ASEAN oleh banyak pihak telah dianggap sebagai salah satu dari organisasi regional di dunia yang dapat mempertahankan stabilitas dan keamanan wilayahnya dengan menggunakan nilai – nilai Asia mereka, yang dikenal oleh banyak orang sebagai ‘The ASEAN Way’. Dengan menggunakan konsep pembentukan komunitas keamanan oleh Adler dan Barnett, tulisan ini menjelaskan bagaimanakah peran the ASEAN Way dapat membentuk komunitas kemanan Asia – Pasifik, ASEAN Regional Forum (ARF). Proses pembentukan komunitas keamanan dibagi menjadi tiga: adanya faktor internal dan eksternal; kekuatan dan kesamaan persepsi serta hubungan yang terus berlanjut; dan rasa percaya serta identitas bersama. Dalam pembentukannya, ARF didasari oleh keinginan ASEAN untuk menjaga stabilitas di Asia – Pasifik setelah Perang Dingin dan juga mempromosikan nilai – nilai ASEAN ke cakupan yang lebih luas. Kemudian, the ASEAN Way juga sangat berperan sebagai soft power dan persepsi yang menjadi dasar hubungan antarpartisipan ARF. Sehingga, sebuah rasa saling percaya dapat dimiliki oleh partisipan ARF dan juga ARF memiliki identitas bersama yaitu sebagai komunitas keamanan Asia-Pasifik beranggotakan negara besar dan kecil yang membawa prinsip – prinsip the ASEAN Way

It is widely believed that some wars are just, and that the paradigm case of a just war is a defensive war. A familiar strategy used to justify defensive war is to infer its permissibility from the case of self-defensive killing. I show, however, that the permission to defend oneself does not justify killing, but instead calls for nonviolent resistance. I conclude that on the account of self-defense I develop, the appropriate way to respond to a war of aggression is not by prosecuting a defensive war, but by engaging in a form of nonviolence I call pacific resistance.

Commentary: While the media has demonstrated that it can cover global and governance issues, it neglects the potential to be a responsible partner, especially in developing countries such as Papua New Guinea and to an extent the Pacific. However, this partnership can be strengthened with the media industry and government departments and agencies working to improve their ability to work with each to achieve social, economical and political mileage. Анотація:

The recent description of Indonesian and Brazilian species of Acanthotetilla motivated the onset of a phylogenic andbiogeographic revision of this taxon, to figure whether it had an Atlantic or an Indo-Pacific origin, and whether a Tethyanor southern African route might have been followed. A datamatrix with 27 morphological characters and 63 characterstates was tabulated and run on PAUP*4.0 using a parsimony algorithm. The resulting phylogenetic hypothesis wasconverted in a Taxon Area Cladogram (TAC) and used as a basis for a comparative analysis of the evolutionary history ofthe comprised biogeographic provinces, which in turn was contrasted to additional poriferan phylogenies. TheAcanthotetilla TAC was further used in a dispersal-vicariance analysis with the software DIVA 1.1, and in a manualpanbiogeographic analysis. The resulting preferred tree has a high Bootstrap support, as a consequence of the largest everratio of morphological character states employed per OTU among published poriferan phylogenies. The result showsCentral Indo-Pacific provinces basal to the whole clade, then Western Indo-Pacific provinces basal to the Tropical WesternAtlantic ones, thus unequivocally suggesting colonization of the latter from the former, and likely following a southernAfrican route. It is suggested here that this might have been accomplished through rafting on rings of the Agulhas Current.The dispersal – vicariance analysis undertaken postulated a recent dispersal event with recolonization of the Seychellesfrom the western Atlantic. The panbiogeographic map for Acanthotetilla also points to Western Indo-Pacific origin ofTropical Western Atlantic species. A comparison with 10 additional sponge phylogenies did not recover any prevailingtrends for the relationships of the major areas utilized in the present analyses, but identified two taxa with likely CentralIndo-Pacific origins (Thrinacophora, Placospongia), and one with a Western Indo-Pacific origin of Tropical WesternAtlantic clades (Petromica). The integrated biogeographic approach to the analysis of Acanthotetilla data permitted distinct interpretations, which might have been overlooked in case a single method was chosen a priori.

Objective Twenty years ago the Pacific’s health ministers developed a ‘Healthy Islands’ vision to lead health development in the subregion. This paper reports on a review of health development over this period and discusses the implications for the attainment of the health related Sustainable Development Goals. Methods The review used qualitative and quantitative methods. The qualitative review included conducting semi-structured interviews with Pacific Island Government Ministers and officials, regional agencies, health workers and community members. A document review was also conducted. The quantitative review consisted of examining secondary data from regional and global data collections. Results The review found improvement in health indicators, but increasing health inequality between the Pacific and the rest of the world. Many of the larger island populations were unable to reach the health Millennium Development Goals. The ‘Healthy Islands’ vision remained an inspiration to health ministers and senior officials in the region. However, implementation of the ‘Healthy Islands’ approach was patchy, under-resourced and un-sustained. Communicable and Maternal and Child Health challenges persist alongside unprecedented levels of non-communicable diseases, inadequate levels of health finance and few skilled health workers as the major impediments to health development for many of the Pacific’s countries. Conclusions The current trajectory for health in the Pacific will lead to increasing health inequity with the rest of the world. The challenges to health in the region include persisting communicable disease and maternal and child health threats, unprecedented levels of NCDs, climate change and instability, as well as low economic growth. In order to change the fortunes of this region in the age of the SDGs, a substantial investment in health is required, including in the health workforce, by countries and donors alike. That investment requires a nuanced response that takes into account the contextual differences between and within Pacific islands, adherence to aid effectiveness principles and interventions designed to strengthen local health systems. What is known about the topic? It is well established that the Pacific island countries are experiencing the double disease burden, and that the non-communicable disease epidemic is more advanced. What does this paper add? This paper discusses the review of 20 years of health development in the Pacific. It reveals that although progress is being made, health development in the region is falling behind that of the rest of the world. It also describes the progress made by the Pacific countries in pursuit of the ‘Healthy Islands’ concept. What are the implications for practitioners? This paper has significant implications for Pacific countries, donor partners and development partners operating across and within Pacific countries. It calls for a substantial increase in health resourcing and the way development assistance is organised to arrest the increasing inequities in health outcomes between Pacific people and those of the rest of the world.

Masi methodology is a Pacific women centred research methodology. Using masi as an anchoring metaphor for research ensures that research centres Pacific women’s voices, understands that Pacific women’s voices are valuable and provides a way to acknowledge that the knowledge Pacific women hold is useful for generations to come. Building on previously articulated Pan-Pacific research methodologies and methods, masi as methodology specifies that the Pacific women be centred within the research process. Masi methodology like other Pacific research methodologies and methods is capable of being both Pan-Pacific and regionally specific dependent on which community the research is being conducted with. In its current form, masi methodology is not a method; however, like other Pacific research methodologies and methods, it is expected that masi methodology will grow as more Pacific researchers use and engage with the masi methodology.

Researchers stand to benefit from research efforts that work collectively and in partnership with Pacific communities. Biomedical research efforts to engage and dialogue with Pacific communities in New Zealand have been limited. The purpose of this work was to support the appropriate delivery and knowledge translation of Cancer Immunotherapy and associated Immunological concepts of direct relevance and importance to Pacific communities. A Pacific Fono (gathering) event was held through the local university that invited current and previous postgraduate Clinical Health Science students who were of Pacific heritage. A portion of this event was presented by a female Pacific Biomedical scientist and dedicated to supporting increased knowledge and awareness of emergent cancer immunotherapeutic based strategies for treating cancer. This event was well attended by current and previous Pacific postgraduate Clinical Health Science students of Pacific heritage many of whom are now employed as health professionals and included current and former health leaders, family members, health researchers, community representatives. Positive verbal and written feedback was received from those in attendance with a request for more regular events be held. The Pacific Fono event was the appropriate means to support knowledge translation of Immunotherapeutic strategies for treating cancer by engaging and communicating with Pacific community members in a culturally appropriate, clear and meaningful way.

Introduction: Pacific health models that centre Pacific values, can serve as a tool to address Pacific disparities in healthcare. In this study, we broadly draw upon the health concepts of these models to determine how Pacific values are translate across Pacific health and wellbeing. Methods: Using data from the New Zealand Attitudes and Values Study, we identified proxy indicators of common Pacific values. With these proxy indicators we developed a LP Latent Profile Analysis A to uncover subgroups of Pacific peoples based on their orientation towards each proxy indicator and their association with psychological distress. Findings: We identified four subgroups of Pacific peoples: (1) 65% of Pacific peoples identified strongly with Pacific values with low associated psychological distress (2) 18% of Pacific peoples identified moderately with Pacific values with medium associated psychological distress (3) 5% of Pacific peoples identified less with Pacific values with low associated psychological distress (4) 12% of Pacific peoples identified ambivalent with Pacific values with high associated psychological distress. Conclusions: These results suggest that Pacific values and the utility of Pacific health models are an appropriate way of framing health and wellbeing for a vast majority of our Pacific population. However, we also need to recognise the incredible diversity among our Pacific community and be understanding and accommodating of the diverse ways that Pacific peoples can express what they consider valuable.

This article specifically explains China’s Grand Strategy in Asia-Pacific. Firstly, it explains the importance of Asia-Pacific and then explains China’s Grand Strategy for Asia-Pacific in detail. This paper summing up the findings of PhD thesis ‘China’s Grand Strategy and Reshaping the Regional Order: A Case Study of Asia-Pacific’ argues that China has a clear and coherent Grand Strategy for the Asia-Pacific region. In addition to that, it analyses the basic components of Chinese Grand Strategy and identifies the way China is utilizing its economic, political, diplomatic, and security means to secure its interests in the Asia-Pacific region and to maintain the regional order.

Quantum computing promises to deliver unprecedented effciency by exploiting the laws of quantum mechanics in order to process information in ways fundamentally different from today's classical computers. As recently as a decade ago Raussendorf and Briegel proposed the one-way quantum computer which differs dramatically from the standard model of quantum computation [1]. Whereas the standard model relies on sequences of quantum logic gates that process qubits, the one-way model implements computations as a sequence of measurements on an array of highly entangled states; the so-called cluster state. A cluster state is first created as a generic resource, and the algorithms to be computed are determined by the choice and sequence of measurements, allowing us to imprint a circuit in real time as the flow of information is directed through the cluster.
