The article substantiates the urgency of supporting innovative activities development by secondary vocational education workers. The study is aimed at finding the causes of difficulties and justifying the support of innovative activities of teachers. Its purpose is also to determine the conditions and stages, and to identify the means of support. The scientific novelty of the article lies in the fact that a complex of organizational and pedagogical conditions that provide support for innovative activities is highlighted. It also includes diagnostics of innovative activities development level, motivational support, differentiated and individualized training of teachers, and organization of teachers' joint innovation activities. Based on domestic research, the stages of teachers support are identified. They include preparatory, motivational, self-diagnostic, goal-setting, and planning. Self-realization and intensification of teachers practical activities, independent innovation and a reflective-analytical stage are also emphasized. The means of accompaniment at each stage are listed: direct participation in innovation, research, implementation of innovative projects, contextual training, methodological and psychological support, introspection, and reflection. The author describes the results of diagnostics of teachers in relation to innovations, carried out using a set of techniques aimed at identifying individual characteristics of the perception of innovations. The most numerous groups are distinguished: teachers with a negative attitude, teachers who are neutral in relation to innovations, and teachers with a positive attitude; ready to implement innovations and teachers who are at a creative level.

In periods of technological transformation, innovations and innovative activity are an effective method to ensure the conditions for sustainable survival and development of industrial enterprises. Consequently, perspective strategic directions of innovative development and operative planning need to be defined primary in their product innovation policy as the pricing, communicative and sales policies are derived from it. An approach to the analytical support of planning the product innovation policy of an industrial enterprise in the constantly changing environmental conditions caused by the processes of transformation of technological systems has been developed. In contrast to existing approaches, it provides an analysis of trends in global and industry science and technology, the results of which can be used in production and marketing activities of the enterprise, in particular in forming a portfolio of product innovations as a means of adapting to changes in external micro and macro environment. Factors influencing the innovative development of industrial enterprises in general and their product innovation policy in particular are specified. The scheme of interaction of the specified factors in the course of analytical support of a product innovation policy of the industrial enterprise is outlined. Methodological bases of analytical planning of product innovation policy of industrial enterprises in conditions of technological ways transformation are developed. The application of the developed approach in innovative activities of industrial enterprises will allow purposefully and reasonably plan their product innovation policy as a basis for innovative development in conditions of technological ways transformation and the deployment of the 4th industrial revolution. The obtained scientific results deepen the methodological principles of innovation management of industrial enterprises in terms of analytical support of their product innovation policy.

The purpose of the study in this case is to develop methods for modeling processes aimed at ensuring investment planning of innovative activities of the enterprise. The methodological basis of the research is the adaptation of technological networks to the methods of financial and resource planning. In parallel, the corresponding mathematical apparatus was developed. It became clear that the activities of the company's department dealing with innovation management have to base on the principles of project management. The research based on the analysis of the process aimed at creating or acquiring an innovation at an enterprise in the context of the resources necessary for the successful implementation of such a process. The result determined and described a mathematical pattern describing the dependence of the probability that a technological operation will be performed successfully on the amount of investment (resources) allocated for this operation. Adjacency matrices became the most appropriate form of representation of models of innovative processes.

The article considers the role of innovation management in the enterprise on the experience of foreign companies. The essence of innovation management, its tasks and functions are substantiated. Innovation management - is one of the areas of strategic management, carried out at the highest level of the organization. Its purpose is to determine the main directions of production and scientific and technical activities of the enterprise. This is primarily the development and implementation of new technology and products, modernization and improvement of products and technology, further development of production of traditional products and withdrawal from production of obsolete products. Innovation management is characterized by goal setting and strategy selection, as well as four stages of the cycle: planning, setting conditions and organization, implementation, leadership. The allocation of functions in innovation management is due to the diversity of management activities in the chain idea - research - development - design - production - implementation of innovations. Under the functions of management means the type of activity that is necessary for the implementation of the general objectives of innovation management. On the example of foreign companies: Whirlpool, General Electric, DuPon, Visa the results of the introduction of innovation management are shown. The practice of the leading companies of the developed countries of the world shows that their success is connected with the development of a holistic system of innovation management, which is in constant and continuous development in accordance with changes in both the organization and the external environment. These companies create such an innovative structure and management culture in which the directions of innovative development are integrated into general strategic plans related to the constant development of promising new products and the creation of new business areas. Innovation management creates a long-term advantage if it meets one or more of three conditions: innovation is based on a new principle that challenges the orthodoxy of management; system innovation, covering a number of processes and methods; and this is part of the current program of the invention, where progress is combined with the passage of time.

The innovation-oriented activity of enterprises is vital to the formation of competitive positions of the national economy on the world scene. Moreover, the importance of innovation is due to the complex modern economic conditions. Because of the sanctions from developed countries, it is necessary to increase production activities within the country in order to meet domestic demand, as well as to improve cooperation with the countries of the Eurasian Economic Union and Southeast Asia. The study focuses on strategic planning and management of high-tech developments and innovative technical solutions. The authors predicted the financing of science in Russia until 2030. The paper uses comparative analysis, systematization, induction, and deduction. Russia has developed a positive trend in financing the R&D sphere until 2030, which will improve its position in the global competitiveness rating. These findings can be used by managers of enterprises with innovation activities, by authorities regulating innovation activities in Russia, and by specialists in the field of innovation.

The article is devoted to the study of the process of investing and planning innovative projects. A systematization of a variety of factors influencing business models and investment aspects of innovative investment projects in their stepwise (iterative) reflection is given. Specialattention is given to the classification of innovations, a matrix of types of innovations has been developed in the process of analysis. A conceptual framework for structuring innovation and investment activities has been proposed with the goal of generalized systematization of the stages and factors of structuring innovation and investment projects. The thesis on the systemic nature of open innovation is argued and principles for evaluating the effectiveness of innovative investment projects are proposed. In the course of the study, a model for the distribution of investment sources was developed, taking into account the planned rate of return.

Although micro-enterprises represent most of the enterprises across different sectors, they are excluded from official statistics on innovation activities. What we know about micro-enterprises is based on smaller quantitative and qualitative studies that are country- and sector-specific. To understand the innovation activities of Slovenian enterprises in the forest-wood sector, we conducted our own quantitative study in 2019 based on the Eurostat’s Community Innovation Survey (CIS) questionnaire. Based on responses from 294 enterprises, we compare how micro-enterprises and small to medium enterprises (SMEs) differ in innovation strategies, product, and process innovations, co-operation with other organisations, innovation activities, and innovations with environmental benefits. The results indicate that, in some respects, enterprises with two to nine employees are at least as innovative as small to medium enterprises, or even more so. We argue that innovation surveys should lower the employee count threshold to attain better representative insight into the innovation landscape.

Introduction. In today's conditions of economic development, business entities face the challenge of reformatting systems, methods, methods and economic mechanisms for managing sustainability in terms of innovative approach. Therefore, the solution of economic, social, managerial and personal problems in contemporary society implies a specific innovative style of management, which is based on innovation, innovation, systematic and continuous innovation activities. Purpose. Identification of peculiarities of the development of innovation activity of business entities in Ukraine, positive features and deficiencies that exist, and clarification of the role of the state in the creation of general institutional coordinates for economic entities as an element of the system of innovative development of the country's economy. Results. The study of the mechanism of innovation activity allows us to conclude that the formation and development of an innovative management strategy by an economic entity is an integration process that combines the processes of forecasting, planning and accounting of the resource base of the enterprise in the long-term, medium-term and short-term prospects in the new conditions modernization of the state economy. Creating a national innovation system is to build a holistic system that effectively transforms new knowledge into new technologies, products and services that find their real consumers in national or global markets. At the same time, attention should be paid to the development of an innovative strategy by each domestic enterprise, which will create conditions for positive trends in the development of this process. Conclusions. Innovations are essentially related to the cyclical development of the economy, as they initiate new technological developments. Therefore, in an innovative economy, the state plays an important role in implementing anti-cyclical economic regulation, smoothing out cyclical fluctuations and mitigating their effects. In today's conditions, further development of recommendations for improving the methodology for assessing the innovative potential of industrial enterprises, optimizing the management of innovation activity in the state and its individual regions, the choice of forms and methods of state support for innovation projects in order to improve the investment climate and increase inflow of innovative investments is necessary.

Although it is commonly argued that unions need to innovate in order to grow and achieve success, little is known about the characteristics of unions that facilitate or hinder innovation. The authors of this study develop a model of union innovation and test it using data collected from many sources, including a 1990 survey of 275 officials and staff members from 111 American national unions. The results suggest that certain union characteristics, such as environmental monitoring (systematic monitoring by the union of developments that could affect it) and rationalization (good structuring and management of administrative activities), are positively associated with innovative behavior. In addition, there is a positive relationship between innovation and the heterogeneity of a union's members.

This article discusses the peculiarities of startup success and the influence of design thinking, which is based on the methodology of solution design with a focus on human consumers, as the end user of a product or service. The startup is the first necessary stage of the life cycle of innovation. In order for the innovation to be successful, the design thinking methodology is used, which increases the predictability of success, speed of market entry and reduction of investment risks in the innovation. Actively working system of support for start-ups is the basis of active innovation activities, increasing the volume of innovative products, export of high-tech products. Development of startup projects is widespread abroad. It was found that the peculiarity of these successful projects is that they bring high profits, as well as raise the level of the economy in their countries. It is stated that it is important to study the issue of successful launch and implementation of startups through the structures that contribute to their development. Moreover, it is obvious that design thinking is the most successful methodology for creating innovations, which is actively used by various world-renowned companies. This article formulates a methodological model of design thinking for the main characteristics of startup success. The implementation of this model includes the following steps: generalization of the “startup” concept, generalization of the “design thinking” concept, identification of the stages of the startup life cycle, systematization of the key components of successfully realized startups, and analysis of the design thinking capabilities of the startup.

the article presents an analysis of innovation activity and its elements in the quantitative and qualitative characteristics of tourism enterprises belonging to small and medium-sized businesses. The changes taking place in the world in the tourism market, including under the influence of COVID-19, as well as the peculiarities of tourism as part of the service sector and industry, lead to the search for new nontraditional destinations with innovative elements. The purpose of this article is to present the innovation activity in quantitative and qualitative characteristics. The study used such methods as content analysis, comparative analysis, the method of expert assessments, and statistical methods. The results of the research of innovation activity based on monitoring, taking into account industry characteristics, characterize a low share of small enterprises interested in innovation, a small connection with higher educational institutions, a low share of environmental and managerial innovations. The results of the observation of tourism enterprises allow us to assess innovation activity positively for most enterprises, but at the same time there is a lack of state support for regional administration, financial capabilities and strategic planning at enterprises. The importance of innovative activities, especially in terms of marketing, research and obtaining new information for the development of innovative projects and the strategic development of tourism in our country is emphasized. As a priority, the interaction of small and medium-sized businesses with scientific departments of universities is highlighted in order to integrate their joint activities.

Even though the turn to practice is widely accepted in the field of urban planning, the practices of planners are empirically largely unexplored. Looking at the daily routines and practices of urban planners thus allows a deeper insight into what planning is, and how planning practices are related to innovation and transformation. To do so, we start from the assumption that behaviour is a constellation of practices, including certain activities, a set of choices and actions, patterns of behaviour or forms of interaction that is organised in a certain space or context by common understandings and rules. By conducting an online survey among planners in medium-sized German cities, we first identified a wide range of planning practices and activities in general. In a second step, we conducted a statistical cluster analysis resulting in six types of planners: (1) the ‘local-specific analysts,’ (2) the ‘experienced generalists,’ (3) the ‘reactive pragmatists,’ (4) the ‘project-oriented planners,’ (5) the ‘compensatory moderators,’ and (6) the ‘innovative designers.’ Each cluster has specific practices and activities, linked to characteristic value-sets, role interpretations and self-perceptions that might help explain the differences with regard to innovation and transformation. From the identified six groups or clusters of planners, only two clusters more or less consequently aim at innovation, experimentation and new approaches. One cluster is dedicated to collaborative practices whereas traditional practices predominate in three clusters at least, mainly because of legal requirements. This is the result of an increasing ‘formalisation’ of land-use planning, making planners focus on technical and formal practices, and, at the same time, lead to the reduced ‘attention’ to and implementation of conceptual approaches or ‘necessary’ transformative practices, including proactive approaches and strategic coordination with regard to sustainable urban development, but also comprising experiments, real labs or social innovations.

The development of eco-innovation activities performed by enterprises remains one of the key challenges of sustainable development. In modern economies, the implementation of innovative technological solutions should also take into account performing eco-innovation activities by enterprises. The aim of the research was to assess the involvement level of small and medium-sized enterprises in eco-innovation activities, regarding the implementation of actions for the effective management of resources and the implementation of sustainable products, against the background of their involvement in innovation activities related to the implementation of product innovations and business processes, as well as the assessment of spatial-temporal diversity and trends for changes in this regard. The spatial scope of the research addresses 27 European Union countries, and the time scope of the research covers the years 2013–2020. The methods of multivariate statistical analysis, with particular emphasis on classification methods, were used in the research. The main finding of the research is the division of the European Union countries into three types of classes, including the countries assessed as: (1) poor eco-innovators and moderate innovators; (2) moderate eco-innovators and poor innovators; and (3) leaders of eco-innovation and innovation. The conducted research shows that SMEs in the European Union countries are much less involved in eco-innovation activities than in innovation ones; the level of involvement in eco-innovation can be divergent from that of involvement in innovation. Moreover, the involvement in eco-innovation does not show an upward trend.

Collaborative innovation networks are increasingly used as vehicles for fostering innovative policy solutions. However, scholars have noted that the extent to which collaborative networks can actually contribute to the development of innovative policy solutions depends on how they are managed. Empirical research on the management of collaborative policy innovation processes is, however, scarce. Therefore, we review in this article a case to add new insights to the causal link between collaboration, management, and innovation. Specifically, we examine the management strategies which helped a Flemish administrative network to develop a radical new Spatial Planning Policy Plan. This study shows that the best way to manage collaborative innovation networks is not to press directly for results, but take the time to invest in relationship-building and together agree on a planning and clear process steps. Such a management approach allows actors to get to know each other and from thereon expand, with more background and appreciation for the others’ goals, behaviors, and intentions, their group activities concerning the formulation of a radical and innovative policy plan.

Abstract In the era of strong economic development, one of the elements of a company’s competitiveness is innovation. It determines the company’s development and its success. Appropriate management of innovations in a company determines specific activities in the areas - search, planning, implementation, diffusion and control. Innovations can be about products, processes, organization and marketing. There are many innovations in the financial sector that increase the quality and efficiency of work. This article presents the results of a study conducted using a survey among financial services companies and companies that use a number of financial and accounting innovations in their activities to improve their activities in this area. The research was carried out at the end of 2019 in 40 enterprises of the SME sector in the Śląskie Voivodeship. The results of the research were compared with the prevailing trends both in Poland and in the world, based on publicly available reports and messages. Thegoalof this article is to draw attention to the level of innovative activity in the financial and accounting area of enterprises from the SME sector, and to identify and analyze the elements of managing these innovations in the explored enterprises.

Innovation is an inevitable way for cities to achieve sustainable development. The occurrence of innovation activities is a complex systemic behavior. Its spatial distribution has some location selection laws, which are the result of interaction and feedback between various spatial influence factors. We explain the impact mechanism from the microscale using a street unit in a city. Hangzhou was selected as a case study. First, we systematically selected factors influencing the spatial distribution of innovation activities as the independent variable based on the demands of innovation subjects. Patents were used as the dependent variable to represent the spatial distribution of innovation activities. Second, ensemble algorithms (Boosting) were used to analyze the influence contribution of independent variables to dependent variables. Then, based on the aspects of innovation driving force, which are innovation resources and innovation environments, relevant factors were divided into the following seven categories: innovation industry concentration, knowledge intensity, innovative talent resources, service facilities, external transportation convenience, public transportation convenience, and ecological environment. We interpreted the impact mechanism and made corresponding suggestions for urban innovation space planning.

The article proves that one of the objectives of the contemporary high school is developing the potential of all participants of the pedagogical process, giving them opportunities for revealing creative abilities. Such a change in the role of education in society has led to innovative processes. We distinguish the following elements of innovative activity in HEIs: the goal (increasing the efficiency of resource use in the HEIs), the content (the processes of creating and applying the innovations, including regular ones) and the product (the quality of training the graduates of the HEIs). We also identified the following types of innovation: organizational, processive and productive, which are the subjects of innovative activity in the HEIs. Under these circumstances, the planning and application of innovations are considered as the area of involving teachers into innovation activity. We specified the factors increasing the number of innovative activities: organizational and technological preparation of creating innovations is considered pre-innovation activity; the production of innovations depends on research and scientific work; the application of innovations includes the stages of implementation, design and dissemination. We distinguished contextual, educational, scientific and innovative processes and the process of strategic development of human potential. We identified the prospects of researching the innovative environment of HEIs as a condition for effective innovative activity of teachers. Generally, the structure of indirect management of the innovative process includes the main stages of the reflexive regulation of searching a new idea: the stages of criticism, conscious rethinking and normalization of the activity. The organizational structure of such management includes the following stages: diagnostic, regulatory, analytical and verification. Knowledge of the varieties of structures and their main stages is necessary to define the whole system of reflective management, because the innovation process consists of micro-innovation processes, which need to be adjusted in communication. We analysed the basic structural components of the authors’ technology of managing the innovation process at the department level as a structural part of НЕІs.

The purpose of the article is the development of the definition and concept of "banking innovations". The classification of banking innovations is proposed and includes product (development of new or modification of existing banking products), process (improvement of banking business processes), marketing (innovations in sales channels and marketing communications of banks), technological (related to the development of technical bank capabilities) and management (changes in the organizational structure of banks, mechanisms of planning, control, incentives, etc.). The research proves the concept of "banking innovations" can be applied to all innovations in bank functioning. This paper distinguishes definition between finance and banking innovations. Finance innovations are related to the creation and dissemination of new financial instruments as well as financial technologies, institutions and markets. The concept of "banking innovation" should be understood as a process with focus on developing new or improving existing banking products (services), technology of their promotion, as well as new innovative methods of managing banking institutions in order to obtain additional income and competitive advantages. The chronology of the most important banking technologies development is analyzed in this article. Correlations between the innovative activity of banks, technological and scientific achievements of humankind are found.Key trends of development of the banking services market (contactless payment, biometric identification, digital wallets and QR codes, Internet of Things, cryptocurrency, fintech movement) are identified and characterized. The paper is emphasizes the connection between banks' innovation activities, the formation of customer loyalty and the increasing of trust to banks. Small and medium enterprises (SMEs) in Korea play a pivotal role in the national economy. However, due to scale limitations, the resources available to SMEs for innovation activities are limited. Therefore, as a means to compensate for the market failure of SMEs, which can be caused by resource limitations, and to ensure sustainable growth, the government supports the SMEs for innovation activities. Korea has fulfilled SME R&D planning support projects since 2002 to efficiently support SMEs’ technology commercialization activities through systematic support in the early stages of the technology commercialization cycle. In order to analyze the effectiveness of SME R&D planning support program, this study conducted latent growth modeling analysis using financial data of three years of SMEs participating in the program. According to the analysis results, SMEs receiving R&D planning support funds have an increase in sales compared to those that do not. In particular, it was analyzed that the sales increase effect of companies supported by R&D funds continuously appeared more clearly. The result of this analysis is that policy support for SMEs can help technological innovation activities necessary for R&D planning, which is an early stage of SME technological innovation. This study is meaningful in that it quantitatively analyzes using latent growth model and the contribution of government support at the R&D planning stage to SMEs’ innovation capabilities and their contribution to performance. However, it has a limitation that it does not address the specific impact path of the planning stage support on innovation capacity and innovation performance.

Eliminating the causes and factors that have a negative impact on the level of innovation activity of Russian enterprises contributes to the creation of favorable conditions for the development of innovation activity in the country. This approach can be implemented through a systemic impact on the main constraining factors, primarily through the initiatives of the state, medium and large business. The use of modern mechanisms of strategic planning and forecasting as tools for the implementation of innovative projects based on strategic alternatives will contribute to solving the problems of sustainable development of enterprises, regions, and the state as a whole.

The article is aimed at studying the peculiarities of the audit of efficiency of the innovation activities of enterprise and determining the organizational and methodological approaches to its conduct. The article proposes an audit of the efficiency of innovation activities to be considered as a test of the effectiveness and efficiency of the innovation activities of enterprise and identifying opportunities for its improvement. On the basis of the analysis of the process of auditing the innovation activities of enterprise, a unified approach to the allocation of the main stages of the audit of innovative activities is developed, which is proposed to include: formulation of the purpose and objectives of the audit of innovative activities of enterprise; determination of the type of engagement and coordination of its conditions with the client; collection of necessary information; planning, execution and completion of audit, and the stage of follow-up. The application of specific audit procedures corresponding to the allocated stages of the audit of efficiency of the enterprise’s innovation activities and covering various engagements is substantiated. The importance of analytical procedures that will be applied during the entire time of the task accomplishment in terms of the audit of efficiency of the enterprise’s innovation activities is emphasized. When assessing business risks, it is proposed to allocate the risk factor, which consists in classing the industry in which the enterprise operates, to the group of sensitive sectors of the economy regarding the suspension of activities as a result of the lock-down announcement. It is defined that, unlike the audits of financial statements, for engagements on the efficiency of innovation activities, the provision of the auditor’s report is not the last stage. Taking into account the importance of the results that may be in the process of performing the follow-up stage for audits of efficiency of the innovation activities of the enterprise, it is proposed to make provisions when concluding an agreement for the performance of an engagement.

Innovation in government activities is more directed in public services, although innovation can emphasize processes, development, planning, policies, and other activities. This research discusses governance innovation from empirical evidence that applied innovation cannot provide maximum results. The cause, government innovation that is not realized, appears only as a ceremonial act in government activities. Qualitative method analysis describes experiences, perceptions, responses through facts found in the informant's experience. This study was conducted in the Population and Civil Registration Record Office of Southeast Aceh Regency, starting from September to November 2020. In-depth interviews conducted with informants of this research consisted of government or executive, legislative, related institution, and citizen. Our field findings use the technique of hermeneutics to interpret various views that we can learn to look at the subject from every angle of knowledge (public administration, management, politics, innovation, and technology). That innovation should be supported by policies that result from decision-making, manager expertise, developed through long-term evaluation, and innovation as the basis for the quality of government public services. Governance innovation focuses on innovative action through various government instruments that lead to the simplification of action towards quality public services. For this reason, government, innovation, and how to manage are modes that continue to exist in administrative reform in government institutions with governance innovation that influence each other.

Radio Dahlia FM Bandung is a private radio in the city of Bandung which still exists today and is able to compete amidst tight competitors, this cannot be separated from the role of public relations as a liaison between the company and the public. This study aims to determine the planning of a public relations strategy for Radio Dahlia FM Bandung in facing competition in the industrial era 4.0. The method used is descriptive qualitative with data collection techniques using interviews, observation and documentation. The results of this study Public Relations Radio Dahlia FM Bandung carried out four stages in facing competition in the industrial era 4.0. What has been done by PR includes fact finding, planning, communication and evaluating. Planning for Dahlia radio PR activities, namely by branding activities through the On Air, Off Air program and social media, creating internal events, sponsorship collaboration events and special events, and making dahlia streaming radio innovations, and being more active in social media. In introducing the innovation of streaming radio, dahlia has considered the main elements of innovation diffusion, such as innovation, communication channels, time and social systems.

Innovation is a complex process and has been shown to be influential towards different types of stakeholders. From the viewpoint of stakeholder theory, shareholders and creditors are more likely to be concerned about corporate financial performance. However, in the new era an enterprise’s responsibilities have to extend to other stakeholders, including its employees, suppliers and communities. This study aims to extend the literature by examining the individual effects of product and process innovations, and then their interactions with external collaboration, on firm performance and corporate social responsibility (CSR) activities in terms of local contributions for a sample of Vietnamese manufacturing firms during 2011–2013. Research findings suggest that process and product innovations are beneficial to firm performance in terms of market share, but not return on total assets. This implies that investment in innovative activities requires time to make positive changes in profitability, but it may help with winning customer loyalty. We also find evidence suggesting that innovation could make firms more obscure, especially when there are external parties involved. This motivates firms to send signals about their sustainability and goodwill through corporate social responsibility (CSR) activities. With regard to CSR activities, we are the first to provide a breakdown of categories of corporate social contribution towards the local well-being, and elaborate evidence on the effect of innovation on each category, rather than just a composite index of CSR as in some extant studies.

The critical role of urban innovation in sustaining urban economic resilience has been widely acknowledged by scholars. Yet there is far from a full spectrum of understanding about how innovation performs, despite China’s innovation outputs having far outweighed most countries’. The perennial concern regarding the spatial patterns of innovation has been biased towards the macroscale, and long-standing efforts to explore the determinants of innovative vitality are focused on internal factors (e.g., research and development activities, and firm size). Considering these inadequacies, this research investigates how innovative activities are spatially distributed and how the pattern evolves in cities at the microscale, and examines influencing factors of the external environment. The patent data from 2000 to 2015 in Shanghai are geocoded and mapped into 1 km2 hexagon grids to identify local clustering. Gini coefficient is computed to show the high concentration of innovation activities across space. The hot spot analysis based on the Getis–Ord (Gi*) statistic shows that innovation exhibits a strong concentration propensity at the microscale and gradually moves toward a polycentric pattern. However, the extent of concentration decreases over the study period. Firms dictate innovation activities, and individuals and universities also play a role in downtown innovation growth. The regression using random effect model shows heterogeneous effects on different innovation actors. The overall urban innovation output, dominated by firms, is significantly influenced by public budget expenditures and green space areas. The science and technology grant has a positive impact on authorities but not university and research institutes. This research not only contributes to a methodological innovation for measuring and visualizing an innovation pattern but also enriches our understanding of spatial evolution and critical factors of innovation activities in urban China.

Purpose: the main purpose of this article is to present and develop a cyclic approach in the theory of innovation. This section of economic theory is based on the understanding of the innovation process as a dynamic system that develops (depending on the type of innovation) within the medium or long-term cycle. The cyclic approach has an insufficiently studied subject of research. In theoretical and practical aspects, this approach is very poorly developed, despite its prospects for this method. The application of the cyclic approach in the practical sphere will increase the effectiveness of activities planning in the field of the state innovation policy, as well as increase the efficiency of the state resources using.Methods: a set of methods of theoretical research is used, including: logical, system and abstract methods, as well as specific scientific (special) research methods. Based on the study of a wide range of scientific literature, as well as statistical and factual information on innovative issues, models (modeling method) were drawn up, which were graphically fixed in the figures illustrating the main provisions of the article.Results: this article develops the cyclic approach to the innovations study, proposed in the works of foreign and domestic scientists. The article describes and presents a scientific method of innovative processes management, called "triad of innovative and transformative activity". The article also contains a brief overview of the cyclic method development in the works of domestic and foreign researchers, giving a general idea of the elaboration degree of the scientific question.Conclusions and Relevance: the analysis of the main theories and concepts in the field of innovation, gives reason to argue that scientific views on the implementation of the innovation process contain a serious omission. It consists in the fact that it does not take into account the influence of cyclical conditions of various medium-term cycle phases or long-term cycle stages. In practice, this leads to asynchronous processes that prevent the effective innovation activities.

The core problem of planning is in the planning process itself, which includes a series of procedures and involves many parties. The lengthy process and the many parties involved often make planning ineffective. Based on this, this study aims to analyze the differences in planning innovations carried out in two different regions, namely South Sulawesi and West Sumatra, to compare the innovations of the two regions. This study uses a qualitative descriptive approach. As a result, South Sulawesi and West Sumatra have different development innovations, in which South Sulawesi places more emphasis on improving website-based information systems which will become a reference for development planning, while West Sumatra emphasizes the assessment of construction services that will carry out development planning in the West Sumatra region. Suggestions in the future, each agency allocates a budget to increase the admin capacity of the SIPPD manager and provide cost consequences as motivation.

This paper investigates how firm-level innovation and productivity affect the export propensity in manufacturing firms in seven Eastern European Union countries. With respect to innovation activities, we analyze the complementarity between pair-wise product, process and non-technological (organizational and marketing) innovations when the objective function is represented by the exporting probability of a firm. Analyzing CIS2008 data, we find that productivity always has a positive and significant impact on the exporting propensity of firms. Furthermore, complex innovative firms, when large in size and/or from medium high–high technology sectors, can take advantage in terms of a higher attitude to export than non-innovators and simple innovators. By considering these results, governments have to introduce policies that can induce firms, especially small and medium ones, to implement complex innovations. This is fundamental in order to be more productive and more competitive.

Decision-makers (DMs) are not sufficiently exposed to concepts such as efficiency and risk in innovative activities from the perspective of organizational strategy. The challenges become even greater when these DMs lack expertise in technology and deal with uncertain circumstances. In this sense, exchanging expert knowledge between DMs and technical teams will strengthen the link between technology planning and strategic management. The purpose of this study is to bridge the knowledge gap between these two groups. It introduces a framework to translate the organization’s strategy into technological decisions at an acceptable innovation risk level. This framework considers aspects such as knowledge, type of innovation, and innovation process. This study focuses on determining whether activities should be accepted or rejected by examining the uncertainty and efficiency of innovation. It also introduces a novel perspective on the hybrid "success-failure" uncertainty of innovation, and a new measure called "efficiency probability," which DMs and technology developers can use to intuitively engage in the innovation process. This paper seeks to propose a practical strategy map for new product development under uncertain conditions. To achieve this goal, the Fuzzy Front-End (FFE) concept, fuzzy data envelopment analysis (FDEA) model, and adjustable possibilistic programming (APP) approach are applied. The results of this study indicate that innovative activities typically have low efficiency and high uncertainty. Therefore, the decision to implement or abandon them requires reviewing and balancing the goals and strategic approach of the organization with technological and business features.

Relevance of the research topic. The concept of effective management of innovative projects of modern business entities requires a comprehensive adaptation of the management system in the direction of energy and resource consumption, as trends in the market economy model encourage the spread of active policies of economical use of all resources. Formulation of the problem. Project management of innovation policy of business entities must be in line with the requirements of the world economy and meet all the principles of effective planning and implementation of resource conservation, taking into account global scientific and technological progress, attracting or developing new engineering solutions for recycling, technology and equipment. That is why it is necessary to improve the functional and technological elements of management in the direction of intensifying innovation in the field of energy and resource conservation. Setting the purpose and objectives of the study - to management of energy and resource-saving innovation projects of business entities. Research method or methodology. The historical-logical method is used in the article; method of systematization, classification and theoretical generalization; method of logical analysis and synthesis. Presentation of the main material (research results). An economic model has been formed that allows assessing the dynamics of the effectiveness of attracting funds aimed at implementing energy and resource-saving innovations of business entities. Based on the construction of the above model, the main directions of management of innovative energy and resource saving projects are formulated. Field of application of results. The results of the study can be used in the practice of business entities to increase the efficiency of production. Conclusions on the article. As a result of the study, it was concluded that the harmonization of strategic management of business entities requires the introduction of energy and resource-saving innovations in production activities, which is a condition for stable operation and competitiveness. Reduction of operating costs, their planning, rational use of labor and material resources provide rapid payback of innovative projects of business entities.

Innovation has a close reference to the economic market, that is to say with the users of the innovated product: if these are not sufficiently developed they are not able to understand it and appreciate it. Innovation, making the process better, generates greater competitiveness: it is the dream of something better that translates into general well-being. This work presents an innovative hybrid car’s design, belonging to the E-segment. The choice of this segment is already innovative in its nature, as despite being currently in strong development, hybrid and electric engines are still little used for large sedans. The method we present in this paper for the car design is also innovative and is called Design for Six Sigma. It is a method used to develop new products, through the determination of customer and market needs and the transformation of these requests into the product generated.

Determine the possibilities of applying global theoretical approaches and practical experience in the construction of innovation systems in the regions of Russia. Methodology. In the course of the study, comparative and retrospective types of analysis were used in relation to the processes of theories and concepts of innovative development at the regional level. The methodological basis of the study was the concept of the «knowledge economy», the application of which made it possible to identify the high importance of building up and diffusion of knowledge in the regional innovation process. Results. It was revealed that for Russia and its regions to enter the next stage of economic development, innovations and innovative activities should play a leading role. One of the main priorities of regional development should be the formation of an innovative infrastructure, the basis will be the creation of conditions for supporting small and medium-sized innovative enterprises based on business incubators, venture financing, information, consulting and legal support for business entities. Direct support of the innovation system should include the introduction of preferential tax regimes for enterprises in this sector and the provision of state preferences. Conclusions. By now, there has already been a transition from understanding the dominant role of innovation in the development of any socio-economic system to the target formation of public and private institutions of innovation, called national and regional innovation systems. In this regard, it is necessary to further modernize management approaches and practices to the process of state support for innovation.

The article reveals the preparation for professional innovative activities at different levels (public, socio-pedagogical, theoreticalmethodological, and methodological-technological). The main types of innovation – creation, development, testing, implementation – are characterized. The phenomenon is briefly analyzed. Despite the accumulated experience and existing interest in the problem, there are few studies on the preparation for innovative activity of students of technical and cultural universities. In the article, a definition of the term “professional innovation” is proposed. The essence of readiness for innovation is presented. The choice of innovative, energyresource, integrative approaches to preparing students for innovative activity is substantiated. The functions of the approaches are presented. These functions are realized through a system of certain principles. In the article, the methods of analysis, questionnaire, testing, ranking were used to identify students’ and teachers’ values of innovative activity, to determine objective and subjective factors affecting professional innovative activity, and methods and means students and teachers find effective in developing creative abilities. The respondents emphasize professional patriotism, professional health (capacity for work), and creativity as the most significant values of innovative activity. The article presents the most effective forms, methods, and tools that contribute to readiness for innovation. Particular attention is paid to the innovative projects in mixed groups of the South Ural State University. The implementation of sociocultural projects at Chelyabinsk State Institute of Culture is described. Examples from practical experience are given. It is noted that the training of students in various types of their independent activities is based on their personal experience of independent activities. The necessity of pedagogical assistance is the most appropriate way of pedagogical support, creating conditions for students for independent education. It develops the readiness for innovative activity and the ability to manage educational activities. The key results of the study are: the specified content of key concepts; the determined structural elements of readiness for innovation, skills (forecast, planning, analysis, interpretation, reflection), values of innovation (professional patriotism, performance, health, creativity, etc.); the revealed methodological approaches to preparing students for professional innovative activity; the identified principles and conditions for the implementation and functioning of the phenomenon.

Introduction. In In today’s conditions of economic development, business entities face the challenge of reformatting systems, methods and economic mechanisms for managing sustainability in terms of innovative approach. Therefore, the solution of economic, social, managerial and personal problems in contemporary society implies a specific innovative style of management, which is based on innovation, innovation, systematic and continuous innovation activities. The purpose is to identificatt the positive trends and shortcomings of the processes of innovative development of economic entities that exist in Ukraine, and to clarificate of modern scientific approaches to encourage businesses to innovate in order to ensure financial stability and innovative development of the country’s economy. Results. The study of the mechanism of innovation activity allows us to conclude that the formation and development of an innovative management strategy by an economic entity is an integration process that combines the processes of forecasting, planning and accounting of the resource base of the enterprise in the long-term, medium-term and short-term prospects in the new conditions modernization of the state economy. Creating a national innovation system is to build a holistic system that effectively transforms new knowledge into new technologies, products and services that find their real consumers in national or global markets. At the same time, attention should be paid to the development of an innovative strategy by each domestic enterprise, which will create conditions for positive trends in the development of this process. Conclusions. Innovations are essentially related to the cyclical development of the economy, as they initiate new technological developments. Therefore, in an innovative economy, the state plays an important role in implementing anti-cyclical economic regulation, smoothing out cyclical fluctuations and mitigating their effects. To ensure the further development of innovation in Ukraine, it is necessary to comprehensively use methods to stimulate innovation, in particular the improvement of tax legislation; improving the legal framework for venture funds; improving the mechanism of protection of intellectual property rights; ensuring effective cooperation between the scientific and business sectors in the field of innovation.

This report is aimed at clarifying the essence and specifics of company innovation policy and strategy. The two categories are shown as interpersonal and intertwined. Markets and products are the two cornerstones of company policy that binds it to the production and distribution of goods. Its success is conditioned by the introduction of novelties, the upgrading of the assortment and the analysis of the marketing environment. This combines innovation with company policy and strategy. Company innovation policy is a system of management actions for organization, management and insurance of conditions for creation, implementation and successful market realization of innovations. It is a sequence of activities in planning, organizing, developing and introducing novelties by using administrative and economic leverage to maintain a positive innovation potential. The paper also discusses the components and tools of company innovation policy.Each company develops its common strategy, which is a complex program with visions of action on the priority directions of its development. In the sphere of innovation it is connected with the ability to conduct a competitive struggle for the development and implementation of the novelties. The innovative strategy of the company is reflected in its innovation program, which is the basis for implementing the company's innovation policy. The definition of the prospects and the orientations of the strategy and policy for technological innovation and innovation activity is related to the market, production, investment, organizational, social and other spheres of development. They can be grouped into three main strategies: leadership in overall costs; product differentiation; concentration in the field of business. In connection with the elucidation of the essence the subject presents the types of innovation strategies and policy.

The article aims to review studies of various aspects of the Russian innovation system, which were conducted under the auspices of the leading sociological centers of the Russian Federation, in order to identify and compare the heuristic potential of the methodical and methodological approaches and models applied, as well as to conduct a secondary analysis of the empirical data obtained through them. Materials of research conducted at the Institute of Sociology of the Russian Academy of Sciences, the National Research University Higher School of Economics, the Russian Public Opinion Research Center, the Central Economics and Mathematics Institute of the Russian Academy of Sciences, the Skolkovo Institute of Science and Technology, the Financial University under the Government of the Russian Federation, Association of Innovative Regions of Russia are used in the present study. A secondary analysis of the considered empirical data and approaches to their analysis in the context of improving the heuristic potential of the narrative institutional analysis of the Russian innovation system is carried out. The paper demonstrates that the consistency of narratives and studied data, including indicators of official statistics, is ambiguous. The article considers the interrelation of indicators and narratives about certain problematic issues such as the volume and sources of innovation funding, the importance of intellectual property rights registration for the innovation implementation, the need for long-term planning for the implementation of innovations, the state's focus on stimulation of innovation, the most and least innovative industries and types of economic activities.

Sustainable innovation at a company level drives economic, environmental and social improvement at a national level. Recent evidence has shown that businesses have increased the managerial attention and investments dedicated to sustainability. This paper aims to identify the most important drivers supporting companies to develop innovation activities oriented towards making the business models more sustainable. We explore microdata from the 2016 Innobarometer “EU Business Innovation Trends” (Flash Eurobarometer 433), covering 8635 companies from 29 countries. Using statistical classification methods, we identify the most important factors that are related to innovation activities that have the potential to shape the efficiency of raw material usage and environmental protection. The most relevant factors emphasized by our analysis are: innovation performance of the country (innovation), percentage of the company turnover invested in innovation activities, percentage of total turnover invested in acquisition of machines, equipment, software or licenses, percentage of total turnover invested in company reputation and branding, including web design, percentage of total turnover invested in software development.. Also, our analysis highlights the skills that are needed the most by companies in order to support their innovation activities targeting sustainability. Our results are useful for better understanding the attention that is given to sustainability by innovative companies, and what the main factors that boost innovation dedicated to sustainability are.

Various brands of bamboo crafts created by youths have emerged in Zhushan Township, Taiwan. With the special bamboo materials available in Zhushan Township as their core, these brands have created different types of social innovations through their management, design, and mechanical knowledge. The results indicate the following: (1) The youths advocate for causes such as the preservation of culture, mutually beneficial situations, sustainable local development, and environmentally friendly lifestyles. The youths proposed innovative solutions for these causes, such as establishing a guesthouse, revitalizing unused space, creating opportunities for dialogues, developing bamboo-based environmentally friendly products, and holding local activities; (2) the youths constructed a model for internal cooperation and enhancement, revitalization, and marketing Zhushan Township; (3) the youths advocated for various social values, utilized social capital, and proposed innovative solutions through diversified participation and the creation of new relationships, allowing different communities to generate a group dynamic to resolve social problems and achieve sustainability together. This study aids in the facilitation of sustainable management of township micro-enterprises by innovating products and service modes through social capital and social value. At the same time, local and common social innovation modes are connected to provide a reference for the social innovation of micro-enterprises.

Organizations use multiple strategies to increase the number and impact of eco-innovations as a path to achieve competitive advantage. In this article, we study the role of open innovation activities, specifically related to market sources, as a driver of eco-innovation performance. While studies have looked at the relationship between these two emergent innovation phenomena from a broad perspective, we explore whether specific market knowledge sources—clients, suppliers, competitors, and consultants—and their combined use—affect eco-innovation performance. We rely on insights from theories of open innovation and sustainable and environmental innovation to build a theoretical framework about the determinants of eco-innovation performance from a market-driven open innovation perspective. Our sample consists of 3047 firm-year observations obtained from three consecutive panels of the Chilean Innovation Survey (2009–2014). We found that clients, suppliers, competitors, and consultants as knowledge sources positively influence eco-innovation performance in firms. In addition, our results suggest that a combination of client sourcing with supplier and consultant sources of knowledge positively affect eco-innovation performance. We discuss the implications of our findings for open innovation activities on eco-innovation and suggest ideas for future research.

The task of each firm’s strategic management is to identify those sustainable sources of competitive advantage that represent a way to achieve business goals and competitive advantage. Business management should be able to define determinants that fundamentally influence the innovation activity of business. Innovation leaders are influenced by the same set of determinants that allow them to maintain their position in the market. Identifying these determinants is a key source of knowledge for defining or adjusting corporate strategies, enabling sustainable benefits and for efficient building and functioning of countries’ innovation ecosystems based on cross-agents’ interactions leading to sustainable development. The goal of this paper is to identify the combination of innovation determinants in Dynamic Innovation Strategic Model (DISM) driving creation and sustaining innovation leaders’ competitive advantage in selected European countries belonging to the group of moderate innovators. Likewise, authors define a unique set or combinations of factors that will (fundamentally embedded in a company strategy) have a significant impact on the innovative production of the business, which are one of the key elements of innovative ecosystems. With the use of CIS data (from Eurostat) on the innovators and followers of nine EU countries and own regression models, the key determinants of the success of the innovation leaders and followers were found. These determinants are (also in appropriate combination) mainly: in-house R&D activities, co-operation with various partners, and marketing and design. The results clearly show that for innovative leaders, key determinants have a positive impact on produced innovations; for the followers, the same group has a negative influence.

Introduction. Innovation is one of the necessary conditions for economic growth and development of society. Depending on the level of processes of innovation, directions and pace of development of regions are determined in terms of qualitative transformations and the increase in basic economic indicators. The necessary conditions for innovative development and sustainable economic growth in a region include identification of factors affecting innovative activities. In this regard, the study of innovative development of regions is of particular importance and relevance. The purpose of this research is to substantiate the systematic approach to the classification of factors in innovative development of regions in the context of their influence on sustainable socio-economic development of territories. Materials and Methods. The object of this research was innovative development of a region exemplified by the case of the Republic of Mordovia. Regional statistics was used as the information base for the research. The study employed the methods of factor and system analysis, expert survey, planning, forecasting and comparison. Results. The features of the innovative development of a region have been determined. The factors affecting the innovative development of a region have been classified. According to the author, using the indicated factors makes it possible to develop a strategy for the growth of innovative activities in a region. The factors have been analyzed and it has been proved that they affect the level of regional innovation processes. Discussion and Conclusion. Determination of the institutional conditions and the impact of internal and external factors, identifying the optimal level of correlation of maximum income and minimum costs will lead to the expansion of innovative activities of enterprises in a region, which will ensure the innovative and socio-economic development of the region. The results obtained serve as the basis for assessing the attractiveness of a region in terms of investment and provide a forecast for the impact of innovation on the regional growth. The results of this research have practical relevance and can be used in the practice of stimulating innovative activities in regions.

The paper investigates modern trends in the development of innovative systems in Russia. These trends are caused, on the one hand, by the lack of a clearly formulated concept of an innovation system, and, consequently, by the inability to determine the ways of its development, and by the active use of undeservedly forgotten program-target planning methods, on the other hand. A detailed analysis of various positions and statistical materials allowed us to prove that, contrary to the generally accepted opinion, the Russian model of public administration and financing of innovative activities has signs of cluster and state-corporate types. The article considers the existing approaches to the management of innovation and investment activities of organizations, which is aimed directly at reproduction processes, in particular, the reproduction of fixed capital. The authors substantiate the necessity of creating territorially grouped innovation systems, which is explained by the dependence of industries and sectors of the economy on each other on the technological principle and the need to create technological links between them to realize their potential advantages within the framework of the implementation and creation of innovative products.

Financial Systems and Financial Engineering plays an important role in modern Systems Theory. In Systems Theory, the planning and informatization issues concerning project management processes in high-tech enterprises have been considered. The network model role in organizing the intellectual resource management of an innovative project was investigated. A set of heuristic preference rules for organizing project management under conditions of limited intellectual resources available for the project was developed. An algorithm for constructing an implementation schedule for an innovation project as well as for estimating the dynamics of resource consumption and loss depending on the presence or absence of constraints on the project intellectual resource value was proposed. A description is given for a software product created by the authors, providing support for decisions made by the high-tech enterprise management at the stage of project operational and calendar planning of its intellectual resources.

The purpose of the article is to identify the main socio-economic causes and consequences of the COVID-19 coronavirus pandemic in indicative planning of the innovative development of a federal state, as well as the ways to overcome the negative consequences as a new and substantial example of impact of unforeseen factors of a radical nature to a federal state. The main fundamental consequences of the COVID-19 coronavirus pandemic appear to be two interrelated innovation processes (coronavirus’ affects): accelerated digitalization of all aspects of socioeconomic activity, as well as socio-economic innovation, namely “zeroing”, i.e. gradual displacement of a person from many processes where he is currently carrying out labor activities. In order to overcome the negative consequences of the coronavirus pandemic COVID-19 and other unforeseen factors of a radical nature federal states of the countries and region governments are apt use the tools of innovation and indicative planning.
