Coliform bacteria have long been used to indicate fecal contamination of food, water, and solid surfaces, and thus the presence of a health hazard. In this study, the in-mill water and external effluent treatment systems of seven typical Canadian pulp and paper mills were shown to support the growth of numerous coliforms, especially Klebsiella spp, Escherichia coli, Enterobacter spp., and Citrobacter spp . Mill coliforms were shown to be not just simple transients from feedwater or furnish (wood), but to be continuously growing, especially in the primary clarifiers. Therefore, coliforms and fecal coliforms cannot be used as fecal contamination indicators in pulp and paper mill water and effluent treatment systems.
N2-fixing coliform populations were detected in mill water systems and were analyzed using N2-fixation assays and nitrogenase gene (nifH) probing. Both active in situ populations and cultured microbial isolates were tested. Active N2-fixation was demonstrated in six primary clarifiers. Measurement of the numbers and composition of the total culturable bacterial community in a primary clarifier revealed that approximately 50% of all aerobic cells contained nifH , of which >90% were Klebsiella. Coliforms growing on MacConkey agar plates from the primary clarifier were all identified as Klebsiella and 100% of these Klebsiella contained the nifH gene. Preliminary estimates indicate that the amount of N2 fixed per day is substantial in some clarifiers.

This study investigated the use of activated carbon and ion exchange for the removal of color and dissolved solids from pulp and paper wastewater generated by the Union Camp Corporation mill in Franklin, Virginia. The objective of the treatment was to provide a high quality effluent suitable for direct recycling. This advanced treatment followed pretreatment by lime, alum, or ferric chloride. Required effluent quality was defined as being 5 Pt-Co units color and 75 mg/L chloride. Granular and powdered carbons, manufactured by the Westvaco Corporation, were utilized in the study. The ion exchange resin investigated was Amberlite IRA-68, manufactured by Rohm and Haas. Carbon treatment consisted of batch and column operation; ion exchange column treatment was used. The results of the study indicated that the required effluent quality was achieved by activated carbon and ion exchange treatment of wastewater that had been chemically pretreated. The most successful treatment schemes for the biotreated effluent were pretreatment with 500 mg/L alum or 2500 mg/L lime, followed by carbon column treatment for color polishing and ion exchange for chloride removal. The lime pretreated sample produced an effluent containing less than 5 Pt-Co units color as necessary for reuse, while the alum pretreated sample would require dilution with make-up water or additional treatment (i.e. ion exchange) to obtain recycle quality. The use of ion exchange for chloride removal is not practical due to the preferential exchange for sulfates. Until such time as sulfate can be eliminated from the wastewater source, other methods of dissolved solids removal should be investigated.

Stormwater is recognised as a transport mechanism for pollutants. Pollutants enter stormwater drains via surface washoff, subsurface flow or direct discharge. Landuse is reported to affect the quantity of pollutants released into stormwater drains. In Australia, the contribution of nutrients (nitrogen and phosphorus) and surfactants from industrial areas to surface drainage is poorly understood. Previous research has mainly focused on the quality of water leaving residential and agricultural areas. In Western Australia, there is growing concern over the health of the Swan-Canning River system, which is seeing signs of eutrophication. Runoff and discharge from residential, commercial, and industrial areas influence the quality of water in the Swan-Canning River system. A study of nutrient release was undertaken for the eastern sector of the Canning Vale Industrial Area, to determine the contribution of industry to nutrient loads received by the Canning River system, between August 2001 and 2002. Data was collected three times a week using a point sampling regime. Diurnal and storm event variability were also tested. Data collected from the eastern sector of the industrial area was compared to that released from the entire Bannister Creek Catchment area. Nitrogen and phosphorus concentrations downstream of industrial areas have been reported at 45mg L-1 and 15mg L-1 respectively (Thomas et al, 1997; John, 2000). In this study, the median concentrations of nitrogen and phosphorus downstream of industry in Bannister Creek, at the Tom Bateman Reserve Detention Basin, were 1.32mg L-1 and 0.11mg L-1 respectively. Concentrations of nitrogen and phosphorus were not indicative of point source discharge. Nutrient concentrations reported in Bannister Creek in this study, have been consistent with data collected and reported in other studies i.e. Donohue et al, 1992 and Jakowyna, 2002. Nitrogen and phosphorus loads released from the entire Bannister Creek Catchment area, exceeded loads previously reported in other studies i.e. Donohue et al ( 1994); Donohue et al, 1992 and Jakowyna, 2002. An estimated 32890kg of nitrogen and 2085kg of phosphorus was released from Bannister Creek Catchment during the study. Rainfall during the study period was reflective of the drying climate Perth has been experiencing over the last ten years. Nitrogen and phosphorus released from Bannister Creek during the study period are likely to be underestimated, as they do not include the data collected for a significant storm event recorded at Hybanthus Road on the 16.4.02. During this 1- 2/1-5 ARI storm event 1586kg of nitrogen and 185kg of phosphorus were exported from Bannister Creek, producing loads ten times greater than that estimated during the point sampling regime. The later values were used in the calculation of annual loads to maintain consistency between the study sites. Despite the significant load of nutrients released from the catchment on 16.4.02, rainfall was not the main transport mechanism for nitrogen and phosphorus, indicated by the weak correlation e.g. R2 > 0.1. Base flow was determined to be the most significant pathway of nutrient export. The concentrations and loads of nitrogen and phosphorus released from the industrial area were low, but the contribution to catchment loading was important. The rate of nutrient release per unit of area was higher from the eastern sector of the Canning Vale Industrial Area than the entire Bannister Creek Catchment Area. Nitrogen was released at a rate of 4163kg km2 yr from the industrial area and 134 2. 86kg km2 yr for the entire catchment. Phosphorus was the same. From the industrial area it was released at a rate of 397kg km2 yr compared to a rate of 94.2kg km2 yr from the entire Bannister Creek Catchment Area. The study revealed the need to retain nutrients within the catchment. Studies on stormwater management suggest that this can be achieved through Water Sensitive Urban Design and Best Management Practices. Both strategies work on the principle of retaining and recycling nutrients within the catchment area. Work is currently been undertaken to meet the objectives of these two management strategies in Bannister Creek. Work has included the removal of the southwestern bank of the Tom Bateman reserve detention basin to create a meandering wetland, and the downgrading of the banks along Bywood Way, Lynwood to create a Living Stream. Further studies should focus on the effectiveness of these strategies.

The influence of nitrogen (N) and phosphorus (P) limitation on pulp and paper mill activated sludge (AS) floc properties was studied using a bioreactor fed with synthetic Kraft mill effluent. The bioreactor and synthetic effluent were designed and shown to perform like the real mill system providing the AS, establishing the in vivo relevance of the results. Limitation of either N or P produced inadequate effluent biotreatment, shown by poor BOD5 and suspended solids removal, and by decreased biomass health, performance, and floc settling. Greatly enhanced poly-beta-hydroxybutyrate (PHB) (but not carbohydrate or extracellular polymeric substances [EPS]) synthesis was the common response of the floc microbial community to N limitation over many days. In contrast, P-limitation increased total carbohydrate and EPS, but not PHB.
N limitation, but not P limitation, caused the net floc surface charge to be much more negative, while P-limitation, but not N-limitation, increased the floc bound water content and surface hydrophobicity. Thus, in real pulp and paper mill AS systems, careful manipulation of N or P additions may be useful to optimize the key process of charged polymer-assisted AS dewatering.

This thesis draws on David Harvey’s concept of “accumulation by dispossession” and an international political economy (IPE) approach centred on the institutional arrangements and power structures that privilege certain actors and values, in order to critique current capitalist practices of primitive accumulation by the global corporate extractive industry. The thesis examines how accumulation by dispossession by the global extractive industry is facilitated by the “free entry” or “free mining” principle. It does so by focusing on Canada as a leader in the global extractive industry and the spread of this country’s mining laws to other countries – in other words, the transnationalisation of norms in the global extractive industry – so as to maintain a consistent and familiar operating environment for Canadian extractive companies. The transnationalisation of norms is further promoted by key international institutions such as the World Bank, which is also the world’s largest development lender and also plays a key role in shaping the regulations that govern natural resource extraction. The thesis briefly investigates some Canadian examples of resource extraction projects, in order to demonstrate the weaknesses of Canadian mining laws, particularly the lack of protection of landowners’ rights under the free entry system and the subsequent need for “free, prior and informed consent” (FPIC). The thesis also considers some of the challenges to the adoption and implementation of the right to FPIC. These challenges include embedded institutional structures like the free entry mining system, international political economy (IPE) as shaped by international institutions and powerful corporations, as well as concerns regarding ‘local’ power structures or the legitimacy of representatives of communities affected by extractive projects. The thesis concludes that in order for Canada to be truly recognized as a leader in the global extractive industry, it must establish legal norms domestically to ensure that Canadian mining companies and residents can be held accountable when there is evidence of environmental and/or human rights violations associated with the activities of Canadian mining companies abroad. The thesis also concludes that Canada needs to address underlying structural issues such as the free entry mining system and implement FPIC, in order to curb “accumulation by dispossession” by the extractive industry, both domestically and abroad.

This thesis examines how the secondary effects of environmental regulations are assessed before the regulations are proclaimed. Negative secondary effects of a policy (such as regulation) may outweigh direct benefits; it is important that secondary effects are clearly assessed. The case study is the control of organochlorines in the Canadian pulp and paper industry via federal regulation of dioxins and furans and British Columbia's regulation of Adsorbable Organic Halogen (AOX). The thesis is founded upon the premise that sustainability must be an integral consideration. A systems approach is used to evaluate assessments and to generate recommendations. The evaluation is divided into two parts: the process of assessing the regulation and the contents of the assessments. Background information is provided on organochlorines, pulp and paper making, the pulp and paper industry and the relevant regulatory processes. A chronology of the regulation is established. Assessments are reviewed from five classes of stakeholders: industry, labour, environmentalists, the federal government and the British Columbia government. The study found that secondary impacts of the regulation were less important than the primary action, which was managing the risk posed by organochlorines in effluent. For the secondary assessments, stakeholders felt problems with the process were greater than shortcomings in content. In particular, governments' lack of response to submissions caused a lack of confidence in the system, which was well-founded in British Columbia's highly political process. The federal Regulatory Impact Analysis Statements gave a valuable but limited summary of impact assessments and the rationale behind the regulations. To improve the process of creating environmental regulation I recommend that the federal government assemble a reference document for assessments, that all levels of government institute class assessments for general cases, and that all stakeholders use a consistent, multiobjective framework. The proposed framework is presented.

Modern agriculture in Australia is often viewed as utilitarian and neutral on the one hand, or as a destroyer of 'pristine' environments on the other. It is either a story of steady progress in technique and technology, of 'science with its sleeves rolled up', or one of disastrous environmental consequences of industrialisation and capitalism. Scientific agriculture in Australia is taken for granted as being about food, fibre and income, but these have not been its main purposes. Agriculture's social and cultural purposes, and its environmental purposes, have been more important factors shaping its advocacy and development. Broken Country explores how the explosion of knowledge in biology in the nineteenth and early twentieth centuries - entangled with cultural ideas about civilisation, inheritance, race and population - shaped modern agriculture in Australia. It examines the wider history of knowledge for agriculture and place through the story of the Darling and Macquarie River country after European agriculture first came to the semi-arid plains of western New South Wales. As the pastoral industry began collapsing at the end of the nineteenth century, colonial governments pushed agriculture based on scientific principles as a solution to anxieties about the effects of space and distance on civilisation, as well as a means to address the exploitative environmental culture of settlers on the inland plains. In the 1940s large engineering projects and the integration of the management of people and environment was supposed to address the social and environmental problems of the 1930s agricultural crisis, after World War II, it became a means of defending Australia from a hungry Asia and for preventing the spread of communism. How successful has scientific agriculture been in achieving these big fixes? How has it fared as the main vehicle for the changing environmental management philosophies of wise use, balance, integration, optimisation, sustainability, and recently, resilience? Is it a triumphant project that has made incredible increases in yield to feed a burgeoning global population, or has it left us precariously at risk of ecological collapse and left a billion people starving? What do scientific agriculture's cultural foundations say about our relationships with our environment each other, and what is Australia's role in this system?

Environmental degeneration, market pressures and stricter regulation and waste legislation has placed organizations under tremendous pressure to change their current processes and adopt cleaner production (CP) techniques and technologies. However, in countries like South Africa, CP implementation still remains low. In light of this problem, the government has made efforts to promote CP among industries by forming a support structure called the RECP (resource efficient cleaner production), as a strategy to encourage organizations to embrace this change and move away from the tradition end-of-pipe technologies towards CP technologies. This study is based on a case study of a paper manufacturing company in Kwadakuza, KwaZulu-Natal. The aim of this study was to use Environmental Management Accounting (EMA) to identify benefits of CP. Paper manufacturing consumes large amounts of natural resources and generates excessive wastes. Hence, the operational activities of paper mills have a negative environmental impact. However, the scope of this study was limited to the steam generation process and focused mainly on the efficiency of the current coal-fired boilers used in the boiler plant. The research methodology used in the study was both quantitative and qualitative involving triangulation. Data was collected by means of a questionnaire, semi-structured interviews and documentary review. The company uses old, obsolete boilers to generate steam. It had been discovered during a cleaner production assessment (CPA) of the process that the process uses large amounts of coal and generates excessive boiler ash (waste). This boiler ash also contains approximately 20 percent unburned coal present resulting in major losses to the company. Furthermore, the company has also experienced regular breakdowns during the year resulting in loss in production and high maintenance costs. Hence, it was concluded that the steam generation process was inefficient and that the boilers were not operating as per technological specification. However, management was unaware of the huge losses incurred due to raw material losses, more especially the coal used in the process. Environmental costs were also inaccurately calculated and thus underestimated. Hence, the ‘true environmental’ costs were not considered during strategic decision making. Over the last two decades, EMA has emerged as an important approach by organizations wanting to improve their environmental and economic performances. However, despite the many pilot projects conducted that demonstrated the positive impact that EMA has on an organization, EMA implementation remains slow and lagging in South Africa. EMA is an environmental management tool that traces environmental costs directly to the processes and products that are responsible for those costs, thereby highlighting problem areas that need to be prioritized when considering the adoption of CP. The literature review on the role and impact of implementing EMA and the benefits of adopting CP was presented to determine and outline views and findings of past researchers. Previous researchers identified that traditional costing systems did not adequately account for the actual environmental costs incurred by companies as much of these costs were hidden under overhead accounts. Hence, production costs were high, resulting in incorrect profit margins being set and ultimately impacting on company profitability. The main cause of this was that non-product output costs were added to production cost instead of being separately recorded as ‘non-product’ output. These costs are actually environmental costs as they represent waste. Material Flow Cost Accounting (MFCA), a tool of EMA, was considered as an appropriate method to implement to accurately calculate non-product output costs. MFCA made managers aware of the true magnitude of their losses and inefficiencies of current technology by increasing the transparency of non-product output costs (environmental costs). MFCA was further used to benchmark non-product output costs against technological standards and best available technological standards to highlight the economic and environmental benefits of adopting CP techniques and technologies. Based on the findings, one recommendation is that the company should consider restructuring their conventional costing system and adopt an EMA system instead. The use of an MFCA model had been suggested. This model was used by the Economy, Trade and Tourism industry in Japan to identify non-product output and improve efficiency of production processes. In addition, findings revealed that the company should implement CP techniques in the short-term to ensure that boilers are functioning according to technological specification. This will result in economic and environmental benefits for the company. However, greater savings potential is available in the long-term, by changing current technology and adopting state-of-the-art technologies. This would, however, require greater investment needs of the company to taken into consideration during strategic decision making.

The pollution problems resulting from industrial production activities result in the deterioration of our natural environment. That is why something needs to be done in order to preserve our environment. Conservation alone is not enough. Development is needed. Waste minimisation through applying Cleaner Technologies can help the country in the reduction of waste production and improve industry's environmental management processes. This study was based on an investigation into the adoption of Cleaner Technology. The study argues that elements of Cleaner Technology and the application of tools and strategies to practice Cleaner Technology are very useful for any industry. The costs of Cleaner Technology to companies cannot be compared with the benefits they can get from adopting Cleaner Technology. Mondi Limited concentrates on the product element of Cleaner Technology. It applies the recycling and re-use strategies in or~er to achieve product modification and input substitution. The organisation and knowledge elements are very strong and supportive to the technique element that is used at the Mondi Paper Mill. These three elements contribute to the increased efficiency, improved quality of intended products and waste minimisation through re-use and recycling. The question emerges about what government can or should do in return to companies like Mondi since they contribute towards the sustainability of our natural resources.
