The primary purpose of this study was to ascertain institutional and individual responses to legislated changes in faculty retirement policies. This study focused on the impact and influence of early retirement incentive programs on faculty retirement behavior in selected Commonwealth of Virginia Universities. Fundamental changes in federal and state statutes directly affected the staffing and retirement patterns of tenured faculty in higher education. Some changes in the retirement process purported to save institutional dollars while other changes broached broader philosophical issues regarding the role of older workers and retirees in an aging society; the issue of productivity of younger and older workers; the compatibility of the tenure system with the elimination of mandatory retirement; and related issues pertaining to the faculty supply/demand equilibrium. This study described the legal and organizational domains of the faculty retirement process in the Commonwealth of Virginia and identified pertinent federal and state statutes applicable to the early retirement process. Selected state and university officials provided insight into their processes for adapting retirement legislation to institutional goals, needs, agenda, and expectations. Faculty staffing patterns and retirement trends were analyzed in detail for one of the participating institutions and analyses of institutional and personal variables relative to the faculty retirement process were provided. The results of the research confirmed that the State-authorized faculty Early Retirement Incentive Program served its purpose in selected instances. Similarly, the Governor’s one-time early retirement window successfully encouraged attrition from the faculty ranks. Consistent with other findings, the federal legislation raising the mandatory retirement age had little affect on faculty retirement behavior; however, the need for state legislative action applicable to the retirement process to be consistent and compatible was evident.

This paper examines the impact on pension generosity on teacher turnover in North Carolina Public School teachers. It specifically focuses on the impacts of vesting, employer contribution, and pension generosity for out-of-state teachers in their first five years of teaching. High rates of teacher turnovers, especially teachers in their early career, have been shown to negatively impact North Carolina students. As states search for solutions to decrease turnover and recruit more qualified teachers, the effects of pension programs on teacher turnover has yet to be thoroughly examined. This paper found that there was a slight negative correlation between teacher turnover and the generosity of pension programs.

Äldre yrkesverksamma är en ökande grupp på arbetsmarknaden. Det är inte ovanligt att stereotypa uppfattningar kring denna grupp resulterar i åldersdiskriminering. Det är även känt att människor förändras, både till det bättre och sämre, genom åren och att detta påverkar individens yrkesutövande. Sex grundskolelärare intervjuades med syftet att beskriva och förstå hur de ser på åldrandet, pensionen, hur de upplever att de utvecklats under åren samt hur de upplever att omgivningen ser på dem. Erfarenheter ansågs vara det mest positiva med att vara äldre medan distansen till eleverna var det negativa. Åldrandet ansågs medföra fysiska försämringar, men samtidigt upplevdes bättre människokännedom och ökad säkerhet i rollen som lärare. Pensionen lockade för vissa men arbetet upplevdes vara en viktig trygghet i livet.

Pagrindinės išėjimo į pensiją priežastys sutampa su literatūros duomenimis- pensinis amžius. Tyrimu nenustatyta jokių ryškių socialinių pokyčių. Psichologiniai pokyčiai susiję su amžiumi labiau, nei su socialine padėtimi. Daugiausia bendraujama su artimiausiais žmonėmis – vaikais. Daug laiko skiriama sau ir buičiai. Įvairūs negatyvūs psichologiniai požymiai, dažnai siejasi su gerais socialiniais pokyčiais. Hipotezė pasitvirtino – tyrimu gauti rezultatai panašūs į literatūroje aprašytus pensininkų tyrimo rezultatus.
The main reasons for retirement coincides with the literature -the retirement age. The investigation did not reveal any significant social change. Psychological changes associated with age, more so than with social status. Most communication with the closest human beings - children, although they, together with the desert. Much time is spent on herself and household. Other negative psychological symptoms, often associated with good social change. The hypothesis was confirmed - test results similar to those described in the literature of pensioners results.

This research is about the reform policy of teachers’ pension among HsinChu teacher groups. There are two most influential HsinChu teacher groups, one is “ HsinChu Federation of Teachers unions” and another is “HsinChu Education industry Union.” The new pension reform policy implementation on July, 2018. Two kinds of research methods are used in this research, one is qualitative research and anoher is Document analysis. Researcher invited both 4 members of these two teacher groups, including chairman and hoped to understand their opions and suggestions of the reform policy of teachers’ pension. Several months later, reasearcher record these two groups’ members’ opions and get the conclusion: First, both of the major Hsinchu teacher groups have roughly the same opions on reform policy of teachers’ pension, except the attitude to fund development. Second, members of the teacher groups are affected by the pension reform, and even the morale of the work. Third, under the pension reform, the teacher groups believe that it directly affects the planning of the retirement career. Fourth, teacher groups are inclined to request the interpretation of the relevant laws after the implementation of the policy. Fifth, teacher groups suggest that teachers should pay attation to study the content of the bill and understand their rights and interests in order to respond. Sixth, teacher groups will continue to strive for more teacher-related benefits so that teachers can keep their mind on the teaching profession. Finally, based on the results of the study, researcher give specific recommendations to the ruling authorities, teachers' groups, school teachers and future researchers for future reference to future pension issues and related research.

Abstract This study was designed to investigate the relationship among teachers' organization commitment, teachers' job satisfaction and teachers' job performance in public senior high schools after pension reform. This study adopts methods of document analysis and questionnaire survey based on the results of literature analysis. Randomly selected sample from the public senior high school teachers among 48 senior high schools in Taiwan for 2018 academic year were invited for the questionnaire survey. A total of 1,200 questionnaires were distributed, and 1,011 valid questionnaires were retrieved with the effective response rate at 84.25%. After collecting questionnaires and compiling data, we used SPSS and AMOS for frequency distribution, percentage, mean, standard deviation, t-test, one-way ANOVA, Pearson product-moment correlation, Multiple Regression and Structural Equation Modeling. The major findings of the study were as follows: 1. Male teachers had significant higher awareness of job satisfaction than female teachers. 2. Young teachers were significantly more aware of organizational commitment, job satisfaction and job performance than senior teachers. 3. Junior teachers were significantly more aware of organizational commitment, job satisfaction and job performance than primary, expert and consultant teachers. 4. The teacher adjunct director and the teacher adjunct team leader were significantly more aware of organizational commitment, job satisfaction and job performance than ordinary teachers. 5. Teachers with the highest academic qualifications for general universities, teachers' colleges, or graduates of educational universities and master's degrees were significantly more aware of organizational commitment, job satisfaction, and job performance than doctoral teachers. 6. Teachers who had not participated in teacher professional development (evaluation) support system teachers had significantly higher awareness of organizational commitment, job satisfaction and job performance than teachers who had participated in the teacher professional development (assessment) support system. 7. Teachers in small and medium schools had significantly higher organizational commitment, job satisfaction and job performance than teachers in large schools. 8. Comprehensive high school teachers are significantly more aware of organizational commitment and job performance than ordinary high school teachers. 9. Teachers' organization commitment, teachers' job satisfaction and teachers' job performance in public senior high schools after pension reform had significant positive correlation 10. Teachers' organization commitment, teachers' job satisfaction and teachers' job performance in public senior high schools after pension reform had significant predictive power. According to the above conclusions, some suggestions to educational authorities, and future research are provided.

The goals of the new government pension reform for military and teachers are continuous development, comprehensive pension finance, insurance for elderly life, work life balance and help between generations. Even though the government means well in the pension reform, it not only created friction between professional groups but also impacted work attitude and stay intention of military and teachers greatly. Focusing on pension reform, this study will explore the effect of organizational fairness on teacher stay intention. Using author’s teacher colleagues as samples, we successfully gathered 95 valid questionnaires. Through literature review and empirical analysis, we conclude that: 1.Organizational fairness and stay intention parameters all meet reliability criteria. 2.There is positive correlation between organizational fairness and stay intention. 3.Organizational fairness has no significant effect on stay intention. 4.Gender has significant discrepancies on views regarding organizational fairness and stay intention. 5.Age has no significant discrepancies on views regarding organizational fairness and stay intention. 6.Educational level has no significant discrepancies on views regarding organizational fairness and stay intention. 7.Year serviced has no significant discrepancies on views regarding organizational fairness and stay intention. 8.Position has no significant discrepancies on views regarding organizational fairness and stay intention. 9.Marital status has no significant discrepancies on views regarding organizational fairness and stay intention. 10.Family number has no significant discrepancies on views regarding organizational fairness and stay intention.

This study aims to investigate teachers’ perceived fairness of pension reform and job satisfaction, to explore the differences and relationship between perceived fairness of pension reform and job satisfaction among teachers with different backgrounds, and to probe into the influence of perceived fairness on job satisfaction. A questionnaire survey was conducted in this study. The subjects were elementary & junior high school teschers in Yunlin County. Totally 400 questionnaire copies were delivered, and 387 valid ones were returned. The response rate was 96.75%. Descriptive statistics, independent t-test, one-way ANOVA, Pearson product-moment correlation and stepwise multiple regression analysis were used to analyze the data. The findings are as follows: 1. Teachers’ perceived fairness of pension reform show a strong tendency towards “Disagreeableness.” Teachers have highest satisfaction on “inner job satisfaction.” 2. Significant differences exist in the perceived fairness of pension reform among elementary & junior high school teachers with different backgrounds. 3. No significant differences exist in the job satisfaction among school teachers with different backgrounds. 4. There’s a significant positive correlation between teachers’ perceived fairness of pension reform and job satisfaction. 5. The distribution of fairness could predict the job satisfaction of school teachers most.

Pensions for public school teachers are the economic rewards teachers receive when they leave their jobs due to age or other reasons. They are used to stabilize the lives of teachers and their families in the future. The purpose of this study is to explore the pension system for public school teachers in Taiwan, starting with discussing the implications of pensions, and then exploring the evolution of pensions in Taiwan to understand the crux of the pension system. After that, we compared the OECD pension scheme reform strategies to examine the annuity in Taiwan. The rationality and cyclicity of the reform; and the analysis of the impact of the annuity reform on retired educators and their lawfulness. In order to achieve the purpose of research, this study adopts literature analysis and comparative research methods, and summarizes and summarizes literature data and theoretical theory, and analyzes and compares the reform measures of the annuity system in various countries to discuss and study the changes and influences in the pension system of public school teachers in Taiwan. First, the study found: 1. The reasons why the government promotes reform of the pension of educators are mainly due to inadequate funding, uneven industry, and uneven generations. 2. The reform of the pension system for teachers in OECD countries is mainly for postponing retirement, establishing a specific system, and multi-level retirement pension protection. 3. The main contents of the pension reform in Taiwan: late retirement, low collar and overpayment. 4. The new retirement regulations reduce the monthly retirement income of retirees by an average of 30%. 5. The new retirement regulations refer back to the lawfulness of retirees, and they have yet to be explained by the Justice Council meeting. Second, the research proposal: 1. The pension system should incorporate a sound long-term system to plan more complete solutions. 2. Establish a transitional mechanism to provide retired teachers with priority opportunities for re-election.

ABSTRACT In recent years, low birthrate and aging cause serious problems for Taiwan’s population structure. The government estimated that various national annuities will fall into bankruptcy. Therefore, the government start the reform of the annuity system. Regarding to the teacher's annuity, the "Public School Staff Retirement Pension Regulations" had been passed, and implemented from July 1, 2018. The work for special education teachers are high physical exertion and high risk of injury in the education field, but these problems are easily overlooked when government policy are forming or under modification; however, the special education teachers' income and retirement planning will be affected after the implementation of the new policy. The formal teachers (including various stages) of the special education school in Yunjia District are the subjects of this research. The questionnaire survey method is adopted in this study, which includes: the special teacher's understanding of the annuity system reform plan, the special education teacher's financial planning, the special education teacher's financial management behavior, the change of financial planning after the annuity reform, and demographics information. 75 valid questionnaires were obtained in this research. After statistical analysis, the conclusions of this research were summarized as follows: v 1、 Most special education teachers have low awareness of the annuity reform regulations. 2、 Most special education teachers believe that the reasonable age for monthly pension is between 50-55 years old, and they hope they could retire in that age. 3、 The financial management behavior of most special education teachers are conservative. 4、 The different background variables of special education teachers have significant differences in age and teaching years. 5、 The different background variables of special education teachers have no significant differences in financial planning.

Mercer Consulting Limited who was appointed by Ministry of Civil Service addressed their forth actuarial report regarding the Public Service Pension Fund. The report revealed that the Public Service Pension Fund will have an un balanced problem in 2018, even likely to be bankrupt in 2027. The hidden liabilities reach up to 1 trillion and 7985 billion. The management of the Public Service Pension Fund meets a tremendous financial crisis. My research tried to study the problems of the Pension Fund from two aspects. On the one hand, trying to probe into the current status of the Pension system as well as the difficulties of this system after an amendment to the Public Service Retirement was approved in August, 4th, 2010. Moreover, my study went to compare with the Public Service retirement systems of the other developed countries as a reference that might provides solution to improve our own Pension system. On the other hand, through questionnaire I tried to find out the thoughts of the teachers about the Pension system and analyze their acceptance with the new amendment. My research used the method of questionnaire; interviewees are the teachers of elementary schools in Kaohsiung city. With the method of descriptive statistics and cross-analysis, my questionnaire tried to find out their opinions to Pension Fund and their acceptance with the reform. The result showed they were not such concerned about the relevant decrees of the Pension Fund. Up to 92.4% elementary schools’ teachers never browse the website of Pension Fund; The management of the Pension Fund: 48.1% prefer a non-governmental and professional organization; The mixture, double-level retirement system for the following new Public Service: 41.2% intend to maintain the Defined Benefit Plan; while there are also 36.65% who can accept the mixture, double-level system; The retirement age: despite of the amendment, most of the interviewees want to retire between the age of 50~55, but for younger teachers and those who serve in the country, the age of 55~60 is acceptable; The replacement rate of income: most of teachers are willing to raise the contribution rate and maintain the current pension paying level; The contribution rate: most of teachers intend that the rate can be raised year by year gradually. To sum up, the major teachers are not satisfied with the performance f the Pension Fund. According to the result I would like to propose 5 suggestions:(1)Fully communicating regarding the reform details between Authorities and the Public Service.(2)Well organizing the three levels Pension System.(3)Raising the Fund effects and appoint administrative corporation to handle the Fund.(4)Making the information of the Pension Fund more transparent.(5)Reforming the system with a gradual way. I sincerely hope that the above suggestions could help the government as they deal with the issue of Pension Fund reforms.

This study is to explore the perception of the college teachers as to their retirement pension system. The finding is that the teachers may only know the system is there but they are generally do not understand the details of the system. They are generally not aware of how the pension fund is accumulated, how the supervisory mechanism is established, and how the pension check is decided and served.

The purpose of this research was to investiagte under unstable dramatic change of economic recession, population aging, and trend of fewer newborns, the influential factors of the retirement pension funds by nowaday’s public school teachers’ retirement system. The government employees’ retirement system has been implemented from initial start period in 1943 to the reform period of fixed saving deposit retirement pension funds system in Republic Of China(R.O.C.) Due to the change of the times and environment, promoting the reformation of three-level retirement pension annuity system to not only make rational use of resources for the whole people in our society, but also,meanwhile, undertake all the historical burdens and responsibilities. The last retirement pension system reform was programmed by Minister Qui-hua Chen, taken over by Minister Zhong Guan who combined all the provisions of the retirement pension system altogether, and adding preferential 18% interest rate. Therefore, the income substitution rate of retire government employees, including public school teachers, could be 117% if they quoted the most profit provisions. For this reason, the authorities concerned should remember the lesson before and do not to repeat the same errors when promoting the reformation retirement pension annuity system in the future. In the end, using the concept of the (pension insurance) annuity contract, calculate the relationship between the retirement pension fund paid during the employment period and retirement pension received after retirement.We also discuss the relationship and influence about funding policy-fund rate and funding earning rate to realize and resolve the problems of the retirement pension fund and provide individual retirement financial managemant assistance in the future.

This study aimed to explore the impacts of Pension Reform on junior high school teachers in Taipei City. Six teachers, including male and female, presently employed in Taipei Municipal junior high school were invited to get an in-depth interview. The researcher tried to assemble the feelings and suggestions of teachers under the implementation of Pension Reform by means of semi-structured interviews. The researcher then analyzed the effects of Pension Reform on teachers’ work engagement, classroom management, and career development. According to the literature review and the analysis of the interview data, the results of the study are as follows: 1.Pension Reform has impacts on junior high school teachers’ economy, family, psychology, and work. 2.Pension Reform has a negative influence on junior high school teachers’ work engagement. 3.The delayed retirement after the Pension Reform make junior high school teachers encounter a tougher challenge of classroom management. 4.Pension Reform enhances junior high school teachers’ acceptability of career adjustment. 5.Junior high school teachers’ concern about the retirement system has increased and they have taken several positive actions such as study of investment and financial management, control of daily consumption, and enhancement of health management to deal with the change.

This research takes the formal teachers of five public vocational schools in Yilan County as the object of study and inherited the research work of Wang, Shang-yin's "Study on Political Alienation of Senior High School Teachers: Taking Yilan County as an Example" in 2009, and conducted the survey again to investigate the Political Alienation of formal Teachers in the Yilan Area. I hope that the analysis of different background factors as a basis for exploring the causes of political alienation, and then compared the difference between the findings with the year 2009. In this study, Professor Liu Yi-jun and Mr. Wang Ding-zhong designed the "political sense of alienation scale", and reference to Professor Xu Huo-yan published "comprehensive indicators of political alienation," for the county's 5 vocational schools all formal teachers were released 300 copies of the questionnaires, the number of questionnaires which were collected was 277, the recovery rate was 92.33%, and after the questionnaire to quantify the statistical analysis. The main findings are as follows: First, the political alienation of the teachers in the public junior high school of Yilan County showed a strong middle-level, but the overall political alienation was higher than that in 2009. Second, in the part of the cause of political alienation scale, the 2018 of overall political alienation was higher than 2009, which increased the most sense of meaninglessness. Thirdly, in the part of comprehensive index of political alienation, in 2018, the consciousness of political efficacy and political trust was lower than that in 2009, while the political sense of meaninglessness, disorganization in 2018 are higher than that in 2005. Fourthly, educational degree, seniority and the degree of the cause of political alienation were significant differences in 2018. Seniority was also shown significant differences in 2009. Fifth, seniority and the degree of the cause of political alienation were also significant differences in 2018.

With the changes of social structure, population aging, and changes of consumption patterns, leading to the establishment of the retirement system has become the government must first deal with one of the issues. At present, Taiwan government has established relevance of retirement system on various sectors, but in teacher retirement system, because of teachers to serve the different schools, making teachers has different treatment. Therefore, the question is more concerned about everybody. Although before June, the 98th year of the Republic of China, Taiwan government have revised and improved teacher retirement system of private school. And set up a "Foundation Republic of China private school employee retirement pension fund management committee", the organization managed matter of teacher retirement system of private school, but teachers’ treatment still has a gap. Therefore, the efforts of all parties, finally in June, the 98th year of the Republic of China, pass the new teacher retirement system of private school. This system greatly improved the teacher retirement system of private school, allowing to shorten the gap between teacher retirement treatment of public and private schools, so private school teachers have more security on retirement treatment. Therefore, the main purpose of this study is that to understand the costs and benefits in government, schools and teachers in three different points of view, and then through a cost-benefit analysis methods to estimate or assess which retirement system is the more effective and appropriate implementation. The results showed that, on teacher retirement and pension of private school, however quantitative (cost-benefit analysis) calculation or qualitative analysis, and both showed, the new system has more benefits than the old system. So the new system is the implementation of the policy.

The purpose of this study is to examine the relationship between pension reform and vocational attitudes of elementary teachers, explore whether teachers' cognition and attitudes of pension reform affect their vocational attitude and analyze the influence of teachers’ background on teachers’ cognition and attitudes of pension reform. This study used qestionnaire survey and it is found that with different background variables, there are no significant differences on the part of teachers’ cognition and attitudes toward pension reform. There are also no signigicant differences between the recognition of pension reform and vocational attitudes. But there appear significant differences between the cognition of pension reform and the attitudes of pension reform and also between the attitudes of pension reform and vocational attitudes. Although the elementary teachers consider the pension reform violates the principles of "administration according to law", "law is not retroactive" and "trust protection", they still agree that the pension system needs to be reformed. But the teachers have no confidence in the pension reform.

On June 27, 2017, the government passed the pension reform and will enact on July 1 of the following year. This will reduce the retirement income of the retired Public Servants and Public-School Teachers to delay the bankruptcy of the Public Service Pension Fund. This thesis uses the data from The Survey of Family Income and Expenditure to estimate the impact of this policy on household consumption expenditure and to calculate its direct impact on overall consumer spending, however, we neglect indirect effects and multiplier effects. We select households whose economic heads are over the age of 45 and classify them into four groups based on whether she/he is a public servant or public-school teacher, retired or not, and study the relationship between household consumption expenditures and the economic head’s income in each group, that is, we estimate household income elasticity of consumption for each group. Five different consumption expenditure variables were selected, and ten explanatory variables such as income of the head of household were selected. Using a simple regression model to estimate the coefficient, the resulting income elasticity of consumption is obtained. We then use the estimated income elasticity of consumption from 2007-2016, extrapolates the income elasticity of consumption over the next three years, and predict the impact on total household consumption expenditure after the decline of the income of the retirees. According to the number and the income of the retirees in 2016, the changes in the total consumption expenditures of the retirees’ households are calculated during the first three years of the implementation of the new system. The results of the study show that the total direct consumer expenditure in the first year after implementation will be reduced by about 10 billion NTD and will drop by an additional 2 billion NTD each year for the next two years.

The 2018 pension reform in Taiwan has influenced high school teachers in different aspects. To name a few, the social status and the tenure of in-service teachers are on the slide. Hence, the recruitment of younger teachers will not be achieved as expected. Therefore, how to keep up the morale of teachers has become an important issue. It is because a teacher with enthusiasm and vitality will surely enhance students'' learning. The purpose of this study is to explore a group of teachers who are still highly involved in their job despite the disadvantages. It is found that they have chosen teaching as their lifelong career at an early stage. They love their job and are willing to elevate themselves in the workplace. The new curriculum allows them to enjoy more autonomy with their work. Through workshops and collaboration, they sharpen their professional skills and demonstrate their abilities. This group of teachers take the pension reform well, and think it is their heartfelt hope to enjoy generation equity. They also call for the retired teachers to see the reform in a new light. Moreover, the government should provide high school teachers as well as the society with a balanced and secure welfare system. Under the pension reform, this qualitative research explores high school teachers’ motivation and high job involvement. Thus, it provides other high school teachers with more ideas or strategies to adjust themselves to the new policy. What has been found also serves as a reference for improving job involvement and personal career planning to the high school teachers in Taiwan.

This study is to investigate the impact on manpower recruitment in Taoyuan City elementary schools after Pension Reform. The main purposes are to show the influence on the teachers’ career prospects after applying different pension system, to investigate the volition of young generation going into teaching, and to examine the impact on current workplace if the teachers are forced to retire late. Furthermore, the study will provide concrete suggestions for further policy revision. The research method used in this thesis is a qualitative research, including twelve in-depth interviews with the teachers. The following are the conclusions after inducing and analyzing these interviews. 1. The calculation way according to Pension Reform is retrospective, which has created tense and hostile atmosphere in the workplace. 2. After Pension Reform, because of decreased income replacement ratio, the teachers lose trust in the government and have no security at their retirement in the case of postponing receiving their pension. In that case, a lot of teachers are forced to retire late, which causes aging manpower and has an influence on teaching quality. 3. Besides late retirement, sub-replacement fertility rate also causes the shortage of vacancies and the manpower recruitment to the new teachers. 4. There is no flexibility in the teacher education, selection, and appointment, which cannot meet practical needs. Finally, according to these conclusions, the thesis provides constructive suggestions for the government, the teachers, and future researchers for future reference.

Under the influence of multiple factors such as longevity, low births, lack of marriage, and annuity reform in the current social environment. To explore the behavior of planning and its impact factors for the pension reserve by the elementary school teachers in this study. Questionnaires were used to be the data survey method for collecting respondents'' expectations and plans for future retirement, the current financial tools for their pension preparation, and respondents’ risk attributes. The questionnaire survey period for this study was from October 1, 2016 to January 31, 2017. The primary school teachers in Taoyuan City were the survey samples of the study. Heckman''s (1979) two-stage sample selection model was used in the empirical model for this study. Under the condition that pensions have been initiated, we discussed: the impact factors of the actual amount of monthly pension provision made by the respondents, the impact factors of difference between the “actual amount” and “expected amount” of the respondents’ pension provision, the factors of influence if respondents’ took savings insurance as a tool for pension provision or not, the impacts of influence the annual insurance premium paid by respondents, the factors for affecting actual use of financial instruments, the impacts factors if there are any differences between the actual use of financial tools and the expected use of financial tools, the factors that affect the expected monthly living expenses after retirement, and the influencing factors of the actual monthly living expenses after retirement. According to empirical results, it is shown the higher income earners, lack of mortgage lenders and full-time teachers are more ability of initiating pension preparations. Under the conditions of proposing behavior, it is found that people who currently have mortgages, those who think that the government’s retirement policy is helpful for their living after retirement, and risky lovers will have less amount of pensions preparing, and those who have higher income and their actually amount of pensions prepare is higher than their expected amount of pensions prepare. However, the married person, the economic burden at home, the higher the current living expenses, the current mortgage loan, the amount of the actual amount of pension will be lower than the expected amount of the proposed amount. Moreover, the female who educated background with college of law and business and college of arts, they prefer to use savings insurance as a tool to prepare pensions. The higher the annual premium paid and the risky lovers, the higher current living expenses, the less they like to use savings insurance as a tools for pension prepare. Males use more financial tools than women when the respondents are older and the less financial tools they use. The current monthly cost of living and the expected monthly retirement is higher when the respondents have higher income and have serious patients need to be taken care at home. However, the respondents have higher cost of current and retired livings when the respondents have the burden of mortgage loans.

To reduce annuity debt crisis derived from national finance burden and aging population, government has established “The Office of President’s National Pension Reform Committee” oriented to the reformation of “less payment, more contribution and deferred retirement”. There are also “Act Governing Civil Servants' Retirement, Discharge and Condolence”, “Act Governing Retirement, Severance, and Bereavement Compensation for the Teaching and Other Staff Members of Public Schools” and “Act of Military Service for Officers and Non-commissioned Officers of the Armed Forces” such acts passed by Legislative Yuan through three reading procedures. The new system of government employee pension and condolence has been implemented since July 1, 2018. However, this pension reform actually has issues as follows: First, the organization of “the Office of President’s National Pension Reform Committee” seems already violating separation of powers” and its functions should be replaced by “National Development Council”. Meanwhile, though the annuity of government employees is systematically protected by the Constitution, the Constitutional court of German considers the protection of property rights under public laws shall be based on “available for private use”, “via equivalent self-payment” and “with survival protection” in practice. To government employees without “defined benefit pension”, they are not entitled to personal payment and therefore without right to claim property right. However, they still have protection in term of serving public under the Constitution. Second, those who object the new disposition successively file “complaint (review)” and “administrative litigation” relief procedures to various competent pension authority” based on the claim of violating “principle of proportionality”, “principle of legitimate expectation” and “principle of non-retroactivity of laws”, which would naturally cause the burden of complaint (review) agencies and administrative litigation. The author considers adding joint complaint (review) system in Administrative Appeal Act and Civil Service Protection Act and also considers if it is possible to appeal for constitutional interpretation by grand judge when the relief is failed after joint complaint (review). Third, this annuity reform would reduce the retirement income of retired personnel, and if it is satisfactory to the principle of proportionality? It should depend on the degree of restrictions arising from the measures to freedoms of people and if it is equivalent to expected public benefit. Fourth, according to interpretation No. 525 of grand judge, Ministry of Justice, when public suffers damage in term of benefits under physical laws due to abolished laws or revised content as necessary for public benefit, the reasonable remedy measures shall be adopted or transitional provisions shall be established to reduce the damage. Therefore, although the revision of laws to avoid bankruptcy crisis of government employee pension fund is satisfactory to public benefit, however, the income replacement ratio is reduced too much this time and seems to concern of violating principle of legitimate expectation. Finally, after the government employees retire, the legal relationship in term of claim to the country and pension fund is generated immediately. Even the implementation of new Pension Act, the existed legal relationship is still not decreased or terminated. Such employees may still claim to the country for pension fund without violating “principle of non-retroactivity of laws”.

Monthly pension payment of public servants and teachers will decrease sharply because of the pension reform, the hyper-aged society and the declining birth rate. How to make retirement plans for the future is the purpose of this research. The study aimed at investigating the retirement plan for the impact of personal finance and investment behavior with the questionnaire to collect the empirical samples during September 2016 to November 2016. The study was targeted at people who work in Ping-Jhen junior high school and the valid sample is 149. In this research, the information was collected and analyzed by asking the socio-economic background of the respondents, salary, personal plans and expectations for the retirement, financial management tools currently in use and preferences. Sample Selection Model was used in the empirical model to analyze how the respondents make plans for their pension. Discussing the factors of “the actual allocation of money for the retirement” and analyzing the differences between “the actual allocation” and “the expected allocation” when the respondents had financial plans for their retirement. In addition, focusing on the respondents who had already started planning for retirement, discuss the financial tools used by the respondents, whether the differences existed between “the actual use of financial tools” and “the expected use of financial tools” and analyze the factors that contribute to the differences. The empirical results showed that the respondents who were male and had higher degree of education, more years of work experience and higher income had a tendency to make plans for retirement. In the case of making financial plans for their retirement, the respondents who had more years of work experience would allocate more money for retirement. The respondents who supported the elderly over 65 years old would allocate less amount of money than expected.

Private School Pension System has already executed new rules in January 2010, which changed Definded Benefit Plan to Dedinded Contribution Plan. It solved the problem of foundation bankruptcy of private school pension fund. Nowadays, they provided four kind of funds to choose. The purpose of this study is to explore the relationships between personality, life styles and private college teachers and employees’ types of pension planning. This study adopted online-questionnaires. The number of receiving questionnaires was 160. The number of effective questionnaires was 155. The rate of effective questionnaires was 96.9%. The result of this study shows that private college teachers and employees who choose Aggressive fund have higher agreeableness than people who choose Conservative fund and Life cycle fund. People who choose Steady fund have higher openness than people choose Conservative fund. People who choose Life cycle fund have lower openness and price sensitivity than the others.

The purpose of this study is to explore the impact of annuity reform on the work values of SNU teachers. This study uses a questionnaire survey method to use the questionnaire “Annuity Reform on the Work Values of SFL Teacher Workbooks” compiled by the researchers as a research tool to use the public countries in Changhua County. The public country teacher is the subject of research and adopts a convenient sampling method. The survey results were analyzed by descriptive statistics, t-test, single-factor analysis of variance, Pearson correlation analysis, multiple regression, and other statistical methods. According to the results of the analysis, the following conclusions were obtained:First,the performance of national primary school teachers on work values is in the medium-high degree in each aspect. Second,elementary and Middle School teachers have a medium to high degree in their overall work values. Third,on the performance of the satisfaction of the annuity reform program, the national elementary school teachers' scores are low to medium in all facets. Fourth,elementary and junior high school teachers are low to medium in the level of satisfaction with annuity reform programs. Fifth, in the face-to-face of the annuity reform program, there is a positive or negative correlation between institutional transfer, other, overall annuity reform program satisfaction and organizational safety profile of work values. Sixth,background variables and annuity reform program satisfaction also affects the work value of elementary school teachers. The service years have a significant impact on innovation growth. Seventh,background variables and annuity reform program Satisfaction at the same time affects the work value of elementary school teachers. The service age has a significant impact on the achievement reputation.

This study aims to explore the relationship between national elementary school teachers' pension reform identity and organizational commitment. A questionnaire survey was conducted on the Taipei Elementary School teachers by stratified and convenient sampling. A total of 420 questionnaires were sent out, 412 were collected, and 407 valid questionnaires were collected. The research tool is “National Elementary School Teacher Pension Reform Identification and Organizational Commitment Questionnaire”. The data were descriptive statistics, t-test, single-factor variation analysis, Pearson product-related correlation analysis and stepwise multiple regression analysis. The results are summarized as follows: 1. The identification level of the national elementary school teachers' pension reform is moderately low. 2. The organizational commitment of the national elementary school teachers was moderately high. 3.The degree of identification of the pension reform of the national elementary school teachers will be significantly different due to age, marital status, seniority of the old system, and the years of teaching in public schools. 4.The National Elementary School Teacher Organizational Commitment will have significant difference due to gender and the number of parenting. 5.The degree of identification of the pension reform of the national elementary school teachers is positively related to the organizational commitment of teachers. 6. The identification level of the national elementary school teachers' pension reform has a significant predictability on the organizational commitment of teachers.

The pension reform has been controversial for a long time.On June 30, 2007, Three Laws of Pension Reform, the Law on the Retirement of Public Servants, the Regulations on the Retirement of Public Employees and the Retirement of Administrative Staff, were passed in the Third Reading of the Legislative Yuan, and from July 2008 It will be implemented on the 1st. After the pension reform, the actual income of teachers' retirement will be reduced, whether the teachers' financial management will be affected, and whether the financial management behavior will be adjusted, is an important topic worth exploring. This study adopts the questionnaire survey method, and takes the public school teachers of New Taipei City as the research object, and conducts a questionnaire survey on the degree of financial management cognition and financial management behavior change. A total of 458 questionnaires were distributed and 439 valid questionnaires were returned. The effective questionnaire rate was 98.65%. After the questionnaire was collected, the data were analyzed by narrative statistics, single sample t-test, cluster analysis and chi-square test. The study finds that after the pension reform, the financial awareness and financial management behavior of the small and medium-sized teachers have changed significantly. According to the degree of change in the financial reform of the primary school teachers, the teachers are divided into four clusters of “maintaining invariable”, “low-changing”, “lack of interest” and “overall change”. The degree of change in financial management behavior of different national teachers in different clusters is also different.

The purpose of this study is to explore the views of public elementary and middle school teachers on pension reform and to analyze the differences between teachers of different backgrounds. This study was conducted with a questionnaire survey. Participants in this study consist of public elementary and middle school teachers. The questionnaires were given to 600 teachers, and 463 of them were valid. The data was analyzed through SPSS for Windows 23.0 and presented by descriptive statistics, t-test, one way ANOVA and Chi-square test. The results of this study are listed as follows: 1.Most of the elementary and middle school teachers do not understand the pension system, and they mainly get the pension reform message from "TV media, newspapers and magazines ". 2.Most of the elementary and middle school teachers agree to delay retirement age from 55 to 59 years old, which is consistent with the government pension reform program. 3.Male teachers agree with the pension reform more than female teachers. 4.Young teachers agree with the pension reform more, and teachers less than 10 years of teaching experience adopt a more positive view on the impact of pension reform. 5.Teachers in medium-sized schools agree with pension reform more, and they adopt a more positive view on the impact of pension reform. Based on the conclusion, some suggestions were given to educational authorities, public elementary and middle school teachers.

The result of this study shows that 49% of private college teachers and employees choosed Steady fund. People who choose Life cycle fund have lower financial planning cognition than the others. People who choose Aggressive fund have higher risk acceptance and profit cognition than people who choose Conservative fund and Steady fund.

Abstract The incoming pension reform will greatly reduce military persons, government employees and public school teachers’ pension while both salary growth rate and interest growth rate are lower than inflation rate. How to arrange financial plan to maintain the quality of retirement life has become a major problem for these public servants. This study aimed to investigate the effect of personal background and personality on the difference of the changes in the perception and behavior of finacial management. A paper-based questionnaire was used in a survey that covered the junior high school teachers in Kaohsiung. The findings were as the following: 1.Financial perception: Married peoples had higher perception on the risk of investment and were more interesting in financial plan than those who were not married. Public servants who had more children had better awareness of the risk of investment and paid more attention to their financial plan. 2.The financial products: After the pension reform, females preferred to use more deposit insurance, foreign currency deposits,and real estate than males. In addition, older the people the higher risk product they preferred; married people tended to invest in real estate more. Furthermore, senior teachers were more likely to choose high-risk mutual fund, while those who had higher family income would invest in the stock market more. 3.Junior high school teachers had changed their financial perception significantly, including the perception of risk, the interest in financial management, and the financial plan after the pension reform. This study found that they were willing to take higher risk when choosing the financial products. Based on the study results, government should improve the education of public servants to help them have better understanding of the new pension policy and financial management activities. Teachers in public school should arrange their financial plan as early as possible fop their future pension to secure the quality of retirement life. The main purposes of this research is to understand the status quo of reform policy of retirement pension ” perceived by junior high school teachers in Taoyuan City, and to analyze the differences in perspectives on policies of pension reform among teachers: different background variables, and their changes in work attitudes and plans for closing the accounts. In this study, a questionnaire was adopted as a research method. A total of 5637 public junior high school teachers for the academic year of 106in Taoyuan City were selected as the survey objects, and a survey was conducted by way of the self-designed questionnaire for“ The Reform of Pension Retirement Pension Policies of the Junior high School Teachers”. The approach in this study adopts questionnaires and uses stratified random sampling to investigate ample that are from 34 schools. 728 questionnaires were sent out, 709 were completed and returned, with an effective rate at 98.1%. The data obtained from the questionnaires was processed by the statistical software SPSS 22.0 for Windows. The data were analyzed by descriptive statistics, t-test, one-way ANOVA . The findings of this study are concluded as follow: 1.The perceptions about pension reform policies from the junior high school teachers in Taoyuan City are medium-high level. 2.Junior high school teachers in Taoyuan city have low satisfaction with pension reform policies. 3.The pension reform policy has unobvious effect on teachers'' overall working attitude. 4.The pension reform policy will prompt teachers to adjust their financial plans to give priority to raise saving rates. 5. Unmarried teachers in Taoyuan City are more willing to adjust their positions and pursue further education in the face of pension reform policies. 6. Teachers'' age, seniority and teaching subjects will affect their views on pension reform policies.

The Public Service Pension System is in the face of pension fund shortfall because of the long-term provision, to extend the benefits of years of aging, as well as rapid changes in the financial environment, causing serious imbalance problem. Indeed it is necessary to raise correction for retirement system. The Ministry of Civil Service submited a draft to amend the law for Public Service Pension system in April 11, 2013. Reform and implementation of this system, there is a certain degree of influence on teachers'' retirement perception and cognition attitudes. This study further investigates the retirement pension system of reform program of (civil servants is 90 system, education staff of 85 made) the similarities and differences with the neighboring country. The collection of literature analysis to understand the current plight of pension system and possible impact. We take two ways of deeply interviews and questionnaires to this investigation. Through interviews with representatives of teachers, professors Department of Finance to compile a questionnaire and take the survey from the elementary school in Kaohsiung. Totally issue 429 , receive 413 and 388 are valid. The conclusions by descriptive statistical analysis, one-way ANOVA analysis, Scheffe method and cross-statistics are as folllowing. 66.5% of elementary school teachers in Kaohsiung city agreed to reform, and are willing to pay enough, but maintain benefits and not postpone retirement age. 59.8% of teachers hope to receive monthly pension manner. The analysis result of one-way ANOVA, age, job title, years of teaching, different service area, number of dependents, etc. Items in different conditions will have different considerations. Financial planning in the future, the survey results can be found no matter in which variable, the elementary school teacher in Kaohsiung area, who performed financial planning are very focused on family budget plan, deposit and loan program and risk management plans. It is showing teachers are relatively conservative in financial planning. For the situation of future reduction in the pension, the attitude of financial planning is also getting conservative. The financial advisory services, the most information getting is from the consultation of friends and family. The results of cross-analysis, in terms of gender, age, years of teaching, job title, different service areas, marital status, number of dependents will have different trend direction in different conditions. Based on the findings of this study, the following four proposals are addressed: (1) Hope the party consultation in Legislative Yuan can accept the opinions of scholars,the Publoc Service and fully communicate. (2)Well plan multi-levels Pension System, build a personal account system. (3) Hope the government can strengthen the financial information related to elementary school teachers through course learning. (4)In a progressive way of reform and looking forward to government can take above suggestions as a reference when dealing with reform issues of retirement pension system.

The study aims to explore the pension reform, position assignment and working morale: how the three factors exist now, what variables elementary school teachers in Taichung city lead to differences in the three factors and what’s the relationship among the three factors. Data was collected through questionnaire, entitled “ the pension reform, position assignment and working morale”. The population came from 11,007 elementary school teachers in Taichung. By stratified Random sampling, 534 questionnaires were distributed and 506 questionnaires were returned with a 94.7 rate. Through SPSS18.0, data was analyzed in these ways: descriptive statistics, Independent-sample t test, one-way analysis of variance, Pearson product-moment correlation coefficien and Stepwise regression analysis. The results were as follows: 1.Elementary school teachers’ awareness on the overall pension reform is the upper level, of which content awareness is the highest, attitude support is the lowest. 2.Elementary school teachers’ awareness on the overall position assigned is the upper level, which the job choice is the highest in Taichung City. 3.For elementary school teachers in Taichung, working morale gains better satisfaction level than the average, among which the job Involvement was the highest. 4.For elementary school teachers in Taichung, those with background variables caused significant difference especially in the pension reform. 5.For elementary school teachers in Taichung, significant difference in position assignment was found based on age, educational level and school size. 6.There is significant discrepancy for elementary school teachers’ working morale in different position and school size in Taichung City. 7.For elementary school teachers in Taichung, positive correlation was found among the pension reform, position assignment and working morale . 8.Positive attitude towards the pension reform has no positive correlation and effect in working morale.

Since Tsai Ing-wen took office, Pension Reform has been regarded as one of the important policies. However, during the Pension Reform, many protest activities had happened. According to the traditional economic theory, the humans are perfect economic rational, and their behaviors will consider cost-benefit, while the cost of protests may be greater than the benefit, so the anti-reform group may not make protest activities during the Pension Reform, but the fact contrary to the theory. Compared with traditional economics, behavioral economics views the human are imperfect rational. Therefore, this study uses behavioral economics and social psychology to discuss why the behavior of the anti-reform group doesn’t conform to traditional economics theory. The study concludes: First, using prospect theory and endowment effects to analyze the behavior of the anti- reform group, we can find that the anti-reform group chooses to make protest activities because they are under the influence of reference points and loss aversion. Second, availability heuristic may make the general public have stereotyped image of military personnel, civil servants, and teachers. It may also cause the general public to have negative emotion toward the anti-reform group, causing people to disapprove of the behavior of the anti-reform group. Third, in formulating the minimum living guarantee, the versions proposed by the various party groups may be affected by the anchoring effect. Fourth, using social psychology to analyze why the general public give negative evaluation to the anti-reform group, it may relate to conformity and prejudice. From the results of the study, it can show that in terms of behavioral economics, people are ordinary people who are not completely rational, may be affected by prejudice, framework effect, emotions, and intuition. Making decisions is not just based on cost- effectiveness. Therefore, the analysis through behavioral economics is more effective to explain the behavior of people in real life.

Due to Taiwanese rapidly ageing population as well as the drop of investment return rates, the public staff’s pension plan reform had to be taken by Taiwanese government. If it fails, we could expect it could develop into pension plan’s bankruptcy, which will be national wide financial disaster. Therefore, government had to take public staff retire pension plan reform in order to avert such bankruptcy happened. The main purpose of this research is to investigate how those public school teachers cope with their shrinking pension benefit in the near future. First, we investigate the cognitions and the planning ways of retire pension of these teachers(respondents). By designing questionnaires, we investigated these public school teacher’s responses and actions taken when they faced retire planning. The sampling method is convenience sampling and effective sample size is about 300. In our findings, first, most teacher’s attitudes prone to disapproval such pension reform leading by government. Second, most respondents will choose to postpone their retirement after reform initiated. Third, gender has significant impacts on teacher retirement decision making about when they need to apply retirement and how they choose the ways of retirement pension payment. Fourth, the teacher’s spouse job conditions and marital status has significant impacts on their retirement decision-making. Fifth, the other factors, such as annul income, health conditions, the numbers of teacher’s family dependents have no significant impacts on their retirement decision-making. The purpose of this study was to explore the relationship among the perceptions of pension fund reform, planning behavior intention and working morale of junior high school teachers, as well as the predictive power of the perceptions to the latter two variables. Five hundred and eighty four junior high school teachers from Taipei City and New Taipei City participated in this study and responded to the following questionnaires:“Knowledge about the Content of the Pension Fund Reform Scale”, “Support for The Content of The Pension Fund Reform Scale”, “The Justice and Reasonableness of The Content and The Implementation of the Pension Fund Reform Scale”, “Emotional Feelings Scale”, “Financial Planning Scale”, “Career Planning Scale”, “Organizational Identification Scale”, and “Job Satisfaction Scale”. Descriptive statistics, t-test, one-way ANOVA, Pearson product-moment correlation, and a series of stepwise multiple regression analysis were conducted to analyze the data. The main findings of this study were as follows: I.Teachers’ knowledge about the content of the pension fund reform tended to be inadequate; their attitudes toward “support for the content of the pension fund reform” and “the justice and reasonableness of the implementation of the pension fund reform” tended to be negative; and they have strong emotions toward the pension fund reform. II.Teachers with different background variables (age, marital status, health condition, educational attainment, years of service, years of service in public schools, and years of service calculated in old system) exhibited substantial differences in their perceptions of the pension fund reform. III.All dimensions of teachers’ perceptions of the pension fund reform had a significant relationship with most dimensions of planning behavior intention as well as teachers’ working morale. IV.Among all dimensions of junior high school teachers’ perceptions of the pension fund reform had the highest predictive power for all the dimensions of “planning behavior intention” and “ the justice and reasonableness of the content and the implementation of the pension fund reform” had the highest predictive power for all the dimensions of “working morale”. Lastly, practical implications of the findings and directions for further research were discussed, so as to help teachers deal with the changes incurred by pension fund reforms more effectively.

The Pension Reform Policy for Teachers were implemented on July , 2018, and it will result in two issues: (1) over-payments, less pensions, and delayed retirements for current teachers; (2) pensions reduced by 60% to 70% for retired teachers. So how to maintain a good quality of their retirement life is an important issue for current and retired teachers. This study takes retired teachers and current teachers in junior high schools of Kaohsiung as the research object. It uses online and paper questionnaires to collect data. The discussion is on the differences in financial management awareness and behaviors and risk preferences among current & retire teachers with different background variables after the reform; and the further discussion is on the influence of financial management awareness and risk preferences on financial management behaviors. The results are summarized as follows: 1.The marital status has significant differences in the financial management tool factor and financial management goal factor in the financial management behavior. The married person's financial management tool and goal are significantly higher than unmarried people. 2.Gender has significant differences in risk preferences. The results show that male teachers are more tolerant of risk than female teachers. 3.Influence of financial management awareness and risk preference on financial management behavior. Financial planning views and ideas have a significant influence on financial tools and investment willingness; risk preferences have a significant influence on financial management tools; risk aversion tendencies have a notable impact on financial management tools, financial management goals, and investment willingness.

In order to explore the influence in financial cognition and financial management of different background variables after annuity reform, and to analyze the impact of financial awareness such as financial management behavior and lifestyle on retirement financial planning after the annuity reform. This study uses a questionnaire survey method with extensive urban-rural differences. The total number of teachers in the new Taipei City in Taiwan is the scope of the survey. A total of 500 surveys were conducted, and a total of 424 valid questionnaires were collected, so the recovery rate of the valid questionnaires was 84.8%. The results of the questionnaire are analyzed as below: First, the analysis shows that the elementary school teachers whose "risk ideas" tend to positive and focus on the "higher interest in financial management", those whom prefer to use active financial tools. Second, the more diverse of their financial setting goals to those elementary school teachers, and the more diversified to those whom will use active financial management tools. Thats why even after the annuity reform, and those elementary school teachers can still achieve their financial setting goals by changing the types or distribution of the original investment tools. Third, the lifestyle of the elementary school teachers which focus on “taste life type” and “Healthy fitness type”, then as the result they account for “investment financial management to the monthly salary percentage” tends to significant positive impact. Otherwise the lifestyle of the elementary school teachers tends to “family center of gravity”, then who has a negative impact on “whether changing investment of financial management tools or not.”

Due to Changes in population structure and the economic recession, the major pension systems in our country are facing financial gaps. The government has carried out severe pension reform on the retirement system of military personnel, civil servants and educators. This not only disrupts the career planning of the public educators but also produces big impact difficulties on the education scene. Therefore, this study aims to investigate the current situation and relevance of the teachers perceived fairness, self-regulation and teaching commitment to pension reform, and to exploring the differences under different background variables. This study used questionnaires to collect the required information. With questionnaire investigation, data were collected using Stratified Purposive Sampling from the elementary schools teachers in New Taipei City which were sent 480 copies and resulted in 441 valid with 91.8% effective rate in return. The collected data is analyzed by SPSS. The results are as follows: 1. Teachers are aging, and there may be a gap in teachers manpower in the future. 2.Teacher’s perceived fairness of pension reform is low and they are most dissatisfied with the government’s sincerity in solving problems and communication. 3.The higher the age, the higher the service years, and the more dependent relatives, the lower perceived fairness of pension reform. 4.The overall teaching commitment of teachers is at the upper-middle level. The teaching commitment of teachers under 30 years old is higher than that of teachers aged 41-50. 5.The current position of the teacher and the size of the school affect the teaching commitment. 6.Perceived fairness of pension reform does not affect the teaching commitment of Primary school teachers. 7. Self-regulation has a positive impact on teaching commitment. Finally, according to the conclusions of this study, some suggestions are put forward for the reference of the government, educational administration, schools, teachers and future researchers.

The purpose of this study is to explore the relationship between psychological contract and organizational commitment of junior high school teachers, and to take the perceived fairness of pension reform as a moderator variable. In this study, the formal teachers in public junior high schools are chosen as research sample. A total of 350 questionnaires were sent out and 292 valid questionnaires were received. This study is based on the empirical analysis of hierarchical regression. The results of this study show that psychological contract is significantly positive correlative with organizational commitment. However, the perceived fairness of pension reform change weakened the relationship between psychological contract and organizational commitment. When teachers recognize that pension reform is more fair to them, the psychological contract will have a less impact on organizational commitment.However, if teachers recognize that pension reform is more unfair to them, teachers tend to believe that schools can fulfill their psychological expectations, that schools will abide by intangible commitments, and strengthen psychological contract to the impact of organizational commitment.

Due to the problem of low fertility and population ageing in Taiwan, pension funds are facing a large financial crisis now. The new government actively promotes the pension reform, including the military, governemnt employees and teachers. The pension reform caused them a strong dissatisfaction and led them to take to the streets to protest. The pension reform bill has been approved so that the pension reform has a significant impact on workplace rights for teachers. In addition, the pension reform lower teachers’ morale and makes teachers worry about their later in life. Teachers’ job burnout and workplace well-being maybe were affected by the pension reform;and further, elementary school teachers take up the heavy responsibility for cultivating the national seedlings. To sum up, this study aims not only to understand the current situation of perceived fairness of pension reform, job burnout, and workplace well-being of elementary school teachers but also to explore the relationships among perceived fairness of pension reform, job burnout, and workplace well-being in order to show whether perceived fairness of pension reform affects the teachers’ job burnout and workplace well-being. This study used questionnaires to collect the required information. With questionnaire investigation, data were collected using cluster sampling from the official teachers of elementary schools in Yilan County which were sent 405 copies and resulted in 389 valid with 96.0% effective rate in return. It was analyzed with item analysis, reliability analysis, descriptive statistics analysis, factor analysis, independent-samples t-test, one-way ANOVA, Pearson correlation and regression analysis. The findings of the research are as follows: 1.Teachers under 40, teachers who teach less than 10 years and the unmarried teachers have a high level of the perceived fairness of pension reform. 2.Teachers who graduated from the university of education feel higher emotional exhaustion in job burnout. 3.The married teachers have higher workplace well-being. 4.The perceived fairness of pension reform has a significant negative impact on teachers job burnout, but teachers’ workplace well-being has no significant. 5.Teachers job burnout can affect workplace well-being. Finally, this study provides some suggestions according to the research results to the education administrative organizations, elementary school teachers and relative future researches.

The topic of the study was to discuss the current status of the Junior High School Teachers' Policy Cognition of the Pension Reform and Working Morale. The researcher used questionnaire survey to explore the study. The amounts of questionnaires for junior high schools in Taoyuan City were 450;however, the valid copies of questionnaires were 432, the effective questionnaire recovery rate was 96%. The methodology of data analysis includes descriptive statistics, Independent-Sample T Test, One-Way ANOVA, and Pearson product-moment correlation coefficient. The results were as follows: first, the cognition about Pension Reform policies from the junior high school teachers in Taoyuan City are medium-high level. Second, the overall attitude of the junior high school teachers' working morale in Taoyuan City is above average. Third, there is a significant discrepancy between the Junior high school teachers' gender, age, years of service, academic qualifications, participation of the teacher’s organization, the number of family needing to raise, and the cognition of the Pension Reform. Fourth, there is a significant discrepancy between the Junior high school teachers' age and working morale. Finally, there is a significant positive relationship between the junior high school teachers' policy cognition of the Pension Reform and working morale. To sum up, the researcher suggests the department of Personnel and the department of Education in Taoyuan City government offers courses for teachers to know how to manage their money or to develop their second skills, administrators in school can also organize teacher’s club to improve their relationships, and teachers should also develop more interests and skills and manage money for their life after retiring.

Whether the pension reform affects the teaching effectiveness during the reform or after the implementation of the law. This is an important link in educational research. The purpose of this study was to investigate whether the teaching effectiveness of the primary and secondary school teachers were influenced by the cognition of pension reform. This study selected the primary and secondary school teachers in Taoyuan City as a research object. A total of 540 copies of the questionnaires were distributed, and 465 copies of valid questionnaires were retrieved. The valid response rate was 86.11%. The collected data were analyzed by descriptive statistics, independent t-test, one-way ANOVA, Pearson product-moment correlation, stepwise multiple regression analysis. The main conclusions of this study were as follows: 1. The state of primary and middle school teachers for the teachers'' pension reform cognition was above average. The perception of "delayed retirement message" was the highest. 2. The state of primary and middle school teachers for the teachers'' teaching effectiveness was above average. The perception of "teaching strategy" was the highest. 3. There were significant differences in the primary and secondary school teachers'' pension reform cognition due to different teaching stage, gender, age and seniority. 4. There were significant differences in the primary and secondary school teachers'' teaching belief due to different age and seniority. 5. Pension reform cognition and teaching effectiveness had low positive correlation. 6. Welfare variation in the pension reform cognition could significantly predict the teachers'' teaching effectiveness; however, the explanatory power was lower. Finally, based on the conclusions, this study provides some suggestions for the educational administration, primary and secondary schools teachers, and future researchers.

Due to the problem of population ageing and low fertility in Taiwan which causes imbalances in revenue and expenditure, pension funds now are facing a large financial crisis. The new government actively promotes the pension reform, including the military, government employees and teachers. But they all have a great rebound against the content of the pension reform. They express their discontented by protesting on the streets. The pension reform bill has been approved so that the pension reform has a significant impact on career planning and retirement benefits for educators. The teachers’ retirement system unable has the function of promoting metabolism in the education site. For In-service teachers the complete retirement system can ensure a self-sufficient retirement life. This study aims not only to understand the current situation of perceived fairness of pension reform, job satisfaction, and job involvement of elementary and Junior high school teachers but also to explore the relationships among perceived fairness of pension reform, job satisfaction, and job involvement in order to show whether perceived fairness of pension reform affects the teachers job satisfaction and job involvement. This study used questionnaires to collect the required information. With questionnaire investigation, data were collected using cluster sampling from the elementary and junior high schools teachers in Hsinchu County which were sent 462 copies and resulted in 449 valid with 97.19% effective rate in return. It was analyzed with item analysis, reliability analysis, descriptive statistics analysis, factor analysis, independent-samples t-test, one-way ANOVA, Pearson correlation and regression analysis. The findings of the research are as follows: 1.Teachers’ perception for perceived fairness is medium to low. 2.The perceived fairness of pension reform of teachers under 30 is high than those above 41. 3.Teachers experience an average level of job satisfaction, but job involvement is high. 4.Teachers who serves as directors and teachers who teach at large schools and elementary schools have a high level of job satisfaction. 5.Teachers over 51 years old have high job involvement. 6.The perceived fairness of pension reform has a significant positive impact on teachers' job satisfaction, but teachers’ perceived fairness of pension reform has no significant.

The study aimed to investigate the differences of teacher’s cognition of pension reform and teacher self-efficacy under different background variables in Skills-based Senior High School. The method in this study was a questionnaire survey. The population was teachers in national Skills-based Senior High Schools in Yunlin, Chiayi, and Tainan areas. A questionnaire survey was conducted through stratified random sampling. 550 questionnaires were distributed, and 495 valid questionnaires were retrieved. The valid return rate was 93.8%. The data collected was analyzed by using the statistical methods including descriptive statistics, one-way ANOVA, Pearson product-moment correlation, and Scheffé’s posteriori comparisons. According to purposes of the study, the findings were as follows: 1.Teachers in Skills-based Senior High School had highest degree of positive feeling and understanding about cognition of pension reform in “vision of pension policy”. 2.Teachers in Skills-based Senior High School were most active in “instructional strategies” of teacher self-efficacy. 3.Teachers with healthy physical status teaching less than 10 years and under in Skills-based Senior High School had the highest (positive/ negative) feeling about cognitive of pension reform. 4.Teachers with healthy physical status teaching less than 10 years and under in Skills-based Senior High School, and not being the main backbone of family economy were more positive in teacher self-efficacy . 5.There were significant correlations between the cognition of pension reform and the teacher self-efficacy in Skills-based Senior High School.

Abstract This research aims to explore the cognition of pension reform in different background Skills-based Senior High Schools teachers and its influence on work morale. In addition, the correlation between the cognition of annuity reform and its influence on work morale are discussed for relevant personnel reference. In order to reach the above goal, the study of the subjects were teachers in Skills-based Senior High Schools in Yun-Chia-Nan area, and the study adopted questionnaire survey. Through the penetration lamination random sampling way, 12 schools were selected and research samples were 420 teachers. The research instrument was a self-made questionnaire and relvant research data were collected. The obtained data were analyzed with the statistical method analysis through the statistical coverall software. According to the analysiss of the data and the purpose of the study, the results are as follows: 1.Skills-based Senior High Schools teachers in Yun-Chia-Nan area present a low degree of the cognition of annuity reform. 2.Skills-based Senior High Schools teachers in Yun-Chia-Nan area present a low and intermediate degree of the cognition of annuity reform that influences work morale. 3.The approval of cognitoin of annuity reform was apparent in male teachers, married teachers, and junior teachers. 4.There are obvious susceptibilities to the cognition of annuity reform that influences work morale in unmarried teachers and senior teachers. 5.There is highly positive correlation between the cognition of annuity reform and its influence on work morale in Skills-based Senior High Schools teachers in Yun-Chia-Nan area.
