Sharks is the dominant bycatch of purse seine and bottom longline vessels that landed in Kutaraja ocean fishing port, particularly pelagic thresher shark species (Alopias pelagicus). The management of shark fisheries in Aceh water is not well implemented. According to the IUCN red list, the pelagic thresher shark has been classified as an endangered species. The capture and trade of pelagic thresher sharks are regulated by CITES (Appendix II). So that Indonesia has to comply with the procedures of CITES due to it has been adopted through the Decree of Minister of Marine Affairs and Fisheries of the Republic of Indonesia Number 61/PERMEN-KP/2018. However, the exploitation and trading of the A. pelagicus continues and is not properly managed. It will threaten the extinction of the pelagic thresher shark population and in terms of a negative image of fisheries management in Indonesia, in particular. Thus, integrated management such as the ecosystem approach to fisheries management (EAFM) is needed to solve this problem. This study aims to evaluate the fisheries management status of the pelagic thresher shark based on EAFM indicator of fish resources domain, focusing in the Kutaraja ocean fishing port. This research was conducted by field measurement and interviews with key stakeholders. Data were analyzed using a multi-criteria analysis (MCA) approach through development of a composite index. The results showed that the trend of CPUE tends to fluctuate in the last 5 years. The total length of the sharks was relatively constant. The proportion of juvenile pelagic thresher sharks was 16% male, and 28% (female), and the shark was bycatch (1%) of the purse seine fishery, the fishing ground was getting further away and seemed to go close to the shark habitat. Based on this assessment, one could conclude that shark's fishery resources were in 'good' category, however, some indicators need to improve through better fisheries management actions. Mamuju Regency, West Sulawesi Province, has the potential for pelagic fish, especially large pelagic fish, namely tuna, skipjack and cob, which are very prospective. The majority of fishermen in Mamuju Regency use fishing rods to catch large pelagic fish. Fishing rod fishermen with a large pelagic catch target are in Mamuju Regency, Simboro District, precisely in Sumare Village but currently it is known that there has been a decrease in the number of fishing rod fishermen in Mamuju Regency since the last 5 years experiencing a decrease in production. This study aims to determine the status of small-scale capture fisheries in a sustainability perspective according to ecological, technological, social and economic dimensions for small-scale fisheries in Mamuju Regency, and recommendations for sustainable capture fisheries. The study was conducted using qualitative methods using Rapfish analysis to determine the sustainability of fishing efforts. The results showed the highest dimensions in fish resources (70.13) and fishing technology (50.06) which means quite sustainable (good) while in the social dimension (38.47) and economic dimension (28.75) in the bad category which means there needs to be special attention in handling.

Climate-related effects occur across all regions in Tanzania, affecting primary sectors such as agriculture and fishing. This study investigated the impacts of climatic change on small pelagic catches in fishers in Kilindoni, Kipumbwi and Kilwa Kivinje villages along the Tanzanian coast. We studied how changes in rainfall, sea surface temperature, wind speed and chlorophyll a affect small pelagic fisheries using primary and secondary data. Qualitative and quantitative methods were applied. Primary data collection involved questionnaires, focus group discussions and key informant interviews. Secondary data was obtained from Tanzania Meteorological Agency and remote sensing from Modi's sensor. Results showed an increase in sea surface temperature (tau = 0.0151, 0.0121, 0.0238 for Kilindoni, Kilwa Kivinje and Kipumbwi, respectively) and unpredictable changes in rainfall patterns which affected small pelagic fisheries. The average rainfall was 284.6, 97.5 and 56.4 mm in Kilindoni, Kilwa Kivinje and Kipumbwi, respectively. In recent years, rain has been unreliable compared to the past 20 years. Unpredictable rainfall, increased sea surface temperature, wind speed and chlorophyll a had negatively impacted the small pelagic fishery. There was a strong relationship between the decline of small pelagic catches and climatic variables. The findings of this study have implications for coastal fisher's livelihood, income and food security. Keywords: Coastal communities; small pelagic fishery; climate change; fisheries; livelihood

Effective commercial fishers need information on fish resources and their distribution pattern. This study aims to determine distribution of fish resources in Indonesian FMA 715 through tracking hydroacoustic method and CTD profiling at stations within regular distances. The results showed that the estimated size of pelagic fish was dominated by small size fish groups. Small pelagic fish were detected at the size ranged between 12-14 cm and large pelagic fish was dominated by the size of 28-31cm. The density of small pelagic fish decreases with depth with average factor of 0.4, while the large pelagic fish with average factor of 1.7. An indicated upwelling incidence was likely occurred in the eastern part of Mollucas sea region, which were characterized by the low temperature, high salinity and high chlorophyll concentrations. Large pelagic fish were more occasionally found in locations with relatively higher temperature, DO characteristics and lower salinity compared with small pelagic fish. Information on the distribution pattern of pelagic fish is expected to be used as a reference for capture fishermen and inputs in formulating the policy the sustainable fisheries management.

Ecosystem-based fishery management (EBFM) requires minimizing the risk of irreversible change to a natural assemblage of species. Because pelagic fisheries modify the biotic community rather than the physical environment and often target migratory species, the pelagic community can be expected to respond quickly after fishing pressure is reduced. We monitored the pelagic zooplanktivore community over 4 decades in the central Bering Sea before and after the closures of large-scale pelagic fisheries. We found a quick and steep change in the pelagic fish community structure after fishing pressure was reduced, which reflected increased abundance of salmon species; however, walleye pollock stocks, one of the most valuable fisheries resources in this area, have not recovered. A lower population growth rate might contribute to the slow recovery of pollock stocks. Long-term ecosystem monitoring of fishing grounds and surrounding ecosystems will be required for successful implementation of EBFM of pelagic fish stocks.

Fish is one of natural resources, which is important for food security. Small pelagic fish is one of the sources of food, the most widely consumed by people of Indonesia, given the existence of a fairly abundant species, and are found in almost entire territorial waters of Indonesia, and also has a relatively affordable price. Management of pelagic fishery in the waters of Indonesia, thus becomes important, especially to maintain the sustainable industry. Optimal and sustainable fisheries industry can only be achieved with proper planning through the implementation of appropriate management instruments as well. Fisheries resources accounting is one of the planning instruments, which should be used as a main reference of Fisheries Management Plan. In general, fisheries accounting provide insights for policy makers on how the flow of the stocks of fish and its relation to changes in the dynamic of natural and economic activity of fishing. Small pelagic resource accounting is one of the mandates of agenda 21 UNCED recommendation, as formulated in the System of Integrated Environmental and Economic Accounting (SEEA). Besides, this is also a decree of Indonesian Law No. 32/2009 regarding the Management and Environmental protection. The paper discusses the fisheries account, both physical and monetary, for small pelagic fish. By using resource accounting, we can understand the dynamics of the availability of stocks of small pelagic fisheries in Indonesia for the sake of food security. The methods in use is the standard bio-economic modelling, using fox algorithm for parameter estimation, and resource accounting method of the System of National Accounts of FAO[1], adapted to the data existing condition. The results of the analysis, include measurement of standing stocks (physical assets account), fishable biomass, depletion, as well as monetary account. Paper also provides suggestion for management, as well as policy recommendation. Keywords: Small pelagic, Resource Accounting, Physical assets account, monetary account, Fisheries Management Plan, Bio-economic modeling, Policy recommendation.

Abstract Sustainable harvesting of the marine living resources in North Maluku Province would provide employment and economic benefit to broad-scale coastal communities. The pelagic fish resource has been the backbone of marine capture fisheries in this area for years. Mapping the ten years of harvesting would enhance the common baseline to improve the existing instrument for fisheries management. Data limited fisheries approach based on landing records was applied to perform the harvest trend of these typical fisheries. The analysis was performed based on four representative groups of species (skipjack, kawa-kawa, scads, and anchovies) and four main fishing gears regularly recorded (pelagic seiner, beach seine, pole and line, and gillnet) for more than one decade. The result showed that the harvesting system slightly increased since 2002, indicated by 170 % in landing volume and 4 % in the number of gears. The estimated value of landing in 2020 at about 2.6 trillion IDR significantly increased compared to 203 billion IDR in 2002. This multi-scale harvesting trend of pelagic fisheries could increase fishing mortality without regular monitoring and evaluation. It is suggested that improving the existing fisheries management plan for the sustainability of the pelagic fisheries business should be evaluated regularly to provide a long-term beneficiary for coastal community fishery livelihood dependence for the North Moluccas Province.

Abstract Successful management of small pelagic fisheries is critical in integrated ecosystem based approaches and requires understanding of how the ecological dynamics of pelagic stocks mesh with the economic and social dynamics of commercial fisheries and the larger systems within which they operate. Combining insights from stock assessments with those from local fishers, scientists, and managers, can help identify knowledge gaps that could jeopardize stock resilience. This article presents results from a social-ecological, mixed-methods study that combines insights from science and from interviews with fishermen, scientists, and managers of small pelagic fisheries in western Newfoundland, Canada (NAFO division 4R) and in NAFO division 4X. Different approaches to herring management are used in the two areas. In area 4R fishing for herring (Clupea harengus) is part of a complex multi-species, multi-gear fishery; most harvesters who target herring also target Atlantic mackerel (Scomber scombrus). Harvester interviews indicate herring in 4R, like herring in 4X and elsewhere, have substantial within-species stock structure, but that it is not well-documented in science and not well protected under the current management system. Further, fishing strategies in the competitive mackerel fishery in which the herring vessels are involved may contribute to the risk of over-fishing on some herring populations.

<p>-------</p><p>ABSTRACT</p><p>Large pelagic fish is a fishery commodity which has a high economic value, so its development can improve the economy of communities and regions. The aim of this study was to determine the fishing productivity of large pelagic fisheries using handline. This research was conducted in July until September 2012. This study examines the fishing productivity of handling with operated by a fisherman in Majene district, West Sulawesi. Fishing activity utilizing FADs as a fishing ground. Fishing Productivity was obtained from the weight ratio of the amount of catches and duration of fishing time. Fishing productivity is determined for each type of fish catches, namely skipjack tuna (Katsuwonus Pelamis), yellowfin tuna (Thunnus albacares), and mackerel tuna (Auxis thazard). The proportion of the total catches of skipjack tuna showed greater than other fish species. The relationship between fishing productivity with the time fishing is declining with increasing duration of time fishing. Cluster analysis showed that there are two clusters of fishing productivity for 23 fishing activity. Fishing ground with the largest production was in the FADs in 118031'44,8''E and 118°34'16.0"E, and 04030'25.6"S and 118029'37,3''BT. Large pelagic fish species observed is the skipjack tuna (Katsuwonus pelamis), yellowfin tuna (Thunnus albacares), and tongkol (Auxis hazard). Title: Management of Small-Scale Fisheries in The Coastal Waters of Bangka Regency with Bioeconomic ApproachManagement of small-scale fisheries in Bangka Regency has recently shown decreased productivity. This is caused by the management of marine area which is not only used as a fishing ground, but also as an area of exploitation for off-shore mining. Based on these conditions, this study aims to determine the level of utilization of small-scale fisheries in the waters of Bangka Regency. This research uses primary and secondary data; bio-economic analysis was carried out in the three fishing ground zones by separating pelagic and demersal fish resources to see the utilization status of each zone. The three fishing ground zones are based on the existing fishing ground conditions according to RZWP3K Bangka Belitung Islands Province, namely: Zone A (fishing ground with IUP), Zone A1 (fishing ground with IUP without activities), and Zone B (fishing ground without IUP). The results showed that Pelagic Zone A fisheries tend to be economical, whereas demersal fisheries have shown economical overfishing; Zone A1 is under fishing; Zone B is under fishing. The utilization of fisheries in Zone A and A1 does not reach 50% TAC, while in Zone B it is only 15% TAC. For the utilization of pelagic and demersal fisheries to be sustainable both ecologically and economically, the management of small-scale fisheries in Bangka Regency waters needs to carry out input management for different fishing efforts in each zone as well as ecological and ecosystem management.

A theoretical basis for Ecosystem-based Fisheries Management (EBFM) was derived for pelagic fish by applying marine ecology theory of analytical relationships of predator-prey biological production transfers between trophic levels to FAO guidelines for an ecosystem approach to fisheries. The aim is to describe a simple method for data-limited fisheries to estimate ecosystem-based FMSY and how EBFM modellers could mimic the way natural fish communities function for maintaining ecological processes of biological production, biomass and ecosystem stability. Ecosystem stability (ES) FMSY were estimated by proportion of biological production allocated to predators, giving ESFMSY of 0.23 for small pelagic and 0.27 for pelagic finfish, prioritising ecosystem over economics. To maintain both stability and biomass (SB) a full pelagic EBFM SBFMSY of about 0.08 was obtained for both small pelagic and pelagic finfish, having mostly ecosystem considerations. As the FMSY are single-species averages of catchable species targeted in a specific trophic level, multispecies fishing mortalities were proportioned by the biological production of each species in the trophic level. This way catches for each species are consistent with the average ecosystem FMSY for a trophic level. The theoretical estimates gave similar results to other fisheries for sustainable fish catches that maintain the fishery ecosystem processes. They were also tested using six tropical Ecopath Models and showed the effects of imposing commercial fishing mortalities on predominantly EBFM conditions. The ecosystem stability ESFMSY is suggested to be investigated for sustainable fish catches and the full EBFM SBFMSY for protected areas or recovery of heavily depleted stocks.

Sabang waters is one of the centers of capture fisheries production at the tip of the Sumatera Island which has a large potential of fish resources. However, information related to the performance of capture fisheries including fish production, fishing gear, fishing fleet, number of fishermen and fishing areas is still limited. This study aims to analyse and describe information related to capture fisheries performances in the waters of Sabang. Performance data were analysed descriptive quantitatively and obtained by survey method. The results showed that the trend of capture fisheries production tends to increase by 15% annually and catches are dominated by large pelagic fish, namely tuna (Thunnus sp). The type of fishery business is dominated by fishermen who operate vessels measuring 0 - 5 GT (57.9%) with fishing areas between the coast to 2 nautical miles. Fishermen in Sabang Waters are categorized as small businesses. because use small boats and using handlines as fishing gear that aim to meet daily needs, not for business scale. Keywords:Fish productionFishing gearFishing fleetFishing groundCapture fisheries

Lempasing is a Coastal Fishing Port (CFP) which located in Bandar Lampung. It is one of the centers of fisheries activities in the city. One of the fishing gear which operated by most of fishermen in Lempasing is mini purse seine. Mini purse seine fishing activities in the Lampung Bay Area and Lempasing CFP is not in accordance with the conditions of the surrounding waters area. The research was conducted in the Lampung Bay Area and Lempasing CFP, Lampung. This study aims to: 1) determine the status of fisheries resources utilization, 2) to describe the dominant fish caught by mini purse seine. Analysis methods were used in this study namely: 1) Fishing Power Index (FPI), Catch Per Unit Effort (CPUE), and Maximum Sustainable Yield (MSY) to determine the status of fisheries resource utilization. The dominant small pelagic fishes caught were scad fish Selaroides sp., mackerel fish Rastrelliger sp., longnose trevally fish Carangoides chrysophrys. The result showed that Fox model was the best fits models with estimated maximum sustainable yield of 15.5 ton and fishing effort of 992 trip/year for mini purse seine. The longnose trevally fish in lampung bay area in do not exceeded the optimal catch fish condition can be used to sustainably. In these condition is necessary to wisely manage and setting the catches to not exceed the allowable catch of the small pelagic fish, so the stock of small pelagic fish in the Lampung Bay Area can be used sustainably.

Documentary scientific evidence supports the notion that the small pelagics fishery in the Gulf of California does not measurably affect the physical habitat or the functional relationships between the species comprising the pelagic ecosystem. Also, there is little information that suggests any negative effects of the small pelagic fishery operations on critically endangered, endemic species, i.e., vaquita and totoaba. Under the current management regime, small pelagics fishery in the Gulf of California has recovered twice from collapses during the last 30 years. Although the small pelagics abundance varies greatly, the long-term productivity of the target species and the structure and function of the pelagic ecosystem are not compromised because the fishery relies on a suitable logistic and administrative platform, which is consistent with international standards for responsible fisheries, precautionary approach and ecosystem-based fisheries management principles.

Abstract The pelagic thresher shark (Alopias pelagicus) is the dominant bycatch that landed at the Kutaraja Ocean Fishing Port. This species has been considered endangered and listed under CITES Appendix II. Some fishers of purse seiners and handliners from Kutaraja Fishing Port catch the thresher sharks, but the catch is considered the bycatch of these types of fishing fleets. These fishing practices have promoted conflict among fishers and illegal fishing practices and reduced the income of the fishers. This study aims to assess the management status of A. pelagicus fishery involving the purse seiners and handliners by EAFM framework; and to formulate management measures promoting the sustainability of the shark population based on social, economic, and institutional aspects. This research was conducted through field measurement and interviews with key stakeholders. A composite index technique analyzed data in frame of EAFM. The social aspect of the fisheries management showed a ‘very good’ status (score of 83.3%), while the economic aspect was of ‘good’ category (score of 66.7%) and the institutional governance aspect was of ‘poor’ category (score of 33.3%). Thus, the institutional aspect of management needs to be improved to achieve sustainability of the pelagic thresher shark fishery in terms of socio-economic and governance. This study recommends the implementation of a profit-sharing system as regulated by the government, implementing local wisdom related to fisheries, reducing sharks for local consumption and trading, formulating sustainable shark policy, providing facilities and conducting regular monitoring action for shark fisheries.

Various pelagic fisheries in the US Western Pacific islands capture blue and striped marlins. Total catches by US vessels in the Western Pacific islands amount to about 2000 t for blue marlin and 600 t for striped marlin, or 9% and 5% of the nominal total Pacific-wide catch of these two species, respectively. Catch records for domestic Western Pacific fisheries typically extend over several decades, although in this short communication they are confined to blue and striped marlin catches in the 1990s. There are currently no specific management measures for marlins in the US Western Pacific islands, but other management measures for US pelagic fisheries in this region may have an influence on marlin catches.

Abstract Predators often predate on a limited size range of prey, which may or may not overlap with size ranges of same prey targeted by fisheries. When they do overlap, the effect of competition over that prey is immediate, as the predator removes prey, which are at the same time suitable for the fishery. However, if the predator consumes the same prey species as the fishery, but targets smaller prey sizes, this predation on smaller sizes may result in a potential loss of future, rather than current, fishing opportunities. Comparative analyses of predator size preference and fisheries selectivity are scarce, despite their relevance in the context of integrated management of fish populations. We evaluated how size-selective cod predation influences the dynamics of sprat and herring in the Baltic Sea, as well as the competition with pelagic fisheries through immediate and delayed effects. We found a large overlap (30–60%) between prey lengths targeted by cod and fisheries, which was largest in the 1970s–1980s, when cod had higher abundance and was larger in size. Cod generally consumes herring and sprat, which are smaller than those caught by the fisheries, causing both immediate and delayed effects on prey biomass available for the fisheries.

Kabupaten Sumbawa Barat (KSB), Nusa Tenggara Barat Province has potential fishery resources. Based on Permen KP No.18 of 2014 concerning the Republic of Indonesia State Fisheries Management Area (WPPNRI), KSB marine is included in WPPNRI 573. The purpose of this study was to determine the sustainable potential of pelagic fisheries and their level of utilization. This research was conducted in KSB from January to November 2022. The research method used was a field survey method and a descriptive method. The results of the study showed that the relationship between effort and CPUE for large pelagic fish obtained a linear equation y = 12.067x + 277.6 with R2 = 0.1785. This equation explains the positive relationship between production and effort, meaning that fishing gear affects the production of large pelagic fish. the optimum effort value is 1674.90 trips per year and the maximum sustainable catch is 232,459.1 kg per year. Effort relationship with CPUE of small pelagic fish obtained a linear equation y = -18.575x + 11512 with R2 = 0.2817. This equation explains the negative relationship between effort and catch. This shows that fishing gear is not the main factor affecting the amount of production. the optimum effort value is 106917.700 trips per year and the maximum sustainable catch is 992998.139 kg per year. The utilization rate value is 2.049%, with an effort level value of 0.001%. This study concludes that the potential and level of utilization of pelagic fisheries in West Sumbawa Regency are still below the sustainable potential.

Abstract Demersal and pelagic longline fisheries involve frequent and geographically widespread interactions with many individuals, populations, and species of marine mammals. Animals sometimes suffer mortality and serious injury following these interactions, attracted mainly to longlines as a source of food. This depredating behaviour can have serious consequences for fishermen, especially when they lose valuable catch and face other associated operational and regulatory challenges. Using input from a group of international experts in the science, fishing industry, and government sectors, we produced a list of methods for mitigating depredation and bycatch of marine mammals in longline fisheries, collectively assessed their potential as a solution, and determined priorities for further research. The intention of this review is to help synthesize our current understanding about potential solutions, to provide an introduction to the articles that appear in this themed set of the ICES Journal of Marine Science, and to help fishermen, fisheries managers, and research scientists advance solutions to this global problem.

The pelagic stingray Pteroplatytrygon violacea is known to be a frequent by-catch in longline fisheries worldwide. This study analysed the eco-geographic, technical and temporal parameters that affect pelagic stingray by-catch by the Spanish surface drifting longline fleet that operates in the Mediterranean Sea. Between 2000 and 2013, 3007 longline fishing operations were monitored. Over this period, we recorded 57 574 pelagic stingray by-catches by this fleet. Two gear types were involved in 96.05% of the pelagic stingray by-catch observed: traditional surface longliners targeting swordfish (LLHB) and surface drifting longliners targeting albacore (LLALB). We obtained two statistically significant explanatory models for the two types of gear. In both cases, two of the most important variables were fisheries being sited over the continental shelf and fishing during the summer season. The LLHB explanatory model included the following variables: number of hooks, latitude where setting started, distance between the ends of the longline, and the spring season. Regarding the LLHB, we found an association between the Capture per Unit Effort of pelagic stingray from favourable sets per year and the North Atlantic Oscillation in the previous year.

Abstract. First results of a coupled modeling and forecasting system for the pelagic fisheries are being presented. The system consists currently of three mathematically fundamentally different model subsystems: POLCOMS-ERSEM providing the physical-biogeochemical environment implemented in the domain of the North-West European shelf and the SPAM model which describes sandeel stocks in the North Sea. The third component, the SLAM model, connects POLCOMS-ERSEM and SPAM by computing the physical-biological interaction. Our major experience by the coupling model subsystems is that well-defined and generic model interfaces are very important for a successful and extendable coupled model framework. The integrated approach, simulating ecosystem dynamics from physics to fish, allows for analysis of the pathways in the ecosystem to investigate the propagation of changes in the ocean climate and lower trophic levels to quantify the impacts on the higher trophic level, in this case the sandeel population, demonstrated here on the base of hindcast data. The coupled forecasting system is tested for some typical scientific questions appearing in spatial fish stock management and marine spatial planning, including determination of local and basin scale maximum sustainable yield, stock connectivity and source/sink structure. Our presented simulations indicate that sandeels stocks are currently exploited close to the maximum sustainable yield, but large uncertainty is associated with determining stock maximum sustainable yield due to stock eigen dynamics and climatic variability. Our statistical ensemble simulations indicates that the predictive horizon set by climate interannual variability is 2–6 yr, after which only an asymptotic probability distribution of stock properties, like biomass, are predictable.

The paper aims at giving a brief review of the population structure, abundance and biomass dynamics of beaked redfish of the Irminger Sea obtained during the trawl acoustic surveys and analytical assessment. The adequacy of the current fisheries management measures for redfish in NEAFC is assessed. It was shown, that recent findings of the foreign genetic research apparently contradict to the relevant population structure for beaked redfish of the Irminger Sea applied in ICES, which specifies four stocks of the species. The ICES’ position of the depressed shallow pelagic and deep pelagic redfish stocks lacks substantial evidence from the results of the surveys in 2018–2021 and analytical assessment carried out by the Russian experts for the single redfish stock. The results allow assessing the current state of the stock as ‘good’. Thus, ICES/NEAFC recommendations that there shall be no directed fisheries neither for the shallow pelagic redfish stock nor the deep pelagic redfish stock in the Irminger Sea and adjacent waters until 2024 are insufficiently substantiated and need to be revised.

The 13th five year plan for the development of national Pelagic Fisheries clearly points out that the 13th five year plan will be an important opportunity period for China to become a powerful pelagic fishery country. As an important part of Zhoushan’s traditional advantageous industry and marine economy, pelagic fishery will also usher in a new round of development. Building an pelagic fishery base is an important carrier and development platform for the new round of development of pelagic fishery in Zhoushan under the historical requirements of the new period. In terms of developing pelagic fishery industry and building pelagic fishery base, Zhoushan has the advantage of “one person and four bodies”. Therefore, Zhoushan should seize the opportunity of pelagic fishery base construction, follow the development trend, seize the opportunity of the times, improve various functions of pelagic fishery base, and constantly improve the comprehensive strength and competitiveness of pelagic fishery.

Large-sized pelagic sharks and teleost fish are vulnerable to overexploitation by professional fisheries but little is known about the species caught by recreational fishing. This study presents for the first time in the Mediterranean an evaluation of the catch of pelagic sharks and teleost fish being caught by recreational fishermen by analyzing publicly available videos posted on social media. The analysis reveals that several vulnerable species, including the blue shark Prionace glauca, the shortfin mako Isurus oxyrinchus, the thresher shark Alopias vulpinus, the sixgill shark Hexanchus griseus, the swordfish Xiphias gladius, and the Mediterranean spearfish Tetrapturus belone are caught by offshore recreational fishermen, with the blue shark and the swordfish being the most commonly caught species. The majority of individuals caught are juveniles that are mostly released back to sea, issues that are in agreement with field studies. New measures related to handling practices are proposed to protect these species.

Background: Ghana’s marine artisanal fisheries, particularly the small pelagic fisheries, are in a state of crisis. The decline in the number of small pelagic fish are attributable to overfishing, climate variability and unsustainable fishing methods. Similarly, in the wake of climate change, shellfishes (particularly oysters, scallops and mussels) are highly vulnerable. Methods: A total of 55 years’ worth of data from Ghana’s marine artisanal fisheries were studied in relation to climate indices. The primary objective was to develop a simple linear regression model for predicting shellfish catch in Ghana. Key informant interviews were employed in soliciting data on changes in climate along the coastline and trends in marine artisanal shell fish catch. Results: The predictor variable that significantly explained shellfish production was temperature. Hence, the model is a valuable tool to predict future trends in the shellfish catch in marine artisanal fisheries. Conclusions: Increases in sea surface temperature will adversely affect shellfish production. It is therefore important that the Ministry of Fisheries and Aquaculture Development and other stakeholders should, in their decision-making processes, ensure the formulation of climate smart policies and management strategies for sustainable use of the resource.

Abstract The purse seine is the dominant fishing gear operating at the Tumumpa Fishing Port with a vessel of >90%. The purse seines that have developed are large pelagic targets, with the main catch targets being skipjack, mackerel tuna, and tuna. Tuna, mackerel tuna and skipjack are important commodities for fisheries in Indonesia. This study aims to determine the characteristics of purse seine fishing gear and its catch in the Sulawesi Sea. Data collection was carried out for two years from 2019-2020 at Tumumpa Fishery Port. Indications for the use of fish resources are calculated by comparing the length-at-first-capture (Lc) with the length-at-first-mature (Lm). The results showed that purse seines are very dominant in exploiting large pelagic resources (skipjack, mackerel tuna and tuna) with the proportion reaching 78%, small pelagic (21% scads and 1% other fish). The large pelagic fishing season using the purse seine vessel occurs in May – November, with 2 peak seasons in July and September. While the small pelagic occurs in May – September, with the peak occurring in July. The size when the frigate tuna was first caught was at a fork length of 25.15 cm (Lc) and Lm in a size of 28.52 cm for females and 28.29 cm for males. Meanwhile, the first scads was caught (Lc) at a length of 21.4 cm with the length-at-first-mature (Lm) being 20 cm for the female and 19 cm for the male. Based on this analysis, it was shown that the purse seines is a selective fishing gear for small pelagic fish but not selective for large pelagic fish.

Tuna fisheries have been identified as one of the major threats to populations of other marine vertebrates, including sea turtles, sharks, seabirds and marine mammals. The development of technical mitigation measures (MM) in fisheries is part of the code of conduct for responsible fisheries. An in-depth analysis of the available literature regarding bycatch mitigation in tuna fisheries with special reference to elasmobranchs was undertaken. Studies highlighting promising MMs were reviewed for four tuna fisheries (longline, purse seine, driftnets and gillnet, and rod and line – including recreational fisheries). The advantages and disadvantages of different MMs are discussed and assessed based on current scientific knowledge. Current management measures for sharks and rays in tuna Regional Fishery Management Organizations (t-RFMOs) are presented. A review of relevant studies examining at-vessel and postrelease mortality of elasmobranch bycatch is provided. This review aims to help fisheries managers identify pragmatic solutions to reduce mortality on pelagic elasmobranchs (and other higher vertebrates) whilst minimizing impacts on catches of target tuna species. Recent research efforts have identified several effective MMs that, if endorsed by t-RFMOs, could reduce elasmobranchs mortality rate in international tropical purse seine tuna fisheries. In the case of longline fisheries, the number of operational effective MMs is very limited. Fisheries deploying driftnets in pelagic ecosystems are suspected to have a high elasmobranchs bycatch and their discard survival is uncertain, but no effective MMs have been field validated for these fisheries. The precautionary bans of such gear by the EU and by some t-RFMOs seem therefore appropriate. Recreational tuna fisheries should be accompanied by science-based support to reduce potential negative impacts on shark populations. Priorities for research and management are identified and discussed.

Abstract Fisheries management is commonly based on the outputs of single-species stock assessment models. While such models are appropriate for tactical issues such as quota setting, they typically omit explicit trophic interactions between different parts of the ecosystem. To successfully manage multiple fisheries in the same ecosystem, we need to understand how fishing one species may indirectly affect other species. In this paper, we used a simulation model of the southern Benguela ecosystem, built in the Atlantis framework, to explore fisheries interaction effects. We first measured the impact of fishing different stocks individually at FMSY, the hypothetical level of fishing effort which produces maximum sustainable yield (MSY) in a single-species modelling context. We then applied FMSY to all stocks simultaneously and compared the simultaneous yield with the sum of yields from the individual applications of FMSY. Contrary to expectations, the total catch was higher under the simultaneous scenario. We explored our results by studying the influences of trophic interaction between species at different levels of the foodweb, and found that our overall result was driven by two key factors: volumetric dominance of small pelagic fish in the total catch, and asymmetric influences of competition and predation between piscivorous and planktivorous species. The simultaneous increase in fishing pressure across multiple species in the model led to increased effective carrying capacity for small pelagic species (due to reduced competition), but reduced carrying capacity for piscivorous species (due to reduced small pelagic prey). This work has important implications for the design of tactical multispecies models for use in ecosystem-based fisheries management.

The aim of this paper is to give a description of the Mediterranean fisheries, and its level of exploitation and to address the main questions dealing with its management. The Mediterranean is a semi-enclosed marine area with generally narrow continental shelves. The primary production of the Mediterranean is among the lowest in the world (26-50g C m-2 y-1). The Mediterranean fisheries can be broken down into three main categories: small scale fisheries, trawling and seining fisheries, which operated on demersal, small pelagic and large pelagic resources. After a general description of the state of the resources in the different areas of the Mediterranean it is concluded that (a) the overall pictures from the western to the eastern Mediterranean are not considerably different, (b) the total landings in the Mediterranean have been increased the last decades, and (c) from the perspective of stock assessment, the very few available time series data show stable yield levels. In general fisheries management in the Mediterranean is at a rela- tively early stage of development, judging by the criteria of North Atlantic fisheries. Quota systems are generally not applied, mesh-size regulations usually are set at low levels relative to scientific advice, and effort limitation is not usually applied or, if it is, is not always based on a formal resource assessment. The conservation/management measures applied by the Mediterranean countries can be broadly separated into two major categories: those aiming to keep the fishing effort under control and those aiming to make the exploitation pattern more rational. The most acute problems in the management of the Mediterranean resources are the multispecificity of the catches and the lack of reliable official statistics.

Abstract Zimmermann, F., and Heino, M. 2013. Is size-dependent pricing prevalent in fisheries? The case of Norwegian demersal and pelagic fisheries. – ICES Journal of Marine Science, 70: . It is commonly acknowledged that body weight of fish is a key factor in determining market value of landed catch, thus influencing optimal harvest strategies. However, in management strategy evaluations and bioeconomic modelling, body size is often an overlooked economic parameter, and there are no systematic studies on the prevalence of size-dependent pricing. Here we assess the presence and magnitude of size-dependent pricing in ex-vessel prices of fish in Norwegian fisheries. The data encompass landings of four pelagic and four demersal stocks in Norway in 2000–2010. Linear mixed models and generalized additive models were used to determine the dependence of unit price on weight class as well as on total yield and time (year). The results show a significant positive relationship between weight class and price for seven out of the eight examined fish stocks. The relative effect of body weight on price was the strongest for cod, Greenland halibut, Norwegian spring-spawning herring and mackerel, lesser for North Sea herring and saithe, and negligible for horse mackerel. These findings demonstrate that size-dependent pricing is common in Norwegian fisheries, and is therefore of high relevance for resource economics and fisheries management.

To implement effective ocean governance, development of policies and management strategies needs to incorporate input from communities that will be impacted by the decisions. People engaging in small-scale fisheries and aquaculture mobilize themselves in anticipation of various challenges, for example, food sovereignty. Food sovereignty is the right for people to access healthy and culturally appropriate food that is produced through ecologically sound and sustainable methods. Little attention has been paid to documenting and understanding the struggles and efforts of small-scale fishers to ensure their own food sovereignty. In the Western Indian Ocean region, and Tanzania in particular, there has been a limited number of initiatives among coastal fishers that seek to transform food systems. To better understand these initiatives, this study was designed to examine collective actions undertaken in pursuit of food sovereignty among small pelagic fishers at three landing sites on the coast of Tanzania. Collection of primary data involved a survey of 206 individuals, 25 key informant interviews, 3 focus group discussions and participant observation. Secondary data was also collected from official fisheries records and published materials to supplement the primary data. The study revealed limited current capacity of the small pelagic fisheries to satisfy local demand of fifish for food security and sovereignty purposes due to increased fish trade supplying markets beyond the study sites. The prospects of satisfying an increasing fish demand from existing production systems are limited. Small pelagic fisheries need to be linked to the global food system through appropriate mechanisms to allow them to contribute meaningfully to food security and sovereignty.
