AbstractWhile no stranger to new political parties, Slovenia’s party system became much more unstable after 2008 with the constant arrival of electorally very successful parties. Further, while the citizens’ satisfaction with democracy and trust in political institutions has never reached the heights seen in Western Europe, the crisis years saw them drop to historical lows. In these circumstances, one may expect successful new parties to assure greater responsiveness, or a balance between responsible and responsive politics, and to bring improvements to citizens’ opinion on their satisfaction with democracy and trust in political institutions. In addition, new parties are usually more prone to democratic innovations, which can be associated with the popular idea of introducing stronger intra-party democracy in their internal functioning. The analysis shows that in 2014 Slovenia experienced both the nadir of public opinion on democracy and the political system, and the most electorally successful new party. Nevertheless, improvements in satisfaction with democracy and the political system only slowly emerged after 2014, to a considerable extent coinciding with the return to economic prosperity, while even these improvements left enough room for yet another successful new party at the 2018 elections. Concerning innovations in intra-party democracy, we are only able to identify some smaller democratic innovations. Given this, it seems that the new parties themselves have had a relatively limited impact on democracy in Slovenia.

When Green parties emerged in the 1970s and 1980s, their political project included a strong commitment to a new type of internal party organization, giving power to the ‘grass roots’. With Green parties having become well established in most West European party systems, has the vision of ‘grass-roots democracy’ survived the party foundation stage? What drives the ongoing or waning commitment to grass-roots democracy? Analysing party membership survey data from 15 parties collected in the early 2000s when many Green parties had for the first time become involved in national government, we find that it is the social movement oriented, pacifist, left-wing membership that is most committed to grass-roots democracy. It is the current involvement in social movements rather than past activity that is most important. Support for grass-roots democracy is also stronger in ‘Latin Europe’ and Greece but weaker in parties which have become established in parliament and government.

AbstractDuring the economic crisis, the radical left, especially in countries of the European South, continued its course from marginality to mainstream while social democracy found itself trapped in its previous strategic orientations. This article examines the two political families in a relational and comparative perspective, focusing on the interaction of social democratic and radical left parties that evolved in a series of national cases (Greece, Portugal, Spain and France) and in particular within the political and electoral cycle of 2015–17. The ideological, programmatic and strategic responses of these parties to the critical juncture of the crisis, which mark a convergence or deviation in the paths of the two ‘enemy brothers', shed light on their political and ideological mutations, transformations and/or adaptations.

FOR SOME YEARS NOW, WESTERN ACADEMICS AND POLICY-MAKERS HAVE embraced the cause of democratic reform in Central and Eastern Europe. To take but one well-known example, President Clinton in the 1994 State of the Union Address cited the absence of war among democracies as a reason for promotion of democracy around the world. Assistance to former Warsaw Pact and newly independent states has been made conditional to varying degrees on the acceptance of democratic change. The Organization for Security and Cooperation in Europe, the European Union, the United States Agency for International Development and associated non-governmental organizations have unleashed armies of promoters of democracy throughout the region to: observe elections; monitor human rights; draft new constitutions and laws defending civil and political rights; train judges and police personnel; and organize and assist political parties, media and non-governmental pressure groups. In short, they have sought to transplant the fabric of civil society and democratic institutions. These armies have landed on terrain often quite foreign to them and have often displayed little sensitivity to the social, economic and political context in which they are operating. This may have contributed to results other than those intended.

This article reviews three strands in the scholarship on the populist radical right (PRR). It covers both political parties and extra-parliamentary mobilization in contemporary European democracies. After definitional issues and case selection, the authors first discuss demand-side approaches to the fortunes of the PRR. Subsequently, supply-side approaches are assessed, namely political opportunity explanations and internal supply-side factors, referring to leadership, organization and ideological positioning. Third, research on the consequences of the emergence and rise of these parties and movements is examined: do they constitute a corrective or a threat to democracy? The authors discuss the growing literature on the impact on established parties’ policies, the policies themselves, and citizens’ behaviour. The review concludes with future directions for theorizing and research.

The paper re-assesses the relation between the economic crisis and the rise of populist parties in the South of Europe. It argues that the former did not cause the latter directly, but rather played out as a catalyst of previously existing trends, i.e. the erosion of party democracy and the disintermediation of Western societies. It combines several theoretical approaches to advance an explanatory model that replaces the relation between crisis and populism – conceived of as political, performative and discursively mediated – within its structural pre-conditions. By doing so, it aims at providing a synthetic and steady explanation of the contemporary rise of populism in Southern Europe and beyond.

This article presents electoral developments and mobilization issues of the extreme right political parties between 1993 and 2016. It analyzes the changes in the extreme right discourses and framing strategies in relation to their electoral results. We argue that during the transition to democracy in the 1990s and partially later in the 2000s, the extreme right parties were predominantly focusing on the issues related to national sovereignty and were successful mostly in the context of hostility against groups that could potentially threaten this independence, while their electoral achievements were affected mainly by their internal party stability. In the late 2000s, the extreme right has, however, begun to adopt a strategy that has bridged nationalist, populist and xenophobic discourses, with stronger success during the economic and refugee crises in Europe.

The article discusses the economic, political and cultural factors which led to the transformation among the parties and in the Italian democracy. The sudden outbreak of the crisis in 1992 is described as a conjunction of external and internal crisis factors. International adjustment constraints, economical missmanagement, the inefficiency of the central govemments, social and political movements in Northern and Southern Italy, as well as the resolute action of judges and public prosecutors against the corrupt political elite, finally made the historical break with the traditional conditions in Italian politics possible. But only in Southem Italy the political caesura was accompanied by social transformations. Finally, this continuity of social conditions explains the rise of Berlusconi.

"The paper aims to shed light on the particularities of two national liberation movements - turned political parties and how they embraced their new role after the liberation struggle had ended and majority rule had been obtained. South Africa’s ANC and Zimbabwe’s ZANU-PF are analyzed in an attempt to ultimately underline why democracy was approached distinctively by the too. We also bring some arguments as to why South Africa failed to stop ZANU-PF’s descent into autocracy, amidst internal and international pressures to intervene. After a short historical background of the two NLMs, we discuss the links between them, the particular political and social conditions which shaped their behaviours and the commonalities and differences in said behaviours. We argue that, as long as the democratic principles identified with ZANU-PF’s struggle for the empowerment of a new elite, the former were pursued; when the two no longer overlapped, stronghold politics and policies took primacy. We also argue that faced with similar contestation as ZANU-PF, the ANC might chose to sacrifice democracy for the sake of regime survival. The first democratically elected social democratic government in Europe, it confronted the inevitable tensions between market principles and socialist ideals. The activities of the Ukrainian Social Democratic Party (USDP), founded in 1899, in the second half of the 1930s are highlighted. This party tried to combine the national idea and Marxism, took an active part in political life in Western Ukraine (until September 1939). The USDP used parliamentary methods for the creation of an independent Ukrainian socialist state, opposed the Ukrainian nationalist underground, and had a relationship with Polish and Jewish socialists. Since 1935, for the third time in the pre-war decade, the party has been a participant in the consolidation process of legal Ukrainian parties of national-state movements in Poland, which have periodically emerged under the influence of a number of internal and external factors. On the eve of the Second World War, the crisis of democratic forces, the rise of authoritarianism in various forms across Europe negatively affected the public influence of the USDP, as well as Social Democracy in general in the Second Polish Republic.

The contemporary political theory envisages the Spanish transition from authoritarianism to a modern multiparty political system as an important landmark and one of the most successful examples of the ‘third wave’ of the process of global democratization. Commenced in Southern Europe, the transition towards the democratic rule has affected Latin America, South Africa and a number of Asian countries and then went further to the majority of Central and Eastern European states. The political reforms and regime change became possible due to the ‘national reconciliation’, a series of compromises negotiated between the government and the leaders of the top political parties. This mechanism ensured a gradual peaceful process of political changes and their successful constitutional legitimization, as well as their implementation in the legislature. However, the transition towards a competitive multiparty democracy won’t cover the reconciliation of ideologies, neither did it consider a common moral and political assessment of the past. Both veterans of the Civil War of 1936 – 1939 and victims of the Franco’s dictatorship were completely rehabilitated only 30 years after the political transformation have been launched.

Transitions to multiparty politics occurred throughout Sub-Saharan Africa with remarkable speed in the early 1990s, linking the region to the broader ‘third wave of democratisation’ which, from 1974, progressively marked many areas of southern Europe, Latin America and post-communist Europe. Unlike most earlier cases of political reform, however, the changes in Sub-Saharan Africa demonstrated a strong external orientation. A unique combination of donor pressure, internal opposition and ‘snowballing’ led regimes to rapidly introduce multiparty politics regardless of whether ruling elites in fact supported democratisation. The particular constraints surrounding these transitions place much of Sub-Saharan Africa at high risk of civil violence. Drawing on the cases of Cameroon, Rwanda and Kenya, this article argues that, during transitional periods, the greater the conflict between ruling elites and opposition forces, and the greater the pressure which regimes face to proceed with reform, the greater the likelihood that states will sponsor ‘informal repression’, covert violations by third parties, to regain political control.

The European Union undergoes several qualitative transformations. Today it faces major demographic changes, the distance between the EU and national states is growing because of Brexit and high rates of immigration to Europe. The configuration of mainstream parties is also transforming in an unpredictable way. All these processes bring the phenomenon of right-wing populism to the forefront of political life of the European Union. This phenomenon was an answer both to internal andexternal challenges. The aim of the article is to identify the components of right-wing populism using the examples of some memberstates, to show its threats and risks, as well as ways to minimize the impact of this phenomenon on all aspects of the EU life. To achieve this goal, party programs (primarily right-wing populist ones), national and European elections data, materials from the Eurobarometer and other public opinion services, speeches and interviews of leading politicians, and other materials are used. The methodological approach is based on the principles of interdisciplinarity. The authors used comparative-typological, functional and structural methods. The problems of immigration and Islamophobia in the EU are explained with the help of the civilizational concept of A.J. Toynbee. The structure of the article provides the study of the phenomenon of right-wing populism through such indicators as separation of elites from the population (including European democracy and lack of democracy), immigration (and Islamophobia), as well as the EU identity. The article provides a detailed analysis of the member- state cases including the United Kingdom, Austria, Germany, Italy, France, Sweden, the countries of Eastern Europe and others. The authors conclude that right-wing populism has dual nature, its significance in individual countries of the European Union increases, and it is deeply integrated into the party and parliamentary mechanism of European democracies.

Ethiopia People Revolutionary Democratic Front (EPRD) is a political party in charge of government power since 1991. EPRDF is established in 1989 out of Rebel group to party transformation with the view to oust the military government called Derg. It is a coalition of four parties political organization i.e. Tigray People Liberation Front (TPLF)- which is an architect of EPRDF, Amhara National Democratic Movements (ANDM) in 1980, Oromo People Liberation Organization (OPDO ) and Southern Ethiopian People Democratic Movement ( SEPDM) However, in spite of the nominally coalition structure of the EPRDF, from the beginning the TPLF provided the leadership and ideological direction to other members of the coalition. To maintain the dominant position within the coalition the TPLF has transferred its rebel time internal governance network that focuses on traditional Marxist Leninist organizational lines, with an emphasis on “democratic centralism”; and a tradition of hierarchically organizational structure to the newly established political organization i.e. EPRDF. Consequently, the EPRDF intraparty network and governance system is dominated by the use of ML (Marxist-Leninist) authoritarian methods and hegemonic control, rigid hierarchical leadership; Democratic centralism, the dominance of the party apparatus behind the façade of regional and local autonomy, an extensive patron-client mechanisms; the use of force to silence opposition within and outside the party; intertwined State institutions and the party system and excessive reliance on party entity instead of state administration units; and gim gema (self-evaluation) are worth mentioning. These intraparty network and governance system have severely limited genuine democratization within the party as well as hampered the democratization process in the country. The party is facing increasing pressure and challenge from within the party and the public at large demanding equal status and fair political economic representation. In effect, EPRDF is in deep crisis shattered by internal divisions, crises as well as external public pressure forcing the party to entertain democratic principles and culture. Hence, it is recommended that the organizational structure and the values and principles governing the organization should be revisited within the framework of democracy which allows adaptability and flexibility given the various change agents in the socio-cultural, economic, political environment.

The Neoliberal Landscape is a collection of nine essays exploring the economic, political, social, and historical dynamics behind the rise of Islamic political parties in the Middle East, particularly the Justice and Development Party (Adalet ve Kalkınma Partisi, AKP) in Turkey. For scholars studying Turkey and the wider Middle East, understanding the rise of the AKP as well as its internal and external undercurrents has been a challenge. On the one hand, its founding leaders marketed their party as a democratic Islamic party, similar to Christian Democrats in Europe, and claimed to focus their efforts on democratizing Turkey by limiting the military and Kemalist hegemony. To this end, they formed alliances with the liberals and the liberal-left as well as the outward oriented business groups, and used the support of the European Union and the United States as leverage to increase their legitimacy. The AKP's strong neoliberal stance in economic policy also allowed it to win over domestic and international capital to its side. The changing times in global politics were also in the AKP's favor, coinciding with the post-9/11 period when the United States and its allies were desperate to find a liberal and democratic Muslim country with a market economy that they could use as a showcase. The AKP project, however, proved to be short-lived as it has increasingly become authoritarian at home, bordering on neo-fascist, and confrontational abroad. In fact, many analysts have suggested that what Turkey is experiencing is nothing short of a regime change, moving the country from a secular republic, albeit a semi-democratic one, to a neo-fascist one-party state with some Islamic flavor, ruled by a strong-man with no pretense of democracy. In fact, since the 7 June 2015 elections, the country has moved to a de facto presidential system, even without constitutional change.

Over the summer month of August 2008, Georgia launched a large-scale military offensive against South Ossetia in an attempt of reconquering the territory. Four years later, on October 1, 2012, Georgia is holding its first Parliamentary Elections after the conflict that caused so much harm. The Parliamentary Elections constitute the 7th legislative elections held since Georgia’s independence from the Soviet Union in 1991. It is however the first time for Georgia to elect an alternative party from the ruling party solely based on principle of democratic vote. The article examines the almost ten years of President Saakashvili’s Administration. During this decade, Saakashvili’s United National Movement government realized many positive works. Works like the successful reform of police forces and the determined force-back of corruption. These liberating works were all eagerly welcomed by Europe and other western nations. However, in the apparent loss of sense of reality towards the end of its reign, Georgia’s United National Movement government turned to dictating and ordering as a main style of governing. This in turn pushed citizens away from Saakashvili’s politics into voting for the opposition. Unforeseen by even the most experienced Southern Caucasus and Georgia experts, Georgia’s 2012 Parliamentary Elections gave way to the opposition coalition Georgian Dream to sweep to victory, leaving President Saakashvili to ceded defeat. Despite President Saakashvili’s statement that he would go into opposition there has not been a complete paradigm shift in Georgia’s domestic politics. With the Georgian Dream’s failure to gain a constitutional majority and questions over the ideological compatibility of the coalition – along with the fact that United National Movement still has the greatest representation in Parliament relative to the other parties, Saakashvili and his supporters keep hold to substantial political leverage. Also, Saakashvili will remain President until the October 2013 election. His opponent, Prime Minister Ivanishvili is expected to manifest himself, bringing in a less contentious, more pragmatic approach to relations with the country’s giant neighbour to the north. Overall, it can be said that Georgia’s unrivalled ballot-box transfer of power elevated the country to a category fundamentally higher in terms of democratic development than virtually all other post-Soviet states. This has been the more remarkable even since Georgia had been widely cited as an example case of a failed state, with a destroyed infrastructure and economy, dysfunctional state institutions and something approaching anarchy as its governance model. The impact of the ongoing reform of Georgia’s constitution and electoral law has lead to major shifts in Georgia’s political landscape. However, opinions vary as to whether the farsighted amendments made to the Georgian constitution on the initiative of the United National Movement are a genuine attempt to improve the country’s system of governance or that they rather are an effort by the incumbent president to cling on to power. The adoption of the amendments and the timing of their entry into force strongly suggest that the latter might be the case. Meanwhile, as a result of the changes to the Georgian constitution, a system of dual power has come in place. These and other factors suggest that Georgia’s political landscape is set to become more predictable. The article examines the degree to which this can be held true. In the streets of Tbilisi, hundred days into the reign of the new government, there is an air of optimism amongst the people. This holds especially true when it comes to youth. The hope is that the Georgian Dream becomes a Georgian reality. The disappointment otherwise might be shattering. In spring 2013, the new leadership offers new opportunities for Georgia. It can improve its democratic system and economic growth and establish a dialogue with Russia and the breakaway districts of Abkhazia and South Ossetia. This would alleviate the frozen conflict and tense security dilemma’ on the Administrative Boundary Lines. Yet, if the transition of power does not go well, there will be prolonged power struggles that could cripple the policy making and cast Georgia back to pre-Saakashvili times. The article addresses the overall question whether the smooth transfer of power Georgia achieved after October’s election sets a standard for democracy in the region depending on whether the new government can strengthen the independence and accountability of state institutions in what remains a fragile, even potentially explosive political climate. The victory of the Georgian Dream Coalition over the United National Movement has brought pluralism into Georgian policymaking. However this political pluralism also includes that awkward dual powers; Georgia’s good cop and bad cop.

In most parts of the world, the political processes have arisen out of social matrix. Tribes, clans, castes, classes have existed around a social organization. Economy, polity, religion, family and kinship networks have operated under a social framework. When Aristotle said that man is a political animal he had in mind the social element. In ancient Greece the political and the social were interdependent. F.D. Coulanges in his study of ancient cities noted that in Greek city states, the political activities of free citizens (who excluded women and slaves) were associated with social and religious duties and obligations. The people who gathered at the public forum participated in city cults which honoured their ancestors and deities and subsequently engaged themselves in political discussion. The Roman cities also had similar cuts which were led by the senators in the presence of citizens. The modern states have treated political work as a formal process which is independent of other factors. At present, the direct participation of people in politics has become a thing of the past. The domestic element has almost vanished due to the rise of representative democracy. J. Habermas has stated that in the post – 17th century Europe the public sphere has disappeared, because the direct participation of people in the city councils has mostly disappeared. Harold Laski, the British thinker, has observed in a cryptic way the today public opinion is neither public nor opinion. In other words, politicians have taken over the functions of public who previously expressed their opinion freely. The Indian society has not only been multi-ethnic but also multi-religious. Indian religions are pantheistic in which the nature is seen as a manifestation of divinity. By contrast of the monotheistic religions of West Asia the divinity was withdrawn from nature and made transcendental. In the Pre-Christian era (at the time of the rise of Jainism and Budhism) there were numerous small-scale republics in the North. We find references to them in the Budhist Jatak tales (composed both Pali and Sanskrit). In 3rd century B.C. Alexander reached the borders of India; this even gave rise to a socio-political ferment. Although Alexander abruptly returned to Macedonia, Chanakya (also known as Kautilya) used the threat of Greek invasion to mobilize the people towards building a central state. He inspired Chandragupta (a warrior) to establish the Mauryan state in eastern India. Thereafter, many such states came up in different parts of India. In spite of their aggressive or despotic tendencies, these large states brought about social stability. By decree they protected the many ethnic groups which were getting absorbed into the caste system. Although the caste system was hierarchic, yet it was based on reciprocal ties. Besides, they laid the foundations for socio-economic development. In the southern peninsula the village councils known as panchayats became highly effective in the rural areas. These panchayats controlled land, fostered community participation in the village affairs and punished the wrong-doers. The southern kings never disturbed their autonomy. In the north also the village panchayat flourished till the 10th century. In the wake of British rule (17th century) these village councils declined. Radhakamal Mukerjee, the Indian sociologist, described them as “democracies of the East”. Although many Indians are not educated, they have exercised intelligence in choosing their representative for assembly and parliament. This is largely due to the legacy of the panchayats. The Indian political systems have been traditionally guided by two types of juridical texts. I. The dharmashastras (composed by Manu and others). II. The nitishastras (such as Kautilya’s Arthashastra, Shukra’s Nitisara and Bhisma’s address to the princes in Mahabharata which is known as Shantiparva). The texts of the first type laid down rules for conducting cacred duties, codes of conduct, punishment for transgression. The texts of the second type deal with more mundane matters related to agriculture, irrigation, imports and exports and military organization. It is here that Indian secularism originated. In other words, the rulers protected both sacred and secular pursuits of their subjects. The Indian rulers (Hindu, Budhists and Jaina) followed the same texts in administering justice, conducting warfare against the invaders and maintaining internal peace. Further, the two ancient systems of Indian philosophy – Vaisheshika and Samkhya were highly ratiocinative. They laid the foundations for developments in Indian science. Alburini, the Persian scholar, described in detail India’s developments in science, mathematics and astronomy in the 10th century AD. This clearly shows that Indian religions have not opposed science which is a secular activity. The Indian constitution (1951) has not seen any contradiction between religion and secularism. Both types of activities are legitimate in India. All people of India have freedom of worship; only condition is that one religious group should not interfere in the religious life of another group. Recognition of regional features, outlining of the contours of regions, tendency to regionalize ethnic, economic, cultural and state-administrative space, and strengthening the ideology of regionalism in the Federal Republic of Yugoslavia, that is Serbia and Montenegro, appear as a practical and political but also as a theoretical problem which includes and combines several scientific disciplines. The phenomenon of regionalism is not contradictory although it is primarily expressed through the numerous conflicts of interests rivalry and antagonisms of political subjects. The problematic side of the phenomenon of regionalism includes the result of an extremely negative and existentially tragic experience of the several years-long disintegration of the complex Yugoslav state. During the partition and disintegration of the second Yugoslavia, there also happened the disintegration of the Serbian ethnic area Growth, support and instigation of regional tendencies occurred in the historical circumstances of secession and did not stop in the post-secession period. Particularization and segmentation of political area, as well as the disintegration of the former state, did not occur in accordance with the norms of internal and international law. Legality was late and was achieved within the transformation of power reflected in the changed territorial policy of the dominant alliance of great powers. The entire past decade was characterized by an extraordinary metamorphosis of political space. Secession trend had the territorial features which included the change of borders and had been long in the focus of the global geopolitical attention. Territories were divided and made smaller. Intensive territorial dynamics within the external silhouette of the de-stated SFR of Yugoslavia resulted in the creation of several state and quasi-state political formations. Former republics became semi-sovereign states. Dispersed and displaced Serbian ethnos was configured in the three territories: in the Republic of Serbia - from which Kosovo and Metohia were amputated and placed under the UN protectorate - in the entire Republic of Montenegro and in the Republic Srpska, located in one part of the former Bosnia and Herzegovina. Demopolitical result of the geopolitical destruction of the Serbian ethnos was a great movement of the Serbian population from the west to the east, and its concentration in the territory of the Republic of Serbia this implied that the Serbs were expelled from their millennia-long abodes in Croatia, parts of Bosnia and from Kosmet. The geo-economic result of the same process was the devastation of the national economic strength west of the Drina and in the southern province. Economic regression occurred also in the national parent-land state. Balkan re-arrangement of the spheres of interest in the post-bipolar period was in 1995. fixed by the interest arrangement of the great powers known under the name Dayton Peace Agreement. Redistribution of the territories from the destroyed state occurred in the post-communist period with the expansion of west-civilization structures to the European east Westernization of the eastern part of Europe, or entire Europe as the other pole of the global West, could be characterized as a dual mega-regionality. Namely, the west is composed of Europe and America; on the other side, there is the global East or its hybrid variation Eurasia. With the disappearance of their common state and its framework, south Slavs found themselves in the seemingly independent, and actually client states. Western delimitation of the south Slavic area moved from the Yugoslav borders towards a wider Balkan demarcation. One could say that the revitalized notion of the Balkans became a new, in many aspects obligatory framework for regional thinking. The Balkan macroregion is further determined by the intentions to expand the European Union. One of the Euro-centric concepts, which is being experimentally employed precisely in the Balkans, is the establishment of the so-called Europe of regions in the peripheral areas. On the other hand, even though the process of the disintegration of the Yugoslav Federation appears to be irreversible, the superordinate Euro-American factor does not give up the possibility of the mezzo-regional initiatives, cooperations, associations and integrations. This "middle" level of dealing with the specificities of the Yugoslav region is related to the states and nations from the former Yugoslavia, or the so-called West Balkans. Naturally, it is not the tendency to revive the silhouette of the previous state, but certainly there is a noticeable intention to achieve a regional linking of the related, now semi-sovereign territories which sometimes belonged to the same state framework. The fourth level deals with microregionalism, that is the relation between the different areas in the newly-created states. It is interesting that the regionalist discourse is mostly cherished exactly in the ethno-heterogeneous Serbian area, although other Yugoslav states also have or had regional tradition and mixed population, like, for example, Slovenia and Croatia Nevertheless, these former Yugo-republics are structured as mono-national states, so the regional policy and ideology of regionalism are still not in the first plane. Regionalism within the newly-formed states could be supplemented with the micron level implying specific sub-regionalism of the highest degree, within the larger regions in the same state. This could be illustrated with Backa, Banat and Srem inside Vojvodina, understood as the northern Serbian region, or Kosovo and Metohia in the south of Serbia, in the province with the same name. In the part of Serbia outside the provinces, similar things could be said for Belgrade with its surroundings, Macva, Podrinje, Sumadija, Raska District etc. Thus, when it comes to the present FR of Yugoslavia, all five levels of regional dynamics have a principled, but insufficiently studied significance. Mega-regional level is related to the mark denoting the global belonging to the West. Macroregional level deals with the European loyalty, that is inclusion of the FR of Yugoslavia into the continental European trends. This trans-continental and continental direction of inclusion implies a historical teleology of the relative eastern belonging to the absolute West, that is Euro-America, and the entrance into the full structure of the European Union. All the mentioned problems of recognition and characterization of the regional phenomenology in the political topography of the world are motivated by the tendency to achieve as clear as possible spatial-temporal national and state orientation The direction is related to the so-called safety dilemma of the nation and the country faced with the change of size and essence of one's own state, with the different geopolitical position and redefined foreign-policy priorities. It is also the case of the changed alliance policy, and the innovated strategy of integration into the old and new global and regional political structures. On the basis of the indicated components of geopolitical context, one could say that the phenomenon of regions and their cognate correlates {regionally regionalization and regionalism) should not be understood exclusively through the legal categories of international law and the so-called constitutional solutions, that is administrative division of the state territory. Actually in the analysis of regions and regionalism in Serbia and the FR of Yugoslavia it is necessary first to discuss the pre-normative or meta-le-gal factors in the creation of the regional issue within the national and state issue, which have the form of the unsolved political problem. Meta-legality is located within the domain of the international relations and geopolitic. Meta-legal or pre-normative factors of the formation or recognition of regions and regionalisms deal with the possibility of the political constitution of the Serbian, that is Serbian / Montenegrin (still Yugoslav) society. Since the unique state area was destroyed in the four-year secession wars and there occurred significant demopolitical changes, war migrations, forceful displacements and expulsion of the population - the ethnic character of many areas was also drastically changed. At the same time, the post-secession existence of the FR of Yugoslavia could be also viewed through the optics of the state residuum. The remaining Serbia or Serbia (temporarily) without Kosovo is certainly not an equivalent for the Serbian ethnic space, nor for the entire Serbian lands. It is not even the FR of Yugoslavia, as a dual con federation of the Serbian / Montenegrin nation. Geopolitical reduction of the SFR of Yugoslavia to a residual creation of the FR of Yugoslavia was not deduced from the legality sui generis, but resulted from a conflict, the defeat of integralism and the victory of separatism, as well as from a new triumphal configuration of power. The impulse implying the statism of the collective rights from the former complex federal necessarily-multinational level was transferred to a lower mononational level. Therefore, the regionalist ideology in the post-secession reality of the residual state almost inevitably, as a tendency, nears the separatory particularism. Even the lost national state and the state entirety are openly denied within the requests for the territorization of the collective rights of various minorities. Naturally these requests do not carry the primary features of the development of democracy. On the contrary, in the majority of cases this implies the rise of parish and tribal consciousness prone to narrow-minded separation. Thus the post-secession requests for the regionalization are often just a slight rhetorical mask for real separatism. For example, they are expressed through the pseudo-national separation of Vojvodina from Serbia, as well as Montenegro from Serbia, or through the establishment of state-like entities in the territorial tissue of Serbia Alleged arguments are found in the unfinished disintegration of the SFR of Yugoslavia on the one hand, and in the prevention of the creation of the so-called Greater Serbia, even within the diminished Serbia That way, even in the post-secession, reduced Serbia one could easily recognize the tendencies of federalization and confederalization, even the amputation of its remaining state space. Additional arguments for the crawling secession and prolonged territorial destruction are found in the ideology of globalization and world trends of relativizing territorial integrity and state sovereignty. On the other hand, the idea about the principled insignificance of borders in Europe without borders, as well as Europe of regions, is emphasized. Thus, it is obvious that the new state and regional delimitations and demarcations are in contradiction with the vision of the trans-statal and trans-national integrity of the European continent. In Serbia itself, me problem of the restructuring of regions is determined by the inherited and unchanged triple division of its territory into the central part and two autonomous provinces in the north and south. Thus every idea for regionalization (expert, party, leader's, NGO and the like) faces the inherited, too narrow constitutional framework and easily slides to the federalization or confederalization of the Republic, and in extreme cases to the independence and sovereignty of ethnic, religious, linguistic and other minorities. Roughly put, the tendencies for territorial separation from the Republic of Serbia still exist in several neuralgic and unstable areas or regions. In Vojvodina, the presented tendencies have the character of a meaningless internal - Serbian autonomy, autonomism, latent separatism. Authentic Serbian autonomy lost its original character long ago and deteriorated into an internal national re-statism. On the other hand, in the furthest south of Serbia, in Kosmet, the UN protectorate is established, but the region is actually occupied and thus the status of the Province is "frozen". In the three municipalities in the south of Serbia, with the relative Albanian majority, Albanian separatism smolders within the platform of the so-called east Kosovo. In the Raska region (Sandzak) there are also strong tendencies for separateness on the religious-ecclesiastical, so-called Bosniac platform, with religious solidarity, and ethnic and territorial unity of all Bosniacs. In the meta-legal or pre-normative situation - which most often denotes political and geopolitical context implying interests, power and force - the inclinations for territorial design are faced with the conflicting ideology of regionalism. Therefore, the constitutional-legal solutions of the former, present and future regions, generated within the self-created legality which does not respect meta-legal, political and geopolitical impulses regardless of how aestheticized and "humanized" they may be - at the end face the practical impossibility of realization.

Abstract For the past decade, populist left- and right-wing parties have been on the rise in Europe. Yet, there are only a few studies on the internal organizational dynamics of these parties. Drawing on a new and unique data from fieldwork observations and interviews with party members from the Alternative for Germany (AfD), this article examines the internal democratic mechanisms in policy formation. The AfD displays a high degree of internal participation – an important but contrasting addition to the comparative research on radical right parties, which fail to sustain a democratic internal organization and consistently adopt mechanisms to centralize power in the leadership. The findings from this field research suggest that populist parties may actually engage in meaningful intra-party democracy and internal deliberative practices to invigorate the connections between citizens and their party representatives.

In the context of recent global economic and political changes, trade unions were forced to find new discursive and organisational strategies, as well as new means of imposing their agendas. However, the form and configurations of protests in Romania have shifted significantly from the workers’ strikes of the 1990s to middle-class protests, often described as being founded on the interests of young people and mainly focusing on the quality of democracy. In this paper we explain the weakness of interaction and the absence of spillover effects between popular protests and trade union mobilization. We demonstrate that, despite the high level of social mobilization Romania witnessed in the period January 2017–July 2018, and arguably since 2012, trade unions and popular protests did not manage to build on each other’s mobilization efforts. Although the mass protests might have positively influenced opportunity structures, trade unions were not able to benefit from them. Therefore, rather than looking at opportunity structures, in this paper we propose to understand the incapacity to join forces through an analysis of the mobilization claims of both parties and of their internal characteristics, such as their participants (by emphasizing the active involvement of young people), and organizational features. We argue that the lack of interaction between protests and unions is to be explained by incompatible mobilization frames: whilst unions also opposed the reform of the justice system, their main focus was the pension system and tax reform – moreover, they addressed issues specifically associated with work; popular protests, on the other hand, mobilized young people almost exclusively around the reform of the justice system.

One of the first challenges faced by new Australian Prime Minister, Kevin Rudd, was what to do with the former government’s controversial citizenship test. While a quick evaluation of the test shows that 93 percent of those who have sat it ‘passed’ (Hoare), most media controversy has focussed less on the validity of such a test than whether questions relating to Australian cricketing legend, Don Bradman, are appropriate (Hawley). While the citizenship test seems nothing more that a crude and populist measure imposed by the former Howard government in its ongoing nationalistic agenda, which included paying schools to raise the Australian flag (“PM Unfurls Flag”), its imposition seems a timely reminder of the challenge of understanding citizenship today. For as the demographic structures around us continue to change, so must our understandings of ‘citizenship’. More importantly, this fluid understanding of citizenship is not limited to academics, and policy-makers, but new technologies, the processes of globalisation including a globalised media, changing demographic patterns including migration, as well as environmental challenges that place pressure on limited resources is altering the citizens understanding of their own role as well as those around them. This paper aims to sketch out a proposed new research agenda that seeks to investigate this fluid and heterogenous nature of citizenship. The focus of the research has so far been Sydney and is enveloped by a broader aim of promoting an increased level of citizen engagement both within formal and informal political structures. I begin by sketching the complex nature of Sydney before presenting some initial research findings. Sydney – A Complex City The so-called ‘emerald city’ of Sydney has been described in many ways: from a ‘global’ city (Fagan, Dowling and Longdale 1) to an ‘angry’ city (Price 16). Sarah Price’s investigative article included research from the University of Western Sydney’s Centre of Culture Research, the Bureau of Crime Statistics and interviews with Tony Grabs, the director of trauma at St Vincent’s Hospital in inner city Darlinghurst. Price found that both injuries from alcohol and drug-related violence had risen dramatically over the last few years and seemed to be driven by increasing frustrations of a city that is perceived to be lacking appropriate infrastructure and rising levels of personal and household debt. Sydney’s famous harbour and postcard landmarks are surrounded by places of controversy and poverty, with residents of very backgrounds living in close proximity: often harmoniously and sometimes less so. According to recent research by Griffith University’s Urban Research Program, the city is becoming increasingly polarised, with the wealthiest enjoying high levels of access to amenities while other sections of the population experiencing increasing deprivation (Frew 7). Sydney is often segmented into different regions: the growth corridors of the western suburbs which include the ‘Aspirational class’; the affluent eastern suburb; the southern beachside suburbs surrounding Cronulla affectionately known by local residents as ‘the Shire’, and so on. This, however, hides that fact that these areas are themselves complex and heterogenous in character (Frew 7). As a result, the many clichés associated with such segments lead to an over simplification of regional characteristics. The ‘growth corridors’ of Western Sydney, for example, have, in recent times, become a focal point of political and social commentary. From the rise of the ‘Aspirational’ voter (Anderson), seen to be a key ‘powerbroker’ in federal and state politics, to growing levels of disenfranchised young people, this region is multifaceted and should not be simplified. These areas often see large-scale, private housing estates; what Brendan Gleeson describes as ‘privatopias’, situated next to rising levels of homelessness (“What’s Driving”): a powerful and concerning image that should not escape our attention. (Chamberlain and Mackenzie pay due attention to the issue in Homeless Careers.) It is also home to a growing immigrant population who often arrive as business migrants and as well as a rising refugee population traumatised by war and displacement (Collins 1). These growth corridors then, seem to simultaneously capture both the ambitions and the fears of Sydney. That is, they are seen as both areas of potential economic boom as well as social stress and potential conflict (Gleeson 89). One way to comprehend the complexity associated with such diversity and change is to reflect on the proximity of the twin suburbs of Macquarie Links and Macquarie Fields situated in Sydney’s south-western suburbs. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Research Agenda: Investigating Citizenship Surpluses and Deficits This changing city has meant that there has also been a change in the way that different groups interact with, and perceive, civic bodies. As noted, my initial research shows that this has led to the emergence of both citizenship surpluses and deficits. Though the concept of a ‘citizen deficits and surpluses’ have not emerged within the broader literature, there is a wide range of literature that discusses how some sections of the population lack of access to democratic processes. There are three broad areas of research that have emerged relevant here: citizenship and young people (see Arvanitakis; Dee); citizenship and globalisation (see Della Porta; Pusey); and citizenship and immigration (see Baldassar et al.; Gow). While a discussion of each of these research areas is beyond the scope of this paper, a regular theme is the emergence of a ‘democratic deficit’ (Chari et al. 422). Dee, for example, looks at how there exist unequal relationships between local and central governments, young people, communities and property developers in relation to space. Dee argues that this shapes social policy in a range of settings and contexts including their relationship with broader civic institutions and understandings of citizenship. Dee finds that claims for land use that involve young people rarely succeed and there is limited, if any, recourse to civic institutions. As such, we see a democratic deficit emerge because the various civic institutions involved fail in meeting their obligations to citizens. In addition, a great deal of work has emerged that investigates attempts to re-engage citizens through mechanisms to promote citizenship education and a more active citizenship which has also been accompanied by government programs with the same goals (See for example the Western Australian government’s ‘Citizenscape’ program ). For example Hahn (231) undertakes a comparative study of civic education in six countries (including Australia) and the policies and practices with respect to citizenship education and how to promote citizen activism. The results are positive, though the research was undertaken before the tumultuous events of the terrorist attacks in New York, the emergence of the ‘war on terror’ and the rise of ‘Muslim-phobia’. A gap rises, however, within the Australian literature when we consider both the fluid and heterogenous nature of citizenship. That is, how do we understand the relationship between these diverse groups living within such proximity to each other overlayed by changing migration patterns, ongoing globalised processes and changing political environments as well as their relations to civic institutions? Further, how does this influence the way individuals perceive their rights, expectations and responsibilities to the state? Given this, I believe that there is a need to understand citizenship as a fluid and heterogenous phenomenon that can be in surplus, deficit, progressive and reactionary. When discussing citizenship I am interested in how people perceive both their rights and responsibilities to civic institutions as well as to the residents around them. A second, obviously related, area of interest is ‘civic engagement’: that is, “the activities of people in the various organisations and associations that make up what scholars call ‘civil society’” (Portney and Leary 4). Before describing these categories in more detail, I would like to briefly outline the methodological processes employed thus far. Much of the research to this point is based on a combination of established literature, my informal discussions with citizen groups and my observations as ‘an activist.’ That is, over the last few years I have worked with a broad cross section of community-based organisations as well as specific individuals that have attempted to confront perceived injustices. I have undertaken this work as both an activist – with organisations such as Aid/Watch and Oxfam Australia – as well as an academic invited to share my research. This work has involved designing and implementing policy and advocacy strategies including media and public education programs. All interactions begin with a detailed discussion of the aims, resources, abilities and knowledge of the groups involved, followed by workshopping campaigning strategies. This has led to the publication of an ‘activist handbook’ titled ‘From Sitting on the Couch to Changing the World’, which is used to both draft the campaign aims as well as design a systematic strategy. (The booklet, which is currently being re-drafted, is published by Oxfam Australia and registered under a creative commons licence. For those interested, copies are available by emailing j.arvanitakis (at) uws.edu.au.) Much research is also sourced from direct feedback given by participants in reviewing the workshops and strategies The aim of tis paper then, is to sketch out the initial findings as well as an agenda for more formalised research. The initial findings have identified the heterogenous nature of citizenship that I have separated into four ‘citizenship spaces.’ The term space is used because these are not stable groupings as many quickly move between the areas identified as both the structures and personal situations change. 1. Marginalisation and Citizenship Deficit The first category is a citizenship deficit brought on by a sense of marginalisation. This is determined by a belief that it is pointless to interact with civic institutions, as the result is always the same: people’s opinions and needs will be ignored. Or in the case of residents from areas such as Macquarie Fields, the relationship with civic institutions, including police, is antagonistic and best avoided (White par. 21). This means that there is no connection between the population and the civic institutions around them – there is no loyalty or belief that efforts to be involved in political and civic processes will be rewarded. Here groups sense that they do not have access to political avenues to be heard, represented or demand change. This is leading to an experience of disconnection from political processes. The result is both a sense of disengagement and disempowerment. One example here emerged in discussions with protesters around the proposed development of the former Australian Defence Industry (ADI) site in St Marys, an outer-western suburb of Sydney. The development, which was largely approved, was for a large-scale housing estate proposed on sensitive bushlands in a locality that resident’s note is under-serviced in terms of public space. (For details of these discussions, see http://www.adisite.org/.) Residents often took the attitude that whatever the desire of the local community, the development would go ahead regardless. Those who worked at information booths during the resident protests informed me that the attitude was one best summarised by: “Why bother, we always get stuffed around any way.” This was confirmed by my own discussions with local residents – even those who joined the resident action group. 2. Privatisation and Citizenship Deficit This citizenship deficit not only applies to the marginalised, however, for there are also much wealthier populations who also appear to experience a deficit that results from a lack of access to civic institutions. This tends to leads to a privatisation of decision-making and withdrawal from the public arena as well as democratic processes. Consequently, the residents in the pockets of wealth may not be acting as citizens but more like consumers – asserting themselves in terms of Castells’s ‘collective consumption’ (par. 25). This citizenship deficit is brought on by ongoing privatisation. That is, there is a belief that civic institutions (including government bodies) are unable or at least unwilling to service the local community. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). Here we see the emergence of ‘Chilout’: Children out of Detention. This was an organisation whose membership was described to me as ‘north shore professionals’, drew heavily on those who believed the forced incarceration of young refugee children was an affront to their values system. 4. Insurgent Citizenship – Empowered and Engaged The final space is the insurgent citizen: that is, the citizen who is both engaged and empowered. This is a term borrowed from South Africa and the USA (Holston 1) – and it should be seen as having two, almost diametrically opposed, sides: progressive and reactionary. This group may not have access to a great deal of financial resources, but has high social capital and both a willingness and ability to engage in political processes. Consequently, there is a sense of empowerment and engagement with civic institutions. There is also a strong push for self-sufficiency – but this is encased in a belief that civic institutions have a responsibility to provide services to the public, and that some services are naturally better provided by the public sector. Despite this, there is often an antagonistic relationship with such institutions. From the progressive perspective, we see ‘activists’ promoting social justice issues (including students, academics, unionists and so on). Organisations such as A Just Australia are strongly supported by various student organisations, unions and other social justice and activist groups. From a reactionary perspective, we see the emergence of groups that take an anti-immigration stance (such as ‘anti-immigration’ groups including Australia First that draw both activists and have an established political party). One way to understand the relationship between these groups is through the engagement/empowered typology below. While a detailed discussion of the limitations of typologies is beyond the scope of this paper, it is important to acknowledge that any typology is a simplification and generalisation of the arguments presented. Likewise, it is unlikely that any typology has the ability to cover all cases and situations. This typology can, however, be used to underscore the relational nature of citizenship. The purpose here is to highlight that there are relationships between the different citizenship spaces and individuals can move between groups and each cluster has significant internal variation. Key here is that this can frame future studies. Conclusion and Next Steps There is little doubt there is a relationship between attitudes to citizenship and the health of a democracy. In Australia, democracy is robust in some ways, but many feel disempowered, disengaged and some feel both – often believing they are remote from the workings of civic institutions. It would appear that for many, interest in the process of (formal) government is at an all-time low as reflected in declining membership of political parties (Jaensch et al. 58). Democracy is not a ‘once for ever’ achievement – it needs to be protected and promoted. To do this, we must ensure that there are avenues for representation for all. This point also highlights one of the fundamental flaws of the aforementioned citizenship test. According to the Department of Immigration and Citizenship, the test is designed to: help migrants integrate and maximise the opportunities available to them in Australia, and enable their full participation in the Australian community as citizens. (par. 4) Those designing the test have assumed that citizenship is both stable and, once achieved, automatically ensures representation. This paper directly challenges these assumptions and offers an alternative research agenda with the ultimate aim of promoting high levels of engagement and empowerment. From the rise of the ‘Aspirational’ voter (Anderson), seen to be a key ‘powerbroker’ in federal and state politics, to growing levels of disenfranchised young people, this region is multifaceted and should not be simplified. These areas often see large-scale, private housing estates; what Brendan Gleeson describes as ‘privatopias’, situated next to rising levels of homelessness (“What’s Driving”): a powerful and concerning image that should not escape our attention. (Chamberlain and Mackenzie pay due attention to the issue in Homeless Careers.) It is also home to a growing immigrant population who often arrive as business migrants and as well as a rising refugee population traumatised by war and displacement (Collins 1). These growth corridors then, seem to simultaneously capture both the ambitions and the fears of Sydney. That is, they are seen as both areas of potential economic boom as well as social stress and potential conflict (Gleeson 89). One way to comprehend the complexity associated with such diversity and change is to reflect on the proximity of the twin suburbs of Macquarie Links and Macquarie Fields situated in Sydney’s south-western suburbs. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Research Agenda: Investigating Citizenship Surpluses and Deficits This changing city has meant that there has also been a change in the way that different groups interact with, and perceive, civic bodies. As noted, my initial research shows that this has led to the emergence of both citizenship surpluses and deficits. Though the concept of a ‘citizen deficits and surpluses’ have not emerged within the broader literature, there is a wide range of literature that discusses how some sections of the population lack of access to democratic processes. There are three broad areas of research that have emerged relevant here: citizenship and young people (see Arvanitakis; Dee); citizenship and globalisation (see Della Porta; Pusey); and citizenship and immigration (see Baldassar et al.; Gow). While a discussion of each of these research areas is beyond the scope of this paper, a regular theme is the emergence of a ‘democratic deficit’ (Chari et al. 422). Dee, for example, looks at how there exist unequal relationships between local and central governments, young people, communities and property developers in relation to space. Dee argues that this shapes social policy in a range of settings and contexts including their relationship with broader civic institutions and understandings of citizenship. Dee finds that claims for land use that involve young people rarely succeed and there is limited, if any, recourse to civic institutions. As such, we see a democratic deficit emerge because the various civic institutions involved fail in meeting their obligations to citizens. In addition, a great deal of work has emerged that investigates attempts to re-engage citizens through mechanisms to promote citizenship education and a more active citizenship which has also been accompanied by government programs with the same goals (See for example the Western Australian government’s ‘Citizenscape’ program ). For example Hahn (231) undertakes a comparative study of civic education in six countries (including Australia) and the policies and practices with respect to citizenship education and how to promote citizen activism. The results are positive, though the research was undertaken before the tumultuous events of the terrorist attacks in New York, the emergence of the ‘war on terror’ and the rise of ‘Muslim-phobia’. A gap rises, however, within the Australian literature when we consider both the fluid and heterogenous nature of citizenship. That is, how do we understand the relationship between these diverse groups living within such proximity to each other overlayed by changing migration patterns, ongoing globalised processes and changing political environments as well as their relations to civic institutions? Further, how does this influence the way individuals perceive their rights, expectations and responsibilities to the state? Given this, I believe that there is a need to understand citizenship as a fluid and heterogenous phenomenon that can be in surplus, deficit, progressive and reactionary. When discussing citizenship I am interested in how people perceive both their rights and responsibilities to civic institutions as well as to the residents around them. A second, obviously related, area of interest is ‘civic engagement’: that is, “the activities of people in the various organisations and associations that make up what scholars call ‘civil society’” (Portney and Leary 4). Before describing these categories in more detail, I would like to briefly outline the methodological processes employed thus far. Much of the research to this point is based on a combination of established literature, my informal discussions with citizen groups and my observations as ‘an activist.’ That is, over the last few years I have worked with a broad cross section of community-based organisations as well as specific individuals that have attempted to confront perceived injustices. I have undertaken this work as both an activist – with organisations such as Aid/Watch and Oxfam Australia – as well as an academic invited to share my research. This work has involved designing and implementing policy and advocacy strategies including media and public education programs. All interactions begin with a detailed discussion of the aims, resources, abilities and knowledge of the groups involved, followed by workshopping campaigning strategies. This has led to the publication of an ‘activist handbook’ titled ‘From Sitting on the Couch to Changing the World’, which is used to both draft the campaign aims as well as design a systematic strategy. (The booklet, which is currently being re-drafted, is published by Oxfam Australia and registered under a creative commons licence. For those interested, copies are available by emailing j.arvanitakis (at) uws.edu.au.) Much research is also sourced from direct feedback given by participants in reviewing the workshops and strategies The aim of tis paper then, is to sketch out the initial findings as well as an agenda for more formalised research. The initial findings have identified the heterogenous nature of citizenship that I have separated into four ‘citizenship spaces.’ The term space is used because these are not stable groupings as many quickly move between the areas identified as both the structures and personal situations change. 1. Marginalisation and Citizenship Deficit The first category is a citizenship deficit brought on by a sense of marginalisation. This is determined by a belief that it is pointless to interact with civic institutions, as the result is always the same: people’s opinions and needs will be ignored. Or in the case of residents from areas such as Macquarie Fields, the relationship with civic institutions, including police, is antagonistic and best avoided (White par. 21). This means that there is no connection between the population and the civic institutions around them – there is no loyalty or belief that efforts to be involved in political and civic processes will be rewarded. Here groups sense that they do not have access to political avenues to be heard, represented or demand change. This is leading to an experience of disconnection from political processes. The result is both a sense of disengagement and disempowerment. One example here emerged in discussions with protesters around the proposed development of the former Australian Defence Industry (ADI) site in St Marys, an outer-western suburb of Sydney. The development, which was largely approved, was for a large-scale housing estate proposed on sensitive bushlands in a locality that resident’s note is under-serviced in terms of public space. (For details of these discussions, see http://www.adisite.org/.) Residents often took the attitude that whatever the desire of the local community, the development would go ahead regardless. Those who worked at information booths during the resident protests informed me that the attitude was one best summarised by: “Why bother, we always get stuffed around any way.” This was confirmed by my own discussions with local residents – even those who joined the resident action group. 2. Privatisation and Citizenship Deficit This citizenship deficit not only applies to the marginalised, however, for there are also much wealthier populations who also appear to experience a deficit that results from a lack of access to civic institutions. This tends to leads to a privatisation of decision-making and withdrawal from the public arena as well as democratic processes. Consequently, the residents in the pockets of wealth may not be acting as citizens but more like consumers – asserting themselves in terms of Castells’s ‘collective consumption’ (par. 25). This citizenship deficit is brought on by ongoing privatisation. That is, there is a belief that civic institutions (including government bodies) are unable or at least unwilling to service the local community. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). Here we see the emergence of ‘Chilout’: Children out of Detention. This was an organisation whose membership was described to me as ‘north shore professionals’, drew heavily on those who believed the forced incarceration of young refugee children was an affront to their values system. 4. Insurgent Citizenship – Empowered and Engaged The final space is the insurgent citizen: that is, the citizen who is both engaged and empowered. This is a term borrowed from South Africa and the USA (Holston 1) – and it should be seen as having two, almost diametrically opposed, sides: progressive and reactionary. This group may not have access to a great deal of financial resources, but has high social capital and both a willingness and ability to engage in political processes. Consequently, there is a sense of empowerment and engagement with civic institutions. There is also a strong push for self-sufficiency – but this is encased in a belief that civic institutions have a responsibility to provide services to the public, and that some services are naturally better provided by the public sector. Despite this, there is often an antagonistic relationship with such institutions. From the progressive perspective, we see ‘activists’ promoting social justice issues (including students, academics, unionists and so on). Organisations such as A Just Australia are strongly supported by various student organisations, unions and other social justice and activist groups. From a reactionary perspective, we see the emergence of groups that take an anti-immigration stance (such as ‘anti-immigration’ groups including Australia First that draw both activists and have an established political party). One way to understand the relationship between these groups is through the engagement/empowered typology below. While a detailed discussion of the limitations of typologies is beyond the scope of this paper, it is important to acknowledge that any typology is a simplification and generalisation of the arguments presented. Likewise, it is unlikely that any typology has the ability to cover all cases and situations. This typology can, however, be used to underscore the relational nature of citizenship. The purpose here is to highlight that there are relationships between the different citizenship spaces and individuals can move between groups and each cluster has significant internal variation. Key here is that this can frame future studies. Conclusion and Next Steps There is little doubt there is a relationship between attitudes to citizenship and the health of a democracy. In Australia, democracy is robust in some ways, but many feel disempowered, disengaged and some feel both – often believing they are remote from the workings of civic institutions. It would appear that for many, interest in the process of (formal) government is at an all-time low as reflected in declining membership of political parties (Jaensch et al. 58). Democracy is not a ‘once for ever’ achievement – it needs to be protected and promoted. To do this, we must ensure that there are avenues for representation for all. This point also highlights one of the fundamental flaws of the aforementioned citizenship test. According to the Department of Immigration and Citizenship, the test is designed to: help migrants integrate and maximise the opportunities available to them in Australia, and enable their full participation in the Australian community as citizens. (par. 4) Those designing the test have assumed that citizenship is both stable and, once achieved, automatically ensures representation. This paper directly challenges these assumptions and offers an alternative research agenda with the ultimate aim of promoting high levels of engagement and empowerment. Introduction The construction of meaning is specifically denoted by texts that are created and published by the mass media. To highlight how that meaning is constructed, we might take a communication research approach which then enables us to understand how mass media texts impact society. To undertake such an approach it is useful to reflect on two methods outlined by Adoni and Mane who suggest there are two communication research methodologies. “The first focuses on the social construction of reality as an important aspect of the relationship between culture and society. The second approach concentrates on the social construction of reality as one type of media effect.” (Adoni and Mane 323). Relying on Adoni and Mane’s second communication research approach and combining this with the practice of remix, we can begin to understand how practitioners construct a reality from the mass audience perspective and not the mass media’s construction. This aligns with the approach taken by the ABC Pool remix practitioners in that they are informed by the mass media’s construction of meaning, yet oppose their understanding of the text as the basis for their altered construction of meaning. The oppositional reading of the media text also aligns with Hall’s encoding/decoding theory, specifically the oppositional reading where audiences resist the dominant or preferred reading of the text (Long & Wall). If we align Deuze’s (Media Work) thinking to mass media that suggests we live in media as opposed to with media, the effects of the construction of reality have a major impact on how we construct our own lives. Until recently, that media and consequent meaning has been constructed by the mass media and broadcast into our living rooms, headphones, billboards and other public spaces where media resides. The emergence of Web 2.0 technologies and the affordances these information and communication technologies provide for the audience to talk back in new and innovative ways has challenged that traditional model of meaning construction. Now, instead of the mass media designing and disseminating meaning through our media consumption channels, the audience also has an opportunity to participate in this consumption and production process (Bruns; Jenkins; Shirky). “Remix means to take cultural artifacts and combine and manipulate them into new kinds of creative blends,” according to (Knobel & Lankshear 22) where Lessig argues that digital remix is writing on a mass cultural practice scale (Remix). Remix within this paper is considered a practice that takes the affordances of the technology and couples that with the creative ability of the artists to create socially constructed meanings through new and inventive methods. In considering socially constructed meaning, it is useful to reflect on media dependency theory, which suggests the amount of subjective reality depends on direct experience with various phenomena and the exposure to the media in relation to those phenomena (Ball-Rokeach and DeFleur). “According to the media dependency hypothesis, the degree of media contribution to the individual's construction of subjective reality is a function of one's direct experience with various phenomena and consequent dependence on the media for information about these phenomena” (Adoni and Mane 324). Remix requires a parent piece of media (the original meaning) to create a remixed child (the re-constructed meaning). There is a clear dependency relationship between the parent and child pieces of media in this arrangement, which realistically shapes how the child will be created. If this material is published in a non-institutional environment, the artist is more or less free to demonstrate what ever meaning they wish to express. However when this practice emerges from within an institutional environment, this raises concerns of the media production, namely is the media institution challenging the original meaning they placed on certain texts and are they endorsing the new socially constructed meaning provided by remix artists? Constructing new forms of meaning and challenging the preferred meaning of institutionally generated texts intrinsically connects remix to the act of online activism. Activism can be defined as “people and organisations that work to promote social or political changes” for the benefit of society (Jones 1). Scholars have noted the significance of online technologies to aid in the mobilisation of mass groups of individuals in protest. In light of the recent Arab Spring uprisings, González-Bailón et al. note “the number of events connecting social media with social unrest has multiplied, not only in the context of authoritarian regimes exemplified by the recent wave of upsurges across the Arab world but also in western liberal democracies, particularly in the aftermath of the financial crisis and changes to welfare policies” (para 1). Although the majority of work that is remixed on ABC Pool is not related to an authoritarian regime, it is representative of the frustrations many citizens have towards the inequality of distribution of wealth and power to a few privileged individuals. Remix as an online activism activity also explicitly demonstrates Hall’s oppositional reading of encoded texts. This paper will use media dependency theory as a lens to investigate how remix occurs outside of the institution to challenge the meanings created by authorities within the institutional setting, while challenging the mass media approach towards social discourse construction. To do this, the paper will focus on the case study of one remix artist, Main$treaM, who was an active participant within the institutional online community, ABC Pool. ABC Pool was a user created content space that ceased to operate during May 2013 from within the Australian Broadcasting Corporation (ABC). The Pool project enabled users to publish their audio, video, photography and writing on a platform that was developed and resourced by the ABC. ABC Pool was open to everyone and was governed by the same editorial policies that regulated all media and activities across the ABC in relation to the ABC Charter (ABC Act 1983). ABC Pool also operated under a Creative Commons licensing regime which enabled media to flow across platforms, for example the Internet, radio and television, while providing attribution to the original author (generally under a Creative Commons Attribution Non-Commercial license). Main$treaM was one active user that engaged in remix to pursue his creative direction but to also challenge the meanings of texts that had been created by the mass media. Max Prophet$ equals Ca$h for Comments Main$treaM had been active in Pool for several months when he began publishing his remixed works. His approach towards media and its production is especially important as his technique involved challenging the societal discourse that is accepted from traditional forms of media production and reappropriating them to reflect how an audience would reconstruct them, from their Deuzian lived in experience. Main$treaM can also be classified as an oppositional reader of text in regards to how he decodes the meaning within the message (Hall). His online activist approach is obvious in his self-described profile. Main$treaM’s profile on ABC Pool says: Making animations, music & loads of max prophet$ However, his profile on Discogs (Discogs is one of the largest online music databases, where users can contribute music information and data while locating collectables within the global marketplace) reveals the artist’s creative and political perspectives: Main$treaM started off wanting to piss people off. He loathed the studio recording industry professionals & Sound Production Mass Media Culture in general. How could it be that a TV Camera can record what you say in the street, then edit it into something YOU DID NOT SAY but take a little news sample off the TV & bam: "WE WILL SUE YOU" These days it makes me sick that hard breaks & media cut ups are trendy. Not sick enough to actually stop. Main$treaM’s approach is one that challenges the stereotypical rhetoric tropes of the mass media and is concerned with choosing a remix style that aligns with the media dependency theory. That is, he draws on the one perspective which is garnered by the traditional media figureheads and applies his lived in experience with those same societal discourses to provide a significantly different meaning (Ball-Rokeach & DeFleur). The tool he uses to operationalise this is the art of remix by taking multiple cultural artefacts to create new creative blends (Knobel & Lankshear). John Laws is a radio celebrity who has dominated the Australian media landscape for decades with his at times controversial ‘shock jock’ talk back radio program. He is right wing in his political alignment and has at times been the centre of controversial programming efforts that has riled Australian audiences, which also involved input from Australian media authorities. His political alignment coupled with his disregard for audience sensitivities makes Laws an ideal character for an activist remix artist such as Main$treaM to target. Main$treaM had taken comments that Laws had made, placed them out of context and remixed them to deliberately misrepresent Laws’s opinion. One track in particular, Max Prophet$, is a reaction to the controversial Cash for Comments scandal (Johnson). In this case, John Laws was accused of receiving remuneration from Toyota to endorse their products on his radio program without acknowledging this activity as advertising. Main$treaM, through one of his ABC Pool contributions Max Prophet$, selected various comments that Laws had made during his radio broadcasts, and remixed them in a format that had John Laws say he was indeed receiving large amounts of money from Toyota. His remix, in the tradition of Pauline Pantsdown, took Laws’s comments and connected them to say “That really is a terrific vehicle that Hilux Workmate, great name too isn’t it”, highlighting a clear endorsement of the Toyota product by the radio presenter. However, Main$treaM did not stop at proving his point with this one remix contribution. He also provided in addition to the Max Prophet$ contribution, many other controversial social commentary works, including Cock Cheek parts One and Two, Prickseye Picture of You and I, and Ca$h for Comment$. Each contribution focussed on a particular character trait that Laws had become known for, such as inviting input from his listeners and then hanging up on them when they provided commentary that was contrary to his opinion. “Did I call you or did you call me” was Main$treaM’s method of whimsically suggesting that Laws is a rude, right wing conservative. The public opinion within Australia of John Laws is split between support from the conservatives and disdain from the liberals. Main$treaM was attempting to provide a voice from within the liberal perspective that illuminates the public opinion of Laws. The public opinion of Laws is one cultural discourse that is difficult to define, and almost impossible to publish to the broader public. Remix, as Lessig suggests, provides the most suitable genre of mass cultural practice to interrogate both perspectives of someone as controversial as Laws, where ABC Pool provides the most suitable platform to publish remixed societal perspectives on contemporary controversial issues. However, as outlined earlier, ABC Pool is contained within the same regulatory framework as any other publication space of the ABC. Essentially by publishing this controversial work on an ABC platform is blurring the boundaries between the ABC providing a place to publish the material and the ABC endorsing the material. ABC Pool operated under a reactive mode of moderation which suggests that content can be published without any form of moderation but if it were flagged as inappropriate by another user or audience member it had to be investigated by the ABC Pool team. Main$treaM’s contemporary material contained confronting concepts, language and techniques and was flagged as inappropriate by an anonymous Pool user during 2011. In this instance, it becomes clear that remix within an institutional setting is a complicated activity to facilitate. By providing a Creative Commons licensing regime, the ABC Pool project is endorsing remix as an institutional activity, and given the ethos of ABC Pool to experiment with new and innovative ways of engaging the audience, remix is crucial to its operation. However given the complaints of the other users that Main$treaM’s material was inappropriate, the problem arose of how to manage contentious remix activity. Aligning with Jenkins’s convergent cultures and Bruns’s produsage theories which incorporates the audience into the production process, the ABC Pool project was required to promote remix as a suitable activity for its users. Remix as an online activist activity in turn attracted the societal dissent approach from remix artists, providing a problem of adhering to the rules and regulations of the ABC more broadly. In the immediacy of the complaint, a large proportion of Main$treaM’s material was temporarily unpublished from ABC Pool until the team could provide a suitable solution on how to solve the tensions. The Legal Consultation Process In an instance such as this, an ABC employee is required to consult the editorial policy people to seek their advice on the most appropriate approach on the problematic material. The ABC Editorial Policies representatives referenced the material in the then Section 9 of the Editorial Policies, which relates to user-generated content. After the consultation process, they could see no breach of the guidelines; however, given the obscene constitution of the material, they suggested the Pool team refer the material to ABC Legal, a process in the ABC known as ‘referring up’. ABC Legal had a team of media lawyers interrogate the material from a criminal law perspective. It is worth noting, in both departments, Legal and Editorial Policies, there was support for Main$treaM’s creative expression (Fieldnotes, 2011). However, both parties were approaching the material and acting in a risk management capacity to protect the integrity of the ABC brand. After receiving the approval of the editorial policy people, the ABC Pool team had to seek the advice from ABC Legal. After two weeks of investigation, ABC Legal returned the following recommendations for the Pool team: Ultimately, risk management is the deciding factor to determine if the material should be published or not, supported by a solid defense should the case go to court.There are three areas to be considered with Main$treaM’s content:CopyrightDefamatoryObscenityIn regards to copyright, it is OK to publish in this case because the works are covered by parody or satire as the pieces have a focussed angle, or subject (John Laws).Defamation is more complicated. Firstly, we have to establish if the usual person could identify the defamed person. If yes, we need to establish what imputations there are, i.e. homophobic tendencies, pedophilia, etc. For each imputation, we need to establish if there is a defense. Typical defenses are honest opinion, expressed as one’s view, or truth. Honest Opinion needs to have a base to relate it to and not just a rant – i.e. John Laws was caught in the Cash for Comments scandal but there is no evidence to suggest he is a pedophile (unless the artists knows a truth – which becomes complicated again).Obscenity comes under classification, and since Pool does not have a rating system in place, we cannot offer this as a way to avoid publishing. A standard example of this relates to a younger audience member having the same access to an obscene piece of content (as guided by Pool’s Guidelines Section 4.1 a and b).These rules are premised by how do I read it/hear it. This is how a jury of citizens will approach the same piece of content. Risk management is also present when we ask how will John Laws hear about it, and what will the community think about it.(Fieldnotes, 2011) The suggestions the legal team returned are significant in highlighting the position of a media institution that facilitates remix. What is relevant here is a public service media organisation is a specific type of media organisation that is responsible for facilitating increased citizenry through its activities (Cunningham). Martin builds on the work of Jacka and Hartley to highlight how the ABC should be encouraging ‘DIY citizenry’. She says the combination of the core Reithian values of educate, inform and entertain can be combined with new media technologies that enable a “semiotic self determination model” to construct a “national semiosis model” (Hartley 161). However, there is a clear misalignment between the values of the PSM and the remix artist. What was required was the presence of a cultural intermediary to assist in calibrating those values and engaging in a negotiation phase between the two stakeholders. A cultural intermediary is a human or non-human actor that is located between the production and consumption of cultural artifacts and aids in facilitating the negotiation space between different expertise disciplines. In this case, it was the role of the community manager to attempt to connect the two approaches and enable remix practice to continue under the auspices of the ABC. The ABC had shifted its approach towards some of the Main$treaM material, but given its regulatory framework was unable to facilitate all of his contributions. Unfortunately in this case, Main$treaM did not align with the requirements of the ABC, left the Pool community and did not continue his practice of remix within the ABC any further. Conclusion Remixed texts that are published on PSM platforms demonstrate high levels of dependency on existing mass media texts, aligning them with the approach of the media dependency theory (Ball-Rokeach & DeFleur). Remixed texts are also cultural products of artists that live in media and not with media, as noted by Deuze (Media Industries, Work and Life) and are the result of mass cultural practice that manipulates the meaning of multiple cultural artefacts (Lessig). Remix as a form of online activism is also representative of Hall’s oppositional reading of texts which enable the practitioner to deepen their involvement within the social construction of reality (Adoni & Mane). Convergence cultures represent the audience’s ever-increasing desire to participate in the production of media and not merely consume it (Jenkins). The theoretical alignment of remix with these theories suggests remixed texts have a deeper and richer cultural representation than that of its institutionally produced parent text. However, collaboratively produced cultural artefacts via remix are problematised by the digital divide debate, specifically through the access of tools and knowledge for this practice. Lin terms this problem as ‘techno-elite’ where only certain individuals have access and knowledge and tools to engage in these types of cultural activities facilitated by PSM. Further, Carpentier challenges this type of participation by asking if we have access and can interact, are we really participating in a democratising activity, given the promises of online activism? Given that PSM is pursuing the concept of the audience as user, which positions the audience as a producer of content across online environments, facilitating the practice of remix should align with its core values to inform, educate and entertain (Martin). However as we have seen with the Main$treaM case, this is problematic when attempting to align the focus of a remix artist with that of PSM. In these instances the work of the cultural intermediary as the disciplinary expertise negotiator becomes critical to increase the societal representation within the production and consumption of cultural artefacts produced through the activity of remix. A public service broadcaster that is supportive of both institutionally produced texts, along with socially informed text production through remix, will be a rigorous media organisation that supports a better informed citizenry, or as Hartley suggests a self determined national semiosis model.
