This chapter marks a period of stability and growth for the NBA during the mid-1950s. With the NBA down to eight teams, owners still faced inadequate revenues, although their continued efforts to improve and innovate would eventually lead to the NBA's stabilization. They also continued to grapple with the unattractive aspect of the league's end games, where fouling and rough play were still the tactics of choice. How to reduce the primitive aspects of the game remained a difficult problem, but it was one with an elegant solution—the twenty-four-second shot clock helped transform the pro game into something quite distinct from other basketball games and would eventually prove popular and enduring. In addition, the owners also needed to assess whether television would prove beneficial for the NBA.

The interwar period has left a deep impression on later generations. This was an age of crises where representative democracy, itself a relatively recent political invention, seemed unable to cope with the challenges that confronted it. It has recently become popular to make present-day analogies to the political developments of the 1920s and 1930s. This book asks whether such historical analogies make sense and why some democracies were able to cope with the stress of interwar crises whereas others were not. Focusing on democratic stability in Europe, the former British settler colonies, and Latin America, the book emphasizes the importance of democratic legacies and the strength of the associational landscape (i.e., organized civil society and institutionalized political parties) for the chances of democratic survival. Moreover, the book shows that these factors where themselves associated with a set of deeper structural conditions, which on the eve of the interwar period had brought about different political pathways.

The chapter describes the historical process as well as the analytical and empirical factors that, at the end of the twentieth century, led to the dominance, in advanced economies, of a central bank model based on an independent institution devoted to price stability as its overriding objective. The central bank pre-crisis model was elegant, performing, and efficient. However, it could not easily accommodate the pursuit of a traditionally important central bank objective: financial stability. Indeed, since central banks have, in essence, just one tool, that is, the interest rate, the pursuit of a financial stability objective in addition to a price stability objective could create dilemma situations. In the two decades between the mid-1980s and the mid-2000s, the economies of advanced economies were very stable, and this period was thus identified as Great Moderation. However, subsequent experience showed that, in this period, the crisis was incubating.

Chapter 8 asks what properties a market economy must have if it is to be psychologically stable—that is, if it is to reproduce a general belief that its governing principles are fair. I argue that, because of the division of knowledge and because the opportunities open to each person depend on how other people choose to use their opportunities, full equality of opportunity is not compatible with a market economy. Psychological stability has to rest on continuing expectations of mutual benefit, defined relative to a baseline that evolves over time and that cannot be justified in terms of abstract principles of fairness. However, if the market is to be recommended to each individual separately, each individual must be able to expect to share in the benefits that markets create. Maintaining such expectations typically requires redistributive mechanisms.

The book explores the impact of uncertainty in the national campaign context on nonvoting in presidential and midterm House elections from 1920 through 2012. While previous studies have focused on individuals' motivations to vote and candidates' mobilization efforts, this book considers how uncertain national circumstances in the months before the election affect whether people vote or not. Uncertainty is defined as decision makers being unable to accurately predict future conditions, possible options, or final outcomes based on the current situation. Within the national campaign context, uncertainty arises from economic volatility, technological advances in mass communication, dramatic national events including wars, and changes in suffrage requirements. The book examines this uncertainty across four historical periods: the government expansion period (1920–1944), the post-war period (1946–1972), the government reassessment period (1974–1990), the internet technology period (1992–2012). The book considers the nature of politics during these periods with key occurrences including the economic swings of the Roaring 20s, the Great Depression, the post-World War II boom, and the Great Recession, voting rights for women, African-Americans, and young people, and the effects of radio, television, cable television, and the Internet on nonvoting. It concludes that the higher the degree of uncertainty in the national scene, the more likely eligible voters will go to the polls. Conversely, the lower the degree of uncertainty, as the national scene remains stable, the less likely eligible voters will participate. As one example, throughout all four historical periods, economic change decreases nonvoting, while economic stability increases nonvoting.

Bolivia’s natural resources have served as a ‘mechanism of trade’ mobilized by competing interest groups to build coalitions, create political pacts, and negotiate political settlements in which dominant actors attempt to win over those resistant to a particular vision of development and/or governance. These pacts and settlements are revisited constantly, reflecting the weak and fragmented power of the central state and of the elite and persistent tensions between national and subnational elites. Ideas about, and modes of, natural resource governance have been central to periods of instability and stability, and to significant periods of political rupture. The period since 2006 has been characterized by a stable settlement involving an alliance between the presidency, his dominant party, and national social movements. This settlement is sustained through bargains with parts of the economic elite and subnational actors with holding power, as well as through ideas of resource nationalism and state-led developmentalism.

This chapter sets out how inequality and household incomes evolved in the United Kingdom in recent decades and the extent to which different periods saw very different outcomes in that regard. The very sharp increase in inequality seen in the early/mid-1980s was followed by broad stability, but still meant that inequality has been at a substantially higher level since then than through the preceding decades. Substantial growth in real incomes was seen over the period from the mid-1980s to the mid-2000s, though fluctuating within those years, but wages and household incomes flatlined in the years coming up to the economic Crisis and were significantly hit by it. Prospects for the future are even more concerning in light of recent price inflation, further cuts to working-age benefits in prospect, and the impact of Brexit.

Did Europe’s ‘age of catastrophe’ (1914–1945) represent a break with the past or did it amplify the tensions of the preceding era? Was it a ‘parenthesis’ or a ‘revelation’? Historians have usually taken the latter view and have dismissed popular nostalgia for the period before 1914 as mere hindsight. Yet Europeans had good reason to be nostalgic. The period 1900–1914 had its moments of crisis and ominous trends (e.g. anti-Semitism), but it was essentially defined by stability, democratization, and significant improvements in social conditions. Nor should one exaggerate the desire for war in society or among Europe’s political elites. Prior to the July Crisis, a great Continental war seemed neither inevitable nor likely, all of which has implications for our understanding of Europe’s later descent into barbarism. Simply put, the dynamics of violence and instability that characterized the ‘age of catastrophe’ were largely generated during that period.

The chapter on Poland focuses on two questions. Why, in contrast to all other state-socialist countries, did the church’s capacity for integration actually increase rather than decrease despite persecution and discrimination during the communist period? And why has this capacity also remained more or less constant (albeit to a lesser extent) in the period since the end of communist rule? The authors have identified four key factors in the remarkable resistance of the Polish Catholic Church during the period of communist persecution: the fusion of religious and national values, the specific conflict dynamics of the church’s struggle with the state, the structural conservatism of agricultural production in Poland, and the actions of Pope John Paul II. Explanations for the surprising stability of religiosity in Poland after 1990 point to the behaviour of the Church itself, to the internal pluralization of Catholicism, and to the impact of a homogeneous religious culture.

This chapter finds five growth episodes in Liberia’s history. From 1960 to 1971, a period of miracle growth during the presidency of William Tubman. Stagnation and decline followed during the period of 1971–9 when Tubman’s successor, William Tolbert, faced a series of negative trade shocks and a crumbling coalition of support causing negative feedback loops within the economy. Tolbert was overthrown in 1979 by Samuel Doe who oversaw Liberia’s political and economic collapse in 1980–9, and whose political settlement and exclusion of certain factions sowed the seeds for the civil war between 1990 and 2005. The fifth and final period of rapid growth from 2005 to the present day follows the election of Ellen Sirleaf Johnson, and the political stability she brought to the country, which allowed growth to return to the country. However, structural transformation remains elusive due to continued corruption, fragility, and reliance on personal relationships to keep the ruling coalition in power.

This chapter examines the development of the city commune in Pisa. Pisa had one of the earliest established communes in all of Italy, with the years around 1110 as the most likely period for its crystallization. Commerce was important in the city by the twelfth century. The chapter first considers the Pisans' civic pride before discussing the political history of the city in the period between around 1060 and 1130, showing that Pisa was run by a collective assembly known as a colloquium. It then discusses the first appearance of Pisa's consuls as real city representatives in 1109, along with the growing centrality of the communal polity. It also describes Pisa's military experiences, the stability of its ruling elite, and some families that played important roles in the affairs of the commune.

This chapter explores how the size, diversity, and connectivity of the Roman Empire in the first centuries CE fostered developments in image communication in a civilization in which levels of visual literacy, especially among city populations, should be considered quite well developed. At the same time, a full grasp of a monument’s iconography was not essential for effective communication at a range of levels. A remarkable, seemingly modern phenomenon of the period is the proliferation and stability of image use, enabling complex, varied interplays of empire and place to be articulated in all segments of society, with or without the involvement of the authorities.
