The dissertation includes three essays on development and regional economics. Son preference prevails among Indian couples. I test the hypothesis that women who bear sons experience an elevated status within the household, which translates into their increased role in decision-making. The first essay empirically examines the issue. Using data from the Indian Human Development Survey, I find that women who have given birth to at least one son show greater participation in the household’s financial decisions as well as other decisions in a household. Presence of a senior member in the household, however, reduces the women’s relative household bargaining strength. The second essay examines the wage differentials of natives, naturalized citizens, and immigrants on the basis of gender, and for the latter two categories, on the basis of region of origin. This paper argues that the assimilation effect for naturalized citizens should be stronger than that for immigrants since a naturalized citizen, on an average, spends more than 15 years in the country, much higher than immigrants. I find that immigrants experience higher increase in wages than naturalized citizens with longer stay in the United States. The essay concludes that this trend in wages cannot be explained by the assimilation argument alone. We also report that naturalized citizens command higher returns to higher education than immigrants. The third essay explores issues in regional economics. Kansas has the third largest public highway miles and one of the highest miles per person in the country. Due to declining rural population, counties lack the required tax base and fiscal health to support their large ailing rural road infrastructure. The average farm size is increasing and so is the size of vehicles using the rural roads. This paper suggests removing some rural low volume roads from the county road network as one option. I study three Kansas counties to analyze the cost-benefit of reducing low volume road miles. I find that rural counties will be able to save money by closing some low volume roads.

This thesis aims to ascertain the pivotal issues that are of most significance for economic development in regional Australia. To understand these issues, it is necessary to understand prevailing economic development theories which have been traditionally considered in a nation’s policymaking. A review of a wide range of theories revealed that no single theory or set of theories provides desired outcomes from the perspective of long-term economic development of a nation given its existing structure. Researchers and policymakers throughout the world are engaged in searching for suitable options, and the ‘regional economic development with local planning’ approach for regional policymaking has been identified as a suitable option for a developed nation. The tested hypothesis of this thesis indicates that to help accelerate a smooth long-term development process of regional Australia, a suitably designed local planning approach is necessary. Simultaneously, providing an improved coordination mechanism is vital. Establishing an independent regional institutional setup throughout regional Australia should be given greater consideration as a priority issue

This thesis investigates the impact of clustering on the development and operation of wine and tourism industries in Victoria, Australia. Specifically, the research analyses the structure and competitive strength of industry players, and highlights the importance of geographic co-location on their behaviour. In essence, this study examines micro-clusters in these regional industries to identify overlap and complementarity between them. The research focuses on three case studies based around geographic locations in Central and Western Victoria - Ballarat, Northern Grampians and Bendigo regions. "The primary aim of the study is to gain an understanding of the scope of wine and tourism micro-clusters and how they interact. [...] Generally speaking, this study develops and applies a framework that demonstrates the relevance of cluster theory as a regional development tool for scenarios that fucus on co-located clusters at a micro level, as opposed to the majority of research reported that focuses on the macro level."

Initiated by the Second Carnegie Conference on Poverty in South Africa, this study analyses the causes and extent of underdevelopment and poverty in Namaqualand and outlines a possible approach to redress these problems. Namaqualand is shown to be a sparsely populated area, the physical characteristics of which are both a fundamental cause of underdevelopment and a constraint on future development. It is argued that competition for land and other resources is an important cause of poverty in the region. The processes by which the indigenous population was forced into uninhabitable areas, and mission stations were established to reserve land for local people, are traced. The contradictory role of missionaries is analysed as well as Government and other's efforts to coerce the region's inhabitants into wage labour. Relevant literature is reviewed to elucidate underdevelopment and the scope for future development. The conclusion drawn is that no body of theory adequately explains Namaqualand's underdevelopment or offers workable solutions. An eclectic approach is adopted. The present socio-economic characteristics of the population and the state of development in the major economic sectors are described. It is evident that there is little economic diversification. Namaqualand's inhabitants depend heavily on economic activities vulnerable to marked fluctuations. Employment opportunities are limited. Living standards are constrained by poor education, physical and social mobility. Current development projects and strategies are listed and analyzed. Initiatives taken by various development agents are found to have been retarded by the constraints already mentioned. It is concluded that they lack co-ordination and do not form part of a clearly formulated development strategy. A development proposal encompassing distinct strategies is presented. These are: (i) to enhance economic mobility (ii) to improve the quality of life (iii) to exploit development potential. The ways in which these strategies complement one another are outlined, and government's role emphasized. It is argued that efforts should be concentrated on activities in which Namaqualand appears to have a comparative advantage. The need for applied research into appropriate projects and techniques is stressed as is community involvement in all phases. Close co-operation between development agents is essential. Finally in an addendum some constraints and parallels between Namaqualand and some smaller black homelands in South Africa are drawn. Statutory influx control has not determined Namaqualand's low population mobility. Emigration is possible and should constitute a vital element of any development strategy for the region. The effect on the rest of South Africa would be negligible compared to the black homeland's surplus population. At the same time the need for local government initiatives and for the transfer of public resources into such regions is stressed.

Between 1999 and 2007, a series of infrastructure improvements were completed at the Port of Brunswick, Georgia, in order to increase cargo capacity at the port. This paper looks at the port for indications of economic development generated through this infrastructure investment. Infrastructure improvements impact Georgia's economy by making additional cargo throughput possible through the Port of Brunswick by enabling larger cargo vessels to access the port. Additional cargo traffic generates economic opportunity by creating jobs to handle, move, sell and produce this new cargo volume. This analysis investigates what the infrastructure improvements accomplished in terms of improved port operations, what measurable impact they have had on throughput at the port, and associates these changes with economic gains for the State of Georgia. Primary research is used to determine exactly what infrastructure projects were undertaken and how each impacted the port in terms of operations, actual new business and potential growth. This data on increased cargo volumes, realized and potential, is translated into statewide economic impact through existing data on how port traffic affects economic indicators such as output, gross state product, income and employment. The infrastructure improvements created measurable gains at the Port of Brunswick in terms of increased cargo volumes and new business contracts. The effect through the State of Georgia is much greater when economic multipliers are considered.

Regionaler Wirtschaftlicher Integration (RWI) liegt ein doppelter Zielkonflikt (“trade-off“) zugrunde. Dennoch erscheinen Schätzungen aufgrund von dynamischen Modellen “sufficiently specified to suggest that the benefits behind the dynamics of integration are potentially large” (Develin & French-Davis, 1998:20).

Regional integration has gained keen drive since the 1980s throughout the world. Political and economic considerations complement each other in any kind of process; yet classical economic integration theory would advocate that regional integration is an economic process occurring largely as a result of greater interaction between neighboring states, functioning almost like a kind of invisible hand. This theory is based on the historical example of the development of the European Union, yet it completely discounts the fact that the European Union was first and foremost a political project. Such also has been the case with the Southern African Customs Union (SACU), the world’s oldest customs union, and with the Southern African Development Cooperation Conference (SADCC) and its successor, the Southern African Development Community (SADC).

Using the new regionalisms approach, with focus on SADC as a representative regional economic community, the purpose of this paper is to provide an overview of the extent to which politics rather than economic considerations, has determined the establishment and functioning of SADCC (1980-1992) and thereafter of SADC (from August 17, 1992) and to point out the impact, that these political-driven processes has had on the development of the southern African region integration. A qualitative content analysis is used for data collection while policy analysis is brought out using the Institutional Analysis and Development framework. The results of this study reveal divergence between policy formulation (political) and policy implementation (economic) when it comes to enhancing the developmental aspects in the unfolding regional integration process, yet both equally influential. Moreover, policy formulation at the collective-action level still lacks concrete strategies and plans for the harmonization and implementation of regional initiatives. Some of the strategies for deepening the regional integration process would include prioritizing regional commitments to external ones and improving policy formulation as well as establishing linkages between different regional policies and strategies.

Keywords: Regional integration; regionalism, political economic development; regional and Southern African Development Community.

From the broad overview of the cluster literature, the proposition emerges that the manipulation of regional economic structural and cluster factor conditions within a geographically proximate region can translate into sustainable regional economic growth outcomes. As a first step in exploring this research, a theoretical framework for the conceptualisation of industry clusters was established and a methodological framework applied to statistically identify major manufacturing value chain clusters in the Eastern Cape Province. This methodology combines a strength-of-linkage measure for all pairs of supply and use sectors (as revealed in the systematic analysis of intermediate purchasing and sales patterns in the South African Final Supply and Use Tables: 2002) with the application of Ward’s hierarchical cluster algorithm to map the national benchmark value chain clusters in the South African national economy. The ensuing national value chain benchmark cluster framework was then transposed to the Eastern Cape Province to reveal cluster concentrations and gaps that exist in the value chain clusters in the province. The methodology applied in this study provides an objective and clear perspective of inter-industry linkages in the South African economy and produces more detailed and evenly distributed clusters than traditional cluster identification methodologies. Secondary linkages were determined for each of the twenty-six core value chain clusters to depict the diversity of sectors linked to the respective core clusters. In transposing the national benchmark value chain cluster framework onto the Eastern Cape Province economy, a number of distinct advantages emerge. Firstly, it reveals gaps in value chain cluster groupings that may be filled through industry recruiting or regional business development strategies. However, not all industries absent from value chain clusters in the region are equally attractive for recruitment. Henceforth, the number of direct and indirect linkages to industries absent from the Eastern Cape Province serves as a measure of their relative attractiveness when considering their recruitment into the region. vi The benchmark value chain cluster framework alone does not explain which agglomeration externalities are generated and exploited within each cluster, but it served as the overarching framework for the remainder of the research. Accordingly, the value chain cluster framework was applied to evidence whether specialisation, competition or diversity (represented by MAR, Porter and Jacobs economies respectively) is the operative mechanism in generating cluster growth in the Eastern Cape Province. Since agglomeration externalities are not directly observable, construct-valid indicators for the various externalities, as well as appropriate mechanisms to empirically assess the statistical relevance of MAR-, Porter and Jacobs economies in stimulating cluster growth, were established. This thesis added to agglomeration literature by disaggregating the standard measure of diversity externalities into two unique diversity indicators, namely supply diversity (SDiv) and use diversity (UDiv). The SDiv- and UDiv coefficients measure the degree to which a value chain cluster’s supplying/user sectoral mix at provincial level differs from that of the cluster grouping at the national level. This distinction between supply-and use diversity developed in this study firstly provides a clearer insight into the relative regional presence of supplying- and using sectors to the various value chain clusters, and secondly, serves as a useful mechanism to regional policymakers in identifying industries that may be targeted for investment into a region. Therefore, by separating the diversity into its two components, a clear distinction can be drawn between the impact of supplying- and using sectors on value chain cluster growth in a particular region. From a narrow perspective, the empirical findings validate both the Marshall Arrow Romer- (small positive impact of regional cluster concentration) and the Jacobs theory (significant positive impact of cluster supply- and use diversity on cluster growth), while it invalidates Porter’s theory (no correlation between competition and cluster performance). The positive effect size recorded between the level of value chain cluster concentration and differential growth indicates that policy makers in the Eastern Cape Province will be well advised to direct growth interventions towards larger concentrated clusters, than towards smaller, incipient value chain clusters. Additionally, vii the effectiveness of targeted inward FDI to the Eastern Cape Province may be raised by evaluating the economic impact against current value chain cluster structure, as well as the effect on the supply- and use diversities of existing value chain clusters in the province. This thesis has also illustrated that value chain clusters that are concentrated in the region, show a positive effect size with the level of supply diversity in the region. Conversely, value chain clusters that reflect high levels of competitiveness record a positive effect size with use diversity. Policy interventions aimed at raising the performance of value chain clusters typified by smaller players in a competitive environment, should therefore consider raising the respective levels of use diversity in the region. This research awakens the proposition that a reliance on a serendipitous approach to generate dynamic externalities is not sufficient, and that certain factor conditions favour the transfer of tacit knowledge between cluster members. Accordingly, this research empirically explored whether statistically significant relationships can be detected between the common cluster elements, or factor conditions, that serve as conduits for the transfer of dynamic externalities and value chain cluster growth in the Eastern Cape Province. The findings indicate that linkages with knowledge generating institutions in the Eastern Cape Province do, albeit to a relatively small extent, have an impact on value chain cluster growth, and validates the assertion that cognitive enhancing institutions contribute to cluster growth. The importance of backward and forward linkages in nurturing regional growth is signified by the moderate effect size recorded by the level of vertical linkages and total value chain cluster growth. Similarly, a moderate effect size was recorded between the level of horizontal linkages and value chain cluster growth, which shows that cooperation amongst competing firms do stimulate cluster and regional growth in the Eastern Cape Province and affirms the proposition that inter-firm linkages on both vertical- and horizontal levels stimulate cluster growth. An expectation was that the institutional framework conditions would have a significant impact on value chain cluster growth in the Eastern Cape Province. However, the empirical findings reflect that the institutional framework conditions have no statistical impact on value chain cluster growth. The study also found a moderate, positive effect size between value chain cluster size (number of employees) and growth, which shows viii that size matters in regional growth. In other words, in contrast to their European counterparts, the larger the number of employees per value chain cluster, the greater the impact on value chain cluster growth in the Eastern Cape Province.

The regional economic impact of the Channel Tunnel has engendered much public and private sector interest. Previous studies examining the regional implications of the Tunnel have argued that related development pressures will be largely confined to South East England, further widening the "North-South" divide. Economic Potential Analysis was earlier employed by Clark el. al. (1969) and Keeble et. al. (1982a) to model the geographical impact of the Tunnel on the relative accessibility of the UK regions. The conclusions drawn from these studies support the proposition that the South East would gain at the expense of the more peripheral regions. However, the important implications of a rail-only Tunnel have yet to be modelled. The results of the present study show that opportunities created by the Tunnel could be spread more evenly than had previously been predicted. However, following a review of the legislative and policy environment of the Tunnel and related infrastructure, it is argued that as a result of British Government inaction the more peripheral UK regions are likely to be unable to maximise any potential benefits created. Nonetheless, the overall regional economic impact of the Tunnel will depend ultimately on the reactions of the business community (Pieda 1989a&b). The findings of a questionnaire survey carried out for this thesis reveal a considerable degree of similarity in perceptions and anticipated usage of the Tunnel for companies in the South East and South West, including the "Far South West". If this similarity is apparent after the Tunnel opens, the regional economic structure of the UK might only be marginally affected.

The scale is a fundamental yet controversial concept in human geography. Among diverse views over scale, this thesis draws insights from the process-based approach of scale jumping. It is a key notion to understand scale as a process, yet few explorations have been made on making use of its methodological values. Thus this thesis seeks to elaborate the notion by redeveloping it as an analytical framework. Four key elements are therefore concerned: (a) actors and their purposes; (b) directions; (c) approaches; and (d) outcomes. These elements form a framework to investigate the rescaling process of economic space in China. Conventional studies suggest that in the context of global competition, the role of state in scale (re)production has changed from a passive to an active actor. In China, where the state plays an active role in facilitating the economy, different levels of state actors, such as government officials and institutions, are involved in the (re)production of scale. Using the production of Shenshan Special Cooperation Zone (SSCZ) as a case study, the abovementioned four elements are investigated. Specifically, there are three research questions: (a) why do local governments rescale their economy? (b) How do local governments build SSCZ? And (c) what is the outcome of rescaling through SSCZ? The qualitative research method is used to collect data and other information for this research. This includes desktop searches and interviews of businessmen, planners, government officials, and local residents. Through a detailed investigation of the production of SSCZ, this research reveals the role of local governments, their intentions for rescaling, the approaches they used, and the outcomes of the rescaling

This thesis examines how the specific factors population, education level, university and infrastructure affect the regional growth in five chosen municipalities. The municipalities lie in the Dalsland region. The region is selected because of poor regional growth from the beginning of 1990 until now. The factors believed to explain growth is tested against the dependent variable wage level. With the intention to see if there is a significant relationship between the factors, and which one that has the most effect on wage level. When the regressions where tested the obtained B-values were used to calculate an expected average wage level. The real wage level was then compared to the average calculated level. The result of the tests showed that all variables except from infrastructure had a significant relationship with wage level, and the most significant factor turned out to be the education level. When comparing the municipalities’ wages, a majority of the five municipalities wage levels ended up under the expected average wage level.

The revival of regional integration in the European Community (EC) in the early 1980s has brought about profound implications for the development of regional integration and its related theory. Firstly, European industry searching to promote its competitiveness highlighted the need for a "European-level" solution to European economic decline and contributions to the relaunching of European integration. Secondly, as a result of the renewed momentum for regional integration, external factors which were neglected by previous efforts in theory-exploration, have become more noticeable in the process of regional integration. The purpose of this thesis about external factors is to analyse to what extent the progress of regional integration is driven by the private sector. The relaunching of European integration which brought about the successful passage of the Single European Act has demonstrated the crucial contribution of the business community to accelerating the progress of integration. This thesis further offers an analysis of the proposition that the impact of external factors on industrial development is the key to understanding the process of creating the Chinese Economic Area (CEA). It explores the argument that instead of being motivated by political factors, the process of regional integration is primarily stimulated by industrial development in the private sector. It concludes by suggesting a new focus for the study of regional integration - the "external incentives-industrial development" approach, and comparative insights into the EC and the CEA.

Three studies were conducted to analyze the relationship between public infrastructure investment and regional economic performance. The first study examines the literature on economic development and productivity growth. I show that conflicting results from studies by other analysts are the likely result of poor public capital data spanning to short an interval, and an inadequate modeling framework. Public investment may generate small improvements in productivity, but models understate economic impacts owing to the public goods character of some forms of public capital. The second study explores the relationship between economic distress and public infrastructure investment. I use a sample of U.S. counties to analyze public investment according to level of economic distress. With simple investment models, I estimated infrastructure needs for counties with apparent shortfalls. I analyzed the needs-estimates in a series of case studies in which jurisdiction planning and budget personnel were consulted about the accuracy of the estimates. I show that short-run economic distress is not to be linked to public infrastructure investment. Over the long-run, investment varies by level of distress, but as a consequence of private residential investment. The needs-estimating models were reasonably accurate, but missing investment data proved troublesome. Counties proved to be a poor unit of analysis for infrastructure needs, as since significant variation was observed among jurisdictions within counties. The third study demonstrates the need for better estimates of public infrastructure capital stock. I prepared new capital stock estimates for two regions using local investment data and survey-based public capital service lives. I surveyed one thousand jurisdictions in the New England region and the state of Texas. Survey-based service-lives seem to differ significantly from estimated lives. Stock estimates using local investment data and survey-based service-lives produce dramatic differences compared to estimated stocks at the state and regional level. The new data, however, performed just as poorly as other series when used to estimate aggregate production functions. Prior analysts' understanding the relationship between economic performance and public infrastructure investment has been limited because of poor data, and inadequate appreciation of infrastructure's inherent complexity. The research presented here demonstrates that significant improvements are possible and worth undertaking.

This Thesis is concerned with the broad area of the evaluation of regional development policy. The Thesis provides the theoretical context and contributes to evaluation of policies based on provision of organised industrial infrastructure and support systems to national peripheries. It mainly focuses on the Industrial Areas Programme in Greece. The purpose of the research is to measure the effectiveness of the Programme as a lever for regional economic development. Specific interest is paid to the effects of the policy on the regional productivity and the necessity for technological advancement. Basic characteristics, the administrative structure of the country and the setting for the regional development problem are presented early in the Thesis. The institutional and legal framework for development and the emergence of the Industrial Areas Programme follow. In the theoretical part an analysis of the range of regional development theories and their connection with the Industrial Areas Programme is made. This is followed by more recent theories of development based on the implementation of modern technology and the conditions needed for this. An analysis of regional productivity is undertaken utilising the total factor productivity methodology. A productivity typology emerges and first linkages are made to the Industrial Areas Programme. The typology then becomes the base for a field study that surveyed the administration of the Industrial Areas of Greece and firms established therein. Information collected includes the range, infrastructure and facilities of these projects, the technological levels of the participant firms and the efforts made to advance such levels. The survey provides a most useful attitudinal framework for the evaluation of the Programme's effectiveness. Finally, a multi-faceted evaluation is made based first on analysis of employment growth and second on monetary flows in the form of a cost-benefit analysis. The latter provides a generalised methodology, utilising both a pay-back and a full-life evaluation procedure. Analyses in general ascribe some positive effects of the policy but of variable intensity across the projects. The final part resumes the theoretical evaluation, outlines the empirical measurements and findings and proceeds to discuss the policy implications of the Thesis.

Abstract: Currently the capixaba territory, specifically the Metropolitan Region of Vitória, undergoes major transformations in the economic and urban. The first activated by the external sector of commodities and the second result, in a sense, the boom in the region, generating considerable changes in space which in turn bring new and old questions. One refers to the infrastructure, a variable of paramount importance for the economic or social development of any territory. Because the quantity and quality of infrastructure available in space qualifies and requirement the development process. Thus, the analysis that deal with the infrastructure involve sectors and many dimensions, among which stand out, the production and urban. Front of this, the work aims to investigate the distribution of "basic" urban infrastructure under the light of economic and social development of serrano territory, stressing the role of capital construction in the region. Therefore the question that guides the study is: how a region that produces wealth distribute it in the form of collective goods? With this, it gives a reading of sociospatial inequality for the Serra's town in a conception of services and "basic" urban equipments as sewer, sidewalks, public transportation, garbage collection and street lighting

Regional integration can refer to the trade unification between different states by partial or full abolition of customs tariffs on trade taking place within the borders of each state. This is meant in turn to lead to lower prices for distributors and consumers (as no customs duties are paid within the integrated area) and the goal is to increase trade. (Economic integration,1950, p66) According to Mattli (1999, p.42), the analysis of the first problem takes the decision to adopt an integration treaty as a given, and is primarily concerned with identifying the condition under which the process of integration is likely to succeed or to fail. Implementation of an agreement by heads of states to tie the economies of their countries closer together entails a lengthy process of establishing common roles, regulations, and policies that are either based on specific treaty provisions or derived from general principles and objectives written into the integration agreement. Regional integration can be applied for varying forms of economic co-ordination or co-operation amongst different neighbouring states, there will however always be different political agendas in the process. If there is a treaty amongst member states, this treaty has to be enforced or it may result in the development of differences. “In order to address national priorities through regional action most member states had been allocated the responsibility of co-ordinating one or more sectors. This involved proposing sector policies, strategies and priorities, and processing projects for inclusion in the sectoral programme, monitoring progress and reporting to the council of Ministers”. (Department of International Relations & Co-operation, Republic of South Africa). Richard Baldwin, Daniel Cohen, Andre Sapir and Anthony Venables argue that, using the same basic model as Bond and Sypropoulos (1996a), they consider trigger strategies such that initially there is inter-bloc free trade supported by the threat of perpetual trade war if any party breaks the agreement. Regional integration can be understood as the process of providing common rules, regulation, and policies for a region. Regional integration is defined as a process that allows member states to have access to each other’s markets on a voluntary basis and at various degrees. Economic, political, social and cultural benefits are realised from this interaction. (Lee MC, 1999, p30) Regional integration can be seen as co-operation in a broader context but can also be an important framework, through programmes within each regional bloc. According to (Keet ,2005,p22) since the birth of democratic South Africa, regional co-operation is also seen – in addition to the broader African aims-to be an important framework, through programmes within the Southern African Development Community (SADC), within which to address the gross imbalances created both within and between the economies of the region. Regional integration has become a way of assisting the emerging economies to be able to use their proximity to align their economies with the core for economic development. According to (Hamdok, 1998, p34) the effective implementation of regional integration is founded on an enabling environment that promotes accountability, transparency and respect for the rule of law. Also a strong institutional framework at the regional and national levels is fundamental to streamline regional agreements into national policies. In addition, the establishment of effective transnational implementation tools provide opportunities to push reforms conducive to good governance at the regional level. A clear demonstration of this can be observed in effective? legal systems and the need for a regional framework and related judicial institutions to provide an improved regional environment for private development. Integration always provides space for member states to assist in the development of other member states and which have a common economic approach to development. This is done in order to ensure that there are incentives for all member states as compared to those who are outside the bloc. As evidenced in the case of Europe, economic integration helps create a homogenous space and, to some extent, equalises living conditions and if all other regional blocs follow this process the benefit becomes greater. These appear to be prerequisites for a dialogue on the harmonisation of political stands. Indeed, an economic space that is physically integrated; where goods and services move speedily and smoothly; where, besides, the mobility of factors (manpower, capital, energy and inputs) are not subjected to hindrances; where, finally, microeconomic policies are harmonised, is likely to offer equal opportunities to all. Such a high degree of economic integration is not sustainable without a policy dialogue on issues that, at first, may not fall squarely under the rubrics of economic field; peace and security, defense, diplomacy etc. (Blayo N, 1998, P.5) The process of regional co-operation within the Southern African Development Community (SADC) started in in 1980 through the formation of the Co-ordinating Conference which was later changed to SADC IN 1992. Even though it is clear that the South African government played a dominant role because of its apartheid policies, the basic condition was to start the process of integration and open the process of economic co-operation within the region. The Governments of the Republic of South Africa, the Republic of Botswana, the Kingdom of Lesotho and the Kingdom of Swaziland- being desirous of maintaining the free interchange of goods between their countries and of applying the same tariffs and trade regulations to goods imported from outside the common customs area as hereinafter defined; “Recognising that the Customs Agreement on 29 June 1910 as amended from time to time , requires modification to provide for the continuance of the customs union arrangements in the changed circumstances on a basis designed to ensure the continued economic development of the customs union area as a whole, and to ensure in particular that these arrangements encourage the development of the less advanced members of the customs union and the diversification of their economies, and afford to all parties equitable benefits arising from trade among themselves and other countries”.(Government Notice, R 3914,p1). Even though there’s an acknowledgement that under the difficult conditions during apartheid, there was a need for the region to develop a common approach towards development and sustainable growth in the Southern African region. All countries in the region had to co-operate for long term sustainable economic growth, peace and security. “In 1980, the Southern African Development Co-ordination Conference (SADCC) was established with the major objectives of decreasing economic dependence on the apartheid regime and fostering regional development. The strategy adopted for meeting these objectives was regional development and co-operation. In 1992 SADCC was reborn, as the Southern African Development Community (SADC). The member states decided the time had come to move the region towards the creation of one regional market”. (Lee MC, 1999, p1) “Through the establishment of the Southern African Customs Union (SACU) the Southern African region has managed under difficult conditions of economic inequalities to standardise the trade links amongst member states, although there is still more to be done in the region to achieve shared goals of development. The Southern African Customs Union (SACU) links the trade, regimes of Botswana, Lesotho, Namibia, South Africa and Swaziland.

The key role in the development of the regional economy is played by the ratio between consumption and accumulation, which is one of the most important general economic proportions of social reproduction. Consequently, the main theoretical premise in solving the problem of social reproduction is the possibility and necessity of combining taking into account the features of the first and second approaches, or imparting the main (dominant) one of them.

Abstract: The thesis starts with an overview of Brazilian capitalist development since the mid-1950s, establishing a discussion of the concept of development related to the progress of productive forces induced by the State and Private Companies (national and transnational). To emphasize the case of Pernambuco, it considers the context of regional integration after the creation of the Superintendência para o Desenvolvimento do Nordeste (SUDENE). Then, draws a specific timeline under which some features and the main determinants of the productive structure and trade relations of Pernambuco's economy are appointed. Besides the traditional macroeconomic approach, the study proposes an analytical refinement in terms of fractions of capital, with the aim of emphasizing the operation of the main companies of Pernambuco over the last fifty years, by using categories such as participation in sales, control and origin of the capital and sector of activity. It also illustrates the enterprises that emerged, disappeared or were consolidated along the path of the economic development of Pernambuco, relating this approach to the macroeconomic overview held before. In the case of local enterprises (originated in Pernambuco), the study identifies the 'original' bases of accumulation and focuses on the patterns of transfiguration that guided local business strategies in a competitive environment defined by the national productive integration process and other determinants at the supra-local scale

Regional integration has gained momentum since the 1980s and throughout the world. The new regionalism process prevailing since differs from the old one by its multidimensionality covering economic, political, social, and cultural issues within a regional setting. While the old regionalism focused on market protection using a range of tariff and non tariff barriers, the New Regionalism is reinforced by the globalisation effects and strives for efficiency in production, and market access. Using the New Regionalisms Approach, the aim of this thesis is to appreciate the actual levels of regional integration in Africa and explore plausible ways of deepening the integration process with the view that regional integration can promote socio-economic development, provided a pro-development approach is privileged in the conception and implementation of the regional integration process. Focusing on SADC as a representative regional economic community, a qualitative content analysis is used for data collection while policy analysis is carried out using the Institutional Analysis and Development framework. The results of this study reveal discrepancies between policy formulation and policy implementation when it comes to enhancing the pro-developmental aspects in the unfolding regional integration process. In spite that shortcomings in past experiences triggered dramatic structural reforms ranging from the reorganisation of the Organisation of African Unity into the African Union, the creation of NEPAD, to structural reforms within regional economic communities with the example of the 2001 restructuring of SADC, empirical evidence shows that little change has occurred at the operational level. Moreover, even policy formulation at the collective-action level still lacks concrete strategies and plans for harmonisation and implementation of regional initiatives. Some of the strategies for deepening the regional integration process would include prioritising regional commitments to external ones and improving policy formulation as well as establishing linkages between different regional policies and strategies.

There is a broad literature on the finance-growth nexus in the macroeconomics literature. Is there evidence for the finance-growth nexus at the sub-national region? If so, can macroeconomic finance and growth methods be extended to sub-national regions? Joseph Schumpeter argued that banks promote economic growth by choosing which projects to fund, by mobilizing underutilized capital, by managing risk and by monitoring managers. This dissertation proposes a modified Martin and Ottaviano (2001) model that allows for borrowing to form new firms or to expand existing firms. The model shows that if borrowing across regional lines is costly, above and beyond the normal interest rate, that new firm formation will tend to agglomerate in the more financially developed region. With this theory in hand, the dissertation goes on to test the effects of bank deposits on earned income in Kentucky counties. Using equation-by-equation and simultaneous equations panel data methods, this dissertation shows that there is a strong correlation between the size of the bank deposits in a county and income growth. Since Kentucky counties are small and economically interconnected, spatial autocorrelation tests are applied with the result that there are pockets within Kentucky where incomes are spatially correlated. Spatial panel estimates are then conducted to correct for spatial autocorrelation. These results show a strong correlation between deposits and income growth. This dissertation contributes to the literature in three ways. First, it proposes a model that ties endogenous growth, the New Economic Geography and the finance-growth nexus together in a Neo-Schumpeterian context. Second, it gives evidence for the finance-growth nexus in Kentucky counties under methods similar to those used in macroeconomics. Third, the dissertation suggests a way forward in performing future analysis of the finance-growth nexus in a sub-national context. Overall, this dissertation finds evidence to support the hypothesis that the size of the banking industry in a given county positively influences earned income growth. There is also evidence that having a large banking industry in a neighboring county has a positive spillover effect on earned income. Further estimates to control for endogeneity find evidence that the effect of deposits on income growth is stronger than the effect of income growth on deposits.

Post-industrial economic restructuring in developed countries has downgraded the role of blue-collar labour in regional growth, giving way, conversely, to occupations that demand high concentrations of human capital. Human capital has been documented to positively affect regional growth and income, signifying an urban planning shift towards amenities provision, as a human capital attraction tool. An emerging, highly-valued amenity in the post-industrial society is nightlife. Following Florida’s reasoning on the rising salience of the creative class, this paper investigates the hypothesis that nightlife attracts high human capital or skilled individuals. It focuses on the paradigm of Greece, using data acquired by the Greek statistics agency and, to a lesser extent, the Greek yellow pages. It employs two measures, the human capital one –calculated as the percentage of the population holding a bachelor degree and above- and an approximation of Florida’s creative class measure –occupational categorization according to job complexity. Bivariate correlations are applied to account for human capital attracting factors and structural equation modelling to assess nightlife’s impact on the two measures and respectively, on regional growth.

This doctoral thesis explores a socioeconomic model for understanding and analysing leadership in the regional area of Horsham and its hinterland communities. This thesis critiques accepted models of regional development policy and leadership theory and in doing so argues for a new approach emphasising the roles that leaders adopt to achieve goals. These roles comprise the entrepreneur, manager and community leader that this thesis terms the regional trifecta model of leadership. This is a model that explores the ways that leaders attain mutuality within social and economic eco-systems in order to achieve long-term regional economic sustainability and liveability for residents. This doctoral study uses a critical qualitative ethnographic exploration of Horsham and its surrounding region drawing on researcher, the informant participant’s observations from a wide range of industries and social backgrounds. This thesis discusses themes of policy barriers to environmentally sustainable entrepreneurship, social ostracism of female leaders, a sense of futility in bureaucratic compliance, passive and unsupportive communities, tempered with the critical hope of social enterprise and potential partnerships. In examining these themes the thesis argues that entrepreneurs are overwhelmingly values driven. It also asserts that they experience barriers of unreliable labour and unsupportive external partnerships. Managers are also strongly values driven and can experience many barriers from internal partnerships within their own organisations. Community leaders are values driven and struggle against the barriers of bureaucracy with the organisations they partner with. The thesis provides a new contribution to the literature. This includes a critique of psycho-social approaches to leadership through role-based explorations that emphasise a collective responsibility for success within an eco-system. It also examines the types of people that become leaders and their motivations in regional Victoria. From this emerges a discussion about the tension between formal governance and power structures and the informal agency of leaders. The recommendations that emerge from this research are that policy-makers, local, state and federal governments acknowledge and support the role of existing informal leaders and the significant social and economic benefit they bring to regional Victoria.

This thesis investigates the processes and influences that have driven regional economic development in Romania during the period 1945-95. One of the central aims is to examine whether the change from a planned to a market economy has significantly influenced the spatial distribution of economic activity. The initial part of the thesis exammes the theoretical perspectives of Romanian regional development challenging the neo-classical hypothesis and proposing that Romanian development patterns, under both the socialist andThe thesis presents an investigation of the patterns of national and regional development during 1945-95. One of the central messages that emerges is the importance of national and regional industrial structures to overall economic performance. It is argued that while the transition of the socialist economy to the market model may involve a fundamental change in the national and regional economic framework, both systems prioritised national growth over regional concerns through the focus on economic efficiency at the expense of equity considerations. The empirical results presented in the thesis reveal that economic growth free market, are best placed within the context of cumulative growth and agglomeration economies. within Romania is concentrated on previously developed regional centres. Both the socialist and free market systems failed to generate any fundamental change in the distribution of regional economic activity, although the introduction of the market economy is found to be marginally divergent. This is itself a rejection of the argument that the introduction of market forces will lead to a greater convergence in regional economic activity

This master’s final paper analyses divergent economic development in Lithuanian regions and its causes. Given that objective I reviewed works where the main interest is in economic convergence – divergence process in regions. It also presents β and σ convergence and classical methods of inequality measurement. The paper presents a detailed analysis of differences in spatial economic activity described by territorial disparity of active economic subjects, investment in tangible fixed assets and foreign direct investment in regions. Estimation of the rate and speed of uneven growth is grounded on spatial disparity measurement of GDP per capita and GDP per worker. This paper assesses relationship between regional specialization, comparative advantage in main economic sectors and divergence process. The hypothesis is formulated as follows: “the source of increasing spatial differences in Lithuanian regions is cumulative causation process” is confirmed. Political intervention in promoting workplace training programs and accumulation of human capital stock is necessary to defeat this causation process.

The public computer network Internet is used intensively in research and scholarly communication. An important tool for the immediate exchange of research ideas and scholarly arguments is e-mail based discussion lists. E-mail messages sent to such a discussion list are distributed automatically to hundreds or even thousands of recipients worldwide. In this paper we discuss the role of e-mail based discussion lists in scholarly communication and analyze the structure and the development of CERRO-L, a Regional Economics oriented discussion list with focus on regional economic development in Central Europe. We will analyze the structure of subscribers and contributors to CERRO-L, and the content of their messages, the major topics, themes, and places (countries and regions) discussed. With this analysis we want to be able to answer questions like the following: "To what extent can e-mail discussion lists tie together research communities?" "How stable are such communities?"; "Can e-mail discussion lists help overcome some of the limitations (spatial, cultural, language) of more traditional means of scholarly discussion?"; "How focused are discussions on e-mail based discussion lists?"; "What does electronic communication portend about scholarly exchanges and communities?"; "What are the impacts of such communication on the formation, structure, and dissemination of knowledge itself?" In the last decades, small firms have accounted for a disproportionately large share of new jobs. Using data from 1993 to 2009, the concern of this thesis is to examine regional differences in employment growth in Sweden, with  a focus at the role of small firms. The author employs findings from previous studies and theoretical discussions on advantages and disadvantages of small firms to derive a number of variables to use in two multiple regression models on regional employment growth, one for the period 1993-2001 and one for the period 2001-2009. The results show that, unlike increases of well educated workers and the population growth, increases in small firm employment is significant in explaining employment growth in both periods, with a positive relationship. For both periods, changes in small firms’ share of employment is not significant in explaining employment growth. Although many new jobs have been generated in service industries, changes in the service sectors’ share of employment is highly insignificant as an explanatory variable for employment growth. Moreover, an increased share of highly educated workers is negatively related to employment growth.
