This book takes a lofty vision of "recovery" and of "a life in the community" for every adult with a serious mental illness promised by the U.S. President's 2003 New Freedom Commission on Mental Health and shows the reader what is entailed in making this vision a reality. Beginning with the historical context of the recovery movement and its recent emergence on the center stage of mental health policy around the world, the authors then clarify various definitions of mental health recovery and address the most common misconceptions of recovery held by skeptical practitioners and worried families. With this framework in place, the authors suggest fundamental principles for recovery-oriented care, a set of concrete practice guidelines developed in and for the field, a recovery guide model of practice as an alternative to clinical case management, and tools to self-assess the recovery orientation of practices and practitioners. In doing so, this volume represents the first book to go beyond the rhetoric of recovery to its implementation in everyday practice. Much of this work was developed with the State of Connecticut's Department of Mental Health and Addiction Services, helping the state to win a #1 ranking in the recent NAMI report card on state mental health authorities. Since initial development of these principles, guidelines, and tools in Connecticut, the authors have become increasingly involved in refining and tailoring this approach for other systems of care around the globe as more and more governments, ministry leaders, system managers, practitioners, and people with serious mental illnesses and their families embrace the need to transform mental health services to promote recovery and community inclusion. This introductory chapter provides an overview of Joseph Yoshisuke Kurihara's life. From his youth and until World War II, Kurihara pursued a path that he believed would enable him to live the American life, as envisioned in the Progressive Era phrase, “the promise of American life.” He enrolled in schools that offered a quality, Western-oriented education. He also embraced Christianity—the essential source of Western cultural identity at the time—endured anti-Japanese hostility directed at him, and fought as a soldier in the U.S. Army during the Great War. This dogged pursuit of a place for himself as an American in the face of jarring discouragements enabled Kurihara to absorb Western modes of thinking and behavior. As a result, he was able to navigate his way in two cultural worlds, European America and Japanese America.

In this chapter (translated and reprinted here with kind permission), the arduous path of challenges faced by one of Virgil’s translators is mapped out with painstaking detail. Alessandro Fo, author of a recent translation of the Aeneid into Italian, offers an account of the main principles and criteria he adopted in approaching his task. From a metrical point of view, the translator opted for the ‘barbaric’ hexameter, striving to render the rhythmic flexibility of Latin verse. At a stylistic level, he decided to stick as close as possible to the epic and elevated (at times even alienating) diction of Virgil’s poem, without attempting to ‘gloss’ solemn coinages, metaphors, or enallagē for the Italian reader. After acknowledging his inescapable debt to previous Italian translators of the Aeneid, the author highlights his effort to situate his translation among those ‘oriented towards the source text’ without undermining its readability.

Innovation is crucial for development. A set of institutional capacities and coordinated actions between the public and private sectors are required to drive large mission-oriented innovation policies (MOIPs) to address priority issues and set a direction for the path of development. This work identifies what restrictions exist in institutional and policy capacities that hinder the design and implementation of MOPs in Chile. This work is based on a case study design. The study analyzes the design and implementation of two strategic programs for innovation and development in the solar energy and mining sectors. The study showed that the capacities of the programs analyzed were evident in the construction of a shared vision and the identification of innovation-led solutions for the development of the two sectors, but the lack of leadership from the government hinders the implementation of the programs, particularly because of the lack of coordination between government agencies and ministries for budget allocation and strategy definition.

While early works in American political development (APD) incorporated congressional actors in accounts of state-building, policymaking, and social reform, there is a growing body of historically oriented scholarship that places the institution of Congress front and center. We highlight three major streams of contemporary congressional research that engage with APD. The first analyzes the development of congressional institutions, often drawing upon concepts of path dependence and layering to understand the presence or absence of change in legislative operations. Second, several important studies of state-building and policy development highlight the role of congressional actors in driving—or blocking—critical political and social reforms. Finally, new datasets that track congressional elections and roll call voting over long time spans have given rise to a growing literature that uses historical evidence to test contemporary theories of legislative behavior. We close with a discussion of the contributions and pitfalls of using historical evidence in this way.

Andean Truths: Transitional Justice, Ethnicity, and Cultural Production in Post-Shining Path Peru studies how literature, drama, film, and the visual arts contest the dominant narrative of national peace and reconciliation, as constructed by Peru’s Truth and Reconciliation Commission. Established in 2001, the Commission aimed to ‘investigate and make public the truth’ of the country’s twenty-year civil war, drawing upon homologous predecessors that provided a highly scripted model of truth-gathering and national healing. In this model, a predetermined collective mourning, catharsis, and reconciliation would move the nation forward in a consensually-determined fashion. Andean Truths shows that the Peruvian case proves internationally-endorsed models insufficient for arriving at the ‘truth’ of a national trauma that primarily affected disenfranchised ethnic groups, namely, the Andean Quechua speaking populations that accounted for the overwhelming majority of victims of the violence. Even as scholars recognize the importance of bringing multiple voices to the table in discussing post-Shining Path Peru, the question remains of what a more Andean-oriented transitional justice process might entail. Drawing on theories of decoloniality, intercultural communication and epistemological diversity (following scholars such as Enrique Dussel, Aníbal Quijano and Boaventura de Sousa Santos), this book analyzes cultural products, from the theater of Yuyachkani to the narrative of Oscar Colchado Lucio, the art of Edilberto Jiménez, and other popular artistic responses, that highlight Andean understandings of the conflict and its aftermath. These cultural products challenge dominant understandings of the conflict and question Peru’s ability to overcome its collective trauma without seriously reconsidering prevailing cultural paradigms.

The White effect is an illusion in which gray test patches of identical luminance placed on the black and white bars of a square-wave grating appear different in brightness/lightness. The effect has received much attention because the direction of the brightness change does not correlate with the amount of black or white border in contact with the gray test patch or its general vicinity. The test patch on the black bar appears lighter than the test patch on the white bar despite changes in test patch height or inducing grating spatial frequency. In addition, although the test patch shows a smooth change in brightness/lightness as its spatial position is varied relative to the inducing grating, spatial inhomogeneities in brightness/lightness within the test patch are also visible. A large number of “higher-level” explanations have been offered for the White effect; only the oriented-difference-of-Gaussians model can account for all of these properties.

With the rise of China’s information and communications technology (ICT) sector, a number of Chinese high-tech firms are approaching transnational stages and shifting the center of gravity in global ICT markets. In the meantime, China’s digital economy has raised the debate with regard to the nature and direction of its developmental model. This book investigates Huawei Technologies—China’s most competitive high-tech company—as a microcosm of the rise of China’s corporate power and its evolving digital economy. Yun Wen first traces Huawei’s history against the backdrop of China’s ICT development and its outward expansion in global markets. Focusing on Huawei’s research and development strategies, she then delineates Huawei’s path to its cutting-edge technology and innovation leadership. Huawei’s distinct experience in the design of its ownership structure and labor practices is also examined in the book. By examining how Huawei’s growth intertwined with the trajectory of China’s ICT development and how it responded to various forces of corporate China’s globalization, this book sheds light on distinguishing features of the “Huawei model” and the geopolitical economic implications of China’s corporate globalization. Differentiated integration is a durable feature of the European Union and a major alternative for its future development and reform. This book provides a comprehensive conceptual, theoretical and empirical analysis of differentiation in European integration. It explains differentiation in EU treaties and legislation in general and offers specific accounts of differentiation in the recent enlargements of the EU, the Euro crisis, the Brexit negotiations and the integration of non-member states. Differentiated integration is a legal instrument that European governments use regularly to overcome integration deadlock in EU treaty negotiations and legislation. Instrumental differentiation adjusts integration to the heterogeneity of economic preferences and capacities, particularly in the context of enlargement. By contrast, constitutional differentiation accommodates concerns about national self-determination. Whereas instrumental differentiation mainly affects poorer (new) member states, constitutional differentiation offers wealthier and nationally oriented member states opt-outs from the integration of core state powers. The book shows that differentiated integration has facilitated the integration of new policies, new members and even non-members. It has been mainly ‘multi-speed’ and inclusive. Most differentiations end after a few years and do not discriminate against member states permanently. Yet differentiation is less suitable for reforming established policies, managing disintegration, and fostering solidarity, and the path-dependency of core state power integration may lead to permanent divides in the Union.

For more than 2000 years Greek philosophers have thought about the puzzling introspectively assessed dichotomy between our physical bodies and our seemingly non-physical minds. How is it that we can think highly abstract thoughts, seemingly fully detached from actual, physical reality? Despite the obvious interactions between mind and body (we get tired, we are hungry, we stay up late despite being tired, etc.), until today it remains puzzling how our mind controls our body, and vice versa, how our body shapes our mind. Despite a big movement towards embodied cognitive science over the last 20 years or so, introductory books with a functional and computational perspective on how human thought and language capabilities may actually have come about – and are coming about over and over again – are missing. This book fills that gap. Starting with a historical background on traditional cognitive science and resulting fundamental challenges that have not been resolved, embodied cognitive science is introduced and its implications for how human minds have come and continue to come into being are detailed. In particular, the book shows that evolution has produced biological bodies that provide “morphologically intelligent” structures, which foster the development of suitable behavioral and cognitive capabilities. While these capabilities can be modified and optimized given positive and negative reward as feedback, to reach abstract cognitive capabilities, evolution has furthermore produced particular anticipatory control-oriented mechanisms, which cause the development of particular types of predictive encodings, modularizations, and abstractions. Coupled with an embodied motivational system, versatile, goal-directed, self-motivated behavior, learning becomes possible. These lines of thought are introduced and detailed from interdisciplinary, evolutionary, ontogenetic, reinforcement learning, and anticipatory predictive encoding perspectives in the first part of the book. A short excursus then provides an introduction to neuroscience, including general knowledge about brain anatomy, and basic neural and brain functionality, as well as the main research methodologies. With reference to this knowledge, the subsequent chapters then focus on how the human brain manages to develop abstract thought and language. Sensory systems, motor systems, and their predictive, control-oriented interactions are detailed from a functional and computational perspective. Bayesian information processing is introduced along these lines as are generative models. Moreover, it is shown how particular modularizations can develop. When control and attention come into play, these structures develop also dependent on the available motor capabilities. Vice versa, the development of more versatile motor capabilities depends on structural development. Event-oriented abstractions enable conceptualizations and behavioral compositions, paving the path towards abstract thought and language. Also evolutionary drives towards social interactions play a crucial role. Based on the developing sensorimotor- and socially-grounded structures, the human mind becomes language ready. The development of language in each human child then further facilitates the self-motivated generation of abstract, compositional, highly flexible thought about the present, past, and future, as well as about others. In conclusion, the book gives an overview over how the human mind comes into being – sketching out a developmental pathway towards the mastery of abstract and reflective thought, while detailing the critical body and neural functionalities, and computational mechanisms, which enable this development.
