Повний текст джерелаBased on biographical interviews conducted with refugees and inspired by the method of “biographical policy evaluation”, this dissertation examines how young men who fled to France and Germany between 2014 and 2017 reconstruct life in exile. Through the comparison between the case studies different types of “flight dynamics” where distinguished. The research also shows that the logics of reception and integration policies implemented by the two States shape people’s experiences at different stages of their life course after the flight : when entering the category of “asylum seeker”, during the asylum application and after obtaining “refugee” status. However, the study also highlights that the possibilities of reconstructing life in exile do not only depend on the objective living situations of the refugees in the two countries. Subjective interpretations of exile, either as a rupture of a successful life or as a biographical opportunity, also affect refugees’ courses of action

Повний текст джерелаThroughout this thesis, our interest will be drawn to the evolution of the migration system between Latin America and Spain from the end of the 19th century until the economic crisis that took place in 2008. Our starting hypothesis is that the latter makes us reconsider the theory of the « cultural proximity » according to which the language, cultural and religious communities with the Spanish, would make the integration of the Latin-Americans easier than the other migrant communities. After the migration boom in the 2000’s, the crisis figures seem to reveal a change of migration cycle as well as a recomposition of the migratory flows on the basis of an ongoing « Dis-Latin-Americanization» process. What about the real facts ? Is that process irreversible ? We are going to answer these questions by studying the way Latin-Americans are affected by that crisis in two Autonomous Communities, the migratory traditions of which are different : Aragon and Catalonia

Повний текст джерелаThis dissertation explores the links between transnational mobilities and experiences ofsubjectivation of Bulgarian Roma migrants whose daily life is both in Bulgaria andFrance. Reflection is conducted on the relationship between a population and nationstatesin different contexts, by observing the specific policy addressing these Romaperceived as inherently different and problematics. This work is based on a translocaland multi-scale ethnography to capture the linkages between micro and macro levels inthe construction of a public and political issue (the “Roma issue”), as in the experiencesof migrants. First, two specific policy measures put in place in a French locality wereobserved with a long term follow-up and analyzed in a historitical, political andethnographic approach. In addition, several families of Bulgarian Roma migrants livingin squats were followed in their transnational experiences. By putting in perspectivelocal policy towards these migrants, their relationship to State and their migrationdynamics, this thesis contributes both to political anthropology and anthropology ofmobility. In their daily life, these Roma manage to go beyond their enrolment inpolicies ranging from exclusion and assimilation in France as in Bulgaria: they play onthe geographic, social and identity boundaries in order to reinvent itself. Focusing onthe Roma as actors raises questions about their processes of subjectivation. The latterare understood as the ways in which subjects are “made” in action both on themselvesand others within relations of power and domination. This research therefore provides acontribution to the anthropology of the subject

Повний текст джерелаAlthough research into immigrant integration policies abounds, the concrete practice of implementing immigrant integration policies, especially those targeting migrant women, remains an understudied domain in social sciences. Comparative research in particular tends to concentrate on the national level of analysis and the normative and discursive dimensions of integration policies. This research adopts an alternative approach based on ethnographic field research conducted in a “neighbourhood center” in both Paris and Helsinki over a four-year-period. Such centres are in both countries public institutions where participative social policies are put in practice. In doing so, the research examines empirically the official discourse on integration policies targeting migrant women by looking at situated actors and practices. Despite the similar normative foundations of French and Finnish policies – namely the objective of facilitating the passage of migrant women from a situation of marginality to that of full citizenship, at the local level important variation exists. This esearch develops the notion of bonding work (travail d’attachment), using it to analyse the ordinary practices of solidifying the citizenship bond of migrant women. This finding on the importance of bonding work in the context of every-day interactions between state agents and migrants at the neighbourhood centre draws attention simultaneously to the rituals through which state agents aspire to strengthen migrant womens’ citizenship bond, as well as to the tactics through which migrant women themselves pursue their attachment to the national community. The comparative design of this research is important because it allows for the identification of general mechanisms of such attachment work while also tapping into the cross-national variation in principles and practices related to womens’ citizenship. Such variation is aligned with the ethnics of care in Finland and with the ethics of justice in France. At a more general level, this research develops conceptual tools for analysing contemporary social policies targeting marginalized social groups, policies that are increasingly driven by the notion of attachment and the emotional experience of equality

Повний текст джерелаSince the early eighties, local politicians have started to claim their competencies to solve the « problem » of « integration ». Activists in favour of migrants and some national organisations have acted to make that “problem” a top priority on the political agenda. With new mayors elected in Lyon, Nantes and Strasbourg in 1989, cities have been clearly determined to increase their competencies on this topic in front of the State. This process was also noticeable at the European level in network of cities even if French cities stressed out the specific French philosophy of integration. In the 2000s, the setting up of units dedicated to “integration” reveals how local policies on “integration” have started to be institutionalised. However, the rising issue of the fight against discrimination has provoked the disappearance of an active local policy to solve the socio-economic issues migrants and ethnic minorities are facing. Our analysis reveals how politics do matter in policies and how the European level is seen as an opportunity to criticize the supremacy of the State. Last but not least, whereas France is described to be blind to ethnic communities, we stress out how city actions are laying down ethnicity to determine who is a « foreigner »

Повний текст джерелаThe objective of this research is to evaluate the integration of ICT in Palestinian universities for foreign language teaching: the case of RUFO and QIF projects. By adopting a constructivist theoretical approach, this study is conducted on three levels: micro (teachers and students), meso (on line courses) and macro (policy of the university and the Ministry of Education).The research is based on a qualitative and comprehensive methodology. A content analysis was applied to the triple collected data (interviews, excerpts from on line courses, official excerpts) The findings show that current teaching practices have not evolved as a result of the integration of ICT; the use of this new modality has amplified the existing traditional and directive practices; sometimes it has moved them backward. The main conclusion is that it is not possible to innovate without changing the educational paradigm and shifting from a teaching-centered model to a learning- centered one. Development of higher education requires the implementation of: a complex and cooperative educative engineering, a bidirectional and transversal management process of the innovation, and a training-coaching at all levels

Повний текст джерелаIn France, work-family policies rely mainly on the development of formal childcare. Yet grandparents still have an important role in the daily arrangements of families. How can this involvement of grandparents be explained? By allying the contributions of the sociology of the family and the studies on work-family reconciliation, and based on the combination of qualitative and quantitative methods, this thesis examines to what extent the efforts of parents to articulate professional time and family aspirations are often stopgap solutions made on a daily basis. The use of grandparental childcare is a case study for such analysis.This thesis focuses on two logics. First, while there is a norm of what is good grandparenting that determines the way grandparents should get involved in childcare, it originates from the upper-classes and is not homogeneously internalized in all social categories. Parents' educational strategies and expectations regarding grandparents differ according to their social background. Second, professional, family and institutional contexts act as constraints and opportunities that influence parents' daily arrangements and lead them to modify their educational strategies as to the degree and forms of grandparents' involvement. The analysis of the articulation of these logics makes it possible to identify four types of use of grandparents for the care of young children: temporary fix care, routine care, intensive care and leisure care. This thesis also shows how grandparent involvement affects child development. It invites us to consider grandparental childcare as a broad set of practices through which inequalities can be transmitted

Повний текст джерелаThe revolutions of Eastern induced fragmentation of States were accompanied internally by a revival of ethnic parties, which is not without its problems in political democracy. Transitions and even more democratic consolidation are emerging a double phenomenon of interaction between actors and the system in search of a new equilibrium. Ethnic parties then politicize the system opens the ethnic actor. We are witnessing an evolutionary adjustment of the system to the new situation. The system opens to the new demands ethnic ways and to different degrees: between legalization and tolerance. Side actors, are gradually returning ethnic parties in the political game, in different ways and to different degrees. In our problem the field deploy interactive relationships between multi-level actors (parties-States) and in the various fields (political, societal and legal). Their connections are crossed between the State and international space, public and civil, political and social, with host countries or origin, but also the third States. They are separatist ambitions or simply political lobbies. We tried to highlight the main aspects of the complexity of the ethnic issue in young democracies political '' in consolidation ''. The ethnic problem of CEEC can help us to complete updating some general visions of political science? The actors involved are invited to avoid the pitfalls of nationalism perceived as '' petty '' or '' chaotic '' while serving the cause of a more flexible policy integration to the ‘‘democratic peace’’

Повний текст джерелаABSTRACT : With the ending of the Second World War, the refugee problem became an international issue. Several million people, which are called the Displaced Persons (DPs), are without shelter and should receive immediate help to survive. Although the majority of DPs will return to their home country, there are still hundreds of thousands of refugees in 1948. The only practical solution to solve this problem is the migration of refugees out of Europe. The Americans have played a crucial role by agreeing to receive 415,000 DP between 1948 and 1952 through the Displaced Persons Act (DP Act) of 1948 and its amendments in 1950 and 1951. After heated discussions between the restrictionnists and those who advocate the liberalization of immigration laws, the Displaced Persons Act was voted with great reluctance and signed, June 25, 1948, by President Harry S. Truman. This law provides for the arrival of 202,000 DPs in two years, but it contains measures deemed discriminatory to certain ethnic groups. In order to improve the DP Act, Congress conducted research on the situation of refugees still in camps in 1949 while studying the impact of the DPs arrival in the United States from 1948 to 1950. This study was submitted as a report, the Displaced Persons and Their Resettlement in the United States, January 20th, 1950. This thesis proposes a thorough analysis of this report to demonstrate how the study helped the decision-making process of the U.S. Congress that led to the acceptance of a larger number of DP’s while also laying the basis for a settlement policy with regard to refugees.
