Private forest partnership has been considered as a new strategy in dealing with conventional socio-economic model problem of the industrial wood raw material sustainability supply. As a new strategy to address the issue of sustainability of industrial wood supply, synergy is needed between forest farmer groups and timber-based industry through private forest partnership schemes. This research aims to analyze private forest partnership policy and its implementation in terms of cooperation aspects in order to formulate a sustainable private forest partnership policy. Content analysis was used to identify all policies related to private forestry partnerships, while policy implementation was analyzed by using formal evaluation method. The descriptive method was implemented to analyze standing stock managemet, and Analytical Hierarchy Process (AHP) as a method to formulate the concept of sustainable private forest partnership policy. The results showed that private forest partnership policy now is more focused on production facilities and infrastructure aspect. The level of policy implementation in research location is at a low grade, only reached 16.28%, while 43.75% of the private forest partnerships in the research area are not sustainable due to low potential of standing stock. This research proved that fostering the farmers is a key factor to develop sustainable private forest partnership policy.

Under New Labour, partnerships have emerged to become a central mechanism of service delivery in social policy. In response to this development, a number of papers and texts have appeared that have questioned the claims made for the benefits of partnerships by politicians and policy makers. In particular, the gap between the rhetoric of inclusiveness and the practice of exclusion in partnership working has been highlighted. However, as pertinent as these insights are, it is argued here that extant research into partnerships in social policy remains theoretically undeveloped, characterised by one-sided approaches that either lack critical edge or are dismissive of the potential of partnership working. What is required is an approach that addresses the deeper contradictions of partnerships in social policy and the structuring relations of power underpinning the conceptions of partnerships. Drawing on key concepts in social and political theory, this article proposes a theoretical framework that focuses on the dynamic and contextual nature of partnership. In short, a differentiated theory of partnership is offered as a means of facilitating a more realistic understanding of the limits and possibilities of partnership working. A case study on partnerships in sport policy is used to illustrate the analysis.

This article describes the literature specific to partnership working across the National Health Service, social services and voluntary and community sector in order to summarise the potential advantages and challenges of partnerships. We explore the meaning of partnership working and review the policy developments and investment initiatives underpinning the Government's emphasis on partnership working between statutory services and the voluntary and community sector. A number of barriers hinder effective partnership working and we examine some possible solutions to overcome these. We then address the key issues influencing the approach to increasing the voluntary sector's participation in partnership activities within mental health services and provide brief examples of good practice. Finally, we discuss practical issues relevant to planning partnerships and the role consultant psychiatrists can play in initiating and developing partnership working between the voluntary sector and statutory mental health services.

Abstract Partnerships have become increasingly important in addressing complex global health challenges, a reality exemplified by the COVID-19 pandemic and previous infectious disease epidemics. Partnerships offer opportunities to create synergistic outcomes by capitalizing on complimentary skills, knowledge and resources. Despite the importance of understanding partnership functioning, research on collaboration is sparse and fragmented, with few conceptual frameworks applied to evaluate real-life partnerships in global health. In this study, we aimed to adapt and apply the Bergan Model of Collaborative Functioning (BMCF) to analyse partnership functioning in the UK Public Health Rapid Support Team (UK-PHRST), a government–academic partnership, dedicated to outbreak response and research in low- and middle-income countries. We conducted a literature review identifying important elements to adapt the framework, followed by a qualitative case study to characterize how each element, and the dynamics between them, influenced functioning in the UK-PHRST, exploring emerging themes to further refine the framework. Elements of the BMCF that our study reinforced as important included the partnership’s mission, partner resources (skills, expertise and networks), leadership, the external environment, management systems and communication. Additional elements identified in the literature and critical to partnership functioning of the UK-PHRST included governance and financial structures adopted, trust and power balance, organizational culture, strategy and evaluation and knowledge management. Because of the way the UK-PHRST was structured, fostering team cohesion was an important indicator of synergy, alongside collaborative advantage. Dividing the funding and governance equally between organizations was considered crucial for maintaining institutional balance; however, diverse organizational cultures, weak communication practices and perceived power imbalances compromised team cohesion. Our analysis allowed us to make recommendations to improve partnership functioning at a critical time in the evolution of the UK-PHRST. The analysis approach and framework presented here can be used to evaluate and strengthen the management of global health partnerships to realize synergy.

The World Bank has a large partnership portfolio, including international organizations and private actors. Due to their diversity and to the ambitious programs they pursue, partners are highly exposed to financial and operational risk. Curbing this risk takes different shapes in the legal design of partnerships. In particular, partnerships differ in terms of the degree of legal continuity along the stages of decision-making, management of funds and program implementation. This configuration raises several problems for the attribution of international legal responsibility for partnership-related activities. In some cases, the problem is one of attribution of conduct at the level of the partnership’s governing body as well as at that of implementation. More broadly, the policy of risk management leads to a dilution of control within the partnership chain. This means that one can construe only certain partnership programmes, or certain segments of a partnership, as amassing enough control for responsibility to arise.

Purpose The purpose of this paper is to add to the knowledge base of school-university partnerships by exploring such partnerships in terms of policy implementation. Design/methodology/approach This paper takes a qualitative approach using semi-structured interviews. Findings To achieve a joint understanding of roles, focus, and work in the partnerships based on the schools’ needs and scholars’ competence was crucial. This was not easily achieved in all partnerships. Conflicting expectations were part of the process. Although they were demanding, the partnership arrangements also represented opportunities for the university scholars to learn. Originality/value The findings suggest that partnership arrangements require parties that understand the implications of this collaboration and that respect, mutual trust, and joint understanding are needed. It is likely that bringing different parties together will create conflicts that must be resolved. If unfamiliar to the parties, the use of partnership arrangements is itself an implementation that has its own process that operates in parallel to the work in focus.

Objective: The paper aims to determine why the government resorts to partnerships with the private sector, in addition to the advantages and disadvantages of the public-private partnership system, and explain the types and forms of public-private partnerships. Theoretical Framework: This paper presented the concept of partnership and the reasons for partnership with the private sector. It also presented the types of partnerships with the private sector and, more specifically, the different BOT systems. Method: The study relied mainly on the descriptive approach to understand the concept of partnership, determine the forms of partnership between the public and private sectors, and the types of partnership with the BOT system. The study also relied on the analytical approach in analyzing the advantages of the partnership system between the public and private sectors and identifying the defects and challenges facing the partnership systems between the public and private sectors. Results and Discussion: The partnership between the government and the private sector is not a path strewn with roses. Many challenges must be faced, and for the partnership to work as desired, the conditions and components discussed in this research must be met, which are factors in themselves. Research Implications: This paper examines the role of public-private partnerships in enhancing the performance of public utilities and reducing the cost of providing services. Originality/Value: This study contributes to the literature by explaining the role of public-private partnership contracts in Egypt and the United Arab Emirates, presenting their definition, advantages, disadvantages, challenges, and legal framework.

Since 2001, Vietnam has gradually built and implemented strategic and comprehensive partnerships with some of the World’s great powers. The behaviors of Vietnam have brought skepticism from international community. Besides, the differences in the nature of “Strategic Partnership”, “Comprehensive Partnership” and “Comprehensive Strategic Partnership” in Vietnam's foreign policy are paid much attention to by scholars and scientific researchers. Because of the long-term strategic national interests, Vietnam-US relations strongly elevated from the normalization of bilateral relations to the level of comprehensive partners in 2013. Since 2017, the two countries have planned to upgrade their relations from comprehensive partnership level to strategic partnership level. In this context, the paper focuses on the application of systemic approaches in Vietnam's foreign policy making, with the content “The Process of Making Vietnam’s Foreign Policy with the United States based on David Easton’s Model”. The paper will analyze the process of making Vietnam’s foreign policy with Unites States based on David Easton’s Model. In addition, the paper also provide forecasts of the possibility of adjusting Vietnam's foreign policy towards the United States, especially upgrading the relations to strategic partnerships.

Abstract This study contributes to the research on partnership models by comparing different policy areas, testing the existing typologies and developing new forms of analysis for the Brazilian context. The literature on partnerships regarding the nonprofit sector is focused on the great diversity of these organizations and the types of relationship they establish with the government to provide services. Most empirical studies on this issue seek to establish categories for the partnerships analyzed, usually comparing countries or policy areas on a macro level. This study observes how partnership models help to understand the differences among policy areas, observing cases in the areas of AIDS, social assistance, and culture in Brazil. The research introduced field level variables and organizational variables to establish clearer differences among the models, and to identify where they overlap. Differences among the models helped to test relational variables and use the partnership models to analyze the public policy areas on the interaction design with nonprofits. As for political implications, this study provides recommendations to advance in a governmental agenda on partnerships that can combine general guidelines with particularities related to each policy area. Finally, the study indicates that partnerships should be considered public policy instruments.

Abstract: Medical-legal partnerships bring legal services directly into clinical settings. Policy advocacy is often opportunistic and varies across partnerships. Our objective was to study policy advocacy that emerged from a medical-legal partnership in Toronto over a four-year period. This study consisted of a document review and thematic analysis, triangulated with data from interviews with legal team members and health providers. We defined policy advocacy as actions associated with attempts to change policy or legislation. The medical-legal partnership engaged in seven distinct cases of policy advocacy: disability support form requirements, changing workplace review, challenging barriers to citizenship, housing, publicly funded medication program (pharma care), safe injection sites, and the need for increased social assistance. Actions taken included presentations at conferences and submissions of briefs to government. We found that a medical-legal partnership resulted in policy advocacy with issues arising from both the health and the legal team with impacts likely greater than if each group had acted alone.

AbstractAs migration cooperation has grown in stature at the European level, a premium has been set on its conceptual coordination with related areas of EU policy. The Mobility Partnerships which the bloc recently signed with Moldova and Cape Verde appear as a model of this kind of coordination. Indeed their advocates believe they can regulate migration in such a way that the Union’s economic, social, development and neighbourhood policies all benefit. A simple tri-partite method is here employed to gauge the complementarity of one of the Partnerships, that with Moldova, with its broader policy context. The present analysis suggests that the political exigencies involved in realising the agreement led to conceptual overstretch. Although the Partnership seldom clashes with its broader policy context, the considerable demands placed on its coordinators in the European Commission mean that the Partnership’s positive contribution to related policy areas remains bitty and lacking in coherence.

The purpose of the proposed research is to form conceptual state policy foundations of regulating public-private partnerships development of countries with economies in transition. The need for substantiation of the regulating state policy of public-private partnership development in the transition economy and transformation processes has determined the topic relevance. The development of theoretical foundations for the state policy is based on systemic and institutional methodological approaches. There were used the method of comparative analysis, statistical analysis, structuring, method of abstraction and formalization. It has been determined that insufficient activity of countries with economies in transition in the public-private partnership projects implementation is due to imperfect legal framework, lack of clarity in the distribution of risks between agreement participants, political crisis and instability, lack of a unified state policy to develop partnerships. The principles of promoting the public-private partnership relations in countries with economies in transition have been identified, which include the formation of advanced legal mechanisms and systems of regulatory bodies, that monitor the public-private partnership implementation; stakeholder support by taking into account private interests, public authorities and end users; careful business partners selection. Basic determinants and a set of conceptual requirements for policy formation have been formed.

Purpose – The purpose of this paper is to provide evidence based guidance to researchers and practice personnel about forming and carrying out effective research partnerships. Design/methodology/approach – A review of the literature, interviews and discussions with colleagues in both research and practice roles, and a review of the authors' personal experiences as researchers in partnership research. Findings – Partnership research is, in some respects, a distinct “approach” to research, but there are many different versions. An analysis of research publications and of their research experience led the authors to develop a framework for planning and assessing the partnership research process, which includes defining expected outcomes for the partners, their roles, and steps in the research process. Practical implications – This review and analysis provides guidance that may reduce commonly-reported misunderstandings and help to plan more successful partnerships and projects. It also identifies future research which is needed to define more precisely the questions and purposes for which partnership research is most appropriate, and methods and designs for specific types of partnership research. Originality/value – As more research moves towards increased participation of practitioners and patients in the research process, more precise and differentiated understanding of the different partnership approaches is required, and when each is most suitable. This article describes research approaches that have the potential to reduce “the research-practice gap”. It gives evidence- and experience-based guidance for choosing and establishing a partnership research process, so as to improve partnership relationship-building and more actionable research.

There is a lack of maximum realization of sustainable development in the Surakarta City Government’s partnerships. This study proposes a fishbone diagram that seeks the root causes that affect the realization of partnerships that encourage sustainable development in Surakarta. The study aimed to convey ideas on environment-based local government partnership policies (Eco-Partnerships) to achieve sustainable development. It was a descriptive, doctrinal-method legal research. The primary data was sourced from library research, and the author also carried out some field research. The research used several indicators, namely Surakarta City Government’s Partners, Regulations, and Culture as the small bones and the analysis result of the failure to realize eco-friendly partnerships as the big bone. The result of the study showed that the implementation status of 19 out of 52 regional partners and five regional partners with a focus on environmental activities had not yet been followed up by the regional government. The regulation was ineffective because the Surakarta Government lacked adequate policies on eco-partnerships. Therefore, the Surakarta City Government needed to enforce a policy based on regional regulations on partnerships that integrate economic, social, and environmental aspects (Eco-Partnership).

This paper focuses on the use of a partnership self-evaluation tool in local health partnerships in Australia. Partnership tools are intended to be used across all phases of partnership development and are typically delivered in the form of a self-administered survey. Survey questions are designed to encourage members of local partnerships to reflect on their progress to date and, if necessary, to reorient future activities to satisfy objectives and desired outcomes. In this paper we argue that without a broader surrounding framework of partnership development and appropriate assistance in administering partnership tools, the potential benefits of self evaluation in local partnerships may be restricted. We base these comments on a study of the use of a partnership self-evaluation tool as part of a broader chronic disease initiative in 17 communities across regional Australia during 2008. Although participants reported favourable outcomes from being involved in the local partnerships, and some found the tool to be of benefit, only 8 of the 17 partnerships actually used the self-evaluation tool. The reported reasons for non-use related primarily to: (1) lack of time; (2) perceptions that it was too early to ‘evaluate’ the partnership; and (3) difficulty in administering the tool. These barriers to use indicate that participants may have been unaware of the potential of the tool to assist in partnership development over time. The purpose of this article is to present the importance of NGO partnerships within civil society. The idea of partnership has become a megatrend in the modern world, which seems to permeate various areas of social, economic, military and even family life. There are three main values that form the foundation of NGO partnerships in the field of security: trust, cooperation and reciprocity. Building pro-social concepts in the area of security, which will be embedded in a model based on the above-mentioned values. They are a supported search of the literature and practice of the plane for due development of new concepts, but also a place for open minds. It can therefore be concluded that the NGO acts as a bridge in the structure of the socioeconomic security system. Creating and enabling organizations to connect and enable them to achieve specific tasks and goals also creates new conditions for improving partnership networks. Abstract Third countries are actors in EU external migration policy, not merely passive recipients of policy proposals. In order to understand policy outcomes, it is necessary to understand why third countries decide to participate (or not) in EU migration policy initiatives. The conditionality model provides an explanation which focuses on the domestic preferences of and processes in the third countries. In 2007, the EU introduced the Mobility Partnerships. These partnerships are intended to be the framework for migration relations between the EU and third countries in Eastern Europe and Africa. The Cape Verdean government decided to sign a Mobility Partnership because the benefits of this cooperation with the EU outweighed the costs. The Senegalese government refused to sign because the Mobility Partnership would have implied significant, unacceptable costs.

ABSTRACTUnderstanding the benefits and outcomes of Canada's public investment in Arctic science and associated community–researcher partnerships represents a significant challenge for government. This paper presents a capital assets-based approach to conceptualising northern research partnership development processes and assessing the potential outcomes. By more explicitly considering the pre- and post-partnership asset levels (that is, social, human, physical, financial and natural assets) for different collaborators, the potential benefits and challenges associated with community–researcher partnerships can be collaboratively assessed. In order to help refine this approach, we conducted a survey of those involved in developing and maintaining community–researcher partnerships across Arctic Canada. Results indicate that the proposed approach could be useful for research funding agencies seeking to better understand partnership outcomes and promote more effective community–researcher interactions. Challenges include adequately capturing the qualitative nature of different capital assets, pointing to future research and policy needs. Better understanding the role of research in northern development has the potential to improve northern research, policy and practice.

In primary health care, multi-stakeholder partnerships between clinicians, policy makers, academic representatives and other stakeholders to improve service delivery are becoming more common. Literature on processes and approaches that enhance partnership effectiveness is growing. However, evidence on the performance of the measures of partnership functioning and the achievement of desired outcomes is still limited, due to the field’s definitional ambiguity and the challenges inherent in measuring complex and evolving collaborative processes. Reliable measures are needed for external or self-assessment of partnership functioning, as intermediate steps in the achievement of desired outcomes. We adapted the Partnership Self-Assessment Tool (PSAT) and distributed it to multiple stakeholders within five partnerships in Canada and Australia. The instrument contained a number of partnership functioning sub-scales. New sub-scales were developed for the domains of communication and external environment. Partnership synergy was assessed using modified Partnership Synergy Processes and Partnership Synergy Outcomes sub-scales, and a combined Partnership Synergy scale. Ranking by partnership scores was compared with independent ranks based on a qualitative evaluation of the partnerships’ development. 55 (90%) questionnaires were returned. Our results indicate that the instrument was capable of discriminating between different levels of dimensions of partnership functioning and partnership synergy even in a limited sample. The sub-scales were sufficiently reliable to have the capacity to discriminate between individuals, and between partnerships. There was negligible difference in the correlations between different partnership functioning dimensions and Partnership Synergy sub-scales. The Communication and External Environment sub-scales did not perform well metrically. The adapted partnership assessment tool is suitable for assessing the achievement of partnership synergy and specific indicators of partnership functioning. Further development of Communication and External Environment sub-scales is warranted. The instrument could be applied to assess internal partnership performance on key indicators across settings, in order to determine if the collaborative process is working well.

Drawing from theories of regime interplay and social learning, this article investigates linkages between hybrid governance schemes and intergovernmental regimes. My analytic framework suggests that, by enhancing cooperation among stakeholders, transnational public-private partnerships will facilitate policy-makers’ learning, and accordingly advance the formation of intergovernmental regimes. Here I use qualitative methods to examine the influence of the UNEP Global Mercury Partnership on negotiations over different components of the Minamata Convention on Mercury. Technical and scientific information provided by this partnership helped relevant policy-makers understand the problems to be addressed and some appropriate solutions, thereby accelerating the consensus-making process and shaping the features of certain provisions. I also compare the influences of different partnership areas, revealing that inclusive stakeholder engagement and boundary coordination between different governance schemes are two important conditions for transnational partnerships to promote cooperation in intergovernmental fora.

The processes of transformation of political and socio-economic systems taking place in the world in the last decade are pushing countries to search for new approaches from the point of view of public policy in the field of public-private partnership. Over time, there is an increasing need to expand the mechanisms of interaction between the state and the private sector in partnerships in order to meet the needs of society. Through the formation of a strategic partnership between the state and the private sector, the Republic of Kazakhstan can form a system of economic order and relations that ensure and guarantee the future of the country. The Republic of Kazakhstan gained independence and modernized all spheres of society in accordance with the requirements of the democratic regime. The transformation of the economic sphere in accordance with the system of market relations has become the basis for the formation and development of private entrepreneurship. At the same time, the spheres of ensuring the needs of society are schools, kindergarten, healthcare, services, infrastructure, agriculture, tourism, etc. With the support of the state through the private sector, they were carried out based on world experience. The activities of public-private partnerships in economically developed countries have been established and are developing in the world. The private sector in each country should function as a political system that allows its activities to work in order to meet the interests of both parties in order to ensure the potential of society. That is, on the liberal principle that an open society under a democratic regime gives freedom to all forms of ownership, the way opens up in the state to a partnership of private and public property, one of the most important sectors of the economy. The article considers, first of all, the theoretical justification of this problem when studying the problems of public-private partnership, providing ways and mechanisms to solve it. That is, analyzing the theory on which the research work is based, relying on general scientific methods, operationalizing the theory, analysis of analogical theories, their classification, methods of induction, and deduction, clarifying the theory, and describing the methodology of this problem. This article reports an analytical review of research and policy concerning the qualities that create, sustain, and enliven academic partnerships between universities in different countries. This review provides context for a discussion of the development of the institutional partnership between the Universität Mozarteum Salzburg (Austria) and Georgia State University (United States of America). A scoping review of the literature suggests that such partnerships are viewed differently by those responsible for the legal agreement establishing the partnership, the faculty and students who are tasked with implementing the partnership, and outsiders who view the results of the partnership via publications, presentations, and performances. This review situates the analysis of the partnership with the identification of themes consistent with the broader literature, including a reflection on cultural awareness, access and equity, institutional and human capacity building, and ethical dilemmas. Implications include a reflection on the collaboration’s COVID-19 era development, with the suggestion that the shift to virtual communication enhanced the partnership even as it disrupted the planned implementation.

This study discusses the main barriers to partnership between family and health services in the context of schizophrenia and de-institutionalization (reduction of the length of hospitalization whenever possible and returning the patient to the community) addressed to deal with the increasing costs and demand for health care services. Thus, in de-institutionalization the burden of care is not resolved but shared with the family, under the assumption that the patient has someone—a family caregiver—who can take up the responsibility of care at home. Despite the high burden of care faced by the family caregiver in mental illness, the necessary systematic partnership between the medical team and the family caregiver is missing. Subjects were 47 family caregivers of persons living with schizophrenia. Data were collected using in-depth interviews, structured questionnaires and attitudinal scales. Data analysis included factor analysis and odds ratios. Two types of barriers to partnership are identified in the literature: health services barriers and barriers attributed to the family. The findings confirm the health services barriers but reject the assumed family barriers.

Objectives Most of the research on partnerships has centred on health and social care, and while many of the findings remain relevant, public health partnerships concerned with ‘wicked issues’ give rise to a different and more complex set of issues which merit exploration. The study aimed to identify those factors promoting effective partnership working for health improvement; to assess the extent to which partnership governance and incentive arrangements were commensurate with the complexities of the problem; and to explore how far local partnerships contributed to better outcomes for individuals and populations. Methods A three-year study of public health partnerships (2007-10) in nine localities across England involving semi-structured interviews at strategic and operational levels. Results Successful partnerships shared a number of characteristics:they were clear about goals and purpose; they were aware of partners' roles and responsibilities; and they had a clear strategic overview of performance through robust monitoring and evaluation. In many cases, partnerships were facades with a ‘silo mentality’ prevailing - there was an unwillingness to share information or resources, or to accord partnership working sufficient priority or support. Despite enthusiasm for partnerships and an insistence that they were essential, it was impossible to establish evidence of their impact on health outcomes. While the focus on partnerships tends to be on structures, relational factors, including high levels of trust and goodwill, were important ingredients of a well-functioning partnership. Less formal and more organic, operational partnerships were more effective than more formal, strategic level ones which were driven by targets. Finally, partnerships were, in part, shaped by the national policy context, with constant policy and organizational churn making it difficult to sustain long-term relationships. Conclusions Future partnerships might be undertaken differently, adopting a complex adaptive systems perspective. This advocates an approach to partnership working that is less focused on rigid structures and much more on relational factors like trust and goodwill.

The article analyzes the current state of the agricultural sector of Ukrainian economy, its place in the formation of gross domestic product, the trend of changes in agricultural productivity, its role in reducing the negative impact of the economic crisis in 2020 and the main trends in the agricultural sector. The aim of the study is to analyze existing approaches to the formation of state policy for the development of the agricultural sector through public-private partnerships and to develop practical measures to enhance the development of strategic partnerships between public and private owners in the agricultural sector. Existing approaches aimed at the development of the agricultural sector should use the opportunities to attract additional resources, which can be achieved through public-private partnership models. The peculiarities of public-private partnership in the agricultural sector, which is aimed at the implementation of priority infrastructure projects to develop production, storage and marketing of agricultural products; implementation of food security; development of value chains were analyzed. The main forms of implementation of public-private partnership projects used in world practice are identified. Attention is focused on the need to use public-private partnership in the agricultural sector based on strategic management within the general economic policy of the state. The advantages of using the tools of public-private partnership in the field of agricultural sector are substantiated and the directions of its development are determined. The main approaches to the formation of the state policy for the development of the agro-industrial complex through public-private partnerships have been identified, which provide for the increase in the profitability of production, the implementation of the country's export potential, the improvement in the investment climate, the increase in the competitiveness of agriculture, the improvement in the legislative framework, and innovative development. Purpose In the USA, there has recently been an unprecedented convergence of complementary/alternative medicine (CAM) with mainstream biomedical care. This confluence may lead to a deeply rooted philosophical conflict. This qualitative study works to identify factors that health-care leaders can use, which will build a pathway to greater integrative practice between medical doctors and CAM practitioners – from parallel existence to partnership – by examining the tensions between biomedical medicine and naturopathic medicine. The purpose of this study is to offer short-term suggestions for partnership and long-term recommendations for better understanding. Design/methodology/approach An original qualitative study using semi-structured with CAM practitioners and biomedical practitioners. Findings Areas of conflict that are preventing synergy are identified and a pathway for health-care leaders to follow to create greater integration and partnerships is suggested. Research limitations/implications This is a qualitative and exploratory study that has significant limitations on generalizability. Practical implications This study suggest steps that both types of health-care practitioners can take to increase their success at working together on an individual level, a group level, an organizational level and on an industry-wide basis, as well as provide a specific pathway to create greater integrative practice for health-care leaders. Social implications The results indicate that stronger partnerships between different types of medical practitioners increase patient choice, patient satisfaction and outcomes. Originality/value Increasing interested in CAM modalities is driving more contact between CAM practitioners and biomedical practitioners. This contact is best established in partnership between practitioners rather than in parallel. This original research outlines the sources of conflict and provides recommendations for encouraging greater synergy.

Community sports networks were established in 2007 to coordinate local sport and physical activity promotion. Partnerships continue to be used to deliver policy. It is important to understand the relationship between the internal structure of partnerships and their outcomes. This study assesses associations between predictor variables relating to partnership structure and process and four intermediary partnership outcomes: satisfaction, synergy, commitment and effectiveness. A retrospective analysis of data was conducted on 171 surveys administered between September 2008 and March 2009 from community sports network members in England. The predictor variables explained 67% of the variance in synergy, 75% of the variance in satisfaction, 63% of the variance in commitment and 46% of the variance in effectiveness. Sustaining a positive benefits-to-costs relationship, establishing effective communication and partnership strategy, and demonstrating impact were predictive of the four intermediary partnership outcomes. Further research is warranted to help establish a detailed understanding of partnership processes and outcomes.

AbstractThe article seeks to assess policy options of the Eastern Partnership Policy in stimulating long-term change in the partner countries. It argues that the policy has limited power to directly promote consolidation of democratic and market economy institutions or implementation of sectoral reforms. This is due to the embeddedness and mutual reinforcement of existing institutions in the partner countries. Instead, the Eastern Partnership Policy can create new dynamics of change by altering the outcomes of day-to-day interactions of a large number of individuals and organisations. In this regard, removal of barriers to travel, trade and participation in the EU programmes is an overdue (albeit too small) step in the right direction.

The article provides a comprehensive analysis of the partnership between the European Union (EU) and Ukraine in the context of the Common Foreign and Security Policy (CFSP). The analysis is based on a thorough review of relevant literature, official documents, and expert opinions, and aims to identify the main challenges and achievements of the partnership and offer recommendations for its further development. The author emphasizes the successes and challenges of the EU-Ukraine partnership in areas such as political cooperation, economic integration, and security cooperation. While the EU's support for Ukraine's sovereignty and territorial integrity has been a key factor in the partnership's success, the article also highlights several limitations and shortcomings of the partnership. These include the slow pace of reforms in Ukraine, the impact of corruption on the country's development, and the EU's limited leverage over Russia's actions. To address these challenges, the article offers recommendations for how the EU-Ukraine partnership can be strengthened, including deeper engagement on issues such as energy security, human rights, and rule of law as well as a more proactive approach to supporting Ukraine's democratic development and reform agenda. The analysis suggests that these steps are crucial for ensuring the partnership's continued relevance and effectiveness, and for supporting Ukraine's path towards European integration and democratic consolidation. Partnerships between academic and clinical-based health organizations are becoming increasingly important in improving health outcomes. Mutuality is recognized as a vital component of these partnerships. If partnerships are to achieve mutuality, there is a need to define what it means to partnering organizations. Few studies have described the elements contributing to mutuality, particularly in new relationships between academic and clinical partners. This study seeks to identify how mutuality is expressed and to explore potential proxy measures of mutuality for an alliance consisting of a hospital system and a School of Public Health. Key informant interviews were conducted with faculty and hospital representatives serving on the partnership steering committee. Key informants were asked about perceived events that led to the development of the Alliance; perceived goals, expectations, and outcomes; and current/future roles with the Alliance. Four proxy measures of mutuality for an academic–clinical partnership were identified: policy directives, community beneficence, procurement of human capital, and partnership longevity. Findings can inform the development of tools for assisting in strengthening relationships and ensuring stakeholders’ interests align with the mission and goal of the partnership by operationalizing elements necessary to evaluate the progress of the partnership.

Анотація:
Subject. This article discusses the importance of infrastructure investment for the socio-economic development of the regions of Russia. Objectives. The article aims to analyze the regional investment policy from the perspective of the development of public-private partnership. Methods. For the study, we used a cluster analysis. Results. The article proposes a typology of the subjects of the Russian Federation, using indicators related to investments in infrastructure and development of public-private partnerships. The article finds that the possibilities of public-private partnership as a mechanism are not fully used, which is due to institutional factors and limited access to financial resources. Conclusions. The creation of specialized competence centers and development of public-private partnership institutions will contribute to the formation of a more effective investment policy in the regions of Russia.

Community policing is presently considered by most Police organizations and scholars as the latest model of Policing. Despite this wide spread acceptance, there is still no clear agreement on what Community policing actually entails. The only area of agreement is the fact that community policing entails a partnership between the Police and organized groups of members of the community that the Police is serving. Previous researches had focused on the effectiveness of this partnership but had not looked in detail into the principles guiding this community policing partnership. Using an unstructured face-toface interview, questions was posed to members of the Nigeria Police and Onyabo Vigilante group in Ikorodu. The data gathered reveals that the community policing partnership between the Nigeria Police and Onyabo Vigilante Group Ikorodu were guided by the following principles of partnership, defines roles and functions, community involvement in crime prevention, clear communication between both partners and respect for human rights and rules of engagement. These principles help not only to better understand the nature and scope of community policing but it also helps fashion out a community policing policy direction for Police organizations, scholars and government policy makers. In this paper, we seek to understand the relationship between partnership effectiveness and preschool enrolment in Best Start, an early childhood intervention for children living in disadvantaged areas in Victoria, an Australian State. We will examine the application of theories of partnership effectiveness at a whole of intervention level and in the context of local evaluation initiatives at the Broadmeadows Early Years Partnership. For the statewide intervention, partnership effectiveness was measured using the VicHealth Partnership Analysis Tool at 11 Best Start Sites. The dependent variable was preschool enrolment in Best Start local government area. For the Broadmeadows Early Years Partnership case study, partnership is conceptualised in terms of the Lasker and Weiss (2003) model of collaborative decision making. Scores rose significantly between the two applications of the VicHealth Partnership Analysis Tool at the beginning and end of the Best Start funding period on almost all of the dimensions of the VicHealth Tool. Support for ‘making partnerships work’, ‘minimising barriers to partnerships’ and the ‘total’ partnership scores were associated with increased preschool enrolments. The results of the case study supported the model for collaborative decision making with particular emphasis on the role of shared leadership, synergy and bridging social ties as crucial processes in improving service integration. The results of the statewide intervention and the case study both provide evidence of the value of partnership approaches in improving service uptake and integration for children living in disadvantaged areas. The study also supports current conceptualisations of partnership value and effectiveness.

This article argues that three key logics drive the European Union’s search for a ‘strategic partnership’ with China. The first part develops an argument about the logics of ‘strategic partnerships’ in EU external policy. The second part explores the development of EU strategies towards China since the mid-1990s, with reference to key official documents and statements, and examines the motivations for declaration of a ‘strategic partnership’ with China in 2003. The third part looks at the evidence for such a partnership in EU-China economic and diplomatic relations, and assesses the negotiations for a Partnership and Cooperation Agreement. The conclusions revisit and re-assess the arguments, and place them into a broader context.

Purpose Despite the criticality of strategic partnerships to the survival and success of professional service firms (PSF) in emerging markets, there is a dearth of research on the subject matter. Specifically, not much is known concerning the dynamics of partnerships among small and medium-sized enterprises (SMEs) in the professional services sector of the economy. This paper aims to explore the dynamics of the impact of constructs such as attributes of partnership, communication behaviour and collaborative conflict resolution on partnership success. Design/methodology/approach A quantitative survey sent to 300 small and medium-sized PSFs achieved a 79% response rate. The data is then analysed using bivariate and multi-variate techniques. Findings The results revealed a positive relationship between two of the three constituents of attributes of the partnership (i.e. commitment and coordination) and the success of partnerships. Commitment and coordination emerged as the significant attributes of partners that affect the success of the partnership. Contrary to previous studies, trust and information sharing did not have a positive impact on partnership success. Practical implications PSFs in emerging markets need concerted efforts to maintain competitive and sustainable partnerships. To make any significant impact, they must develop contemporary skills in collaborative conflict management. Originality/value This paper highlights the need for PSFs and SMEs in other service sectors of emerging markets to harness partnerships as a valuable tool to overcome the policy shortcomings of current regulatory frameworks within their respective markets.

“Partnership” is often promoted as an unquestioned “good” for higher education institutions in relation to its various stakeholder organizations. This paper seeks to problematize this uncritical valorization through a critical interrogation of the concepts and socio-material practices associated with partnership. In the name of partnership, new forms of governance are inaugurated that have far-reaching effects. More specifically, this paper is concerned with a critical analysis of partnership in relation to a longitudinal study of the relational practices between a university and five local authorities within a Scottish educational context. In particular, we trace how a “signature event” transformed a partnership assemblage, from one characterized by a grammar of participation, to a formal partnership aligned with a set of principles that we characterize as a grammar of representation. We argue that this transition led to a new assemblage that enacted new accountabilities, performativities, and alignments under the sign of partnership.

<p>This report retrospectively examines the structure of an emerging community-academic participatory research (PR) partnership that was not sustainable, despite attempts to adhere to PR principles and demonstrable success in research outcomes. The influence of community and academic parent organizations on the PR process and outcomes is presented in the context of the Donabedian Model. We dissected the structural elements contrib­uted by parent organizations to forming the structure of the PR partnership (memo­randum of understanding, policy environ­ment, human resources and effort, com­munity and academic resources, expertise and experience, and funding) and explored the influence of potential and actual con­flicts on the PR partnership’s sustainability. The effect of potential and actual conflict on the PR process and quality of PR outcomes is discussed. The purpose of the article is to conduct a comprehensive analysis of state policy regarding public-private partnerships in the space industry in the structure of the innovative economy of Ukraine and to develop relevant proposals for the current legislation. The methodological basis of the research is the comparative method, which allows to consider the most effective approaches to the analysis of state policy on public-private partnership in the space industry in the structure of the innovative economy of Ukraine, as well as system-structural, structural-functional methods, the method of moving from the abstract to the concrete. The results of the research are the formulation of the definition of state policy regarding public-private partnership in the space industry, under which it is proposed to understand the activities of public administration subjects, which is a set of formed and legally established goals, tasks, functions and interests, which are directed by these subjects at solving the tasks of development of public-private partnership in the space industry in the structure of innovative economy of Ukraine, and their practical activities for the implementation and achievement of the specified goal. The practical implications of the study are that the means of state policy regarding public-private partnership in the space industry in the structure of the innovative economy of Ukraine are an important tool for the implementation of state policy. The value of the research lies in the fact that the state policy on public-private partnership in the space industry in the structure of the innovative economy of Ukraine performs the role of a means by which in a state-ordered society, in the form of developed state activity, goals determined objectively by public needs and national interests should be correlated to ensure the sustainable development of public-private partnership in the space industry and its available material and intellectual opportunities, subjective desires and goals of the dominant social forces with real historical conditions, which determine the main directions and tasks of state activity to ensure the achievement of these goals.
