Abstract Most discourse related to refugees has been and continues to be related to humanitarian issues. Yet, humanitarianism as a theoretical framing is no longer sufficient for understanding refugee-fuelled migration. The politics of such migration currently dominate policy discourse and Hong Kong is no exception. Asylum seekers continue to seek refuge in a city that neither wants them, nor is sympathetic towards them. The study reported here seeks to understand this context from the point of view of asylum seekers and their supporters in the community and offers an alternative theoretical framework that reflects Hong Kong asylum seekers’ experiences. A qualitative methodology was employed to understand the contexts and asylum seeker experiences. Results indicated that extraordinary institutional pressure is exerted on asylum seekers who cannot settle in Hong Kong but who, in the meantime, are forced to rely on inadequate social protection to survive.

The movement of population was only a domestic issue of a country, but along with the number of countries that paid attention to Asylum Seekers and Refugee so that these issues become worldwide problem. In International law the existence of these refugee protected by the 1951 Refugee Convention and 1967 Refugee Protocol about Refugee. The Indonesian state did not ratify the Protocol so that Indonesia was not obliged to accept the asylum seekers and refugee. However, Indonesia’s strategic position makes Indonesia become a transit country for those who want to continue into the destination country. Therefore, the Government of Indonesia issued a Presidential Decree Number 125 of 2016 concerning Handling of Foreign Refugees. The problem research is how to handling asylum seekers and refugee after the publication of Presidential Decree Number 125 of 2016 concerning Handling of Foreign Refugees. This research is used empirical-normative research methods. Thus, the Government of Indonesia already has a legal basis to handle these asylum seekers and refugees. Indonesia is expected can be more instrumental in addressing the problem of asylum seekers and refugees internationally even thought Indonesia has not ratified the 1951 Convention and the 1967 Protocol. However, in its implementation Presidential Decree Number 125 of 2016 concerning Handling of Foreign Refugees did not run smoothly. It’s because a lot of their handling has not yet referred to the Presidential Regulation.

The moment asylum seekers arrive in Greece, they are often denied access to justice on different levels. At the same time international volunteer field advocates or Backpack Refugee Rights Advocates have the goal of assisting asylum seekers to master the difficulties of the complex European asylum process. More importantly they can play an important role in the process of legally empowering asylum seekers. This paper will first analyze the different forms of access to justice that are denied to asylum seekers in Greece. Then then paper will proceed with the concept of legal empowerment of asylum seekers and it is argued that the main purpose of Backpack Refugee Rights Lawyers should be enabling asylum seekers and refugees to know and enforce their own rights. At the same time the paper identifies and addresses several problems of the work of Backpack Refugee Rights Lawyers. Overall, it is hoped that this paper will provide field advocates with information about how they can play an integral part in the legal empowerment of asylum seekers and refugees if they act according to certain guidelines.

Following a rise in the number of irregular maritime arrivals seeking refugee protection in Australia, and two successful legal challenges to their refugee processing policies, the Labor Government has resuscitated notorious aspects of the ‘Pacific Solution’ as part of a ‘no advantage’ policy. This strategy seeks to deter ‘irregular’ asylum seekers by treating them no more favourably than refugees seeking protection from overseas awaiting entry to Australia through regular refugee/humanitarian channels. In furtherance of this ‘no advantage’ policy, extra-territorial processing on Nauru and Papua New Guinea has been re-introduced and ‘excision’ provisions are to be extended to mainland Australia placing the continent outside of its ‘migration zone’ and, therefore, asylum seekers beyond the regular laws and processes for protection seekers. This article analyses the seismic shifts in asylum seeker policy that have occurred in Australia over the recent past and the politics underpinning them.

AbstractThis study follows on from previous work (Pedersen et al., 2008) that examined the situation of the stateless asylum seeker, Wasim. In the present study, a blog discussion stemming from an editorial about Wasim (Adams, 2008) was analysed. Participants were identified as ‘Do-Gooders’ and ‘Do-Badders’; categories that indicate their orientation to asylum seeker debates (labels originated from the blog itself). We identified several features of the blog discussion. While similar themes and discursive devices were used by the two groups, they were used very differently. The Do-Gooders were more likely to offer accurate information about asylum seekers or Wasim and to show humanitarian concerns for Wasim and others like him. The Do-Badders were more likely to display emotion, show the ‘Phillip Adams Effect’ (addressing the author of the editorial, Phillip Adams, in their submissions) and name-call. However, there was no significant difference with respect to whether participants addressed Wasim's situation specifically rather than focusing on the general issue of asylum seekers. The blog demonstrates, in microcosm, the divided orientation of Australians regarding asylum seekers.

This paper discusses that Indonesia which is not a contracting state to the 1951 Refugee Convention and 1967 Protocol, but still respect human rights of asylum seekers and international refugees on the principle of non-refoulement. By being unable to refuse the asylum seekers, it will result in the accumulation of those who have the potential to disturb the security and order of the Indonesian people. This paper aims to identify conditions, problems, and provide solutions for asylum seekers and refugees in Indonesian territory from the perspective of national law and international law. This writing uses a normative research method with a juridical-normative approach, which refers to the prevailing laws and regulations. The solution that can be provided is the establish regulations regarding the handling of asylum seekers and refugees, improving communication with the main destination countries, conduct training for officer in dealing with asylum seekers and refugees, and optimally applying the Global Compact on Refugee concept. The results of this paper indicate that national law and international law can provide protection for asylum seekers and refugees.

Poetry provides valuable and insightful ways to explore and record social and political experiences and engagements. The plight of refugees and people seeking asylum in Australia is well known. Community groups such as the Ballina Region for Refugees provide support to refugees and asylum seekers both in Australia and offshore. To help raise awareness and validate the experience of refugees and asylum seekers, the Ballina Region for Refugees runs an annual Poetry Prize. The 2020 Ballina Region for Refugees Poetry Prize theme was Seeking Asylum—Holding Patterns. This article presents the winning and highly commended poems, along with poems by refugee and asylum seeker poets. Poems from both insider witnesses – refugees and asylum seekers – and outsider witnesses – poets who seek to express an empathy with the plight of refugees and asylum seekers – have contributed to this collection. From haunting statements of human dissolution that should strike fear into anyone’s heart, through glimpses of hope, the poems explore the trails of asylum seeking and the dysfunctionality of the aftermath.

Abstract This article examines the effects of the refugee crisis on perceptions of asylum seekers. Previous research has demonstrated that asylum seekers are perceived in terms of deservingness—either as deserving refugees in need of help or as undeserving and unwelcome exploiters. The article uses unique panel data from a representative sample drawn directly from the Norwegian population registry. Through Structural Topic Modelling (STM) of open-ended survey responses fielded before and after the refugee crisis, this article analyses, first, how ordinary citizens perceive asylum seekers and, second, the article documents that these perceptions of asylum seekers changed. They did, however, not change from perceiving asylum seekers as deserving to perceiving them as undeserving. The change was more subtle. Responses that characterize asylum seekers as deserving prior to the crisis tended to reflect a sense of responsibility to help—of involvement. Responses after the crisis were more distanced, even as they characterized the asylum seekers as deserving. All in all, these findings improve our knowledge about how the refugee crisis affected public opinion in recipient populations.

BackgroundThe numbers of asylum seekers and refugees in Wales have recently increased sharply, but we know little of their health experiences.AimTo investigate asylum seekers’ and refugees’ experiences of health care, especially what helped or hindered.MethodEight volunteer peer researchers were recruited from asylum-seeking and refugee communities; and trained to run the quantitative survey. They worked in small groups with support from team members. The Statistical Package for Social Sciences (SPSS) was used to describe, analyse, and present results.ResultsThe 210 responders included 90 known refugees, 89 known asylum seekers, and 11 known to have been refused asylum. Although 79% of responders reported attending an initial health assessment on arriving in Wales, and 94% reported that they were currently registered with a GP, only 36% found it easy or very easy to make an appointment with their GPs. Awareness of services was mixed: best known was the 999 service, with 77% reporting that they knew how to access it. Sixty-six per cent reported using health care in working hours, and 28% reported use out of hours. Key influences on these statistics included knowledge of the NHS and how to navigate it, language barriers, and cultural factors.ConclusionThis study provides valuable insight into asylum seekers’ and refugees’ experiences of health care. Together with our complementary qualitative study it suggests that a compassionate approach to providing care, building on existing good practice, and with additional resources for training and support services, can reduce healthcare inequalities for asylum seekers and refugees.

Coping with refugees arriving by sea is a problem that has existed for a number of years.1 Throughout this period the crux of the matter has remained the same, reconciling the humanitarian plight of refugees and asylum-seekers with the destination States' concerns about illegal immigration, mass migrations of people, and the costs of asylum. The boarding of the Tampa by Australian SAS troops in August 2001, in order to prevent the disembarkation of 433 asylum-seekers on Christmas Island, has once again brought into sharp focus the acute tension created between competing legal norms, and between moral and legal considerations. What are the rights of vessels and people in distress under the 1982 Convention on the Law of the Sea and other maritime agreements? How do commercial considerations affect the obligation to assist those in distress at sea? What are the rights of refugees under the 1951 Refugee Convention and other human rights instruments? What are the powers of a coastal State to protect itself from threats to national security in its coastal waters? This article examines the legal obligations incumbent upon coastal States and flag States in respect of asylum-seekers rescued at sea and seeks to answer these questions. It goes on to suggest that the law in respect of search, rescue, and refuge is highly unsatisfactory because a number of key obligations are poorly defined and inadequately implemented. It alsoseems clear that insufficient weight is given to humanitarian considerations. Finally, consideration is given to possible solutions to the problem.

Many health professionals feel ill-equipped to deal with the complex needs of asylum-seekers and refugees. This article offers an overview of the literature, and reviews the demography, epidemiology and causes of mental illness in refugee and asylum-seeker groups. It discusses the types of service configurations and service response that would be appropriate. It highlights the findings of the Royal College of Psychiatrists' consensus team and their position statement on the treatment of refugees and asylum-seekers. It finishes with some thoughts about what clinicians can do to improve their treatment. Clearly, there is a need for more training, education and service development.

The influx of asylum seekers in Europe in 2015 and 2016 changed the incentive structure of the “grand compromise” – the system of global refugee management in which states in the Global South host most of the world’s refugees and states in the Global North finance refugee hosting abroad. Asylum seekers interrupted the established status quo, and in doing so, created new opportunities for states in the Global South. I argue that a “new grand compromise” emerged. Major refugee host states in the Global South, especially those with large Syrian refugee populations, were able to leverage the value of their refugee hosting capacity and renegotiate policies to promote state-centric agendas. I elaborate on the case of Jordan to illustrate how government officials strategically capitalized from the influx of asylum seekers in Europe, making Jordanian resilience and development an integral part of the global refugee response.

In 2014, the Refugee Union – the only asylum-seeker-led organisation in Hong Kong – organised an eight-month-long protest against assistance policies and practices which they argued dehumanised and jeopardised their dignity and survival. Central to this public protest, termed ‘Refugee Occupy’, was the transformation of a traditional mechanism for asylum-seeker containment – the refugee camp – into a vehicle for asylum-seeker voice, participation and resistance. In this article, we discuss the asylum-seeker assistance policies and practices over the last decade that have resulted in a borderless refugee camp in Hong Kong. We explore the asylum-seekers’ use of the camp concept and its spatial and political transformation into an instrument for asylum-seeker resistance and political engagement. We conclude by situating the Refugee Union’s formation alongside other migrant-led social movements in Hong Kong and globally.

Currently there are 59.5million people forcibly displaced worldwide as a result of conflict, human rights violations, generalised violence or persecution. Of these, 19.5million are refugees and 1.8million are asylum seekers. Each year Australia accepts 13750 refugees through the offshore Humanitarian program, and in 2016 that number will almost double with the addition of 12000 refugees from Syria and Iraq. Many refugees have complex medical needs and have reached Australia after a difficult journey, often involving time in refugee camps and exposure to traumatic events including physical hardship and illness. Refugees often come from parts of the world where parasitic and tropical infectious diseases are prevalent and untreated. This article provides a review of enteric helminth infections in refugees, including asylum seekers and those from a refugee-like background.

Abstract Mauritius became a party to the 1951 Refugee Convention through succession but is yet to accede to the 1967 Protocol relating to the Status of Refugees. It has signed but not yet ratified the OAU Convention Governing the Specific Aspects of Refugee Problems in Africa and has not signed the African Union Convention for the Protection and Assistance of Internally Displaced Persons in Africa. Unlike many other countries in Africa, Mauritius has not yet enacted domestic legislation dealing with the issue of refugees. However, international human rights obligations and domestic legislation allow the rights of asylum seekers to be protected in Mauritius. This article argues that the principle of non-refoulement bars Mauritius from extraditing or deporting an asylum seeker to a country where he or she will be persecuted or where his or her rights will be violated, and that asylum seekers and citizens are equally protected by the Constitution with regard to absolute rights. However, limitations may be imposed on asylum seekers in their enjoyment of non-absolute rights. For such limitations to be lawful, they must aim to achieve the objectives stipulated in section 3 of the Constitution.

Background: This study was conducted to examine the responses and challenges in addressing the health needs of refugees and asylum-seekers in Malaysia from a health systems and policy perspective. Methods: Twenty semi-structured in-depth interviews were conducted with key informants comprising experts, healthcare professionals and program personnel with professional experience in refugee health issues. Deductive and inductive analyses were conducted to identify themes. Results: Our study identified a broad range of actors involved in the response to refugee health locally, of which a greater alignment of interests, collaboration and sharing of responsibility is needed. From a health systems and policy perspective, financial constraints are among the key challenges in addressing the health needs of the refugee and asylum-seeker population in Malaysia. While participants reported high quality healthcare being present in Malaysia, this was not affordable to refugees and asylum seekers. Cultural and language discordance are also key challenges faced by healthcare workers in the delivery of services; accentuating the need for greater cultural competence and language support. Improved access to medication is needed for those with chronic illnesses in order to effectively address the comprehensive health needs of the refugee and asylum-seeker population. Conclusions: Suggested ways forward include adopting a comprehensive health advocacy strategy grounded in the right to healthcare for all; adopting a multi-sectoral approach; tackling the social determinants of health; seeking diversified funding at the global and national level; and improving coordination and collaboration between the various actors.

AbstractAccording to the United Nations Refugee Agency (UNHCR), 65.6 million people have been forcibly displaced worldwide. Several factors have a major influence on asylum seekers' health; so, their health profile is markedly different from that of the population in the country of asylum. The aim of this study is to review the major issues physicians need to be aware of when treating asylum seekers, with a special focus on the neurological problems of asylum seekers and refugees. The major impact factors on refugees' health are linked to experiences and exposure (1) in the country of origin, (2) in refugee camps and en route to Europe, and (3) in the process of immigration into the host country and living in European asylum centers. Refugees' health is also affected by psychological problems and by infectious diseases. Additionally, chronic diseases resulting in polymorbidity, cancer, and neurological diseases are easy to overlook and demand special attention. Neurological injuries/diseases may be traumatic (e.g., spinal cord injuries), posttraumatic (e.g., chronic pain syndromes), the result of cerebral infections, or the consequences of starvation (e.g., epilepsy, ataxia, and paraesthesia). The main challenges for physicians are lack of awareness of the asylum seekers' specific health care problems, language and intercultural communication problems, as well as access and integration of asylum seekers into the health care system. The health issues of asylum seekers are manifold and challenging to physicians. Awareness of these conditions is mandatory to ensure good clinical practice for this patient population, which has a huge burden in chronic, infectious, mental, and neurological diseases.

In this study, using a mixed-methods community questionnaire (N = 185), we examined attitudes towards social policies aimed at providing assistance to two categories of new arrivals to Australia: resettled refugees (who arrive via its official refugee resettlement program) and asylum seekers (who arrive via boat and then seek refugee status). Social policy attitude was examined as a consequence of feelings of anger, fear, and threat, as well as levels of prejudice. Participants felt significantly higher levels of anger, fear, threat, and prejudice towards asylum seekers compared to resettled refugees. For both resettled refugees and asylum seekers, prejudice was an independent predictor of more restrictive social policy attitudes. For resettled refugees, fear and perceived threat were independent predictors for more restrictive social policy whereas for asylum seekers anger was an independent predictor of restrictive social policy. The qualitative data reinforced the quantitative findings and extended understanding on the appraisals that underpin negative attitudes and emotional responses. Practical implications relating to challenging community attitudes are discussed.

For asylum seekers, masculinity is often a site of conflict, negotiated through competing discourses and public narratives about what it means to be an asylum seeker. Here, the male ‘genuine refugee’ is often depicted as a feminised, passive victim who ‘deserves’ humanitarian protection on the base of his vulnerability. Focusing on the crossing of the desert to Libya, this article analyses asylum seekers’ positioning of themselves as ‘men’ through their own narratives as well as the ways in which they engage with vulnerability, victimhood and agency in their storytelling. In particular, the focus lies on two cases, of Hakeem and David, selected from within 36 life history interviews with asylum seekers, refugees, and international protection holders collected in Sicily. For these men, the refugee journey is narrated as an accomplishment not only in terms of receiving asylum, but also in terms of their masculinity, exalting qualities such as endurance, courage, and competence. Two images, of the soldier and the hero, are presented as imaginary positioning of the self. This positioning appears to resolve performative tensions around masculinity/refugeeness, contesting the dominant image of the passive, feminized, helpless subject at the heart of ‘the genuine refugee’ public narrative. This might also be read as a strategy to reconcile profound questions about identity, the self, and experiences related to trauma and the loss of masculine status in the context of forced migration.

IntroductionGermany has always been an important host country for traumatized refugees and asylum seekers. Although, recently an increasing number of investigations about mental health of individual migrant groups have been published in Germany, there is a paucity of research concerning mental health of asylum seekers and refugees.Aims-objectivesTo investigate socio-demographic and clinical characteristics of traumatized refugees-asylum seekers who were applied to an outpatient psychiatry clinic in Germany.MethodA standardized data collection form (socio-demographics, diagnosis, suicidality, etc.) was filled by therapists for each traumatized refugee-asylum seeker who was applied to outpatient clinic of Klinikum Wahrendorff-Centre of Transcultural Psychiatry between April 2013 and October 2015.ResultsFifty-eight traumatized refugees-asylum seekers (F/M = 27/31, age: 34.7 ± 1.4) were assessed. 53 (91.4%) of them were assessed via interpreters. Thirty (51.7%) of them were staying in refugee-dormitories, 25 (43.1%) of them were living alone. They’ve been living in Germany for 19.9 ± 16 months (min: 1–max: 82). Psychiatric symptoms appeared before 29.9 ± 19 months. Time to reach to psychiatric care in Germany was 14.2 ± 11 months. Psychiatric diagnoses were posttraumatic stress disorder (PTSD): 12 (21%), depression + PTSD: 44 (76%), depression: 2 (3%). Fifty-three (91.4%) of them had suicidal ideation and 16 (27.6%) of them had at least one suicide attempt before.ConclusionsTraumatized refugees in this study have high rates of suicidal ideation and suicide attempts and it takes months to years for them to reach a psychiatric care. Therefore, strategies should be developed for early detection of PTSD symptoms in traumatized refugees and access barriers to reach a psychiatric care should be overcome.Disclosure of interestThe authors have not supplied their declaration of competing interest.

The author considers the nature of the obligation of asylum seekers to be truthful in their dealings with potential asylum states when making claims for asylum. The obligation is considered against the backdrop of the legitimate interest of the state to restrict access of aliens to its territory, juxtaposed with the right of asylum seekers to seek a haven elsewhere, in light of sometimes very strong fear or pressure on them arising from the situation they have fled. The author concludes that refugee law and practice are at loggerheads: insufficient account is taken of the dilemma of states, which have clear obligations under refugee law towards asylum seekers but which have little or no means to address the dilemma of how to deal with asylum seekers who make dishonest claims to asylum.

BackgroundViolent political instability in countries such as Syria has seen the worldwide number of forcibly displaced people rise to levels not seen since World War 2, with over 150,000 asylum seekers and refugees hosted in the UK alone (UNHCR, 2015). Despite this figure, many UK residents have only a limited understanding of the experience of seeking asylum.Content & FocusThis article features a reflective account of the author’s experience of being in a relationship with an asylum seeker/refugee in the UK. It begins with the author’s reflections on the harsh asylum process and encourages those of us with a right to remain in the UK to consider how we would cope in such circumstances. Opportunities for personal and professional development that have arisen from the relationship are outlined, with particular emphasis on the experience of uncertainty and powerlessness. Finally, indignation at the inequalities faced by asylum seekers and refugees is presented as a catalyst for the development of a social justice agenda both within and beyond the therapy room.ConclusionBeing in a romantic relationship with an asylum seeker/refugee offers a unique vantage point to learn about the asylum process in depth. Furthermore, even such overtly challenging experiences can be transformed into opportunities for personal and professional growth, including the development of a social justice agenda in our counselling psychology practice.

A corpus-based analysis of discourses of refugees and asylum seekers was carried out on data taken from a range of British newspapers and texts from the Office of the United Nations High Commissioner for Refugees website, both published in 2003. Concordances of the terms refugee(s) and asylum seeker(s) were examined and grouped along patterns which revealed linguistic traces of discourses. Discourses which framed refugees as packages, invaders, pests or water were found in newspaper texts, although there were also cases of negative discourses found in the UNHCR texts, revealing how difficult it is to disregard dominant discourses. Lexical choice was found to be an essential aspect of maintaining discourses of asylum seekers — collocational analyses of terms like failed vs. rejected revealed the underlying attitudes of the writers towards the subject.

The Designated Country of Origin (DCO) policy was a political response to unwanted migration in Canada. Adapted from Europe, Harper took a liking to the EU’s SCO policy after Canada received a large influx of Middle Eastern and Balkan refugees seeking asylum. He adapted it in Canada, renaming it Designated Country of Origin (DCO). Under the DCO, the government of Canada would decide if a refugee's country of origin was dangerous enough to be considered for asylum. If the asylum seekers country is determined as safe, that person would be disregarded and sent back to their country of origin. Many refugees who had already settled in Canada had their files reopened and were told to return to their country of origin. The DCO policy became an integral part of the refugee status determination process in Canada to which some regarded as faulty, inefficient, and unjust. In 2019, the SCO was deemed unconstitutional and violated The Canadian Charter of Rights and Freedoms. Ahmed Hussen, Minister of Immigration, wanted to create an asylum system that was considered fair and efficient. While it is important for an asylum seeker to prove they are truthful about the facts of their case, the DCO policy represents a climate of hostility towards migrants in Canada. In this piece, it will be argued that the DCO policy is a discriminatory migration tool used to “weed out” what the government deems as fake migrants. This policy could deny international protection to those who are genuinely in need. The DCO proves that the nation has a misleading reputation of being welcoming to all who come. The DCO threatened the human rights of asylum seekers who sought refuge in Canada.

Refugee and asylum seeker population numbers are rising in Western countries. Understanding the communication experiences, within healthcare encounters, for this population is important for providing better care and health outcomes. This review summarizes the literature on health consultation communication experiences of refugees and asylum seekers living in Western countries. Seven electronic databases were searched from inception to 31 March 2019. Studies were included if they aimed to improve, assess or report on communication/interaction in the primary health care consultation setting with refugees or asylum seekers, and were conducted in Western countries. A narrative synthesis of the literature was undertaken. Thematic analysis of the 21 included articles, showed that refugees and asylum seekers experience a range of communication challenges and obstacles in primary care consultations. This included practical and relational challenges of organizing and using informal and formal interpreters and cultural understanding of illness and healthcare. Non-verbal and compassionate care aspects of communication emerged as an important factor in helping improve comfort and trust between healthcare providers (HCP) and refugees and asylum seekers during a healthcare encounter. Improvements at the systems level are needed to provide better access to professional interpreters, but also support compassionate and humanistic care by creating time for HCPs to build relationships and trust with patients.

The current problem of refugees cannot be handled with policies that address the root of the problem. The increasing number of refugees in the Southeast Asian region makes transit countries overwhelmed in dealing with this problem. On the other hand, as a refugee recipient country in the last ten years, Australia has had a strict policy in accepting refugees. Australia's approach to return refugee ships to a transit country is a controversial policy because Australia itself is a country that signed the 1951 convention on refugee status. On the other hand, the existence of refugees and asylum seekers has a significant impact on the local community's social changes, and the current refugee policy arrangement is still in the hands of UNHCR ( United Nations High Commissioner for Refugees) under the auspices of the United Nations. There has been no concrete communication to touch the root of the problem of refugees and asylum seekers. Through an enthusiastic approach and communication with community-based management between ASEAN countries and Australia, it is hoped that it can resolve human rights issues related to supervision to empower refugees in society to become citizens of a third country, in this case, Australia.

As a result of the 2015 refugee crisis, a substantial number of voters experienced a sudden and unexpected influx of asylum seekers in their neighbourhood in the Netherlands. We examined whether and why local exposure to asylum seekers leads to more support for the radical right (i.e. PVV). Our analyses are based on a longitudinal individual-level panel dataset including more than 19,000 respondents (1VOP) who were interviewed just before and shortly after the height of the refugee crisis. We enriched this dataset with detailed information about where asylum seekers were housed from the Central Agency for the Reception of Asylum Seekers. Our empirical study resembles a natural experiment, because some residents experienced an increase in exposure to asylum seekers but similar residents did not. PVV support increased during the refugee crisis and especially among residents who became more exposed to asylum seekers in their neighbourhood.

With unprecedented numbers of displaced persons worldwide, mental health clinicians in high-income countries will increasingly encounter refugee and asylum-seeking patients, many of whom have experienced significant adversity before and after their migration. This paper presents a summary of the recent evidence on the assessment and treatment of refugees across the lifespan to inform clinicians’ approaches to care of refugee patients in mental health care settings. Assessment and interventions for refugees are grounded in an ecosystemic approach which considers not only pre-migratory trauma, but social, familial, and cultural determinants of mental health in the host country. Evidence for psychotherapy and pharmacological treatments are reviewed, highlighting promising interventions while acknowledging that further research is needed. Ultimately, serving refugees necessitates a biopsychosocial approach that engages clinicians as medical experts, therapists, and advocates.

Traditionally a country of emigration, Romania recently experienced an increased migration influx, although it is more a country of transit than a destination for refugees and irregular migrants. Refugees often face difficulties when trying to meet their needs and access essential services. This study aims to explore the experiences and barriers of asylum seekers and people with refugee backgrounds in accessing healthcare services in Romania. It is an exploratory study with a qualitative research design, which uses an inductive and deductive approach, with thematic analysis being applied in order to grasp the difficulties and barriers that asylum seekers and people with refugee backgrounds experience in accessing essential social services. The research was based on seven in-depth interviews with representatives of significant national or international non-governmental organisations assisting refugees and asylum seekers in Romania and 129 semi-structured interviews with different categories of people with refugee backgrounds from Southwest Asia, Eastern Africa and Ukraine. One of the most salient themes we identified relates to accessing the healthcare system. Participants talked about what information they needed to access medical services, where they looked for this information, and what barriers they faced in the process. Cultural, linguistic, structural, and financial barriers were perceived as the most significant. Improved public awareness, a better understanding of asylum issues, and stronger community support are essential to addressing inequalities experienced by this vulnerable population.

AbstractInsecurity and fear in the global North produce political space to advance security measures, including the externalization of asylum. States in the global North make it increasingly difficult for asylum seekers to reach sovereign territory where they might make a refugee claim. While legal protection remains intact under the Refugee Convention, extra-legal measures employ geography to restrict access to asylum and keep claimants at bay through a variety of tactics. This article probes the ways in which fear of uninvited asylum seekers is securitized and looks at the tactics utilized to keep them at bay, far from the borders of states that are signatories to the UN Refugee Convention. Drawing on research in Europe and Australia, we demonstrate how states are promoting ‘protection in regions of origin’ through practices of de facto neo-refoulement. Neo-refoulement refers to a geographically based strategy of preventing asylum by restricting access to territories that, in principle, provide protection to refugees.

How are refugees perceived and governed in contemporary politics? What sort of sovereign responses has been advanced to govern and discipline the movement of people in a globalizing world? The article discusses how the ‘figure of the refugee’ (Scheel and Squire, 2014) or the ‘refugee label’ (Zetter, 1991, 2007) has changed once the Cold War ended and growing numbers of asylum seekers from the global South began searching for protection in the North. It attributes the restrictive character of contemporary asylum politics both to a perception of refugees as abject masses from the South and to sovereign states’ responses to a globalizing reality. In this context, I argue that access to asylum has been restricted both through the mobilization of new sovereign borders that seek to contain the mobility of asylum seekers perceived as villains, and through the creation of new categories or legal limits, in the form of temporary protection statuses to those perceived as passive victims. By focusing on the latter strategy, I briefly explore how Haitian asylum seekers have been labelled as ‘humanitarian immigrants’ in Brazil, highlighting the productivity of this legal limit.

In this paper we outline the special stressors faced by asylum-seekers who have not obtained formal refugee status and who are at risk of being forcibly repatriated. We suggest that the experiences they undergo in Australia, particularly that of prolonged detention, risk zretraumatising an already vulnerable group. The implications for policy formulation are considered.

This article critically examines techniques employed by the Australian state to expand its control of refugees and asylum seekers living in Australia. In particular, it analyses the operation of Australia’s unique Asylum Seeker Code of Behaviour, which asylum seekers who arrive by boat must sign in order to be released from mandatory immigration detention, with reference to an original dataset of allegations made under the Code. We argue that the Code and the regime of visa cancellation and re-detention powers of which it forms a part are manifestations of what Beckett and Murakawa call the ‘shadow carceral state’, whereby punitive state power is extended beyond prison walls through the blurring of civil, administrative and criminal legal authority. The Code contributes to Australia’s apparatus of refugee deterrence by adding to it a brutal system of surveillance, visa cancellation and denial of services for asylum seekers living in the community.

Refugees and asylum seekers often confront particular challenges when accessing essential services in host countries. The difficulties these vulnerable groups face in meeting educational needs are documented in numerous studies. Although Romania experienced mainly transit migration, it is recently becoming a destination for refugees and irregular migrants. Most people entering the country are young or minors, and access to education is crucial for their economic future and a successful integration process. The present paper primarily explores the challenges and difficulties asylum seekers and people with refugee backgrounds experience in accessing educational services in Romania. It is framed within an interpretive paradigm using qualitative interviews with asylum seekers, people with refugee backgrounds, and NGO representatives to collect data. This exploratory research is designed on thematic analysis: four themes and eight subthemes were identified, capturing participants’ perceptions about the Romanian education system and their barriers to accessing education programs. The findings suggest that access to education for refugees and asylum seekers was restricted primarily by language-related or bureaucratic and legal obstacles. Therefore, efforts should be made to raise awareness among the general population and specialised educational institutions. Additionally, creating more opportunities for interactions between people of different backgrounds can alleviate the persisting inequalities experienced by this vulnerable population.

The aggregate of refugees to the UK has been on a sharp increase during recent years. Such a rise would put a strain on government expenditures. This substantial investment in refugees may result in the current limited refugee policy. Therefore, this paper focuses on those limited refugee policies and illustrates how they impact the welfare of refugees by collecting interviews and government documents from the point of view of refugee applications, refugee education, and refugee employment policy. From the research, the so-called "benefiting refugee" policy—Rwanda initiative not only denies refugees their right to asylum but also threatens their personal safety; the unsuitable and stricter education policy has not met the required education level for refugee children; the unfair employment policy for the majority of asylum seekers and would have a negative effect on their near future (after getting refugee status).

This article examines the relationship in the UK between asylum-seeking and the labour market. Since 2002, asylum-seekers have not been allowed to work unless they have waited over twelve months for an initial decision on their asylum claim. This policy change occurred as employment was considered a ‘pull factor’ encouraging unfounded asylum claims. Despite not having the right to work, asylum-seekers – and especially those whose applications for refugee status have been refused by the UK government – interact with the labour market in manifold ways. Drawing on an ESRC-funded study in the UK's Yorkshire and Humber region and related studies, this article argues that both asylum-seekers and refused asylum-seekers form a hyper-exploitable pool of ‘illegalised’ and unprotected workers. As a vital part of their survival terrain, work is largely experienced as for-cash labouring in low-paid labour market sectors where the spectre of exploitation and even ‘modern slavery’ are perpetual threats. Recent policy shifts are deepening such threats through creating increasingly ‘uncomfortable’ and ‘hostile’ environments for certain categories of migrants.

Global events like wars and natural disasters have led to the refugee population reaching numbers not seen since the Second World War. Attitudes to asylum have hardened, with the potential to compromise the mental health needs of asylum seekers and refugees. The challenges in providing mental healthcare for asylum seekers and refugees include working with the uncertainties of immigration status and cultural differences. Ways to meet the challenges include cultural competency training, availability of interpreters and cultural brokers as well as appropriately adapting modes of therapy. Service delivery should support adjustment to life in a foreign country. Never has the need been greater for psychiatrists to play a leadership role in the area.

Since 2015, Greece has been one of the main host countries for many thousand people from Middle East who have been forced to leave their countries by political reasons. This article illustrates the housing policies for refugees and asylum seekers in Greece as part of a policy of power enforcement in micro and macro level, resulting to heir social exclusion. In this context, social workers have been at the forefront in order to respond to refugee and asylum seekers needs, facing limits to their work due to the social policies. The study constitutes an effort to provide an insight on the social work practice and the difficulties professionals face being a part of a social control policy. For this purpose, a qualitative method has been conducted via interviews with social work practitioners from non- governmental organizations serving asylum seeker and refugee population (NGOs) in Greece. Research analysis highlighted work overload along with limited training and support. At the same time, it is found that social workers do not comprehend housing policies for asylum seekers and refugees as policies which encourage integration, but rather contribute to a regime of control and exclusion. Although professionals reported that there have been attempts of resistance at the individual level, collective actions of resist control and repressive practices seem to be absent. Social work practice with asylum seekers and refugees in Greece seems to confront the neoliberal system which reproduces managerialism and, on the other hand the anti-immigrant rhetoric which embraces control policies. Within this context, social work profession is being challenged, raising concerns about the capacities and the restrictions social workers face by developing interventions which promote social change. Political analysis and involvement with service users’ groups, labor groups and collectivities’ groups need to come to the fore in order to address these challenges and to stand against any oppressive practice.

Within the ancient corpus we find depictions of people seeking refuge and protection: in works of fiction, drama and poetry; on wall paintings and vases, they cluster at protective altars and cling to statues of gods who seemingly look on. Yet the ancient evidence does not lend itself easily to exploring attitudes to refugees or asylum seekers. Hence, the question that begins this investigation is, representation of whom? Through a focus on the Greco-Roman material of the Mediterranean region, drawing on select representations, such as the tragedies Medea and Suppliant Women, the historical failed plea of the Plataeans and pictorial imagery of supplication, the goal of the exploration below is not to shape into existence an ancient refugee or asylum seeker experience. Rather, it is to highlight the multiplicity of experiences within narratives of victimhood and the confines of such labels as refugee and asylum seeker. The absence of ancient representations of a generic figure or group of the ‘displaced’, broadly defined, precludes any exceptionalising or homogenising of people in such contexts. Remaining depictions are of named, recognisable protagonists, whose stories are known. There is no ‘mass’ of refuge seekers, to whom a single set of rules could apply across time and space. Given these diverse stories of negotiation for refuge, another aim is to illustrate the ways such experience does not come to define the entirety of who a person is or encompass the complete life and its many layers. This paper addresses the challenges of representation that are exposed by, among others, thinkers such as Hannah Arendt, Liisa Malkki and Gerawork Gizaw.

Abstract In recent years, asylum tribunals in the West have normally concluded that North Korean asylum seekers are also South Korean nationals; and therefore, must show a well-founded fear of persecution in both North and South Korea in order to be considered refugees. This has predictably presented a challenge for North Koreans seeking asylum in the West. In most cases, it has led to denials of protection. There are, however, some exceptions. In a pair of recent cases, North Korean asylum seekers have been granted refugee status and asylum in New Zealand, despite their acknowledged South Korean nationality and prior settlement in the South. After a review of the general challenges faced by North Korean asylum seekers, this article examines each case in detail, drawing out the reasoning underlying the Tribunals’ decisions and exploring the implication for future applicants.

In recent years, Norway has emerged as an important destination of asylum for refugees. During the refugee crisis of 2015, Norway, with a total population of slightly above 5 million, received more than 31,000 applications for asylum. This was close to the total number of asylum seekers it had received in the last three years. This article discusses Norway’s history as an asylum destination as well as policies for the protection and integration of refugees. It focuses on how the refugee crisis of 2015 unfolded in Norway. The domestic political discourse and the response of civil society organizations are analysed. The article also looks at the changes introduced in the asylum policy and the role of the European Union in determining Norway’s response to the crisis.

The narrative that grounds the asylum policy of the United States portrays asylum seekers as passive objects of external forces. This narrative emerges from the complex interplay of exceptionality and victimization that characterizes the legal status and popular perception of the refugee. It is then read back onto the asylum seeker through a supereroga- tory asylum policy that is unable to recognize the moral demand made by the asylum seeker. The project this essay is drawn from seeks to challenge the policy of asylum as charity by interrogating alternative narratives grounded in the Hebrew Bible story of the Exodus and the Qu’ranic story of the Hijra. In these narratives, flight from oppression is portrayed as an act of moral agency, and the asylum seeker’s capacity as Other to make a moral demand on the Self emerges. Thus, I argue that an asylum policy informed by these alternative narratives needs must question its supererogatory assumptions.

Since the Syrian crisis began ten years ago, 5.6 million Syrians have been forced to flee to neighboring countries. Jordan is not a member of the 1951 Geneva Refugee convention, so Syrians are treated as asylum seekers rather than refugees. This study explores Syrian asylum seekers’ experiences and challenges in Jordan, including the sectors of housing, education, healthcare services, and employment to understand why they are motivated to seek asylum in Europe. Through semi-structured interviews with 30 Syrian asylum seekers living in four Jordanian governorates outside camps, the goal is to elucidate the drivers that motivate them to seek asylum in Europe. The findings emphasize the importance of education and work permits both of which are considered major push factors or drivers for immigration. The narratives provide a contextual understanding of the immigration crisis from the voices of the refugees themselves, which in turn will contribute to the knowledge base of immigration literature and enhance the support for the Syrian asylum seekers in the host community of Jordan.

Asylum seekers and refugees experience poorer health than the broader Australian population. Universal primary healthcare services play an integral role in supporting and optimising the health and wellbeing of these communities. However, clinical-level issues frequently compromise the quality of care provided to these groups. The ‘GP Engagement’ initiative, implemented in the south-eastern region of Melbourne, aimed to build capacity within universal primary health care to respond to the needs of asylum seekers and refugees. This involved engaging general practice clinics, resourcing them with tools and frameworks, and undertaking collaborative problem-solving on refugee issues. Evaluation methods included: rigorous record keeping; pre- and post-practice assessments guided by a self-reported ‘12-Point Checklist’; and participant feedback. Findings from 57 participating health professionals indicated changes in the way that GPs work with asylum seekers and refugees. ‘GP Engagement’ suggests that it is possible to build primary healthcare responsiveness to asylum seekers and refugees through a strategic regional approach that is firmly grounded in evidence-based practice and considerate of the requirements and constraints of GPs.
