When performing research, development, and engineering (RD&E) financed using state, regional, or municipal budget funds, legal relations between a customer and a RD&E contractor with regard to ownership of a created intellectual property are regulated by Part 4 of the Civil Code of the Russian Federation [1]. The intellectual property includes patentable innovative solutions which are qualified as intellectual property items. According to the applicable legal standards and law enforcement practice, patent protection obligations with regard to the created intellectual property items are imposed on the RD&E contractors. However, patent right holders with regard to these intellectual property items are the RD&E customers. As a result, the RD&E contractors face several difficulties, delays, and limitations with regard to patenting the intellectual property items and do not obtain necessary privileges to the full extent in connection with patenting the created intellectual property items. This article analyses the applicable procedure for distribution of the rights and obligations between the contractors and customers of the RD&E with regard to the patent protection of the created intellectual property items. Using experience of JSC Principle Production and Technical Company Granit as an example, a possibility of protecting RD&E contractors' interests by pre-emptive patenting of the intellectual property items prior to RD&E activities start is explained.

This is a survey of methods of proving or disproving the rapid decay property in groups. We present a centroid property of group actions on metric spaces. That property is a generalized (and corrected) version of the "(**)-relative hyperbolicity" from [9] and implies the rapid decay (RD) property. We show that several properties which are known to imply RD also imply the centroid property. Thus uniform lattices in many semi-simple Lie groups, graph products of groups, Artin groups of large type and the mapping class groups have the (relative) centroid property. We also present a simple "non-amenability-like" property that follows from RD, and give an easy example of a group without RD and without any amenable subgroup with superpolynomial growth.

In this paper we will address some topics related to the right dislocation (RD) phenomenon, based on evidence from Catalan. First, we will analyze contextual and semantic restrictions on the antecedent of RD. On contextual restrictions, it will be proposed that the properties suggested in former research that RD antecedents must fulfill regarding accessibility (local, non-local, or inferable) exhaust all possibilities, and hence there is no restriction on the accessibility of the antecedent. On the semantic side, we will check out two possible relations (monotonicity and bridging) between the RD constituent and its antecedent. Next, we try to address the interpretative role of RD, where emphasis will be introduced as a general property of all RD. And finally, it will be argued that in a focus-final language, a non-final focus is emphatic.

Un groupe finiment engendré G a la propriété RD lorsque l'algèbre de Sobolev du groupe H^s(G) s'injecte dans la C^*-algèbre réduite C^*_r(G). Cette inclusion permet de contrôler la norme de l'opérateur de convolution sur l^2(G) par des normes l^2 pondérées, et induit des isomorphismes en K-théorie. Il est connu que la présence de sous-groupes moyennables à croissance sur-polynomiale est une obstruction à cette propriété. Parallèlement à cela, on dispose toujours d'une inclusion canonique de l^1(G) dans C^*_r(G), mais cette estimation est en général moins fine que celle donnée par RD, et l'existence d'isomorphismes de K-théorie découlant de cette inclusion est un problème généralement ouvert qui est souvent issu de la combinaison des conjectures de Bost et Baum-Connes. C'est pourquoi, dans cette thèse, nous présenterons une version relative de la propriété RD appelée propriété RD_H basée sur une interpolation entre les normes l^1 et l^2 paramétrée par un sous-groupe H de G. Nous verrons que cette propriété peut être vue comme une généralisation aux cas des sous-groupes non distingués du fait que le quotient G/H ait la propriété RD. Nous étudierons certaines propriétés géométriques liées à l'espace G/H permettant de déduire ou d'infirmer la propriété RD_H. En particulier, nous nous pencherons sur le cas où H est un sous-groupe co-moyennable de G et le cas où G est un groupe relativement hyperbolique par rapport au sous-groupe H. Nous montrerons que la propriété RD_H nous permet d'obtenir une famille d'isomorphismes en K-théorie paramétrée par le choix du sous-groupe H, et d'obtenir une borne inférieure concernant la probabilité de retour dans le sous-groupe H d'une marche aléatoire symétrique. Une autre partie de la thèse est consacrée à l'existence d'un isomorphisme entre les groupes de K-théorie des algèbres l^1(G) et C^*_r(G) où l'on prouve la véracité de ce résultat pour certains produits semi-directs en combinant deux types de suites exactes sans faire intervenir les conjectures de Bost et Baum-Connes
A finitely generated group G has the property RD when the Sobolev space H^s(G) embeds in the group reduced C^*-algebra C^*_r(G). This embedding induces isomorphisms in K-theory, and allows to upper-bound the operator norm of the convolution on l^2(G) by weighted l^2 norms. It is known that if G contains an amenable subgroup with superpolynomial growth, then G cannot have property RD. In another hand, we always have the canonical inclusion of l^1(G) in C^*_r(G), but this estimation is generally less optimal than the estimation given by the property RD, and in most of cases, it needs to combine Bost and Baum-Connes conjectures to know if that inclusion induces K-theory isomorphisms. That's the reason why, in this thesis, we define a relative version of property RD by using an interpolation norm between l^1 and l^2 which depends on a subgroup H of G, and we call that property: property RD_H. We will see that property RD_H can be seen as an analogue for non-normal subgroups to the fact that G/H has property RD, and we will study what kind of geometric properties on G/H can imply or deny the property RD_H. In particular, we care about the case where H is a co-amenable subgroup of G, and the case where G is relatively hyperbolic with respect to H. We will show that property RD_H induces isomorphisms in K-theory, and gives us a lower bound concerning the return probability in the subgroup H for a symmetric random walk. Another part of the thesis is devoted to show that if G is a certain kind of semi-direct product, the inclusion l^1(G)subset C^*_r(G) induces isomorphisms in K-theory, we prove this statement by using two types of exact sequences without using Bost and Baum-Connes conjectures

Unambiguous and homogeneous geodetic reference frames are essential to the proper determination of locations and heights. The reference frames used in the Netherlands are the Rijksdriehoekmeting (RD) for locations and the Normaal Amsterdamse Peil (NAP) for heights. The RD has traditionally been managed by the Kadaster; the NAP by Rijkswaterstaat. The emergence of satellite positioning has resulted in drastic changes to these geodetic reference frames. A surveyor is now offered one instrument, GPS (the Global Positioning System), capable of the simultaneous determination of locations and heights. This is possible by virtue of one three-dimensional geodetic reference system - the European Terrestrial Reference System (ETRS89) - which in the Netherlands is maintained in a collaborative arrangement between the Kadaster and Rijkswaterstaat. GPS has been advanced as a practical measurement technique by linking the definition of the RD grid to ETRS89. Nevertheless the introduction of GPS also revealed distortions in the RD grid, which are modelled in the RDNAPTRANSTM2004 transformation. Furthermore, the use of the geoid model has become essential to the use of GPS in determining the height in comparison to NAP. Subsidence that has disrupted the backbone of the NAP gave cause to the need for a large-scale adjustment of the heights of the underground benchmarks and, in so doing, of the grid. Consequently new NAP heights have been introduced at the beginning of 2005; a new definition of the RD grid that had already been introduced in 2000 was once again modified in 2004. During the past few years two NCG subcommissions have devoted a great deal of time to these modifications. This publication lays down ETRS89, the RD and the NAP, together with their mutual relationships. In addition to reviewing the history of the reference frames and the manner in which they are maintained (including, for example, the use of AGRS.NL as the basis for the Dutch geometric infrastructure), the publication also discusses the status of the frames as at 1 January 2005. This encompasses the realisation of ETRS89 via AGRS.NL, the revision and new definition of the RD grid in 2004, and the new NAP publication in 2005. The publication also describes the mutual relationships between the frames in the modernized RDNAPTRANSTM2004 transformation consisting of the new NLGEO2004 geoid model and a model for the distortions of the RD grid. In conclusion, the publication also devotes attention to the future maintenance of the ETRS89, RD and NAP. The continuity of the link between the traditional frames and the three-dimensional frames is of great importance, and ETRS89 will continue to fulfil this linking role. The GPS base network and AGRS.NL reference stations will increasingly assume the leading role in the maintenance of the RD frame. The maintenance of the NAP will continue to be necessary, although during the coming decades the the primary heights will not need revision. In so doing the high quality of the geodetic reference frames required for their use in actual practice will continue to be guaranteed.

The study assessed the research data management (RDM) practices at Bindura University of Science Education (BUSE) with the aim of understanding how research data (RD) is managed. The study was prompted by lack of proper RDM policy. UK data archive research data lifecycle model was adopted in the study for benchmarking RDM practices at BUSE in line with international standards. The research used the interpretism approach and is qualitative in nature. Interviews were used to collect qualitative data from the Research and Postgraduate Centre (RPGC), deputy librarian, sub-librarian, and technology librarian. Quantitative data obtained from departmental chairpersons, assistant librarians, and chief library assistant was gathered by using questionnaires. The population was chosen using purposive sampling. The findings revealed that although respondents appreciated RDM practices, some researchers were managing their RD while RPGC was responsible for RD submitted to their office. The concept of RDM was relatively new to most researchers. The study recommended a policy guideline and training of researchers.

The industrial and agricultural expansion together with the growth of cities has raised environmental questions about the disposal of effluents and their possible treatments. Organic wastes with industrial phenolic compounds and pesticides are not treated properly in WTPs, where the methods used as flocculation and decantation are inefficient for this class of compounds. In the last decades, ways of eliminating such compounds from effluents have been studied, one of these techniques being the Advanced Oxidative Processes (POA). In POA, through a generated radical, it is possible to mineralize harmful compounds to innocuous compounds such as CO2 and H2O. The present work aimed to synthesize and characterization of two photocatalysts based on titanium dioxide and zinc oxide capable of degrading organic molecules using POA, through natural solar irradiation. The synthesis was performed using titanium dioxide (TiO2) and zinc oxide (ZnO), which in their crystalline forms have photocatalytic properties. TiO2 and ZnO were supported on a synthetic clay (Laponite RD), which has a large adsorptive capacity. The characterization of the composites was performed utilizing infrared spectroscopy (FTIR) and X-ray fluorescence (XRF), where morphological and composition characteristics of the synthesized composites were obtained. To understand the photocatalytic behavior of the materials, a study of the speed of degradation of the methylene blue organic dye (AM) in the presence of sunlight was performed. The photodegradation kinetics was accompanied by the UV-visible spectroscopy technique, where the efficiency of the new photocatalysts increases about 4 times the degradation speeds.

Abstract You had only to look around you at the goings-on before the curtain rose on Riverdance on Broadway to realize that there was no question in anybody’s mind — this was a hit, and a big one. The lobby was littered with souvenir stands. You could tell that they were souvenir stands because there were large, typeset signs that said “Official Riverdance Merchandise.” (No unofficial Riverdance merchandise was in sight.) The two rotundas of the Gershwin Theatre— engraved with the names of the members of the so-called Broadway Hall of Fame — contained display cases containing the “Rd by design” collection of innovative jewelry. The literature explained that these “limited edition pieces capture the essence of Irish creativity from its ancient roots to modern times.” The five pieces on sale —”hand-crafted by skilled crafts people in Ireland”— were based on the actual jewelry worn in the show, although I have a sneaking suspicion that the actual jewelry worn in the show was based on the stuff sold in the lobby. Elsewhere, there were multimedia, multiscreen exhibits like “Ireland — The Land, The People, The Music”; “Irish Music— Its Roots, from 500 BC to Riverdance”; and “Instruments at the Heart of Irish Traditional Music.” Inside the theatre proper, peddlers of programs and posters roamed the aisle like beer barkers at Yankee Stadium.

The article aims to examinate in what degree international events from 1885-1887 period were reflected in pages of national newspaper „Bukowina”. With the appearance of this periodical the new phase of development of Ukrainian press of this region was begun. The journal was published in Chernivtsi from January, 1-st 1885 till January, 13-th 1910, then – after break of several years – from January, 1-st till June, 10-th 1915. After this date, till May, 3-rd 1918, the title was issued in Vienna. May, 15-th 1918, with the withdrawal of Russian army, the editorial office was moved again to Chernivtsi. This lasted until December, 10-th when journal disappeared from the publishing market. At the end of 19-th century periodical was main source of information for people of North Bukovina (with the emphasis on Pridnestrovian Ukraine). In it there were dealt important political and social topics of that time. The title left significant mark in field of literature, criticism, opinion journalism and bookselling. Moreover it has contributed to popularisation of Western-Ukrainian periodical-press. During its existence „Bukowina” was consistently suffused with the various information, presented from many perspectives. Publishers and authors cooperating with journal have tried to present comprehensively the events not only from Ukraine but also from abroad. Among the 70 issues which were launched durring the firs years of journal`s history, 35 were extracted which reffers to international affairs – mainly from section entitled Що нового въсвƀтƀ (What`s new in the world?) Generally, in this section it is possible to find 178 news related with international subject. All of tchem have international background and reffers to following fields: – Bulgarian-Turkish relations; – Greek-Turkish relations; – Polish issue; – news from Europe and world; – international affairs from Russian perpective and political situation in Russia. As the Author shows, the year 1855 was not so rich in news reffered to international events, probably because of lack of permanent correspondent who would be able to provide proper information. However the most fruitful in terms of international news was the next year (1886). Then section Що нового въсвƀтƀ (What`s new in the world?) appeared in almost every issue of newspaper and materials were located into separate paragraphs, assigned to each country. It can therefore be ascertained, that in that time international events significantly cosolidated their position on „Bukowina” pages. Each succeeding issue contained several such minor information, started from the name of country, which they reffer to. In 1887 the section has been reconfigured – from short news into general rewiev of political situation, mainly in European countries. In article is presented in detail the substantial (problems and subject) and formal analysis of the section.

The rural development policy of the Agricultural Property Stock of the State Treasury in Poland (APS) is conducted by The Agricultural Property Agency – APA (since 1.09.2017 – The National Centre for Agriculture Support). The property managed by the APA includes agricultural land, forests, farm buildings, residential buildings as well as equipment and devices that are part of the social, technical, production, commercial and service infrastructure. The aim of research was to proof the influence of the gratuitous transfer of land from the APS to local government units, to engage them in social activities. The main methods used for it were: the analyse of legal acts in Poland, the analyse of reports and statistic data from APA and method of cartographic presentation – quantitative, cartogram. This article focuses on the social aspects of the APA’s operations, based on an analysis of the data supplied by the Regional Branch of the Agricultural Property Agency in Olsztyn. The results of the analyses were presented in table format. The rural development policy concerning the performance of public purposes in rural areas was analysed. The obtained information and materials were analysed to identify social investments carried out on agricultural land donated to local authorities from Agricultural Property Stock of the State Treasury. The results were used to analyse and describe the social aspects of the APA’s operations in rural area in Poland. Rural areas require various types of social assistance services. The Agricultural Property Agency has successfully fostered social development in rural areas, and it has the required resources and experience to continue that mission.

In modern aerospace engineering design context one of the most important task is managing and simulate properly the effect of uncertainties on the response and performance of the system. In fact real engineering problems are characterised by random variations of material property, variation of loading conditions, manufacturing tolerances, etc. Different approaches have been developed by the research community to address uncertainties; while reliability methods primarily deal with probability of constraint satisfaction or violation, robust design methods have focused on the variation of system responses due to design parameters random variation. In this paper a robust design (RD) analysis of gas-turbine casing is performed in order to estimate how much uncertainties affect the life of the component. The RD analysis is performed in a multidisciplinary environment since the casing is subjected to thermo-mechanical loads. First thermal steady-state analysis has been performed changing randomly the boundary conditions (heat transfer coefficient and air temperature) and the temperature distribution on the casing is calculated. Then the structural analysis is performed changing geometrical dimensions on the base of defined tolerances and process capability. The result of the Monte Carlo analysis is a statistic distribution of the stress in the critical locations. This information is used to estimate the statistic distribution of the life in each critical location. The obtained result consents to evaluate the risk that some critical location exceeds the life margin limit.

The present study aimed at identification and evaluation the issue of agricultural land acquisition by foreigners in Poland in the years 2000–2013. The authors have used secondary data from: the Ministry of Interior, the Agricultural Property Agency (APA) and the Institute of Agricultural Economics and Food Economy. The issue of farmland acquisition regulation in UE countries was also mentioned. The area of agriculture land acquired in the analyzed time is 5 0833, 98 hectare. The phenomenon most intensively affects legal persons (with permission of Minister of Interior) who purchase 68.7 % of it. Having considered the analyzed issue from the perspective of the country of origin, Germany and Austria dominate in natural persons (49.04 %) and in the case of legal entities leaders are: Germany and the Netherlands (58.27 %).Significant for interest of polish agricultural land by foreigners was Poland’s accession to the European Community, when in the real estate market a recovery from the foreigners side happened. The future situation in the agricultural land market in Poland is determined by the political decisions and public opinion pressure, especially before 1 May 2016. Present prepositions of changes in the regulation will rather do not limit requirements in land acquisition by foreigners like in Hungary, Slovakia, Lithuania or Bulgaria.

The use and protection of land are essential for the development and existence of any country. Therefore it is necessary to develop a national policy for rational administration and management of the land, because at least 20 % of Gross Domestic Product (GDP) can be obtained from the land, real property and construction. One of the main aims of the Sustainable Development Strategy of the European Union is environmental protection, at the same time maintaining capacity of land to support life in all its diversity, bearing in mind that natural resources are limited. The challenge is to ensure environmental protection and improvement of the environment, to promote sustainable production and consumption in order to break the link between economic growth and environmental degradation. This can be achieved by improving the effectiveness of management of resources as well as avoiding over-exploitation of renewable or non-renewable natural resources and stopping the loss of biodiversity. In 2008 in Latvia the Land Policy Guidelines for the time period till 2014 were approved defining the national policy in land use as well as determining activities for promotion of sustainable land use. The article analyzes the problems of land use, the aims set in the land policy and the achieved results as well as gives recommendations for further development of the land policy.

Flood risk management is the process of data and information gathering, risk analysis and evaluation, appraisal of options, and making, implementing and reviewing decisions to reduce, control, accept or redistribute the flood risks. It is a continuous process of analysis, adjustment and adaptation of policies and actions taken to reduce the flood risk. Preventive measures and timely, reasonable flood risk prevention measures can help reduce the risk of floods and caused damages. In addition, protection against floods is primarily necessary for populated areas, especially when it comes to densely populated areas, since floods may affect a large number of citizens and their property thereby causing enormous material damage not only to the inhabitants of these territories but also to business infrastructure, respectively, it can result in significant material and socioeconomic losses. The aim of the paper is to evaluate the flood risk management theoretical and practical aspects, identify the potential impact of floods on natural and socioeconomic environment, as well as to show the usefulness of flood risk reduction measures. To reach this aim, the following tasks must be fulfilled: to give the definitions of flooding and flood risk and briefly characterise the flooding and flood risk in Latvia; to study and characterize the flood risk management legal and institutional aspects; to carry out an analytical overview of the flood risk assessment on right bank of the Daugava River in Riga; to carry out a cost-benefit analysis of flood risk prevention measures on the right bank of the Daugava in Riga.

Rural areas face constant increase of partially used rural social infrastructure (hereinafter referred to as RSI) facilities, coordination of which shows insufficient level of description and professionalism, functions performed by RSI organisations are not aligned. As a result of a bad situation of rural social infrastructure, small rural areas face with decline. The research aim – having theoretically analysed the factors that determine social infrastructure development, to make the analysis of RSI situation and the analysis of the factors that influence development in Lithuanian rural regions. The following objectives have been solved: analysed theoretically the factors determining the development of the rural social infrastructure; analysed the condition of RSI and the factors influencing upon its development in Lithuanian rural regions. The research methods are the survey and the analysis of the scientific literature, scientific literature systemization, matching and comparison, multiple-criteria statistical data analyses and syntheses, expert evaluation. Integrated RSI condition indicators were calculated for each municipality and compared with indicators established for other municipalities in order to determine the RSI development level of each region. Analysis’ results showed that the sector of communications and telecommunications is valued best, while the sector of protection of persons and property is assessed worst. Bad RSI situation is observed in 35.29 percent Lithuanian municipalities. There is no rural territory, showing perfect level of RSI development. This permits to draw a conclusion about the differences of the situation of the whole infrastructure system and social-economic problems. Problems of territorial and social cohesion are formed due to the uneven RSI development in individual regions/municipalities. Regions/municipalities with poor RSI lags behind the needs of local population are less attractive for investments, settling down, living, resting, such areas show higher unemployment rate, lower disposable incomes of households, residents are forced into a corner, limited sustainable development, and weak local economy.

In the world, fossil fuel resources are constantly decreasing and increasing energy use. This leads to wider use of biomass in various industrial areas. Also, for the production of heat and electricity. Depending on the situation of current market, much attention is being paid to increasing the potential of biomass and to ensure the needs of users. Recently, much attention is paid to non-food energy plants, which could be used in thermochemical conversion technologies. These plants must be well adapted to climatic conditions, to grow a high biomass yield, to possess high energy value, easy to use for biofuel production and low environmental impact. Having a high energy potential and promising plants for cultivation in a changing climate conditions can be characterized and these plants: this is Miscantus spp. (namely miscanthus), Artemisia dubia Wall. (mugwort) and Cannabis sativa L. (fiber hemp). The article summarizes long-standing biometric and thermal performance results on Miscantus spp. (namely miscanthus), Artemisia dubia Wall. (mugwort) and Cannabis sativa L. (fiber hemp). In Lithuania climate condition, it is possible to grow from 3.26 to 17.06 t ha-1 of dry biomass per year from the mentioned plants. The calorific value of biomass has a huge influence on assessment of energy potential from plants. After combustion of 1 kilogram of Miscantus spp., Artemisia dubia Wall. and Cannabis sativa L. biomass it stands out on average 18.3±0.06, 18.5±0.66 and 17.43±0.06 MJ of heat, respectively. An equally important property which assesses the suitability of biomass for biofuels is ash content. The average ash content of biomass from Miscantus spp. and Artemisia dubia Wall was 1.51±0.03 % and 2.69±0.33 %, i.e. 2.22 times and 1.25 times lower than Cannabis sativa L.

In order to establish an accurate integrity assessment of structures containing defects at high temperature, it is necessary to clarify the constraint effect on creep crack growth (CCG) property. However, the effect of the out-of-plane creep constraint induced by the specimen thicknesses has been little studied. In this study, the CCG properties and fracture mechanism of Cr-Mo-V type steel at 566°C were investigated by using the compact tension specimens with different thicknesses. The results show that the data of the CCG rate da/dt versus C* lie within a relatively tight scatter band on log-log scale for the specimens with different thicknesses at higher values of C*. In addition, the differences of CCG rate becomes large with C* decreasing. It means that the effect of out-of-plane constraint on CCG rate is dependent on the load level (C*). The reason for the similar CCG rate is that the creep damage and fracture mechanism of void growth at grain boundary ahead of crack tips in the specimens with different thicknesses does not essentially change. The size rc of the creep damage and fracture process zone in front of crack tips is related to the specimen thickness, and the damage rate fields over the process zone are similar for the specimens with different thicknesses. The deformation near the crack tip obscures the constraint effect. Based on a reference stress field under plane strain state and the creep process zone rc, in-plane and out-of-plane constraint parameter Rd and Td were defined and the creep crack-tip constraint effect induced by specimen thickness were quantitatively examined. The factors of creep time and load level (C*) influencing the constraint effect were analyzed.

Taking advantage of Conzen’s methodology, the building is tightly related with its plot, which means the certain building pattern can be described by examining the generation of the building arrangement within the plot. Simultaneously, the building pattern is highly affected by the plot pattern it is located. In view of these, plot patterns together with land property and site coding could be taken as the clue for understanding both building patterns and urban spatial configuration. 35 commercial blocks in Nanjing downtown areas are chosen as research samples. Firstly, the internal structure of the blocks will be studied by analyzing the patterns, functions and land utilities of its plots. Focusing on the site coding and regulation, the building arrangement could be clarified and mapped. The results will identify the urban spatial patterns in downtown of Nanjing by mapping the characteristics of plot size, shape, properties and boundary lines. Therefore, the method on describing urban spatial configuration in modern cities could be developed.
