Одним из инструментов экологической политики в разных государствах является создание сети особо охраняемых природных территорий (ООПТ). Кроме сохранения биоразнообразия некоторые объекты ООПТ выполняют рекреационную функцию. Во многих странах система охраняемых территорий имеет два уровня: государственный и решиональный. В статье проводится сравнение системы ООПТ Австралии и России на примере двух территориально-административных образований этих государств: штата Виктория и Тверской области. Объектом анализа стали структура сети ООПТ и количество объектов. Затрагиваются вопросы организации и функционирования элементов сети ООПТ, предназначенных для туризма и рекреации. Выявлены положительные и отрицательные аспекты сформированной системы охраняемых природных объектов в обоих государствах. Сделаны предложения по совершенствованию сети ООПТ в Тверской области. One of the tools of environmental policy in different states is the creation of a network of specially protected natural areas (PAs). In addition to preserving biodiversity, some objects of protected areas perform a recreational function. In many countries, the system of protected areas has two levels: state and resolute. The article compares the system of protected areas of Australia and Russia on the example of two territorial-administrative entities of these states: the state of Victoria and the Tver region. The object of the analysis was the structure of the network of protected areas and the number of objects. The issues of organization and functioning of elements of the network of protected areas intended for tourism and recreation are touched upon. Positive and negative aspects of the formed system of protected natural objects in both states are revealed. Proposals were made to improve the network of protected areas in the Tver region.

Abstract Intervention Street reallocation interventions in three Canadian mid-sized cities: Victoria (British Columbia), Kelowna (British Columbia), and Halifax (Nova Scotia) related to the COVID-19 pandemic. Research question What street reallocation interventions were implemented, and what were the socio-spatial equity patterns? Methods We collected data on street reallocations (interventions that expand street space for active transportation or physical distancing) from April 1 to August 15, 2020 from websites and media. For each city, we summarized length of street reallocations (km) and described implementation strategies and communications. We assessed socio-spatial patterning of interventions by comparing differences in where interventions were implemented by area-level mobility, accessibility, and socio-demographic characteristics. Results Two themes motivated street reallocations: supporting mobility, recreation, and physical distancing in populous areas, and bolstering COVID-19 recovery for businesses. The scale of responses ranged across cities, from Halifax adding an additional 20% distance to their bicycle network to Kelowna closing only one main street section. Interventions were located in downtown cores, areas with high population density, higher use of active transportation, and close proximity to essential destinations. With respect to socio-demographics, interventions tended to be implemented in areas with fewer children and areas with fewer visible minority populations. In Victoria, the interventions were in areas with lower income populations and higher proportions of Indigenous people. Conclusion In this early response phase, some cities acted swiftly even in the context of massive uncertainties. As cities move toward recovery and resilience, they should leverage early learnings as they act to create more permanent solutions that support safe and equitable mobility.

Abstract Background Active recreation contributes to child and adolescent physical activity, however, factors affecting uptake are poorly understood at the systems level. The aims of this study were: (1) to use systems analysis methods to understand youth active recreation in Victoria, Australia, (ii) identify potential system leverage points to enhance active recreation, and (iii) explore stakeholder views of systems analysis methods for informing practice and policy decision-making. Methods Phase 1: Umbrella review of systematic reviews (2013–2018), synthesising evidence for correlates, determinants and intervention evidence for promoting active recreation. Phase 2: Development of three systems models (ActorMap and two ActivMaps), depicting active recreation actors/organisations, correlates, determinants and intervention evidence. Phase 3: Development of causal loop diagrams (CLDs) and identification of leverage points based on the Action Scales Model. Phase 4: Model feedback via stakeholder interviews (n = 23; 16 organisations). Results From the literature, 93 correlates and determinants, and 49 intervention strategies were associated with child and adolescent active recreation; the majority located at a social or individual level. Ten potential system leverage points were identified in the CLDs, which differed for pre-schoolers versus children and adolescents. Only time outdoors (an event leverage point) emerged for all age groups. Changes to the built and natural environment (i.e., land use planning, urban design) as a complete domain was a key structural leverage point for influencing active recreation in children and adolescents. Subject matter experts and stakeholder interviews identified 125 actors operating across seven hierarchical active recreation system levels in Victoria. Stakeholder interviews identified 12 areas for future consideration and recommendations for practice/policy influence. Conclusions Our findings underscore the need for dynamic models of system behaviour in active recreation, and to capture stakeholder influence as more than a transactional role in evidence generation and use. Effective responses to youth inactivity require a network of interventions that target specific leverage points across the system. Our models illustrate areas that may have the greatest system-level impact, such as changes to the built and natural environment, and they provide a tool for policy, appraisal, advocacy, and decision-making within and outside of government.

People residing in Lake Victoria’s basin and riparian countries benefit from ecosystem services provided by the lake. However, the lake’s resources, particularly fish, are under threat from pressures caused by humans such as overfishing, alien species invasion, rising eutrophication, and climate change. In this assessment, we look at how to maximize the lake’s benefits through product diversification, value addition, and sustainable use of its fisheries. We show that minimizing post-harvest losses of the silver cyprinid (Rastrineobola argentea), locally known as Dagaa, will provide more high-quality fish for human consumption, while significantly increasing fishing earnings. Furthermore, by utilizing biowaste (frames, skin, and fish mouth), revenues from Nile perch could be increased up to thrice. Furthermore, if fishing could target maximum sustainable yield (MSY), landings of Nile perch and Dagaa could increase significantly in the long run. These, combined with investments in other areas such as lacustrine tourism and recreation, as well as fish cage culture, can help the Lake Victoria region’s blue economy expand.

“Victoria” Association for Women was established in 2002. Its operations focus on problems faced by women from various backgrounds, and with varied professional, legal and social status. Assistance for women struggling with difficulties involves: support in efforts to become independent, improvement of self-esteem, and finding way in the job market. The Association organizes courses, trainings as well as conferences and promotes new forms of employ-ment. The organization is an advocate for individuals (groups) marginalized in the community; its services include legal, psychological, family and career counselling. It cooperates and initiates partnerships with institutions administered by local governments, with trade unions, nongovernmental organizations and economic entities. The areas of activity include: aid and support for families facing difficulties, health care, protection of rights, counteracting unemployment, promotion of education, culture and ecology, operations fostering integra-tion and cooperation at the local and in-ternational level, promotion of tourism and recreation, public order and safety. Yet, due to its location in an old building with no elevator, the organization’s office is inaccessible for people with motor disabilities. The paper will discuss selected areas of the organization’s operation tak-ing into account findings acquired from official documents and freeform interviews with representatives of the board.
