiple ACAs and their operational weaknesses will not fade away after a mere directive from their superior, the Ministry of Justice, unless genuine cooperation is put into place in various individual cases. Practical implications – This paper provides a road-map for decision makers to improve collective anti-corruption performance. Taiwan’s AAC serves as the latest example testing the efficacy of the multiple specialized ACAs. Originality/value – This pioneering study provides insights into Taiwan’s anti-corruption policy and practices. More investigative studies should be conducted on the effectiveness of multiple ACAs in other countries.

Objective: Individuals leading nongovernmental organizations (NGOs) often lack adequate training to best serve their communities’ needs during disaster recovery even as they are often tasked with filling in gaps left by governmental and private resources. Thus, it is essential that education and training initiatives address NGO efforts specifically. This paper identifies training and education needs as proffered by organizational representatives that have themselves been involved in long-term recovery efforts following disasters in the past 10 years across Texas.Design, Setting, and Subjects: Qualitative interviews with nearly 100 local NGO representatives, government officials, and regional and state-level NGO representatives were conducted using purposive and snowball sampling. The participants conducted recovery activities in six different locations in Texas since 2008.Results: Many respondents noted that they had little experience in disaster recovery and a lack of understanding of what recovery involved. Interviewees identified needs for training including how to coordinate recovery tasks among multiple organizations and agencies (eg, who to involve, what skillsets are needed, what group structure should be formed), how to distribute financial and nonfinancial resources (eg, how to prioritize needs, how to distribute funds, who should receive funding), and how to manage media and external organizational attention.Conclusion: This paper provides recommendations for augmenting existing NGO training and educational activities and developing new training schemes offering practical advice from recovery leaders who have been on the frontline of recent disasters.

This article argues that each and every federal agency serves one customer — the American public— and that agencies learn about that customer from the top down, through the political process and the laws and regulations emulating from that process. For this reason, the bureaucracy is an essential ingredient in the management of federal agencies. The National Performance Review's assertion that bureaucrats are unnecessary and get in the way of line managers and employees misses the mark. Bureaucrats are at the very core of government. Properly conceived, they are the public's customer representatives, working to make sure agencies are managed in accordance with the public interest. Reinventing the bureaucracy may be a good idea, but eliminating it or weakening could be a terrible idea, making agencies even less responsive to the public's needs. Some key suggestions for how the bureaucracy can be improved are offered including: constantly improve the bureaucracy's rules, flatten the organizational structure, build partnerships with others outside the bureaucracy, use expert systems, and reengineer rule-based processes. Professionals in the federal bureaucracy — including human resource management professionals — are currently being challenged to demonstrate why they are needed. This article provides a clear, logical argument supporting the importance of the bureaucracy.

Abstract The definition and understanding of the Industry 4.0 concept vary widely in the literature and among practitioners. The objective of our research was to analyse the perceptions of Industry 4.0 in the Visegrad companies and the explanations for the differences thereof; and second, to compare perceptions of Industry 4.0 between Visegrad firms and experts. Our article relies on a combined methodology: analysis of literature and of information gained from questionnaire-based semi-structured interviews, conducted with randomly selected company representatives, academic and industry experts, and representatives of government agencies. Our results show that most Visegrad firms identify Industry 4.0 only with a limited set of selected new technologies, while experts usually have a more complex understanding of it, identifying it with a new business model. It would be important to have a clearly defined concept in order to elaborate related nationwide strategies and related economic and other policy tools.

Purpose of the research. The aim of the study is to identify the characteristics of creative industries in a developing country like Kazakhstan and derive the main obstacles.Research methodology. In this study, a descriptive analysis of the creative industries in Kazakhstan was carried out on the basis of a qualitative study (interview), in which 84 representatives of the following spheres took part: performing arts (26 %), design (20 %), craft (14 %), software and computer systems (13 %), music (13 %), cinematography (6 %), architecture (3 %), television and radio (2 %), interactive entertainment programs (3 %).Originality / value of the research. The concept of creative industries is gaining in importance and infl uence in both developed and developing countries. The results of the study are valuable for both academic and political spaces, enriching the literature with theoretical and practical recommendations for improving the development of creative industries.The results of the study. As a result of the study, codes were identifi ed, united into groups that formed the following categories: business model, motivation, fi nancing, technology, networks, barriers, position of Kazakhstan and COVID-19, according to which a qualitative analysis of domestic creative industries was carried out. As a result, the decoding of each code revealed that the bulk of the industry representatives (38 %) are individual entrepreneurs, 31 % are freelancers, 21 % are LLP representatives; the main source of funding are the representatives of the industry themselves (65 %), lending (17 %) and government support (6 %), which indicates a low involvement of government agencies in the development and support of creative industries. To eliminate barriers to development, it was proposed to increase the level of state involvement in the form of fi nancial and legal support, to establish communications with foreign representatives to exchange experience and improve the qualifi cations of domestic specialists, etc.

ABSTRACT The current approach to preparedness for oil and hazardous materials spills in the United States is a maze of federal, state, and local programs that often overlap. The National Response Team (NRT), in cooperation with the Region 6 Response Team (RRT), has developed a contingency plan format that simplifies existing federal regulatory requirements into a single integrated contingency plan (ICP). This format, which was developed by a working group chaired by the EPA Region 6, with representatives from government, industry, labor, and environmental groups, can be used as a model for cooperative projects involving the public and private sectors. The purpose of the ICP is to simplify emergency response plans at facilities. A facility using the ICP format would benefit from the reduced costs of maintaining and updating plans and from the simplified training for responders. Use of the ICP format should also reduce confusion about which plan to use during a response and should improve coordination between facilities and state and federal response agencies.

I investigate to what extent India’s Right to Information Act is useful for poor households. Drawing on empirical data from central Uttar Pradesh, I study two categories of poor households—urban and rural—possessing Below Poverty Line cards. These cards entitle their holders to several subsidies, but they are poorly targeted: certain communities receive more cards, while most of the deserving poor do not receive them. The Act is meant to create space for democratization, enabling the poor to challenge local power holders; but there are obstacles to their taking advantage of it. They are scarcely educated, and unaware of the Act, and they get no support from government agencies responsible for implementing it. This has encouraged the use of manipulative tactics by local representatives and government bureaucrats seeking power, control, and domination. But the poor do find ways to receive their entitlements.

The Santo Antonio de Padua natural stone cluster in the state of Rio de Janeiro is considered one of the most successful small mining initiatives in Brazil, having seen the creation of around 150 small- and medium-sized companies operating quarries and stone saw mills. Initially used as corral flooring material, the natural stone was later used in large urban projects such as the Porto Maravilha, a project supported by the city of Rio de Janeiro to modernize the city port before the 2016 Olympic Games. Such a step forward was made possible by a multistakeholder approach that brought together local stone business representatives, government agencies, non-governmental institutions, and other authorities that supported a regional development plan stablishing natural stone production as a priority. This paper describes historical events associated with the development of the Padua stone cluster that may offer practical examples for similar initiatives worldwide.

In recent years, blockchain technology has garnered interest from a diverse range of industries and areas, mostly due to its enormous possibilities for transforming the way data is stored and utilized, enhancing security and transparency, and facilitating transactions. In light of the rapid advancement of blockchain technology and the trend toward increasing the awareness of its benefits in the tourism sector, the Vietnamese government, particularly Ministry of Culture- Sports and Tourism, has made significant efforts and played a pivotal role in trying to establish an ecosystem, facilitating blockchain technology to gradually integrate into tourism activities. This contemporary study was conducted to ascertain the level of government interest in fostering an environment conducive to the adoption of blockchain technology in Vietnam. To begin, the author collected secondary data on the number of seminars held and sanctioned by local governments in Vietnam about the use of blockchain technology in tourism since 2018. Second, fifteen tourism specialists who work in resorts, travel agencies, and tourism-related enterprises on Phu Quoc Island were chosen to collect primary data using a mix of open- and closed-ended questionnaires. The Delphi technique was used to evaluate the data collected in order to estimate the outcome of a future scenario involving the establishment of a blockchain system on Phu Quoc Island. The findings indicate that local governments are likely to be interested in expanding the legal framework for access to blockchain technology, and tourism organizations are willing to incorporate blockchain technology into their current operations if the legal framework allows for this new technology. According to the findings, there are two distinct views on which business scope should be prioritized first. For example, hotel and resort representatives prefer to integrate booking and luggage checking first, while travel agencies prefer automatic commission allocation for travel parties involved in the entire tourism procedure.

The study investigates the potential for takaful operators to collaborate with the government by using drones to identify victims in the event of a mass disaster. It is critical to emphasise that takaful operators are not part of the government agencies involved in the search and rescue (S&R) operations. Nevertheless, takaful operators are part of the critical chain in the risk management process because they are the parties that will issue compensation to victims if they are takaful participants (policyholders). Through semi-structured interviews, feedback on this issue was gathered from key informants who are experts in their fields. This study included 21 key informants: first responders to an emergency or disaster from Malaysian government agencies, forensic experts, takaful association, drone practitioners (including drone pilots, Vice President (VP) of drone consultation services, and the owner of a drone company), actuarial expert, Shariah experts, regulators (representatives from the central bank), takaful participants, and accounting expert. Findings indicate that the benefits of using drones to the takaful operators are undisputable. Yet, the associated costs of using the device are the main concerns to the industry players. The middle path is to have joint funds between the takaful industry and the government to pool the funds for the national disaster management agency to employ drones for DVI needs in the event of a disaster. Thus, the findings of this study will be useful to the government and takaful association when developing future policy and guidelines for the takaful industry. Furthermore, this research adds to the body of knowledge and provides a better understanding of the subject.

Six distinct though related strands of ‘enabling’ as applied to the ability of local governments to engage in innovative methods of service delivery are distinguished. The practice of ‘enabling’ is analysed to identify possible advantages, obstacles, and disadvantages. Contracting can secure economies and strengthen the local economy but can cause problems of accountability. Consumerism may extend service-user choice but can be tokenistic for dependent clients and claimants. Community planning forces elected representatives to consider the impact on the community of the actions of all local decisionmakers but can be negated by central controls. Leadership can mobilise community resources from the commercial and not-for-profit sectors but is incompatible with the proliferation of nonaccountable agencies. Self-help can improve service responsiveness but is not necessarily democratically organised or empowering. Participation can empower but its commonest forms are weak. Concepts of enabling show how conventional local government can create innovative local governance.

The article studies diasporas of states that turn into a valid actor in terms of international relations and more of ten become subjects and objects of public diplomacy. Governments of states are trying to adjust efficient communication and cooperation with their diasporas facilitating the institutionalization of their associations through the establishment of government agencies embracing the issues of interaction between the government and diaspora. Diasporas are of a special importance for small countries due to the lack of resources the country might use for carrying out their foreign policy and organizing diplomatic missions. For example, diasporas of Israel, Greece, Armenia etc. in the USA significantly influence the formation of politics of the United States toward their historical motherlands contributing to the development of bilateral relations. The author states that the diaspora studies peaked in the late 1990s, when researchers studied the characteristics of the diaspora as a social entity, and raised the issue of the limits of the diaspora. The Irish, Armenian and Jewish diasporas are classic examples of how the diaspora can represent and promote the interests of its homeland in the American government, while functioning as full-on diplomatic actors in bilateral relations. The paper notes that researchers of the diaspora's role in public diplomacy are paying much attention to China and India, due to their audacious initiatives to institutionalize relations with the diasporas, in order to obtain the potential benefits diasporas can bring for bilateral relations (particularly economic ones) as mediators and catalysts. These initiatives include the establishment of ministries and government agencies to engage and coordinate work with the diasporas. Thus, part of the state apparatus works exclusively with the communities of its country abroad. In China and India, the affairs of diaspora are meddled with on subnational levels with the participation of provincial and local governments. Their diaspora ministries and agencies conduct conferences on diaspora issues within the respective countries and send missions and delegations abroad to organize communication with their diasporas. Diasporas are primarily perceived as a source of information and advice, as well as a means of civic engagement for embassies and ministries/ departments.The author draws the following conclusion: first, today states involve diasporas in fulfillment of their diplomatic targets in terms of public diplomacy to promote national interests and reaching their personal goals; second, the notion of diaspora and diplomacy have been significantly widened lately and third, representatives of different diasporas often address diplomatic practice in official way by appointing honorary consuls or in an unofficial way through the activities of citizens-diplomats. Meeting the dual goal of improving income and enhancing the nutrition status of Nepal’s rural residents is the mandate of the Integrating Gender and Nutrition within Agricultural Extension Services (INGENAES) project, which is supported by the United States Agency for International Development’s (USAID) Feed the Future initiative. A landscape study that provided an overview of Nepal’s agriculture and the status of the country’s agricultural extension system (AES) threshed out a primary target audience—rural women. How can they be reached with nutrition information through the existing AES? The landscape study also identified 11 organizations as INGENAES collaborators. What opportunities do they offer to advance INGENAES objectives? Following Rice and Foote’s (2001) systems-theoretical approach, this formative evaluation study drew from the insights of project and program managers and coordinators, communication officers, representatives of non-government organizations (NGOs), extension officers, and editors and journalists of farm publications who work in the intersection of agriculture and nutrition in Nepal. Data were gathered from a survey of the chief communication and/or extension officers of these 11 partner agencies. Additional data were collected from evaluation questionnaires completed by project managers and communication officers of 12 government and non-government agencies who participated in a seminar-workshop on how to improve gender and nutrition communication. These two methods brought to light opportunities that can be used to enhance the communication and/or extension of nutrition-enriched agricultural information, especially to rural women. Recommendations for future communications work are offered.

Australia has maintained a highly restrictive regulatory framework for nicotine vaping products (NVPs) and the regulatory approach differs from most other high income countries. This paper employed a thematic analysis to assess policy consultation submissions made to a government inquiry regarding use and marketing of NVPs. We included in the analysis submissions (n = 40) made by Australian institutions that influence or contribute to health policy-making including government agencies, health bodies and charities (n = 23), and public health academics and healthcare professionals (n = 18). Submissions from commercial entities and consumers were excluded. The majority of submissions from representatives of government agencies, health bodies and charities recommended maintaining current restrictions on NVPs. Arguments against widening access to NVPs included the demand for long-term evidence on safety and efficacy of an unusually high standard. There was widespread support for restrictions on sales, advertising and promotion, with most submissions supporting similar controls as for tobacco products. In contrast, the majority of individual submissions from healthcare professionals and public health academics advocated for widening access to NVPs for smokers and emphasized the potential benefits of smokers switching to vaping and the policy incoherence of regulating less harmful nicotine products more strictly than tobacco cigarettes. Progress in resolving the policy debate concerning NVP regulation in Australia will require policy makers, clinicians and the public health community to engage in a meaningful dialogue which gives due consideration to both intended and unintended consequences of proposed policies.

The major concern of this study is the assessment on the current reconstruction and rehabilitation of Marawi based on the perception of agencies representatives and especially the internally displaced persons after 5-month battle against the ISIS-inspired Maute Group. This study had 221 IDP key informants and employed cross-sectional survey as research design and simple random sampling through house-to-house basis of interview using a self-structured questionnaire as a tool for data gathering. The results revealed that respondents have positively perceived that government is doing its best effort and has given much attention to complete the rehabilitation. Thus, rehabilitation program has specific direction. Also, respondents perceived that corruption of funds can greatly affect the implementation of the program while insufficient numbers of personnel and lack of advanced technologies can slow down the rehabilitation and reconstruction process. It was also revealed that respondents feel the sense of security and safety in the provided shelters and families of 6 members are fit enough to it. Thus, respondents demonstrate satisfaction on the effectiveness of shelters as well as its location. Lastly, respondents have faced problems in the temporary shelters such as lack of health facilities and health personnel and no livelihood program being provided for them. On a final note, the rehabilitation and reconstruction process of the government is behind on track and people are gradually losing trust as a result of overdue delay. Recommendation of this study stressed out to religiously employ the participatory approach and efficiently implement the blueprinted plan for Marawi to effectively expedite the rehabilitation, thus trust and confidence of people towards government will not be disregarded.

Cities are currently struggling with increasingly limited land availability and rising land prices in urban areas. In this regard, proper land management can control land prices and optimize space to be effective, efficient and sustainable. This paper presents the results of research in Sungai Selan, a small city of Central Bangka Regency. It focuses on the forms of land management by determining the community and stakeholder readiness in a Land Cooperative Institution to implement a Detail Urban Spatial Plan (RDTRK), especially concerning land consolidation. We conducted this study during the Covid-19 pandemic and, therefore, research methods were adapted to suit the prevailing conditions by uploading expert priority choices online. The experts involved were those considered the main stakeholders of RDTRK implementation, such as representatives from the local government agencies, members of the Local Council of People Representative (DPRD), and selected members of cooperatives dealing with land and spatial issues. The results show that stakeholders are in general ready to establish land cooperatives and incorporate into RDTRK implementation with certain conditions.
