Анотація:
The issues of setting goals, planning and forming a system of indicators of the effectiveness and efficiency of the penal system are considered. The criteria for determining the goals-tasks that are adequate to the public goals of the system are justified. Quantitative indicators corresponding to the criteria were developed, based on the contribution of the criminal justice System to reducing the socio-economic losses of society from recidivism. The contribution of the system is determined by changes in the criminal potential of convicted persons during the period of serving a sentence under a court sentence. Criminal potentials are estimated by predictive values of the aggregate of three groups of characteristics of the criminal potential of convicts, determined by the stages of the cycle of recidivism. The practical results of the use of sound methods and developed tools are based on the use of a significant amount of empirical data on the institutions of the criminal justice system and its systematic expert and statistical analysis. The monograph is a generalization and development of the works carried out by the authors during 2012-2017 in the process of preparing masters of Management for the penal system. It is intended for managers and specialists of the bodies and institutions of the Criminal Justice System, researchers, teachers of higher educational institutions who train specialists for law enforcement agencies.

The ability to attract prey has long been considered a universal trait of carnivorous plants. We review studies from the past 25 years that have investigated the mechanisms by which carnivorous plants attract prey to their traps. Potential attractants include nectar, visual, olfactory, and acoustic cues. Each of these has been well documented to be effective in various species, but prey attraction is not ubiquitous among carnivorous plants. Directions for future research, especially in native habitats in the field, include: the qualitative and quantitative analysis of visual cues, volatiles, and nectar; temporal changes in attractants; synergistic action of combinations of attractants; the cost of attractants; and responses to putative attractants in electroantennograms and insect behavioral tests.

This book investigates the dynamics of capital flight from Angola, Côte d’Ivoire, and South Africa, countries that have witnessed large-scale illicit financial outflows in recent decades. Quantitative, qualitative, and institutional analysis for each country is used to examine the modus operandi of capital flight; that is, the “who,” “how,” and “where” dimensions of the phenomenon. “Who” refers to major domestic and foreign players; “how” refers to mechanisms of capital acquisition, transfer, and concealment; and “where” refers to the destinations of capital flight and the transactions involved. The evidence reveals a complex network of actors and enablers involved in orchestrating and facilitating capital flight and the accumulation of private wealth in offshore secrecy jurisdictions. This underscores the reality that capital flight is a global phenomenon, and that measures to curtail it are a shared responsibility for Africa and the global community. Addressing the problem of capital flight and related issues such as trade misinvoicing, money laundering, tax evasion and theft of public assets by political and economic elites will require national and global efforts with a high level of coordination.

Whether they train police forces in Afghanistan or provide military assistance to governments in Africa that are battling rebel groups, private military and security companies (PMSCs), or corporations that provide security and military services for profit, have been present in numerous conflicts around the globe. In 1984 only one international PMSC intervened in a civil war; in 1989 there were 15 international PMSCs present in conflict zones, while from 2003 to 2019 over 120 of such companies provided services during the Iraq war. Why do international PMSCs sometimes help with conflict termination while in other cases their intervention is associated with prolonged wars? And in what ways does market competition affect PMSCs’ military effectiveness? Relying on quantitative analysis of original data on international PMSCs’ involvement in civil wars from 1990 to 2008 and PMSCs’ human rights and fraud violations in Iraq from 2003 to 2019, the book investigates how local and global competition impacts accountability of these non-state actors and their contribution to the termination of major and minor wars.

Do bots have the capacity to influence the flow of political information over social media? This chapter answers this question through two methodological avenues: a) a qualitative analysis of how political bots were used to support United States presidential candidates and campaigns during the 2016 election, and b) a network analysis of bot influence on Twitter during the same event. Political bots are automated software programs that operate on social media, written to mimic real people in order to manipulate public opinion. The qualitative findings are based upon nine months of fieldwork on the campaign trail, including interviews with bot makers, digital campaign strategists, security consultants, campaign staff, and party officials. During the 2016 campaign, a bipartisan range of domestic and international political actors made use of political bots. The Republican Party, including both self-proclaimed members of the “alt-right” and mainstream members, made particular use of these digital political tools throughout the election. Meanwhile, public conversation from campaigners and government representatives is inconsistent about the political influence of bots. This chapter provides ethnographic evidence that bots affect information flows in two key ways: 1) by “manufacturing consensus,” or giving the illusion of significant online popularity in order to build real political support, and 2) by democratizing propaganda through enabling nearly anyone to amplify online interactions for partisan ends. We supplement these findings with a quantitative network analysis of the influence bots achieved within retweet networks of over 4 million tweets, collected during the 2016 US election. The results of this analysis confirm that bots reached positions of measurable influence during the 2016 US election.
