Regional Historic Preservation Officers are of the opinion that monument protection system in Poland needs to be modified. According to them, however, these changes need to be preceded by in-depth analysis of the existing situation, e.g. the condition in which historic monuments and sites are preserved in Poland, the sources of financing works carried out to monuments and sites, the role that historic preservation offices play in administration combined with regional governors, and the current financial and HR situation in specific government bodies.Changes made to the monument protection system should result in improving the conservational state of historic monuments and sites as well as improving functioning of historic preservation service in competence-, organisation-, and finance-related aspects. Furthermore, as a consequence, local government bodies and the society should become more aware of their responsibilities pertaining to historic monuments and sites. The role of local government historic preservation service should be also taken into consideration.According to Regional Historic Preservation Officers, the changes should be aimed at the following: strengthening the office of General Historic Preservation Officer who will shape historic preservation policy in Poland and coordinate actions taken by state and local historic preservation service; subordinating Regional Historic Preservation Officers directly to the General Historic Preservation Officer (within structures of the Ministry of Culture and National Heritage); improve the organisational and financial situation in Regional Historic Preservation Offices and adapt it to their needs; developing a model of local government historic preservation service in terms of their competences, organisational structure, and subordinance (control- and merit-related) to Regional Historic Preservation Officers. It is necessary to make legislative changes to the monument protection law not only by issuing clear, uniform, and adoptable regulations but also by correlating regulations pertaining to protection of historic monuments and sites with other existing acts of law. It is also essential to perform comprehensive analysis of the list of Polish monuments and sites (register and record of historic monuments and sites) as well as develop and implement a financial support system for taking care of historic monuments and sites and include properties owned by the state treasury into this system. It must be also emphasised that there is a strong need for increasing social importance of guardianship of monuments and sites and making the society aware of limitations and benefits pertaining to monument protection.

Under the Act of 23 July, 2003 on the Protection and Guardianship of Monuments, employees of historic preservation offices supervise works carried out to historic monuments and sites as well as determine their scope. The scope of works depends on the form of legal protection and it is conditional on the decision pertaining to legal protection, i.e. listing a property or site in the register or municipal/communal record of historic monuments and sites; providing area-wide protection: defining historic preservation area in a local zoning plan. Members of staff of historic preservation offices are responsible for assessing documents pertaining to renovation, restoration, and conservation works carried out to monuments and sites as well as make administrative decisions on all actions, regardless of the level on which they are taken: issuing conservation guidelines, permits for conducting research on historic monuments and sites, making decisions on commencing conservation works, supervising the works until their completion. Quality of works carried out to historic monuments and sites depends on individual experience and skills that the members of staff of historic preservation offices demonstrate. The higher the rank of a monument or site, the heavier responsibility historic preservation offices shoulder.

This article briefly describes the history of historic preservation service in Poland after the year 1918. The author attempts to set out justifiable reasons behind the fact that historic preservation service is subordinate to the Minister of Culture and National Heritage. This subordinance was established between World Wars and right after the transformation in 1989, i.e. in the years 1991–1996. After this time, solutions used in socialism were readopted and hence, it was not possible to standardise protection of historic monuments and sites in Poland. The main message emerging from this article is that the bodies of historic preservation service should be subordinate to the General Historic Preservation Officer. Consequently, the structure will become less ambiguous: currently, in terms of merits, Regional Historic Preservation Officers are responsible to General Historic Preservation Officer. In administrative aspects, however, they are subordinate to governors of particular regions.

As federally and non-federally recognized tribal communities assert control over the management of tribal heritage, there is a significant opportunity to work with these nations to further refine and develop approaches to archaeological practice that work for the long-term care and protection of tribal heritage. This article evaluates the methodological implications of integrating indigenous values and cultural protocols into archaeological practice and tribal historic preservation. Drawing upon the example of the Kashaya Pomo Interpretive Trail Project at Fort Ross State Historic Park, I examine how respectful, engaged, community-based dialogue with the Kashia Band of Pomo Indians led to the development of a lowimpact archaeological methodology that contributes to the capacity of the Kashia Tribal Historic Preservation Office (THPO) to employ archaeology as a tool of historic preservation. Although this methodology was developed with specific reference to the needs and cultural protocols of the Kashaya Pomo, it provides a salient model of a sovereignty-based approach to tribal historic preservation that may be relevant to other tribal heritage managers. The application of a suite of low-impact survey methods, including the catch-and-release surface collection strategy, also provides tribal and nontribal heritage professionals with additional tools for recovering data from cultural resources with minimal impact.

The article describes the system of historic preservation care provided to the architectural complex of outstanding historical value located on the Wawel Hill. The historic preservation supervision is organised in a very particular way, i.e. responsibilities of the Regional Historic Preservation Officer are delegated to the Head of the Wawel Royal Castle acting as Historic Preservation Officer of the Wawel Hill. His area of competence covers the entire Wawel Hill within the boundaries set forth in the register of historic monuments and sites (A-7), i.e. not only the museum premises and the land on which it is located (owned by the State Treasury) but also church facilities (including Wawel Cathedral) and hill slopes for which Cracow Municipality is responsible. It seems that there are sound reasons behind the scope of historic preservation supervision covering both movable (exhibit items) and immovable (architecture) properties. With regard to Wawel, it is also particularly important to keep this ensemble of great historical significance under joint historic preservation supervision. It is therefore not recommended for three separate bodies, i.e. the museum, the church, and the municipality, to be responsible for this group of historic monuments. This results from the fact that a standardised and uniform concept needs to be defined for this ensemble and a great number of problems pertaining to technical and conservation issues need to be solved comprehensively. Furthermore, this article details duties carried out by Historic Preservation Officer of the Wawel Hill and explores matters for which Regional Conservation Officer is responsible. The author is of the opinion that the organisation of the discussed historic preservation supervision may be a role model for other residences of great historical value and other protected ensembles used as museums.

The historic cities of Uzbekistan are an irreplaceable legacy of the Silk Roads. Currently, Uzbekistan counts with four UNESCO World Heritage Properties, with hundreds of historic monuments and traditional historic houses. However, lack of documentation, systematic monitoring and a digital database, of the historic buildings and dwellings within the historic centers, are threatening the World Heritage properties and delaying the development of a proper management mechanism for the preservation of the heritage and an interwoven city urban development. Unlike the monuments, the traditional historic houses are being demolished without any enforced legal protection, leaving no documentation to understand the city history and its urban fabric as well of way of life, traditions and customs over the past centuries. To fill out this gap, from 2008 to 2015, the Principal Department for Preservation and Utilization of Cultural Objects of the Ministry of Culture and Sports of Uzbekistan with support from the UNESCO Office in Tashkent, and in collaboration with several international and local universities and institutions, carried out a survey of the Historic Centre of Bukhara, Itchan Kala and Samarkand Crossroad of Cultures. The collaborative work along these years have helped to consolidate a methodology and to integrate a GIS database that is currently contributing to the understanding of the outstanding heritage values of these cities as well as to develop preservation and management strategies with a solid base of heritage documentation.

ABSTRACT In recognition that oil spills and hazardous substance releases typically require response actions within the first 24 hours, the Alaska Regional Response Team (RRT) has developed draft Cultural Resources Protection Guidelines for Alaska to establish an emergency procedure for taking cultural resources into account during responses and to ensure that response actions comply with the National Historic Preservation Act. The draft guidelines were developed in consultation with the Alaska State Historic Preservation Officer and the Advisory Council on Historic Preservation. The mechanism for formally establishing the guidelines’ emergency procedures is a programmatic agreement, which will be signed by appropriate federal and state agencies’ historic preservation officials.

Prior to 2009, South Texas was essentially an archaeological tabula rasa, largely unknown in the academic, public, or grey literature due to its location far from research universities, the state historic preservation office, and cultural resource management firms. Here, we relate how a consortium of anthropologists and archaeologists, biologists, historians, geologists, and geoarchaeologists have embraced a locally focused, place-based STEAM research approach to tell the story of a largely unknown region of the United States and make it accessible to K–17 educators,1 the public, and scholars with bilingual maps, books, exhibits, films, traveling trunks, and scholarly publications. The efforts of the Community Historical Archaeology Project with Schools Program at the University of Texas Rio Grande Valley have been recognized locally, nationally, and internationally.

Article 25 of the Act on the Protection and Care of Historical Monuments (hereinafter: u.o.z.o.z.) imposes some obligations on owners or property holders of listed immovable historic monuments that have been adapted for utility functions. These obligations include holding conservator’s documentation and having a programme of the preservation works and program of the development of the monument and its surroundings (both programmes shall receive the consent of the voivodeship historic preservation officer). This provision is the only one in the Act that strictly concerns the adaptation of historic monuments. Despite this fact, it is not fully applied in practice. The first reason for this is that there is no sanction if somebody does not hold the required documentation. Secondly, regulations are insufficiently precise, for example, the procedure for reaching an agreement with preservation officer is not specified. The article is based on empirical research carried out in selected voivodeship historic preservation offices. The text focuses on the problem of how article 25 of u.o.z.o.z. is applied in practice. It transpires that some voivodeship historic preservation officers do not apply this provision at all, while in other voivodeships agreements are rare or are not reached as an autonomous activity but within the framework of other procedures (e.g. connected with allowances for performing some work). The analysis of documents prepared on the basis of article 25 u.o.z.o.z. leads to the conclusion that such documents are often incomplete or mistaken for other similar documents that are also obligatory, but on a different legal basis. What is more, the practice in the terms of the form and procedure of agreements is uneven – ordinarily, it takes the form of a letter, although there are also cases when a formal decision or opinion is issued. The results of empirical research served as a basis for de lege lata and de lege ferenda postulates.

AbstractIn 2008, the Carlsbad Field Office of the Bureau of Land Management (BLM) made a fundamental change in how they work with the energy industry in the Permian Basin of southeastern New Mexico, one of the nation's busiest “oil patches.” Through a collaborative effort that involved the Bureau of Land Management, the New Mexico State Historic Preservation Officer, the Advisory Council on Historic Preservation, the Mescalero Apache Tribe, and industry representatives, they developed and implemented the Permian Basin Memorandum of Agreement (MOA). This agreement allows energy development proponents to contribute funds to archaeological research in lieu of spending an equivalent amount of money on traditional archaeological field survey. The mitigation program governs how BLM addresses long-term damage and cumulative impacts to archaeological resources as new development proceeds in the Permian Basin MOA area. Now in its fifth year, the program has succeeded in key ways: industry has gained control over schedules and time, while archaeologists have gained control over where and how they do archaeology. Key lessons have been learned along the way: The funding mechanisms of the program work well, but doing archaeology through a collaborative working group takes a lot of time and energy.

Bacheeishdíio (“Place Where Men Pack Meat”), now called Grapevine Creek in English, is the subject of Crow oral traditions that document the cultural significance of the landscape and celebrate centuries of bison hunting in the drainage. We report an ongoing, community-based project that integrates archaeological field training and research goals into a collaborative indigenous archaeology project supporting the expressed goal of the Crow Tribal Historic Preservation Office to prepare a district-level nomination for the Grapevine Creek drainage basin. This paper describes findings from field investigations that document buffalo jump locales, a previously unreported bison bonebed, and associated archaeological features in the drainage, grounding Crow oral traditions that document buffalo jumps and large-scale bison hunts firmly into the landscape. We take a holistic approach that incorporates multiple lines of evidence to assess the archaeological record associated with bison jumps and bison hunting on the Crow Reservation in southern Montana. Results of this project include an enriched understanding of the Grapevine Creek archaeological record, greater awareness of buffalo hunting strategies on the northwest Plains, and, through field training, enhanced cultural resource management capabilities for the Crow Tribal Historic Preservation Office.

None of the legal acts applied in the Polish monument protection system, ranging from the Regency Council Decree of 1918 to the Act of 2003, allows for transforming historic monuments and sites. This provision applies, paradoxically, unless a competent historic preservation officer approves such transformations. In other words, under the aforementioned acts, it is possible to make any modification to the existing historic monument or site, provided that a historic preservation officer issues an appropriate permit.Each of these legal acts provides framework for classifying historic monuments and sites, e.g. by introducing various forms of protection, classifying monuments and sites under various categories – immovable, movable, archaeological, etc. Therefore, classification is real.There are so many different historic monuments and sites falling under a great number of categories that it is impossible to provide them with real, even diversified protection. It is therefore necessary to implement sucha classification of historic monuments and sites that would allow state and regional historic preservation officers and representatives of local government administration to carry out actions aimed at protecting properties and places of great historical significance.The recommended classification is a starting point for discussing methods, criteria, and rules governing classification of historic monuments and sites. Additionally, it will ensure appropriate protection.

AbstractThe Tower of London is one of the most famous sites in the world, yet its recent architectural history has been almost entirely overlooked. This article represents the first attempt to explore the architectural approach taken by the Tower authorities at the turn of the twentieth century. It analyses the on-going programme of restoration undertaken by the Office of Works during this period in the context of the Tower's singular status as military garrison, historic monument and preeminent tourist attraction, and it considers the Office's stance in relation to increasing public and parliamentary interest in the preservation and restoration of historic buildings. Historic Royal Palaces' collection of architectural drawings offers an unexplored insight into the activities of the Office of Works during this time. Through a close reading of these drawings I show that, contrary to what has previously been supposed, the Office's interventions continued well past the radical restorations of the 1880s and into the twentieth century, as they sought to control the historical narrative of the site through its architecture.

Value assessment of historic monuments and sites and their classification are affected by conservation works and the impact they exert on elements of historical significance. Whether a historic monument or site can be still considered evidence of a past epoch depends on the scope of conservation works carried out in this asset. Works conducted in appropriate manner provide new information about the past. Additionally, a historic monument or site is attributed new values - not only aesthetic and functional but also the historical ones. This allows for changing their classification. Therefore, the role that the results of conservation works play in classification of historic monuments and sites has been particularly emphasised. The author of this article ponders upon whether layers of the previously carried out conservation works as well as their effects can be the reason for redoing value assessment and re-classifying a historic monument or site. These deliberations provided a basis for drawing conclusions and producing recommendations pertaining to the influence that conservation works and layers created as their result exert on the actions taken by historic preservation offices supervising these works. For this reason, the present classification should include the following:– increasing the importance of historic monuments and sites which have not been transformed at all or have been slightly modified This concerns historic monuments and sites which are typical of their epoch, e.g. tenement houses, palaces, industrial plants, etc.– valuable layers and elements created in the course of conservation works, which should be preserved and, prior to issuing permits by historic preservation office and launching conservation works, assessed in terms of their values. These elements should be preserved in order to place these assets under a different class, usually of a higher rank.Preserving elements created in the course of formerly conducted conservation works and resulting in forming multiple layers is compliant with the currently applied conservation theory, which no longer accepts purist methods as a way of preserving monuments and sites. Due to this, it is possible to preserve the evidence of conservation works and take care of historic monuments and sites in order to preserve them for future generations.

Since 1989, the system of monument protection in Poland has been adapting to the changes occurring in the Polish political system. Defining the scope of power and duties of historic preservation services is not only a tremendously important element of these changes. It is also a key factor in how the monument protection system functions.The nature of the changes results in stakeholders playing increasingly significant role in protection of monuments and sites – they become major partners to historic preservation services. Moreover, these services may find regional government bodies having broad scope of duties pertaining to monument protection particularly useful.Increasing significance of the role that local government bodies have been playing results in the scope of power and duties of regional historic preservation offices being broadened. Local government bodies are therefore going to participate more actively in the protection of historic monuments and sites. At the same time, their actions should be inspired, planned, and coordinated by regional historic preservation services. Support and supervision, on the other hand, should be provided by state historic preservation service being independent of local government bodies. The state and local government services cannot be therefore considered an alternative – they should fully and closely cooperate with each other. For this reason, cooperation among these services should be promoted and encouraged.

Bandung is one of the historical cities in Indonesia. Therefore, there are many historic heritage buildings adorning the city. According to local regulations, there are at least around 1700 cultural heritage buildings in the city of Bandung. The effort to preserve historic buildings has been carried out by the Bandung city government to maintain the historical value that exists in each building and its area. Along with the changing times, changes or shifts in the environment often occur in historic areas including social, cultural and economic. This has an effect on the complexity of preserving historic buildings, especially those included in class A cultural heritage buildings. One area that has a high historical value is Jalan Braga. Along the Braga street there are many classes A cultural heritage buildings, one of which is the Insulinde Building. The Insulinde building was built in 1917 as an oil factory office. During its establishment, the Insulinde building has changed functions 6 times. Its location in the Braga area makes adjustments to the building to the area need to be considered to see changes in the environment that occurs from year to year. This research uses qualitative methods by collecting data through literature studies and field observations. From the implementation of this research, it is expected to be able to contribute to the preservation of historic areas through its buildings as well as the adjustment of building functions seen from the shifting environment of the region.

In Poland, protection of historic monuments and sites is nearly one hundred years old and it has got a highly distinctive feature – the more recent the events are, the more frequent and more profound changes can be observed; the most significant ones take place in the 1990s . In general, it can be said that the organisation of historic preservation service remained constant at the turn of the 19th and 20th centuries.Administrative bodies responsible for historic preservation are still organised under the Act of 23 July 2003 on Protection and Guardianship of Monuments and Sites. This organisational system, however, is no longer fully effective in Poland.It is therefore necessary to change legislation under which the vertical organisational structure of conservation administration would be restored - with one General Historic Preservation Officer (being still the secretary or undersecretary of state in the Ministry of Culture and National Heritage) to whom several regional historic preservation officers are directly responsible and subordinate. Members of staff of the Ministry of Culture and National Heritage undertook a legislative initiative aimed at achieving this objective. As a result, on 25 January 2016 the government decided to begin works amending the Act on Protection and Guardianship of Monuments and Sites.

Abstract This special issue of the Public Historian explores issues relating to the management of public history programs in New York State. State history is something that continues to be worthy of preservation, management, study, and analysis because of the distinctive historical development and traits of each state and the role of state history as a portal to national history. New York's history is complex because of its size, ethnic diversity, cosmopolitan character, and the rapid pace of its historical development. What might be termed its “historical infrastructure”—the totality of programs to manage its history—is also complex. State government history programs include the State Archives, State Museum, and Office of Parks, Recreation, and Historic Preservation. There are large organizations with statewide programs and influence such as the New York State Historical Association, dozens of state historic sites, and several hundred local historical societies and historical museums. Issues include lack of funding, inadequate public support, fragmentation of effort and need for better coordination, and need for more robust use of information technology. Each of the seven essays represents its author's insights and perspectives on accomplishments, issues, and needs.

Changes made to the administration system in Poland in the years 1989–1990 were aimed at decentralising state government and increasing the importance of local government bodies. The author of this article reckons that this idea has not been reflected in the Polish body of law yet. There are no legal regulations provided in the provisions of law – not only in terms of the legal situation of historic preservation offices but also with regard to deciding what should fall under the authority of local government bodies. Scope of duties of local government historic preservation officers working in separate offices should be similar to the one that individual departments have. Moreover, authority should no longer be granted on discretionary basis. A principle should be therefore formulated that everything what comes within the competence of historic preservation officers must comply with statutory legislation. If a local government body wants to be delegated either full or partial authority, it should prove that it has both organisational and financial capacity to exercise it. We should therefore work towards a complete solution which would be practical and possible to adopt on both state and regional scale.

AbstractFor two decades, the Hopi Cultural Preservation Office has worked with archaeologists to co-create knowledge about the past and document contemporary values associated with heritage sites. Much of this work has been accomplished within the framework of research mandated by the National Historic Preservation Act and National Environmental Policy Act. Here we describe a case study that illustrates the processes of this community-based participatory research, including research design, implementation of fieldwork, peer review of research findings, and reporting. The case study is a project conducted in 2014 by the Hopi Tribe in partnership with Anthropological Research, LLC, to investigate traditional cultural properties associated with an Arizona Public Service Company transmission line. The Hopi Tribe’s collaborative research with archaeologists provides intellectual benefits for the management of archaeological resources and the humanistic and scientific understanding of the past.

Under the banner of indigenous and collaborative archaeologies, heritage professionals and indigenous peoples have developed new forms of scholarly practice. This work has begun to rectify the discipline's historical marginalization of indigenous groups but remains skewed toward academic projects. Less attention has been paid to the hundreds of Tribal Historic Preservation Offices within tribal nations. This article argues that tribal historic preservation provides needed insight to heritage managers of all stripes. Using the Grand Ronde Land Tenure Project as a case study, I discuss how tribally-driven archival research fosters new accounts of Native history and enhances tribes' capacity to care for cultural resources.

In the article, the international experience of renovating historical buildings is explored, with an emphasis on historic residential buildings. The history of the emergence of the idea of renovating historical buildings abroad is investigated. The concept of organized architecture preservation emerged in Italy and quickly spread to other European countries in the early 19th century. With the growing interest in preserving architectural heritage, new renovation technologies and methods, as well as innovative funding schemes, were developed. Financial programs and grants used in Europe and America to finance the restoration of historical buildings are highlighted. In the United States, there are numerous programs that provide financial support for the restoration and preservation of important historical buildings, including federal tax incentive programs for historic preservation, certified local government programs that offer financial assistance for building rehabilitation through state historic preservation offices, the Community Development Block Grant program administered by the Department of Housing and Urban Development, and financial assistance from the Federal Emergency Management Agency for the repair and reconstruction of historic buildings damaged by natural disasters. In Europe, each country has its own program for financing the renovation of historical buildings, for example, in Germany, there is the "Städtebaulicher Denkmalschutz" program, in France, there is "La Fondation du patrimoine," in the UK there is the "Heritage Lottery Fund," and in Sweden, there is the "Riksantikvarieämbetet" program, all of which provide funding for the renovation of historical buildings, including residential ones. Funding under these programs may come in the form of grants, interest-free loans, or tax credits. The main methods of renovating historical buildings that are most commonly used in European and American countries have been identified. The method of renovation is determined by the condition of the building, its inclusion in a certain list of landmarks, the legislation of the country in which the renovation is carried out, etc. In particular, the following methods of renovation can be distinguished, which are used in practically all countries: superstructure, construction of new buildings on the site of historical ones, extension, increasing the energy efficiency of the building, renovation of the building, construction of underground parking.

‘A balance between remembrance and promise’. An interview with Eric Luiten about landscape and the spatial dynamics of the New Dutch Waterline as a World Heritage In 2019 the New Dutch Waterline was nominated for the World Heritage List. Recently the chair of the quality team New Dutch Waterline, Eric Luiten, left office. The New Dutch Waterline became one of the key-projects of the Nota Belvedere (1999) of the Dutch government, which promotes the preservation of heritage through development. Luiten, together with others, developed a plan called ‘Line perspective’, in which developments were not seen as a threat, but welcomed. In contrast to the conservative approach towards heritage, in which a historic site or monument is often shielded from change, Luiten’s approach embraces these changes. He hopes this project can serve as an international example for the preservation through development approach, even if the New Dutch Waterline is not inscribed as World Heritage.

The Massachusetts Historical Commission (MHC) is the State Historic Preservation Office for Massachusetts. Established in 1963, MHC has been inventorying historic properties for over half a century. Since 1987, it has maintained a heritage database, the Massachusetts Cultural Resource Information System, or MACRIS. Today MACRIS holds over 206,000 records from the 351 towns and cities across the Commonwealth. Since 2004, a selection of the more than 150 MACRIS fields has been available online at mhcmacris. net.<br><br> MACRIS is widely used by independent consultants preparing project review files, by MHC staff in its regulatory responsibilities, by local historical commissions monitoring threats to their communities, as well as by scholars, historical organizations, genealogists, property owners, reporters, and the general public interested in the history of the built environment.<br><br> In 2016 MACRIS began migration off of its three-decade old Pick multivalue database to SQL Server, and in 2017, the first redesign of its thirteen-year old web interface should start to improve usability. Longer-term improvements have the goal of standardizing terminology and ultimately bringing interoperability with other heritage databases closer to reality.

The federal government and over thirty states nationwide offer a tax credit in lieu of certain expenditures incurred as part of historic rehabilitation projects. Several economic impact studies have shown the positive effect of the credit on job creation, property values, and environmental friendly behavior in Louisville, KY (Gilderbloom, Hanka & Ambrosius, 2009) and in the state of Maryland (Frizzell & Mitchell, 2002). Most of the studies of historic preservation credits are, however, nonempirical and evaluate only the economic impact of the credit. The societal benefit-cost analysis conducted in this manuscript is the first study of its kind of the Ohio Historic Preservation Tax Credit (OHPTC) program. In addition, this study provides an OHPTC fiscal impact analysis (benefit-cost analysis from the government perspective).The data for the analysis come from the county auditors’ offices, and multiple proprietary sources, including administrative estimates provided by the agencies managing the OHPTC program, and online survey of the developers. The sensitivity analysis accounts for the differences in discount rates and other factors. The study finds that the overall societal benefits will outweigh overall societal costs by 2023. From the fiscal perspective, the program begins to pay for itself in 2025, but the overall program costs will remain higher than overall benefits during the considered study period (until 2030).

We explore the founding and transformation of a historical building, a police station, during the Japanese occupation of Meinong, a Hakka gathering located in southern Taiwan. We focus on the construction process of transformation from an expropriating residential space into rebuilding a formal public office into remodeling for a popular cultural and creative center, which has gone through for over a century. The police station has undergone a total of five architectural form changes. First, it was established under the control of colonial governance three times, but it has been empty since the colonial factors disappeared. Secondly, the new government built another police station in front of it. Subsequently, with the preservation policy of historical buildings, the colonial police station was restored and reused. Through literature inquiry and the transformation process of architectural form and the political and historical aspects of that process, it is demonstrated how the migratory police bureaucracy was established from strange management during the period of Japanese occupation (1895−1945) to a formal police mechanism. Finally, it flourished within a popular culture with new values through historic preservation and reuse policy.

Cultural Resource Management (CRM) archaeology receives regular press and media attention. This coverage can shape public perceptions and attitudes about the field. Furthermore, press coverage and public opinion can affect CRM project and policy decision-making. Analysis of the content of newspaper articles collected by the New York State Historic Preservation Office (SHPO) related to CRM archaeology over the five-year period between 1995 and 2000 included documenting the types of issues that received press attention and assessing the amount of positive and negative press coverage. Recommendations to encourage improved media coverage of CRM archaeology include: increased recognition of the importance of press coverage; increased efforts to encourage positive press coverage of CRM; improved skills for working with the press; greater participation from archaeologists in academia; and continued evaluation and assessment of newspaper and media coverage of CRM archaeology.

ABSTRACTThis article presents a case study of the process of developing and implementing mitigation as the result of adverse effects to cultural resources from the drawdown of Lake Cumberland, Kentucky. Signs of a dam failure in early 2007 triggered the U.S. Army Corps of Engineers (Corps) to implement the emergency drawdown. While the drawdown prevented a life safety catastrophe, it created a new erosion zone and exposed archaeological sites to looters. When it became clear that conventional Section 106 procedures to identify and evaluate these endangered archaeological resources were not an option, alternative and creative mitigation became a necessary approach for the Corps to meet its obligations under the National Historic Preservation Act. This article discusses the creative brainstorming among the Corps, Kentucky state historic preservation officer, and tribes that led to three alternative mitigation measures aimed at educational outreach, raising public awareness, and staff training. Furthermore, the article identifies challenges encountered during the implementation of the mitigation measures. Through the presentation of our mitigation journey, we share some of our lessons learned to improve awareness of the challenges and successes one may encounter during the execution of such alternative measures.

Ensuring proper indoor environment quality in buildings with historic value or buildings located in historic centres of cities is not an easy task. These buildings are frequently listed in historic preservation lists; thus, the amount of possible refurbishment methods is significantly limited due to increased protection. This article deals with comprehensive analysis of internal microclimate of a multi-purpose building located in the historic centre of Prague during summer period. Possible refurbishment methods permitted by the National Heritage Institute are analysed and compared using building energy performance simulation tool BSim in order to achieve proper working conditions in offices in the building. Structural and technical modifications are proposed in order to optimize the amount of solar heat gains leading to reduction of overheating and increase of energy efficiency. Furthermore, two global warming projections from the Fourth Assessment Report of Intergovernmental Panel on Climate Change are applied to the current weather data to examine the impact of the global climate change on the building. As expected, the cooling demand increases with the climate change scenarios presenting more difficult challenges to maintain the indoor environment quality within the limitations given by the legislation.

National Register of Historic Places criterion (d) for significance is based solely on the theoretical and substantive knowledge of the discipline. Archaeologists continue to misuse and abuse the term and do not understand its meaning in terms of the cultural resource management process. In so doing, archaeologists often place federal agencies and state historic preservation offices in a quandary as to proper management decisions. Misuse of the concept of significance in the formulation of a research design may seriously jeopardize or curtail making important contributions to the discipline. In addition, the failure to understand the concept of significance may not provide the basis for rational decisions concerning data redundancy, collection strategies, predictive modeling, and mitigation. Problems are compounded when archaeologists employed by federal and state agencies do not understand significance and the cultural resource management process.

<p>Open spaces in the urban landscapes suffer from deterioration caused by man that leads to two major outcomes: on one side they are abandoned because of newer contemporary needs, on the other hand they tend to be “cannibalized” in the attempt to satisfy our society. This has caused a progressive retraction of urban open spaces that have become residual spaces with no shape and no name.<br />This course of crisis has damaged the identity of places and this is more acute in historic urban landscapes that are recognised as cultural heritage and world heritage. The historic urban landscape approach suggested by UNESCO recognises public spaces’ importance for society and promotes the acknowledgement of public spaces and their dynamism aiming to the integration of preservation, social development and economic targets.<br />To understand how “historic urban landscapes” are taking care of their public spaces, a few Management Plans of UNESCO’s World Heritage cities have been compared. Only Italian UNESCO sites with an “urban complex” characterisation have been considered, this means a limited part of a city with homogenous characteristics from a spatial, historic and cultural point of view. We have focused our attention on the specific interventions for the management of open spaces, in order to identify the major targets and their executive tools, projects and actions.<br />In the light of the above-mentioned analyses, we propose some strategies to fight the decline of public spaces (streets, squares, gardens, etc.) and to enhance these spaces with great attention, trying to improve their fruition and comfort according to their historic and cultural values.<br />The need to identify design strategies to enhance public spaces within the historic urban landscape is included in the research and test activities carried out in the UNESCO site of Mantova and Sabbioneta. This site is an excellent area of applicability because of its urban shape, molded in years by the Gonzaga family. Together with the UNESCO Mantova e Sabbioneta office, we have involved citizens in the requalification design to activate regaining process and test the applicability of our analyses in the city of Mantova, a very articulated and complex reality, starting from the fruition of its places and according to its morphological, environmental, cultural and perceptive aspects.</p>

ABSTRACTThe article discusses practices of cooperation between metal detectorists and professional archaeologists in Germany by exploring the approach of the regional office for historic preservation (Generaldirektion Kulturelles Erbe) in Speyer (Rheinland-Pfalz, southwest Germany). Its model is based on open access to a permit for detecting in a certain area, combined with regular meetings in order to establish knowledge circulation between volunteer and professional spheres. Relying on ethnographic fieldwork and questionnaires, the research shows that the approach creates a symmetric coproduction of knowledge, recognizing the metal detectorists as volunteer researchers producing genuine knowledge. Several theoretical aspects of knowledge circulation are analyzed with regard to their relevance for practices of knowledge production. The enactment of the boundary between public and professionals is the result of boundary work actively performed. As a consequence, this boundary should rather be seen as a fluid, hybrid zone, conceptualized as a translation zone. The concept of boundary objects points to the importance of specific elements for enabling circulation of knowledge between different spheres. Various communities of practice and their shared practices, conventions, perceptions, et cetera, influence the relationship and knowledge circulation, and these should be taken into account in coproduction processes.

In 1741, the English Empire carried out a large-scale attack against Cartagena de Indias. To defend the city, the commanding officer Admiral Blas de Lezo strategically sunk several warships to form a line of defense and led the Spanish to ultimate victory. Through an analysis of historic documents and cartography, complemented with acquired field data, it was possible to locate and identify four anomalies that are, compatible with the warships, Conquistador, Dragón, África and San Carlos. This study contributes to defining conservation and preservation strategies of submerged cultural assets, a topic which Colombia must develop in the future. Historic and heritage buildings present a significant challenge when it comes to reducing energy consumption to mitigate climate change. These buildings need careful renovation, and increasing their energy efficiency is often associated with a high level of complexity, because consideration for heritage values can often reduce and impede possibilities and sometimes even rule out certain improvements completely. Despite these issues, many such renovation projects have already been carried out, and therefore the IEA SHC Task 59 project (Renovating Historic Buildings Towards Zero Energy) in cooperation with Interreg Alpine Space ATLAS has developed a tool for sharing these best-practice examples—the HiBERatlas (Historical Building Energy Retrofit Atlas). The Internet serves as a best-practice database for both individual energy efficiency measures and whole-building renovation projects. This paper presents two of the Danish projects featured in HiBERatlas. The first project, Ryesgade 30, is a Copenhagen apartment building with a preservation-worthy period brick façade. The second project is the Osram Building, a listed Copenhagen office building from 1959 with a protected façade, which today acts as a culture centre. Both renovation projects achieved significant energy savings and consequently CO2-emission reductions, and the indoor climate in both buildings have also improved significantly. Furthermore, a detailed analysis was carried out regarding possible window solutions and ventilation systems in Ryesgade 30, and for the Osram Building regarding daylighting technologies. This paper investigates the two renovation cases through the available measurement and calculation results before and after renovations and demonstrates that it is possible to reduce energy consumption significantly and at the same time improve the indoor climate without compromising the cultural values of buildings.

Abstract Cigarette Factory Gunung Kedu and Cigarette Factory Gunung Kelapa are kretek industries owned by the Atmowidjojo family. This family has a big role in the economic progress of the Kudus Kulon community. This role can be seen in the large number of jobs provided for the surrounding community. Physical relics that are still intact to date are; Atmowidjojo’s house, Nadirun’s house, office, and Gunung Kedu factory. Buildings that have historical value are important elements in the development of the city area, as the identity and image of the city. However, at this time the awareness of the public and the government regarding the preservation of buildings is quite lacking. The phenomenon that occurs in the Kudus Kulon area at this time is that many historical buildings belonging to the community are sold and torn down. Sales and demolition of buildings due to the high cost of maintaining historic buildings. Based on this importance, it is necessary to apply the concept of adaptive reuse as a sustainable step in preserving buildings that have historical value in Kudus. The purpose of this research is to study the steps for the sustainability of the application of conservation in buildings that have a history, with building conditions that are still suitable for use. The method in this research uses descriptive qualitative using a case study approach.

ABSTRACT Human habitation in Cook Inlet first occurred around 5,000 BC. Cook Inlet is a large tidal estuary that varies from 78 miles wide at its southern mouth to less than 9 miles at its northern extremity. The first inhabitants were Eskimo, who were later displaced by the Athabaskan Dena'ina people. The Athabaskan Dena'ina people were called “Kenaitze” by the Russian fur traders who first made contact in 1741. At that time, an estimated 1,000 Dena'ina inhabited the Kenai River area alone. European contact with the Athabaskan Dena'ina first occurred about 1756. In 1778, Captain Cook sailed Cook Inlet looking for the Northwest Passage. A Russian trading post was established in Kenai in 1791. The relatively mild winters of Cook Inlet and abundance of wildlife both onshore and offshore made human habitation very viable. Consequently, its shoreline is literally filled with historical and cultural sites. Other villages or cities of note within Cook Inlet include Anchorage, Tyonek, Ninilchik, Homer, Seldovia and Port Graham, many of whom continue to maintain a subsistence lifestyle. Cook Inlet Spill Prevention & Response, Inc. (CISPRI) provides oil spill response for the entire Cook Inlet;, a pristine piece of south-central Alaska with over 1300 miles of shoreline. A significant potential problem identified with oil spill recovery efforts involves the identification and protection of sensitive historical and cultural sites. To lessen any potential impact to these areas, CISPRI, in conjunction with Alaska Clean Seas, SERVS, Alaska Chadux and SEAPRO, have produced an 8 minute video tape demonstrating how to identify potential sensitive areas. It then directs appropriate actions to take until experts can be consulted to further direct methods of lessening impact. The narrative was developed by a local expert in cultural resources, and representatives from the U.S. Coast Guard, Alaska State Historic Preservation Office, and native organizations who represented their individual concerns. The video tape has been well-received by CISPRT's member companies and agencies and has been recognized as a good “get acquainted” tool for anyone involved in protecting cultural and historic resources during spill response.

Neller (Curator, Wanapum Heritage Center, Washington), and Carlton Shield Chief Gover (PhD student in archaeology at the University of Colorado and member of the Skiri Band of the Pawnee Nation of Oklahoma) offered the answers reported here. We do not pretend to reflect the innumerable and highly varied Indigenous perspectives on the collection of their ancestors' material culture, but we do hope to plant the seeds of a more inclusive conversation than has been the norm in archaeology.

Global policy identifies achieving neutrality in sectors with the highest energy intensity rates as a priority for action. Countries are taking important and necessary measures to achieve this goal. The European Union has introduced a near-zero energy building standard in the construction sector. The next step is the Fit to 55 package, which is a milestone for Europe to achieve total neutrality in 2025. The climate-neutral policy has resulted in requirements and regulations already implemented in the sectors that consume the most energy and emit the most greenhouse gases. One such sector is construction, which accounts for around 40% of total energy consumption. Buildings newly designed in EU countries must now meet stringent thermal protection requirements. In Europe and Poland, governments are allocating substantial funds for the thermal modernisation of existing buildings. The exceptions to this are listed buildings and buildings under preservationist care. Such buildings are not subject to thermal protection regulations. In historic buildings, the priority is to protect the national heritage. However, the recent Energy Performance Directive introduced, for the first time, a recommendation that historic buildings should also be investigated for energy efficiency measures, under strict protection of the historic character of the building, of course. In this article, the authors present an analysis of a historic building of great historical significance. It is the Słowacki Theatre in Krakow. The research question the authors answer in their analysis is whether and how a historic building can be brought to a level of zero energy and climate neutrality. The second research question is whether, in addition to aspects related to energy saving and reducing greenhouse gas emissions, other aspects of designing the improvement of the historic building and its surroundings should also be considered in the analysis. The results of the authors' analysis indicate that a building level of near-zero energy demand can only be achieved for a listed building if the building undergoes thermal modernisation measures approved by the conservation officer and then the heat source is replaced with biomass or a heat pump powered by photovoltaic panels. To the aspects related to the preservation of the historical heritage, the improvement of energy efficiency and the reduction of CO2 emissions, the authors propose to include aspects related to the comfort of use of the building and aspects related to the accessibility of the building for people with special needs (the elderly and people with disabilities).
