This article aims to narrate a series of peaceful campaigns conducted by Papua Peace Network (PPN) for Papua Peace Land. This informal network consists of several groups of civil societies, such as religious organizations, ethnic groups, NGOs, and academicians. The PPN has some objectives that are to connect conflicted groups in Papua land, and to help both Papuan people and Indonesian government preparing an inclusive dialogue. This article results from research between 2013 and 2017. The data collection used observation of peaceful campaign of PPN, interviews, and archival research. This research shows that although a series of peaceful campaigns have been conducted by PPN both at the national and local levels between 2013 and 2016, but political violence still increases in Papua land. On another side, the national government only focuses on social and economic development issues, in particular, infrastructure projects, instead of political issues. Government officials involved in peaceful campaigns conducted by PPN had no power enough to implement some peace recommendations due to the national government has no a roadmap to resolve the conflict between Jakarta and Papua peacefully. The article argues that a continuously informal communication between conflicted parties is a necessary condition, but it is not a sufficient condition to create a positive peace. Therefore, the National Government is strongly suggested to implement an inclusive national dialogue with Papuan people.

This study aims for the actual problems in the field of politics, law and security in the context of Papua Land of Peace. This research is prescriptive legal research with normative juridical approach method in the form of research on the principle with data collection technique through literature study in the form of primary, secondary and tertiary legal material with qualitative analysis of legal materials. The results of the study show that Papua Land of Peace is a humanitarian program to protect the Papuan people who inhabit it, as well as to protect it as citizens of Indonesia in the NKRI container. Therefore it is necessary to be well and carefully identified various matters which are the factors causing the situation in which Papua will not become a Land of peace.

AbstractIt is possible for all religions to work together for lasting peace. This possibility of interfaith collaboration for peace in the midst of violent has been demonstrated in West Papua, the Western half of the Island of New Guinea. The territory has been a land of violent conflict both under the Dutch and Indonesian rules. The collaboration among the religions, including Islam, Christianity (Catholic and Protestant Churches), Hinduism, and Buddhism, for peace in West Papua was formally begun in 2000. Led by the religious leaders, the interfaith commitment for peace is manifested through the joint statements and activities. All the peace-related activities are now conducted under the motto 'Papua, the Land of Peace', which is also the shared vision of West Papua. This article explores the concept of peace, describes the threats to peace under Indonesian rule, introduces the concept of 'Papua, the Land of Peace' and its underlying values, and looks into interfaith commitment and activities for peace.

Papua experiences turmoil almost every year and often becomes an interesting subject for public discourse. However, Papuans are powerless when it comes to determining their own future. For sixty years (1962-2022), Papuans have to survive amidst the smell of bloodshed and the sounds of gunshots, demonstrations, lamentations, and other commotions that hinder human development. These have invited various parties to gather and think for solutions for peace. Despite this, the ideology of “NKRI Harga Mati” (Non-negotiable Sovereignty of the Unitary State of the Republic of Indonesia) has gained more popularity than the humane concept of Pancasila. The conflict driven by populist ideology has created scars in the history of the indigenous people of Papua, especially for Papuan women. The 117 years (1905-2022) of the Gospel preached in Papua has not been sufficient to liberate the Papuans. The patriarchy that preaches justice and humanity is likened to a fashion show for false generosity. They cry out for justice and yet they oppress Papuan women. This experience calls for a theological reflection from the lives of Papuan women. In using Delores S. William’s womanist theological framework, the author will discover how God speaks in the history of Papuan women and how God acts through their being.

ABSTRACT In this study, the author focuses on the meaning of caring for the people and the land of Papua. This research takes a phenomenological philosophical method with a qualitative approach; and a literature study as a data collection method. The meaning of this concern is seen from the perspective of the second principle of Pancasila according to Driyarkara. The author tries to see the reality of the government's concern for Papua to overcome the humanitarian crisis that exists there. This study finally concluded that order, peace, good material conditions, general welfare and other things that the state organizes for the Papuan people are aimed at humanity – for human development and perfection. This concern for Papua implies that Papuans are also humanitarian activists even though they have suffered injuries. This government's concern is a sign of the country's progress with the creation of Pancasila people who uphold humanity. Several motives encourage this attitude renewal, including love and compassion by viewing Papua as a family. In this case, the conscience of the Indonesian people has returned, especially to the sensitivity of humanity. ABSTRAK Pada studi ini, penulis mengambil fokus pada makna kepedulian kepada masyarakat dan tanah Papua. Penelitian ini mengambil metode filosofis fenomenologis dengan pendekatan kualitatif; dan studi kepustakaan sebagai metode pengumpulan data. Makna kepedulian ini dilihat berdasarkan perspektif Pancasila sila kedua menurut Driyarkara. Penulis mencoba melihat realitas kepedulian pemerintah kepada Papua untuk mengatasi krisis kemanusiaan yang ada di sana. Studi ini akhirnya sampai pada suatu kesimpulan bahwa ketertiban, kedamaian, keadaan material yang baik, kesejahteraan umum dan hal lain yang diselenggarakan negara untuk masyarakat Papua ditujukan untuk perikemanusiaan – untuk perkembangan dan penyempurnaan manusia. Kepedulian kepada Papua ini mengandung makna bahwa Papua juga merupakan penggiat kemanusiaan meskipun mereka telah mengalami luka. Kepedulian pemerintah ini menjadi tanda kemajuan negara dengan terciptanya manusia-manusia Pancasila yang menjunjung kemanusiaan. Ada beberapa motif yang mendorong pembaruan sikap ini antara lain cinta dan belas kasih dengan memandang Papua sebagai keluarga. Dalam hal ini, hati nurani bangsa Indonesia telah kembali khususnya akan kepekaan kemanusiaan.

Papua has experienced the threat of communal harmony between Christians and Muslims regarding the transnational Islam advent in Papua. The Tolikara Incident in 2015 and the latest one the banning of building the minaret of the Al-Aqsha Mosque in Sentani in 2018, to a certain degree, were part of transnational Islam influence in the region with a majority non-Muslim population. The presence of transnational Islam cannot be separated from the emergence of the public sphere in the country after the demise of the Suharto regime in 1998. This paper will explore transnational Islam in Papua by reviewing previous studies and discourse on transnational Islam in Indonesia. At the outset, the author will delve literature review on transnationalism and transnational Islam globally. Afterward, it will discuss the presence of transnational Islam, especially Salafi of Jafar Umar Thalib (JUT) in Jayapura and Keerom that has created tension and hostilities within Muslim communities, as well as toward non-Muslim. No doubt, Salafi faction of JUT has tried to promulgate or disseminate radical Islamic teaching through dakwah (propagation) and other activities that threaten Papua Land of Peace (Papua Tanah Damai). As a result, their presence has gotten resistance from some Islamic mass organizations and non-Muslims.

This writing tells about the endeavor of FKUB, or the Religious Harmony Forum in the city of Jayapura in estabilishing harmony between religions in Jayapura-Papua The Land of Peace in Maqasid Syari’ah perpective. This is an analytical descriptive research aimed to explain explicitly about the existence of FKUB in estabilishing the religious harmony according to the Maqasid Syari’ah point of view. The result shows that the effort of FKUB in Jayapura led to five points of priority measurement applied to maintain the harmony between religions. Those are as follows: a) preserving religions in Dharuriyyat (basic needs) level in the effort of estabilishing harmony of religious groups through dialogue in one’s group to be persuasive; b) preserving spirit (Hifz) is a basic need (dharuriyyat). Otherwise, people would fail to present seminars, dialogue, and contain people aspirations; c) preserving intelligence (Hifz al-‘Aql) is obviously fundamental to create harmony; d) preserving successors in daruriyyat level. It is also fundamental for better upcominng future; e) educating relgious figure how to maximally maintin prosperity.

After a decade-long large-scale violent conflict, the Pacific island of Bougainville in Papua New Guinea has gone through another decade of post-conflict peacebuilding and at present is confronted with the task of state formation. Peacebuilding has been a success story so far, and the prospects of state formation look promising. The maintenance of order, security and justice in post-conflict Bougainville is based on legal pluralism, with strong customary law and strong customary non-state policing. The violent conflict on Bougainville was a hybrid social-political exchange, with the causes and motivating factors stemming from both the sphere of statecentred politics (‘war of secession’) and the local societal realm in which non-state customary issues (land conflicts, pay back etc.) played a major role. This article explores the specific features of post-conflict peacebuilding on Bougainville that flow from this context, focussing on the local capacities, but also acknowledging the contribution of international peacekeeping, particularly through the United Nations and a regional Peace Monitoring Group. Based on the Bougainville experience, the article develops a critique of the conventional Western peacebuilding-asstatebuilding approach to fragile post-conflict situations, and it critiques the accompanying focus of external actors on capacity-building of state institutions for maintaining order and internal peace. It makes a case for an alternative approach which acknowledges the hybridity of political order and the co-existence and interplay of state and non-state providers of security and justice. Positive mutual accommodation of state and non-state customary institutions are presented as a more promising way to sustainable internal peace and order than the attempted imposition of the Western Weberian model of the state.

Metro, the leading New Zealand glossy magazine reporting issues and society, published an investigative article ‘BLOOD MONEY’ probing the NZ Superannuation Fund (NZSF) investment in the controversial US-owned Freeport copper and gold mine at Grasberg as its lead feature in the December 2011 edition. Prior to this publication, the two Indonesian-ruled Melanesian provinces comprising West Papua on the island of New Guinea had remained largely ignored by New Zealand mainstream media for four decades. The mine has been at the centre of human rights and environmental abuse allegations for most of this period. In her investigation, the author sought to establish how the NZSF laid claim to being a ‘responsible investor’ while remaining involved in a mine with a long history of being implicated in alleged human rights violations and severe environmental damage. This exegesis considers the author’s reportage and methodology and how she included peace journalism concepts in the research and publication of ‘Blood Money’. It also analyses the public response.

Mission is an integral part of Christianity. The activities of the western world mission that have sent 164 years of missionaries to the land of Papua have no impact on Papua. Papua kehilangan jati diri sebagai tanah injil. Tingginya islamisasi, rendahnya tingkat pendidikan dan tingginya kemiskinan membuat papua perlu di tolong. The security crisis in West Papua is getting hotter in recent days, although the escalation of the conflict is sometimes high and sometimes low. The shooting of TNI officers assigned there is often the target of gunfire by armed criminal groups in West Papua, as well as innocent local people who are also victims of these incidents. So, it is necessary to hold a mutual peace agreement to reduce losses due to shooting incidents. The crisis communication strategy is considered to be a solution to produce a peace agreement between Kopassus as an institution that represents the Indonesian government and the armed groups or OPM (Free Papua Organization) in West Papua. The crisis communication strategy is considered appropriate to be carried out in the midst of two parties who have different thoughts.

Nevertheless, Papua's land is always plagued by endless conflicts. Papua conflict is very complicated, the complexity of Papua conflict can be seen from the factors as well as the actors involved. This paper aims to explore the dimensions of the Papua conflict and the strategies undertaken by the Indonesian government to resolve it. The research method used in this study is a qualitative method, with a descriptive explanatory approach.

Media memiliki potensi untuk memainkan peran dalammembantu menentukan perdamaian konflik dan resolusi konflik atau membina ketegangan dalam konflik. Paper ini bercerita tentang bagaimana peran media dalam konflik, khusunya mengintegrasikan praktik peace journalism pada konflik PT. Freeport di Papua, apakah peace journalism itu sudah diterapkan ataukah pemberitaan yang ada malah mengarah kepada war journalism. Pembahasan pada paper ini dimulai dari mengkaji konsep konflik, makna perdamaian dan peace journalism, wacana media tentang perdamaian serta resolusi konflik dan tranformasi media. Dari analisis yang telah dilakukan, dapat ditarik kesimpulan beberapa media online belum dapat mewujudkan peace journlism atau membuat pemberitaan konflik yang damai. Pemberitaan yang menyangkut konflik PT. Freeport di Papua media cenderung membawa perannya sebagai issue intensifier. Framing dan agenda setting yang dibuat media cenderung berorientasi kepada kekerasan, hal ini mengindikasikan bahwa peace journalism belumlah hidup dalam pemberitaan konflik. Media tidak bisa terbebas dari penyajian pemberitaan konflik yang selalu melibatkan ada pihak yang ‘menang’ dan ‘kalah’ karena pada dasarnya media berupaya untuk “menjual” pemberitaan konflik tersebut.

This article aims to explore various forms of land tenure and land use in Sorendiweri Village in East Supiori District, Papua Province. This research uses descriptive research using ethnography. The technique of determining informants is done purposively by determining key informants first that guides researchers to search for further informants. Data collection techniques used are in-depth interviews and FGD (Focus Group Discussion). Data analysis was carried out based on the factual culture of the community. The results show that the pattern of land tenure in the local population is communal at the clan level. Then, according to the local population, psychomo-logical and historicize view of customary land is very dominant because it states that customary land tenure in popular clans such as Sauyas that is more in line with history and relationships between clans. In addition, land tenure conflicts often occur because of the spread of land clearing in customary rights for infrastructure development and etc.

Penelitian ini meneliti kasus rasisme terhadap mahasiswa Papua di Surabaya. Mahasiswa Papua dipersekusi oleh ormas dan warga sekitar karena diduga merusak bendera merah putih. Aparat keamanan ikut menjaga situasi justru diduga berujar rasis terhadap mahasiswa Papua hingga situasi nasional panas khususnya di daerah Papua dan Papua Barat. Tentu media tidak luput dari peristiwa tersebut untuk menentukan sikap dalam sebuah berita. Jika berita tidak mempertimbangkan penyelesaian konflik atau memperkeruh situasi menjadi panas maka di sinilah muncul jurnalisme damai (peace journalisme) sebagai wadah perdamaian dan berakhirnya konflik. Penelitian ini bertujuan, pertaa, untuk mengetahui framing tribunnews.com dan detik.com dalam berita kasus rasisme terhadap mahasiswa Papua, dan kedua mengetahui jurnalisme damai dalam berita tribunnews.com dan detik.com terkait kasus rasisme terhadap mahasiswa Papua. Hasilnya, frame tribunnews.com dan detik.com sama-sama meletakan mahasiswa Papua sebagai korban rasisme dan tidak bersalah. Sementara praktik jurnalisme damai bagi tribunnews.com selalu berusaha menyampaikan keadilan bagi mahasiswa Papua untuk menyelesaikan permasalahan tersebut. Sedangkan detik.com berusaha menyampaikan rekonsiliasi bahwa ujaran rasisme menyangkut bangsa Indonesia.

West Papua Province with total burned area of 8.211 Ha covering 2.792 Ha of peatland and 5.429 Ha non-peatland area. The impact of these fires are a very thick smog for a few days. The event was supported by El Nino phenomenon, in some regions, there has been a decreasing of rainfall which causes a prolonged dry season (forest and land fire). The Ministry of Environment and Forestry (KLHK) through the Center of Climate Change and Forest and Land Fire (BPPIKHL) for Maluku and Papua acting as Technical Implementation Unit (UPT) in the region, increasing the activities for forest and land fire prevention. Considering the 4 provinces work area with limited personnel, it is necessary to study the implementation of forest and land fire prevention activities. The study aims to examine the activities of forest and land fire prevention carried out by the Government, particularly BPPIKHL for Maluku and Papua in West Papua Province in relation to decreasing forest and land fires. In accordance to the studied problems, the approaching which used in this study is quantitative qualitative approach. The prioritized policy is the implementation of prevention in the site level. BPPIKHL for Maluku and Papua has carried out the activities well and effectively directly to the site level through prevention activities, which decreas the hotspots.

Taeniasis merupakan penyakit yang disebabkan infeksi cacing pita spesies T. solium, T. saginata dan T. asiatica. Papua merupakan daerah endemis T. solium. Tujuan dilakukan penelitian untuk mengetahui proporsi serta faktor yang mempengaruhi taeniasis di Provinsi Papua. Desain penelitian potong lintang. Penelitian ini dilakukan bulan Maret- Desember 2016. Jumlah sampel serum 7.874 dimana dilakukan pengambilan sampel darah ujung jari dan juga dilakukan wawancara pada masyarakat. Data dianalisis secara deskriptif dan Chi Square. Teknik pemeriksaan sampel menggunakan capture sandwich immunoassay magnetic micropartikel untuk pemeriksaan antibody taeniasis (rES33) pada sampel serum. Berdasarkan hasil penelitian maka dapat disimpulkan prevalensi taeniasis di Papua 4,6 % dengan variabel yang berkaitan terhadap kejadian taeniasis antara lain: kebiasaan menggunakan alas kaki (p = 0,035), mencuci sayuran menggunakan air sungai (p = 0,001) dan sakit kepala (p = 0,0001).

This article aims to analyze how NU online frames a Papuan case from 19 to 20 August 2019. NU Online's coverage is analyzed for news content and its efforts to understand, interpret, and implement peace journalism to alleviate tensions and conflicts. The concept of peace journalism is important to study and implement comprehensively. It seeks to be objective in presenting information and not provocative to minimize the potential for subsequent conflict. Entman framing analysis is used as the research method because it can see the reality constructs done by media by examining the process for selection and highlighting a particular aspect. Therefore, the main data were taken from NU Online coverage related to a Papuan college student’s case. Through the content, the framing of NU Online editorial could be seen. Meanwhile, the conclusionof this research was that NU Online, as the official media of Pengurus Besar Nahdlatul Ulama had a coverage orientation that emphasized harmony and peace. Angle choice, title drafting, diction use, and source choice highlighted that NU Online focused on the aim to alleviate as well as support conflict solving.

AbstractConsensus is an essential ingredient for conflict resolution, reconciliation, agreement, and peace in Melanesian societies. The psychological aspects of its positive influence in establishing a common ground between conflicting parties have not been explored. From a psycho-cultural perspective, I focus on the positive dynamism of consensus. I provide the Bougainville crisis within Papua New Guinea as a case vignette to illustrate the utility and significance of consensus in the search for concrete principles to unite a ‘disoriented’ world. In doing so, the issue of incorporating indigenous psychological knowledge into mainstream psychology becomes clearer. The article searches for psychological principles germane to reducing conflict and maintaining peace. This kind of utility is exemplified in a case study of achieving consensus in Papua New Guinea.

This paper aims to illustrate Papuan coffee made by indigenous Papuans (OAP) as part of creative industries in the era of Special Autonomy Papua. The facts show that 96 percent coffee plantation in Indonesia is a coffee plantation owned by around 1.7 million farmers families in Indonesia with production of about 0.72 tons per hectare. Based on the above description, half the coffee in Papua need revitalization because the coffee crop is not productive. The total area of coffee is 9,400 hectares in Jayawijaya, Tolikara, Puncak Jaya Lanny Jaya, Dogiyai, Deiyai and Paniai, 50 percent are unproductive. In terms of planting area is indeed an increase of 100 to 200 hectares per year. However, from the production side, Papua’s coffee is only 1,900 tons per year or the productivity of coffee is only 300 kilograms per year. The development of creative industries through Papuan coffee aims to (1) encourage the creation of the creative and socio-cultural sectors of the nation in the dignified Papua Land, and (2) contribute to the productivity of Papuan coffee.

Land has a very important meaning in human life, because most of human life depends on the land. There is a close correlation between man and the land and there is no human in this world who does not need the land. The land is not only understood as an economic resource, but for others it sees the land as sacred and one of the indigenous peoples of Papua must preserve. So with the government policy to allocate land for public interest often conflict with the interest of indigenous people of Papua. Related to the procurement of land is regulated in Law No. 2 of 2012 on Land Procurement for Development for Public Interest. The focus of this research is how to recognize and regulate land rights of indigenous and tribal peoples for the public interest in Papua and how are the legal effects on customary land rights for indigenous and tribal peoples in Papua? By using normative research methods it can be concluded that the recognition and regulation of indigenous peoples' rights to land as customary rights in accordance with the provisions of the Basic Agrarian Law, the Law on Special Autonomy and Law No. 6 of 2014 on Villages, is recognized Of its existence and use in accordance with applicable provisions in indigenous and tribal peoples. However, in practice it is often not in accordance with the provisions in force in Indonesia, so as not to provide justice and legal certainty.The legal consequences of customary law community land acquisition for public interest are the form of indemnity for indigenous and tribal peoples through the agreed mechanism and the transfer of land rights of customary law community to the government.

Sago plants (Metroxylon sp) is a type of palm tree that grows around swamps and waterlogged land in the tropics. Sago palms grow on muddy land, with the quantity of water varies greatly, ranging from dry land to land remained logged. The longer the land flooded, the growth of young plants (shoots / seedling) very rapidly, but the growth of the trees are very slow. This study aims to determine the relationship of the growth of sago (Metroxylon sp) with climatic factors (humidity, temperature, light) and biotic (plants or other vegetation). The results showed that the relationship of growth of sago with environmental factors, edaphic (water), climatic (humidity, light) and biotic factors (vegetation) are generally water has an influence on the growth of sago while the humidity factor for all types of places to grow, that is, the area stagnant water, temporary areas and dry areas do not affect the growth of sago.

Do human rights in their conventional, Western understanding really meet the needs of Pacific peoples? This article argues that land rights are a better clue to those needs. In Aboriginal Australia, Fiji, West Papua and Papua New Guinea, case studies show that people's relationship to land is religious and implicitly theological. The article therefore suggests that rights to land need to be supplemented by rights of the land extending to the earth as the home of the one human community and nature as the matrix of all life.

The purpose of Special Autonomy for Papua is to resolve the source of the problem in Papua, especially concerning the rights of indigenous peoples. Normatively, the background of local autonomy for Papua is affirmed in Act No. 21 of 2001 on Papua Special Autonomy. The results shows that the recognition and protection of the land rights of indigenous peoples have been set clearly in the national legal system, such as Agrarian Law, Forest Law, as well as in Mineral and Coal Mining Law. However, recognition and protection of indigenous peoples’ rights to land in various legal products is still ambivalent. The essence of protection of indigenous peoples’ rights to land is also clearly regulated in Act No. 21 of 2001 and Perdasus No. 23 of 2008 has put customary law community on ownership of communal land is not the object of development, especially in the field of investment. The customary right and indigenous land which is the property and become an authority on indigenous peoples must be recognized by the government and regional and national communities about its presence. Therefore, the government should strive to protect the customary right through regulation of the Ministry of Agrarian and Land Agency and other laws related to the issue of customary rights, customary lands, indigenous peoples and their authority.

Following those scholars who read Mk 5,1-20 as an allusion to the legio X Fretensis it is argued that Mk 4,35-41 and Mk 5,1-20 are tied together in light of the Roman peace propaganda that claimed apeace by land and by sea - as did Vespasian after the civil war, when he reminded the Romans of Octavian’s victory at fretum Siculum.

This is article derived from a thesis study in the Sociology Department of the University of Indonesia in 2008 exploring socio-economic, socio-political and socio-cultural contexts playing their roles in the formation of the political and religious fields along with their respective ‘habitus’ of the social agents in the Papua land. This paper discusses the history of the term “papua” itself based on a historical study conducted by Solewijn Gelpke (1993). Based on historical approach, the relationship between Muslims and Christians in Papua can be traced as a religious and cultural heritage. Also, by using a sociological conception elaborated by Bourdieu (1992: 9), we may view the Papua land as a social space encompassing all conceptions of the social world. Bourdieu’s social space conception considers the social reality as a topology (Harker, 1990).

Cacao is a primary commodity in the Keerom Regency, but production has been decreasing in recent years. Cacao cultivation on unsuitable land and without cutting-edge technology would impede efforts to increase its productivity. The study aimed to evaluate land suitability for cacao in Keerom Regency, Papua, and to suggest site-specific technologies. The study was carried out in the Keerom Regency of Papua in 2015. Land suitability assessment was carried out by matching data on land characteristics (climate, slope, soil type, and soil fertility) with land use requirements for cacao cultivation. The data was analyzed using geographic information systems. The result showed that 78.077 ha (8.60%) of the studied area were highly suitable for cacao cultivation, 123.645 ha (13.63%) was moderately suitable, and 389.603 ha (42.94%) was marginally suitable. About 316.082 ha (34,83%) of the studied area was classified as not-suitable. The recommendation technology for increasing cacao yields were fertilization, pruning, shade management, and individual terraces. Cultivation on suitable land and the application of technological innovations are expected to increase cacao production in Keerom Regency, Papua. The findings of this study could be used as a reference for policymakers to establish cacao development in the future.

Indonesia is one of the countries with the largest tropical rainforest area, especially in Papua Island together with Papua New Guinea accounted the third largest tropical rainforests in the world, after the Amazon (336.7 million ha) and Congo (181.3 million ha). The total tropical rainforest area is 68.7 million ha contained Papua about 57% (39.2 million ha) and 43% (29.5 million ha) Papua New Guinea. Unfortunately, deforestation rates in the few decades increased from 1.39 million ha in the period 1985 – 1997 and 0.6 million ha in the period 2000 – 2005. The direct impact of rapid LULUCF (Land Use, Land Use Change & Forestry) changes since 1980`s has accumulated critical land by 29.0% of forest area in West Papua and 31.4% of forest area in Papua. Climate change affected in Papua region due to rapid amount GHG`s emissions into the atmosphere by increasing average temperature about 0.7oC, minimum temperature (0.7oC) and maximum temperature (1.2oC) during period 1996 – 2005. Other effects of climate change the decreased rainfall up to 26% per month in the last decade, 50% reduced total agriculture productivity, expanded malaria diseases, and increased extreme condition such as drought with intensity of forest fire detected in Sorong due to inter-annual climate variability events, such as the El-Niño event and flood due to the La-Niña event. However, it is difficult task to build mitigation and adaptation planning in the region or local scale due to the lack information, the lack human resources, and local topography and phenomena. In that case, so far, no study has been conducted in Papua region to build mitigation and adaptation planning for carbon management. Therefore, this study tries to promote a carbon management program for help local government to solve forest environmental problems consideration of climate change.

Purpose This paper aims to set out an argument for the use of blockchain technology as a land registration tool, for Cyprus and other disputed land contexts, to assist with land disputes, which may, in turn, promote peace and harmony. Design/methodology/approach The paper is exploratory in nature. It raises the historical and present land issues in Cyprus and highlights that blockchain technologies could work as a tool to record disputed property rights on the Island. Findings While there have been many pilots to date for blockchain land registration, there is still scope to develop blockchain as a tool to record land interests. Cyprus offers an exemplar opportunity to use such a tool to assist in developing peace on the Island. Originality/value While the paper is conceptual in its application of blockchain technologies, it is novel in that it strives to show how technologies such as blockchain can act as a tool to assist with land registration matters, which, in turn, can assist with new ways to approach the peace process. More research is necessary for this area of inquiry, especially as to how sidechains can act as a conduit for recording competing land interests and disputed land claims.

Agrarian reform or Agrarian Reform as an issue, is complex and multidimensional which is a major program of the Indonesian state in realizing the welfare of the Indonesian people, especially in terms of increasing access of poor peasants to land tenure in Indonesia, but implementing agararial reform is not an easy thing, with many obstacles, both from the legal, land administration, social, political, cultural and security aspects. Agrarian Reform (Agrarian Reform) or land reform is one of the effective tools or ways to achieve successful development, because access to land is fundamental for socio-economic development, poverty reduction, and environmental sustainability, apart from being a factor of production, land is also a factor of wealth, prestige and strength or power. In this perspective, land redistribution not only results in an increase in economic assets owned by poor farmers, but also an increase in political power and social participation, thus, the implementation of agrarian reform is not only aimed at reducing poverty and unemployment, but also in order to eliminate inequality, especially in political and social fields. The Land Redistribution Program in Papua Province itself, as the author sees its implementation, does not pay attention to regulations higher than Presidential Decree Number 86 of 2018.This is also reinforced by Article 18B paragraph (2) of the 1945 Constitution which states that the state recognizes and respects customary law community units. along with their traditional rights as long as they are still alive and in accordance with the development of society and the principles of the Unitary State of the Republic of Indonesia. The aims of the study were to investigate to what extent the essence of waiver of costumary land in Merauke Regency and to investigate to what extent the release of customary land can provide legal certainty for investors. The research was conducted in Merauke, West Papua Privince. The techniques of obtaining the data were interview and field observations. The data consisted of primary and secondary data. They were analyzed using qualitative analysis.The results of the research indicate that the waiver of customary land is the claim of the existence of indigenous people as a condition of the transfer of land rights in Papua Province especially in Merauke Regancy. The release of customary land for investors benefit in Merauke Regency does not provide legal certainty for investors, so it causes the conflict of land affair. The conflict occurs due to the overlapping of tenure or claim by some tribes over the land rights and land boundaries which are not clear because they are natural boundaries.
