The subject of this PhD combines the sociology of political staff on the one hand, and data extraction, processing and analysis on the other. It focuses on the longevity of political staff and electoral reforms limiting re-election in contemporary democracies. The draft law on the moralization of public life carried by the French Minister of Justice in early June 2017 provided for term limits by reducing to three the number of successive identical mandates for members of local executives and members of parliament. This measure of "political de-professionalization" included in La République en Marche's draft constitutional reform reopens a historic debate, once marked by Robespierre's eloquence, on the right democratic tempo and the alternative between rotation and competence of the elected representatives. The PhD combines quantitative objectivation and qualitative analysis: it aims to grasp the practices of long-term appropriation of representative mandates and executive functions, and the uses and effects of electoral longevity, in order to assess the controversies surrounding political professionalization that are preparing a possible limitation on re-electability in France. The aim is to place the project of term limits in the regulation of the elected profession in the history of democratic reformism and Western electoral politics, and to link this reflection on the temporalities of political representation to the renewed objectification of practices in terms of the stability and longevity of political personnel

The law of 20 August 2008 on renewing social democracy has established a new way ofrecognition of trade union representativeness. This reform has renewed the criteria for trade unionrepresentativeness whose the number of votes for trade unions in personnel representative bodies is thefoundation. Therefore, trade union representativeness is no longer determined by a top-down approachfrom national level to branch and company level, but by a bottom-up system where the starting point isthe company. This change has created not only a link between trade unions and the workingcommunity, but also a link between union representatives and the working community whose vote isthe main foundation. Now, the recognition of the boundaries of the elected personnel representativebodies determines where trade union representativeness will be appreciated. Thus, the tangle ofseparate institutions for the establishment of elected personnel representative bodies makes nuancedappreciation of union representativeness in the complex-structure companies. Faced with newchallenges related to the recognition of these boundaries, the social partners could be asked to exploitthem in this type of companies. As such, we will confront the law of 20 August 2008, as interpreted bycase law, with the guarantees they provide for the preservation of the links mentioned above incomplex-structure companies

Chinese economy has made significant progress for more than thirty years, but the Chinese laborers still benefit very little from the economic growth, who have to endure difficult working conditions with insufficient working protection. Why can the Chinese laborers not profit from the economic development? The pursuit for the economic interests as the highest priority is the main cause in addition to a large population. Why must the laborers' working protection be improved? By what means can this working protection be improved? This paper describes the history of the development of Chinese working class and workers' movement, especially the difference between before and after 1949 and analyzes the reasons why the Chinese government ignored the workers' protection from the point of history and politics, even the working class has preferential position in the Communist system. On the other, it analyzes the ways to improving the laborers' protection from the political and judicial points of view. In the long term, the political reform is the fundamental approach, which means the democracy and the protection of human rights, especially protecting the legitimate rights and interests of workers, which requires guaranteeing the independence of trade unions. The protection of workers' rights cannot be separated from the realization of a state under the rule of law as well
