Energy policy comprises rules concerning energy sources; energy efficiency; energy prices; energy from abroad; energy infrastructure; and climate and environmental aspects of energy production, utilization, and transit. The main theme in energy policy concerns the trade-offs between affordable, secure, and clean energy. Energy policy is a cross-sectoral—or boundary-spanning—policy area, which means that energy policy has implications for or is affected by decisions taken in adjacent policy areas such as those addressing agriculture, climate, development, economy, environment, external relations, and public health. The cross-sectoral character of energy policy is reflected in how it is proposed, adopted, implemented, and evaluated. Putting an energy policy issue on the political agenda can be attained easily, while the diversity of interests of the actor groups that are potentially affected by the proposal can complicate the policy process. The implementation depends on whether the energy policy measure in question is of a local, national, or international nature; and to what extent the implementation entails joint efforts by state and non-state actors. As with policy instruments adopted in any other policy area, the evaluation of an energy policy’s success is likely to vary across the different actor groups involved.The analytical perspectives on energy policy depend on the energy source of interest. Research concentrating on fossil energy sources (i.e., coal, oil, and natural gas) has traditionally adopted the analytical lens of international relations and international political economy. A similar research interest can be observed for studies of unconventional fossil energy sources (i.e., oil shale, oil sands, and shale gas) and nuclear power, although the centrality of risk and uncertainty in the analytical frameworks adopted help to connect these topics more directly with the public policy literature. The energy policy issue that has been on the research agendas of all political science subfields—including comparative politics—is renewable energy. Questions concerning the supply and management of energy infrastructure have received attention from public administration scholars.

This chapter examines state-of-the art research and thinking on the implications of climate change for security and justice, clarifying the linkages between them and identifying key governance challenges. Climate justice is about protecting the rights of the most vulnerable and sharing the burdens and benefits of climate change and responses to it equitably and fairly, at the state level as well as beyond the state, while safeguarding the rights of future generations. Broader conceptions of climate security as human security have prevailed, and no trend toward greater militarization of climate action is evident, but successful mitigation and adaptation strategies will be critical components of future peacebuilding work. The chapter ends with recommendations that provide potential pathways for policy and governance reform at multiple levels, both to make multilevel climate governance more fit for purpose, and to better anticipate and address the predicted security and justice implications of climate change.

This chapter traces briefly the origins and development of the ethnography of language policy. It argues that, although this tradition has put ethnography firmly on the language policy and planning (LPP) research agenda since the turn of the twenty-first century, it has not yet sufficiently addressed some persistent problems. Against this background, metapragmatics is presented as a suitable epistemological framework, one that draws from two contemporary shifts in the study of texts, contexts, and meanings in linguistic anthropology and sociolinguistics: (1) a departure from emphasis on denotational meanings, toward closer description of performative actions; and (2) a shift in the analytical entry point, from communicative events to trajectories of identification. These shifts are examined with reference to existing work and illustrated via ethnographic research that is revisited through the lens being proposed. Some of the implications for the study of LPP processes in conditions of late modernity are also addressed.

A community school differs from other public schools in important ways: it is generally open most of the time, governed by a partnership between the school system and a community agency, and offers a broad array of health and social services. It often has an extended day before and after school, features parent involvement programs, and works for community enrichment. How should such a school be structured? How can its success be measured? Community Schools in Action: Lessons from a Decade of Practice presents the Children's Aid Society's (CAS) approach to creating community schools for the 21st century. CAS began this work more than a decade ago and today operates thirteen such schools in three low-income areas of New York City. Through a technical assistance center operated by CAS, hundreds of other schools across the country and the world are adapting this model. Based on their own experiences working with community schools, the contributors to the volume supply invaluable information about the selected program components. They describe how and why CAS started its community school initiative and explain how CAS community schools are organized, integrated with the school system, sustained, and evaluated. The book also includes several contributions from experts outside of CAS: a city superintendent, an architect, and the director of the Coalition for Community Schools. Co-editors Joy Dryfoos, an authority on community schools, and Jane Quinn, CAS's Assistant Executive Director of Community Schools, have teamed up with freelance writer Carol Barkin to provide commentary linking the various components together. For those interested in transforming their schools into effective child- and family-centered institutions, this book provides a detailed road map. For those concerned with educational and social policy, the book offers a unique example of research-based action that has significant implications for our society.

The concept of context is a cornerstone of a large part of social science research, particularly in organization and management studies, yet it has received little theoretical and methodological attention in lieu of its relevance. This book offers a definition of context as a theoretical construct, a discussion of the methodological implications of this, and a framework for how to reflect upon and operationalize the role of context in the different stages of a research process, from formulating research questions to analyzing and writing about results. The chapters presented here integrate lessons derived from various research experiences across the complex and dynamic field of health care. Contributors share their experiences with theorizing about and empirically studying significant organizational phenomena such as implementation of policy, organizational change, integration of care, patient involvement, human-technology interactions in practice, and the interplay between work environment and care outcomes in eldercare. These contributions exemplify how a nuanced approach to context might unfold in different fields, through different designs, methods, and analytical lenses. Relevant to researchers and practitioners, within both healthcare, organization and management studies, and the social sciences more broadly, this book leaves the reader with a practical framework from which to carry out contextual research and analysis and a gain deeper understanding of the significance of context in organizational life.

Dual-use research is research that can be readily employed for beneficial or harmful purposes. Using recent examples from biomedical science, this chapter argues that scientists who are assessing the risks and benefits of dual-use research face issues of practical inductive risk because they must consider the ethical and social implications of mistaken inferences concerning the acceptability of hypotheses pertaining to these risks and benefits. Attempting to avoid practical inductive risk by estimating the probabilities of hypotheses and deferring to policymakers and the public on the issue of accepting hypothesis for practical purposes would be an abdication of the scientist’s ethical and professional responsibility. Scientists have an obligation to play an active role in helping policymakers and the public make well-informed decisions concerning conducting, funding, and publishing dual-use research, including considering the values at stake in these decisions and the bearing they have on policy options.
