Анотація:
The desire for unity among Christians, called the popular term "ecumenism", has its origins. The split between the Byzantine and Catholic churches finally established itself in the minds of ordinary people after the Crusades and the capture of the Crusaders of Constantinople in 1204. Subsequent centuries were marked by unity competitions, but the Roman Catholic Church was the initiator of these competitions. In Catholic theology, all churches that were not under papal jurisdiction were considered to be objects of missionary activity. The result of such missionary unity was the deepening of the divide between the Catholic and Eastern churches. Segments of the latter proclaimed unity with Rome, beginning their existence as Uniate churches.

Анотація:
This study unfolds from the analysis of a set of documents collected during my doctoral research, which investigated the management of filth and its relationship with the governing of populations during the formation and development of modern cities. In this set, annals of Brazilian hygiene congresses, conducted during the first half of the twentieth century, a period characterized by the enlargement of techniques and practices of social medicine, were selected. Such annals of congresses and some laws of the time evidence the construction of an alliance between Sanitary Education and techniques of popular pedagogy, responsible for the population adherence to standards of conducts countersigned in social hygiene requirements. From Michel Foucault's writings on genealogical analysis, descent lines are described about healthy modes of conduct which, in turn, produce some effects in contemporary truth about personal and social hygiene.

AbstractFrom the first decade of Mongolian independence after 1911, nationalist publicists and officials denounced the dominance of foreign merchants and capital in the Mongolian economy. Officials and historians declared co-operatives to be the road for simultaneous improving the peoples' living standards and also strengthening national independence. Yet examination of statistics and the vigorous debates at the early party congresses and Great Khural meetings from 1924 to 1927 shows that the co-operatives were neither effective in their mandate nor popular with the herders they were intended to help. From the beginning, the co-operatives appear to have answered the needs of the new state more than those of the herding populace.

The article presents the results of a study of publications in the “Bulletin of Experimental Physics and Elementary Mathematics”, about the organization, conduct and results of domestic and foreign congresses of mathematicians and natural scientists, published in Kyiv and Odesa during 1886–1917. The magazine was an unofficial periodical printed publication of the mathematical department of the Novorossiysk Society of Naturalists. The research was conducted with the aim of carrying out a meaningful and quantitative analysis of the texts of journal publications, which highlights the materials of such meetings of scientists and teachers. The authors used scientific methods for meaningful analysis of the research subject, and in the process of quantitative analysis – text quantification, collection of empirical data, their generalization and mathematical and statistical processing. As a result of the research of the magazine’s materials on congresses of mathematicians and natural researchers during the entire period of its publication, the authors came to the following conclusions. The magazine’s materials on conventions and congresses for all the years of its publication accounted for slightly more than 4% of its total area. All National Congresses of Natural Scientists and Mathematicians, which met during the period of publication of the journal, were covered on its pages (this is almost 2/3 of the entire volume of information in the journal about such meetings of scientists and teachers). At the same time, the methods of presenting information and its volume differed significantly in different meetings, depending on the presence of motives of both members of the editorial board. The main motives for placing information were: a) the presence of a pedagogical component in the work of meetings; b) scientific (or pedagogical) significance of reports and meeting participants; c) availability of quality materials about meetings; d) availability of magazine space. International congresses were irregularly covered by the newspaper, the motives for placing information about such meetings in the magazine were similar. Starting in 1901, the editors of the Bulletin introduced the scheme developed during the previous years of the magazine’s existence into the practice of presenting materials about scientific and pedagogical congresses: a) announcement of the event; b) publication of the regulation (statute, program) of the event; c) description of preparation for the event; d) overview of the features of the event; e) presentation of the texts of important speeches. Such a scheme of presentation of meetings was introduced for the first time in popular science and educational periodicals of the Russian Empire. The pedagogical component was the most important motive for both staffs of the Bulletin editorial board when deciding on the features and scope of coverage of materials on the work of domestic and foreign congresses. The materials of Bulletin (and other similar publications of that time) covering the work of domestic and foreign congresses of teachers and researchers of nature and mathematics, which reveal the content of the educational activities of famous scientists and teachers, are an important element of the source base of biographical studies, which conducted by historians of science.

Анотація:
The article describes the critical directions of the scientific and organizational activity of Theodor Mackiw (1918–2011), a well–known Ukrainian historian who worked in the conditions of foreign (diasporic) Ukrainian historiography. A personal contribution to the organization and holding of scientific publications, congresses, conferences, and events devoted to the study of the history of Ukraine was determined. It was determined that one of the key areas of scientific and organizational activity of T. Maсkiw was his work as a member of the editorial board of «Ukrainian Historian» in the Ukrainian Historical Society, he was responsible for publications on the history of the Cossacks of the 17–18 centuries and Ukrainian–Polish relations. He was an active participant in most scientific events and their co–organizer, organized not only by the UHS independently, but also in cooperation with other Ukrainian diaspora societies and organizations. His active participation in various scientific activities and the establishment of interpersonal relationships between researchers positively impacted the results of the work of the UHS and other organizations of which he was a member. Despite the active organizational activity at the UHS, the historian supported the holding of joint congresses to establish connections between various scientific institutions. While teaching and working on scientific research, Professor T. Mackiw decently represented Ukrainian historical science abroad, paid a lot of attention to public and public–scientific work, and tried to spread knowledge of the history and culture of Ukraine not only at scientific forums, in particular, he organized an evening of Ukrainian music in Seton Hall University, published popular science articles in the press, hosted Ukrainian studies programs on the radio. The scientist helped Ukrainian dissidents. T. Mackiw participated in the most representative forum of the world–historical science–the International Congresses of Historical Sciences in the post–war period. Participation in four congresses is evidence of a high level of awareness and purposefulness. The historian communicated and expressed his thoughts on various historical topics, becoming a part of world historical science, and bringing Ukrainian historiography to the international level.

It can certainly be said that history of science has experienced a large growth in recent decades in Spain. This has occurred despite the generic term ‘history of science’ covering activities of a very varied nature and lacking an intimate relation between each other, in research as well as instruction. At present the number of publications which could fit into the frame of this branch of learning has increased remarkably and commercial publishing houses have opened their editorial lists to the publication of classics as well as to monographs on the history of science. Moreover, new specialized journals on these subjects have become popular and have joined the small number of journals which already had a certain tradition. The number of participants in the periodical congresses of the Sociedad Española de Historia de las Ciencias y de las Técnicas [SEHCYT] has risen and the number of congresses and symposia that have been held in Spain and have assembled Spanish as well as foreign historians has also increased. As another recent promising detail, we could quote the presence of history of science in the curricula of Spanish university programmes, a presence that tends to increase progressively.

Анотація:
This article aims to describe and analyze the situation in the MICE part of the tourist business. MICE is struggling because of the coronavirus pandemic leaving many suppliers and parts of the industry on the verge of survival. MICE is a complex ecosystem that was able to generate significant economic benefits to business destinations before 2020. For instance Prague, one of the top 10 world most popular congress destinations in 2019, experienced an enormous decline in 2020 due to the COVID-19 pandemic. Compared to year 2019, 78.9% fewer congresses, conferences and other MICE events took place in the Czech capital city (Muška, 2021). The industry is trying to restart itself, but it is necessary to define the possibilities of implementing large-scale mass business events, new hygienic rules and conditions, legal description of the situation and support at the governmental as well as supranational level. The description of the current state and the reflection of the measures taken so far and the possibilities of implementing actions during the pandemic will answer the question of whether it is possible to return to MICE in pre-coronavirus state or if it is necessary to redefine the industry as such.

The promotion of health and its protection is carried out in various ways. Philately, collecting, and professional knowledge, not limited to stamps, also utilize objects that were once very popular and commonly used in correspondence — postcards. The article compiles information on the issuance of postcards by the Polish Post from 1919 to 2022, related to the broadly understood issue of health. There is room here for figures such as doctors, researchers, and discoverers of modern methods and phenomena, for the celebrations of institutions dedicated to protecting health, for important events (congresses, first surgeries and procedures), and for social phenomena. Referring to them is intended to raise awareness and expand human knowledge, for example in the field of prevention.

This article provides a detailed analysis of the development of the business tourism industry as the fastest growing economy in the world. Currently, about 65% of events with the participation of entrepreneurs are held in Europe, approximately 22% – in Asia. The share of Asian countries in this business is expected to grow at a faster pace. The business tourism sector will grow accordingly. The article considers the competitive advantages of the Russian Federation as a center for the development of the international business tourism industry. It is noted that traditionally the most popular venue for events is Moscow, where the infrastructure for business tourism is most developed. Business trips to St. Petersburg are in demand. High business activity are distinguished by Samara and Yekaterinburg, the Volga region, primarily Kazan.In the course of the analysis, it was revealed that 165 cities of the Russian Federation have the ability to hold major events, congresses and conferences. Modern congress venues are now actively developing in Kazan, Yekaterinburg, Krasnoyarsk, Novosibirsk. It was noted that according to official estimates, Russia’s share in the world market of international congress events is less than 1%. This is very small, given that we occupy a share of approximately 3% in world trade. As a result, it was concluded that the presence of the Russian Federation in the international business tourism market is insufficient, as well as the need for certain decisions in this area.

Introduction. In recent decades, to assess the importance of trends in the development of areas of scientific research, various means of expert assessment have been used using the latest developments in the field of information technology, in particular, computer systems for scientometric analysis. The aim of the study is to analyze the dynamics of the formation of scientific directions in occupational medicine. Materials and methods. A scientometric analysis of materials from publications of the largest domestic scientific and practical event - the Russian National Congress "OCCUPATION and HEALTH" was carried out. For the analysis, materials from three different Congresses were taken: the 1st (2002), the 8th (2009) and the 15th (2019), a total of 968 publications were analyzed. During the study, a quantitative calculation of publications was carried out, grouped by topic, keywords and annotations. The main areas of research on occupational medicine covered in publications were divided into 3 thematic groups, in which several subgroups were additionally identified. Results. As a result, the most significant areas of scientific research and the main interests of Russian scientists were identified. The authors additionally compared the topics of the oral reports of ICOH-2018 participants with scientific publications within the framework of the 15th Russian National Congress "OCCUPATION and HEALTH" 2019. Conclusion. In the course of the comparison, the main thematic areas of oral reports of ICOH-2018 participants, popular questions with the largest number of speeches were identified, and the most significant problems were identified, equally addressed by international and Russian specialists.

Анотація:
Through the first and second year of China’s 13th five-year plan coincided with local governments holding their own “Two Sessions” before attending the “Two Congresses” in Beijing in March. As one of the frequent results, the issue of local government debt naturally became a popular topic. The scale of local government debt in China was/is considerable, and the structure is complex, which poses a threat to sustained economic development. To address this situation, China must regulate local government debt, clean up urban financing vehicle debt, foster and manage the local bond market, and introduce innovation in the management of local government liability. Only through initiatives such as this will China gain control of local government debt and thus support and promote the long-term sustainable growth of the economy.

The article finds out that after joining the RSDLP 2 (15) February 1905, USDU participated in the activities of the latter, as evidenced, in particular, the active work of its representatives in the imperial conferences and congresses of the Russian Social Democratic Party. The first forum with the participation of a representative of the Union was the Mensheviks All-Russia Conference of Party Officials in the spring of 1905. The latter acknowledged the achievements of the allies in working among the peasantry and ordered them, together with the Mensheviks Organization Committee, to convene a conference of agitators who worked in the given direction and to reprint in Russian popular publications already published in Ukrainian. The representative of the USDU, P. Tuchapskyi, took part in the Second All-Russian Congress of Menshevist (November 1905). The documentary materials of this forum testified to the continuation of the work of the unions in the villages of most of the Ukrainian provinces of the Russian Empire. The delegate of the Union considered it was necessary to carry out theoretical insights into the agrarian question and its discussion in the party press. Three representatives of the USDU were present at the 4th (unifying) congress of the RSDLP (April-May 1906). It was then that the process of association of the Union and the Kyiv District Organization had also been completed. The minutes of the forum testified that USDU representatives opposed the USDRP’s membership in the Russian Marxist Party. The union campaigned actively to increase its representation at the 5th Congress of the RSDLP in May-June 1907. Because of the events held at this forum, the union members formed one of the largest delegations, numbering twelve party members. The mentioned testified to transforming the USDU into one of the most influential communities in the Russian Marxist Party. At the same time, the participation of the organization in the Russian Social Democratic Party, the character of the activities of the organization, showed that it worked on a project that was presented to its creators as a «Russian socialist republic».

The First Russian Revolution demonstrated that there was considerable interest in democracy in the Transbaikal, Amur, and Maritime Regions in 1905–1907, which was widely shared across the empire and in East Asia. Democracy was understood as economic welfare, social justice, civil liberties, popular representation, decentralization, and national self-determination. Like elsewhere in the empire, protests started with economic demands, but many trade and professional political unions, strike committees, and soviets developed political programs. In Vladivostok, unrests among soldiers and sailors erupted into major riots with numerous casualties in October 1905, despite the attempts of Military Doctor Mikhail Aleksandrovich Kudrzhinskii and other intellectuals to make the movement peaceful. In Blagoveshchensk, the Amur Cossack teacher Mikhail Nikitich Astaf’ev joined a group of intellectuals who attempted to turn the municipal duma into a provisional government. In Nikolsk-Ussuriysky, Doctor Nikolai Vasil’evich Kirilov presided over the founding congress of the Ussuri Peasant Union, which discussed the introduction of rural revolutionary self-government. In Chita, Social Democrats under Anton Antonovich Kostiushko-Voliuzhanich took over much of the Transbaikal Railway. Tsyben Zhamtsarano and other Buryat intellectuals assembled for congresses demanding indigenous self-government. The recognition of these territories as the Russian Far East had already begun, but the loosely united Transbaikal, Maritime, and Amur Regions remained part of Siberia or North Asia for contemporary observers. The unity of Siberia from the Urals to the Pacific was reinforced by Siberian Regionalism which attracted the support of regional liberals and moderate socialists and consolidated through joint activities of Siberian deputies.

It has been revealed that the popularization of the Circassian ethnic culture, propaganda of the components of the ideological position – maintaining interethnic peace and a positive image of Russia abroad is one of the main directions in the activities of the International Circassian Associ-ation. In this activity of the ICA, the most large-scale and effective are socio-cultural forums, sci-entific and practical conferences, festivals, educational projects, etc. These aspects of the ICA’s activities are also released as part of the work with young compatriots and repatriates. The com-ponents of the ideological position of the ICA are recorded in the resolutions of its XIII and XIV congresses. Considerable attention in the activities of the ICA is paid to events aimed at popular-izing the Circassian language (Adyghe and Kabardino-Circassian literary languages) and attract-ing public attention to the problems of its preservation. The active and constructive work of the ICA was highly appreciated at the federal level. In the welcoming address of the President of the Russian Federation V.V. Putin to the participants and guests of the XIII Congress of the ICA, it was recorded that the ICA cares about preserving and popularizing the native language, implements meaningful projects in the field of culture, edu-cation, enlightenment, increases multifaceted interaction with foreign compatriots, that the ICA’s efforts to maintain peace and consent in the North Caucasus. In 2023 ICA was included in the Fed-eral Register “All-Russian Book of Honor”, in which the most worthy organizations of various forms of ownership and fields of activity are formed.

ABSTRACTRussia's ‘democratic’ revolution of February 1917 saw all types of professions and social groups mobilize into unions and congresses to articulate their demands. Lower and middle classes dominated, but it is notable how former elite groups were quick to form bodies to defend their interests and to promote their visions of Russia's future. Historians have invariably dismissed these groups as marginal to the revolutionary process and inherently ‘counter-revolutionary’. This article challenges these assumptions, using the Union of Officers, formed across the military in May 1917 to defend officers' professional interests, as a case study. The union spread quickly, published a newspaper, and agitated among politicians for greater discipline in the military. Its activities fuelled popular fears of counter-revolution, but only a few of the union's leaders actively worked against the government. General Kornilov's failed revolt in August demonstrated that most officers had doubts. Nevertheless, the union played a crucial role in mobilizing moderate and conservative forces against further reform. This exacerbated social conflict and political polarization, fatally undermining the Provisional Government and democracy in 1917.

Biostereology in China is very active. Here is a brief summary: Organization: The organization of biostereology in China was founded in Nov. 1988. Its name is Chinese Society of Biomedical Stereology (CSBS), and is affiliated to the Chinese Society for Stereology (CSS). The first joint president of CSS/BMC was Prof. Peixuan Tang, the second and now the third, is Prof. Dewen Wang. There are 556 registered members. Academic Congresses: Sessions of the National Biostereological Congress were convened in 1990, 1992, 1996 and 2000. Publications: Four works were written and published in China. One is "Quantitative Histology" (Luji Shi, 1964), another is "Stereological Morphometry For Cell Morphology" (Fusheng Zheng, 1990), the third one is "Practical Biostereological Techniques" (Hong Shen and Yingzhong Shen, 1991) and the fourth one is "Quantitative Cytology and Cytochemistry Techniques" (Genxing Xu, 1994). A Chinese Journal of Stereology and Image Analysis has been published since 1996. Courses: More than ten national training courses on biostereology were held. In some medical universities or colleges, a biostereology course has been set up. Theoretical studies: Some new concepts, parameters and methods for stereology and morphometry were put forward, such as: regular form factor, volume concavity, surface concavity, area concavity, boundary concavity, curve profile area density, positive university for immunohistochemistry stain etc. Application: Stereological methods have been widely applied in biomedical studies. The applied field covered most of the morphological domain of biology. The main applications of biostereology are quantitative pathological diagnosis and prognosis of tumor cells and histostructures. Most studies utilize classical stereological methods. New stereological methods should be popularized and applied in the future. Image Analysis System: Image analysis systems are widely used in biostereological studies. About ten kinds of image analysis systems have been manufactured in China. The most popular is HPIAS, which is made by Huahai Electronic CO.LTD.

In recent decades, the crisis of sociology has been increasingly discussed in the social science discourse. Many well-known Russian and foreign socio­logists have already spoken out on this issue. Discussions about the theoreti­cal decline, the decline in the social status of sociological science, its transforma­tion from fundamental to applied knowledge are reproduced at congresses and conferences, in numerous publications. The bibliography devoted to the cri­sis of sociology has dozens of sources, and this stream does not decrease. In line with this popular topic, the author substantiates his approach to the analysis of the crisis problem in sociology, which is based on epistemologi­cal contradictions laid down in the creation of the specialized science of so­ciety in the middle of the 19th century – during the rise of positivism, which denies classical philosophy and focuses on an empirical approach, demon­strated high efficiency in the natural sciences, yielding positive results. The article substantiates that the rejection of abstract thinking, the narrowing of the boundaries of knowledge to the framework of empirical knowledge, the reduction of cognitive activity to practical experience, the primacy of methodology over theory are the birth traumas of sociology that brought it to its current position.

The article is a tribute to a prominent Ukrainian scientist, doctor of biological sciences, professor, honored forester of Ukraine, academician of the Forestry Academy of Sciences of Ukraine, full member of the Ukrainian Ecological Academy, Honorary Professor of Vasyl Stefanyk Precarpathian National University (since 2017), Parpan Vasyl Ivanovych, who passed away on December 19, 2022. Vasyl Ivanovych was a forest scientist, well-known in Ukraine and abroad, an expert in the fields of ecology, soil science, forestry, ecology, phytocenology, geobotany, dendrology, population biology, recreation and nature management, protection and rational use of natural resources, an advocate of primeval forest mountain ecosystems of the Carpathians. A significant achievement of Professor Vasyl Ivanovych Parpan was the establishment of the Ukrainian P.S. Pasternak Research Institute of Mountain Forestry based on the Carpathian branch (Ivano-Frankivsk) of the Ukrainian H. M. Vysotskyi Research Institute of Forestry and Agroforestry (UkrNDILGA, Kharkiv). The scientific output of Professor Vasyl Ivanovych Parpan consists of more than 300 scientific works, including monographs and articles in domestic and foreign journals, teaching aids, popular scientific publications, materials and abstracts of reports at international congresses, all-Ukrainian scientific and practical conferences.

Abstract From 1919 to 1929, the great Hungarian Marxist philosopher Georg Lukács was one of the leaders of the Hungarian Communist Party, immersed not simply in theorising but also in significant practical-political work. Along with labour leader Jenö Landler, he led a faction opposing an ultra-left sectarian orientation represented by Béla Kun (at that time also associated with Comintern chairman Zinoviev, later aligning himself with Stalin). If seen in connection with this factional struggle, key works of Lukács in this period – History and Class Consciousness (1923), Lenin: A Study in the Unity of His Thought (1924), Tailism and the Dialectic (1926) and ‘The Blum Theses’ (1929) – can be seen as forming a consistent, coherent, sophisticated variant of Leninism. Influential readings of these works interpret them as being ultra-leftist or proto-Stalinist (or, in the case of ‘The Blum Theses’, an anticipation of the Popular Front perspectives adopted by the Communist International in 1935). Such readings distort the reality. Lukács’s orientation and outlook of 1923–9 are, rather, more consistent with the orientation advanced by Lenin and Trotsky in the Third and Fourth Congresses of the Communist International. After his decisive political defeat, Lukács concluded that it was necessary to renounce his distinctive political orientation, and completely abandon the terrain of practical revolutionary politics, if he hoped to remain inside the Communist movement. This he did, adapting to Stalinism and shifting his efforts to literary criticism and philosophy. But the theorisations connected to his revolutionary politics of the 1920s continue to have relevance for revolutionary activists of the twenty-first century.

The journal “Bulletin of Knowledge“ (1903–1918) was popular in various readership groups, aspiring to self-education. The purpose of the article is to determine the role of the communicative strategy of the editor–publisher of the journal V. V. Bitner for the creation of the community of “Bulletin of the Cognoscenti”, which was a “community of interpreters” (according to S. Fish), within the framework of the history of reading. The sources for the analysis were a set of journals stored in the Sverdlovsk Regional Universal Scientific Library named after V. G. Belinsky (Yekaterinburg), editorial articles, letters from readers, memoirs of V. V. Bitner and his contemporaries. Changes in the volume of the journal’s headings help to trace the history of the creation of a of readers community. The journal had sections to answer subscribers’ questions, as well as headings to publish letters to find friends, requests for help, and discussions of topical contemporary issues. “Discussion branches” of separate topics, continued sometimes for a year or more. Members of the readers’ community also interacted in real life. Their “disvirtualization” took place thanks to the organization of lectures, excursions and congresses of subscribers. The titles of the headings, examples of readers’ letters and the assessment of contemporaries indicate the uniqueness of this educational project. The portrait of V. V. Bitner by I. E. Repin, commissioned by subscribers for the tenth anniversary of the journal, can serve as an evidence of respect and admiration of the editorpublisher work. The commercial success of the “Bulletin of Knowledge” allowed V. V. Bitner to implement other publishing projects.

e18044 Background: In 2014, there existed 166 mobile applications related to cancer. However, many mobile applications are being developed without published validation by the medical community. The aim of this review was to provide an overview of the studies about mobile applications related to cancer. Methods: Scopus, PubMed, PMC, BVS and Scielo were systematically searched for studies published up to December 2016. A broad search using the terms “neoplasia”, “cancer”, “neoplasm”, “smartphone application” and “mobile app” was conducted. Article abstracts were reviewed for study eligibility, followed by reviews of full papers. We found 195 articles and 48 were included. Articles were included if they reviewed commercial mobile applications or if they described the development and evaluation of a mobile application related to cancer. Articles were excluded if they were about other telehealth technologies, primarily editorials, solely described study protocols, abstracts of congresses or books. Results: The earliest article was published in 2012 and there is an increasing rate of articles published. The majority of articles are original articles (85.42%) and 10 of them are clinical trials. Almost all articles were written in English (95.83%). Nearly 40% of the articles talked about mobile applications for the management of cancer. The intended audience of the mobile applications described in the studies was mostly patients. The cancers most popular among the articles were breast and skin cancers. The countries with the most studies on mobile applications related to cancer are the United States and South Korea. Conclusions: There is a large number of cancer related mobile applications. Further studies would help us understand the current and future use of these health related technologies. [Table: see text]

Bogotá is one of the best MICE (Meetings, Incentives, Conferences, and Exhibitions) destinations in Latin America due to advantages in air connectivity, financial stability, industries, institutions, hotel infrastructure, and spaces for the development of large events. The city receives more than half of the foreign tourists who visit Colombia, traveling for professional reasons or to participate in congresses and conventions. Likewise, it is characterized by its cultural richness and varied gastronomic offer in products, flavours, preparation techniques, and presentations, with gastronomy being one of the most popular activities for tourists visiting the city for business or events, who take gastronomic tours, visit emblematic cafes and traditional markets. With the COVID-19 pandemic, tourism activity in the city decreased by 60%, affecting different sectors. Since the second semester of 2021, the reactivation of massive events and meetings has been promoted, with the reduction of restrictions and the execution of initiatives by public and private entities. Among the initiatives are events that promote the gastronomic sector. This is how the need arises to identify the gastronomic events that take place in Bogotá and describe the impact they have had on the reactivation of MICE tourism during the year 2022. The research is formulated based on a qualitative descriptive methodology, a matrix is built to consolidate the agenda of gastronomic events, the impact on attendees, exhibitors, and sales; Interviews were also conducted with experts who collaborate with public and private entities to create strategies to reactivate the sector. This achieved the identification of a program that includes gastronomic fairs and festivals distributed throughout the year with important figures in sales, attendees, local and foreign exhibitors, demonstrating the impact on the reactivation of the gastronomic sector, which presents itself as an attractive option for the development of the MICE industry in the city.

Both political scientists and popular commentators have reacted to the culture wars of the 1990s as something new in American politics, a deviation from the durable grounding of politics in economic interests. However, as recent work, along with many of the classic treatments of the Populist and Progressive eras demonstrate, American politics has long been infused with both culture and economics. The interesting question is thus not “which one” but rather “how” these two dimensions of political value have intersected through time and what the dynamics of those intersections reveal. The paper uses congressional family policy debates to demonstrate two alternative policy frameworks during the Progressive Era, each with its own alignment of the two dimensions and one emerging as a harbinger to the New Deal welfare state. Through systematic discursive analysis of committee hearings transcripts of the Fifty-sixth to Sixty-sixth Congresses, it assembles two dominant conceptual frameworks of family as illustrative of the two approaches. The progressive understanding viewed family economics as foundational, circumscribing its cultural qualities and legitimating state intervention. In contrast, the traditionalist conception privileged self-regulating families' cultural qualities as more fundamental, only loosely related to economic condition, such that active state intervention into family economics was seen as inappropriate and ineffective. These alternative approaches to state and family relations viewed culture or economics alternatively as foundational or epiphenomenal, if related at all. As history unfolded, the progressive conception ultimately prevailed in New Deal and postwar social policies, which continued to emphasize the economic dimension as subsuming the cultural one. Investigating the dynamics of intersectionality between economics and culture is suggested as a potential pathway to bridge work emphasizing durable economic interests in politics with other work focused instead on the endurance of moral conflicts in political deliberations, implying that in the Progressive Era the parties were not only divided in terms of which set of issues were more important but also over how the two dimensions of political value related to each other, if at all.

The study of the history of the United States by analyzingthe status and history of development of the higher representative body of the unrecognizedstate formations of the American South the second part of Nineteenth centurycontributes to a better understanding of the evolution of American constitutionalism, possiblevariants of its development, the ways and forms of development of legislative authoritiesas the primary (main) way to implement popular sovereignty in the New time.Constitutional and legal traditions of the organization and activities of the representative(legislative) authorities of the USA have been fully inherited in the organization, structureand activities of the Supreme legislative authority of the Confederate States of America(CSA).Conclusions. O presente artigo analisa como ocorreu a participação popular no I Congresso da Cidade de Maringá, realizado no final de 2003 e início de 2004. O evento teve como propósito a coleta de insumos para a revisão do Plano Diretor Municipal vigente à época (LC 01/91). Juntamente com o Orçamento Participativo, aprovado pelo decreto 368/2001, o Congresso foi o precursor na promoção da participação popular nas políticas urbanas da cidade e obteve expressiva participação de segmentos que outrora não estavam inseridos nas esferas políticas. Desse modo, analisam-se as propostas apresentadas pela população na primeira rodada do evento, com recorte da questão habitacional, a partir do levantamento documental do evento. O debate acerca da habitação, ocorrido no I Congresso da Cidade de Maringá, foi um importante espaço de debate participativo no município, que jogou luz, pela primeira vez, às demandas populares em torno das necessidades de moradia, embora as mesmas não tenham se refletido como tal no corpo da lei do atual Plano Diretor (Lei n. 632/2006), ferindo, portanto, os princípios da gestão democrática, recém-posicionada no Estatuto da Cidade, aprovado em 2001.

Summary The exact nature of the concept of sovereignty enshrined by the Belgian Constitution of 1831 has recently become the object of academic debate. This article takes a stand in this debate by analyzing the representative system instated by the constituent National Congress. It is argued that the congressmen attributed primacy to the legislative Chamber because it concentrated in its midst all the individual wills of the people in order to express the general will or the wish of the Nation. Importantly, though, parliament was not the only representative of the national will, neither was it considered completely self-contained. Parliament’s expression of the national will was subject to constant evaluation by public opinion. When the assembly failed to respond to popular grievances, other representatives were qualified to address the issue: the king could disband the Chamber or pronounce his veto when the national interest required it. The jury, assessing press or political related crimes, could correct oppressive governmental action. And if all of this failed – and only then – the nation could ultimately resist and take directly matters in its own hands. Thus, it is argued that the character of sovereignty in the Belgian state system was ultimately popular.

A coletânea é uma reunião de textos de intelectuais e pesquisadores que participaram do Congresso Mundial de Convergencia Participativa en Conocimiento, Espacio y Tiempo, ocorrido em 1997 em Cartagena de Indias (Colômbia). Na ocasião, além de Fals Borda, participaram nomes como Immanuel Wallerstein, Agnes Heller, Manfred Max-Neef, Paulo Freire e Fernando Henrique Cardoso. A retomada da proposta sociológica de Fals Borda em nossa coletânea é oportuna, na medida em que a reflexão sobre educação popular na América Latina implica também uma perspectiva de intervenção (expressa pela proposta da pesquisa-ação participativa de Fals Borda) junto às profundas assimetrias do continente, considerando perspectivas de mudança social que sintetizam os eixos para políticas de desenvolvimento socioeconômico e a participação política. The volume collects many papers from intellectuals and researchers who participated at the World Congress of Participative Convergence in Knowledge, Space and Time, which took place in 1997 in Cartagena de Indias (Colombia). Besides Fals Borda, the seminar counted on people like Immanuel Wallerstein, Agnes Heller, Manfred Max-Neef, Paulo Freire and Fernando Henrique Cardoso. The presence of the sociological approach of Fals Borda in our issue is timely, since the reflection on popular education in Latin America entails a perspective for intervention (expressed in the Fals Borda’s participative action-research) in relation to the social asymmetries of our continent. The article synthesizes a view on prospects for social change and also discusses the main axes for a set of policy of socioeconomic development and political participation. Partindo do entendimento de que coleções resultam de processos de construção narrativa do colecionador, este artigo pretende dar visibilidade às distintas temporalidades e subjetividades que presidiram a historicidade e a construção narrativa da Brazil's Popular Groups, e, por fim, elucidar como ocorrem tais processos e de que forma as narrativas deles resultantes são enunciadas por coleções com dimensão pública.

O presente artigo tem como área de exame o Direito Constitucional, sendo que sua linha de pesquisa se dedica à discussão do instituto da iniciativa popular constitucional. Sob essa perspectiva, direciona-se ao posicionamento, predominantemente doutrinário, acerca da possibilidade do povo de flagrar o processo legislativo de reforma constitucional, apresentando ao Congresso Nacional propostas de emendas à Constituição Federal. O ordenamento jurídico constitucional tem como prisma a observância dos princípios fundamentais da democracia (art. 1o, caput), da cidadania (art. 1o, inciso II) e da soberania popular (art. 1o, parágrafo único, e art. 14), os quais devem irradiar-se para todo o sistema jurídico. Partindo-se dessa ideia, analisaremos a iniciativa popular como mecanismo apto a sustentar a validade do exercício dos direitos políticos no âmbito do processo legislativo constitucional, já que, fazendo-se uma interpretação sistemática da Constituição, podemos afirmar se os cidadãos são a propor emendas à Constituição. Veremos também, que durante a Constituinte, houve uma supressão legislativa no processo de elaboração da CRFB/88, em que o instituto foi retirado do Projeto inicial e restou olvidado durante anos, mas que com o amadurecimento da sociedade deve novamente integrar o texto constitucional como forma de efetivação da democracia, da cidadania e da soberania da vontade popular.

US presidents have routinely ordered the use of force without seeking prior authorisation from Congress. However, this practice does not mean that the legislature is irrelevant, as Congress often influences decisions by exercising informal political levers. One of the most important is through Congress’ ability to affect popular support for the commander-in-chief. Through a pair of experiments embedded on nationally representative opinion surveys, this article evaluates whether Congress’ constitutional prerogatives in war powers remain relevant when battling the president in the public sphere. Policy criticism significantly decreased support for the use of force, as did challenges to administration actions on constitutional grounds. Although Congress routinely fails to use the constitutional tools at its disposal to check the commander-in-chief, these powers bolster Congress’ capacity to influence public opinion. Hence, while presidents enjoy considerable leeway in the military arena, Congress’ capacity to erode public support can serve as a check on presidential power.

The media, Congress, and the White House all promised investigations. However, contrary to popular expectations, the inquiries were stymied. The end result, Olmsted argues, was that neither Congress nor the press pushed for changes, or challenged the executive branch, in the oversight of the intelligence community.

Prediction and betting markets have evolved with contracts based on electoral outcomes and the traded prices provide a measure of speculators’ views on electoral outcomes. Conversely, popular opinion polls yield data which provide statistics on the public’s declared voting intentions. This article formulates a model to describe the stochastic evolution of opinion polls, and the resultant probability distribution of seats won in the US House of Congress. Based on standard methods from financial option pricing theory, we can then determine the theoretical value of observed contracts in the prediction markets. Our results show that qualitative predictions are obeyed, but there exist significant deviations between the actual prices traded in the Iowa Electronic Market (IEM) and our theoretical valuation under real-world expectations. Some explanations are provided, which are consistent with conclusions drawn by other authors who have studied electoral prediction markets.

Abstract:Elite, top-down models of democratic transition commonly miss key popular challenges and opportunities for institutionalizing stable, representative regimes. Civil society theorists often mistakenly assume that civil society organizations will support the creation and strengthening of a democratic regime. This article argues that in order to understand the process of regime change, we must look at both macro- and micro-level institutions and practices, as well as at the practical and ideological struggles over democracy that will define the regime. In South Africa, this struggle is seen most clearly in the interactions between popular organizations, such as the civics, and the African National Congress (ANC). How popular organizations make demands and how these demands are met will determine not only the form of the new regime, but also the stability of the most basic rights associated with democracy.

In an election characterized by countless headlines, the refusal of Republicans to support their party’s nominee was a constant topic of discussion in 2016. Our paper looks to explain why Republican members of Congress joined the so-called #NeverTrump movement. In the first part, we document the varied—and often contradictory—explanations of the #NeverTrump movement offered by journalists, pundits, and politicians during the campaign. We then categorize these popular explanations into four theoretical categories: policy preferences, identity, electoral motivations, and establishment dynamics. In the second part, we test the varied claims. We believe two findings stand out and have broader implications for American politics. First, despite the popular belief that members of Congress are single-minded in their pursuit of reelection, we found that a lawmaker’s religion and sex—both in the identity category—had the largest effects on the decision to join the #NeverTrump movement. Second, the results show that establishment Republicans were more likely to support Donald Trump’s candidacy. Notably, the direction of this effect is inconsistent with popular explanations of the #NeverTrump movement but consistent with a range of academic studies.

RESUMO: Diversas políticas públicas envolvendo a atenção básica vêm sido regulamentadas em respostas ao anseio da população brasileira por uma saúde pública mais justa, integral e equânime. A saúde auditiva acompanhou esse processo e logo surgiu a Política Nacional de Atenção à Saúde Auditiva, cujo um de seus objetivos é a estruturação de uma rede de cuidados, com ações de promoção da saúde capazes de assegurar a participação social e educação popular, utilizando, dentre outras ferramentas, a educação em saúde. Estudo de revisão integrativa da literatura que buscou analisar os processos educativos em saúde auditiva de caráter coletivo que vêm sido desenvolvidos no Brasil e publicados na literatura científica. O material de análise foi constituído por 22 publicações, no período entre 2005 a 2015. Para tanto foram consultados periódicos científicos, livros, anais de congressos da Sociedade Brasileira de Fonoaudiologia, além de bases de dados virtuais. Percebeu-se que 59% das intervenções educativas analisadas foram desenvolvidas de maneira pontual, ou seja, conduzidos em até dois encontros e que 63,6% possuíam dinâmica educativa unidirecional, entendido como uma relação verticalizada e autoritária. Quanto ao público-alvo, prevaleceram os agentes comunitários de saúde e escolares, ambos com 27,2% da representação. Os principais conteúdos abordados foram Audiologia Geral e Audiologia Ocupacional, também com 27,2% do universo temático. É imprescindível a estruturação e revisão das formas de desenvolvimento, dinâmicas e estratégias utilizadas, além da construção de mecanismos de controle que permitam a observação de parâmetros como eficiência, eficácia, efetividade, abrangência, acesso e acessibilidade como forma de garantir a qualidade do serviço na perspectiva da promoção da saúde.

Na busca de identificar possíveis contribuições para o campo da saúde coletiva, o artigo analisa os Espaços de Saúde e Cultura realizados nos Fóruns Sociais Mundiais no Brasil. Trata-se de pesquisa qualitativa, de abordagem descritiva, com uso de pesquisa documental, utilizando documentos, relatórios, vídeos e anotações em diário de campo. Os resultados apontam que os Espaços de Saúde e Cultura inovaram ao aproximar diversos atores da saúde coletiva, articulados ao Movimento de Educação Popular em Saúde, trabalhadores da saúde, gestores e movimentos de juventude. A Educação Popular é apontada como referencial político-metodológico da formulação dos espaços, os quais potencializaram a construção de rede multicultural com proposição de novas formas de produzir saúde. Afirma-se o “Espaço Che” como fonte de inspiração para as Tendas Paulo Freire, realizadas em eventos da área, congressos científicos, encontros e seminários.

Thanks in part to the impeachment of President Bill Clinton, the popular reputation of Congress has recently plum meted to perhaps an all-time low.As the Senate deliberated in late January 1999, Jay Leno captured what seemed to be widespread disgust with Capitol Hill. He cracked, “We’ve reached a point where Congress does not affect anyone’s life, so we look at it as entertainment. It’s like the Jerry Springer show, except everyone has a law degree. They can’t fix health care, they can’t fix Social Security, so we look at them to provide a few laughs on a daily basis” (Providence Journal 1999).Leno’s wisecrack adds to a long history of jokes and laments about Congress, which throughout this century has taken far more hits from the public than has the executive branch. To listen only briefly to such criticism is to hear that Congress is inefficient, unresponsive, obstructionist, irresponsible, and undemocratic in its operations. Most often we are told that Congress suffers from two related weaknesses: it rolls over to please powerful interest groups, and it cravenly dreads reprisal from constituents.

The social cleavage theory of parly systems has provided a major framework for the study of Western party systems. It has been quite unimportant in studying other party systems, especially those of developing countries, where comparative development, and not mass electoral politics, has been the focus of study. This article reports the results of an attempt to bridge these traditions by analysing popular support for the Congress Party of India in terms of the expectations of the social cleavage theory of parties. This analysis illustrates the degree to which Indian partisanship conforms to the expectations of the theory. More importantly, this social cleavage theory analysis offers some new perspectives on (1) the inability of the Indian political system to develop national parties other than the Congress and (2) the ‘disaggregation’ of the Congress party.

In 2011 the Colombian Constitutional Court laid the groundwork for gay marriage, ruling it unconstitutional to exclude same-sex couples from the benefits of legal marriage. Instead of extending marriage to same-sex couples, however, the Court’s decision left it to Congress to pass a law regulating such unions. Sharply divided on the issue, Congress failed to act. The then-Inspector General, a conservative Catholic, launched a wide-ranging legal and moral attack on marriage rights for same-sex couples, an attack which lasted until the Constitutional Court in 2016 expressly authorized these weddings. The attack included not only briefs and legal actions but also disciplinary action against public officials that celebrated same-sex weddings. This article seeks to unpack both the subtle and overt ways in which religious homophobia reflects and is reflected in popular culture and argues for a complex understanding of the relationship between homophobia in popular culture, religious definition of homosexuality as sinful, and the recourse to Constitutional Law by advocates for and against same-sex marriage.
