The article examines V. G. Pirogov’s activities as secretary of the Kostroma Gubernia Statistical Committee (KGSK), analyses his ideas and proposals for improving methodology for collecting statistical data, as well as quality of statistical information, and characterizes main directions of the committee's work in 1867–1907. Studying Pirogov's biography, his professional qualities and initiatives permits to assess the problem of influence of the secretary's personality on effectiveness of the gubernia statistical committee’s activities. The novelty of the research lies in examining the role of the secretary of the gubernia statistical committee as exemplified in Pirogov, an outstanding figure of the Kostroma land who gave forty years of service to provincial state statistics, and also in attracting previously unpublished archival sources from the fonds of the Russian State Historical Archive (RGIA) and the State Archive of the Kostroma Region (GAKO). The article focuses on the analysis of the KGSK activities carried out on Pirogov’s initiative and aimed at improving the accuracy of data collected by the gubernia statistical committee. This problem remained acute and urgent throughout the period of gubernia statistical committees’ activity. Using the example of the KGSK activities and those of its secretary, the article analyses the main methods used by gubernia statisticians to improve the quality of statistical information: conducting local city censuses; involving parish clergy and independent correspondents in statistical work; introducing mandatory submission of primary forms of statistical observation and references to sources; conducting comprehensive and monographic surveys of certain areas of the region’s statistics. The authors conclude that secretary was a key figure of the guberia statistical committee, and effectiveness of the committee’s work, accuracy and quality of statistical data, and development of optional scientific work depended on his personal qualities, research interests, and hobbies. The results of the study may be used to characterize the activities of gubernia and regional statistical committees in particular regions and those of state statistics bodies of the Russian Empire.

The Article is devoted to the secret correspondence of the CPSU (b), which began its existence in the early period of Soviet power. In the USSR, 1922-1923 were secretly carried out of the party and state reform, in which was installed dictatorship of the ruling Communist party. The old model of domination of individual Bolshevik leaders were eliminated. All power concentrated in the hands of few of its leaders at the top. As further development, there is a simple and archaic system of government which is not bound to any laws or control of the company. Whoever was at the top, dispose of everything and governs all. The basis of the Soviet state was the hierarchy of party committees headed by appointed secretaries. In addition, after the entry of Stalin in the post of Secretary General of the relation of the Supreme party organs to the party apparatus on the ground began to carry secret correspondence between them was classified. Circle functionaries who were sent extracts of the minutes of the Central Committee of the CPSU (b), the party committees and individual orders of the secretaries of the Central Committee and party committees, persons carrying out intra-party correspondence was strictly limited.

The Universal Declaration on Bioethics and Human Rights adopted by UNESCO in 2005 advocates for the establishment of independent, multidisciplinary, and pluralist ethics committees at national, regional, local, or institutional levels. The purpose of these committees is (a) to evaluate the relevant ethical, legal, scientific, and social issues related to research involving human beings; (b) to provide advice on ethical problems in clinical settings; (c) to assess scientific and technological development, formulate recommendations, and contribute to the preparation of guidelines; and (d) to foster debate, education, and public awareness of and engagement in bioethics (Article 19). Already in the very first draft of the Declaration the need to promote and establish national bioethics committees was mentioned. Although the text was gradually elaborated, the same basic idea has been preserved throughout the process of drafting, negotiating, and adopting the text.

OBJECTIVE To analyze the dynamics of operation of the Bipartite Committees in health care in the Brazilian states.METHODS The research included visits to 24 states, direct observation, document analysis, and performance of semi-structured interviews with state and local leaders. The characterization of each committee was performed between 2007 and 2010, and four dimensions were considered: (i) level of institutionality, classified as advanced, intermediate, or incipient; (ii) agenda of intergovernmental negotiations, classified as diversified/restricted, adapted/not adapted to the reality of each state, and shared/unshared between the state and municipalities; (iii) political processes, considering the character and scope of intergovernmental relations; and (iv) capacity of operation, assessed as high, moderate, or low.RESULTS Ten committees had advanced level of institutionality. The agenda of the negotiations was diversified in all states, and most of them were adapted to the state reality. However, one-third of the committees showed power inequalities between the government levels. Cooperative and interactive intergovernmental relations predominated in 54.0% of the states. The level of institutionality, scope of negotiations, and political processes influenced Bipartite Committees’ ability to formulate policies and coordinate health care at the federal level. Bipartite Committees with a high capacity of operation predominated in the South and Southeast regions, while those with a low capacity of operations predominated in the North and Northeast.CONCLUSIONS The regional differences in operation among Bipartite Interagency Committees suggest the influence of historical-structural variables (socioeconomic development, geographic barriers, characteristics of the health care system) in their capacity of intergovernmental health care management. However, structural problems can be overcome in some states through institutional and political changes. The creation of federal investments, varied by regions and states, is critical in overcoming the structural inequalities that affect political institutions. The operation of Bipartite Committees is a step forward; however, strengthening their ability to coordinate health care is crucial in the regional organization of the health care system in the Brazilian states.

A significant phenomenon in the years of the Great Patriotic War was the evacuation of population, enterprises and institutions to the Eastern regions of the country which changed to a great extent the appearance and gave a new impetus to the economic and socio-cultural development of the rear regions. Molotov region was one of these territories. The Executive Committee of the Molotovsky regional Council of Workers ' Deputies (regional Executive Committee) was responsible for organizing the reception of evacuees, and the city and district Executive committees, village councils, and collective farms were directly responsible for housing the evacuated population. Analysis of the records of local authorities provides an opportunity to study the policy implemented on the ground in relation to the evacuated population. The sources of the study were the documents of local authorities deposited in the funds of the regional Executive Committee, city and district Executive committees of Molotov region, but the funds are presented unevenly. The author comes to the conclusion that in practice of city and district authorities the work with certain categories of the evacuated population occured due to the administrative documents of the Molotov regional Executive Committee, operational tasks for supplying the evacuated population and their employment. It should be noted that the evacuated population as an integral group appeared mainly in summer and autumn 1941, when the main task facing the authorities was the rapid deployment of citizens. A significant ranking during this period was provided by the type of evacuation – organized arrived evacuated population (with enterprises and institutions) and unorganized arrived population (single). Further, in the recordkeeping documentation the ranking of the evacuation population according to definite categories was provided primarily when solving the problems of social supply of citizens and at their statistical accounting. According to the documents a number of groups being under special attention of the local authorities were identified among the evacuated population: children, engineering and technical workers of enterprises arriving for evacuation, evacuated families of red army soldiers, front – line soldiers, families of the red Army command staff, families of responsible party workers. Significant specifics in the mechanisms of work with evac population in certain districts of Molotov region have not been identified.

In the article, the author examines the history of the creation of the Party Archives and its activities, carries out research on the impact of the changes in the socio-political, national and state structures of the country on the development of the Party Archives. The chronological framework covers the period from December 12, 1920, the date of the joint meeting of the Communists of the Kalmyk region, which elected the district committee of the RCP (b), up to the liquidation of the Party Archives of the reskom of the KASSR, associated with the adoption of Presidential Decree no. 169 of November 6, 1991 “On the activities of the CPSU and the CP of the RSFSR”, which announced the termination of the activities of the CPSU and the CP of the RSFSR on the territory of the country. The activities of the Party Archives since December 1943, a tragic date in the fate of the Kalmyk people – the liquidation of the Kalmyk ASSR and the deportation of the Kalmyk people to the eastern regions of the country until 1957, a significant date – the restoration of the autonomy of the Kalmyk people, have not been touched upon because on the territory of the liquidated republic, the regional committees of the CPSU and the Komsomol and a number of district committees have ceased to exist.

Poverty alleviation is the basic requirement of human social development. However, there is still a lack of quantitative research on the poverty alleviation effect of regional, characteristic industries. Few studies have focused on the increase of micro individual income and used more advanced policy evaluation tools for comparative analysis based on a quasi-experimental perspective. In addition, the existing research ignores the critical question: can characteristic industries really achieve sustainable development goals while bringing poverty alleviation results? We studied regional, characteristic industries from a new perspective, taking into account the poverty alleviation effect and regional sustainable development. Based on the survey data of 901 households of representative village committees of Tanglang and Dache in Luquan Yi and Miao Autonomous County, this study quantitatively analyzed the poverty alleviation effect of the sorghum planting industry by using the Propensity Score Matching Difference-in-Differences (PSM-DID) model. The adoption of the industrial alleviation policy has significantly increased the per capita net income of rural households in Tanglang and Dache village committees, by 2171.64 CNY and 1945.06 CNY, respectively. The estimation results of the whole sample show that the effect of the policy to the per capita net income of households is 1726.87 CNY. The development of the sorghum planting poverty alleviation industry in Luquan County has promoted income increase of households significantly, creating economic, social and ecological sustainability, and can provide a reference for less-favoured areas.

Abstract:The Dutch Euthanasia Act seems to be set in stone. Since it took effect in 2002, it has not seen any significant amendments. Recent developments, however, indicate that a major component of the act—the review procedure—is due for revision. The review practice of the regional euthanasia review committees—responsible for applying and interpreting the law—now also extends to instances of euthanasia and assisted suicide for special categories of patients: psychiatric patients, patients with early-stage dementia, and patients whose suffering is derived from a combination of medical and existential causes. In this article, it is argued that a reconsideration of the review practice for these new cases is necessary primarily because review committees lack the legitimacy needed for the development of policies with such a large impact on society.

The Committee for Assistance to the Peoples of the Northern Suburbs (the Committee of the North) under the Central Executive Committee of the RSFSR was organized in 1924 and until 1935 provided assistance to the autochthonous population of the northern territories in the formation and development of the economy, political and administrative management, education, healthcare, etc. In the territories of compact residence of the indigenous small population of the North, branches were formed under the local executive committees. The article describes the fund of the Committee of the North under the East Siberian Regional Executive Committee of the first half of the 1930s; the fund is stored in the State Archives of the Irkutsk region. When studying the history of the healthcare system in Eastern Siberia in the 1930s, there is a problem of a shortage of information on the organization of medical care for the autochthonous population. The funds of the health departments under the regional executive committee reflect only part of the information fragmentally interspersed in the general document flow array. The materials of the Committee of the North allow us to fully investigate the state of medical work among the northern nationalities. Together, they represent a valuable source of information about all aspects of life in the North, including the health care system. The foundation’s materials cover the space of the northern regions of the Krasnoyarsk Territory, the Irkutsk Region, the Republic of Buryatia and the Trans-Baikal Territory.

The article examines the process of restoration and development of the nomenclature mechanism of personnel policy in the BSSR in the first post-war decade, which received the name «late Stalinism» in modern historiography. The main attention is paid to the leading employees of local government bodies – the executive committees of the Soviets of Working People’s Deputies. The article describes the main trends in the transformation of the organisation of nomenclature practice – centralisation and decentralisation. The main hierarchical levels of nomenclatures are highlighted (from the Central Committee of the all-Union Communist Party(b) – the CPSU to the district and city committees of the CP(b)B – CPB), their specific content is shown in the time dynamics. It is noted that the existing hierarchy of nomenclature positions in many respects more accurately than their official administrative status determined the real position of an employee in the structure of power and management. Initially the high level of renewal of the composition of the chairmen of local executive committees was replaced in the early 1950s by its relative stabilisation. They tried to appoint Communists with pre-war experience who had already been tested in various leadership positions to senior positions in the local structures of the state administration apparatus. The level of education played a role only at the district and city levels of the local administrative hierarchy, for its highest level – the chairmen of regional executive committees – the main importance was still the experience of leadership work. The work experience in the positions held and the general experience of managerial work increased somewhat, the level of education of the chairmen of district and city executive committees increased, which made it possible to move to a higher level of requirements in the selection of personnel (the availability of specialised higher, technical or agricultural, education).

The Scientific and Educational Center "Engineering of the Future", created on the basis of the Institute of Regional Development of the Samara Region, has formed a number of important sectoral and subject committees, in which it is planned to develop breakthrough technologies in high-tech industries. The Committee on Artificial Intelligence, organized within the framework of the SEC "Engineering of the Future", forms its development strategy. The article outlines the vision for the prospects of such a strategy of the project team, consisting of specialists from universities, academia, design organizations, commercial companies and startups. The key in the proposed strategy is emergent artificial intelligence - it is a spontaneously arising, under the influence of external events or from internal causes or motives, a chain of coordinated state changes by agents who find a solution to a new problem or increase the value of an existing solution. The authors believe that the construction of emergent artificial intelligence is based on multi-agent technologies and ontologies of subject areas. The article formulates the main tasks of the Committee for the coming years and presents a technological project. The project includes the creation of mass production of intelligent resource management systems, personalized by creating digital twins of enterprise management processes, knowledge bases and multi-agent technologies. The essence of the proposed project, reflecting the important priorities of industrial partners, is to create a line of intelligent products and services for all stages of the life cycle of complex high-tech products and build a "factory" of such systems in the form of an open instrumental platform that will allow these enterprises to reduce dependence on the solution provider and on their own develop and modernize such systems. The principles of the Committee's work were proposed, its first potential projects and planned cooperation on these projects to achieve the first practical results were considered.

India adopted an ambitious reform policy of rural and urban decentralization in 1992, under which powers and finance are transferred to new local and regional bodies. These are governed by elected councils, in which women and members of disadvantaged groups/castes have a fixed quota of seats. While the legislation is still relatively new, some states have been able to make fast progress in decentralizing tasks, power and funds, while others have been much slower. This article presents an initial review of the decentralization efforts, exploring administrative, fiscal and political dimensions, and the implementation problems at central, state and local levels. Most emphasis is given to development at the local level: the panchayats in rural areas and the ward committees in urban areas, which is where the impact of decentralization should be felt. This article assesses whether increased proximity between citizens and government leads to increased transparency, accountability and participation.

Abstract Introduction: In Ontario, Canada, acute leukemia (AL) care is delivered to patients at three levels of specialized service provider sites: 1) Transplant and AL Service Sites, providing all services, including stem cell transplant, chimeric antigen receptor T-cell therapy, and high intensity chemotherapy (e.g., induction); 2) AL Service Sites, providing a subset of services, including high intensity chemotherapy; and 3) AL Shared-Care Partner Centres providing consolidation and less intense chemotherapy, supportive care and follow-up. Sites and healthcare are government funded, through a single-payer system. In 2017, Cancer Care Ontario (now a part of Ontario Health), the government agency managing the delivery of cancer services, released the Acute Leukemia Provincial Plan to provide a vision for the delivery of timely access to high-quality, coordinated services for patients with AL in Ontario. Working with the 14 Regional Cancer Programs in the province, a 10-year plan for expansion to meet the expected demand was developed. Subsequently, provincial stakeholders, including clinical and administrative leaders from across the Province identified a need to develop guidance to ensure all provider sites (existing, new and in development) have the same infrastructure, expertise, quality management, and policies and procedures necessary to deliver high quality care for this specialized, high-need patient population. Methods: The AL Specifications Working Group (WG) was formed to lead the development of organizational guidance. A systematic literature review and jurisdictional scan using key search terms identified existing standards and recommendations. Recommendations were extracted from relevant texts and reviewed. Through informal consensus, the WG endorsed recommendations "as is", adapted recommendations to meet the needs of Ontario, or rejected recommendations deemed not relevant. Where recommendations were lacking, but thought to be needed, new recommendations were written. Results: The literature search identified 2,651 potential texts, of which 17 texts were deemed relevant (Figure 1) and 642 recommendations were extracted. After three rounds of review by the WG members, the Cancer Care Ontario team, and targeted external stakeholders, 229 recommendations were approved (Figure 2). Recommendations were written for each level of service provider using the terminology shall (must be complied with), should (recommended or advised) and may (permissive). Recommendations were grouped into 9 sections: 1) 15 General recommendations related to infrastructure, patient volumes and service provider availability, 2) 25 Clinical Unit recommendations related to inpatient and outpatient structure and services, 3) 99 Personnel recommendations related to roles, responsibilities and training of the multidisciplinary clinical team, 4) 43 Quality Management program and plan recommendations, 5) 22 Policies and Procedures recommendations, 6) 9 Patient Care recommendations, 7) 2 Clinical Research recommendations, 8) 9 Data Management recommendations, and 9) 5 Laboratory Services recommendations related to testing access and turnaround times. In June 2021, the recommendations were shared with impacted stakeholder groups, including health care providers and hospital administration through the release of the Organizational Requirements for Acute Leukemia Service Providers in Ontario: Recommendations Report 2021 (https://www.cancercareontario.ca/en/guidelines-advice/types-of-cancer/69431). The full list of recommendations is available in the Report. Conclusions: The development of these recommendations will serve as a framework for improvement and expansion at existing and new service sites, with the aim of ensuring AL service providers throughout Ontario have the same necessary organizational and operational requirements in place. This paper outlines a form of research and extension that involves producers, researchers, program administrators, facilitators and others with an interest in on-farm, natural resource management and production improvement. Drawing predominantly from a review of the Sustainable Grazing Systems (SGS) regional producer network involving 88 interviews with producers, managers and scientists and in-depth studies of 4 SGS regional producer committees, findings advocate the establishment of arrangements where producers are in control of research and development to maximise learning and on-ground change. The justification for this need is based on the principle that major change will not occur unless the theories of those people whose practices are most affected by research and development outcomes are dominant in the research and development approach itself. In this way, research and development responds to the context in which change is to take place. Additionally, the SGS regional producer network provided a broad framework that enabled producers and other people to come together and actively learn from each other in a non-threatening environment. This approach provided a learning environment that was essentially directed by and for producers.

Experiences with three approaches intended to achieve increasing levels of regional and collaborative engagement – Ministerial water advisory committees, Catchment Water Management Boards and Natural Resources Management Boards – are examined over the period from the 1970s to early 2014. Attention focuses on two tensions: (1) whether to have a system-wide or regional focus and (2) whether to pursue extensive consultation and seek consensus, or have government agencies limit consultation and take decisions in a timely manner, knowing that winners and losers will emerge. Supporting legislation, policies, plans and programmes were reviewed, and interviews were completed with 88 individuals. Support generally exists for regional and collaborative approaches, but with recognition of a need to balance strengths and limitations for whatever choice is made.

Community participation, defined as engaging users of schemes in the decision-making processes for the planning and implementation of irrigation projects, is critical for the sustainability of irrigation schemes. This study was carried out in three regional states of Ethiopia to investigate the contribution of water user associations (WUAs) to sustaining participation in irrigation projects. The paper demonstrates that the poor understanding of community participation and institutional development by project staff in donor-supported irrigation projects results in the poor performance of WUAs in enhancing participation in irrigation systems. The interventions of external bodies in setting up the WUA by-laws and in determining the responsibilities of users and WUA committees contributed to the low level of participation. The transfer of schemes to WUAs without building WUA committees' abilities in operation and maintenance constrained their ability to sustainably manage irrigation schemes. The WUA committees are male-dominated and the views of women are hardly represented in the decision making. Therefore, establishing WUA committees that reflect the interests and inputs of scheme users is crucial to achieve fair decision making. Local authorities and non-governmental organizations could do more to change perceptions and behaviour to reflect the importance of gender equity in sustaining the positive outcomes of irrigation at household and community levels.

Bioethics has been stimulated by two happenings. Indignation provoked by the behaviour of Hitler's regime against the unfortunate deportees and the splendid progress of biology and medicine. One can distinguish two periods in the history of ethical committees. Firstly a period concerned only with local regional, hospital or university committees and a later period concerned with national committees (the first was created in France in 1983).Three revolutions which pose important ethical questions have changed medicine in the last fifty years:1. A therapeutic revolution with therapeutic trials (well organised trials on healthy volunteers, or comparative trials which are both morally necessary and necessarily immoral).2. Organ transplantation with questions about the donor (dead or living) or the recipient who becomes a chimera.3. Epidemiological enquiries with the difficult question of creating a register.The biological revolution which came later has given man three masteries:1. Developments in birth control, such as the RU of Baulieu, which can terminate pregnancy.2. Artificial insemination ranging from treating male infertility to a matter of convenience.3. In vitro fertilisation leads to the problem of what to do with supernumerary embryos.Genetic developments lead to progress in predicting the predisposition to disease as well as the power to modify the inherited genetic makeup. The invention but not the discovery can be patented. Finally progress in knowledge of the nervous system leads to two important bioethical problems, psychopharmacology and nerve tissue grafts.These difficult questions and the tensions that they have engendered have led ethical committees to formulate the following principles to guide their judgement:1. The definition of a person at the very beginning of life, with the tendency to consider an embryo as a potential person.2. Respect for knowledge depends on two precautions; confining some research to a small number of laboratories and having a moratorium on some new findings.3. Eliminating the financial element from blood transfusions or organ donation.4. The responsibility of the researcher who should deal with the ethical problems created by his or her research as it develops.What is the role of the law in ethics? What legislation can be and what cannot be forecast? How can we develop the teaching of bioethics particularly in higher education, medicine and law? Can we start sufficiently early teaching morality in schools? How do we develop the necessary international arrangements? By increasing meetings? By creating a European bioethics committee? Finding an answer to these questions was the object of a meeting in Madrid in March 1992 of the chairmen of the national ethical committees of Europe.

The underpinning essence of being part of a regional organisation such as the Southern African Development Community (SADC) is to achieve development through integration. Regional integration thus becomes the bedrock from which the treaties governing SADC and its member states are to be interpreted. The SADC Treaty and its various protocols articulate that members should eliminate obstacles to the free movement of people, goods and services. This should include the progressive reduction of immigration formalities in order to facilitate the freer movement of students and staff for the specific purposes of study, teaching, research and any other pursuits relating to education and training. Relying on international law principles such as pacta sunt servanda, this article establishes that though South Africa has made much progress in meeting most of the SADC obligations relating to migration and education, there are still grey policy areas that fall short of SADC standards and regional commitments. It also appraises the role of the SADC Council of Ministers, the Parliamentary Forum, the Tribunal and the National Committees in addressing these areas.

Most of our present generation focuses on profit and business-oriented nature. So, they are mainly engaged in deforestation and environmental destruction. As a result, we all are living in dangerous situations today and going to face the serious impact of the modern lifestyle. Some of the ways to practice environmental awareness include: using safe and non-toxic building supplies, conserving energy and water, recycling, activism, and others. There is an urgent need to create a positive attitude towards the environment, particularly among the adolescent category. A man should go hand – in – hand with nature. Present study analyses the environmental awareness of local people of Amboori, a fragile hilly region of Thiruvananthapuram, the capital city of Kerala. In the context of alarming environmental problems, the natives should initiate environmental activities and be ready to form environmental committees in a judicious plan. The existing environmental conditions invite the need for the preservation and conservation of environmental heritage for the future generation. As they debate, lobby, and caucus, students learn about the interplay of the state system, international and regional organization, intra-Arab cooperation and conflict, issues of the region, and superpower impact upon the area. As participants gain greater understanding of the culture, concerns, achievements, and problems of the Arab world, they shed stereotypes, question prejudices, and begin to appreciate another perspective on regional issues.The Model League consists of plenary sessions, five committees (political, economic, social and cultural, legal, and Palestinian affairs), and a summit conference of the League Council. The purpose of this article is to reveal the method of multiple-criteria optimization for the selection of regional sustainable development projects. Projects for regional sustainable development in the strategic planning are currently considered as an important instrument sustaining competitiveness and productive capabilities of the European economy and supporting developing areas, as an aim of the Europe 2020 strategy. Methodology. European countries implement national strategies by using the broad methodology of project management for reaching strategic aims. In such a context, it becomes necessary to provide a generalized method of projects' evaluation and their selection by the corresponding committees, proceeding from the best international practices and effective policy guidelines. Thus, the aim of this paper is to provide multiple-criteria method for the selection of the optimal regional development project out of the number of competing alternatives. Results. This paper reveals the decision-making process behind the expert selection of the most competitive project, based on a set of following criteria: social, economic, ecological and budgetary efficiency. Our method is as follows: we are considering all the available components of efficiency through the lens of integral factor. For each component we propose a set of local indicators that describe its degree of efficiency in comparable values. The projects of Dnipropetrovsk regional state administration of Ukraine are considered as main case of this study. To analyze them we use the methodology of multiple-criteria evaluation of regional sustainable development projects. As a result of this process it becomes possible to choose the optimal project for regional development out of wide array of projects being filed by the applicants. Value/originality. Value and originality of the multiple-criteria optimization method is the capability to provide the selection of regional sustainable development project on the base of clear criteria which precludes the possibility of corruption and unfounded decisions being taken by the authorities during the process of the planning the economic activities. As current method of decision-making is based on quantitative assessments of projects’ value, government and local government representatives are guided by a common vision and subjective impressions on the application. The advantages of the proposed method are methodological simplicity, flexibility and universality, which are crucial in the multiple-criteria decision-making in public administration. One of the advantages of this method is that it allows providing a justification for the results and conclusions of the selection process.

The article characterizes archival sources on creation and improvement of legal framework governing the manufacture of military goods in the mining industry of the Urals in the first half of the 19th century. The chronological framework of the study is determined by the fact that it was during this period that special committees and commissions of military and mining departments representatives were preparing rules and instructions to govern the production and acceptance of military products. The development of legal and regulatory framework for military contracts is one of the least studied issues in the history of the Russian military economy. The sources are fragmentary; they are stored in the fonds of both federal and regional archives. Therefore, the purpose of the work is to identify archival materials on normative work of military and mining authorities in the field of military contracts. In the federal archives, documents devoted to this problem are stored in the fonds of central bodies of military and mining administration of the first half of the 19th century. The Berg Collegium materials from the Russian State Archive of Ancient Acts (RGADA) and those of the Mining Department from the Russian State Historical Archive (RGIA) enable the study of the activities of committees created in 1804 and 1808 for the development of military products acceptance procedure in the state-owned factories of the Urals. Participation of the military command and control bodies in the preparation of these normative acts can be traced in the documents from the Russian State Military Historical Archive (RGVIA). Moreover, the correspondence of military and mining authorities testifies of unsatisfactory fulfillment of military contracts by mining plants, which was the reason for creation of rules for acceptance of military products and their processing. The fonds of the federal archives also store documents on the Artillery and Mining Departments activities in improving regulatory framework in the 1820s–40s. New rules for the acceptance of guns, shells, and metals were outlined and approved in 1831 and 1846. In the fonds of regional governing bodies and industries from the State Archive of the Sverdlovsk Region (GASO), documents have been identified on the development of rules for military goods acceptance procedure, their delivery to mining plants, use in manufacture, military receiving clerks’ activities. Materials of the GASO fond of the chief artillery inspector at the factories of the Urals provide data on his participation in the work of the committee created in the 1820s.

<p class="p1">In the last decade, the adoption of Genetically Modified Crops (GMC) has increased in scale worldwide. The total area planted with biotechnological crops reached 365 million acres in 2010, while the number of farmers around the world who decided to produce crops with this technology increased as well. </p><p class="p1">At a regional level there have been different responses from government agencies, which have formulated rules and regulations in keeping with the realities of these countries. In Central America, the countries that are most involved in the development and cultivation of food biotechnology techniques are Guatemala (papaya), Honduras (beans and maize), and Costa Rica (cotton, soybean and pineapple). At a global level, the latter two were among the 29 countries with the most GMO crops in 2010. Some countries of the region have also implemented governmental regulatory structures through technical committees on Biosafety. </p><p class="p1">The most important characteristics of these crops in terms of trade continue to be the provision of herbicide tolerance or pest resistance. However, the introduction of new modified products with good prospects in the market is also noteworthy. </p><p class="p1">These experiences with cultivation and Biosafety regulation at a regional level could lead to successful and progressive development of agricultural and food biotechnologies in the near future. </p>

In this paper I present a survey of the economic literature which is concerned with federal public finance. I argue that it is difficult to derive policy-relevant normative propositions about federal financial relations, but that it is possible to suggest means by which one could improve the efficiency of policy decisions. There is a review of the discussion of the Buchanan and Scott contributions of the 1950s and 1960s, and it is concluded that it is easier to discover significant questions than agreed answers. Practical considerations of geography, regional economy, and administrative separation of powers are then introduced. The argument is that the normative economic definition of equity and efficiency may have little relevance to the practical policy-question of forming and maintaining a federation. I conclude with a proposal for linking the attempt to solve questions of regional and national policy through a network of committees—one for each of the following areas: budget coordination, regional equalization, common standards, stabilization, and economic growth.

In today’s conditions of active growth of the non-government parties’ participation in international relations and fast development of the municipal partnership, the issues of identification, analysis and generalization of the source base of the formation of a complex phenomenon of twin cities as participants of the international cooperation are becoming of paramount importance. The article analyzes the source base of the process of formation, development and modern state of twin and partner relations of Odessa, as well as international cooperation of Odessa Region in the second half of the XXth – beginning of the XXIth centuries. The basis of the source for the study consists of published and unpublished archival materials which are stored in the archives of the Union of Soviet Friendship and Cultural Relations with foreign countries, the Association of Soviet and Foreign Cities, the regional and city committees of the Communist Party of Ukraine, the archives of regional and state administrations, city councils and city executive committees, archives of local authorities of twin and partner cities. The second group of sources is represented by materials from periodicals containing reports on exchanges of delegations, joint events, speeches by members of delegations of twin cities. A separate group of sources consists of journalistic publications, materials from the Internet portals, information resources, which quickly covers the news and expert opinions on cultural, educational and other international events, the establishment of twin/partner relations and the development of the international volunteer movement. In general, the source base is wide and diverse and quite sufficient for a comprehensive analysis and comprehensive coverage of the international cooperation of Odessa Region during the specified period. Large-scale complex of archival documents that are stored in the State Archives of the Odessa Region, the Department of Archival Affairs of the Odessa City Council and departmental archives of the region are required further scientific analysis and synthesis.

BackgroundThe establishment of research ethics committees (RECs) in charge of reviewing research protocols answers the need to regulate with an ethical framework the development of clinical trials, biomedical research and technologies affecting human health. The first RECs were instituted at the national level in the 60 s, and were gradually put in place in Africa as a result of research projects development in the area of epidemics such as HIV infection, and to meet one of the major requirements of the Helsinki Declaration and the international ethical Guidelines CIOMS: ‘each research protocol involving humans has to be reviewed by an independent ethics committee’. However, RECs in Africa are still facing various challenges in the accomplishment of their missions. Among them, RECs located in the West-African French speaking area are reporting an urgent need for networking and coordinating their effort.Supported by EDCTP, AFREENET (AFRica Ethics Excellence NETwork) is a 3 year collaborative project between three RECs, respectively in Côte d’Ivoire, Guinea and Benin, and coordinated by the Ethics Unit of Institut Pasteur (France), which aims to reinforce RECs capacities.The project will lead to reinforcement of training capacities through a long-term strategy to establish mechanisms to ensure and update members’ training, and to develop a pool of ethics trainers. Based on RECs experiences, network activities will permit to share and identify valuable practices on global ethics oversight, such as monitoring, SOPs, regulatory issues and sensitisation. The preparation of Ethics Committees for the potential occurrence of outbreaks will be specifically addressed through an Outbreak preparation plan built upon lessons learnt from the Ebola crisis.Creating synergies and mutual empowerment between „African RECs will increase their visibility, their capacity for advocacy and their recognition as key actors of a responsible ethics research framework at the national, regional and international level.

One of the more prominent themes to emerge from this roundtable is the desire to integrate the history of the modern Middle East with broader trends in international history, particularly with regard to the recent emphasis on “decentralizing” and “globalizing” the Cold War narrative. My own research interests are consistent with this approach, as one of the central concerns of my current project is to show how Algeria's revolutionary nationalists defied the regional categories imposed on them from the outside by pursuing overlapping diplomatic initiatives under the rubrics of Maghribi unity, African unity, Arab unity, Afro-Asianism, and Third Worldism. After independence in 1962, the Algerian foreign ministry's main geographical divisions differed significantly from those used by the U.S. State Department—and most history departments’ hiring committees—by dividing the world into “the West,” “the Socialist Countries,” “the Arab World,” “Africa,” and “Latin America/Asia.” These categories were the product of both practical considerations and ideological/identity politics on the part of Algeria's new leaders, and to my mind suggest that the “Middle East” may itself be a particularly arbitrary and misleading geographical framework, even in comparison to other parts of the developing world where European imperialism exerted a heavy cartographical influence.

The present article studies the emergence of institutions of government and autonomy in the Kuban region during the revolutionary transformations of 1917. In the Kuban region, this process diff ered from the development of similar institutions in other provinces of the Russian Empire; these diff erences resulted from the peculiarities of colonization and from the social structure of the region’s population, as well as from the pre-revolutionary management of the region. As the authors demonstrate, the system of government and self-administration in the region encompassed all social estates, in line with post-February democratic processes. The article analyzes the reasons for the failure of this system. The authors identify two periods. Between March 1917 and July 1917, the establishment of governmental bodies and bodies of self-administration was in line with postFebruary democratic processes and aimed at the formation of a more democratic system of regional and local government. The second period, which began in July 1917, was of counter-revolutionary nature; the authorities seized the bodies of Cossack self-government. The abolition of land committees, the closure of the oblast’ council and executive committee, the restriction of the activities of left parties, the elimination of civil committees and the transfer of all power to the Kuban Military government left no legal room for considering the interests of all classes. By the autumn of 1917, the system of governance formed in the Kuban region was not aimed at achieving social harmony and peace but formed the basis for acute social confl ict.

In the last quarter century, since the university is the main source of the human resources required by the knowledge society, structural and functional restructuring efforts of the university institution have been increasing to strengthen the positive impact on economic growth and social development through education and research activities. Today, the Anglo-Saxon and the Far East countries have the most successful university examples in this context; European universities come second in performance, although there are tremendous differences among member countries. Being a candidate for the European Union membership and as a member of the Council of Europe as the first signatory states of the Cultural Convention; implementation of reforms in the European Higher Education Area is obligatory for Turkey. In this study, an organizational and operating model has been developed in line with the European university reform agenda. CoHE's university approach which focuses on thematic and regional development has also been taken into consideration. Five innovations can be mentioned in terms of organizational and functional configuration of the model: (i) Profile of graduate and mission of the new generation university in the fields of education, research and community services, (ii) Policy development and implementation offices, (iii) University ecosystem consultation and steering committee and other committees and boards, (iv) Concept courses and branded courses, (v) Recognition of prior learning, (vi) Coop-education and solution partnerships.

The Texas Coastal Oil Spill Planning and Response Toolkit (the Toolkit) was first introduced to the spill response community in 1999 on CDROM. Updated annually since that time, the Toolkit is now in its 12th edition and its contents now span Texas, Louisiana, Mississippi and Alabama. With 2,000 DVDs distributed annually, the Toolkit has become the most widely used vehicle for disseminating Area Contingency Plans (ACPs), Environmental Sensitivity Index (ESI) maps and almost 1,500 other spill planning and response documents in the USCG District 8 region. Navigating this extensive collection of PDF documents is managed by hyperlinks from a Master Page document which subdivides the contents into seven major categories: ACPs; ESI maps; Regional Response Team VI documents; Incident Command System (ICS) documents; software applications; internet links and additional documents. The “Additional Documents” category contains national and international response plans, oiled wildlife guidelines, as well as a wide variety of NOAA job aids, manuals and other useful reference materials. The Toolkit can be used for both planning and response activities. As a contingency plan or drill development resource, the Toolkit provides a convenient source of maps and detailed geographic response plans for use as the basis for scenario and plan development. Scenarios and plans developed from the Toolkit materials can be checked against the ACPs for compliance. During a spill event, the Toolkit also provides resources for: ICS spill management, setting protection priorities, reviewing Incident Action Plans for ACP compliance, guidance in executing pre-approval plans, and reviewing procedures for aerial reconnaissance (to name a few). Besides the obvious benefit of having these planning and response support resources in one convenient package, the Toolkit provides an additional benefit to the regional response community: a rallying point. The annual production of the Toolkit has created a schedule and framework around which state, Federal and private entities organize the annual updates to their ACPs through their Area Committees. This poster describes the Toolkit's growth over time, the manner in which it is used, the production workflow, the content selection philosophy and its impact on the spill response community.

ABSTRACT The use of dispersants in marine waters off California requires detailed foresight and planning. In an effort to expedite a decision to use dispersants and reduce first strike response time, the Region IX Regional Response Team tasked Californias Marine Area Committees to recommend dispersant approval zones. Each Area Committee conducted Net Environmental Benefit Analyses for their areas of responsibility, and from those analyses recommended dispersant zone designations to the U.S. Coast Guard and the Regional Response Team (RRT). All zone recommendations were approved by the RRT in July 2002, and development of the remaining elements of the dispersant plan began. Using primarily a model developed in New Zealand, the authors drafted a comprehensive dispersant use plan for the waters off California. The U.S. Coast Guard Captains of the Port in California reviewed the draft plan, and tested it during the April, 2004 Spill of National Significance (SONS) drill in southern California. The streamlined decision flowcharts, imbedded “Decision Boxes” and operational appendices with further instructions, forms and resource contact information, proved the California Dispersant Plan was a very intuitive and workable response decision tool. During the SONS drill, this greatly improved the ability of the Unified Command to make a decision regarding dispersant use, get the resources in place, and begin dispersant sorties within the operational “window” for dispersant use. It is expected that the same expedited and informed response process will serve California well during an actual oil spill response.

Abstract In Turkey, digitalization of curricula, teachers, course materials, and educational technologies is relatively slower when compared with the ones in economic sectors and state services in general. In this study, we proposed a model for a new generation university in a digitalized society. The Council of Higher Education classifies universities in three categories (mission) to respond to technological and economic developments in the societal life: research, regional-development oriented and thematic universities. At national level, a digital transformation office acts as a coordination and orchestration body among governmental institutions in order to carry and transform public services into digital environment. The private sector naturally has to be digitalized by national and international severe competition. The tool developed in this study based on the model developed by Toprak et al. (2019). That model aims to compensate for coordination gaps in the traditional university hierarchical structure, which is designed as department, faculty board, university board and senate, from administration to governance. Five innovations can be mentioned in terms of organizational and functional configuration of a university model proposed there: (i) profile of graduate and mission of the new generation university in the fields of education, research and community services, (ii) policy development and implementation offices, (iii) university ecosystem consultation and steering committee and other committees and boards, (iv) concept courses and branded courses, (v) coop education and solution partnerships. The Rector’s Office acts as an executive committee to prevent coordination gap in the proposed model. A checklist has been developed for the processing of that model and hence it is made possible to measure the performance of an applied university and degree of compatibility with the model. Thus, the framework and content of the mechanism and tools traditionally used in quality assurance and accreditation will need to be updated in line with this model.

IntroductionThe Irish, Scottish and Welsh national Health Technology Assessment (HTA) bodies (Health Information and Quality Authority, Health Technology Assessment Group, Scottish Health Technologies Group, Health Technology Wales) have recently (2018) established a ‘Celtic connections’ regional HTA alliance on non-medicine technologies. The primary purpose is to add value by realizing potential economies of scale and scope in non-medicine HTA efforts.MethodsA Memorandum of Understanding (MoU) was agreed to: formalize collaboration and partnership working; improve shared understanding of work programs and processes; collaborate on and co-produce evidence reviews of mutual interest; increase both the volume and range of technology topics for which advice is developed in each nation; promote knowledge exchange; and enhance professional and personal development for each agency's staff.ResultsEarly benefits include: collaboration on one technology topic resulting in the production of bespoke guidance in three countries; an update of a partner's rapid review; identification of a further potential topic collaboration (sacral nerve stimulation); a six month senior staff secondment; and reciprocal observer membership on each country's national committees. Other general benefits have included: reduced duplication of effort; improved quality assurance through ‘critical friend’ peer review; enhanced access to methodological advice and a broader range of stakeholders; and development of a forum for discussion and peer support.ConclusionsThe alliance offers real potential to optimize use of the scarce resources for non-medicine technologies across the three countries and increase evidence review and guidance volume through adapting or co-producing outputs. Longer term benefits are anticipated to include: improved knowledge exchange; advancing skills of staff; building and broadening capacity through shared learning and access to a wider professional peer group; improved staff recruitment and retention; production of joint publications and other modes of dissemination; and increased profile for each country's work.

The article focuses on the policy conducted by the Management Board of Siberian Merchant Bank in reference to its regional branches from 1873 to 1920 using the example of the Irkutsk Branch. The policy included circulars and instructions that were sent to the branches and were supposed to regulate their activity in order to comply with the Bank’s general development strategy. The documents, regulating the activity of regional branches, are kept mainly in historical archives of Irkutsk and St. Petersburg. Some of the circulars are general in nature, some of them relate to the Irkutsk Branch and its activity. The research reviewed the documentary materials, defining the key directions and peculiarities of the Bank’s policy concerning to the regional branches. The Bank’s policy was based on the detailed analysis of the economic situation in the region under the coverage of its activity. The Management Board thoroughly studied all the local periodicals, which the regional branches sent to them. A special focus in the article is given to the Bank’s policy toward regional Accounting Committees, which was cautious and rather distrustful. It should be mentioned that social policy toward its employees was not alien to the Management Board of Siberian Merchant Bank. It could include provision of housing and various financial incentives. As a conclusion, in general the Bank’s policy toward regional branches can be described as pragmatic, moderate, but not excluding its socially-oriented approach.

PurposeThere remains a lack of comprehensive pediatric emergency preparedness planning worldwide. A disaster or mass-casualty incident (MCI) involving pediatric patients could overwhelm existing pediatric resources within the New York City (NYC) metropolitan region. The NYC Department of Health and Mental Hygiene (DOHMH) recognizing the importance to plan for a MCI with a large number of pediatric victims, implemented a project (the Pediatric Disaster Coalition; PDC), to address gaps in the healthcare system to provide effective and timely pediatric care during a MCI.MethodsThe PDC includes experts in emergency preparedness, critical care, surgery, and emergency medicine from the NYC pediatric/children's hospitals, DOHMH, Office of Emergency Management, and Fire Department (FDNY). Two committees addressed pediatric prehospital triage, transport, and pediatric critical care (PCC) surge capacities. They developed guidelines and recommendations for pediatric field triage and transport, matching patients' needs to resources, and increasing PCC Surge Capacities.ResultsSurge recommendations were formulated. The algorithm developed provides specific pediatric triage criteria that identify severity of illness using the traditional Red, Yellow, and Green categories plus an Orange designation for continual reassessments that has been adopted by FDNY that has trained > 3,000 FDNY EMS personnel in its use. Triaged patients can be transported to appropriate resources based on a tiered system that defines pediatric hospital capabilities. The Surge Committee has created PCC Surge Capacity Guideline that can be used by hospitals to create their individual PCC surge plans. 15 of 25 NYC hospitals with PCC capabilities are participating with PDC planning; 5 have completed surge plans, 3 are nea completion, and 7 are in development. The completed plans add 92 surge beds to 244 regularly available PICU beds. The goal is to increase the PCC surge bed capacity by 200 + beds.ConclusionsThe project is an effective, multidisciplinary group approach to planning for a regional, large-scale pediatric MCI. Regional lead agencies must emphasize pediatric emergency preparedness in their disaster plans.

Important committees formed for poverty estimation in India are discussed. The controversies in India over the calculation of a poverty line are discussed and shown in tables and in diagrams. It also discusses the regional disparities in poverty reduction and alleviation of poverty among various castes and groups. The article goes on to discuss the XIth and the XIIth Five-Year Plans and the state action towards alleviation of poverty and promotion of inclusive growth.

With rapid economic development, the protection of the ecological environment has become very important. The modernization of rural ecological governance is the basis and prerequisite for the sustainable economic and social development of vast rural areas of China in the current era. It is urgent to analyze the influencing factors and to improve China’s rural ecological environment governance efficiency for Rural Revitalization in the new era, and to promote the modernization of the national environmental governance system and governance capacity. This paper empirically examines the influencing factors on rural ecological environment governance efficiency in the whole country, and in the eastern, central and western regions separately, at the provincial level, using the Tobit regression model. The results show that, at the national scale, the level of rural economic development, the size of village committees and rural public participation all have positive roles in promoting the efficiency of rural ecological environment governance. Rural population agglomeration, financial support for agriculture. And environmental protection social organizations have negative roles, hindering the efficiency of rural ecological environment governance. From the perspective of the eastern, central, and western regions, the factors affecting the efficiency of rural ecological environment governance are different due to regional differences. According to the results of empirical analysis, it is proposed that the key issue in improving the efficiency of rural ecological environment governance in China is to promote differentiated regional coordinated governance mechanisms.

The article is devoted to the analysis of modern processes of interregional cooperation in the Far East in the context of regionalization. The analysis was based on Russian-Chinese interregional interaction. Based on the theory of new regionalism, the contemporary role of regions in the 21st century was determined. The Russian foreign policy strategy “Turn to the East”, outlined in 2014, has established new prospects for interaction between Russian and Chinese regions in the Far East. An analysis of the work of Russian and Chinese scientists, plans, programs for maintaining Russian-Chinese cooperation, annual reports of departments, committees for international cooperation under the administrations of the Russian regions allows us to highlight the general trade, economic, economic, socio-cultural and scientific-technical problems of interregional cooperation. The main ones include: spontaneity and randomness of interaction between the regions of Russia and China in the last decade of the twentieth century; mutual trust in Russian-Chinese interregional relations; imbalances in the development of transport and logistics infrastructure of the Northeast of China and the Far East of Russia; problems of sectoral complementarity of the border regions of Russia and China.

The education budget is often a problem in determining the quality of education, the lack of budget from the government is the main obstacle, with such a small budget, it is certainly necessary to optimize financing. The purpose of this study is to analyze the basic concepts of education financial management and optimizing the education financing budget. This research uses qualitative research methods based on literature study. The data collection method uses documentation studies, namely exploring theories or thoughts from various references. Data analysis uses content analysis, by analyzing and providing data interpretation to draw conclusions. The results of the study explain that. Sources of funds obtained by schools come from the government in the form of central and regional BOS funds, tuition fees for students, and assistance from donors, agencies, sponsors and infaq or sedekah. The available funds are then compiled in the school spending plan which is prepared by the team to be later approved by the principal and the school committee. The implementation of the school financial budget is used in accordance with the budgeted plan in an effective and efficient, trustworthy, and responsible manner. School financial accountability is reported to the directorate of school development (central BOS), the provincial education and culture office, committees, with an accountable and transparent model. The form of optimization can be realized by determining the priority scale when preparing school budgets.

It was found that today Ukraine is not ready to introduce a decentralized system due to shortcomings in budget planning and non-transparency of public financial management. In case of its introduction in the management system of EU funds of Ukraine, it is advisable to develop a preparatory stage for a decentralized management system of EU assistance resources, which will ensure an independent audit of Ukraine's external assistance management system. Based on the results of the audit, it is necessary to determine the responsible state institution that will carry out the overall coordination of the decentralized system in the subsequent stages of its implementation. An urgent challenge for modern Ukraine is the ability to develop a national research and innovation strategy in line with the best EU models. To date, Ukraine lacks a comprehensive systemic vision for the development of science, technology and innovation, and dialogue with civil society and the expert community is somewhat of a formality. The plans and proposals submitted by the Ministry of Education and Science and the Ministry of Economic Development, Trade and Agriculture need to be properly coordinated. After all, such inconsistency of actions of government structures is also reflected in the quality and effectiveness of the legislation of Ukraine, increases the time of adoption of laws in the Verkhovna Rada. In this regard, cooperation between the three committees in particular needs to be significantly improved, namely: the Committee on Education and Science, the Committee on Informatization and Communications and the Committee on Industrial Policy and Entrepreneurship. Promoting cooperation and integration with the European Union will allow the citizens of the respective partner countries to adapt European values faster, increase people's awareness of the experience and prospects of EU countries, and significantly strengthen their self-identification as Europeans. The importance of the role of the Eastern Partnership in security issues for both the EU and the countries participating in the Eastern Partnership should be emphasized. In blood, the primary role of RBCs is to transport oxygen and to regulate regional blood flow distribution, via highly regulated mechanisms. In the setting of exsanguinating haemorrhage or severe anemia, RBC loss may critically restrict tissue oxygenation and result in morbidity and mortality. In such cases, transfusion of whole blood or RBCs can significantly improve survival. However, blood products including RBCs have limited availability and portability and present additional challenges related to type matching, pathogenic contamination risks, and short shelf-life. These issues lead to substantial logistical barriers to their pre-hospital use or in austere battlefield and remote civilian conditions. To date, efforts to develop hemoglobin (Hb) based oxygen carriers (HBOCs) have failed, because of design flaws which do not preserve physiologic interactions of Hb with: O2 (they capture O2 in lungs, but do not release O2 effectively to tissue) and nitric oxide (NO) (they trap NO, causing vasoconstriction). While robust efforts are underway to resolve these issues, recent research breakthroughs have led to bio-inspired engineering of RBC surrogates, using various cross-linked, polymeric and encapsulated Hb in the form of 'bio-synthetic RBC surrogates'. These 'next-generation' Hb-based oxygen carriers (HBOCs) can potentially provide therapeutic oxygenation when whole blood or RBC are not available. This talk will comprehensively review both historical and new HBOC designs, including current state-of-the-art and novel bio-inspired artificial RBC designs in development, along with a critical discussion of successes and challenges in this field. IntroductionExposure to environmental contaminants during pregnancy is one of the determinants of child’s future health outcomes. The effect of environmental pollution on pregnant women living in heavily polluted areas is of special interest and, in this context, the Neonatal Environment and Health Outcomes (NEHO) cohort will focus on the investigation of (1) toxicants transferred from the environment to the mother and from the mother to the developing fetus and (2) the influence of toxicants on pregnancy outcomes, fetal development and health status during infancy. Because the human placenta is positioned at the interface between the maternal/external environment and the embryo, it can be considered a highly informative matrix regarding many key pregnancy events that can shape infant’s future health.Methods and analysisThe NEHO cohort will enrol an estimated total of 800 pregnant women in three selected National Priority Contaminated Sites in southern Italy. Epidemiological data, concerning maternal health status, lifestyle and pregnancy, are obtained through questionnaires provided to the mother starting from the last 2 months of pregnancy. At delivery, maternal blood, umbilical cord blood and placenta tissue are collected to assess contaminant levels and to clarify how toxicants interact with the placental domain. Furthermore, placental transcriptome is studied in order to explore the interferences of toxicants on the role of the placenta in maternal/fetal interplay. Regular follow-up is planned at 6, 12 and 24 months.Ethics and disseminationThe study has been approved by all the Ethics Committees of the three National Priority Contaminated Sites involved: the Ethics Committee of the University Hospitals of Messina (18 September 2017, n. 9/2017); the Ethics Committee ‘Catania 2’ (11 July 2017, n. 38/2017/CECT2); the Ethics Committee of the Region of Calabria (20 July 2017, n. 173). Findings will be disseminated in the scientific community and on a regional basis for appropriate policy actions.

The political mobilization of Palestinians in the occupied territories in the 1980s was closely tied to the rise of a new elite and the marginalization of the traditional notable leadership. Such mobilization was necessary in order to overcome, at least in part, the class, kin, and regional cleavages that had long fragmented Palestinian society and that had been used by occupying powers to undermine collective national action. The mobilization of Palestinian society by a new elite was made possible by structural changes that had led to the peripheralization of the traditional elite. The three most important structural changes were the dramaticrise of wage labor after 1967, which transfigured a basically peasant society, extensive land confiscations, and the widespread availability of university education after 1972. Each of these developments helped to break traditional patron–client relations that had been the social base of the old elite and paved the way for the rise of a more extensive, better educated, more rural, and nonlanded elite which had gained cohesion in thePalestinian universities. In addition, these developments, and in particular the diminution of the Palestinian peasantry, meant that large segments of the population had, in effect, been cleaved from their social moorings and were, thus, more open for recruitment into new forms of social relations and organizations. It is to refer to these structural changes in Palestinian society that I use the term “social mobilization.”

The study of various aspects of interaction between society and nature at the present time is not only of interest to ecologists, but also for specialists in the field of Humanities, particularly historians. This article discusses the history of formation and development of a regional system of management of nature protection in the Middle and Lower Volga region. The author describes main issues related to the state forest Fund of the region in 1918-1950-s and the measures taken by the Executive committees of local Soviets at various levels to address their consequences. The main directions of environmental activities of local governments are considered: protection of forests against fire, theft and infestations of pests, the creation of protected areas, to combat poaching, the accomplishment and gardening of settlements. The sources for the preparation of the article were, basically, documents of regional archives of the Central state archive of Samara region, the State archive of Ulyanovsk region, the State archive of Penza region, the State archive of Saratov region, the National archives of the Republic of Tatarstan, Samara oblast state archive of socio-political history, as well as materials of local periodicals. A significant number of archival documents are for the first time introduced into scientific circulation, which is the scientific novelty of the research.

PurposeThe purpose of this paper is to analyze the determinants of the performance of regional industrial technology development programs among the regional strategic industrial development program that the central government and Daegu metropolitan city jointly promoted between 2004 and 2012. Specifically, in this research, the authors are trying to identify the effects of R&D capabilities and technical development tasks on technological and managerial performance. Design/methodology/approachThe dependent variables of this study are technical and economic performance. Technical performance, product and process innovation, economic performance, sales and export increases were measured using five-point Likert scales. The authors added the contribution of sales through technology development to economic performance. The independent variable is the company’s R&D capability, measured by the number of R&D staff compared to the average total number of employees from 2004 to 2012. The characteristics of the technology development tasks were measured by technical characteristics, market characteristics and collaborative research types. The technological characteristics were measured by seven factors, including technological change, technical difficulty, potential in commercialization, competition between domestic and foreign competitors, difficulty in introducing overseas technology and the technological gap. Market characteristics were largely divided into complexity, dynamics and competitiveness. The types of collaborative research were divided into whether or not there were collaborative research with the participation of large corporations. The control variables are firm size (number of employees) and firm age. Regression analysis was used to analyze the determinants of performance, and a difference analysis was conducted to determine the effect of collaborative research on performance. FindingsThe main determinants of the regional industrial technology development program performance are the characteristics of the technology development task rather than the internal R&D capability; moreover, the technical characteristics, complexity of the developed product market and participation of large corporations had significant effects on R&D capability. The R&D capacity of firms in internal R&D capacity had a significant effect only on the improvement of technology development ability. Therefore, R&D capacity, which is the main determinant of technology innovation, did not have a significant effect on the performance of short-term technology development tasks. Technological change, technological difficulty, competition between domestic and foreign competitors and the technological gap had positive effects on performance, excluding sales contributions. In addition, the complexity of the developed product market such as the diversification of demand, competitive product and sales distribution channels had positive influences on the performance of technology development programs, unlike dynamics and competitiveness. In this study, the authors cannot confirm the effect of collaborative research on the performance of the technology development programs, but they confirmed that collaborative research involving large corporations had a positive influence on performance. Research limitations/implicationsThe results of the analysis of the determinants of regional industrial technology development programs suggest some implications in the future evaluation of these regional industrial technology development programs. It is necessary to review the application qualification and merit, advance review of the business plans and confirmation, an examination of the research results and performance of the applicants and a review of the technology and market situation of the project. For this, the authors suggest that the written review from the relevant technical experts be submitted to the evaluation committees. Also, when establishing regional industrial development programs, they should be evaluated thoroughly, including detailed information and contents about the technical and market characteristics of the local industry. Originality/valueThis research is one of the first to investigate the achievements of R&D support programs among regional industrial development programs in Korea. The results of this study can substantially contribute to the development and implementation of the R&D support policies of the central and local governments. Furthermore, the findings suggest guidelines for improving the performance of R&D support programs in the future. A theoretical model for enhancing the efficiency of government R&D support programs may be established, and an empirical analysis may be conducted to provide practical and academic implications for further research.

Introduction: Prior to effective novel agent (NA) approval for CLL, alloHSCT was recommended for CLL patients (pts) with early relapse/refractory disease after purine-analogs or deletion 17p (del17p) or TP53 mutation (TP53mut) based on expert consensus and retrospectively demonstrated overall survival (OS) advantage. Since 2014, approvals of ibrutinib (ibr), venetoclax (ven), and PI3K inhibitors (PI3Ki) have led to fewer alloHSCT for CLL. While NAs are indisputably effective, many pts will eventually progress through all available NAs. In the absence of data-driven consensus regarding role of alloHSCT for CLL, decision about proceeding to transplant is currently based on disease and transplant risk, response to NAs, and pt preference. This study of CLL pts who underwent alloHSCT following NA therapy (tx) aimed to help define the role of this potentially curative modality in the era of NAs. Methods: This multicenter, retrospective cohort study examined CLL pts who underwent alloHSCT following treatment with ≥ 1 NA, including baseline clinical, prognostic, and transplant characteristics, tx preceding alloHSCT, transplant outcomes, and tx following alloHSCT. Complex karyotype (CK) and CLL status [complete remission (CR), partial remission (PR), stable disease (SD), and progression of disease (POD)] were defined per iwCLL criteria (Hallek, et al. Blood 2018). Univariate analyses utilizing COX regression evaluated association between pre-alloHSCT factors and progression free survival (PFS). PFS, OS, and non-relapse mortality (NRM) were estimated using Kaplan Meier and life table methods. Other statistics were descriptive. Results: 69 pts with CLL underwent alloHSCT following ≥ 1 NA across 14 US and EU centers, including 6 pts with Richter's transformation (RT) prior to alloHSCT. Table 1 describes baseline characteristics. Prior to alloHSCT, 78% received ibr (n=53), 39% ven (n=25), 20% PI3Ki (n=13), and 36% ≥ 2 NAs. 90% (n=62) received a NA immediately preceding alloHSCT [n=32 ibr (16% CR, 75% PR, 9% SD/POD), n=25 ven (52% CR, 40% PR, 8% SD/POD), 4 PI3Ki (75% PR, 25% SD/POD), 1 IMiD]. With a median (med) follow up 28 months (mo; range 1.2 -85), med PFS and OS from alloHSCT for the entire cohort were not reached (Figure 1A, B). PFS and OS for pts with CLL (excluding RT pts) from alloHSCT were 60% and 82% at 24 mo respectively. Poor risk disease characteristics (TP53mut, del17p, CK), prior NA exposure (ibr, ven, PI3Ki, ≥2 NAs), and transplant characteristics (matched (8/8) vs. mismatched (<8/8) donor, positive CMV serology) were not associated with inferior PFS (Table 2). NRM was 3.4% at D+100, 8.9% at 12 mo, 10.4% at 24 mo. Acute graft-vs-host disease (GHVD) was observed in 52% (med onset = D+49); moderate-severe chronic GVHD occurred in 26%. Fifteen deaths (22%) were observed due to POD (n=6), infection (n=7), GVHD (n=2). 21 pts relapsed following alloHSCT; post HSCT pts were treated with ibr (n=6), ven (n=6), rituximab (n=3), R-CHOP (n=2), R-HyperCVAD (n=1), second alloHSCT (n=1). To guide decision making about timing of alloHSCT, we examined pts who received 1 (n=44) vs. ≥2 (n=25) NAs. These groups were similar in terms of poor risk features (del 17p 48% vs. 38%, TP53mut 44% vs. 40%, del11q 21% vs. 36%, CK 41% vs. 54%), transplant risk (med age 60 for both groups, med HSCT-CI 0 vs. 1, matched donor 86% vs. 71%), and disease status prior to alloHSCT (CR 25% vs. 40%, PR 66% vs. 48%, SD/POD 9% vs. 12%). PFS was similar for those exposed to 1 vs. ≥ 2 NAs (Figure 1C). Disease status at time of alloHSCT and hematopoietic cell transplantation-specific comorbidity index (HCT-CI) significantly impacted PFS (Figure 1D, E). Conclusions: In the largest series of alloHSCT following NAs, data demonstrate that alloHSCT remains a viable curative strategy that can overcome adverse CLL characteristics including TP53 disruption and CK. As many pts treated with ibr and/or ven will progress or be intolerant, alloHSCT should be included in treatment algorithms for appropriate candidates. These data suggest that exposure to 1 vs. ≥2 prior NAs did not impact outcomes, though disease status at time of alloHSCT and HCT-CI are important predictors of PFS. Therefore, decision about proceeding to alloHSCT should consider comorbidities and current depth of response, as well as anticipated depth of response with the therapeutic options remaining. These data may significantly add to development of evidence-based guidelines for alloHSCT in the era of NAs. The purpose of the article is to reveal the content of the regional-environmental approach and to characterize its genesis in the advanced Russian social thought and historical and pedagogical science. The definition of the approach is given and the process of its development over the past two and a half centuries is described in detail. The following scientific methods were used in the course of the study: diachronization (periodization), retrospective analysis, reconstruction of historical events, actualization and historical-typological, as well as axiological methodological approach, which allows to identify the value content of the subject under study. These scientific tools were implemented in the course of characterizing the views of leading Russian thinkers of the XVIII-XIX centuries (V. V. Krestinin, A. I. Herzen, N. A. Dobrolyubov, N. G. Chernyshevsky, N. H. Wessel, K. D. Ushinsky, D. D. Semenov, etc.) and twentieth-century scientists and educators (B. V. Vsesvyatsky, G. N. Volkov, A. I. Kondakov, etc.) on this issue. The article provides material on the activities of various organizations (provincial statistical committees, scientific archival commissions, etc.) and individuals — local historians, teachers and patrons of different eras (N. M. Meyer, P. K. Meyer, A. I. Veshtomov, T. T. Rapinov, V. I. Fedyaev, etc.), who contributed to the implementation of the regional-environmental approach in educational practice with their theoretical and practical deeds. The conclusion is made about the socio-political significance and scientific and pedagogical relevance of a consistent, scientifically formulated study of the regional-environmental approach in the theory and history of pedagogy. Permanent changes in the regional educational environment and society as a whole make it socially necessary and socially significant for pedagogic theorists to comprehend constantly the complex of problems related to regional educational topics and, in particular, to determine the role and disclosure of the content of the regional environmental approach in the history of education, including the present time.

The article is dedicated to the Nordic cooperation in culture and education as a basis of the subregional integration. Nordic countries actively develop interaction in these spheres today both because of the common historical and cultural roots and values and due to pragmatic reasons. Thus, it performs an important utilitarian function by serving the needs of the common labour market in the Nordic region, which faces challenging problems, such as low birth rates and aging of the population. It is formation and development of the common cultural, linguistic, educational, and social space that increase the effectiveness of the Nordic labour market. Special attention in the article is paid to specific tools and forms of cooperation in culture and education aimed at expert personnel training and easy enculturation of Nordic citizens in any country of the region. Wide range of instruments includes co-funded specialized organizations, committees, inter-state cultural funds, theme-based cultural programmes, regional projects and mobility projects, Northern cultural forums, the Nordic Council Prize, etc.

Regional cooperative efforts such as the Southern Association of Agricultural Experiment Station Director's Advisory Committees, Development Committees, Multi-State Research Fund supported projects, and Southern Extension/Research Activities Information Exchange Groups have been in existence and have been successful for many years. However, there are opportunities and compelling circumstances for more intensive regionalized efforts, including multi-state faculty positions and multi-state cooperatives. The University of Georgia is involved in three multistate horticulture faculty positions—an orchard floor management specialist (shared with Clemson University and North Carolina State University), an apple research position (shared with Clemson University, North Carolina State University, and The University of Tennessee), and an apple extension specialist (shared with The University of Tennessee)—and one multi-state cooperative, the Southern Region Small Fruit Consortium (supported by Clemson University, North Carolina State University, The University of Georgia, and The University of Tennessee). Justification for these regional efforts includes the following: 1) federal legislation now mandates multi-institutional and integrated (research and extension) activities; 2) state boundaries form artificial barriers that are transparent to clientele groups, problems, and solutions; 3) decreasing state budgets have resulted in faculty and staff reductions at many institutions, with a subsequent decline in services to clientele groups; and 4) in times of limited funding, universities must focus on areas of excellence and collaborate with other institutions to fill in the remaining gaps. Benefits we have realized from these efforts include the following: 1) better service for minor commodities; 2) better educational programs due to larger venues and pooled overhead funds; 3) enhanced communication among institutions leading to increased cooperative efforts in other areas; and 4) reduced duplicity among institutions resulting in freed up resources to address other high priority areas. There are challenges unique to regional cooperatives: 1) travel distances for extension faculty may be increased and require a high degree of planning and coordination; 2) depending on the housing location of the shared specialist, response time can be greater than if program were housed in-state; and 3) shared programs require open, effective, and increased communications among cooperators. In our experience, the benefits of regionalization far outweigh the additional challenges encountered. However, to be successful: 1) the whole must be greater than the sum of the parts; 2) each partner must have identify preservation; 3) stakeholders must realize value from the programs and must be kept abreast of program successes to assure their continued support.
