In his Budget Statement this year the Chancellor restated his medium-term financial strategy (MTFS) and in particular his objectives for the public sector borrowing requirement (PSBR). He said, ‘Since its inception in 1980 the MTFS has indicated a steadily declining path for the PSBR expressed as a percentage of GDP. We have now reached what I judge to be its appropriate destination: a PSBR of 1 per cent of GDP. My aim will be to keep it there over the years ahead. This note considers the implications of that scale of borrowing for the balance sheet position of the public sector. We are able to do this with more confidence thanks to recent publication by the CSO of new figures for the balance sheet positions of all sectors of the economy up to the end of 1985. Prior to that publication, the latest figures available for the overall balance sheet position of the public sector had referred to 1975. The new data modify the picture of recent trends, without changing their character fundamentally.

Abstract In all its diversity, Lutheran ethics places a pronounced emphasis on the universal aspects of theological ethics. This article argues that due to the increasing pluralization of many societies in recent decades, however, it is becoming more and more relevant to develop the particular aspects of theological ethics in the Lutheran tradition. Holding together both the universal and particular aspects of theological ethics constitutes a position of relevance for a pluralistic societal situation. Such a position enables the Christian church to maintain its distinctiveness and, at the same time, to be engaged in dialogue with other positions. In this way, the church will at once stand for a tradition-determined distinctiveness and be engaged in a tradition-transcending dialogue. Consequently, this position is characterized by both distinctiveness and openness.

As currently conceived, precision public health is at risk of becoming precision medicine at a population level. This paper outlines a framework for precision public health that, in contrast to its current operationalisation, is consistent with public health principles because it integrates factors at all levels, while illuminating social position as a fundamental determinant of health and health inequities. We review conceptual foundations of public health, outline a proposed framework for precision public health and describe its operationalisation within research and practice. Social position shapes individuals’ unequal experiences of the social determinants of health. Thus, in our formulation, precision public health investigates how multiple dimensions of social position interact to confer health risk differently for precisely defined population subgroups according to the social contexts in which they are embedded, while considering relevant biological and behavioural factors. It leverages this information to uncover the precise and intersecting social structures that pattern health outcomes, and to identify actionable interventions within the social contexts of affected groups. We contend that studies informed by this framework offer greater potential to improve health than current conceptualisations of precision public health that do not address root causes. Moreover, expanding beyond master categories of social position and operationalising these categories in more precise ways across time and place can enrich public health research through greater attention to the heterogeneity of social positions, their causes and health effects, leading to the identification of points of intervention that are specific enough to be useful in reducing health inequities. Failure to attend to this level of particularity may mask the true nature of health risk, the causal mechanisms at play and appropriate interventions. The article is devoted to the study of the essential features of the head of the public service in a state body as a subject of public service legal relations. It is found that depending on the nature of the powers that determine the role and degree of participation of public servants in the exercise of public power functions, there will be a different range of rights and responsibilities of managers, specialists, executors. Given the great diversity of public servants, the scope of their powers affects the content of the legal status of a public servant, but not the fact of his belonging to the public service. It is established that the head of the public service in a state body has: a) the general status of a citizen of Ukraine; b) sectoral status within the framework of official law – the status of a public servant; c) a special status within the framework of official law, which is mediated by the nature of the powers granted – the status of the head of the public service in a state body. The substantive features which characterize a public servant who has acquired a special legal status of the head of the public service in a state body are singled out: 1) he is assigned to public servants; 2) he holds the highest position of public service in a state body; 3) he is obliged to perform a special type of duties that are an element of authority: a) in matters of public service and b) organization of work of other employees in this body. Attention is paid to the fact that each head of the public service in a state body is an official authorized to perform organizational and administrative functions, but not every official is the head of the public service in a state body. A possible algorithm for finding a higher position in a state body is identified: a) if there are positions in a state body that fall into different categories, the highest position in a state body will be held by the public servant who replaces a category “A” or “B” (in the absence of positions classified in category “A”); b) if there are positions in a state body that are assigned to one category, the highest position will be held by the public servant whose position is assigned to the highest subcategory.

Are representatives in authoritarian legislatures encouraged to take positions on salient issues? More generally, why do some autocracies allow public debate on hot topics at all? Understanding the dynamics of public legislative debate is important for the roles authoritarian legislatures are theorized to play in regime legitimation and information provision. I argue that the decision to allow public debate depends on autocratic incentives to mobilize public sentiment against the bureaucracy. While allowing debate on salient issues risks galvanizing antiregime sentiment, doing so may also mobilize public opinion against wayward government officials to improve performance and deflect blame. Therefore, I predict that autocrats will only allow public debate on issues they have delegated to the government. I test this using an automated content analysis of debate in the Vietnam National Assembly, with results showing evidence of position taking on salient issues, but only on issues the party delegates to the state.

This essay discusses a series of collaborative artworks by Joel Ong and Mick Lorusso envisioning a "Microbial Witness," a quiet but powerful protagonist founded in the interstitial spaces of science, art, and mythology. The artists systematically catalog its umwelt--the environmental factors that affect it-- through the "Microbial Atlas." Ong and Lorusso propose that, through exposure to this artistic research process, their audience may also adopt an ecological/moral responsibility through a shared empathy with, and respect for, the microbial world. This work continues their joint artistic querying of the role and position of the artist as “witness" in the spaces and artefacts of the scientific laboratory.

Foucault’s work has inspired studies examining how subject positions are constructed for citizens of the welfare state that encourage them to adopt the subject position of active and responsible people or consumers. Yet these studies are often criticised for analysing these subject positions as coherent constructions without considering how their construction varies from one situation to another. This paper develops the concept of subject position in relation to the theory of justification and the concept of modality in order to achieve a more sensitive and nuanced analysis of the politics of welfare in public debates. The theory of justification places greater weight on actors’ competence in social situations. It helps to reveal how justifications and critiques of welfare policies are based on the skilful contextual combination of diverse normative bases. The concept of modality, in turn, makes it possible to elaborate how subject positions in justifications and critiques of welfare policies become associated with specific kinds of values. We demonstrate the approach by using public debates on children’s day care in Finland. The analysis illustrates how subject positions are justified in relation to different kinds of worlds and made persuasive by connecting them to commonly desirable rights, responsibilities, competences or abilities.

The use of applied ethnography is relatively new among National Park Service (NPS) programs compared to other academic disciplines that were incorporated by the NPS much earlier as part of the effort to fulfill its mission. Although anthropology had been part of the NPS for decades, it was represented only by archaeology, along with associated museology and curatorial functions. However in 1981, Dr. Douglas Scoville, himself an archaeologist, decided that an open position in anthropology should be filled by an ethnographer to represent cultural anthropological interests in park operations. Dr. Muriel "Miki" Crespi was the first cultural anthropologist hired to fill the new administrative position in the Washington office. For the next decade, Miki worked hard to secure positions for applied ethnographers to serve in the regional offices where program goals of ethnographic expertise and service could be implemented for parks in which there are peoples with traditional cultural affiliations.

Vaccination rates of children in the United States remain below the target coverage levels identified in the Healthy People 2020 objectives. Given the success of pharmacists in providing adult vaccinations and the accessibility of pharmacists to the public, expanding pharmacists' authority to vaccinate children may improve vaccination rates of children, particularly in key disease states. This article serves as a Position Statement of the Pediatric Pharmacy Advocacy Group (PPAG), who supports the expansion of pharmacists' authority to vaccinate children. PPAG also believes that increased use of state vaccination registries by pharmacists will help improve communication and documentation of vaccines between providers. PPAG also recommends that continued education and maintaining current knowledge of vaccines and vaccine schedules are vital for pharmacist immunizers. Finally, PPAG believes that pharmacists should be advocates for childhood vaccinations.

We consider whether public corporations can be ethical, using the notion of corporate social responsibility (CSR). We distinguish between ‘weak’ CSR (where corporate profitability is enhanced by pursuing social and environmental objectives) and ‘strong’ CSR (where it is not) and consider four possible positions in relation to strong CSR. First, CSR is unnecessary – good ethics is synonymous with good business. Second, CSR is unethical as the government is responsible for intervention in markets. Third, CSR is ethical and is being implemented by corporations. We find none of these positions convincing and argue a fourth position – CSR is ethical but impossible for corporations to implement due to competitive markets and the legal requirements of the corporate form. We conclude that public corporations are best considered amoral entities. In order to alleviate the inevitable negative social and environmental outcomes arising from corporate activities, we suggest strengthening the regulatory environment and using alternate organizational forms to conduct economic activities.

Today's burgeoning software profoundly sells hardware; and is crucially definable between Free Livre/Libre Open Source Software (FLOSS) and Proprietary Close Source Software (PCSS). Therefore, this paper argues how and why Turkey has locked-in PCSS, and particularly investigates outcomes and reasons for not using FLOSS in Turkey's state apparatus in order to demonstrate techno-politics of Turkey. The study used secondary sources of data obtained from Turkey's public reports, in particular parliamentary written questions and responses reports generated between 2004 and 2013, and studied by Critical Discourse Analysis. Although Ministries in Turkey have repeatedly declared that there is no obligatory protocol(s) and agreement(s) with PCSS and that there is no vendor lock-in issue as criticized in the media and parliament, the evidence, particularly pragmatic techno-sociological perspective has steered State-Scapegoatism that builds-in Obsolescence and indicates that there is techno-politically protected PCSS's hegemony, particularly Windows monopoly.

A notary is a public official who is authorized to make an authentic deed with perfect evidentiary power. The position of a Notary is a Public Position that upholds the dignity and trust of the community so that in carrying out its duties, it must adhere to the prevailing laws and regulations and the Code of Professional Ethics. Based on the provisions of the Professional Code of Ethics, a Notary is prohibited from publishing his position or self-promotion, while in this digital era it is not uncommon for a Notary to list his position on his social media accounts. The purpose of this study is to explain and analyze the legal consequences of the publication of a notary position and how to apply sanctions and solutions for violations of the code of ethics according to Act No. 2 of 2014 concerning the position of notary and the code of ethics of a notary. The method used in this study is the normative juridical method, the specifications in this study are descriptive analytical, the data used are secondary data, using data collection sourced from library research that produces primary law materials, secondary law materials, and tertiary law materials, problems analyzed with the theory of Triadism Law and the theory of Legal Effectiveness. The results of this study indicate that the prohibition on the publication of Notary Positions for Notaries is based on the fact that a Notary as a position that provides services to the public requires the trust of the public, thus Notaries are obliged to uphold their nobility of dignity in accordance with the Law on Notary Positions and the Notary Code of Ethics. The legal consequences for a Notary who publish his Notary Position in Social Media accounts are not in accordance with the oath / promise of Position that has been uttered and mandated by the Notary Position Act, and violates the prohibition provisions in the Notary Code of Ethics.

Michael Burawoy certainly seems to have the requisite organizational and marketing savvy to be a successful ‘public sociologist.’ Preaching from a few well-chosen pulpits, the ASA Presidency first among them, he has almost singlehandedly created a multinational cottage industry busily debating his ideas about the future of our discipline. The responses have been as varied as they have been numerous. While many have been quite critical, the criticisms have originated from a bewildering range of often entirely opposite positions on the ideological-philosophical spectrum, as well as from every imaginable position in between. Burawoy himself takes this multiplicity of position-takings to be evidence for the plausibility of his own ideas about different kinds of sociology and the possibility of a fruitful, collaborative division of labour between them (Burawoy 2007: 246). But we suspect it is more likely simply an expression of the depth and the breadth of our discord concerning the basic question of what we want with our discipline .

Public administration in Poland has taken the form of a system of entities with different tasks and objectives, as well as different competences. It is a part of the classical model based on the functioning of two separate components, such as the state administration, including the government and local self-government. From the perspective of a democratic state governed by the rule of law, the existence of local self-government is extremely important, and even becomes a necessity. Therefore, the deliberations addressed in the paper focus on the functioning of this form of public administration at the lowest level of basic division of the state, which is the commune. The presented research is an attempt to indicate the legal status and position of commune self-government not only in the broadly understood local self-government but also in the whole public administration system.

After identification of roles and positions performance public relations firm, the study aims to evaluate the performance of public relations as part of management.This study used a qualitative descriptive research method with the study subjects were Mahendradatta University Public Relations and internal stakeholders. Data drawn from interviews with the help of the interview guide and then processed into information that can answer the research objectives.The result of the research shows that not all public relations officers in Mahendradatta University, do their role as real public relations officers. They also do not have the same understanding about the role of a public relations officer will just place public relations in same position as marketing.

The late Richard Rorty famously argued that faith-based positions grounded in comprehensive worldviews or unassailable texts served as ‘conversation-stoppers’ and should be excluded from the public sphere. This article argues that Rorty’s position flies in the face of his own postmodern epistemology as well as his insistence on the humility and virtues that should attend the collective pursuit of the social good. It suggests that there are two Rortys at work and that his epistemological ambivalence undermines the force of his argument.

ObjectivesTo examine the associations of parental social and economic position with health-seeking behaviour for diarrhoea and acute respiratory infection (ARI) among under-5 children in Myanmar and explore potential underlying mechanisms.DesignA cross-sectional study.SettingA secondary dataset from the nationwide 2015–2016 Myanmar Demographic and Health Survey (MDHS).ParticipantsAll under-5 children in the sampled households with reported symptoms of diarrhoea and ARI during the 2-week period preceding the MDHS survey interview.Primary and secondary outcome measuresFour parental health-seeking behaviours: ‘seeking treatment’, ‘formal health provider’, ‘public provider’ and ‘private provider’ were considered. Social and economic positions were determined by confirmatory factor analysis. Multilevel logistic regressions were employed to examine the associations of social and economic positions with health-seeking behaviours for diarrhoea and ARI. Mediation analyses were conducted to explore potential underlying mechanisms in these associations.ResultsOf the 4099 under-5 children from the sampled households in MDHS, 427 (10.4%) with diarrhoea and 131 (3.2%) with ARI were considered for the analyses. For diarrhoea, social position was positively associated with seeking treatment and private provider use (adjusted OR: 1.60 (95% CIs: 1.07 to 2.38) and 1.83 (1.00 to 3.34), respectively). Economic position was positively associated with private provider use for diarrhoea (1.57 (1.07 to 2.30)). Negative associations were observed between social and economic positions with public provider use for diarrhoea (0.55 (0.30 to 0.99) and 0.64 (0.43 to 0.94), respectively). Social position had more influence than economic position on parental health-seeking behaviour for children with diarrhoea. No evidence for a significant association of social and economic position with health-seeking for ARI was observed.ConclusionsSocial and economic positions were possible determinants of health-seeking behaviour for diarrhoea among children; and social position had more influence than economic position. The results of this study may contribute to improve relevant interventions for diarrhoea and ARI among children in Myanmar.

John Rawls’ well-known device of representation (his terminology) that he names the “original position” is put into play by the veil of ignorance. This imaginative device, found in both his early and late works, is often dismissed because it is misunderstood as an exercise in moral geometry. This essay discusses in more detail the subjective mechanics of the original position; while sympathetic of Rawls’ application of the veil of ignorance, I distinguish between a thick and thin veil, whereby I promote the latter. The final section makes a connection between the simulation of the original position and the religious practice of asceticism.

Studies on the adoption of innovations often treat an organization as a uniform entity. Such studies implicitly assume that perceptions regarding the adoption of an innovation are identical across the organization. However, organizational theory and change management literature argue that organizations are composed of distinct groups that have different values and goals. It is therefore important to dissect the organization and to look at the various internal stakeholders involved. In this study, we follow this advice and study how two key organizational groups (city managers and Works Council members) perceive their organization’s members’ views regarding the specific innovation of teleworking. We use unique data collected through two nationwide surveys of city managers and Works Council members. The results show that there are crucial differences in the perceptions of the two groups, with city managers generally being more positive about the innovation. Based on our analysis, we conclude that it is important to distinguish between different organizational stakeholders in the innovation adoption process and that managers should be aware of a bias in their perceptions. Points for practitioners It is important to distinguish between the various organizational stakeholders in the innovation adoption process because they probably have different attitudes regarding an innovation. Managers should look beyond their own perceptions regarding an innovation and be aware that they are probably more positive in their perceptions than are others in their organization. More specifically, we found that Works Council members attach more importance to the ability to try out innovations before their full introduction than city managers. It is also more important for them that an innovation seems easy to implement and use.

A notary is a public official who has the authority to make authentic deeds and other authorities regulated in-laws and regulations. Notaries are also private legal subjects (natuurlijk persons), which have free will to carry out legal actions. According to the Law on Notarial Positions, a Notary is dishonorably dismissed when (s)he is declared bankrupt. On the other hand, the UUK and PKPU recognize the rehabilitation of bankrupt debtors if they have fulfilled their obligations. This is where there is ambiguity or a fuzzy norm (vegen norm). Legal research aims to find out how bankruptcy is regulated in the notary position, and what are the legal consequences for the position of a notary both as a person and in relation to his/her position as a notary public? This legal research is normative juridical using a statutory approach and a conceptual approach. The legal materials obtained are analyzed using content analysis. The results of the discussion: 1). Notary bankruptcy has been regulated in UUK and PKPU as well as in the Law on Notary Position. 2). The legal consequences for a Notary who is declared bankrupt by the Commercial Court have an impact on the notary's personality, as well as on his position. According to the Law on the Position of Notary Public, if violating Article 84 which results in losses to the parties, the notary is obliged to pay compensation. According to the UUK and PKPU, this could result in the debtor losing the right to act freely on his assets, but not losing the right to perform his/her tasks and hold a position. As a recommendation, in the Law on the Position of Notary Public, it is necessary to clearly define the separation of Notary as a person from her/his position as his profession.

The study on job satisfaction among academic staff at Public Universities in Terengganu is aimed at identifying the level and factors towards their job satisfaction while serving at public universities. This study involved 298 respondents voluntarily. The characteristics of the collected respondents' demographic variables are divided into 9 sections consisting of gender, age, level of education, position of status, service period, position, and other positions within the department. The involved respondents are based on the different levels of academic staff ranging from Assistant Lecturer, Lecturer, Senior Lecturer, Associate Professor, and Professor. Among these respondents were those holding various administrative posts such as Central Director, Dean, Deputy Dean and Head of Department or Head of School. All of the demographic information of these respondents are collected through a survey distributed to them. The results of this finding have been analysed in the form of tables based on the number and percentage of respondents.
