Summary: The Beaulne Museum is a regional institution located in Coaticook, Quebec. Its threefold mission includes the showcasing of textiles and costumes, local heritage, and visual arts. While favouring an historical approach, the museum’s programming is also open to modernity. A large number of exhibitions and a range of cultural activities are offered to the public with the aim of promoting cultural democracy and cultural democratization. This paper examines audiences’ response to the museum’s offerings and the impact of the socio-economic and environmental context on the relevance of its activities.Keywords: Museum education; Regional museum; Cultural democracy; Cultural democratization; Cultural mediation.Résumé : Le Musée Beaulne est une institution régionale de Coaticook, au Québec. Sa mission à trois volets inclut la mise en valeur des textiles et des costumes, du patrimoine local et des arts visuels. Privilégiant une approche historique, la programmation du musée laisse néanmoins place à la modernité. Il propose au public une vaste gamme d’expositions et d’activités culturelles dans le but de promouvoir la démocratie culturelle et la démocratisation culturelle. Cet article porte sur la réaction de la clientèle aux propositions du musée ainsi que sur l’impact du cadre socioéconomique et environnemental vis-à-vis la pertinence des activités muséales.Mots-clés : éducation muséale ; musée régional ; démocratie culturelle ; démocratisation culturelle ; médiation culturelle.

Le projet d’Institut national d’histoire de l’art (INHA) a une longue histoire, qu’il serait trop long de détailler dans le cadre de cet article. Je préfère me réjouir de la bonne nouvelle: l’INHA va enfin voir le jour.L’INHA doit s’installer rue Vivienne et rue de Richelieu, dans une partie des locaux libérés par les Départements des Imprimés et des Périodiques et par certains services de la Bibliothèque nationale de France. Le bâtiment Colbert, rue Vivienne, abritera les activités de recherche et d’enseignement au niveau du 3e cycle, ainsi que les espaces destinés à l’accueil, aux rencontres scientifiques et aux expositions, tandis que la bibliothèque et l’iconothèque documentaire seront rassemblées rue de Richelieu.La Mission interministérielle des Grands Travaux a conduit une étude de programmation. Elle a permis de prévoir, dans le détail, l’utilisation des lieux dans le bâtiment Vivienne et de tracer les grandes lignes d’une implantation de l’Institut dans le quadrilatère Richelieu, à côté des Départements spécialisés de la BnF, appelés à se redéployer: Département des Estampes et de la Photographie, Département des Manuscrits, Département des Cartes et Plans, Département des Monnaies, Médailles et Antiques, Département de la Musique, Département des Arts du spectacle.

Résumé: Le 20 mars 2012, l’Équipe de recherche et d’analyse des pratiques professionnelles (ERAPP) fut reconnue comme groupe de recherche en émergence par la Commission des études de l’Université du Québec en Abitibi-Témiscamingue (UQAT). Instaurée par deux professeurs nouvellement engagés au sein de l’institution, Anderson Araújo-Oliveira (UER en sciences de l’éducation, maintenant professeur à l’UQAM) et Isabelle Chouinard (UER en sciences du développement humain et social), l’Équipe aura comme principaux objectifs le développement de la recherche interdisciplinaire sur les pratiques professionnelles, ainsi que la formation de la relève scientifique à l’UQAT. Porteuse d’une vision élargie des pratiques professionnelles, l’Équipe regroupera des chercheurs provenant de différents départements de l’UQAT et d’autres universités québécoises et internationales. Pour mener à bien sa mission, l’ERAPP développe depuis cinq ans une programmation scientifique articulée autour de deux aspects principaux : 1) la production significative de nouvelles connaissances ainsi que leur diffusion dans la communauté scientifique et académique de même qu’auprès des acteurs sur le terrain; 2) la formation scientifique d’étudiants des cycles supérieurs en vue de développer chez ces derniers les compétences nécessaires à la réalisation de leurs travaux de recherche. While the vast majority of ESA’s funding for Mars exploration in the 2020s is planned to be invested in ExoMars and Mars Sample Return, there is an interest to assess the possibility of implementing a small mission to Mars in parallel with, or soon after, the completion of the MSR programme. A study was undertaken in the Concurrent Design Facility at ESA ESTEC to assess low-cost mission architectures for small satellite missions to Mars. Given strict programmatic constraints, the focus of the study was on a low-cost (<250MEuro Cost at Completion), short mission development schedule with a cost-driven spacecraft design and mission architecture. The study concluded that small, low-cost Mars missions are technically feasible for launch within the decade.

Depuis maintenant quelques décennies, on note une attention accrue envers le rôle que jouent les centres de la petite enfance vis-à-vis du développement lié à la communication et à l’alphabétisation des enfants âgés de 0 à 5 ans qui les fréquentent. Aussi, la conception, l’organisation et la programmation des activités d’éducation de la petite enfance sont assujetties, par les réformes dans le domaine de l’éducation de la petite enfance et motivées en gros par les changements socioculturels des deux dernières décennies du vingtième siècle!; afin que les services donnés soient contextuellement professionnels et uniformes, peu importe le lieu où ceux-ci sont dispensés (Dahlberg et collab., 2012, p. 151). On avance aussi que lorsque les éducatrices sont sensibles et réceptives aux besoins langagiers des enfants, le développement des habiletés réceptives et expressives de ces derniers s’accélère, pavant le chemin de l’apprentissage scolaire à long terme des enfants (McCartney, 1984, p. 258). Bref, les études démontrent que les fonds investis dans la petite enfance réduisent l’investissement des gouvernements dans des programmes sociaux plus coûteux. Une panoplie de documents ressources provenant du palier international inspire les critères recherchés aux paliers provincial et municipal. Les professionnels de l’Éducation de la petite enfance (EPE) doivent conséquemment posséder de solides connaissances en développement de l’enfant et, en particulier, en développement langagier du petit enfant ainsi que des compétences appropriées pour créer des relations avec les enfants et les familles. En Ontario français, un défi de taille s’ajoute à tout cela : celui de sensibiliser les familles et les parents sur les bienfaits pour que les vécus en français de l’enfant soient véritables et déterminants, sur les plans linguistique, identitaire et culturel (Duguay, 2004, p. 51). Il incombe de reconnaître la mission particulière des services francophones à la petite enfance, tout en valorisant la contribution essentielle du personnel professionnel de la petite enfance (ACELF, 2014).

Future missions to an ice giant planet, especially orbital missions, are technologically challenging. But with one exception, radioisotope power sources (RPSs), the technologies that would enable such missions are currently available. RPSs are not a new technology, but devices used in the past that are appropriate to an ice giant mission are no longer available without engineering development work (currently unfunded), and it is uncertain whether the new NASA unit under development will be available for flight in time to take advantage of the best transfer trajectories of the next 15 years. This paper describes technologies already in hand that enable an ice giant mission, but for them to be useful they must be maintained. If an enabling technology is lost a replacement must be developed, potentially impacting the cost and schedule of a mission. In addition to the enabling technologies, there are a number of technologies that, while not enabling, could greatly enhance the science return and science value of a mission, making the programmatic aspects of approval an easier task and the funding of those development tasks a high priority. This article is part of a discussion meeting issue ‘Future exploration of ice giant systems'.

Testing the other. It is nowadays a commonplace of academic discourse on social sciences, especially when it comes to such disciplines as anthropology and semiotics, to oppose the old (and old-fashioned) methods of the “structuralists” to post-modern and post-structural epistemological attitudes. Structuralism, it is said, was based on the idea that it is possible to apprehend the meaning of cultural productions from an exterior and therefore objective standpoint, just by making explicit their immanent principles of organization. Today, on the contrary, a totally distinct approach of cultural productions would stem from the consciousness of a strict interdependence, or even of an identity in nature between subject and object at all levels of the process of knowledge, at least in the area of the humanities. However, such a crude opposition proves insufficient when one observes the effective practices of current research. The example here analysed is the account given by the American anthropologist Paul Rabinow of his first mission abroad: Reflections on Fieldwork in Morocco. The analysis, based on the use of a semiotic modelling of interaction, consists in exploring the variety of positions respectively adopted by the anthropologist and his informants according to circumstances and contexts. Four regimes are in principle distinguishable: programmation, based on regularity and predictability of the actors’ behaviour, manipulation, based on some kind of contractualization of their relationships, adjustment, based upon reciprocal sensitivity and various strategies permitting to both partners of the interaction to test one another, and a regime of consent to the unexpected or the unforeseeable. The main result of the analysis resides in the possibility of showing that at each of these styles of pragmatic interaction corresponds a specific regime at the cognitive level as well. This leads to stressing the complexity, if not heterogeneity, of the strategies of knowledge involved at various stages of anthropological research, from the collection of data to the cooperative production of new forms of understanding. Taking the risk of generalization, one might also consider the interactional device, which is here tested through the reading of P. Rabinow’s report as a metatheoretical model describing the various epistemological stances at work and at stake in the practices of research in social sciences at large.

Les engins autonomes suivent un plan de mission donné, parfois réactualisé par l'opérateur. La durée des missions et la limitation des communications poussent à développer des engins pourvus d’autonomie décisionnelle. Ce travail porte sur la replanification embarquée, illustrée sur une mission d'observation effectuée par un drone. Il vise à élaborer un planificateur de mission intégré dans une architecture embarquée. Le formalisme proposé décrit la sélection d'objectifs associés à des récompenses variables et l'optimisation sous contraintes de leur réalisation dans le temps et l'espace. Le cadre algorithmique, inspiré du A*, et des méthodes d’évaluation de coût, d’élagage et de rangement sont décrits. Une architecture hybride hiérarchisée en 4 niveaux d'autonomie intègre le planificateur. 36 scénarios simulés sur 16 combinaisons de méthodes testent la partie algorithmique. L'analyse des résultats permet de dégager les méthodes obtenant les meilleurs compromis qualité/temps de calcul.

La conception de systèmes cyber-physiques est une discipline émergente à l'interface de nombreux domaines d'ingénierie. Ces systèmes se caractérisent notamment par une identité double, liant le monde des contrôleurs, discret, à celui du matériel, continu. Les errements d'un contrôleur, qu'ils soient dus à un programme erroné ou à la manifestation d'un aléa de l'environnement, sont susceptibles de produire des conséquences désastreuses. Une attention particulière doit donc être apportée à leur programmation. Le travail présenté dans cet ouvrage est une réponse à ce défi. Nous proposons un langage dédié à la programmation des systèmes cyber-physiques, Sophrosyne, ainsi qu'une méthode formelle de vérification des missions résultantes. Le langage repose sur des structures de supervision, permettant au système d'adapter son comportement selon la survenance d'aléas. Il présente de plus un volet de modélisation continue du système au moyen d'équations différentielles, duquel dérive la vérification formelle des missions exprimée en logique dynamique différentielle. Divers outils ont été développés autour de Sophrosyne pour assurer la planification, la compilation, l'analyse, et l'exécution de missions. Ils constituent une chaîne logicielle complète allant d'une interface graphique assistant la conception de mission jusqu'à son exécution sur le système réel. Ces outils ont été mis en œuvre sur des projets d'inspections aériennes d'infrastructures par drone. Les travaux présentés sont illustrés par ces applications drones
Building cyber-physical systems is an up-and-coming discipline which involves many engineering domains. Cyber-physical systems have a controller monitoring their physical behaviour, resulting in intertwined discrete and continuous evolution. Faulty programs or environmental hazards might lead to unwanted control and disastrous consequences. Safe operation of cyber-physical systems requires to pay dedicated attention to their programming. Our work attempts to provide a solution to this challenge. We present a domain specific language for programming cyber-physical systems, Sophrosyne, as well as a formal method to verify the correction of the resulting missions. The language is based on monitoring control structures, which provide reactive behaviours to the system. It furthermore includes continuous modelling of the system with differential equations to enable verification of missions using differential dynamic logic. Various softwares have been built to provide Sophrosyne with mission planification, compilation, analysis, and execution. Together they form a complete toolchain from a graphical user interface supporting the definition of a mission to its execution on the real system. These tools have been used to define aerial inspections of infrastructure with unmanned aircraft. We demonstrate our contribution on such applications

Cette thèse se focalise sur des tâches de perceptions pour des drones à voilures fixes (UAV). Lorsque la perception est la finalité, un bon modèle d'environnement couplé à la capacité de prédire l'impact de futures observations sur celui-ci est crucial. La perception active traite de l'intégration forte entre modèles de perception et processus de raisonnement, permettant au robot d'acquérir des informations pertinentes à propos du statut de la mission et de replanifier sa trajectoire de mesure en réaction à des évènements et résultats imprévisibles. Ce manuscrit décrit deux approches pour des tâches de perception active, dans deux scénarios radicalement différents. Le premier est celui de la cartographie des phénomènes météorologiques de petite échelle et fortement dynamiques, en particulier de nuages de type cumulus. L'approche présentée utilise la régression par processus Gaussien pour construire un modèle d'environnement, les hyper-paramètres étant appris en ligne. Des métriques de gain d'information sont introduites pour évaluer la qualité de futures trajectoires d'observation. Un algorithme de planification stochastique est utilisé pour optimiser une fonction d'utilité équilibrant maximisation du gain d'information avec des buts de minimisation du coût énergétique. Dans le second scénario, un UAV cartographie des champs de grandes cultures pour les besoins de l'agriculture de précision. Utilisant le résultat d'un algorithme de localisation et cartographie simultanée (SLAM), une approche nouvelle pour la construction d'un modèle d'erreurs relatives est proposée. Ce modèle est appris à partir d'attributs provenant des structures de données du SLAM, ainsi que de la topologie sous-jacente du graphe de covisibilité formé par les observations. Tous les développement ont été testés en simulation. Se focalisant sur la problématique de gestion de l'avancement tu temps et de la synchronisation de simulateurs hétérogènes dans une architecture distribuée, une solution originale basée sur une architecture décentralisée est proposée
This thesis focuses on perception tasks for an unmanned aerial vehicle (UAV). When sensing is the finality, having a good environment model as well as being capable of predicting the impacts of future observations is crucial. Active perception deals with integrating tightly perception models in the reasoning process, enabling the robot to gain knowledge about the status of its mission and to replan its sensing trajectory to react to unforeseen events and results. This manuscript describes two approaches for active perception tasks, in two radically different settings. The first one deals with mapping highly dynamic and small scale meteorological phenomena such as cumulus clouds. The presented approach uses Gaussian Process Regression to build environment models, learning its hyperparameters online. Normalized marginal information metrics are introduced to compute the quality of future observation trajectories. A stochastic planning algorithm is used to optimize an utility measure balancing maximization of theses metrics with energetic minimization goals. The second setting revolves around mapping crop fields for precision agriculture purposes. Using the output of a monocular graph Simultaneous Localization and Mapping (SLAM) algorithm, a novel approach to building a relative error model is proposed. This model is learned both from features extracted from the SLAM algorithm’s data structures, as well as the underlying topology of the covisibility graph of the observations. All developments have been tested using realistic, distributed simulations. An analysis of the simulation issue in robotics is proposed. Focusing on the problem of managing time advancement of multiple interconnected simulators, a novel solution based on a decentralized scheme is presented

La réalisation d'une mission robotique se décompose usuellement en trois étapes: la planification, i.e. le choix des taches à réaliser, le séquencement, i.e. la détermination du timing et de l'ordre de réalisation des tâches, et finalement l'exécution du plan de tâches. Pour les systèmes redondants tels que les robots humanoïdes, la tâche (dans le sens de fonction de tâche) détermine une commande sur une partie du robot, permettant ainsi la réalisation simultanée de plusieurs tâches à l'aide d'un formalisme de pile de tâches. Cependant, les mécanismes d'ordonnancement classiques ne gèrent pas les cas où le mouvement est déterminé par un ensemble de tâches hiérarchisé: pour ces robots, la phase d'ordonnancement est éludée et l'exécution se base directement sur la plan de tâches donné par le planificateur. Le but de cette thèse est de réintroduire cette phase d'ordonnancement, tout en maintenant le rôle central de la tâche. Dans un premier temps, la continuité de la commande fournie par la pile de tâches est étudiée. En particulier, nous mettons en évidence les discontinuités accompagnant la réalisation d'événements discrets (à savoir l'insertion, le retrait et l'échange de priorité de tâches), puis proposons et comparons plusieurs méthodes de lissage. Ensuite, nous présentons une méthode permettant d'optimiser une séquence de tâches donnée en modifiant le timing et la paramétrisation des tâches, tout en respectant les contraintes liées à l'environnement. Enfin, une nouvelle utilisation de la flexibilité de la fonction de tâche consistant à adapter une séquence de tâches aux préférences d'un utilisateur humain est illustrée. A general agreed approach on mission and motion planning consists in splitting it into three steps: decomposing the mission into a sequence of tasks (task planning), determining the order of realization and the timing of the tasks (task scheduling) and finally executing the task sequence. This approach maintains the task component in the entire reasoning, using it as a bridge between planning, scheduling and execution.In the sense of task function, a task defines a control law on part of the robot. Hence, for highly redundant systems such as humanoid robots, it is possible to realize several tasks simultaneously using a stack-of-tasks formalism. Though, classical schedulers do not handle the case where the motion is specified not by one, but by a combination of tasks organized into a hierarchy. As a result, the scheduling phase is usually skipped. This thesis aims at reintroducing the scheduling phase, while maintaining the central role of the task.First, the stack-of-tasks formalism is recalled and the continuity of the control law is studied. Particularly, we show that discreet operations (insertion, removal and swap of priority between tasks) create discontinuities in the control. We then present and discuss smoothing methods. Second, we present a task-overlapping based method to optimize not only the scheduling but also the behavior of the tasks of a given sequence, while accounting for the physical constraint of the execution. Finally, we introduce a new perspective in the usage of the task-function approach the task function approach to personalize a task sequence and take into account user preferences.These results are experimented on the humanoid robot platform HRP-2

The purpose of this study was to investigate the programmatic values of Southern Baptist youth ministries, providing a descriptive analysis of youth ministries' core values communicated through programmatic methodology. To accomplish this aim, the researcher examined youth ministry mission statements, financial expenditures, and ministerial activities of the youth pastor. The mixed method research design consisted of two phases. Phase one utilized a Delphi panel of youth ministry educators who have expertise in the theory and practice of youth ministry, as well as knowledge of the literature. The panel compiled a list of foundational values and a list of popular values. The second phase utilized these values to survey SBC youth ministry mission statements, financial expenditures, and ministerial activities of the youth pastor. Using the financial expenditures and ministerial activities the researcher provided a descriptive analysis of the programmatic values. Additionally, the programmatic values were examined in light of the stated values as well as the supplied demographic and ministerial information.

AbstractIn order to shed light on this missing link between programmatic action and political institutions, this chapter reviews how institutions are currently discussed in policy process research in order to derive hypotheses that may explain under which institutional conditions programmatic action should or should not take place. The goal of this overview of the state of the art is twofold. On the one hand, it serves to assess the contribution of the PAF to existing theories of the policy process and the understanding of institutions in it. In doing so, it becomes clear why a new theoretical lens is needed and where and why the PAF is able to fill gaps left by others. On the other hand, the established approaches to explaining policy change and stability with respect to policy processes contain assumptions and hypotheses about the role of institutions that can be integrated into the PAF and help sharpen the analytical power of a look at the institutional conditions for programmatic action. They do this by formulating mechanisms between theoretical concepts that can also be adapted, or at least assumed to be relevant, to the formation of programmatic groups and the success of the group and its program. At the very least, they lay the groundwork for the question that asks about the influence of institutional settings familiar in comparative politics on policy change.

Pediatric palliative care (PPC) represents a dynamic, maturing field. The exponential growth of PPC programs over the past two decades provides insight into lessons learned for successful program design, development, implementation, and now sustainability. Originally, the PPC experiential narrative was focused primarily on programmatic planning with key efforts toward establishing administrative buy-in, identifying key community and institutional stakeholders, and transforming vision plans into tangible day-to-day work. With the maturation of PPC programs, the conversation has shifted toward advanced programmatic implementation and sustainable development. This chapter provides an overview of PPC programmatic development, clinical and academic work implementation, and core mission sustainability.

Abstract Two passages in Newbigin’s writings from thirty years apart will raise the themes of the Gospel’s relation to adherents of other religions than the Christian and of his own understanding and practice in the matter over half a century and more. The first passage occurs in the address given by Newbigin under the title “Mission Agenda” at Trinity College, Dublin, in 1992 on the occasion of the centenary celebrations of the Dublin University Mission to Chota Nagpur: “The globalization of human society has, very naturally and properly, led missionary societies to move away from the one-directional model of mission to a model which emphasises sharing, listening and dialogue. My own life-time as a missionary has been in the context of this shift and I have shared in it to the full.” Newbigin immediately went on to declare, “There is a wide gap between the way inter-faith conversation happens when it is conducted in Tamil among people who have never been through an English educational process, and the way it is conducted among those, Indian and European, who share the same kind of academic formation.” The second passage dates from 1963 and Newbigin’s programmatic reflections on “Trinitarian Faith and Today’s Mission”:

Abstract In a programmatic essay published in 1985, Bernadette Brooten called for an approach to the history of early Christian women that seeks to bring women to the center. Instead of concentrating primarily on male attitudes toward women as has been done in the past, the focus should shift to reconstructing the lives of the women themselves. Every effort should be made to hear their voices, to witness their behavior. In essence, early Christian women need to be brought back to life. Perhaps nowhere have Brooten’s insights yielded more promising results than in the reconstruction of women in the Pauline mission.

This arrangement allows the individual missions of each of the Libraries to be met while ensuring collaboration and cooperation. The many initiatives within and among the USF Libraries depend upon a reliable and advanced networked infrastructure and on staff, facility and financial decisions focussed on true programmatic cooperation. This paper addresses the interaction between the USF Libraries in defining and realising institutional commitment to its virtual library plan.

In this chapter, the authors aim to examine the need and scope of ICDS scheme, its services and countrywide reach; considering that every fifth child in the world lives in India, this scheme is critical to ensuring that today's children who are our citizens of tomorrow are well nurtured and nourished, thus securing the country's future. Also its efficacy in achieving stated objectives is assessed through analysis of vital parameters such as nutritional status, mortality rates etc. Further, the bottlenecks facing the scheme such as lack of adequate sanitation facilities and supervisory staff etc. are studied and the initiatives taken by the government to revitalize it are also examined. The transformation into Mission Mode has ushered in programmatic, institutional and management reforms and renewed thrust on creating awareness through an Information, Education and Communication (IEC) campaign.

Since its founding under the Israeli occupation, Bir Zeit University has been the catalyst for educating the Palestinian ‘generations of occupation'. Its mission was to empower those who were bereft of their basic human rights and to reclaim and develop the Palestinian national identity by resisting the stultification of Palestinian youth. Following the Oslo Accords, Bir Zeit University has experienced several important developments, namely exponential growth in enrolment, unnecessary programmatic expansion, introduction of super-size classes, and irresponsible staffing decisions. Against this background and a growing financial crisis, this case study examined how managerialism has succeeded in subduing Bir Zeit University to its syllabus, specifically how cultural and structural changes have led to compromising the work conditions and relationships of faculty members. Hence, this case study bids the question—Whither Bir Zeit University?—to those who care to question the present state of affairs as well as anyone ready to search for answers.

OHB System AG has developed a new flexible Standard Earth Observation Platform called ‘EOS’ with the objective to serve the new Sentinel missions of the Copernicus program. The Copernicus program is an Earth monitoring initiative led by the European Union (EU) and carried out in partnership with the EU Member States and the European Space Agency (ESA) to access accurate and timely information services to better manage the environment, understand and mitigate the effects of climate change and ensure civil security. OHB’s EOS platform is targeting both the Sentinel expansion satellites, which have been contracted 3 years ago as well as the Sentinel extension satellites which are in the study phase and also potentially Earth Explorer satellites and national missions not requiring very high agility. All of those have different orbits and payloads and therefore pointing requirements. The goal of EOS is to provide a generic platform design with suitable performances at low recurring prices to potential customers. As the satellite platform in most cases is composed of common and well-established technologies, it provides the opportunity of fast track and low risk platform adaptation to different mission needs. The challenge of the AOCS architecture for EOS was to determine the kind of sensors, actuators and algorithms necessary to build a reliable and at the same time flexible architecture capable to cope with all kind of missions by varying the performance, technology or number of the sensors/actuators within the platform overall design. This means to satisfy all constraints (mechanical, thermal, electrical and programmatic) from other subsystems while reaching the necessary accuracy to complete the mission tasks demanded by the payload. The AOCS architecture of the EOS platform is currently serving the Anthropogenic CO2 Monitoring Mission (CO2M) of the Copernicus program showing its flexibility and capacity to be adapted for a specific purpose while providing the required performances to complete a desired mission.

This report describes the state of design reviews observed at NASA and research into improving review practices. There are many types of reviews at NASA. Formal, programmatic project reviews such as the Preliminary Design Review and Critical Design Review are a required part of every project and mission development. However, the informal and technical engineering peer reviews that support teams’ work on such projects are informal, ad hoc, and inconsistent across the organization. The goal of this work is to identify best practices and lessons learned from NASA’s review experience, benchmark against industry techniques, and develop methodologies to improve the process. Thus far, the research has determined that the organization, composition, scope, and execution, including the use of information technology and structured design methodologies, of reviews all impact the technical, engineering peer reviews to help NASA work towards error-proofing the design process.

Abstract NASA’s shift towards streamlined business practices depends on innovative management processes and tools. One such innovation, Risk Management (RM), has been levied as an Agency-wide requirement with corresponding policies which define the RM process. However, these policies are top level and do not necessarily ensure the institutionalization and transfer of the process’s best practices. Thus to implement the Agency’s philosophy while ensuring consistency and quality of risk assessments, the NASA Ames System Safety and Mission Assurance Office developed the Integrated Risk Assessment (IRA) process. IRA is the systematic use of both inductive and deductive assessment methods applied such that a risk is assessed for its potential harm to any resource and is tailored to the activity’s overall technical and programmatic constraints. Independently these methods are not unique; but their ensemble, which IRA represents, provides a powerful yet practical RM tool. This paper presents an overview and case study of the IRA process.

The United States Department Energy (DOE) Office of Environmental Management (EM) determined that uniform application of advanced modeling in the subsurface could help reduce the cost and risks associated with its environmental cleanup mission. In response to this determination, the EM Office of Technology Innovation and Development (OTID), Groundwater and Soil Remediation (GW&S) began the program Advanced Simulation Capability for Environmental Management (ASCEM). ASCEM is a state-of-the-art scientific tool and approach for integrating data and scientific understanding to enable prediction of contaminant fate and transport in natural and engineered systems. This initiative supports the reduction of uncertainties and risks associated with EM’s environmental cleanup and closure programs through better understanding and quantifying the subsurface flow and contaminant transport behavior in complex geological systems. This involves the long-term performance of engineered components, including cementitious materials in nuclear waste disposal facilities that may be sources for future contamination of the subsurface. This paper describes the ASCEM tools and approach and the ASCEM programmatic accomplishments completed in 2010 including recent advances and technology transfer.

There’s an urban phenomenon happening in Texas. It’s called the Texas Triangle. Dallas-Fort Worth defines the top while Austin-San Antonio and Houston create the base. These major urban areas are connected by Interstate-45, Interstate 10, and Interstate 35. These cities, and other smaller ones, are experiencing significant transformational growth. Much of this is happening in outlying metro areas; causing once distinct cities to grow into one another. In the coming decades, the Triangle could become one megacity. To explore new futures of the Triangle, in 2019 I launched a multi-year design research investigation that explores alter¬natives to existing housing and land use models. The past six months was spent identifying different situations that exist in the periphery of major downtown areas. Outlining three prevailing spatial conditions is the primary focus of this paper. In January 2020, my design team started producing strategies that test density configuration, programmatic accommodation, and form generation relative to urban conditions of these places. Each of these investigations recognizes a missing middle scale of building and urban development. The current form of city-making will deplete resources in coming decades without producing a diverse mix of housing stock. Initial design work is mentioned in this paper, but remains schematic.

Ce numéro d’Aux Frontières de l’assainissement décrit quatre approaches d’apprentissage rapide par l’action qui ont été développées et testées en Inde par l’IDS et des partenaires afin d’épauler la Mission Swachh Bharat – Gramin, et il entend encourager des tiers à les utiliser, à mettre au point d’autres approches et à mettre en commun leurs expériences. Les quatre approches sont la visite officieuse, la recherche immersive, les ateliers d’apprentissage rapide par l’action (ARA) et les explorations thématiques rapides. Ces approches témoignent de la rigueur pratique d’un apprentissage qui est expédient, pertinent et pragmatique.

U&I is a volunteer-driven charitable organization based in Bengaluru, Karnataka, India. It provides non-formal education to underprivileged children in 25 cities around India, through a network of over 2,300 volunteers. The case study engages with the ways in which conscious design can nurture structures, spaces and processes that enable the integration of an organization's mission and volunteer model with the leadership’s core principles of empathetic care and authentic relationships. It provides an opportunity for learners to reflect on how designing for empathy can produce tangible programmatic impact, develop in-house leadership and build a self-sustaining organizational culture and volunteer ecosystem.

In August 2020, with funding from the Institute of Library and Museum Services (IMLS), Ithaka S+R launched an 18-month research project to examine and assess the sustainability of these third-party digital preservation systems. In addition to a broad examination of the landscape, we more closely studied eight systems: APTrust, Archivematica, Arkivum, Islandora, LIBNOVA, MetaArchive, Samvera and Preservica. Specifically, we assessed what works well and the challenges and risk factors these systems face in their ability to continue to successfully serve their mission and the needs of the market. In scoping this project and selecting these organizations, we intentionally included a combination of profit-seeking and not-for-profit initiatives, focusing on third-party preservation platforms rather than programmatic preservation. Because so many heritage organizations pursue the preservation imperative for their collections with increasingly limited resources, we examine not only the sustainability of the providers but also the decision-making processes of heritage organizations and the challenges they face in working with the providers.

One of the leading Western Ukrainian diaspora journals – London «Liberation Way», founded in January 1949, has become the subject of the study for the first time in journalism. Archival documents and materials of the Ukrainian Publishing Union in London and the British National Library (British Library) were also observed. The peculiarities of the magazine’s formation and the specifics of the editorial policy, founders and publishers are clarified. A group of OUN members who survived Hitler’s concentration camps and ended up in Great Britain after the end of World War II initiated the foundation of the magazine. Until April 1951, including issue 42, the Board of Foreign Parts of the Organization of Ukrainian Nationalists were the publishers of the magazine. From 1951 to the beginning of 2000 it was a socio-political monthly of the Ukrainian Publishing Union. From the mid-60’s of the twentieth century – a socio-political and scientific-literary monthly. In analyzing the programmatic principles of the magazine, the most acute issues of the Ukrainian national liberation movement, which have long separated the forces of Ukrainian emigration and from which the founders and publishers of the magazine from the beginning had clearly defined positions, namely: ideology of Ukrainian nationalism, the idea of ​​unity of Ukraine and Ukrainians, internal inter-party struggle among Ukrainian emigrants have been singled out. The review and systematization of the thematic palette of the magazine’s publications makes it possible to distinguish the following main semantic accents: the formation of the nationalist movement in exile; historical Ukrainian themes; the situation in sub-Soviet Ukraine; the problem of the unity of Ukrainians in the Western diaspora; mission and tasks of Ukrainian emigration in the context of its responsibilities to the Motherland. It also particularizes the peculiarities of the formation of the author’s assets of the magazine and its place in the history of Ukrainian national journalism.
