The graduate internship and thesis option in American Indian Studies affords students a unique opportunity to directly apply their academic interests in a manner that address the contemporary needs of a Native nation. By engaging with tribes in this manner, students are assured that their academic efforts actively and positively contribute to ongoing and relevant tribal projects or programs, while the nation is assured that research concerning their community is being informed by a working experience with their community. This thesis documents my internship with the Jicarilla Apache Nation Tribal Historic Preservation Office in which I assisted the office in conducting oral history interviews and compiling a report for their project entitled: Rediscovering Trail Roots and Routes: The Jicarilla Apache and the Old Spanish National Historic Trail.

The 1980 amendments to the 1966 National Historic Preservation Act require each State Historic Preservation Office to research and document specific themes important to the history and development of the state. These statements, included in the state's comprehensive preservation plan, aid in the identification and evaluation of historic properties as potential National Register sites.Indiana has developed twelve broad themes to be used in the creation of context statements for the state's seven regions. Area Seven includes Lake, Porter, LaPorte, Pulaski, Starke, Jasper, Newton, Benton and White counties. This context statement provides essential information for defining significant historic properties related to African-American history in northwestern Indiana between 1850 and 1940.

Digital cultural resource information systems affect the stewardship of archaeological, cultural, and historic resources throughout the country. These information systems, however, are maintained and updated throughout many different agencies, such as State Historic Preservation Offices (SHPOs) and the National Park Service (NPS), United States Forest Service (USFS), and Bureau of Land Management (BLM). This thesis applies ethnographic methods, including interviews and social network analysis, to explore the communication and collaboration efforts within SHPOs, between SHPOs, and among SHPOs and multiple federal agencies. The research topic originated from an information system assessment conducted during an internship at the History Colorado Center, Office of Archaeology and Historic Preservation in Denver, Colorado. Throughout the research, I noticed trends in collaboration that emerged from interviews with SHPO participants. As a result, I developed a research design to further examine these concerns, highlighting the major issues in current collaboration and communication systems. This analysis serves as an organizational study of the SHPO and contributes to the larger conversation about cultural resource information system needs throughout America. Through creating a space for and facilitating communication between SHPOs   and between the SHPO and federal agencies, organizations and cultural resource stakeholders can build positive relationships that will benefit the overall protection, preservation, and stewardship of historic, archaeological, and cultural resources in America.

Historic landscapes are vital elements of our nation's cultural continuum and must be protected as a part of living fabric of the community. This thesis addressed the preservation of historic landscape gardens, focusing on design strategies that can make historic time legible in landscape. It proposed a landscape plan for the preservation of Palm Cottage Garden in Gotha, Florida, a significant historic landscape resource. To determine the criteria used to establish how and to what period the estate should be restored, the Secretary of the Interior's Guidelines for the Treatment of Cultural Landscapes was followed. This process involved documenting the current site conditions and evaluating natural and cultural resources. For the garden to continue to keep its historic fabric, rehabilitation was selected. The garden was designed to preserve existing features and make efficient contemporary use of the garden possible. The landscape plan focused on strategies that reveal the site's significant past through new design elements while adapting to current and future needs.

Historic Preservation is a continuous movement. Preservationists are responsible for the expansion of the National Register of Historic Places, as well as the care of historic buildings already listed on the National Register. This thesis explores historic preservation in Lafayette, Louisiana. The thesis is a two-part process. First, the individually listed properties on the National Register were re-evaluated to ensure that their condition is current in the nomination. Secondly, historic preservation involves discovering potential new historic properties. This process involved surveying a historic neighborhood or property. For this thesis, the survey included the historic neighborhood known locally as Freetown. The process of re-evaluation led to the discovery that certain historic buildings were altered or moved, and others are endangered. The surveys revealed an intact historic neighborhood with a sense of community that could one day be a National Historic District.

For archaeological or historic preservation to occur, there must be public support for it. This research examines historic and archaeological preservation in the Tampa Bay area of Florida through the use of selected case studies. It analyses opinions about archaeology and preservation from members of the general public and members of two groups focused on historic preservation and archaeology. Data were collected from interviews, surveys, archival research, and participant observation, and analyzed to determine the public's definition of archaeology, possible origins of people's interest in preservation, and the extent to which people's interest in either archaeology or historic preservation extends to the other. This research also looks at the context in which the study population is living. I look at the attempts at preservation in the area and the competing influences on those attempts, as well as the laws that affect the sites. I use the findings to make suggestions for increasing people's support of archaeology and preservation.

The primary goal of this creative project is to identify the architectural styles of the significant structures in the historic district of Dublin, Indiana, and develop a preservation plan to protect the heritage and identity of the town.The document consists of the historical growth of the town, description of the nineteenth and twentieth century residential styles, and a detailed study of the issues and techniques adopted by a few selected preservation plans. Based on the research, three objectives are proposed to achieve the goal of the plan.Finally, several recommendations and techniques are discussed for the effective implementation of the objectives. Personnel and funding activities are also outlined.

This paper explores the preservation and presentation of small town historic identity. The current discussions and dialogue of scholars, theorists and critics of preservation efforts uncover preservation's presence and effect on today and tomorrow's world. Contemporary development patterns have led to an increasing amount of cities and towns across the United States to adopt preservation policies to maintain their historical identity and character. The preservation movement's acceptance and its increase in scope have also facilitated the integration of its values in planning policies. The successful history of the preservation movement in America is reviewed, along with its present-day use as a cultural and economic revitalization tool. Government and non-profit agencies at the national and state level have facilitated the widespread use of preservation policies with small towns in Virginia. Preservation policy objectives may include: heritage tourism, community revitalization, preservation and heritage education, economic development, and affordable housing. A diverse set of motivations is found in the psychological benefits of maintaining history. Preserving historic structures may contribute to one's sense of place, nostalgia, collective memory and historical identity. The preservation of old buildings and environments is used to serve a variety of town agendas. These motives, other than historical, are the focus of the critical literature on preservation efforts. Power, representation, consumerism, and authenticy are common criticisms of historic preservation practice that threaten the historic integrity of the town. These issues form a framework to analyze local preservation practice of small Virginia towns and provide towns with a means to evaluate their preservation policies or programs. This paper provides small towns with information to maintain their historic identity without threatening future vitality and authenticity of the built environment.

Pinewood Estate is a significant resource in the history of the theory and practice of landscape architecture. The purpose of this thesis is to provide a landscape plan to restore the Pinewood Estate to its historic integrity in order to retain and reflect its past. In order to determine the criteria used to establish how and to what period the estate should be restored to, the Secretary of the Interior's Guidelines for the Treatment of Cultural Landscapes was followed. This process involved documenting the existing conditions of the estate. Site inventory and analysis and onsite interviews were conducted. Natural and cultural resources were evaluated. As a case study, McKee Botanical Garden was analyzed and evaluated. The comparison of this case study served as a guideline to determine the best practice for the historical preservation of the estate. Despite the changes in the landscape at Pinewood Estate over the past seventy years, the garden today still retains William Lyman Phillips design criteria. For the garden to continue to keep its historic fabric, rehabilitation was selected to allow for improvements that make possible efficient contemporary use of the estate.

Do citizen volunteers, sitting on legislatively created local historic architectural review boards, represent a part of the American governance tradition? This study examines the relationships between public board members, citizen interests, career public administrators and the elected appointing authorities. This research involved a national survey of over 1200 members of boards of historic architectural review. In addition, four town or county case studies are presented in detail. These case studies are Jonesborough, Tennessee; Lynchburg, Virginia; Cobb County, Georgia; and Gettysburg, Pennsylvania. These case studies are examined through an ecological perspective. Within the context of this study, boards of historic architectural review are very much a part of the urban/town/county governance model. They are highly professional in their composition, highly egalitarian, and deeply committed to furthering highly individualistic notions of community. Although some national community studies suggest a malaise in communitarian ideals, this research suggests just the contrary. The failure of citizenship falls more upon the legitimacy accorded to citizens as public administrators rather than an apathy toward manifesting that citizenship. Historic preservation itself is in a national state of disarray. Its ethos is poorly defined, and the national wellspring for preservation impetus to the local community is strained. Most communities find themselves struggling to fit a nostalgic, sentimental vision of the preserved environment into a well articulated economic model. This research suggests that local historic architectural review boards need to draw upon themselves to create better opportunities through self-study and formal certification programs. By enhancing their natural reserves of professionalism and commitment, they will advertise what they already do very well: administer in the public interest. By joining with like-minded community-based public boards this new coalition promises a energy and direction for municipal governments. The key is to foster an open environment of dialogue and debate centered on furthering good, responsive government.

The 1906 earthquake and fire in San Francisco devastated the city and left 200,000 people homeless. To house the displaced population, small cottages were built in camps in the city’s parks. With the closure of the camps after one year, refugees were permitted to move their cottages and establish them as permanent homes elsewhere in the city, providing many with the opportunity for first time home ownership. Remarkably, some authenticated cottages have persisted through the decades in the urban landscape. A survey revealed 45 cottage sites; all have been greatly altered over their 110-year lifespans. These modifications make the relief cottages outstanding examples of vernacular architecture--an originally blank building that was moved and adapted according to the needs of its occupants. As such, the cottages reflect manifestations of significance and integrity that necessitate careful, creative evaluation to fit within the framework of modern historic preservation in the United States.

This thesis examines the city of Nanjing in the context of challenges to its sustainability and preservation represented by contesting forces in play in its rapid urbanization and redevelopment. These contesting forces are represented in a discourse matrix that illustrates the tensions between holism and economic development on one axis and contested interpretations of intrinsic values and place-based associations of residents on another. These tensions, which are present in many historic preservation cases across the globe, are made very specific by the administrative structure of preservation in China and in the city in tension with the pressures of conventional redevelopment that destroys historic fabric. At issue are losses of authenticity in the life of the city as understood by the associations of residents with their places of residence. This tension is exacerbated by the cultural and difficult political history of Nanjing, which can be understood to embody its intrinsic history. This history is recounted here to provide context for the evaluation of two city preservation projects, the Ming City Wall and the South Old Town preservation districts in relation to the discourse matrix. Conclusions are offered which suggest that only the future will reveal how Nanjing will or will not resolve these tensions between holistic preservation and government-controlled redevelopment.

This thesis examines the present historical resources of the Rushville Commercial Historic District. After tracing the history of the central part of Rushville from its founding in 1822 to the present, the study describes the present condition of the district and identifies four issues hindering optimal use of the district. These issues include building use, condition, infrastructure and economic vitality. Suggestions for revitalizing individual buildings and the district as a whole are given, along with potential sources of funding. Typical problems observed in the district, such as damage from water, are more specifically covered. This thesis demonstrates how individual property owners, private organizations or public entities such as the municipal government can use historic preservation to combat urban decay and economic stagnation and spur a rebirth of the Rushville Commercial Historic District by capitalizing on its important built resources.

The goal of this thesis was to develop designs and methods for the preservation and display of historic documents. The results were applied via the design, manufacture, and installation of five hermetic display encasements for the original Massachusetts Constitution (1780), a Goddard broadside of the Declaration of Independence (1777), an original copy of the Bill of Rights (1789), the 1629 Charter of Massachusetts Bay, and the 1692 Charter of the Province of Massachusetts Bay. In addition to meeting the aesthetic requirements for a permanent exhibit, the encasements had to have leak rates that would maintain less than 0.5 % oxygen content over 20 years and preserve 40 % relative humidity at 70 'F. Furthermore, the encasement portion of the project had a 300,000 USD total budget, approximately one tenth the budget allocated for the "Charters of Freedom" project at the National Archives. The encasements designed for this project incorporated a novel seal arrangement that "floats" the glass and allows for helium leak testingat any time, without disturbing the document. These design choices were motivated by developing a model for permeation of gases through a network of polymer seals. Preparing the preservation environment also required the design and fabrication of the "Moisturematic", a device that allows for controlled filling of a vessel with precisely humidified gas. Continuous monitoring of the atmosphere inside the encasements was made possible by the development of specialized instrumentation. In January 2009, these historic documents were put on permanent display in the Treasures Gallery at The Massachusetts Archives. Initial leak testing indicates that all encasement have preservation quality environments exceeding 20 years. In addition to design rules for developing high quality, relatively low cost environments for preservation, this thesis presents a roadmap for design of more generalized hermetic sealing and conditioned environments.

Bifurcated by a demilitarized United Nations Buffer Zone since 1974, Nicosia is the only divided capital city in Europe. In 1979, its dual municipalities devised a radical, bicommunal Master Plan to mitigate some of the buffer zone’s divisionary effects and to revitalize the city center. This thesis examines the role of historic preservation within the Nicosia Master Plan, investigating the development of the plan’s preservation element and evaluating how the rehabilitation and adaptive reuse of historic buildings on either side of the barrier have promoted peaceful interaction and spurred economic growth and resettlement in the central city. Population growth, the booming heritage tourism industry, and the proliferation of bicommunal cultural events all indicate the successful implementation of these strategies. Of interest to preservationists, planners, and policymakers faced with divisive and nontraditional planning challenges, this is a timely topic that reveals the potential for preservation strategies to effect lasting urban revitalization.

Fort Clatsop National Memorial is a unit of the National Park Service in Clatsop County, Oregon. The memorial was established by an Act of Congress in 1958 to commemorate the culmination and 1805-1806 winter encampment of the Lewis and Clark Expedition. The memorial centers around a replicated fort structure. The purpose of this thesis is to examine the process of preserving historic sites under the National Park Service (NPS) by examining the history of Fort Clatsop National Memorial. Through this examination it is possible to understand the realities of the national preservation system and the ideals fostered by those involved in the system. The Fort Clatsop site became the subject of folk history in Clatsop County, which culminated in a community movement for national recognition. During the community sponsored l 50th anniversary celebration of the Expedition, local civic groups built the existing fort replica. The management needs of the replica caused the site owner, the Oregon Historical Society (OHS), to actively pursue national recognition. To achieve the creation of a national memorial, OHS and community members enlisted the help of Senator Richard L. Neuberger. Senator Neuberger drafted and successfully sponsored legislation for the creation of the memorial. Since the memorial's creation in '1958, the site has been under the management of the National Park Service (NPS). As a historical, commemorative unit, the NPS is responsible under the 193 5 Historic Sites Act for presenting the history of the Expedition to the public. Such historic interpretation includes the use of costumed demonstrations, exhibits, and other interpretive media. Fort Clatsop also represents the ideals of education and inspiration in NPS interpretive policies. In conclusion, the examination of Fort Clatsop illustrates factors involved in the creation of historic sites within the NPS and how private individuals and Congress affect the selection of historic sites for preservation. While illustrating how the private sector and Congress can decide what historic sites are preserved under the park system, this examination also illustrates how the park system handles those sites placed under its management and how NPS management helps shape public memory.

Historic buildings represent a significant portion of the built environment. Local governments are at the forefront for deciding how these historic buildings will be treated and preserved. The preservation of historic buildings is important for a variety of reasons. Among these reasons is that the preservation of historic buildings and structures helps communities retain a sense of character and place. Additionally, historic preservation makes sense both economically and environmentally. The dilemma for many local municipalities, the City of Arroyo Grande in particular, is that historic structures are at risk of demolition and inappropriate alterations. Through a multi-modal approach, this project seeks to find ways that structures can be preserved. The project looks at how the federal, state and local governments deal with historic properties. It then provides information on how local governments can protect their historic resources through surveys, ordinances and design guidelines. The project relies heavily on the expert knowledge of the Secretary of the Interior and other best practice methods found during a review of the literature. The project serves to inform the Preservation Approaches Plan document for the City of Arroyo Grande which is Appendix 1. The Preservation Plan document serves as a roadmap for future public preservation activities.

Since the 1960s, urban neighborhoods in the United States have been affected by historic designation and local historic preservation policy raising concerns about social inequity in housing and services, environmental resources, and economic challenges. Although there is consensus that the role of public policy in historic preservation decision-making is related to neighborhood stabilization, little is known about the extent of the impact. Using Ostrom's social-ecological systems theory as a guide, the purpose of this single case study of a historical district in the U.S. Mid-Atlantic region was to investigate the impact of implementation of local historic preservation policies and programs related to social and economic change. Data were collected from 11 interviews with residents and government officials and publicly available documents provided by the local government agency. These data were inductively coded and then subjected to thematic analysis. Findings indicate that areas of deficiency in historic preservation policy in the urban neighborhood affect social-economic systems due to the complex and integrated way that the components often work asynchronously. Collaboration between multiple types and levels of entities can offset the negatives and bolster the more positive aspects of historic preservation. The study includes recommendations to local government policy makers and organizations that emphasize the importance of integrated planning and development and the revision of current policy to reflect constituent needs. Maximizing the efficiency and operation of historic preservation policy may engender positive social change by optimizing economic impacts and lessening social disparities and environmental concerns, which may improve citizens' quality of life and affected areas' fiscal health.

The North Meridian Street Historic District, in Indianapolis, Indiana, is an area which still reflects the tastes and lifestyles of earlier decades in a contemporary urban setting. Listed in 1986 on the National Register of Historic Places, the district has been regulated by the Meridian Street Preservation Commission since 1971. The Commission, created through state legislation, was conducting design review in the district through nationally established guidelines, the Secretary of the Interior's Standards for Rehabilitation. In order to more effectively protect and preserve the district, the Commission wished to establish a set of design guidelines specifically tailored to the North Meridian Street Historic District and its particular built and natural- characteristics. This project involved developing a set of design guidelines that would fulfill the needs and desires of the North Meridian Street Historic District, its preservation commission, and its property owners. Each district has its distinct resources and needs. A district's unique built and natural features are guidelines in themselves, but unless the principles and relationships that they represent are translated into words and pictures, many people will not recognize them as such. After researching and analyzing the architectural and environmental qualities of the district a draft set of design guidelines was developed and presented to the Meridian Street Preservation Commission for review. In response to comments and expressed concerns made at a series of public hearings held from March 1992 to August 1993, several rounds of revisions followed the initial presentation of the guidelines. The August 1993 version of the guidelines was adopted by the Commission in September 1993 and is currently in effect.

Similar to their urban counterparts, rural communities consider preservation of a site based on their most vital economic features. With the growing minority and non-white cultures becoming more predominant in American society, so too has the culture and significance of historic events changed. More emphasis is now on the surrounding environment of those landmarks historically preserved rather than just the landmarks themselves. And in turn with the environment, more grants and awards are passed down to those sites and locations that provide more options to limiting excess space and energy while utilizing them to the fullest potential. Some conflicts still occur in relation to preserving historical integrity with development, but the total consensus is that historic preservation provides economic benefit more than loss.

*Graveyards are significant sites that are consciously and deliberately created. As both architecture and landscape architecture, graveyards are an intrinsic part of history that have helped define and establish architectural styles as well as address land use and associated issues.Graveyards provide some of the best and most lasting examples of art and sculpture through the ages. By examining the size, shape, ornamentation/articulation, style of carving and materials from which the stones are constructed, elements of social status and what individuals thought of the themselves are revealed. Valuable historic documentation is gleaned from graveyards in the form of genealogical information, social history, widespread diseases, wars/battles and demographics. The study of epitaphs discloses biographies of individuals and indicates what type of professions were dominant during a certain period. The religious symbolism of individual stones differentiates denominations and may lend evidence of a once-existent church or parish.*This term was traditionally used throughout the seventeenth, eighteenth and nineteenth centuries and therefore will be applied in the text where appropriate. The need to preserve graveyards is essential to humankind's understanding of the past,, people and the environment. As outdoor museums that are open to all, regardless of social or economic status, to visit and experience, graveyards are potentially one of the best educational tools for interpreting history, yet are seldom used. Graveyards must begin to be viewed as "interpretive sites" and not just as functional and emotional places for the dead. As a tangible aspect of history that contains sensitive records, the preservation of a graveyard must be carefully and innovatively handled. The stability that a cemetery presents in the ever-changing environment of a disposable society is threatened unless the site and its artifacts are properly maintained.Historic Blandford Cemetery in Petersburg, Virginia, presents itself as a significant eighteenth, nineteenth and twentieth-century graveyard/cemetery. It is the site of the 1781 Battle of Petersburg and the burial grounds for approximately 30,000 Confederate soldiers from the United States Civil War. The Old Blandford Church is the oldest church in the Petersburg area (ca. 1734-1737) and was the last of three brick churches built for Bristol Parish of Bristol, England, in colonial Virginia. The church also contains fifteen Tiffany stained-glass windows designed by Louis Comfort Tiffany.Since the historic fabric at Blandford Cemetery needs to be preserved, restored, maintained and innovatively managed to ensure its future, this study has been undertaken with the sincere hope that others will find the enthusiasm, support and encouragement to seek out, preserve and interpret old graveyards and cemeteries.
