Анотація:
The article is devoted to summarizing the experience of implementing participatory budgeting practices in Saint Petersburg over a five-year period as well as the role and forms of citizen involvement in budget decision-making. An innovative form of public discussion, through the participation of citizens in the work of the budget commission, allowed one not only to attract a significant number of citizens to solve the problems of the metropolis, but also to increase the efficiency of budget fund spending. Special attention is paid to the testing of a new type of public participation in the development of the urban environment, namely participatory design, one of the effects of which is the possibility of attracting extra-budgetary sources of funding. The practice of participatory design is already in demand among potential investors and has shown good results in projects aimed at the development and improvement of newly built-up areas. School participatory budgeting practices were successful as well, in which high school students were asked to work out projects not only for the development of school infrastructure, but also that of the territory of Saint Petersburg’s districts. The experience gained allowed us to identify the main disadvantages and advantages of different practices, which will be taken into account when scaling them.

The research is devoted to the modern enhancement of budget allocation effciency at the municipal level. Internationally, it is referred to as participatory budgeting. The subject of the research is the world and Russian experience of participatory budgeting and the effectiveness of such initiatives. The research objective is to determine the correlation between the international experience of public participation in the budget allocation and the program of initiative budgeting in the Russian Federation; based on this, to develop recommendations for improving the effciency of budget expenditures. The theoretical basis and the relationship between the concepts of “participatory budgeting” used to denote public participation abroad, and the “proactive budgeting” adopted in Russia have been considered. More than 30 international studies of participatory budgeting over the past 15 years have been analyzed. The aspects and effectiveness of the approaches have been highlighted. The best international and Russian experiences of participatory (initiative) budgeting, their characteristics and commitment to results have been identifed. As a result, the authors have presented a basic scheme to organize the participatory budgeting process, highlighting the stages, activities and criteria for the effectiveness of programs implemented within this approach. The initiative budgeting perspectives in Russia have been shown on the example of Yekaterinburg. Some recommendations have been given to enhance the implementation effciency. Among them are: infrastructural differences between the territories, expanding fnancial independence of municipalities in terms of initiative budgeting, building a system of representatives of local communities. It has been concluded that the initiative budgeting in the Russian Federation differs notably in its form from the international initiatives. The main difference is the requirement to the population and business to co-fnance projects. Some measures have been proposed to move gradually from the Russian participatory budgeting to the international standards, including: developing a methodology for project effciency evaluation, providing tax incentives, extensive use of information technology, and introducing the annual schedule of meetings and polls.

Dreaming is a universal phenomenon in human experience and one that carries multiple meanings in the narrative discourse across disciplines. Dreams can be collective, communal, and emancipatory, as well as individual. While individual dreaming has been extensively studied in the literature, the participatory nature of dreaming as a unitary phenomenon is limited. The concept of participatory dreaming within a unitary appreciative framework for healing is explored from perspectives in anthropology, psychology, and nursing. A participatory model of dreaming is proposed from a synthesis of the literature for use in future research using unitary appreciative inquiry.

Purpose While the “creative turn” in everyday life has led to rapid development of creative tourism, not all forms of creative tourism use the same intensity of creative involvement. It is possible to distinguish between more passive and active involvement. In parallel, a “social turn” has led to popularity of forms of tourism, such as volunteer tourism, involving active participation. The purpose of this paper is to put forward ideas and present eclectic observations on active tourist participation around both the creative and social turns. Hence, it should be treated as a springboard and testing ground for these ideas and observations. Design/methodology/approach This study is based on theoretical conceptualisation with empirically derived supporting examples. Findings A new descriptor, “participatory experience tourism”, is advanced and argued to be preferable to reframing “creative tourism” to capture varied forms of experience involving active tourist participation. “Participatory experience tourism” is put forward as an extension of creative tourism and as an umbrella construct is further expanded upon to include notions of value addition. Research limitations/implications Structured empirical substantiation of the conceptual ideas in this paper is a future research need. Originality/value The paper provides an original theoretical construct to better account for forms of active tourist participation that have emerged from the creative and social turns that characterise contemporary society, and also heightens awareness of a key link in the experience value addition chain.

Purpose From collection to connection has been a buzzword in the library world for more than a decade. This catchy phrase indicates that users are seen not only as borrowers, but as active participants. The aim of this paper is to investigate and analyse three questions in relation to user participation in public libraries in a Nordic perspective. How can participation in public libraries be characterised? Why should libraries deal with user participation? What kinds of different user participation can be identified in public libraries? Design/methodology/approach The paper uses a selection of theoretical approaches and practical examples to obtain a varied understanding of user participation in public libraries. Research fields outside library and information science have developed a wide range of theoretical approaches on user participation. Examples from cultural policy, museum studies and participatory culture are selected to get a deeper understanding on participation in public libraries. The practical examples are chosen to illustrate the richness of different kinds of user participation in libraries. Findings There are six forms of active participation in libraries: volunteer programmes, interactive displays, workshops, co-creation, user-driven innovation and book clubs. Originality/value This paper is an overall synthesis of theoretical and practical aspects of user participation in public libraries. Furthermore, the paper challenges the deeply rooted assumption that participation in libraries takes place almost exclusively within digital contexts.

Participatory evaluation gives primacy to the experience of people affected by the policy. How realistic is it for researchers to persuade government of its benefits, given the gap between participatory policy theory and government evaluation practice? We apply this question to the Resident Support Program evaluation. The program coordinates support for people living in boarding houses and hostels in Queensland, Australia. We found that a participatory, longitudinal, formative evaluation process facilitated service user contribution to research outcomes, service experiences and policy implementation. In addition, the values position of participatory research can contribute to managing interest conflict in policy implementation.

Participatory mapping is a promising, yet underexplored method that can contribute to a better understanding of street homeless people’s experience of “place” in the urban realm. This research employed a group-based participatory mapping process as a research method for understanding gender differences in geographies of street homelessness focusing on the experiences of street homeless women. Findings underscore the value of participatory mapping as a tool for highlighting gendered experiences of “place” in the urban environment for street homeless women, including experiences of risk and the underlying meanings and uses of specific locations in the city.

Narrative case studies have shown that, when people are involved in an evaluation of a program they are part of, it can change how they experience the program. This study used a quasi-experiment to test this proposition empirically in the context a participatory action research curriculum called Youth as Researchers. Half of all Youth as Researcher groups engaged in a participatory evaluation (PE) of their program experience through writing reflective essays, creating their own evaluation questions, and conducting peer interviews. The other half served as control groups and did not engage in the PE activities. Pre-/posttest surveys and focus group data were used to assess differences among the experimental and control groups. Study results show that participants in the experiment had important differences in their experiences in the program as a result of participation in the evaluation. Implications for future practice and research are also explored.

This study analyzes the user experience of online petition system Petisionline.com towards the participatory culture of Indonesian citizens. This participation can be in the form of citizens’ individual opinions to involvement in communities or groups. The user experience analysis in this study refers to the assessment using modified long version of User Experience Questionnaire (UEQ) which consists of six experiences scales, namely attractiveness, perspicuity, efficiency, dependability, stimulation and novelty. Based on the scoring results of 26 items from UEQ, dependability and novelty scale scored the lowest among other scales. Petisionline.com needs to improve the aspects related to both scales to enhance its role in facilitating the participatory culture.

Ongoing advances in mobile technologies have the potential to improve independence and quality of life of older adults by supporting the delivery of personalised and ubiquitous healthcare solutions. The authors are actively engaged in participatory, user-focused research to create a mobile assistive healthcare-related intervention for persons with age-related macular degeneration (AMD): the authors report here on our participatory research in which participatory design (PD) has been positively adopted and adapted for the design of our mobile assistive technology. The authors discuss their work as a case study in order to outline the practicalities and highlight the benefits of participatory research for the design of technology for (and importantly with) older adults. The authors argue it is largely impossible to achieve informed and effective design and development of healthcare-related technologies without employing participatory approaches, and outline recommendations for engaging in participatory design with older adults (with impairments) based on practical experience.

Research projects at the University of Arizona's Bureau of Applied Research in Anthropology (BARA) have provided graduate students an opportunity to engage in anthropological inquiry and application, often in teams, and with guidance from experienced researchers. In this paper, we focus on our experiences as graduate students working on two community-based environmental anthropology research projects in the sister cities of Nogales, Sonora, and Nogales, Arizona (known collectively as Ambos Nogales). In choosing to participate in these projects, we hoped to develop our skills with specific anthropological research methods (interviews, participant-observation, surveys, focus groups, and the writing of field notes), gain experience with a community-based participatory research (CBPR) model (including strategies for prioritizing community decision-making and incorporating local knowledge and interests throughout the research process), improve our Spanish skills, and learn to integrate research and action in a mutually-enriching way. Of course, having a job that reduced the cost of school was beneficial, but our main goal was to become anthropologists capable of contributing to academic, policy, and community-based action.

Studies have shown that for Service-Learning (SL) to be truly valuable and transformative, it must employ participatory project management practices and is ideally conducted in a face-to-face setting. This case study aims to highlight the strategies used to make SL projects long-term and participatory. It also measures the effectiveness of such approach in achieving a valuable and transformative SL experience for students and partner communities. Qualitative results show that students were able to develop desired personal, professional, and civic competencies. On the part of the partner communities, qualitative results reveal that they appreciate the year-long participatory SL engagement with the students that brought about high quality SL projects. Quantitative data, on the other hand, indicate that the paired samples t-test resulted in a moderate practical significant difference in the pre-and post-test scores of students when it came to their personal, professional, and civic mindedness skills. Finally, quantitative results indicate that partner communities reported that SL projects brought them a very favorable impact in terms of skills and competencies, motivation and commitments, personal growth and self-concept, and acquisition of knowledge.

Abstract Participatory art turns the artwork into a process of engagement and co-creation, and it thus involves forms of time-based coordination that influence the experience of creating participatory art. In this paper I argue that participatory art is underscored by two contrasting temporal frameworks. One is the framework of long-term durational approaches that have been internalized among artists as an ethical and political obligation toward participants; the other is the short-term temporary framework that typically comes with project funding and steers the project toward delivery of target outcomes. To show the tensions to which these contrasting temporal frameworks can give rise, I analyze the development of a participatory art project in Copenhagen’s South Harbor. Specifically, the analysis emphasizes how tensions arose in respect to delimitations of project aspects such as who constitutes the creative team, what is the task before us, and what is our expected contribution to the community. By emphasizing the tensions arising from contrasting temporal frameworks, the article contributes to a more nuanced understanding of the experience of creating participatory art, and to problematizing the question of time for participatory art.

Participatory research appeals to notions of community empowerment and of generating more valid data grounded in the lived experiences of communities. For research-degree students, however, implementing such an approach can complicate an already challenging endeavour. Participatory research may juxtapose the institutional mechanisms surrounding a research degree and provide practical barriers to research-degree students. Reflecting on my own experience attempting to conduct a piece of participatory research for my doctoral research, this article concludes that participation should be viewed as an expansive concept and that any meaningful attempt to progress along a continuum of participation should be recognized and encouraged.

Objective: Analyze participatory democracy and highlight the municipality, as a fruitful space for the realization of citizenship, through popular participation in public management, focusing on the institute of participatory budgeting in decision-making and the experience of Florianópolis, considering the five years of validity of the Municipal law 14.061/2018. Theoretical framework: Supported by the theoretical legacy of Paulo Bonavides, the research seeks to stimulate critical reflection on participatory democracy in Brazilian constitutionalism and the exercise of citizenship at the local level. Starting from the understanding that the Constitution and the Democratic Rule of Law in the Brazilian federative model find a privileged space for action in the municipality and, therefore, are also carried out through local constitutional policies, the research considers the need to establish instruments that enable the implementation of participatory democracy, especially when it comes to cities and citizenship such as social inclusion, political participation, and community integration. In this sense, participatory budgeting is presented as an effective means of stimulating popular participation at the municipal level. Method: Contextualized within the disciplinary scope of Constitutional Law, from the methodological perspective of the study of Law as constitutional policy, this article is the result of bibliographical and document research, with the application of the hypothetical-deductive method, also involving the collection of data relating to the budget participatory in the Capital of Santa Catarina and the analysis of its correlation with popular participation. Results and conclusion: The standardization of the participatory budget gave greater legitimacy and, in fact, stimulated popular participation. Greater community integration was also noted, observing that the participatory budget is a useful instrument for optimizing the basic precepts of participatory democracy and the Democratic Rule of Law. Research implications: By analyzing the experience of the Capital of Santa Catarina, it is expected to contribute significantly to the visualization of the potentialities and weaknesses of using the participatory budgeting institute in Brazilian municipalities, as an expression of participatory democracy and active citizenship at the local level. Originality/value: The research is part of the study of practices for the consolidation of the Democratic State in Brazilian federalism and participatory democracy at the municipal level. Many developing countries as well as some developed countries suffer from the problem of slums. They constitute a real defect in the economic and social development plan of the concerned countries. The methods used to finance development projects in countries vary according to the different social, economic, and legislative influences. The process of providing the expenses required for these projects is one of the most important problems that governments face. The study aims to establish some rules and principles in a proposed theoretical framework and to document some of the experiences of supporting cities globally as well as in the African and Arab countries, by using a general analysis model that includes Egyptian experiences to understand the most important problems related to sustainable development and how to achieve efficiency and effectiveness in the development of urban planning and management. An analytical study is conducted to the experience of participatory development of Manshiyet Nasser is presented and the proposed development programs to determine their advantages and disadvantages. The study concluded to identifying several recommendations for dealing with slums and setting an integrated urban development model for low-income areas that can be replicated in other similar sites. The study also concluded that in development projects, focus is placed on popular participation and decentralization in decision-making, seeking to solve existing problems in society and taking the initiative to experiment new methods from which the government refrains for fear of failure.

In participatory transmedia experiences a wide range of player agency is desirable but can be problematic if the game and storyworld boundaries are unknown or ignored. Players breaking the world boundaries can mean an experience must be aborted or stops being fun. Yet breaking the rules is fun and in learning & development experiences like wargaming it might even be part of the goal. How then can authors of participatory experiences that play out in the real world allow players to break the rules but not break the world? How can we design an experience for the greatest player agency and the broadest scope of emergent stories yet prevent the world from travelling so far from the author’s intended state that it becomes unrecognisable, unplayable or unsuitable? This paper introduces the concept of an elastic storyworld as an alternative to a persistent storyworld: a world that stretches to accommodate unexpected player actions and yet restores itself over time. Drawing on definitions of elasticity from physics, the paper suggests ways in which authors might classify and detect player-enacted distortions and how participatory experiences might be designed to be more resilient to the stresses and strains of player agency.

Summary Consumer participation in decision making and evaluation of services has been a significant theme in social work and other caring professions for over 20 years. This article reflects on a qualitative research study that was conceptualised within participatory principles. It critically examines key features that emerged as challenges to the ideals of participatory research with parents and grandparents about their experiences with child protection services in Victoria, Australia. Findings The features examined are differentiated between the visible and familiar and the invisible, often emergent, aspects of social work research. We critically examine the ways in which the visible and invisible features as situated dimensions of social work research may shape how and whether the ideals of participatory research can be achieved. We discuss tensions in the process that have no clear ‘solutions’. Instead, we identify the importance of mindfulness and reflexive practice by researchers to find their way through these potential ethical and legal minefields. Applications We conclude that while social workers must continue to strive for participation by a range of service users in knowledge generation, we must also critically examine and theorise the meaning of participatory research and the idealised images of consumers and service users to improve such practice. An awareness of situated ethics as a location of the self in interaction with others is essential to promote ongoing reflexive practice throughout all stages of research.

The article is devoted to the problems and achievements of participatory budgeting as a new form of citizen participation in the regulation of the municipal budget. The current experience, features of implementation and prospects of development of participatory budgeting as a tool for solving urgent social problems taking into account the needs of citizens in cities on the example of Dnipropetrovsk region are analyzed. The research was conducted using the cartographic method and methods of geographical interpretation of the results of mathematical and statistical modeling. An attempt to make an assessment classification of the region's cities according to the sets of indicators (the amount of budgeting, project topics, citizen activity and the dynamics of the process and other) was made. The indicators were standardized and based on them, scores were calculated for each city. According to this the cities were combined into five groups that differ in the features, level and effectiveness of participatory budgeting. The dependence of the level of development of this process on the population of cities, transparency and openness of information and level of population involvement in the solution of urgent needs is established. In large cities the activity of citizens and the categories of proposed projects depend on the city districts functional features and there centrality / peripherality. The positive features of the implementation of participatory budgeting in the cities of Dnipropetrovsk region include the following: increasing the number of projects and the amount of their funding; significant positive changes in the level of amenities and infrastructure, the quality of educational services; strengthening the humanitarian policy development; increasing social activity of the population. In the region the most successful cities in participatory budget implementation are the largest cities Dnipro and Kryvyi Rih. The analysis of the participatory budgeting process revealed a number of general, regional and local problems of both methodological and technological nature. It is emphasized that the geographical aspect of the study of such a new social phenomenon as participatory budgeting in the cities of Ukraine is a relevant and promising scientific field.

- While deliberative experiences are increasing, few studies focused on the psychosocial variables which serve as incentive or hinder citizens' participation in such contexts. We present preliminary data from a survey on 112 citizens who took part to two Open Space Technology (OST). The main aim of the study is to obtain information on the subjective evaluation of the participatory experiences and identify the variables playing a central role in making citizens available for future experiences. Participatory Action Research (PAR) has as a main goal the collaborative construction and production of meanings between the researchers and the participants. PAR has been largely used in the area of technology creation and appropriation involving end-users in different stages of technology designing process. However, research studies concerning older people and their use of technology employ PAR to a lesser extent. In the current paper we provide arguments for the value of different participative action approaches when studying technology appropriation by older people, and present an example of a participatory action design that we have implemented in three Romanian cities, with people 60+, to reveal the way older adults depict their experience in using Facebook. We used a five-step collaborative research design – (1) initial evaluation; (2) training session; (3) immediate evaluation; (4) group co-creation; (5) final evaluation – to reflect on the participants’ experience through groups techniques and participant observation notes. Results reveal the fact that one trainer per each participant, adapting the interaction to the participant’s individual needs, intergenerational trainer-trainee communication and patience, as well as proper timing of the organized sessions are key factors to foster participant engagement with social media. In addition, the proposed participatory action design proved to have some potential to empower older people in long time engagement with social media.

Background: User participation is advocated on the basis that consumers know their own needs better than anyone else. Photovoice is a participatory research method that empowers the grass-root population to give voice on concerned issues for eliciting social change. Aim: This study explores the experience and impact of user participation in mental health services (MHS) in Hong Kong through photovoice. It also examines the effects of this method in studying user participation. Method: In this qualitative inquiry, authors, two peer researchers and three participants were involved in the various stages of research design, data collection and data analysis. Participants took photos showing their perception and experiences of being involved in different MHS systems. They shared their narratives through these images and reflected on the participatory experience of photovoice. Results: User participation was experienced as a gradual process of assuming control that involved personal responsibility, connection with peers, collaboration with staff, redefinition of boundaries and social inclusion. Meaningful participation gave rise to a sense of contribution, interpersonal connection and self-worth and transformed one’s identity. Participants enjoyed the mutual interaction and derived benefit from the photovoice process. Issues such as consent and confidentiality arose in implementation. Conclusion: Participation entails partnership among service users, providers and peers. Photovoice opens up new space for unfolding expert knowledge. Further application of this participatory approach with the local community is suggested in order to develop person-centered care.

In this article, I reflect on experiences linking adult education to citizenship and participation. I consider citizenship to be connected to social justice and social inclusion. I suggest that a key element in citizenship is participating in public issues which concern life in communities in order to build an egalitarian relationship among people. In this article, I connect participation to a singular experience: the Participatory Budget Experiment in the city of Seville from 2003 to 2007. I explore specific experiences within adult education through participatory research and the elaboration of teaching materials addressed to this end. Finally, I reflect on the consequences of these experiences for an emancipatory adult education that aims to teach and learn democracy.

This work presents the initial results from two years of Tenkuä, a participatory futures workshop created by CENTRO, a higher education institution in Mexico City specialised in creativity. This experience aims to help participants to have a better understanding of the contexts and environments where they live and to design strategies that can contribute to improving community life. The methodology of the workshop combines a foresight framework with the Right to the City approach. The preliminary results refer to the learning experience as a product of design itself and how, during the process of participatory futures, the relationship between the institution and its neighbours was transformed into an experience of participatory presents.

The article purpose aims at studying the results of and prospects for further implementing the European participatory model of local security management of territorial communities amidst the local government reform in Ukraine. The research results show that it is worth implementing the European participatory model of governing united territorial communities as a means of forming their local security, activating and accumulating their adaptability. The author of the article understands the local security of territorial communities term as a state guaranteeing protection to the population’s vital interests, resistance to internal and external threats, ability to operate sustainably and progressively. Under the conditions of decentralization, the key factor for its formation is the community’s endogenous potential, which proves the feasibility of using the participatory approach as a tool for activating and accumulating adaptability. Some participatory management tools are already being used successfully at the local level and have confirmed their effectiveness. The analysis of the unite territorial communities (UTCs) in the Zhytomyr region made by the amount of income of the joint purse per 1 inhabitant in 2019 allowed to single out 3 groups of UTCs according to their income. Arguments have been suggested that further active application of the European participation experience (online questionnaires and discussions of initiatives, implementation of comprehensive programs to cover the activities of communities, etc.) will help increase the local security of communities. The scientific results received serve as the methodological basis for substantiating the proposals to increase the UTCs’ local security by intensifying the implementation of the European experience in participatory management.

The Talking Together community-engagement pilot project brought together pairs of autistic and non-autistic strangers to: (1) talk about their experiences of loneliness in their local city; and (2) think about potential, co-produced responses to the problem. The project had evolved as a secondary aim, from an initial need to acquire naturalistic conversation data for my linguistic PhD research investigating a theoretical reframing of autistic language use as ‘different’ rather than ‘deficient’. The desire to make the data collection a meaningful experience for the participants in its own right was central to the research design, and so the Talking Together loneliness project was devised as a way to achieve this. However, it was not until the research was under way that the potential for valuable, immediate impact became apparent. This article reflects on the successes and challenges of the Talking Together pilot as a piece of autistic-led participatory research, and explores how the principles of engaged, participatory research can be applied so as to maximize impact, even where engagement may not be a primary aim. It also explores the ‘participatory’ nature of participatory research where the researcher belongs to the marginalized stakeholder group.
