For the past six years the conservation and collection management departments at Museums Victoria have been conducting a major survey to determine the type and extent of hazardous substances in the collections to better inform safe handling and storage practices. This paper focuses on mercury compounds in the collection, including mercury chloride applied as a pesticide, mercury sulfide pigments, liquid mercury used in scientific equipment, and mineral specimens such as native mercury and cinnabar. All these compounds can release volatile mercury vapour into storage furniture and have the potential to contaminate both the cabinet and other specimens stored nearby. Although previous testing had confirmed that the air in storage rooms and workspaces contained no detectable levels of mercury vapour, recent publications by Hawks et al. 2004, Havermans et al. 2015 and Marcotte et al. 2017 showing high levels of mercury vapour inside storage containers in herbaria raised concern that there could be higher than acceptable levels of mercury vapour building up inside storage cabinets at Museums Victoria. This prompted analysis of the headspace in cabinets using a Jerome J405 portable mercury vapour meter. Testing was informed by the results of previous hazards surveys using X-ray fluorescence spectrography to target cabinets where mercury vapour was likely to be present. Air from cabinets was sampled across the indigenous cultures, history, technology and natural sciences collections. Results showed levels of mercury vapour could be considerably above 25 μg/m3 the Australian time-weighted average (TWA) exposure standard for an 8 hour workday in cabinets of bird skins and indigenous artefacts treated with mercuric chloride pesticides. Results above 150 μg/m3 the temporary emergency exposure level (TEEL) were measured in the mineralogy collection. Mitigation strategies are being implemented to reduce the risks to staff health and contamination of other collection materials, including enclosing mercury-containing species of minerals in gas barrier film, venting high risk cabinets to dissipate vapour before accessing specimens, and engineering controls during the handling of specimens.

This study examined the relationship between soil structure and solute transport in a texture contrast soil under 2 different tillage treatments—raised beds and conventional cultivation—in south-western Victoria. Undisturbed soil samples were collected for resin-impregnation and image analysis. This enabled several descriptive parameters of macropore structure to be calculated. Large, undisturbed soil samples were also collected for a solute transport experiment using a KCl solution. A convective log-normal transfer function was used to model Cl– movement. The assessment of soil structure showed that the raised beds contained a better connected pore network than the conventionally cultivated soil. Solute transport was faster through the raised bed soil when close to saturation (at –5 mm tension). Under these conditions, the solute transport parameters showed a smaller ratio of transport volume to soil water volume in the raised bed than the conventionally cultivated soil. Together, these data strongly indicate that the raised beds had greater pore connectivity and were able to transmit solute faster and more efficiently than the conventionally cultivated soil. It is concluded that raised bed soils are better structured and provide less risk from waterlogging than conventionally cultivated soils. However, there is greater potential for preferential flow of pesticides and solutes in raised bed soils.

In 2007, samples of treated effluent were collected at point of discharge to the environment from 39 wastewater treatment plants (WWTPs) located across Victoria, Australia grouped by treatment type. Sample genotoxicity was assessed with a high-throughput luminescent umu test method using Salmonella typhimurium TL210 strain, with and without addition of a commercially available metabolic activation system. Samples were also screened using a gas chromatographic—mass spectrometric mass-structure database recognition method. A genotoxic response was observed in half of the samples tested without metabolic activation system (<LOR – 0.19 μg/L 4-nitroquinoline-N-oxide equivalents). On addition of metabolic activation system, 75% of samples elicited a genotoxic response, the majority of responses were stronger than without metabolic activation (<LOR – 2.97 μg/L benzo[a]pyrene equivalents). The type of WWTP had no effect on genotoxicity. A large number of chemicals were identified in the effluents, although none could be unambiguously tied to the genotoxicity observed. Chemicals observed in one or more effluents included food additives (e.g. dibenzylether), various alkyl phenols, tyre leachates (e.g. 2(3H)-benzothiazolone), antioxidants, flame retardants (e.g. tris(2-chloroethyl)phosphate), insect repellents (e.g. diethyltoluamide), stimulants (e.g. caffeine) and anticonvulsants (e.g. carbamazepine). Of the 451 pesticides screened, carbamate insecticides (e.g. bendiocarb, propoxur), plant growth regulators (e.g. propham) and herbicides (e.g. atrazine, metolachlor, simazine) were amongst the compounds observed.

DDT Wars is the untold inside story of the decade-long scientific, legal and strategic campaign that culminated in the national ban of the insecticide DDT in 1972. The widespread misinformation, disinformation and mythology of the DDT issue are corrected in this book. DDT contamination had become worldwide, concentrating up food chains and causing birds to lay thin-shelled eggs that broke in the nests. Populations of many species of predatory and fish-eating birds collapsed, including the American Bald Eagle, Osprey, Peregrine Falcon and Brown Pelican. Their numbers recovered spectacularly in the decades following the ban. During the campaign DDT and five other insecticides were found to cause cancer in laboratory tests, which led to bans of these six pesticides by international treaty in 2001. This campaign produced lasting changes in American pesticide policies. The legal precedents broke down the court "standing" barrier, forming the basis for the development of environmental law as we know it today. This case history represents one of the greatest environmental victories of recent decades. DDT is still "controversial" because it has been deceptively interjected into the "climate wars." This campaign was led by the Environmental Defense Fund (EDF), founded in 1967 by ten citizens, most of them scientists, volunteers without special political connections or financial resources. Their strategy was to take environmental problems to court. There were many setbacks along the way in this exciting and entertaining story. The group was often kicked out of court, but a few determined citizens made a large difference for environmental protection and public health. Author Charles Wurster was one of the leaders of the campaign. The first six years of EDF history are described as it struggled to survive. Now EDF is one of the world's great environmental advocacy organizations defending our climate, ecosystems, oceans and public health.

Nearly five decades ago a group of volunteer scientists and citizens launched a campaign to save birds from the ravages of DDT. They went to court at the local level, then through several states and finally to Washington, DC, overcoming legal barriers and challenging unexpected new issues along the way. By the 1970s, DDT and five other pesticides had been banned. Viewed from the 21st century, these actions produced significant and permanent accomplishments: Preventing cancer—Techniques and procedures for evaluating and regulating carcinogens, which followed the DDT precedents, have been adopted by international treaty. Citizen standing in court—The DDT case broke down the standing barrier, allowing citizens to go to court to protect their environment. It fostered the development of environmental law as we know it today. Recovery of the birds—Populations of iconic bird species, including the Bald Eagle, that had been decimated by DDT, have now recovered their former abundance. Creation of the Environmental Defense Fund—EDF, spawned by the “DDT wars,” has grown into one of the nation’s largest and most influential environmental advocacy organizations. Top authorities in chemical carcinogenesis testified that DDT caused cancer in laboratory animals and that it was, therefore, a possible carcinogen in humans. The precedents set by DDT for identifying and regulating carcinogens then became the basis for banning another five dangerous chlorinated hydrocarbon pesticides: aldrin, dieldrin, heptachlor, chlordane, and mirex (see Chapter 12). EDF had established a very high standard for protection of public health against these carcinogens, as confirmed by two EPA administrators. In 2001 the Stockholm Convention on Persistent Organic Pollutants (the POPs Treaty) was signed by 151 nations to ban the “dirty dozen,” which included all of the “dirty half-dozen” singled out and banned thanks to EDF’s actions 23 years earlier. There was one exception to the total bans: DDT could be used for only malaria control. In 2009, nine additional POPs were added to the list. By 2013, 179 nations were party to the POPs Treaty, although the United States has not yet ratified it.

Accurate information on the state of water resources in the Lake Victoria watershed is crucial for planning and sustainable development in the East African region. This region largely depends on its natural resource-base for economic development, and therefore comprehensive information on its resources dynamics is key in implementing poverty alleviation strategies, improving human condition and preserving the biological systems upon which the region‘s population depends. This chapter focuses on key issues, which have emerged as a result of population growth and development in the region. The research on which this chapter is based aims to address the concerns on land use and settlement trends in the study sites, vulnerability of the communities to water stress and sustainability of the livelihood systems in the watersheds of Nzoia River Basin (Kenya), Nakivubo Wetland (Uganda) and Simiyu River Basin (Tanzania). These communities engage in unique land use practices that have intensified environmental degradation in recent times. The research adopts a multi-disciplinary approach in bringing to the fore the various processes affecting watershed resources use and management in the selected wetlands of the Lake Victoria Drainage Basin (LVDB). The data presented covers trends in vegetation cover loss, pesticide pollution and general water quality parameters. Geographic information systems (GIS) and remote sensing techniques were employed to unveil land use patterns that have resulted in the degradation of the watershed. Wetland degradation levels have been characterized using secondary data generated by analytical techniques. New emerging challenges of environmental degradation caused by industrial, domestic and agricultural activities are presented and discussed. The potential of the new science of hydroinformatics in integrated watershed management through mathematical modeling, geographic information systems analysis and water supply management is highlighted.

Over the past three decades, the media has bombarded the public with a seemingly endless array of risks, from the familiar to the exotic: hormone replacement therapy, anthrax, mad cow disease, SARS, West Nile virus, radon, vaccine-associated autism, childhood obesity, medical errors, secondhand smoke, lead, asbestos, even HIV in the porn industry. A drumbeat of risks to worry about, big and small, with new studies often contradicting earlier ones and creating further confusion. It's gotten so bad that some people feel like they're taking their lives in their hands just trying to order a meal at a restaurant. “Will it be the mad cow beef, the hormone chicken, or the mercury fish?” asks an imperious waiter in one of my favorite cartoons from the Washington Post. “Urn ... I think I'll go with the vegetarian dish,” the hesitant diner responds. “Pesticide or hepatitis?” the waiter asks. The diner, growing ever more fearful, asks for water. The waiter persists: “Point source, or agricultural runoff?” Perhaps it's time for the media to become part of the solution rather than continuing to be part of the problem. Ideally, science journalists could lead the way toward improved risk coverage that moves beyond case-by-case alarms—and easy hype—to a more consistent, balanced approach that puts the hazard du jour in broader perspective. The challenge is to create stories with chiaroscuro, painting in more subtle shades of gray rather than extremes of black and white. Too often, as my late Washington Post colleague Victor Cohn once said, journalists (and their editors) gravitate toward stories at either extreme, emphasizing either “no hope” or “new hope.” Unfortunately, today's “new hope” often becomes tomorrow's “no hope” (which is a good reason for avoiding words like “breakthrough” or “cure” in the first place). Hormone replacement therapy (HRT) is a classic example of this yo-yo coverage. In the '60s and '70s, the media helped overpromote hormones as wonder drugs for women, promising everlasting youth as well as a cure for hot flashes. Concerns rose, however, with reports of possible links to cancers of the breast and uterus. Later, when the uterine cancer risk was shown to return to normal by adding an additional hormone, the publicity about HRT became mostly positive again, emphasizing its potential to protect against bone loss and heart disease.
