<p>The concept of public space, and particularly of civic public space, is certainly a constitutive element of Italy’s urban culture. The design and spatial configuration of public spaces have always been a synthesis between deeply rooted models and political functions (the <em>piazza, </em>the <em>palazzo, </em>the church, the civic buildings), and of local circumstances and design inspiration. Hence the fascination of the <em>piazza: </em>while all <em>piazze </em>perform similar functions, they take very different spatial and architectural characteristics, thus adding to the variety and the “magic”, as it were, of public space experience.<br />The main purpose of this article is to celebrate the piazza as the core symbol of public space magic. In doing so, I set a modest linguistic goal: to discourage non-Italian speaking piazza fans from using the plural “piazzas” and to impose the Italian “piazze”. As to the success of this endeavour, only future will tell.</p>

Abstract The essay aims to reexamine the underlying contexts and the nature of site-specific projection in Light Conical Intersect by Pierre Huyghe by addressing the critical intervention of Gordon Matta-Clark in public space. The essay offers a broad overview of the contexts and the nature of light metaphors. The aim of this research is to delve into how these sorts of light interventions stimulate the debate concerning the public sphere via live events. The essay moves from the approach of using a cone light across the gallery space to one that reflects the cone whole cut in a construction building. It finally illustrates a site-specific projection of the documentary footage from the intervention 20 years later. The crucial point is that layered superposition in projection is a special attribute of the interventions in the nineties of the twentieth century. The essay concludes that the theoretical framework of “plural/singular” arts articulated by Jean-Luc Nancy enables us to retrace the artistic contexts of cone-shaped installations that operate with a circumscribed reservoir of iconographic and thematic components.

In plural and secular societies today, religious communities understand access to public space as a right to the city. Thisright legitimises their status as social actors and, through various notions linked to modernity and transparency, entitlesthem to have a public life and be recognised by others. By examining the case of Bangladeshi Muslims in Lavapiés, oneof Madrid’s multicultural district undergoing intense gentrification and touristification processes, this article analyses theconditions through which this community accesses public space and achieves legitimisation and recognition through different practices and discourses displayed in a variety of events and festivities.

When I presented The Journal of Public Space at Habitat III, the United Nations Conference on Housing and Sustainable Urban Development, in Quito (2016), during an event at the Urban Library, I made it very clear that the partnership that City Space Architecture had established with UN-Habitat inspired our mission to give voice to unheard countries in order to include them in the discourse on public space. At the beginning of 2022 The Journal of Public Space launched a call for papers inviting scholars, designers, planners, city practitioners, historians and writers to offer critical and innovative contributions to understanding meanings and practices in plural and diverse African spaces, contexts, climates, regional and local scales, and histories. The issue was intended to contribute to the establishment of the Centre on African Public Spaces (CAPS), a project initiated by the City of Johannesburg (South Africa) in collaboration with other African cities, universities and community advocacy groups. As a Pan-African urban lab for public space, CAPS was designed to be a home and resource to a community of urban practitioners and thinkers, students, scholars and civil society activists dedicated to connect, exchange experiences, advance knowledge, share resources, grow expertise and mobilize on a wide range of relevant local, regional and global issues. In response to the call for papers we received 70 submissions. We shortlisted 27 papers for this issue and we invited African scholars to serve as peer reviewers and to support the production of quality contents. The peer review process involved more than 60 African scholars and two African guest editors, for more than one year.

Beside having significant values that would enrich the Indonesian nation, tribal, cultural, and religious diversity brought seeds of conflicts that could potentially disrupt social order and threaten national unity. The conflicts that occurred in Ambon from 1999 to 2004 were conflict examples that were caused by religious plurality that had appeared many societal problems that could not be fully resolved until today. The trust among Ambon's plural communities had not returned well and it was even worsened by settlement segregation separating Muslim and Christian communities that factually brought potential for further conflicts. In the present life of Ambon’s segregated societ today public spaces inspired by brotherhood and “unity in diversity” spirits thatt could be meeting and socializing means of the communities and to reduce the social polarization were to be absolutely necessary. Unfortunately, the existing public spaces in Ambon for the time being served only as stages of activities and they did not connect with the communities’ social spectrums so that the public spaces remained meaningless. A public space here served just as a witness, not as a means of socializing in accordance with the communities’ cultures and characters. This paper would discuss how to integrate the communities’ cultures and characters into a public space design that had significant meaning in overcoming the polarization of Ambon’s segregated communities. The public space would be designed by taking into account a location choice where two segregated communities could easily meet. In the public space a macro space concept where the sea as the front page of Ambon communities should be applied and even forwarded since such a concept tended to be forgotten. Beside the spatial format, the public space should also be designed by facilitating various cultural-based activities so that the communities’ characteristics that were integrated in the urban culture and daily activities would appear in the public spaces.

Abstrak_ An ideal public space should be a common ground, open and accessible for all including for people with disabilities. However in fact, along the beach Losari in Makassar City have inaccessible public space. Ideally, the various people who use and do interaction in the public space should be accommodated in the space. The Potential for conflict exist whenever and wherever people contact. Conflict is natural, normal and inevitable whenever people interact together. The disagreement and the difference on values conflict can be indicated by the unavoidable situation in human relationship. Therefore, defining the difference and strategy to manage the conflict in public space will be the focus of the paper. A Synergy, compromise, accommodative action and using a power are among others of the strategy to manage conflict to create a built environment towards an open and accessible public place. Reinterpretation of the integration between faith and its practice, as mentioned in Qur’an and hadis, is very significant to apply in plural society differentiated in many identities and various primordial affiliations. Its significance lies not only on reformulating teoritically the concept of integrative Islam, but also in practical how it is realized in context of plural society. The fact that the texts of al-Qur’an and hadis always put together faith and good deed in one semantic area, shows a strong connection between faith and good deed that each concept serves as a means of definition of others. This means that the integration between faith and social practice is a must both in theological and sociological perspectives. In addition, plural ethics can serve as ethical basis in perceiving plural social reality and actively, well, and wisely participating in public sphere. Meanwhile, in respect with the mechanism in public sphere, Kuntowijoyo’s concept of objectivity of religion and that of Jurgen Habermas’s public deliberation can be taken as theoretical frame in reinterpreting religious values and teachings as well as their realization in public sphere. Through these two concepts, religious values and teachings can be implemented in public space and partake an active participation in constructing nation identity without causing social disintegration resulted from domination and subordination of certain religious symbols or values. Since social consensus resulted from deliberation is a communal ratio, it is no longer an individual or personal one, but it is a collective ratio that represents collective interest. By this mechanism, religious values and teachings can be performed in contestation of public discoursewithout being trapped in exclusivism policy and domination-subordination logics. Reinterpretasi integrasi antara iman dan praksis sebagaimana terdapat dalam al-Qur’an dan hadis, sangat signifikan dilakukan dalam konteks pluralitas masyarakat yang terdiferensiasi dalam berbagai identitas dan beragam afiliasi primordial. Signifikansi ini tidak hanya terletak pada perlunya reformulasi konsepsi Islam integratif saja, tapi juga bagaimana integrasi tersebut direalisasikan dalam konteks masyarakat yang plural. Merujuk pada teks al-Qur’an dan hadis yang selalu menempatkan iman dan amal salih dalam satu medan semantik, ini menunjukkan bahwa relasi antara iman dan amal salih sangat kuat, sehingga masing-masing konsep menjadi alat definisi bagi eksistensi konsep lainnya. Hal ini bermakna bahwa integrasi iman dan praksis sosial merupakan sebuah keniscayaan tidak hanya secara teologis tapi juga secara sosiologis. Selain itu, afirmasi Islam terhadap pluralitas etik dapat menjadi landasan etis dalam memandang realitas sosial yang plural dan berpartisipasi aktif di ruang publik secara baik dan bijak. Sementara terkait dengan mekanisme partisipasi di ruang publik, konsep objektifikasi agama-nya Kuntowijoyo dan deliberasi publik-nya Jurgen Habermas dapat dijadikan sebagaikerangka teoritis dalam melakukan reinterpretasi nilai dan ajaran agama dan realisasinya di ruang publik. Dengan model objektifikasi deliberatif ini, nilai-nilai dan ajaran agama dapat diimplementasikan dalam kehidupan publik dan berperan aktif dalam konstruksi identitas bangsa, tanpa harus menciptakan disintegrasi sosial karena adanya dominasi atau subordinasi simbol atau nilai agama tententu. Oleh karena konsensus sosial yang dihasilkan dalam deliberasi tersebut bersifat rasio bersama, maka ia tidak lagi menjadi rasio individual personal tapi rasio kolektif yang sekaligus mewakili dan menjadi kepentingan bersama. Dengan mekanisme ini, nilai dan ajaran Islam (agama) dapat dipentaskan dalam kontestasi diskursus publik secara ramah, tanpa harus terjebak dalam politik ekslusivisme dan logika dominasi-subordinasi.

Abstract: This article aims to analyse the rise of bay‘a. It is often perceived ofthe seed of early civilised society after passing through a series of negotiationinvolving primordial and territorial interests. Theoretically, ba‘ya is a form ofrelationship between religion and the state that integrate citizens regardlesstheir race, ethnicity and colour in a public space. This article argues that Islamappears to be the pioneer of the concept of unity in public space, which wasalways in a state of competition leading to tensions and conflicts on the groundof primordial identities. The bay‘a was exactly a response to such tensionon public space. It promotes “awareness of plurality” to combat horizontalconflict between race and ethics. In the global context, this awareness is partof the argument of legal pluralism to analyse several primordial interests,and also to prevent social conflict. So, plural identities can be unified by Islamthrough bay‘a as a concept whose realization is able to unify plural society inpublic domains. Abstrak: Artikel ini bertujuan menganalisis munculnya konsep bay‘ahsebagai cikal bakal terbentuknya masyarakat berperadaban setelah melaluiproses negosiasi yang sarat dengan berbagai kepentingan primordial danteritorial.Secara empiris, bay‘ah adalah bentuk lain dari hubungan agamadan pemerintahan-untuk tidak menyamakan- dengan istilah negara modernmemberi insiprasi untuk menangkap sekat-sekat yang terpisah oleh hubunganemosional didasarkan oleh ras, suku maupun warna kulit. Tulisan iniberpendapat bahwa Islam tampil sebagai pencetus konsep pemersatu di ruangpublik khususnya kepada masyarakat yang senantiasa mengusung identitassektoral dan primordial. Konsep bay‘ah tidak terlepas dari adanya ”kesadaranterhadap keberagaman” dalam mengakhiri konflik horizontal antar sesama suku dan etnis. Dalam konteks global ”kesadaran keberagaman” adalah bagiandari argumen pluralisme hukum dalam menganalisis berbagai kepentinganprimordial untuk menghindari terjadinya konflik sosial, sehingga keragamanidentitas berhasil disatukan oleh Islam dalam satu ideologi pemersatumasyarakat di ruang publik yang diterima semua komunitas.

Contemporary liberal democratic societies are marked by complexity and the fact of pluralism and diverse visions of goods. How to articulate them, and how to provide solutions to conflicts? The current predominant perspective of liberal theory does so through the proposal of consensual possibilities; but from this perspective a problem arises: can there be consensus without prejudice to democratic practices and political action, which is an essential mark of a plural society, and which presupposes the non-exclusion of the other and equality as a constitutional foundation? Faced with this issue, there is a need to (re)think practices of expression of the plural, not excluding conflict, articulatory aspects and recognition of the different, as it marks a plural society, and its reflexes in the construction of a public space as a space for the expression of diversity and conflict, and, therefore, of the democratic. The hypothesis is that the conflictive condition can and should be understood as productive for the recognition of plural expressions both in politics and in law, both in democracy and constitutionalism, and from them not being extirpated, but transformed into agonism, acceptance and plural expression. The main objective is to analyze how the conception of agonism, conceived by Chantal Mouffe, can contribute to the understanding of necessary articulations and implications between law and politics, constitutionalism and democracy in order to build meaningful and productive perspectives. Thus, for the development of the research, contributions were sought in political theory and constitutional theory, whose foundation was given, especially, from Chantal Mouffe, Post and Siegel, and Vera Karam de Chueiri. The method used was deductive, testing assumptions to verify possible conclusions; the research technique was bibliographic, developed from research in works and articles. At the end of the research, the hypothesis was confirmed.

AbstractThis paper contributes to the growing body of literature that engages with ontological scholarship on fisheries management and governance, and more generally, to debates on environmental governance. It argues that fisheries governance is an ontological challenge that raises questions of culture, equity, legitimacy and inclusion/exclusion, requiring more context-sensitive and politically aware fisheries governance approaches. By engaging with the concept of political ontology, and drawing from empirical research carried out in Ireland’s offshore islands, five ontological assumptions are identified that underpin Irish fisheries governance and management policies and practices and categorised as social-historical, ecological, geographical, technocratic and markets-driven. Articulating and examining these assumptions provide insights into why policy objectives aimed at supporting small-scale fisheries and their communities may, in practice, not be effective when they are operationalised within a governance paradigm designed around the realities of large-scale, full-time, highly mobile and more economically productive operators. Despite the efforts of ontologically disobedient islanders, the enactment of these ontological assumptions into the dominant world of fisheries governance inhibits the emergence of possible worlds that would enact Irish island inshore fisheries through island logics. The paper concludes that the squeeze on Ireland’s island inshore fishers is not simply spatial, it is ontological. A dominant fisheries ontology has been created by the interplay of ontological assumptions. This dominant ontology undermines the State’s critical policy to maintain and manage Irish fisheries as a public resource in order to avoid the concentration of fishing opportunities into the hands of large and powerful fishing interests.

Le présent travail de recherche s'est penché sur les nouveaux défis des médias, notamment du service public, après le vent de démocratisation qui a engendré la libéralisation de l'espace médiatique en Afrique au début des années 1990.Cette thèse porte la gestion de l'information gouvernementale en milieu sur journalistique à la télévision nationale du Bénin en Afrique francophone. L'objectif principal ici est d'une part d'explorer les méandres qui conduisent à la production des informations diffusées sur la chaîne, d'en évaluer d'abord la rigueur professionnelle par rapport aux principes du métier du journalisme, et d'autre part l'analyse des journaux télévisés et la perception par les consommateurs des produits de la télévision nationale du Bénin enfin.En choisissant ce média public comme terrain d'étude, ce travail propose un cadre d'analyse des journaux télévisés, de la production et de la réception de l'information gouvernementale au sein de cette télévision.Cette enquête approfondie, entre questionnaires, entretiens collectifs, étudie le traitement et les angles de traitements adoptés face à l'information politique à caractère gouvernemental au regard du code de la déontologie de la presse Béninoise et de la loi n° 2015-07 portant code de l'information et de la communication en République du Bénin.Les résultats obtenus soulignent ensuite le rôle du décret n°2005-252 du 6 mai 2005 portant approbation des statuts de cette télévision ; en ses articles 3 et 25 dans le traitement de l'information gouvernementale. Ces deux articles confient respectivement à ce média de : «Réaliser des émissions d'information générale et des programmes de Radiodiffusion et de Télévision répondant aux objectifs politiques, économiques, et socio-culturels de l'Etat béninois » et indique ensuite que le DG, s'il est responsable de la gestion quotidienne est surtout chargé de « veiller à la mise en œuvre de la politique de l'information gouvernementale ainsi qu'à la diffusion de tous les courants de pensée pour autant qu'ils ne portent pas atteinte à l'ordre et à la « sécurité publique. »Enfin, cette thèse permet de revenir sur les effets de la communication politique, ses liens et influences sur l'information journalistique à la télévision du point de vue de la production et de la réception.Sur la base des résultats de notre recherche, ce travail préconise une formation du personnel, une révision des textes régissant le fonctionnement de la télévision nationale du Bénin, et un travail de sensibilisation des acteurs politiques sur le rôle d'un organe de presse nationale
This thesis examines the management of government information in a journalistic environment on Benin national television in French-speaking Africa. The main objective here is to explore the meanders that lead to the production of news broadcast on the channel, to assess its professional rigor in relation to the principles of the journalistic profession, and to analyze newscasts and consumers' perception of the products of Benin's national television.By choosing this public medium as the field of study, this work proposes a framework for analyzing newscasts, the production and reception of government information within this television.This in-depth investigation, between questionnaires, group interviews, studies the treatment and angles of treatment adopted in the face of political information of a governmental nature with regard to the code of ethics of the Beninese press and law no. 2015-07 on the information and communication code in the Republic of Benin.The results then highlight the role of Decree no. 2005-252 of May 6, 2005, approving the statutes of this television station, in articles 3 and 25, in the treatment of government information. These two articles respectively entrust this medium with: "Produce general information broadcasts and radio and television programs in line with the political, economic and socio-cultural objectives of the Beninese state", and go on to state that the CEO, while responsible for day-to-day management, is above all charged with "overseeing the implementation of government information policy, as well as the dissemination of all currents of thought, insofar as they do not undermine public order and security".Finally, this thesis examines the effects of political communication, its links and influences on journalistic information on television, from the point of view of production and reception.On the basis of the results of our research, this work recommends staff training, a revision of the texts governing the operation of Benin's national television station, and work to raise awareness among political players of the role of a national media outlet

Ce doctorat en sociologie revient sur un parcours de vingt années de recherche. La première partie le décrit sous les trois angles : biographique, méthodologique et bibliographique. La seconde partie de la thèse présente un panorama des travaux de recherche (articles, chapitres, rapports) regroupés selon trois thématiques. La premier thème porte sur la dimension sociopolitique de l’économie solidaire et revient sur la définition de notions clés (initiatives locales, espaces publics de proximité, organisation en réseau, changement social) qui précisent son répertoire d’action politique. L’économie sociale et solidaire comme domaine spécifique de politiques publiques est ensuite étudiée aux échelles locale et européenne. Le deuxième thématique revient sur les recompositions de l’action associative. Les transformations des modes de contractualisation et de financement (subvention et commande publique) entre associations et pouvoirs publics ont fait l’objet d’études qualitatives et quantitatives. Les ambivalences conceptuelles des notions d’utilité sociale et d’innovation sociale sont mises en perspective historique. Mobilisées à l’origine par les acteurs associatifs pour faire valoir la singularité de leurs contributions, elles ont été progressivement utilisées pour légitimer l’élargissement du périmètre de l’ESS en France, notamment aux entreprises commerciales à finalité sociale. La dernière thématique porte sur l’accueil des jeunes enfants et l’aide aux personnes âgées en France et en Europe. Le passage de l’aide à domicile aux services à la personne est analysé comme un enchevêtrement de régulations qui rend problématique la construction d’un quasi-marché et interroge la place et les stratégies des associations comme acteurs historiques du secteur. La comparaison, à l’échelle européenne, des systèmes locaux d’accueil des jeunes enfants apporte un éclairage complémentaire aux typologies des régimes de care élaborées à l'échelle des États

The first part describes my research journey, from three different angles : biographical, methodological, bibliographical. The second part of the thesis gives an overview of my research work (articles, chapters, studies) put into perspective with regard to the state of current knowledge. The first topic concerns the socio-political dimension of solidarity economy through an in-depth discussion of several concepts (local initiatives, local public spheres, the network organization of non-profit sector, conceptions of social change). In addition, social and solidarity economy as a specific object within public policies is studied at local and European levels. The second topic explores the transformations of the role of non-profit organizations in society. The current changes of contractualization and financing methods between associations and governments (public procurement and subsidies) have been the subject of qualitative and quantitative studies. The conceptual ambivalences of the notions of social utility and social innovation are highlighted. Historically claimed by non-profit representatives to emphasize the specificities of their economic activities, social utility has gradually become a criterion for extending the scope of social and solidarity economy in France. The last topic concerns early-years childcare and elderly care policies. The transition from home care for dependent elderly person to personal services is analyzed as a tangle of regulations that makes it problematic to build a quasi-market and questions the place and strategies of non-profit organizations as historical actors in the sector. The comparison, on a European scale, of local childcare systems provides additional insight into the typologies of care systems elaborated at a national level

This chapter explores how art in public spaces shapes, and is shaped by, disagreements and conflicts resulting from the need to tackle »togetherness in difference« (Ien Ang), and how contemporary artistic practices play out in postmigrant public spaces, understood as plural domains of human encounter impacted by former and ongoing migration, and by new forms of nationalism. The chapter focuses on two art projects in Copenhagen, Denmark. The first one is The Red Square, a part of the public park Superkilen in the multicultural Nørrebro district. Designed by the artist group Superflex (in collaboration with architects from Bjarke Ingels Group and Topotek1), Superkilen opened in 2012. The second project is Jeannette Ehlers and La Vaughn Belle's collaboration on the sculpture I Am Queen Mary. Installed outside an old colonial Warehouse in Copenhagen harbour in 2018, it is the first monument in the country to commemorate Danish colonialism and complicity in the transatlantic slave trade. Borrowing a term from Chantal Mouffe, these projects could be characterized as »agonistic« interventions into public urban space. The chapter argues that they may provide us with some much-needed answers to the important question of the much debated yet crucial role of public art in democratic societies, particularly how works of art may form a possible loophole of escape from dominant discourses by openly contesting, or subtly circumventing, monocultural understandings of national heritage and identity, thereby helping us to imagine national and urban community otherwise, i.e. as postmigrant communities. The chapter examines what the re-configurative power of art might accomplish in postmigrant public spaces by considering the following questions: How can public art open up a social and national imagination pervaded by anxieties about (post)migration to other ways of thinking about diversity and collective identity? Furthermore, is it possible to identify a common pattern - i.e. a particular postmigrant strategy - that underpins and interconnects various types of artistic interventions into public spaces and debates, which, on the surface, present themselves as radically different kinds of projects?

During the last quarter of the nineteenth century, late imperial Russia began witnessing the so-called phenomenon of ‘museomania’. A peculiar example of this process of ‘musealisation’ was the Commercial and Industrial Museum of Artisanal Products of the Moscow Province Zemstvo, otherwise referred to as the Moscow Kustar’ Museum, established in 1885. Created as a focal point for the arts and crafts production in the ‘Russian style’ that had come into vogue at that time, the museum soon took on the role of a plural and hybrid space for reflection on and reconstruction of the national visual identity through the arts.

This chapter examines the politics of law that are mapped out in the various trends of analysis within both Islamic and international law. Disrupting the notion of a "fixedness" in these legal discourses and reimagining each in their political self is a critical first step in addressing the challenge--one that preoccupies much of the literature that looks at Islam and rights--as to how to open a space in the human rights project where faith and reason can be accommodated. In undertaking this task, the chapter discusses how the human rights project engages with religion in the public sphere before turning to how these concepts have been engaged where Islam and human rights intersect generally, and then specifically when applied to states in the Middle East. The second part of the chapter focuses on the plural readings of Islamic formulations of law and details the trends of analysis within political transformations that have unfolded (and continue to unfold) across the MENA region in the wake of the so-called Arab Spring.

The study raises the problem of gender inclusiveness in the mass media as one of the ways of formation in the public consciousness of the idea about the parity of women, men and non-binary people in society. In particular, the purpose of the paper is to establish in a comparative aspect the methods of gender nomination and neutralization in modern French and Ukrainian mass media by performing a number of tasks: identifying the features of mass media discourse as an object of gender research; defining the concepts of gender, gender identity and inclusive communication; establishment of inclusive language and inclusive writing strategies; distinguishing gender-marked and gender-neutral vocabulary in modern mass media; comparison of features of the implementation of gender identity in French and Ukrainian mass media texts. Methodology of the study is based on general research methods of analysis and synthesis, induction and deduction, observation, description and abstraction, as well as comparative analysis. Mass media discourse, which reflects the current state of society, is a convenient field for gender research, for establishing the peculiarities of stereotypes of male and female speech behavior. The press forms the idea of the role of men and women in society in the public consciousness. It shaped the system of gender markers and language stereotypes, etc. So, this gender factor, which considers a person’s natural sex and social roles, is one of the essential characteristics of an individual. Exactly the gender in a certain way affects the awareness of one’s identity, as well as the identification of an individual by other members of society. The resultsof the study showed that the emergence of gender-marked and gender-neutral words is due to changes in society, which find their expression in language. Gender marking is interpreted as a set of features that allow identifying the linguistic unit’s belonging to a certain gender. Two types of gender-marked vocabulary were distinguished: lexical-semantic, and grammatical. In both languages male gender-marked vocabulary is more used than female. This fact actualized the existence of the problem of gender inequality to this day. In addition, during to this research we have singled out the spheres of activity with which men are most often associated. There are politics, sports, business and public activities. Whereas women who despite the dominance of their image in everyday life, in the family, begin to compete with oppositional gender in the political and public spheres, in professional activities, etc. As for gender neutrality, it should be noted that gender-neutral vocabulary is just beginning to become widely used in mass media discourse. That can be explained by still existing certain stereotypes in the cultures of both countries. Currently, in the mass media of both languages, in order to maintain political correctness, there is a tendency to increase the lexical units denoting a person in general, without taking into account his sexual characteristics. By this way we have observed namely words that are neutral by definition, collective concepts, plural nouns, full and shortened doublets, neutral pronouns, neologisms with epicene endings, etc. Value. Also, gender studies contribute to the formation of a tolerant attitude towards men, women and non-binary people. Gender-marked vocabulary, used to denote new female images in politics, public life, etc., shows a positive shift in society regarding women’s problems. On the other hand, there are so-called gender-inclusive words, certain grammatical constructions that allow non-binary people to feel comfortable in society.

Abstract Many reform advocates on the political left and right ironically agree that common schools—state-run and uniform renditions of education—must die a quiet death. In its wake, a variety of school forms have sprouted on both sides of the Atlantic, animated by the embrace of market competition, private interests, and the progressive pursuit of fair and culturally responsive schools. This growing movement yields schools that serve particular families, including locally run charter, magnet, and dual-language schools, campuses that typically serve certain ethnic communities or particular curricular aims. This chapter describes the decline of mass schooling and the shift toward organizational pluralism, along with resulting effects on learning and social stratification. Institutional variety manifests plural civic spaces that become locally responsive and potentially segregated over time.

In contemporary political, cultural and communicational debates, the idea of the public sphere has a notable presence. According to the classical Habermasian perspective, the public sphere is the realm of social life in which public opinion can be shaped by principles such as free access for all citizens, inclusion, reciprocity, reflection, equality and the rational justification of arguments. In this domain, people act as public when they discuss topics of general interest in conditions of equality and without coercion. These conditions guarantee, in normative terms, that the citizens can meet freely to express their opinions and points of view (Habermas, 1989). Nancy Fraser defends the influence of public discussions on decision-making and believes that the formation of public opinion can be a counterweight to discourses in formal deliberative arenas. He adds that sometimes the arguments put forward by civil society actors succeed in influencing the decisions of executive and legislative powers (Fraser, 1993). Reinforcing that idea, Avritzer and Costa (2004) argue that issues, positions and arguments defended by the new social actors must infiltrate the State through institutional mechanisms, and thus democratize and put it under the control of citizens. However, not all real public spheres are democratic, since cultural and material inequalities determine the differentiation between publics and their capacities, especially in spaces characterized by dependency relations and state interference (Chaguaceda, 2011). It has been pointed out that a merely conversational public sphere will not succeed in subverting power relations or guaranteeing the pursuit of the common good. The Habermasian model has also been criticized because it is confined to the analysis of the bourgeois public sphere and ignores that, together with the formation of the dominant bourgeois public, they suggested that the publics were composed of peasants, workers, women and nationalists, who constituted competing public spheres (Fraser, 1993) and complement each other. Therefore, one should not speak of sphere (singular) but of public (plural) spheres that together form the public space.In later texts, Habermas admits the coexistence of various public spheres and the need to observe the dynamics of the communicative processes that occur outside the dominant spaces of discussion. Now the public sphere is defined as a complex network formed by a diversity of forums for public discussion - both in formal institutions and outside of these, articulated through communicative activity, when different publics come together in organized networks to debate topics of common interest, contrasting points of view and assuming or reaffirming positions (Marques, 2008). Whatever position one takes within that debate, the notion of the public sphere reveals its value not only for critical social theory and democratic practice, but also for understanding the limits of democracy within existing capitalism and for the construction of alternative democratic projects (Fraser, 1993), both to the present neoliberal order and to socialist experiences of Soviet court. However, the Habermasian theory did not propose a universal law applicable to any context: it is a normative model to which existing societies approach or not. As has been stated (Chaguaceda, 2011), the concept must be anchored in specific contexts and subjects, given that the analysis of the public sphere in concrete spaces shows its normative limits. Limits appear when one analyses some countries, such as Cuba, that are not governed by the principles of liberal democracy, such as Cuba.

This paper is part of a line of research exploring the link between architecture and philosophy during the period framed in Uruguay by the 1875 military uprising and the 1933 coup d’état. Within this framework, it approaches Carlos Vaz Ferreira´s project School Parks proposed in 1900 to subject it to a double analysis: the author´s socio-pedagogical ideology and its adopted versions after being taken by the architects of that time. It then bridges the Uruguayan philosopher’s intense crusade and the architectural culture of the time, focusing on a controversial challenge that affects the Carlos Real de Azua’s so-called «buffer society» of the time. In short, it tries to catch the mentioned project's theoretical clues and put them into action with the plural voice of architects. Keywords: urban space, nature, public education, Carlos Vaz Ferreira Este trabajo integra una línea de investigación que explora el vínculo entre arquitectura y filosofía durante el lapso delimitado en Uruguay por el motín militar de 1875 y el golpe de estado de 1933. En este marco, aborda el proyecto de Parques Escolares propuesto en 1900 por Carlos Vaz Ferreira y procura someterlo a una doble lupa: el ideario socio-pedagógico del autor y las versiones que adopta cuando es recogido por los arquitectos de la época. Tiende entonces un puente entre la intensa cruzada del filósofo uruguayo y la cultura arquitectónica del momento, con foco en una polémica apuesta que conmueve a la “sociedad amortiguadora” -como diría Carlos Real de Azúa- de esos tiempos. Stormwater management has been essentially controlled by specific technical and specialized disciplines that have authoritatively decided upon the necessary actions. An example of this is the recent Drainage Master Plan for the city of Lisbon, which mostly relies on the creation and optimization of singular, mono-functional, hard-engineering infrastructure that is uniquely focused on draining potentially valuable stormwater away from the urban area. The need to revisit contemporary practices regarding the management of pluvial waters is widely established in literature (Gersonius et al., 2013, Hartmann and Driessen, 2013), not only when considering climate change projections, and the associated exacerbation of precipitation extremes and consequent urban flooding, but also when acknowledging pluvial water as the ultimate resource for urban resilience. Faced with this challenge, numerous cities have been maturing their relationship with water through flood adaptation projects that explore water’s bountiful regenerative and ecological capacities (Matos Silva, 2020). In these projects, one can further note an attempt for a coherent elasticity and connection among similar strategies in different scales. Indeed, all flood adaptation measures are more effective and provide a broader benefit if articulated and interconnected with each other at different scales. In the research project “MetroPublicNet” (Santos et al., 2020) public space qualification projects in Lisbon Metropolitan Area since 1998 are identified and their rationales are critically revised in light of a future metropolitan public space network. Bearing in mind lessons from three specific cities (namely Rotterdam, New York, and London) regarding their relationships between existing flood adaptation strategies and metropolitan networks related to public space, this research aims to initiate the discussion on a new Metropolitan Flood Management Plan for Lisbon.Through this research, the importance of an effective interconnection between scales lies reinforced. By integrating a flood adaptation plan that is served and serves a Metropolitan Public Space Network, new urban interventions can more effectively contribute to more resilient, robust and adaptative territories.

Public urban environments define a city as a commons, a place that is jointly shared. These environments make up the part of the city that is economically, environmentally, and socially advantageous toward the common good. In this study, we examine how the concept of urban commons can be characterized in the space of a city. The first part of the research is project-based. The project site is Fort Lauderdale, Florida where we utilize an alternative future scenario-based design model to examine urban environments in at-risk areas. The model can be defined as a plausible description of future climatic states which guide the reimagining process. Green infrastructure concepts and resiliency principles redefine public space opportunities. The project highlights the dynamics of the natural environment as a frame for reconfiguring public space as an open, permeable, and adaptive system that mitigates exposure to adverse conditions including pluvial flooding and storm surge events. The second part of the research presents a review of planning policy instruments and suggests how these instruments help shape long-term strategy toward the repair of natural habitat and the development of public space networks. The conclusions suggest that creating a rich and vibrant urban commons in synthesis with the evolution of a city hinges on the ability of designers and policy makers (in collaboration with other stakeholders) to choreograph and layer multiple scales of resiliency interventions. While interventions are site specific, when based on time-oriented planning of present and future conditions, land-use decisions and adoption of policy mechanisms can be applied across other land reform scenarios. At the scale of street, block, neighborhood, and region, efforts can intersect toward the development of unique urban environs that supports social and environmental resiliency.
