The neo-liberal restructuring of state assets and facilities, which has taken place internationally over the past three decades, as well as in South Africa, has been a matter of great controversy. Privatisation, in particular, has been a polarising issue, especially when applied to fields like healthcare. Supporters of privatisation view it as cutting costs, mobilising funding, expertise and innovation, resulting in improved delivery, and opening possibilities for a spread of ownership. Critics claim the process involves retrenchments, declining services for the (poorer) majority of people, and a focus on the elites as citizens become transformed into customers, and with any economic empowerment going to the already prosperous. This thesis examines these issues by looking at the privatisation of hospitals in South Africa, with a case study of the Netcare-Settlers Public Private Partnership (PPP) (also known as the Settlers Private Hospital) in Grahamstown, South Africa. Netcare is South Africa’s largest private hospital company, and also has substantial operations in the United Kingdom. The thesis sets out the context: a highly inequitable healthcare system in the country, the rise of privatisation in the apartheid and post-apartheid eras, and healthcare privatisation. In terms of the Netcare-Settlers PPP, the thesis examines how the PPP was structured and developed, focusing on the impact of the PPP on non-clinical operations. The thesis argues that the results of the PPP are mixed, that it has greatly improved areas like facilities, maintenance, cleaning and catering, performed less well in increasing the doctor/ patient ratio or in attracting specialists, and is associated with the widespread and problematic use of outsourcing of service workers like cleaners and security. Overall, the PPP has improved healthcare, with some effective sharing of resources between the public and private parts of the hospital, but also relies on a pool of relatively low waged, under-unionised, labour. In terms of the general debate over privatisation, the Netcare-Settlers PPP shows that both supporters and critics have some valid points, and that privatisation in practice is not an either/ or, black/ white, good/ bad proposition, but something more complex. The success and failure of PPPs depend on the details of the contracts, and these can be used to maximise the performance of both the public and private partners. Better contracts may help avoid the uneven results seen at institutions like the Netcare-Settlers PPP.

While government contracting out its work continues to proliferate and studies about this phenomenon have increased during the past two decades, still little is known about how effective government sponsored networks are at managing broad and complex networks of primarily non-governmental entities.
This dissertation reports the results of one such investigation, which examined a U.S. federal agency's contracting experiences in evidence-based health care. The Agency for Healthcare Research and Quality (AHRQ) is a unit of the U.S. Department of Health and Human Services (HHS). Among other tasks, AHRQ supports the development and dissemination of evidence about current best practices in health services delivery through its Evidence-based Practice Center (EPC) programs that contract out its work and operate in broad and complex network.
The purpose of this study was to examine the extent to which AHRQ's EPC Program I was effective in supporting the translation of evidence reports and disseminating the products to the public by contracting with public and non-profit entities to do the work. This dissertation also sought to examine the extent to which the evidence reports and derivative products were publicly accessible by operationalizing the objectives articulated in AHRQ's authorizing legislation in a manner consistent with theories of representative democracy and exploring Program I's effectiveness using William T. Gormley's ideas (1989; Gormley & Balla 2003) of bureaucratic control.
The results from this dissertation suggest that a decentralized network was related to overall higher translation and dissemination network effectiveness. Specifically, the findings from this study suggest that a decentralized network was related to overall higher translation and dissemination network effectiveness. Also, weak ties among the network actors when transferring complex knowledge was associated with higher translation and dissemination network effectiveness on the whole.
The findings from this dissertation also contribute to network theory by extending Gormley's bureaucratic control typology (1989; Gormley & Balla 2003) to the network level, and also to the type of control that was available to the Agency over the network. Finally, the results contribute to better understanding of the dynamics that can be associated with the effectiveness of similar programs.Ph. D.

Dans un contexte de mondialisation du marché du transport maritime de marchandises de plus en plus concurrentiel, les ports maritimes de commerce sont devenus de plus en plus des espaces économiquement sensibles. Alors que les États ont toujours porté un intérêt majeur à leurs ports, cet intérêt s'est accru aussi bien pour les États que pour les opérateurs économiques portuaires tels que le manutentionnaire, le chargeur, le transporteur ou encore l'armateur en raison précisément du développement des échanges internationaux favorisant les transports par voie maritime, très adaptés à l'évolution.La collaboration entre l'État et ces acteurs essentiels de l'espace portuaire, généralement des personnes morales de droit privé, soulève alors des questionnements autour du cadre juridique de partenariat le mieux adapté aux enjeux économiques, financiers et de développement des activités portuaires des uns et des autres. Dans un souci d'efficacité des modes de gestion et d'exploitation des Grands Ports Maritimes et du Port Autonome de Lomé, les États français et togolais ont opéré des réformes successives et adopté des politiques portuaires afin de faire de ces ports des plaques tournantes des échanges mondiaux de marchandises. En France, la plus grande réforme portuaire en date est celle de la loi n° 2008-660 du 4 juillet 2008 portant réforme portuaire. Au Togo, nous pouvons citer le décret n° 91-027 du 2 octobre 1991 portant transformation du Port Autonome de Lomé en Société d'État ou encore la loi n° 2021-034 du 31 décembre 2021 relative aux contrats de partenariat public-privé.Par ces réformes et politiques portuaires, la France et le Togo ont visé la performance, l'attractivité et par ricochet la compétitivité de leurs ports maritimes de commerce à l'échelle régionale et internationale. Or, les résultats atteints ont toujours été insuffisants et n'ont jamais été à la hauteur des espoirs. En effet, l'analyse montre que le niveau de compétitivité des Grands Ports Maritimes et du Port Autonome de Lomé reste très en dessous des attentes. Les travaux de la Cour des comptes française en l'occurrence celui de 2017 intitulé « Le bilan de la réforme des grands ports maritimes : une mise en œuvre inégale, des effets modestes, une attractivité insuffisante » est illustratif. Il en est de même du rapport historique de la Cour des comptes du Togo de février 2015 intitulé « Rapport d'observations définitives du contrôle de la gestion du port autonome de Lomé (PAL), exercices 2008, 2009, 2010 ».Cette situation interroge alors sur l'efficience de l'arsenal juridico-politique et stratégique relatif à la gestion et à l'exploitation de ces ports. Cette thèse se propose donc de poser le diagnostic juridique des causes profondes de l'absence de compétitivité des Grands Ports Maritimes et du Port Autonome de Lomé, marquée par l'interventionnisme très actif de l'État dans les affaires portuaires.Mots clés : Ports maritimes ; entreprises publiques ; gouvernance ; domaine public ; commande publique ; partenariat public-privé ; environnementWith the globalisation of the increasingly competitive maritime freight transport market, commercial seaports have become more and more increasingly economically sensitive areas. While governments have always taken a major interest in their ports, this interest has grown both for governments and for port economic operators such as stevedores, shippers, carriers and shipowners, precisely because of the development of international trade, which favours transport by sea, which is highly adapted to change.The collaboration between the State and these essential actors in the port area, who are generally legal entities under private law, raises questions about the legal framework of the partnership that is best suited to the economic, financial and port activities development stakes of each party. With a view to improving the efficiency of the management and operation of the Major Seaports and the Autonomous Port of Lomé, the french and togolese States have carried out successive reforms and adopted port policies in order to turn these ports into hubs of the global trade of goods. In France, the most important port reform to date is law no. 2008-660 of 4 july 2008 on port reform. In Togo, we can cite decree no. 91-027 of 2nd october 1991 transforming the Autonomous Port of Lomé into a State-owned company, or law no. 2021-034 of 31st december 2021 on public-private partnership contracts.Through these port reforms and policies, France and Togo have aimed to improve the performance, attractiveness and, by extension, the competitiveness of their commercial seaports on a regional and international scale. However, the results achieved have always been insufficient and have never lived up to expectations. Indeed, analysis shows that the level of competitiveness of the Major Seaports and the Autonomous Port of Lomé remains well below expectations. The reports of the french Court of audit, in this case that of 2017 entitled ‘ʻAssessment of the reform of the major seaports : uneven implementation, modest effects, insufficient attractivenessʼʼ is illustrative. The same is true of the historical report of Togo's Court of audit in february 2015 entitled ʻʻFinal observations report on the management control of the Autonomous Port of Lomé (PAL) : financial year 2008, 2009, 2010''.This situation raises questions about the efficiency of the legal, political and strategic arsenal relating to the management and operation of these ports. Public-Private-Partnerships (PPPs) are a public procurement policy that argues in support of greater value for money through optimal risk-sharing, by aligning incentives among parties who are profoundly different in terms of interests, objectives and risk preferences. The subject of interest in this thesis is tollroads that are procured under the PPP method, which traditionally involves the transfer of demand risk to the private sector. Designing contracts to share risk in light of incentive problems is the central premise of contract theory, yet the risk-sharing implications have rarely been adequately tested using micro data at the decision-maker level. In addition, empirical contract studies tend to ignore the risk preferences of contracting parties or assume that the stereotypical risk-averse agent and risk-neutral principal are present in all contractual relationships. This thesis addresses these shortcomings by presenting the methodology and empirical findings of an online survey within which a stated choice experiment was designed to capture the risk perceptions of contracting parties to a number of hypothetical PPP tollroad concessions. Information from 101 participants drawing on their project experience over 32 countries was collected within an advanced computer-aided personal survey instrument, to condition model estimates on observing the manner in which respondents processed the information presented to them to test the impact of contractual conditions and external institutional variables on their risk preferences, and hence their choice behaviour. While the findings of this thesis support the concept that risk-sharing in PPPs is in line with contract theory’s incentive alignment proposition, they refute the common belief in contract theory with respect to stereotypical economic actors. Moreover, the results demonstrate the powerful incentive effect of property rights to ex post surplus. There are a number of significant implications as to the design of contracts and reform of public policy if PPPs are to gain popularity and to attain value for money. To induce appropriate ex post performance efficiency, ex ante property rights need to be complemented with equitable risk-sharing among contracting parties. Uptake of the policy by the market can be enhanced by modifications to the identified institutional variables and contractual conditions. Finally, the thesis appeals to the theories of decision making to further pursue the influence of human cognition, particularly bounded rationality, on our decision choices.

A travers cette thèse, notre objectif de départ a été de comprendre en quoi l'atteinte des objectifs sociaux des PPP dépend des mesures prises par les gestionnaires publics dans le cadre de l'exercice de leurs rôles et responsabilités en matière de contrôle.C'est pourquoi il a été question pour nous de comprendre comment les pouvoirs publics au travers des dispositifs institutionnels et contractuels ont exercé ce rôle de contrôle sur le partenaire privé. Sur la base d'une telle orientation, il a été souscrit aux méthodes qualitatives notamment à l'étude de cas pour appréhender le contrôle dans les PPP. Sur l'institutionnalisation des axes comme la prise en compte de toutes les parties prenantes, les différences d'objectifs, les rôles et responsabilités, l'absence de hiérarchie ont été tour à tour analysés. Ce qui a permis d'en faire des préalables des PPP. S'agissant de la contractualisation, il a fallu s'intéresser aux modèles de contrôle qui étaient basés sur la nécessité d'apporter des corrections au système, et sur ceux qui créent les conditions d'imputabilité. En conclusion de ce point, il apparaitra que les contrats devraient s'appuyer sur des éléments de performance. Enfin, sur le traitement des divergences entre partenaires les différences d'objectifs, de valeurs et de caractéristiques, l'opportunisme des partenaires surtout privés, la nécessité d'une alliance et d'une coopération, le pragmatisme des partenaires ont été mis en avant. This was necessitated by the differences in objectives of the partner institutions and their different characteristics.This is why it has been the question for us to understand how the authorities through the institutional and contractual arrangements exercised this role of control over the private partner.On the basis of such an approach, it was subscribed to qualitative methods including case study to understand the control on the PPP.On the institutionalization, axis such as the inclusion of all the stakeholders, the differences in objectives, the roles and responsibilities, the lack of hierarchy were alternately analyzed. This allowing to make them prerequisites to PPPs.With respect to contracting, we had to look at the control models which were based on the need to correct the system and on those which create the conditions of accountability. To conclude this point, it will appear that contracts should be based on elements of performance.Finally, on the treatment of the differences between partners, the differences in goals, values and characteristics, the opportunism of partners especially the private ones, the need for an alliance and cooperation, the pragmatism of partners have been highlighted. In other words in the PPP, it is necessary to manage such differences

Nonprofits, including cultural organizations, are increasingly relying upon fees for service as part of their operating budgets. Arts organizations have taken an increasingly prominent role in arts education starting with federal budget cuts in the 1960s and 1970s. There is a lack of data on the effects of partnering with schools on nonprofit arts organizations as well as the effects of government contracting on nonprofits.This study consists of an email/internet survey to determine how contracting with schools to provide arts activities affects nonprofit arts agency independence, vendorism, bureaucratization, costs, and artistic quality. The survey was pilot tested with 22 leaders of arts organizations. The survey was emailed to a random sample of 680 leaders of American nonprofit arts organizations identified as art museums; ballet; dance; music; music groups, bands and ensembles; opera; singing choral; symphony orchestras; theaters; and visual arts organizations. Responses were gathered from 280 respondents for a 41% response rate. The researcher analyzed the data using frequencies, cross tabulations, logistic regression, and linear regression.This study reveals limited negative effects on arts organizations of partnering with schools. The major findings of this study support Lester Salamon's (1995) theory that bureaucratization is among the most likely effects of government contracting on nonprofits, and a study of nonprofits by Patricia Hughes and William Luksetich (2004) indicating that greater reliance on private funding does not divert funding fiom program service delivery. Organizations that partner with schools have greater odds of being affected by rules and regulations compared to those that do not partner with schools, but these rules seem to fall within acceptable limits for arts organizations of the types studied.Earning higher levels of income from school partnerships does not make arts organizations less likely to advocate for arts education, change artistic direction or offer significantly different programs, or impose unreimbursed costs.This study does not support Bruno Frey's (2003) Crowding Theory of the effect of external rewards on creativity. More collaborative types of school activity had no effect on organizational creativity in this study. However, enhanced artistic growth appears to be an important positive effect of school partnerships.

Main subject of my diploma thesis is an actual situation in application of Public Private Partnership in both the Czech Republic and Europe. Firstly, the main characteristics and a general process of creating PPP project are described. Risk management, one of the most important aspects of PPP is a subject for the second chapter. Furthermore, I analyse the approaches to the application of PPP from the view of the crucial European institutions such as European Commission and European Investment Bank, especially I am concerned about their reactions to the Global financial crises. My thesis includes the analyses of the PPP markets in both Great Britain and France. Lastly, the situation of PPP market in the Czech Republic is examined, and a business case about just emerging local PPP project is included.

L'importance considérable des marchés publics, parmi les activités économiques de l'administration de l'État moderne, a poussé l'Union européenne, pour plusieurs raisons socio-économiques, à établir une réglementation unifiant les règles nationales afférentes afin d'assurer dans l'espace de l'Union une concurrence libre et saine entre les opérateurs économiques intéressés. Pour ce faire, outre les préceptes impérativement édictés par son droit primaire, l'Union a imposé aussi son droit dérivé sur la matière par des directives bien détaillées. Une définition extensive de la notion de marchés publics, encouragée constamment par la jurisprudence de la Cour, une catégorisation des modalités du régime de « passation des marchés publics » et une réglementation européenne procédurale pour la protection des intéressés ont été élaboré. La question s'élève donc sur l'impact de ce droit ainsi établit en la matière par l'Union européenne sur des considérations de base du droit public hellénique. Dans ce cadre d'harmonisation des droits nationaux sur la matière, se trouve l'opération d'insertion du droit de l'Union européenne dans l'ordre juridique hellénique ; insertion effectuée par les autorités normatives nationales, législateur et administration ; tandis que sur le domaine procédural un contrôle juridictionnel s'exerce sur cette réception dans l'ordre juridique national tant par le juge européen que par le juge national. To this end, in addition to the provisions of primary law, the EU has further enacted secondary legislation in the form of exhaustively detailed directives. In order to achieve the effective application of EU law in several public contracts a broad interpretation of the public contracts concept was developed, persistently encouraged by the Court's case law, and a categorisation of the public procurement types was adopted. Furthermore, European procedural rules were introduced with the aim of safeguarding rights that individuals derive from that law. The question thus is what is the impact of this comprehensive regulatory framework on the Greek public law considerations on the subject. It is in the context of national laws' harmonisation on the matter, that EU law is inserted in the Greek legislation ; this insertion is carried out via national regulatory authorities, the legislator and the administration ; moreover, in the procedural field, both the European and the national judge exercise judicial control over the reception of the EU law in the national legal order. By way of the aforementioned structure the contractual discretion of the Hellenic public authorities in the course of fulfilling the requirements imposed by EU law can be thoroughly explored

The purpose of this thesis is to disseminate research work done towards a higher degree and report on the findings of the research that was conducted relative to South African Public Private Partnership (PPP) projects. The research investigated perceptions of PPP actors on the performance of operational PPP projects. The aim of the research was to fulfil the requirements for the award of the degree of philosophiae doctor in construction management; contribute to the PPP body of knowledge; contribute further understanding of the performance of PPP projects in South Africa; and develop a systemic model for a sustainable PPP system within the country and beyond. All the aforementioned have been achieved, despite the research limitations as indicated in Chapter 1. A case study approach was adopted to examine various performance aspects of operational South African PPP projects. The research was a multi-case study design. Each individual case study consisted of a ‘whole’ study, in which facts were gathered from the selected PPP projects and conclusions drawn on those facts. A web-based questionnaire was used to capture the experiences and perceptions of various actors involved directly, or indirectly in selected PPP projects. The sample stratum consisted of all operational PPP projects registered in accordance with Treasury Regulations as of December 2005 and other projects that reached financial closure before the Public Finance Management Act of 1999 became effective. PPPs involve highly complex procurement processes, are relatively new in South Africa and to date have attracted limited investigation to refine our understanding of the operational performance of PPP projects. This is notable, as significant financial and other resources are involved, and the perception exists that service delivery in most parts of the country is poor. Key empirical evidence from the research indicates that South Africa has developed a robust policy and regulatory framework for PPPs; has an inadequate level of PPP awareness and training; and lacks the project management capacity to facilitate deal flow. It is suggested that further research be conducted on a yearly basis, preferably every six months, so that trends can be established concerning various aspects of other operational PPPs. Further, it is recommended that the PPP Unit commission sector-specific studies that will conduct further research, to compare research across PPP and non-PPP contracts. The choice to conduct a multi-case study required extensive resources and time beyond the means available to the researcher. Further, the sensitive nature of PPP projects made it difficult to obtain required data at the first attempt. However, the researcher made several follow up calls and reminders before eventually obtaining the required data from the respondents. A systemic PPP model has been developed for PPP implementation and management. This model was tested for appropriateness by conducting a further survey on PPP participants attending an international conference on 'Financing of Infrastructure Development in Africa through Public Private Partnerships’ staged in August 2007, in the St. George Hotel, Johannesburg, South Africa. The findings from this research make an invaluable and original contribution to the PPP body of knowledge, provide insight for further research in this important field, refine the understanding of operational PPP projects, and provide direction for policy and decision makers in the public and private sectors, within South Africa and beyond.

This study argues that the financing options available to PPPs in the South African financial market are limited and only few traditional financing solutions, such as commercial bank debt, are available to project developers. While traditional financing solutions may provide an attractive and easy to obtain financing solution, they are not necessarily optimal, cheap or able to provide the best value for money (National Audit Office, 2001). This suggests that the South African financial market, which is so critical to the success of PPP projects, may in fact be hindering the development and efficiency of the market. The main research questions addressed in this study are: * what is a PPP and what does its typical structure look like; * what is the state of the South African PPP market including framework and number of projects procured; * what financing options and models are available to PPPs worldwide; and * what financing solutions have been employed on South African projects? In answering these questions, we particularly focus on the financing options available to PPPs. As part of this overview we discuss private sector and public sector solutions. Private sector solutions discussed include equity, debt and mezzanine finance. We give particularly focus to debt financing which tends to make up the majority of financing in a typical PPP. Public sector solutions include government contributions, guarantees as well as hybrid structures.

With its central role in the development of public-private partnership (PPP) contracts, procurement structure has a significant influence on the economic and policy success of privately-financed toll roads throughout their lifecycle. Following a review of PPP fundamentals and the public-policy differentiation between public interest and public objectives, several approaches for establishing the key contract strategies of toll pricing, concession length, and risk mitigation are explored. These underpinnings motivate the central research question: Given specific policy objectives for road pricing, how should public owners select PPP contract strategies which support these outcomes?
Through qualitative comparative analysis (QCA), a recently-developed method for evaluating qualitative data quantitatively, patterns of PPP contract strategies which correspond to three common policy objectives--achieving a specific toll rate, managing congestion, and minimizing state subsidy/maximizing revenue--are identified through evaluation of 18 domestic and international projects. Three practical decision-making tools resulting from this work are illustrated through application to current PPP procurements: (1) a traffic-risk worksheet, which provides a rapid estimate of a toll-financed projectâ s viability; (2) analytical QCA results, which offer guidance for structuring PPP contracts based on the desired pricing objectives; and (3) case-library comparisons, which enable drawing parallels between proposed procurements and established PPP projects. Additional insights explore the nature of risk in this study, which concludes with thoughts on the appropriate role of PPPs in infrastructure delivery.Ph. D.

The thesis uses the theory development around the concepts of public-private partnership and corporate social responsibility and shows that social procurement does indeed have similarities to public-private partnership and could very well be a further development of it.

Public Private Partnership (PPP) procurement has developed in many countries, as an
effective way for governments to allay their financial burden and/or improve the
efficiencies of public services. However, PPP has also experienced many ups and
downs in its applications. As a collaborative venture between public and private
sectors, the quality of the relationship between them has been shown to be a key
contributor to the success of a PPP project. However, no study has, as yet,
conceptualized and tested an integrative framework for modeling and addressing the
relational aspect in PPP projects. This study aims to fill this gap. Moreover, the
revamping of PPP in the above direction, would align with what is found to be a much
larger trend, in moving from traditional management to relationship approaches in
project management in general and on built infrastructure projects in particular. The
general purpose of this study is to make an original contribution to relationship
research in PPP, by addressing the importance of this intangible side of PPP, through
developing a strategic relationship management framework for parties engaged in PPP
projects.
Having examined relational research in joint ventures, alliancing and
inter-organisational collaboration, it is found that game theory, transaction cost
analysis and relational contracting have a direct bearing on inter-organisational
relationships in infrastructure projects. Consequently, they are adopted as the
theoretical foundations for this research. This study first investigates the ‘hard side’ of
PPP relationships, analyzing their variables based on semi-structured interviews with
PPP experts. Further, the ‘soft side’ of PPP relationships, is found to be influenced
mainly by inter-organisational trust and commitment. This is also investigated in this
research by intensive literature review of inter-organisational relationships. A
relational variables and indicators model for PPP projects is then developed.
Quantitative research data was collected from two questionnaire surveys, targeting
international experiences. The first survey was aimed to examine the intensifying
and/or moderating effects of various relational variables. The second survey was
designed to identify the Critical Success Factors of relationship management in PPP
context. Qualitative research data was consolidated from a case study and follow-up
structured interviews. Findings from surveys, case study and interviews were then
triangulated to develop a strategic framework for better relationship management for
infrastructure PPP projects.
The findings from this research make a specific contribution to relationship
management research; while the ‘hard’ and ‘soft’ sides provide lenses for both PPP
parties to examine their relationship with their respective partners. The proposed
strategic framework consists of a Relationship Management Scheme and Guidelines
to be implemented in different PPP phases, through addressing the sustainability of
the relationship. It provides an initial scheme or base approach for project parties to
manage the relationships proactively rather than reactively. Besides, this research also
helps to identify relevant relational components that can be incorporated or directly
used in criteria for pre-tender selection. Such screening and special attention to these
critical components can also help to develop more sustainable relationships and attain
better value for money through PPP procurement in practice.published_or_final_version

In the first part of the thesis, the author discusses the importance of transport in the economy of the European Union and summarises the development, principles and objectives of the Common Transport Policy. The concept of the Trans-European Network is also introduced in this chapter. The key documents related to the TEN-T are briefly summarized and the gains and lasting setbacks of the TEN-T are discussed in this part of the thesis. The second chapter provides an overview of the costs of the TEN-T and the existing possibilities of their financing. Although the public-private partnership (PPP) concept in health and social health has been politically accepted as the best pathway to improving health outcomes in many developing nations, implementation lacks leadership synergy. Lack of awareness and engagement of community leaders about PPP interventions and their benefits affect accountability and ownership of health and social care interventions. The purpose of this study was to better understand factors that could promote partnership leadership synergy to enhance ownership and accountability for community health and social welfare initiatives in Tanzania. A qualitative empirical case study design was used; diffusion of innovation and the public-private integrated partnership module constituted the theoretical framework. A purposeful sample of 26 participants responded to in-depth, 1-on-1 interviews; they were guided with semi-structured questions; the related document was reviewed. NVivo software was used to facilitated data management and content analysis. The key findings indicated that integrated supportive supervision, teamwork, and strategic communications promote partnership leadership synergy. Also, findings show that a lack of clear roles and responsibilities, poor quality data, a lack of understanding the benefits of PPP in health at the community level hinder ownership and accountability in the implementation of PPP health interventions. The results of this study yield insight into the national PPP technical and leadership team that could support the priorities in the implementation of the partnership projects. These results may contribute to social change through an increase in awareness and understanding of PPP in health at the community level and, in turn, promote ownership and accountability.

The concept of Public Private Partnerships has brought attention to the economists and Public Parties on the last few decades, where success and failure have occurred all over the world, where Governments search for the objective of Value for Money. We will define what a Public Private Partnership is and what are their main goals and conceptions. What discount rate should the Public Sector adopt in a Public Private Partnership is a global discussion nowadays and the main issue on this paper. We will not consider if a Public Private Partnership should or should not be realized, on the other hand we will try to create some scenario basis for the Portuguese experience. There are many different approaches and in this paper we will take a look to three different approaches and develop an estimate through the future payments in the next 50 years of Portuguese governments' payments to the private sector.

Public Private Partnership (PPP) is a kind of cooperative venture between the government (public sector) and business sector (private sector). Over the past decades, the Hong Kong Government intends to expand the use of PPP in delivery of development projects and public services, such as the Hong Kong Disneyland, the Cyberport, the construction of public infrastructures and management and operation of infrastructures. The shift in using PPP to deliver public services from traditional service delivery by government departments and non-government organizations imposes a significant implication to the governance in Hong Kong as well as in its financial and revenue aspect.
The dissertation consists of four Sections. Section 1 is the introduction. In Section 2, I will conduct a literature review on the PPP in the aspects of its definition, concept, history and underlying theories. There are different forms of private sector involvement in public project, depending on the degree of private participation and involvement from the public sector. For example outsourcing in providing public services, build-operate-transfer (BOT) mode for providing infrastructure, service PPP. The various forms of PPP and the common usage of different forms on different aspects would be discussed. The considering factors, benefits and potential risks of adopting PPP will also be examined in this section.
Though there exist various forms of PPP, there are common elements which must be included for a successful PPP, namely, common goal between the private and public, efficiency, transparency in selection of partner, risk sharing and accountability etc, which I will discussed in this section. In addition, the conditions for effective PPP and some recommended good practices of PPP will be detailed in this section.
In Section 3, I will focus on 2 major forms of PPP adopted in Hong Kong and evaluate the performance of such applications through case study. The first PPP form is the BOT in which HK Government has adopted for providing numerous infrastructures like Cross Harbour Tunnel. The second one is the service PPP through which the Government contracts out the service provision to a contractor who works as a partner with Government. This form is widely used in the management and maintenance for road network and public lighting system. I will evaluate the above application of PPP (“Cross Harbour Tunnel” case and “Management and maintenance of road network and public lighting system” case) based on the principle and elements mentioned in Section 2.
In the last part of the dissertation, recommendations are made for better development of PPP, in particular the ways for minimizing the ambiguity in accountability and responsibility between the public and private parties as well as increasing transparency to public. Finally, conclusion is drawn according to the whole study.published_or_final_version

It is well established that one of the key contributing factors to the growth of countries’ economies is the existence of appropriate economic and social infrastructures. The setup of these infrastructures and their operation or delivery of public services associated with them have proved to be a costly and often unaffordable business for most governments. Therefore, private sector participation in the delivery of public services has been opted for by governments under Public-Private Partnerships (PPPs). Additional reasons for the public sector to choose a PPP framework to deliver public services include the public sector representatives’ lack of sufficient technical knowledge and specifications required by most projects; the required amount of investment to implement such projects is too high to be affordable by the public sector alone; the increasing difficulties of predicting and controlling the uncertainties that typically govern the phases of such projects including the level of actual demand for the related services by the time the project is operational; the level of bureaucracy in the public sector and its implications on the time frame of decision-making processes; the relatively low efficiency in project execution by the public sector; and most importantly the fact that, in practice, these difficulties are often better managed by the private sector who seem to possess both the financial and the executive capabilities to undertake such projects Currently, there is a gap in the game theory literature on modelling PPP related decisions and issues. This thesis contributes to reducing such gap by proposing three novel and practice-oriented game theoretical models along with algorithms for solving them, namely an ordinal game for the shortlisting of potential private sector partners; two non-cooperative dynamic games for negotiation with shortlisted private sector partners and selection of private sector partner to award the PPP contract to; and a non-cooperative dynamic game for financial renegotiation post-PPP contract award. In sum, each novel game addresses an important problem faced by the private sector during the typical stages of the life cycle of PPPs, namely private sector partner selection at the tendering stage; negotiation between the public sector and shortlisted bidders to select the candidate to whom to award a PPP contract to at the post-tendering stage; and financial re-negotiation between the public sector and the selected private sector partner at the post-contract award stage.

The diploma thesis deals with the concept of Public private partnerships in the Czech Republic. Specifically it focuses on healthcare and social services. At first we introduce the partnership between the public and private sector in general. We inform about its forms, risks, advantages and disadvantages. We concentrate on legislative and institutional environment in the Czech Republic. The fundamental contribution of the thesis can be seen in monitoring of individual realized and unrealized projects. There we make effort to find common factors of their realization. The main aim is to answer the question whether PPP projects are appropriate tool for solving the situation in the health sector. The results show that the state PPP projects are not appropriate instrument to address investment in the current conditions. On the contrary better management is seen at municipalities especially in social services. PPP projects can not be seen as means of solving long-term problems in the health sector in the Czech Republic. In conclusion we give recommendation regarding application of the concept of PPP in the healthcare or the social services in this country.

Public Private Partnerships (PPPs) are increasingly being utilised internationally as new avenues for providing goods and services to the public with over 1,100 projects worth US$ 450 billion built around the globe between 1985 and 2008 (Siemiatycki, 2010). However, managing PPPs, particularly in the implementation phase, is both theoretically and practically complex with success largely determined by how well partnerships are managed (Grossman, 2010). Yet, PPP scholars (e.g. Bach & Whitehill, 2008; Jones & Noble, 2008) have noted that little is known about managing PPP arrangements and have called for further research to understand the ‘black box’ of PPPs (Weihe, 2008). The current research is significant in elucidating this ‘black box’ and in analysing management challenges that partnerships experience in the implementation phase. Inter-organisational relationships (IORs) and inter-organisational culture (IOC) have been identified as closely related to the PPP research and are utilised within this research to provide important insights into understanding the management of PPPs in the implementation phase.
This research examines PPPs in the Jordanian context; one of the newer but most common users of PPPs in the Middle Eastern region, where PPPs are of economic strategic importance and entail significant investment risk (El-Khatib, 2008). Specifically, the current research explores ‘How effectively managed is the implementation of PPP infrastructure projects in Jordan?’ This question is explored through perceptions of PPP managers within two Jordanian case study organisations. The intention is to critically analyse how PPPs should be managed in order to contribute to the development of what might be regarded as universal theory of PPPs that can be tested, applied and generalised to other contexts. To achieve the objectives of this research, an exploratory, ontologically-oriented, qualitative research design was utilised. Data were collected from 21 in-depth, semi-structured interviews with selected informants at the senior managerial level representing different partnering organisations.
