Transport and logistics clusters are aimed at optimizing the movement of freight flow in regional supply chains and concentrate the transport and logistics infrastructure of the territory, transport and logistics companies, manufacturing enterprises. The purpose of the article is to study the structure, factors and conditions of creation of transport and logistics clusters at the regional level in accordance with this approach. An example of Germany’s transport and logistics cluster «Frankfurt am Main» is considered. The content of the cluster approach is considered. Cluster benefits are provided. The main participants of the transport and logistics cluster are considered. The model of formation of transport and logistics cluster at regional level is presented. The main tasks of forming a transport and logistic cluster are determined. In-fluence factors on the formation of transport and logistics clusters are generalized: consistent state eco-nomic policy, globalization of transport and logistics infrastructure, horizontal integration of the logistics infrastructure complex and the companies that serve it, outsourcing of transport and logistics services, forecasting and minimizing the level of risk. The directions of the analysis for understanding the weak-nesses and strengths of the region for the formation of cluster structures are determined. Prospects of crea-tion of transport and logistics cluster in Kherson region are considered and its structural elements are defined. The content of the cluster is considered. The activity of the transport and logistics cluster of the region promotes the use of innovative poten-tial through the creation of an efficient transport complex. The cluster maximally takes into account the effect of the market mechanism. The cluster approach is one of the most advanced industry management technologies. In Poland, Europe and worldwide, business strategies are implemented to ensure economic growth as a result of the impact of innovation and regional competitiveness. One of the effective and already proven methods of this strategy is building a competitive advantage based on the development of regional clusters. In their operations, clusters use the benefits of agglomeration, scale, range as well as local facilities resulting from production processes and distribution of knowledge. The concept of logistics clusters perfectly fits the aims of business clusters. The efficiency of logistics processes is perceived through the prism of cluster’s efficiency and effectiveness; the cluster philosophy can be used in logistics activities in order to seek optimization of its processes. Combining a cluster project with a logistics activity is one of the ways to improve competitiveness. Logistics clusters have the ability of a wider use of solutions developed by individual companies forming a cluster as well as solutions developed by companies from other sectors with which such enterprises cooperate. It is possible due to the development of innovative solutions in customer service, based on the experienceand cooperation of enterprises which can be considered as logistic and entities from other sectors of economy. The emergence of logistics clusters is stimulated by processes of internationalization and liberalization of material and capital flows, permanent search for new sources of competitive advantage, e. g. by optimizing logistics processes leading to cost reduction and by minimizing development disproportions of EU regions. The influence of market environment and existing trends causes that the analysis of a value chain and its network of connections as well as the course of processes should lead to a stage of selecting the most beneficial structures of this chain and the sequence of processes in this chain (Obłój, 1998, p. 215). As a consequence, logistics clusters including, for example, companies from freight-transportation-logistics (FTL) industry, will be looking for more effective ways of functioning. While examining the impact of logistics processes implemented in cluster initiatives on company’s financial results, it is necessary to determine the share of logistics costs in total costs and their impact on other areas of this company.

The industrial cluster is a phenomenon in a certain area, where numbers of enterprises with close industrial relationship and their supporting organization cluster in space to produce a strong and continuous predominance within industry. The competition advantage and innovation advantage of industrial clusters dont come from aggregation of enterprises, but from the interaction between the main specific region and the collaboration both inside and outside of industrial clusters .The mode of cooperation of the regional logistics refers to improvement of industrial clusters competitiveness and development of modem regional logistics. From this angle, the paper proposes the basic function of regional logistics cooperation system accord to the features of industrial cluster so as to ensuring the industrial cluster to develop healthily and sustainability.

The cluster theory has become one of the main concepts promoting regional competitiveness, innovation, and growth. Among the measurements, the Location Quotient has been widely adopted by researchers in measuring logistics industrial cluster. This paper tries to measure the degree of logistics industrial cluster for 21 national logistics nodes cities of China with the help of Location Quotient. The results obtained from these regions can be transferred to national logistics nodes cities planning policy attempting to encourage city logistics networks. As a result, it is generally acknowledged that these logistics industrial clusters influence regional economic development.

Purpose – The purpose of this paper is twofold. First to identify economic activities and broader spatial logistics functions that characterise an urban setting, and second to delineate significant spatial logistics employment clusters to represent the underlying regional geography of the logistics landscape. Design/methodology/approach – Using the four-digit Australian and New Zealand Standard Industrial Classification, industries “explicitly” related to logistics were identified and aggregated with respect to employment. A principal component analysis was conducted to capture the functional interdependence of inter-related industries and measures of spatial autocorrelation were also applied to identify spatial logistics employment clusters. Findings – The results show that the logistics sector accounts for 3.57 per cent of total employment and that road freight, postal services, and air and space transport are major employers of logistics managers. The research shows significant spatial clustering of logistics employment in the western and southern corridors of Melbourne, associated spatially with manufacturing, service industry and retail hubs in those areas. Research limitations/implications – This research offers empirically informed insights into the composition of spatial logistics employment clusters to regions that lack a means of production that would otherwise support the economy. Inability to measure the size of the logistics sector due to overlaps with other sectors such as manufacturing is a limitation of the data used. Practical implications – The research offers policymakers and practitioners an empirically founded basis on which decisions about future infrastructure investment can be evaluated to support cluster development and achieve economies of agglomeration. Originality/value – The key value of this research is the quantification of spatial logistics employment clusters using spatial autocorrelation measures to empirically identify and spatially contextualize logistics hubs.

The purpose of the work is to study the peculiarities of the formation and prospects of the development of transport clusters in order to improve the efficiency of the transport system of the country. The research method is a comparison and statistical analysis of the structures and characteristics of transport and logistics clusters in the advanced countries of the world. Modern market conditions require Ukraine to form a competitive logistics system with the further entry into the international world macrosystem, which will allow Ukraine to form a competitive transport system and effective infrastructure, strengthen international relations with other trade regions and countries. The question of improving competitiveness on the world market is one of the most urgent areas of development for Ukraine, and clusterization is one of the ways of effective economic development and its maintenance on the proper level in the system of world economic relations. Taking into account that the transport and logistics industry plays an important role in the public production of our country, the formation of transport and logistics clusters will have great social and economic significance for both the regional and national economies. Clusters become the poles of economic growth, not only of individual regions in which they are localized, but also of the state as a whole. The task of the state is to create the necessary conditions, an attractive investment environment for the emergence of new ones and the development of existing clusters. Topicality. One of the dynamic and rapid lines of development of modern regional ecosystems is transport logistics as an effective source of competitive advantages. This requires the use of new tools to improve the competitive ability of regions, including the cluster approach, the essence of which is the formation and development of logistic clusters by consolidating the efforts of the state, business, science, education in priority fields of economic activity. As international practice shows, the implementation of the cluster model of logistic activities will contribute to the reduction of total logistic costs by 12-35% as a result of reducing transport costs by 7-20% and the cost of handling operations by 20-30%, as well as accelerating the speed of circulation of material resources by 20-40%. Therefore, the creation of logistic clusters will create favorable conditions for the growth of the volume and quality of transport and logistics services and create a qualitatively new model of the regional economy.Aim and tasks. The aim of the article is to analyze the current state and problems of the formation of the institutional environment of functioning of logistic clusters in the economic regions of Ukraine, as well as to develop proposals for the creation of the appropriate institutional conditions for the development of logistic clusters as illustrated by the Prydniprovsky and Sloboda economic regions.Research results. It was found that the formation and effective functioning of logistic clusters in the regions of Ukraine is hampered by many key barriers that can be conditionally classified into the following groups, such as political, foreign economic, institutional, investment and financial, infrastructure, logistics. It was proved that for the effective development of logistic clusters in the economic regions of Ukraine it is reasonable to develop proposals for the creation of appropriate institutional conditions, which are to finalize the Strategies of the regional development in terms of institutional, investmen and financial, organizational and economic and information support of the functioning of logistic clusters using the cluster approach, as well as the Concepts of creating logistic clusters and Strategies for the integrated development of logistic clusters as a component of the regional transport and logistic system; implementation of the financial support mechanism, which includes exogenous and endogenous factors affecting the development of the regional transport and logistic system; the principles on which the formation of logistic clusters should be based; management functions (forecasting, planning, organization, accounting, control, analysis, regulation); a set of tools governing the organization and implementation of logistic activities, as well as the provision of transport services; financial instruments (venture investment, crowdinvesting, factoring, public-private partnership on the basis of attracting private investments, funds of credit institutions, foreign investment resources, grants of international financial organizations); means (digital, information and communication technologies, software, regulatory documents).Combination of modern cluster policy, mechanism of institutional support for the development of an integrated transport and logistic system and strategies of smart industry specializations in the context of decentralization will create the appropriate conditions for the formation of a logistic cluster as an effective form of partnership, strengthen the competitive advantages of the Prydniprovsky and Sloboda economic regions and increase the economic capacity of territorial communities.Conclusion. It was substantiated that the introduction of proposals for the creation of the appropriate institutional conditions for the formation and development of logistic clusters will contribute to a synergetic effect, the components of which are to increase the level of investment attractiveness of economic regions; increase revenues due to economic growth of territories; creation of new jobs and growth of employment; increase in the volume of cargo transportation and turnover; optimization of movement of logistic flows; cost reduction for the organization of logistic activities for the reduction of transport component in the cost of services, reduction in time to complete customs procedures for clearance of goods; provision of favourable conditions for the functioning of logistic market; creating objects of the appropriate logistic infrastructure (transport, trade, service, etc); improvement of the technology of transportation with the use of modern digital information and communication technologies.

The article deals with the current issue of development of the transport and logistics system and transport and logical clusters on the territory of the Russian Federation on the basis of network interaction. The subject of the study is the transport and logistics clusters of Russian regions, their importance in the development of the transport and logistics complex and economy of Russian regions. Scientific and theoretical concepts on the research problem and their hierarchy in the transport and logistics complex of the region are considered. The economic essence of the transport and logistics cluster and its structure elements are described, and the economic characteristics of various groups of enterprises depending on the degree of participation in the main business process are presented. A comparative assessment of the state and functioning of transport and logistics clusters on the territory of Russia with the European network of transport and logistics clusters formed during the strengthening of integration of European economies into a single space is carried out and proposals for their development based on network interaction are made. The main research methods are formal logical, system and situational approaches, and statistical analysis. The need to support the formation of transport and logistics clusters through state programs and strategies, forms of public-private partnership in economy, activation of integration ties and integrated development based on basic enterprises is identified. The indicators of functioning of transport and logical clusters on the example of Belgorod region, Primorye Krai, including the level of development of the regional infrastructure, the degree of involvement of the economic power of the region, regions position on major domestic and global transport corridors are analyzed and studied. Based on the results of the work, proposals for the development of network interaction in the transport and logistics complex of the regions were formulated, prospects and directions for improving the economic efficiency of transport enterprises were determined, and the percentage of losses in the industry was reduced. The application of the results is useful in the development of regional socio-economic and transport development programs.

The purpose of this paper is to identify problems in innovation and show the role of clusters in the innovative development of the North-West regions of Russia. A characteristic feature of the present stage of economic development of the regions of the Russian Federation is the transition to an innovative socially oriented model of economic development based mainly on the generation, dissemination and use of knowledge. Analysis of policy documents on the federal, as well as macro-regional level regarding issues of strategy of innovative development has shown that the transition to an innovative model of development at the regional level is largely related to formation of clusters: High-tech clusters in urban areas; Clusters focused on the deep processing of raw materials and energy with the use of modern technologies in underdeveloped areas; Tourist and recreational clusters in areas with unique natural and climatic conditions; Transport and logistics clusters in areas with favorable geographical position. Great attention to the practical issues of creating clusters is also paid to the regional level. In the strategic development documents of the most of the subjects in the North-West of Russia specific clusters are identified, which could become locomotives of innovation development of the regional economy. The most common in the regions of North-West are the following clusters: forest, tourism, manufacturing, transport and logistics. Analysis of regional practices on creating clusters showed that they are mainly based on the existing specialization of regional economies. Insufficient attention is paid to identify and support of new innovative clusters, and formation of inter-regional clusters.

Introduction. Increased competition on the global capital market encourages companies to use marketing tools to stand out from competitors and thus have higher chances of investments attraction. The purpose of the article is to improve the theoretical and methodological foundations of regional logistics clusters formation, and to develop scientific and practical recommendations on the investment attractiveness of diversified enterprises in the aviation cluster of low-budget transportation. Aim and tasks. The purpose of the article is to improve the theoretical and methodological foundations of regional transport and logistics clusters, and to develop scientific and practical recommendations on the investment attractiveness of diversified enterprises in the aviation cluster of low-budget transportation. Results. Modern conditions of economic development are characterized by accelerating globalization and intensifying competition not only between companies and countries, but also between regions. The competitiveness of Ukraine consists of the competitiveness of the regions, which is formed by active development of economic entities in the respective regions. The competitiveness is characterized by support and development of clusters by consolidating the efforts of the state, business, science and education in priority areas of the regional economy. Besides private investment and commercial loans, the traditional sources of funding for the airport development programs are local budget support and loans, which are targeted at public financing of investment projects. In order to attract private (foreign) investments in airport development it is important to abide to several standards, including liberal administrative and tax policies of both local and public authorities, which encourage private investment initiative; effective antitrust policy of local authorities aimed at maintaining a healthy competitive environment. Conclusions. In order to form the positive image of the low-budget transportation cluster as a reliable, competent and solvent borrower, it is necessary to properly position the cluster and its offer to investors. The target market segment is the zonal aviation cluster can occupy a dominant position in the market segment of integrated transport services by customizing its strategy to stand out from the existing pool of competitors.

The article considers the urgent problem of strengthening the infrastructure and innovative development of the Russian Federation and the regions in today’s environment. Modernization of transport potential in future will have a positive impact on the regional development. Cluster policy in different fields, including transportation, is a trend in the formation and development of regions. The actuality of creating a transport and logistics cluster in the Astrakhan region has been proved taking into account the favorable geographical location of the region, high transit potential, historical location of shipbuilding and ship repair enterprises, and stevedoring companies. There have been presented the main theses on transforming the cluster initiative into a transport and logistics cluster in the region. Analysis of competitive advantages and assessment of the cluster potential of the region have proved the positive results. The next step is to set up the goal and main tasks. The cluster should help form an effective system of interaction and cooperation between the transport sector, industry, and the scientific and educational sector to increase the investment attractiveness of the region as a whole. There have been presented the main potential participants of the cluster. The international experience of cluster functioning, as well as cluster initiatives in the field of transportation in the regions of Russia is considered. The organizational and managerial structure of the transport and logistics cluster is based on the studied structures of successfully functioning clusters, taking into account the specific features of the region. There has been illustrated the available interaction with the functioning clusters of the Astrakhan region: shipbuilding, tourism and aquaculture, fisheries. Interaction is supposed to be carried out within the framework of implementing large cluster projects, providing supplies for the projects. It has been inferred that creating a transport and logistics cluster in the Astrakhan region will not only improve the interaction of participants within the cluster, but also ensure interaction with other clusters and enterprises.

The transport system is an important branch of the country’s economy. The direction and objectives of its development are determined by the state that is developing the Transport Strategy. The current Transport Strategy determines the need to increase the volume and speed of transit of goods and the development of multimodal logistics technologies. A slowdown in the development of the transport industry in Russia has been revealed. The stimulus for its development may be the creation of multimodal transport and logistics centers at the federal, regional and territorial levels. Transport and logistics clusters can be a form of implementation of such centers. On the territory of the Smolensk region, one of these centers of the regional level can be organized - to create a transport and logistics cluster. This will have a positive impact on the transport system, the economy of the region and the country. The goal is to consider ways to develop the transport system by creating a transport and logistics cluster in the region. Method or methodology of work: the study used a systematic approach and general scientific methods - statistical, comparative analysis, expert assessments and logical generalizations. Results – Shows how to create transportation and logistics centers using the example of a region. The scope of the results: it is advisable to apply the results to regional authorities, economic entities engaged in investment activities in the field of transport and logistics.

Abstract The aim of the study is the identification of a formal macro-regional transport and logistics cluster and its development trends on a macro-regional level in 2007-2011 by means of the hierarchical cluster analysis. The central approach of the study is based on two concepts: 1) the concept of formal and informal macro-regions, and 2) the concept of clustering which is based on the similarities shared by the countries of a macro-region and tightly related to the concept of macro-region. The authors seek to answer the question whether the formation of a formal transport cluster could provide the BSR a stable competitive position in the global transportation and logistics market.

The article highlights the general trends in developing the world container traffic specified by the world container shipping that have formed the market and traffic flow satisfying the demands for the most important container cargoes. Creating the favorable conditions for transporting the containers deep into the country can ensure the expansion of services and provide the accessibility of the advantages of container technologies for the national cargo owners. Hence, there appears the need to intensify activities to improve container handling technologies at domestic terminals and container transportation management tools in general. At the stage of developing the network of Russian logistics clusters as supporting centers of goods consolidation and distribution the most important point is building a continuous chain of container proceeding and organizing the interaction of such centers with the existing international container network. The main function of the regional (logistic, administrative) center included in the cluster infrastructure is to ensure free passage of the container cargo through it. Ensuring the coordinated work of the clusters located at a great distance from each other is the process of forming container communications between the regions and countries, on the territory of which these clusters are formed. This is how logistic container corridors are formed, which, with the growing container traffic and development of container handling conditions, can transform into a network structure. There are illustrated the stages of development of container transportation of groupage cargoes depending on the traffic rate and the of transport infrastructure. The general view of the module for consolidation of groupage cargoes is considered. The issue of developing the hinterland zones of the sea container terminal is analyzed along with expanding the transport infrastructure introducing new means of groupage cargoes consolidation. The conditional division of the regional centers processing groupage cargoes into groups was made according to the nature of the tasks and the competitiveness.

Purpose The role of clusters in the development and growth of local and national economies has been extensively studied and discussed in global literature. Different methodologies are used for analysing the impact these have in national and regional economies, such as the input–output (IO) and gravity models. This paper aims to detail the methodologies present in the literature and propose a new robust theoretical framework, which facilitates the evaluation and comparison among maritime clusters in terms of attractiveness assisting stakeholders to devise strategies, which will attract companies. Design/methodology/approach An index is created composed of five key categories, namely, infrastructure, financing, governance, manpower and institution/legislation. For the analysis of the index, multi-attribute utility theory (MAUT) is used as a tool to evaluate the importance and performance of the different attributes using both quantitative and qualitative criteria. The methodology has been tested via the use the Piraeus maritime cluster. Findings The framework has been tested on its robustness and friendliness to the user providing useful insights to the stakeholders. Among the results has been the importance of the finance, manpower and infrastructure attributes, which appear to promote the cluster’s attractiveness. In addition, legislation and institutional partnerships, along with Government support, need to take place improve the performance of the cluster. Research limitations/implications A key limitation is the fact that the methodology has been tested in a single case. Applying the methodological framework in a wider sample of clusters will significantly improve the present work. Originality/value The proposed model takes further existing research in the field via adopting the philosophy of the World Bank’s Logistics Performance Index. Among the benefits of the proposed index is that it offers the flexibility and robustness to compare among different maritime clusters globally and can be readily used as a benchmarking policy tool at national, regional and global levels at any given point in time and attribute dimension.

It is determined that the existence of a developed transport and logistics infrastructure is one of the defining dominants of the effective functioning of the transport and logistics system at the regional, national and international level, provides effective supply, marketing, production and social communications between the subjects of economic activity. It is proved that the main directions of state policy implementation in the field of transport and logistics are: directions of innovative development of transport and logistics technologies on energy-saving and environmentally safe principles; construction of efficient economic systems in accordance with the principles of logistics and marketing; development of strategic planning; improvement of regulatory policy. Institutional, organizational and economic mechanisms for ensuring the effective development of national transport and logistics systems have been researched and systematized, among which the following have been identified as priorities: the development of public-private partnerships and decentralization reform, which will solve the problems of financing infrastructure development, the formation of multi-branch integration structures (transport-logistics clusters, transport hubs and logistics-outsourcing platforms), which will improve the quality of transport and logistics services, intensification of the integration processes of the transport and logistics system in the international transport of the network, which will increase the competitiveness of the national economy, increase in productivity of transit potential and attraction of foreign investments in the development of the industry.

In solving socio-economic problems in recent years, increasing contradictions between market participants at all levels of the national economy; This is especially true when it comes to the justification and practical implementation of possible options based on the analysis and further interpretation of empirical data relating to certain areas of development of territorial production systems or locally established industry markets, including transport services markets (RTP). within certain regions of the country. In this regard, there is a need to form a methodological framework for the possibility of implementing a cluster-logistics approach to the development of RTP. Aim and tasks. The purpose of writing this work is to develop a methodological support for cluster-logistics approach to the development of RTP with the definition of organizational forms of interaction of regional markets in the form of transport and logistics clusters (TLC). Research results. When analyzing and forecasting socio-economic phenomena, the researcher often encounters the multidimensionality of their description. Methods of multidimensional analysis are the most effective quantitative tool for the study of socio-economic processes, described by a large number of characteristics. These include cluster analysis, taxonomy, pattern recognition, factor analysis, and more. Cluster analysis most clearly reflects the features of multidimensional analysis in the classification, and factor analysis in the study of communication. The main purpose of cluster analysis is the breakdown of the set of studied objects and features into homogeneous groups in the appropriate sense of clusters. In cluster analysis, the concept of metrics is introduced to quantify similarity, and the similarity or difference between classified objects is set depending on the metric distance between them.In this paper, a single connection within a group of algorithms using a quadratic Euclidean distance is used. Cluster analysis most clearly reflects the features of multidimensional analysis in the classification. That is why a dimensionless model based on the use of relative coefficients of hierarchical agglomerative type is proposed to analyze the development of RTP and its transport infrastructure. The use of multidimensional classification methods allowed to group districts, in contrast to the traditional geographical or administrative division, by level of socio-economic development, which determines the needs of districts in transport infrastructure and cooperation, which, in particular through TLC, will ensure maximum use of existing economic potential. economy and equalization of living conditions of the population in different territories.Conclusion. Thus, the transport and socio-economic potential of the regions was analyzed, as a result of which two formed TLCs and five nuclei were identified, on the basis of which it is proposed to develop TLCs of appropriate types by joining regions with medium and low transport potential.

This research reveals value chain (VC) clusters in which freight transportation modes (i.e., truck, rail, air, water, and pipelines), freight supporting activities (i.e., couriers and messengers and warehousing and storage), and other industry sectors have strong economic inter-dependencies. The most recent input–output data in the United States were used to construct the 2014 direct requirements matrix and generate a network of economic interdependencies between industry sectors. Community detection, a complex network analysis method, was used to reveal the Corresponding VCs in the economic network. A novel procedure uncovered hierarchical VC communities (VCCs) for each freight transportation and logistics sector. Thus, seven distinctive VCCs with unique underlying activities were found. In general, freight industries are hierarchically clustered to VCCs related to raw materials; services; metals; agriculture; textile, apparel, and paper; wood products; and others. Results are important for the areas of transportation economics, regional economic development, competitiveness, and multimodal freight transportation.

The Colombian shipyard sector is characterized by peculiarities that make it differ from other sectors that define its framework of operation, such as technical, technological, economic and institutional aspects and the dynamics of the shipyard market: a global competitive market; few local actors; difficulties to compete at the international level; financial, economic, technological and information asymmetries through its supply chain. Through the development of integrated logistic capacities, as a mechanism for the articulation and promotion of regional clusters, it is possible to improve the competitiveness of the shipyard sector, from the articulation of logistic operations, to achieve competitive advantages that are sustainable over time and leverage the articulation potential of the public, private and academic actors that make up and participate in the sector. Integrated logistics capabilities represent how organizations can leverage their resources in conjunction with other members of their supply chain and the industry in general, to deploy organizational strategies and achieve joint benefits for members. In this research, a prospective and strategic platform is presented to promote the creation of the Colombian shipyard cluster through the development of integrated logistic capacities, based on the utilization of the strategic resources of the sector's stakeholders and the analysis of the potentialities for their integration and development from the perspective of the theory of organizational resources in the context of supply chain management.

Active development of the region's economy is impossible without attracting investment. Investment activity is the most important determinant of effective social and economic development of the regional economy. It is important for potential investors to correctly assess the investment attractiveness of the region and determine the level of investment risk. The article examines the main factors of investment attractiveness of the regions of the Russian Federation. The analysis of the main methods of assessing the investment attractiveness of regions used in Russian practice is carried out. The article draws attention to the tendency of refusal from simple calculation of financial indicators towards in-depth economic analysis when assessing the investment attractiveness of regions. The conclusion is drawn about the relationship between the level of investment attractiveness and the presence of a strong regional management team capable of creating a favorable investment climate. On the example of the Kaluga region, which implements the cluster approach in the development strategy, an analysis of investment attractiveness is carried out using the rating methods of the Agency for Strategic Initiatives and the Rating Agency “Expert”. The role of the automotive, pharmaceutical and transport and logistics clusters in attracting direct investment to the region in 2017-2019 has been determined. The volume of investments in the regional economy and the change in the gross regional product of the Kaluga region for the analyzed period are analyzed. The study used a comparative method, analytical, method of economic and statistical analysis (use of statistical data). The main result of the study was to identify the reasons for the dynamics of factors of investment attractiveness. Recommendations are given for the optimal methodology for assessing investment attractiveness, in particular, on the need to provide open access to the rating results, to be adaptive, to realistically assess the regional gap and to take into account the investment and innovation activity.

Purpose. This study aims to assess the regional market concentration of multimodal transport (on the example of the Zaporizhzhia region) and the distribution of "market power" in the freight transport segment between market participants in multimodal transportation. Design/methodology/approach. Authors in the article used the literature review method to substantiate the importance of identifying competition and distinguishing it among other related concepts in the development of regional markets for multimodal transportation by disclosing the specifics of their geographical location, availability of water resources, the establishment of logistics infrastructure, the volume of export-import flows of goods and other essential features in the process of an integrated approach to the formation of the regional market for multimodal transportation and, thus, to justify the relevance of the research topic. The market concentration of multimodal transport in the Zaporizhia region (using: concentration index, Lind index, Herfindahl–Hirschman index, and Gini index) allowed us to identify the company that forms the “core” of the market and determines its role in shaping the market. (According to analytical calculations, this includes PJSC “Ukrzaliznytsia”). The conducted analytical analyses allowed to suggest directions of development for the regional multimodal transportations market, particularly the identification of competition levels. Findings. Were proved the hypothesis concerning the need to eliminate the market monopolization of multimodal transportation in the Zaporizhzhia region and strengthen intra-industry and intersectoral competition in it. In particular, the development of the regional market of multimodal transportation should meet the industry needs and take into account the sectoral and regional peculiarities of all transport modes' functioning to develop multimodal technologies of cargo transportation. Practical implications. This study's results are of interest to multimodal transport market operators and cargo owners who are interested in the active implementation of logistics concept into regions development, the practical implementation of which should be, in particular, the intensification centers of cargo handling. These centers are entrusted with the functions of transshipment of goods from one to other transport modes, the allocation of links in the integrated transport chain, the formation of economic development centers in certain regions. This involves, in particular, the construction of multimodal regional clusters. In this way, it is expected to increase the involvement of cargo flows in the regions, the development (intra-industry – between different participants in the transportation process of goods; intersectoral – between different modes of transport in the area; commodity competition – under the conditions of transition to cargo substitute transportation; geographical – in terms of goods delivery by an alternative route); growth of employment in the freight sector and other related industries, etc. The evaluation results of the development of multimodal cargo transportation can be taken into account by the Coordination Council for Logistics at the Ministry of Infrastructure of Ukraine to form strategic foundations for the country’s logistics system development. The components of such a strategy should relate to the improvement of multimodal freight transport, the optimization of regional and interregional transport cooperation, the progress of the management of logistics supply chains; increasing the profitability of the transport sector, the formation of economic benefits from the trade development, the national economy cooperation, and development. Originality/value. Assessing the concentration of regional markets will provide an analytical basis in the process of forming a mechanism to ensure the efficiency of multimodal freight comprehensively and minimize interregional asymmetries: the levels of cargo flow by the stated needs of consumers; state of transport and logistics infrastructure; provision of all types of transportation method, service levels, etc.

The paper deals with the results of the scientific discussion on the management of the complementary development of the adjacent territories to river freight. The main purpose is to substantiate the nature and directions of implementing the river transport potential in the country's logistics system by applying the concept of complementary development of the economy of port regions, focusing on the development of river ports as nodes of the country's logistics system. The relevance of the study is that the factors of radical growth of demand for inland waterway transportation from businesses and the state require a corresponding reorientation of logistics for many sectors of the economy, especially from the riparian territories. The research of the problems of river freight transportation сoncerning dimensional and functional economy restructuring of Ukraine's regions within logistics concept is carried out in the following logical sequence: the evaluation of the ability of river transport to form a direct and multiplicative effect of logistics, generated by gross regional product and export processes in the country's port regions; clustering of areas adjacent to river ports based on development potential (Gross Regional Product and exports); confirmation of the division of regions according to the mathematical algorithm of hierarchical clustering of adjacent regions; the evaluation of investment attractiveness of the country's port regions; managing the intensification of the impact of river transport for the development of surrounding areas; the evaluation of the potential of multiplier effect at the system of management of the river ports complementary development. The mathematical algorithm of hierarchical clustering of port regions using the SPSS software system and the heuristic approach to their structure (by author's method of forming clusters based on the contribution of river transport to the formation of the direct and multiplicative effect of logistics: formed GRP and export processes in the port regions of the country). The subject of the study is the port regions. The evaluation results of the contribution of river freight transport for the economy of the adjacent territories conducted based on regression analysis and analysis of the intensity of river transport use during 2007-2016 period, showed that river transport is not a market-forming factor of development of the adjacent territories. Abstract Consumers and institutional kitchens, as well as traders, have shown increasing interest towards local food. This is particularly due to the transparency and traceability characteristic of a short supply chain and social aspects related to food origins. The trend has been increasingly common during the past decade in Europe and North America, and it is strongly evident in the case area of this study in Northern Ostrobothnia, Finland. In general, ease of access to food is highly important for consumers and crucial for institutional kitchens, in addition to quality aspects and price. However, regardless of proximity, poor accessibility is one of the key issues preventing the further growth of local food markets. Due to scale economics in food value chain, food transport is presently organised mainly by centralised, large-scale logistics companies directed via hubs serving millions of consumers. Accordingly, production volumes required to enter large-scale markets are often unattainable for disjointed small-scale local food producers. In this study, geographic information system (GIS)-based accessibility analyses are applied for analysing potential for integral networking of local food production and transport companies. Berry production was selected as a case study because it has a relatively strong role in Northern Ostrobothnia, while its logistics are notably underdeveloped. Spatial data of primary production volumes consists of register records of farm-specific cultivation areas and average yields in Northern Ostrobothnia and Finland. Accessibility computations are based on the digital model of the Finnish road network, Digiroad. Two surveys were also implemented to farmers and food processing companies to seek views on food processing, sales, logistics and procurements regarding local food. Data from the surveys was used in accessibility analysis, which enables exploration of opportunities for establishing ‘local food’ clusters integrating small producers into a more effective and competitive network. Information about favourable conditions for cooperative networks in the local food sector may help in establishing companies and their growth. Again, successful networking may increase scale economies in local production in transport, processing and marketing.

The paper provides the evaluation of the efficiency of financing the regional policy promotion activities from the EU structural funds and efficiency of funding of national and regional smart specialization strategies’ priorities in 2014-2020. It determines 6 key smart specialization domains among 216 RIS3 of national and regional (NUTS 2) levels: agriculture, food, and biotechnologies; green technologies, energy; transport, mobility, logistics; ICT; life sciences, biotechnologies, pharmacy, biotechnologies; material sciences and intellectual production. Four hypotheses on the close relationship between the investment volumes, directions, and results of their use are empirically verified. The results of the applied correlation analysis show the close relationship between the volumes of funding of the smart-specialization activities and the paces of agricultural output per capita with three clusters of countries by the distribution of funding by the strategic priorities. Regarding the other smart specialization priorities – “environmental technologies, energy efficiency” and “transport, mobility, logistics”, the dependence between the funding from the European Structural and Investment Funds and reducing CO2 emissions from new vehicles is proven. Support of strategic priorities “material science” and “smart production” by European Structural and Investment Funds in 2014-2020 is characterized by growing GRP volumes per capita with clear differences between the developed and average-level EU countries. The reasonability of supporting the implementation of the smart-priority “medicine, pharmacy, healthcare” in most RIS3 of EU countries and the substantial correlation of financial support from EU funds with the paces of state expenses on healthcare increase is substantiated. The conclusions about the efficiency of selected priorities, their high convergence ability, and the capacity to form transnational cooperation are made.

Реализация логистического подхода основана на разработке и внедрении оптимизационных математических методов и моделей. При создании таких моделей возникает ряд проблем, связанных с математической постановкой задачи, выбором критерия оптимизации, методов и средств решения. Поэтому разработка адекватных экономико-математических моделей и методов является важным звеном в теоретических и прикладных исследованиях. Данные и методы. При решении задачи оптимального размещения производственных объектов на территории региона, как правило, применяется метод «центра тяжести», однако данный метод не обеспечивает оптимального размещения объектов. Поэтому в данной работе решение задачи сводится к оптимизации разбивки всех потребителей на группы обслуживания G (k=1,..,m) и определению точек места расположения производственных объектов и товарных складов. Модель . В статье предложена принципиально новая математическая модель оптимизации регионального размещения производственных объектов и товарных складов, которая использовалась при оптимизации размещения цехов предприятия легкой промышленности «Тыва-стиль». Полученные результаты. Результатом применения разработанного метода является формирование на рассматриваемой территории кластеров. Центры образованных кластеров являются оптимальными точками расположения производственных объектов и товарных складов предприятия, из которых транспортные расходы распределения продукции по всем участникам каждого кластера являются минимальными. Заключение. Дальнейшее развитие оптимизационных моделей целесообразно направить в сторону изучения методов прогнозирования случайных величин, в частности - объема спроса на продукцию предприятия Introduction. Therefore, in this paper, the solution of the problem is reduced to optimizing the breakdown of all consumers into service groups G (k=1, … , m) and determining the location of production facilities and warehouses Model. The article offers a fundamentally new mathematical model for optimizing the regional placement of production facilities and warehouses, which was used to optimize the placement of workshops of the light industry enterprise "Tuva-style» Results. At present, the problems of improving the management of cluster structures in the eastern regions of Ukraine, taking into account the European experience in accordance with modern challenges related to smart specialization, modernization of production and digitalization of organizational and managerial processes, are becoming especially relevant. In this regard, the purpose of the study is to substantiate the theoretical provisions, scientific and methodological approaches and develop practical recommendations for improving the mechanism of formation and management of business integrated structures of the eastern regions of Ukraine. The essence and content of the terms "business integrated structure", "development of business integrated structure", "mechanism for managing the development of business integrated structure" are specified. The international experience of development of cluster structures is analysed and generalized and offers concerning its possible application in industrial regions of Ukraine are given. Based on the generalization of research, analytical materials of research and consulting companies, regional development agencies, statistical analysis, the main barriers that hinder the effective economic development of the eastern regions of Ukraine. Strategic documents concerning the socio-economic development of Donetsk and Luhansk oblasts in terms of creating cluster associations were analysed. Methodical bases of logistical support of management of development of business integrated structures are defined. A comprehensive approach to evaluating the effectiveness of cluster formations is proposed and tested. Proposals on normative-legal regulation of cluster structures development in the national economy of Ukraine are given. The conceptual approach to the formation of the cluster as an element of the innovation infrastructure of industrial regions on the basis of smart specialization is substantiated. The organizational and economic mechanism of functioning of business integrated structures is improved and the algorithm of its realization on the example of the eastern regions of Ukraine is offered. It is proved that the development and implementation of the proposed algorithm for implementing the organizational and economic mechanism of business integrated structures (clusters) will create appropriate conditions for increasing the volume and quality of transport services, intensifying innovative development, as well as implementing a qualitatively new regional model of sustainable development that will meet modern management requirements. Implementation of the developed recommendations for improving the mechanism of formation and management of the development of business integrated structures in Donetsk and Luhansk regions will help to obtain a synergistic effect, the components of which are: economic effect ‒ increasing the level of investment attractiveness of territories; increase of receipts to budgets (regional, local) due to formation of qualitatively new model of regional economy, strengthening of competitive advantages of area and increase of economic capacity of territorial communities in the conditions of decentralization; increase in the volume of cargo transportation and cargo turnover of different types of transport; reduction of costs for the organization of logistics activities by reducing the transport component in the cost of services, reducing the time to perform customs procedures for clearance of goods; ensuring favorable institutional conditions for the functioning of the transport services market; social ‒ job creation and employment growth; ecological ‒ reduction of greenhouse gas emissions from transport due to optimization of transport flows; increasing the level of environmental safety.

The paper is devoted to the problems of socio-economic development of the Arctic territories of Russia. The methodological base of the study includes the modern theory of the location of production and the concept of state management of regional development. The analysis made it possible to conclude that the spatial development of the Arctic regions is negatively affected by such factors as low infrastructure, transport remoteness, adverse climate, etc. Under these conditions, one of the priorities for the implementation of the Strategy for spatial development of the Arctic zone should be the modernization of its entire transport and logistics system. It has been substantiated that the most effective forms of spatial organization of the economy and management, ensuring the implementation of an integrated approach to the new territories development, may be territorial clusters, as well as territories of advanced social and economic development, contributing to the diversification of the North economy, attracting investments and thereby improving the life quality of the population. The practical significance of the results and conclusions of the study lies in the possibility of their use in updating strategies and programs for the development of the regions of the Russian North and the Arctic with the aim of forming an effective mechanism for managing and coordinating economic activity and ensuring the integrated development of the Arctic territories.

The article analyses the dynamics of development indicators of the regional transport and logistics system of the economic region «Podillya». The barriers that hinder its effective functioning are identified and conditionally divided into 10 groups: political, institutional, investment-financial, infrastructural, logistical, tariff, customs, innovation, information, and environmental ones. It is proved that to eliminate these barriers it is advisable to develop a cluster model of logistics in the economic region, which means a conceptual approach that involves the creation and development of transport and logistics cluster as a mechanism for sustainable operation of the regional transport and logistics system. The cluster model includes the following blocks: a single set of logistics processes; members of the transport and logistics cluster that organize these processes; algorithm of cluster formation and functioning; organizational and economic mechanism of creation and development of transport and logistics cluster; mechanisms for forming partnerships between cluster members; achieving sustainable development of the transport and logistics cluster on the basis of stimulating the regions. Implementation of the cluster model of organizing logistics in the economic region will contribute to the synergetic (economic, social and environmental) effect.

Recently, much attention has been paid to the ideas and theories that highlight the cluster approach to the territorial organization of the economic system. Separation and development of transport and logistics cluster contributes to the development of competitive advantages, provides the leading position of the country in the world market and enhances the investment attractiveness of the region in which it operates. The use of a multidimensional statistical method of cluster analysis to determine the homogeneity between the individual regions of Ukraine contributes to the identification of transport and logistics cluster. For this reason, the article analyzes the role of cluster analysis in the study of the development of transport and logistics services, shows that the transport and logistics cluster is formed on the basis of the real socio-economic situation in the conditions of a particular territory, taking into account its potential development. It is substantiated that the transport and logistics cluster, in addition to meeting the needs of the economy, performs a number of important functions: it creates opportunities for the development of sectors of the national economy; contributes to the development of the region's infrastructure; increases the investment attractiveness of the region. The conducted research of existing methods of cluster analysis of grouping of regions of Ukraine by the level and potential of development of the market of transport and logistic services has allowed to allocate the considered ways of estimation of efficiency of functioning of the cluster which differ in external and internal effects. A cluster analysis of the territorial level and potential of logistics development in the regions of Ukraine is carried out on the basis of three groups of indicators (socio-economic, transport performance indicators of the region and indicators characterizing the composition of the transport system of the region and its potential opportunities). As a result of the cluster analysis, the regions of Ukraine were grouped into three clusters by the level of logistics development, and into two clusters by the logistics development potential. It is determined that the classification of regions into homogeneous groups will allow to build in each cluster typologically regressive equations of interaction of market factors, which will increase the accuracy of the study of the dynamics of the development of the market environment of regions of potential placement of elements of transport and logistics infrastructure.

Subject. This article deals with the issues related to the use of digital twins in order to manage innovation and industrial clusters and the liaison between them. Objectives. The article aims to develop a digital twin model of inter-cluster cooperation within a Federal district of Russia. The Volga (Privolzhsky) Federal District is considered a case study. Methods. For the study, we used a multiple non-linear regression method and a fast simulated annealing (FSA). Results. The article offers and describes a designed digital twin model of inter-cluster cooperation mechanism. Conclusions and Relevance. When reallocating investment and human resources within one federal district, the interests of the population of innovation and industrial clusters should be taken into account, as only just an increase in fixed investment does not always lead to the growth of the region's population. The use of the digital twin model of inter-cluster cooperation mechanism will help avoid premature unreasonable management decisions of the public-policy level regarding the further development of innovation-industrial clusters.

The article presents a revised draft Concept of economic development of Donetsk and Luhansk regions, on the territory of which a system of stimulating the intensification of economic processes will be introduced, which can be further implemented in other regions of Ukraine. The Concept of economic development of Donetsk and Luhansk regions was proposed for discussion in October 2020 by the Ministry of Temporarily Occupied Territories together with interested central and local executive bodies with the participation of local governments. The Concept envisages the creation of three types of priority development territories (territories of communities adjacent to the demarcation line, throughout Donetsk and Luhansk regions, on the territory of separate industrial and recreational clusters, including innovation and industrial parks, with a special regime of innovation and investment activities). Five groups of measures for the implementation of the Concept of economic development of Donetsk and Luhansk regions have been identified: improvement of regulatory policy and introduction of authentic institutional and financial instruments; industrialization of the real sector of the economy and its innovative development; development of critical infrastructure and logistics; formation of a balanced regional labor market; formation of information and communication space of Luhansk and Donetsk regions. Based on the results of the Concept implementation, it is planned to develop an appropriate Strategy and action plan. This set of regulations will allow to form a territory of priority development with a new structure of the economy and to modernize industrial production on an innovative basis, increase the share of innovative enterprises in the real sector, increase exports and the share of highly processed products, overcome logistical constraints and increase a transit region potential, increase revenues to the local budgets of the amalgamated territorial communities of Donetsk and Luhansk regions, create jobs, increase incomes, leave the youth of the regions and involve them in solving problems of economic development of Donetsk and Luhansk regions.

Poor and land-locked, communist-ruled Laos began opening its economy to capitalist methods at the end of the 1980s. With a sparse population and very limited technical capacity, the country’s principal economic activities involve foreign investors building dams for hydroelectricity or mining for minerals that are destined for export. The local economy is dominated by small and uncoordinated enterprises operating in mostly undeveloped and unsophisticated markets. Laos is in the process of becoming more integrated into the Mekong Region by virtue of the building of parts of the Asian Highway Network across its territory and some opportunities arising from the planned single market of the ASEAN Economic Community which reaches a new phase in 2015. The vision is for Laos to become a bridge for economic development. However, it is not clear that the mere presence of infrastructure will be sufficient for Laotian companies and institutions to receive benefits on a substantial and sustainable basis. Principal difficulties are (i) underdeveloped public human resource capacities and institutional support systems, (ii) lack of industry clusters and facilities that can provide SMEs access to regional and global value chains and (iii) limited endowment of resources, logistics, finance and limited capabilities to meet market demand. This paper examines the conjunction between ability of Lao actors to participate in emergent economic activities and the country’s ability at government level to articulate its own developmental priorities and attempt to achieve these through negotiation with other states. This requires seeking to recalibrate hugely asymmetric relationships with China, Japan and Thailand, among others.

This paper is sets-out for the regional frequency analysis of daily maximum rainfall from the 27 rain gauge stations in Haryana using L-moments. As the distribution of rainfall varies spatially in Haryana, the 27 rain gauge stations are grouped into three clusters namely, cluster C1, C2 and C3 using Ward’s clustering method and homogeneity of clusters was confirmed using L-moments-based Heterogeneity measure (H). Using goodness-of-fit measure ( DIST Z ) and L-moment ratios diagram, suitable regional frequency distributions were selected among five candidate distributions;Generalized Logistic (GLO), Generalized Extreme Value (GEV),Generalized Normal (GNO), Generalized Pareto (GPA), and Pearson Type-3 (PE3) for each cluster. Results showed that PE3 and GNO were good fitted regional distribution for the cluster C1 and GEV, PE3 and GNO fitted for cluster C2 while for cluster C3; GLO and GEV were good fitted regional distribution. To select a robust distribution among good fitted distributions accuracy measures calculated using Monte Carlo simulations for each cluster. The simulation result showed that PE3 was the best choice for quantile estimation for cluster C1. For cluster C2, PE3 was the best choicefor a large return period and GEV was best for a small return period. For cluster C3, GEV was the most suitable distribution for quantile estimation. Using these robust distributions rainfall quantiles were estimated at each rain gauge station from 2 to 100 year return periods. These estimated rainfall quantiles may be rough guideline for planning and designing hydraulic structures by policy makers and structural engineers.

Industrial clusters irrespective of their location are providing positive outcomes for ecological derivatives in supporting effective industrial developments. This perspective is addressed within this paper via employing the ‘Logistic Model of Ecology’; through the application of differential equations. This paper explains key interspecies relationships; competition, predation and symbiosis, operating within a regional cluster in the Jilin Province in the north-east of The Peoples’ Republic of China. The paper draws the conclusion that ‘intense competition’ is the key factor contributing to the successful existence of the cluster.

The analysis of the dynamics of the regional transport and logistics system of the Prydniprovsky economic region revealed many barriers to its effective functioning, which were divided into 10 groups: political, institutional, innovative, investment and financial, information, environmental, tariff, infrastructure, customs, and logistics. The forecast estimation of the indicators characterizing the development of the regional transport and logistic system in the Prydniprovsky economic region by using economic and mathematical tools was carried out, and on this basis tendencies of its functioning were revealed. It should be noted that forecast estimates should be considered forecasts-warnings. That is, provided that the insignificant level of labor productivity is maintained, as well as its reduction, the low return on capital investments in the coming years can significantly reduce the volume of transport (rail and road) in the Prydniprovsky economic region. Based on the regional development strategies of Dnipropetrovsk, Zaporizhzhia and Kirovohrad regions generalized, their shortcomings in creating a transport and logistics cluster were identified. In order to transform the regional innovation ecosystem, a conceptual approach to forming the transport and logistics cluster as an element of innovation infrastructure based on reasonable specialization was substantiated. It was proved that this structure should take the form of a partnership of business structures, research institutions, higher education institutions, institutions of logistics and innovation infrastructure, and government agencies. The structural scheme of interaction between the transport and logistics cluster and the innovation ecosystem was proposed to achieve the strategic goal of "Innovative development of the region on the basis of smart specialization" while implementing the strategic documents for the period till 2027. It was established that the development and implementation of basic conceptual provisions for forming a transport and logistics cluster would create appropriate conditions for increasing the volume and quality of transport and logistics services, for intensifying innovative development and implementing a qualitatively new regional pattern of sustainable development of the Prydniprovsky economic region, which must meet modern requirements for managing economic systems.

At the present stage, the strategic vector of transformation of transport and logistics systems in the border regions of Ukraine and the Visegrad Four countries is the integration of transport and logistics infrastructure into a transport and logistics cluster. The purpose of the paper is to substantiate the institutional basis for the formation of a cross-border transport and logistics cluster as an effective form of cooperation between the border regions of Ukraine (Volyn, Zakarpattya and Lviv regions) and the Visegrad Four (Poland, Slovakia, Hungary). Methodology. The theoretical and methodological basis of the study is the provisions of institutional theory, in particular the paradigms of evolutionary development, the theory of clustering, the concepts of strategic and logistical management, enterprise development management. The following general scientific methods were used in the research process: analysis and synthesis, statistical analysis, classification and systems approach, comparison and structural-logical generalization. The article presents the results of analytical assessment of the current state of development of transport and logistics systems of the Visegrad Four. Based on statistical analysis, features, trends, barriers and challenges to the functioning of transport and logistics systems in the border regions of Ukraine have been identified. Results. In order to modernize the regional ecosystems of Ukraine and the Visegrad Four countries, the conceptual provisions for the creation of a cross-border transport and logistics cluster are substantiated. It is proved that this cluster structure should include enterprises in the field of transport and logistics, innovation infrastructure (technology parks, business incubators, industrial parks, etc.), state, regional and local authorities, NGOs, research institutions and centers, higher education institutions that are geographically concentrated in cross-border regions. It is established that for the implementation of the conceptual foundations of the formation of cross-border transport and logistics cluster it is necessary to use a set of mechanisms, which include: regulatory, institutional, organizational and economic, financial, social, informational, environmental. Practical implications. The results of the study can be used to refine the current legal and regulatory framework, namely in amending the Association Agreement between Ukraine and the EU, the Laws of Ukraine “On Cross-Border Cooperation” and “On Principles of State Regional Policy”, the State Development Program cross-border cooperation for 2021-2027, Regional Development Strategies of Volyn, Zakarpattya and Lviv regions until 2027 in terms of creating appropriate institutional conditions for the formation of cross-border transport and logistics cluster and determining the mechanism of financial support for its operation. Value/originality. The author's approach to the improvement of legal and institutional support for the development of cross-border cluster structures in Ukraine is formulated, taking into account European practice.

The article reveals the specifics of participation of industrial companies of the railway transport of Ukraine in the process of functioning of innovation-oriented industrial logistic clusters. The interpretation of the concept of a cluster and definition of its main components has been studied. The problems and prospects of development of industrial companies of railway transport of Ukraine have been studied. It has been determined that the new model of economic development of industrial companies of the railway industry should be based on interaction of all the participants involved at all stages of the life cycle of creating innovative products by forming innovation-oriented industrial-logistic clusters. It has been noted that innovation engineering centers that initiate and develop innovations and coordinate the entire innovative process of product creation are the core of innovation-oriented industrial logistic clusters.The main problems that hinder the use of the cluster approach in management of regional systems in Ukraine have been revealed and active participation of the state in creation of conditions for development of innovations, cooperation of the state, science and business and creation of the national innovation infrastructure has been justified.

It is proved that for balanced sustainable development of the regional transport and logistics system it is expedient to develop a cluster model of organization of logistics activities in the economic region, which means a conceptual approach that involves the creation and operation of transport and logistics cluster. The cluster model includes the following blocks: a single set of processes of logistics activities; members of the transport and logistics cluster that organize these processes; algorithm of cluster formation and functioning; mechanisms for forming partnerships of cluster members; financial support for cluster development; achieving a synergetic (economic, social and environmental) effect from the sustainable development of the transport and logistics cluster on the basis of stimulating the region. In order to form a transport and logistics cluster in the Carpathian economic region, it is necessary to create appropriate institutional conditions, which are: improving the legislative and regulatory framework for the development of the transport sector and the organization of logistics activities, taking into account the regional component; development of the Strategy of complex development of the regional transport and logistics system on the basis of modernization of the transport infrastructure; development and implementation of organizational and economic mechanism for managing the development of the transport and logistics system of the economic region using the tools of "green" logistics and digital technologies; Improving the mechanism of financial support for the development of transport and logistics system through the use of financial instruments such as venture capital, crowdfunding, international public-private partnership based on private investment, credit institutions, foreign investment resources, grants from international financial organizations, investment funds.

This study explores the role of small and medium enterprise (SME) clusters in urban–rural linkages, an increasingly acceptable strategy in policy planning for regional development. As this approach to development has mostly been studied from a macro perspective, there is paucity of research from a micro perspective, particularly in the context of Bangladesh. This study, thus, aims to explore the contribution of manufacturing SME industry clusters in linking urban and rural regions. The data used in the study has been collected from 119 SME entrepreneurs using a structured questionnaire. Factor analysis and logistic regression have been applied to explore the contribution of industrial clusters in urban–rural linkages, focusing on the city of Khulna as the study area. The findings show that such SME clusters can positively contribute towards linking the two territories through two main forces, namely, funds and mobility. The findings provide useful insights for policymakers and urban planners to take initiatives for identifying and developing such SME industry clusters instead of focusing on the development of large industries, both in urban and rural areas to enhance balanced regional development. In highlighting the contribution of SME industry cluster as a micro level actor in the process of urban-rural integration, the study aims to make a meaningful contribution to literature in the field of development planning.

The cluster model is an effective tool for ensuring the effective development of national economies and the transformation of the innovative ecosystems of European countries. This is determined by the goals of the cluster approach. In most European countries, cluster structures are recognized as the most effective means of implementing regional policies that promote balanced sustainable development of regions based on the use of local conditions, resources and competitive advantages. World practice testifies to the intensification of the processes of formation of cluster associations of organizations in recent decades. Currently, about 50% of the economies of developed countries are covered by the processes of creation and functioning of clusters. The purpose of the article is the analysis and synthesis of the European experience in the development of cluster structures to develop recommendations for the possible use of clustering the national economy as an effective tool for sustainable development of European countries in Ukraine. Methodology. The theoretical and methodological basis of the study are the provisions of institutional theory, in particular the paradigm of evolutionary development, clustering theory, the concept of strategic and logistical management, enterprise development management. In the process of research the following general scientific methods were used: analysis and synthesis (for the analysis of scientific schools of development of cluster theories, generalization of existing theoretical approaches and provisions, scientific developments on the problems of managing the development of cluster structures, clarification of terminological apparatus); classification and systematic approach (to systematize the conceptual approaches to defining the concepts of "cluster", "clustering", to identify industry-specific development of cluster structures in Europe); comparison and structural-logical generalization (to determine the features of the European practice of clusters and the possibility of its use in Ukraine). Results. The study revealed the sectoral focus of cluster structures in European countries. The features of the implementation of cluster policy and the key objectives of support for the development of cluster structures in a number of EU countries were identified. It is proved that the clusterization of the national economy, cluster policies and initiatives in the last decade have become important elements of strategies and concepts of innovative and sustainable development of European countries. Based on the analysis and synthesis of sectoral trends in the creation of cluster structures in European countries, it was found that the national characteristics of existing cluster policy determine the direction of cluster initiatives; strategic cluster alternatives are determined by national characteristics and the adopted cluster concept; to assess the feasibility of the cluster strategy of development of the territory it is necessary to correlate the level of investment potential and investment activity; methodological principles of formation of a national cluster strategy need to be refined and clarified, taking into account the current challenges. Practical implications. On the basis of summarizing the best European experience, it was found that to increase the competitiveness of the national and regional economy it is necessary to create cluster structures as effective forms of partnership. But as a result of the study, it was found that the current legislation of Ukraine does not pay proper attention to the formation and functioning of clusters. This requires changes and additions to the Concept of creating clusters in Ukraine, the Regional Development Strategy until 2027 and action plans for their implementation in 2021-2023 years to create cluster structures as a business entity. It is advisable to develop and approve the Concept of cluster policy and the Target Program "The formation and development of cluster formations in the regions of Ukraine for 2021-2023 years", which should provide for the creation of clusters as a special type of associations of enterprises in different fields of activity and taking into account regional characteristics. Value/originality. The author's approach to improving the regulatory support for the development of cluster associations in Ukraine, taking into account the best European practices was formulated.
