Africa’s water needs are often supported by eutrophic water bodies dominated by cyanobacteria posing health threats to riparian populations from cyanotoxins, and Lake Victoria is no exception. In two embayments of the lake (Murchison Bay and Napoleon Gulf), cyanobacterial surveys were conducted to characterize the dynamics of cyanotoxins in lake water and water treatment plants. Forty-six cyanobacterial taxa were recorded, and out of these, fourteen were considered potentially toxigenic (i.e., from the genera Dolichospermum, Microcystis, Oscillatoria, Pseudanabaena and Raphidiopsis). A higher concentration (ranging from 5 to 10 µg MC-LR equiv. L−1) of microcystins (MC) was detected in Murchison Bay compared to Napoleon Gulf, with a declining gradient from the inshore (max. 15 µg MC-LR equiv. L−1) to the open lake. In Murchison Bay, an increase in Microcystis sp. biovolume and MC was observed over the last two decades. Despite high cell densities of toxigenic Microcystis and high MC concentrations, the water treatment plant in Murchison Bay efficiently removed the cyanobacterial biomass, intracellular and dissolved MC to below the lifetime guideline value for exposure via drinking water (<1.0 µg MC-LR equiv. L−1). Thus, the potential health threats stem from the consumption of untreated water and recreational activities along the shores of the lake embayments. MC concentrations were predicted from Microcystis cell numbers regulated by environmental factors, such as solar radiation, wind speed in the N–S direction and turbidity. Thus, an early warning through microscopical counting of Microcystis cell numbers is proposed to better manage health risks from toxigenic cyanobacteria in Lake Victoria.

Objective: To describe the characteristics of people under 60 years of age living in residential aged care in Victoria and to examine the occupational participation of younger residents in aged care facilities by measuring their social contact, participation in recreation and community access. Methods: A survey was sent to the Directors of Nursing at all 803 Commonwealth Department of Health and Aged Care registered aged care facilities in Victoria. Results: The survey had a 78% response rate and information was provided about the characteristics of 330 people under 60 years with high clinical needs residing in aged care facilities. This sample was extremely isolated from peers, with 44% receiving a visit from a friend less often than once per year. Sixteen per cent of residents participated in a recreation activity less than once per month and 21% went outside less than once per month. Of the sample, 34% almost never participated in any community-based activities such as shopping, leisure or visiting friends and family. Conclusion: Over one third of younger people in aged care are effectively excluded from life in our community. Most younger residents are socially isolated and have limited opportunities for recreation. Placement of younger people in aged care facilities is inappropriate, and alternative care models and settings are required.

In late 2006, pilot research was initiated in two western Canadian sites (Vancouver and Victoria) to systematically monitor patterns and trends in three specific illicit drug user populations: club and rave party attendees, adolescent street involved injection and non-injection drug users, and adult injection drug users. These sentinel groups were selected because of elevated rates of alcohol and other drug use within these populations and contexts, and the high levels of associated risks and harms. Drawing from international monitoring and surveillance systems, novel research instruments were developed for each population and were administered in face-to-face interviews at each study site. This paper presents an overview of the broad research methodology for the “high risk” monitoring research as well as select findings for the “club drug” sample. The piloted research design yielded high quality data, particularly in relation to recent patterns of drug use behaviour (items on drug use “yesterday” and “last weekend”). The success of these novel items highlights the value of the present study and its relevance for similar studies across the country.

Context Recreational hunting has a long history in Australia, as in other parts of the world. However, the number, characteristics and motivations of Australian hunters have never been investigated in the same way as those in other countries where hunting occurs. Aims In this report, we aimed to systematically survey Australian recreational hunters to determine their demographic characteristics, patterns of spending and motivations. Methods Between September 2011 and June 2012, we encouraged hunters to participate in an anonymous online survey hosted by SurveyMonkey. We asked 53 questions about the hunters, their hunting patterns, expenditure on hunting and their motivations to hunt. Key results In total, 7202 hunters responded to the survey. The respondents were overwhelmingly male and 67% were aged between 31 and 60 years. Almost 34% of respondents were from Victoria, 26.7% from New South Wales and 22.0% from Queensland. Average direct expenditure on hunting was A$1835 per person per annum, whereas indirect expenditure was A$2168. Over 99% of respondents said that they would be willing to participate in pest-control activities if they had the opportunity. Conclusions There are likely to be at least 200 000 and more likely 300 000 recreational hunters in Australia and they spend in excess of A$1 billion dollars annually on hunting. Almost all of these hunters are willing to participate in direct wildlife management activities, such as pest control. Implications The Australian recreational hunting community is large, active and willing to spend large amounts of money on hunting. Their activities need to be understood and participants engaged by wildlife managers so as to obtain the best outcomes for wildlife management in Australia.

Effective implementation of nutrition standards in publicly funded institutions can facilitate healthy food and beverage consumption by communities and populations, which can enable improvements in dietary intake and reduce disease burden. This study aimed to understand stakeholder perspectives on the implementation of government nutrition standards in publicly funded institutions in the Australian state of Victoria, as well as to determine enablers and barriers to successful implementation. Pre-interview questionnaires and semi-structured interviews were administered to stakeholders involved in the implementation of nutrition standards in publicly funded institutions in Victoria. The Interactive Systems Framework, which allows understanding of the infrastructure and systems needed to implement policies, was used to design the survey instruments and guide the data analysis. Forty-four stakeholders were interviewed, including program implementers, support personnel and food providers, across public sector hospitals and health services, workplaces, sport and recreation centres and schools. Though translated materials and resources have been developed for end-users to facilitate uptake and implementation, current nutrition standards were perceived to be long and complex, which hindered implementation. The existence of a government-funded implementation support service enabled action by providing technical support, troubleshooting and capacity-building. A specific pathway for successful guideline implementation was determined through the analysis. Opportunities to close the policy-implementation gap were identified. This will be crucial to maximising the impact of nutrition standards on population diets and reducing diet-related disease. Strengthening the guidelines and their governance, streamlining the support system and overcoming barriers within and outside of implementing organisations, are urgently required to propel statewide progress.

The welfare of recreational horses is an important issue. Horse owner attitudes towards horse ownership are likely to influence owner behaviour in terms of horse husbandry and management practices and human–horse interactions, which in turn are likely to affect the welfare of the horse. Based on Ajzen’s Theory of Planned Behaviour, this paper examines the relationships between horse owner attributes, specifically background factors (demographics, knowledge, and experience) and attitudes (beliefs) towards horse husbandry and management behaviour. Data were collected via a random telephone survey and during on-site inspections with Victorian horse owners and their horses (n = 57), using an attitude questionnaire. Relationships were found between horse owner background factors and horse owner attitudes towards horse husbandry and management behaviour. Generally, belief variables correlated significantly with background factors that were primarily related to knowledge and experience. Further, beliefs concerning three key husbandry practices (parasite control, hoof care, and dental care) all appear to be predicted to some degree by background factors associated with knowledge and experience. Therefore, a practical recommendation may be the implementation of education and training programs aimed at improving horse owner knowledge and experience regarding effective horse husbandry and management to promote horse welfare. Clearly, further research is warranted.

Recreational fishing is a popular pastime and multibillion dollar industry in Australia, playing a key economic role, especially in regional areas. In the State of Victoria, Port Phillip Bay (PPB), bordered by Melbourne and its suburbs, is the largest of the State’s marine recreational fisheries. At present, little is known about the spatial and temporal dimensions of angler travel from origins to destinations, and the applicability of such spatial knowledge in fisheries management. To address this lack of information we assessed spatiotemporal dynamics and patterns in fishing trips, based upon travel distances on land and water, to acquire insight into the spatial ranges over which anglers residing in various locations travel to fishing destinations in the environs of PPB. Data for each angler per fishing trip, from 6,035 boat-based creel surveys, collected at 20 boat ramps in PPB during a 10-year period from 2010 to 2019, were analyzed by applying geospatial modeling. Differences were observed in both land and water travel distance by region and popular target species, with anglers who launched from Bellarine region traveling further on land, and those who targeted snapper traveling further on water. It was also evident that most anglers resided within close proximity of PPB, often less than 50 km, although some anglers traveled long distances across the State to access fishing locations, particularly when targeting snapper. This work further highlights the importance of spatially explicit approaches to inform fisheries management by identifying users across different landscape and seascape scales, and out-of-region or State fishing trips, which may especially impact coastal communities and benefit local businesses.

Abstract Objective: To assess the feasibility of implementation and customer perspectives of a sugar-sweetened beverage (SSB) reduction initiative across YMCA Victoria aquatic and recreation centres. Design: Two data sources were used to assess implementation and customer acceptability. Photo audits were used to assess the type of drinks available for purchase 6 months prior to initiative implementation and 6 months after, in thirty centres. Change in the range of SSB targeted for removal, non-targeted SSB, as well as drinks classified as ‘red’ (limit), ‘amber’ (choose carefully) and ‘green’ (best choice), was reported. Customer surveys were conducted in three centres to assess acceptability and awareness of the initiative. Inductive and deductive thematic analysis was used to analyse customers’ perspectives of the initiative. Setting: 30 aquatic and recreation centres in Victoria, Australia. Participants: 806 customers. Results: At post-implementation, 87 % of centres had removed targeted SSB. ‘Red’ drinks reduced by an average of 4·4 drink varieties compared to pre-implementation (11·9 varieties) and ‘green’ drinks increased by 1·4 varieties (3·2 varieties pre-implementation). Customers were largely unaware of the SSB-reduction initiative (90 %) but supported YMCA Victoria in continuing the initiative (89 %), with many believing it would support children in making healthier choices. Conclusions: Implementation of an initiative that limited SSB availability across a large number of aquatic and recreation centres was feasible and considered acceptable by customers. Customers frequently mentioned the importance of protecting children from consuming SSB.

Abstract This study aimed to pilot the feasibility, acceptability and effectiveness of three co-developed healthy food and beverage pricing interventions in a community retail setting. Aquatic and recreation centres in Victoria, Australia were recruited to co-develop and pilot pricing interventions within their onsite cafés, for 15 weeks from January 2019. A mixed method intervention evaluation was conducted. Interviews were conducted with food retail managers to understand the factors perceived to influence implementation, maintenance and effectiveness. Customer surveys assessed support for, and awareness of, interventions. Interrupted time series analysis estimated the impact of pricing interventions on food and beverage sales. Three centres each implemented a unique intervention: (i) discounted healthy bundles (‘healthy combination deals’), (ii) offering deals at specific times of the day (‘healthy happy hours’) and (iii) increasing the prices of selected unhealthy options and reducing the prices of selected healthier options (‘everyday pricing changes’). Café team leaders did not identify any significant challenges to implementation or maintenance of interventions, though low staff engagement was identified as potentially influencing the null effect on sales for healthy combination deals and healthy happy hours interventions. Customers reported low levels of awareness and high levels of support for interventions. Everyday pricing changes resulted in a significant decrease in sales of unhealthy items during the intervention period, though also resulted in a decrease in café revenue. Co-developed healthy food and beverage pricing interventions can be readily implemented with broad customer support. Everyday pricing changes have demonstrated potential effectiveness at reducing unhealthy purchases.

Summary Health outcomes for young people living in residential out-of-home care are poor. There has been increased emphasis on the need to prioritize preventative support and upskill residential care workers to better meet young people's health needs. The aim of this study was to examine the food quality and physical activity environment in residential care houses in Victoria, Australia prior to staff undertaking Healthy Eating, Active Living Matters (HEAL) training; 102 residential care houses participated. House representatives completed an online survey exploring: (1) physical activity equipment and engagement and (2) weekly food budget and expenditure. Findings The average weekly food expenditure per household was $318.98 (SD = $106.51), with variation between different sized households. The majority (61%) of houses’ weekly food expenditure was spent on ultra-processed food products that are ready to eat with no/little preparation, in comparison to 36% spent on unprocessed foods (fresh fruit and vegetables). The majority of houses reported having two types of equipment. Young people were not often engaged in physical and/or recreational activities in their community. Application Residential care houses in Victoria require additional supports to ensure that young people are supported to eat well and be active at home and in the community. HEALing Matters aims to provide this, by offering professional development for residential carers to better facilitate engagement in physical activity and healthy eating among the young people in their care. If successful, HEALing Matters may provide an effective pathway to improved health and wellbeing outcomes for young people in residential care.
