In the mining industry, as a dangerous industry related to the specifics of its production, in particular, the process of risk management and analysis should be taken into account. One of the main reasons of occupational accidents, in addition to human error and technical failures, is the lack of foresight of possible accidental events, and the lack of assessment by a company of the risks associated with occupational safety. The article considers the main risks in the mining industry, analyses the problems of modern systems of risk assessment and management of mining investment projects, methods and sequence of qualitative and quantitative risk assessment, provides recommendations for their improvement in order to bring them in line with international risk management standards.

In the course of work it was demonstrated that occupational risk is considered to be the probability of harm to health as a result of exposure to harmful and / or dangerous production factors during the labor process. A prerequisite for occupational safety in production activities is knowledge and assessment of the activities of sources of danger, risk assessment tools, the degree of impact of hazards on people and taking the necessary measures. Risk management is carried out in the performance of each production operation performed by employees of the enterprise, and is aimed at eliminating or reducing unacceptable risks through the implementation of appropriate protective measures. Without the analysis and management of occupational risks, it is impossible to create safe conditions, as well as reduce injuries and reduce occupational diseases. One of the main methods of occupational risk analysis that gives the best results is the method of analysis of causation using a dynamic model. In order to identify hazards, assess risks and implement protective measures that can ensure the acceptable level of risks of future work, it is necessary to consider the production task and visit the work site. Work is allowed if there are no additional hazards and protective measures of the Risk Assessment Map are actually implemented. It is forbidden to perform the work when identifying additional hazards that require reducing the risks of additional resources and the decision of management. It is strictly forbidden to perform the work until the rapid reduction of the level of risk to an acceptable level begins − with the identification of additional hazards that require the development and implementation of protective measures at the expense of personal resources.

An analysis of professional risk management models according to international standards is proposed, taking into account the interpretation of the main terms (danger, risk, incident risk assessment), to build a uniform approach in occupational safety and health management systems in organizations. To solve the problem, the method of morphological analysis was used, which is based on the selection of possible solutions for assessing the technological feasibility of occupational risk management models and making a rational decision regarding the features of documenting the assessment of occupational risks using integrated approaches, which made it possible to specify the elements that form local, topological and metric spaces A comparison of the interpretation of the main terms that form models of occupational risk management was carried out, based on the requirements of the EU-OSHA Workplace Risk Assessment Guide, Guidelines for Occupational Safety and Health Management Systems ILO-BHP 2001, ISO 45001: 2018 Occupational health and safety management systems. Requirements and guidelines for application". Built in accordance with the requirements of the specified international standards, professional risk management models that take into account differences in the interpretation of terminology. The concepts of acceptability (permissibility) and non-acceptability (non-permissibility) of professional risks for their assessment are defined. It has been established that the main difference between ISO 45001:2018 and the existing international standards regarding the requirements for occupational risk management is the consideration of all hazardous occupational factors that can significantly affect both the probability of the occurrence of a hazardous event and the severity of the consequences, which requires a review of the matrix approach to assessment professional risks. Forms for documenting the assessment of occupational risk are proposed, in accordance with the requirements of the specified standards, which reflect their differences formed in the considered models. The scientific novelty consists in substantiating the impact of professional risk management models on their documentation procedure. Forms for documenting the assessment of occupational risk are proposed, in accordance with the requirements of the specified standards, which reflect their differences formed in the considered models. Recommendations have been developed regarding the relationship between dangerous factors of the organization's environment and their impact on the level of professional risks.

An urgent task in modern conditions is to improve the existing models of occupational risk assessment to ensure the safety and health of employees, obtain and analyze objective information sufficient to develop scientifically sound management decisions on the prevention of occupational and general morbidity, reduce labour loss and preserve labour longevity. The review provides information on domestic and foreign models of occupational risk assessment, their improvement to ensure the safety and health of employees. Various models of occupational risk assessment are analyzed, both quantitative, semi-quantitative, and qualitative methods of assessing occupational risk that causes the risk for employee health disorders associated with exposure to chemicals, dust factor, noise, and vibration. Methodological principles of various models of occupational risk assessment differ in approaches to assessment of hazard and impact. The advantages and disadvantages of domestic and foreign models of occupational risk assessment are established. This requires the development of a single unified methodology (procedure) for assessing and managing occupational risks, criteria for assessing occupational health risks of an individual and cohort (group, collective) nature. The ideas and evidence discussed in this review indicate that scientific research and professional practice on occupational risk assessment in occupational should develop towards a more holistic, health-oriented model of occupational risk assessment and management. When preparing the review, the databases Scopus, Web of Science, Medline, The Cochrane Library, EMBASE, Global Health, CyberLeninka, RSCI were used.

The awareness of occupational health risk management in the electronics industry is weak in China, and many Chinese occupational health management regulations have not been effectively implemented. China’s current occupational hazards classification method and the Environmental Protection Agency (EPA) inhalation risk assessment model recognized internationally were used to perform health risk assessments for a chip manufacturing company in the electronics industry in order to determine the existing problems and put forward the optimization proposals of the occupational hazards classification method in China. The results showed that the detected concentrations of toxic and harmful chemicals in all testing points did not exceed the occupational health exposure limits in China. According to the EPA inhalation risk assessment model, the highest values of non-carcinogenic risks of ammonia, chlorine, fluoride, sulfuric acid, hydrogen chloride, ethylene glycol, phosphine, boron trifluoride, isopropanol, benzene, and xylene were 5.10, 67.12, 1.71, 45.98, 1.83, 1.43, 160.35, 46.56, 2.52, 5.55, and 5.37, respectively, which means workers in electronic chip manufacturing companies exposed to these chemicals have higher occupational health risks. However, on the basis of the occupational hazards classification method, the occupational health risks of exposure to the toxic and hazardous chemicals are relatively harmless operations. The evaluation results of the EPA inhalation risk assessment model are generally higher than those of the occupational hazards classification method. It’s recommended to refine the value of occupational exposure limit B, taking more characteristics of the hazard factors into account and fuzzifying the parameters to optimize the occupational hazards classification method. At the same time, it is suggested that the electronic chip manufacturing company should conduct anti-virus risk management covering in three aspects: increasing the awareness of occupational hazards, enhancing system ventilation, and improving personal health management measures.

Dementia affects a person's ability to undertake previously achievable tasks which can present risks. The assessment and management of risk can differ and inclusion of the person's view is not always apparent. This literature review aimed to explore current knowledge concerning key areas relevant to risk assessment and management. This included the contribution of occupational therapy functional assessment. It revealed that knowledge tended to be practice based, rather than research based, and that there was no specific research on functional assessment of risk. Issues of how risk was established by those involved and consideration of the person's view were raised.

The model for assessing the levels of occupational risks was introduced and is used at the mechanical engineering enterprises during lifting equipment operation. The analysis of injuries carried out six months after the start of its use and familiarization of employees with the register and the level of hazards showed a decrease in risk levels in relation to previous periods. The results of the study of the procedure for managing occupational risks when working on three types of cranes are presented: electric bridge crane; gantry crane and single-girder electric supporting bridge crane. The first two listed cranes are installed at hazardous production facilities. After drawing up a plan for assessing occupational risks at the stage of risk identification, the method of questionnaires was used to collect information about production processes and determine the register of hazards. To analyze the work of the occupational health and safety management system, a multi-level control of the technological process and ensuring its safety was introduced. In practice, the relevance and availability of the Fine — Kinney method for assessing the levels of occupational risks was confirmed. When studying the significance of the impact of the procedures (elements) of the occupational health and safety management system on the probability of a hazard and, consequently, on the final level of occupational risk, the method of expert assessments was used. The methods for formalizing assessment results proposed and implemented in the organizations reflect all the stages of the process and provide answers at any stage of the study of the occupational risk levels. The measures developed based on the results of the assessment of occupational risk levels allow to maintain safe working conditions and prevent the occurrence of hazards that lead to injuries at work.

Nowadays, the decision making based on the preliminary risk assessment became a frequent practice almost in all spheres of human activity. As a result of late changes in the legislation relating to labour safety, occupational risks assessment became an employer obligation. To organize this process, the additional training of specialists is necessary. The formation of a system for training such specialists is a topical issue both for employers and educational institutions. At the initial stage of formation of the professional competence model of a specialist for occupational risk assessment, the author selected from the occupational standard of a labour protection specialist the job functions related to the occupational risk management. The paper considers a competence model of a specialist in the sphere of industrial safety and health developed by the experts of British Institution of Occupational Safety and Health (IOSH). To identify professional competences necessary for occupational risks assessment, the author suggests carrying out test assessment of occupational risks and forming a professional competence model using the technique of analysis and observation over actions necessary for risk assessment. To obtain more objective results, the author proposes carrying out such assessment within a group of three people – a labour protection specialist, a department manager, and an employee representative. The Lost Time Accident Frequency Rate and the Work Accident Severity Rate are accepted as the performance criteria of occupational risk assessment. The author suggests using the developed professional competence model in the future when training technosphere safety specialists.

Introduction: Laboratory animal facilities aim to provide excellence in animal care and welfare and support scientific research. Critical to these goals is to ensure a safe work environment for personnel comprising veterinary and animal care, laboratory research, and maintenance staff. Objective: Thus, performing occupational risk assessments allows for evaluation of risks from identified hazards associated with a variety of tasks ongoing in laboratory animal facilities. Methods: Herein, we present the development of an occupational risk assessment tool purposed to capture the dynamics of work performed in laboratory animal facilities, calculate and prioritize identified risks associated with procedures and processes, and inform and evaluate risk mitigations. Results: We also discuss a risk assessment for refining sharps use in nonhuman primate husbandry and care to demonstrate the utility of this tool to improve occupational safety in our animal facility. Conclusion: This tool and framework evolve into a holistic occupational risk management system that identifies, evaluates, and mitigates occupational risks; determines risk acceptability; consistently ensures communication and consultation with frontline personnel, stakeholders, senior leadership, and subject matter experts in biosafety, science, and animal care and welfare; and continuously strives to improve and enhance the operations of laboratory animal facilities.

BACKGROUND: Educational support staff (educational staff) in schools perform widely distinctive activities according to their occupation and work process. OBJECTIVE: This study analyzes the possible incidents for each occupation and work process, and suggests a risk matrix prioritizing the risks of educational staff’s work. METHODS: A total of 1,566 injuries of educational staff, registered for occupational injuries and illnesses between 2015 and 2016, were used to develop the risk matrix considering injuries, sick leave days, and disabilities. RESULTS: Among the 1,566 injuries, ‘Cook-cooking/serving: Burn’ (8.5%) was the most frequent incident. ‘Cook-manual materials handling (MMH): musculoskeletal disorders (MSDs)’ (241.6 sick leave days) was the most severe incident, and the number of disabilities was high in the forms of ‘Cook-cooking/serving: MSDs.’ According to risk assessment results, possible incidents predicted as ‘High’ level of risk management were in the forms of ‘Cook-cooking/serving: MSDs,’ ‘Cook-MMH: Slip and trip,’ ‘Cook-cleaning/repairing: Fall from a height,’ ‘Cook-walking: Slip and trip,’ ‘Cook-MMH: MSDs,’ ‘Cook-cooking/serving: Burn,’ ‘Cook-cleaning/repairing: Slip and trip,’ ‘Custodian-cleaning/repairing: Fall from a height,’ and ‘Instructor-walking: Slip and trip.’ CONCLUSIONS: The results can be used to develop an effective injury prevention policy, and to allocate resources for risk management in ensuring school safety.

During the last decade, a major concern for Romanian Occupational Health and Safety (OHS) professionals and scholars raised in relation to risk assessment methods and techniques. As well documented in literature, the risk assessment is the basic step in the occupational health and safety risk management process. Risk assessment can be achieved at different levels according to the purpose of the analysis, according to the information, data and resources available. The aim of this paper is to perform a critical – comparative analysis of various worldwide applied methods, in order to establish their feasibility for further studies in the field of electrical safety. The paper gives an accurate comparative presentation in quantitive and qualitative terms of deterministic, probabilistic and combined methods. Furthermore, a detailed description of failure mode, effects and criticality analysis (AMDEC) technique and a SWOT (Strength, Weakness, Opportunity and Threat) analysis is performed. Conclusions are drawn and recommendations made, targeting the applicability of investigated methods for electrical safety activities from the risk management perspective.

Today, in accordance with the requirements of Russian legislation, the employer is obliged to ensure the creation and functioning of a labor protection management system, one of the critical elements of which is the procedure for assessing and managing occupational risks. The paper aims to study the existing training programs on occupational health and safety related to issues of occupational risks and analyze the competencies of occupational health and safety specialists, who are entrusted with duties related to the assessment and management of occupational risks. The author uses methods of comparative analysis, analysis of the regulatory framework, scientific literature and open sources. As a result of the study, a scale of competence of occupational health and safety specialists based on the Federal State Educational Standard of Higher Education was proposed to assess and manage occupational risks in an organization. Federal and regional executive authorities can use the materials and results of this scientific study in the development of methodological recommendations in the field of occupational health and safety, training programs for managers, specialists, and experts in the assessment and management of occupational risks in the organization

The risk assessment of hazardous substances has become increasingly important for the efficient prevention and management of various diseases or accidents caused by increased amounts of hazardous substances in the workplace. In this study, risk assessment was conducted for 36 kinds of hazardous substances requiring management by using qualitative and quantitative risk assessments. Qualitative risk assessment was performed by multiplying the exposure level class by the hazard class according to the Korea Occupational Safety and Health Agency’s (KOSHA) Chemical Hazard Risk Management (CHARM). The quantitative risk assessment was followed by a four-step risk assessment system presented in the Guidelines for Hazard Risk Assessment of Chemicals (KOSHA GUIDE W-6-2016). In the quantitative assessments, we presented a new method of classifying risk levels into four steps, much like qualitative assessments. In this study, the quantitative risk assessment was considered difficult to predict through qualitative risk assessment. Therefore, it is necessary to perform a quantitative risk assessment after a qualitative risk assessment for a higher level of risk assessment.

Abstract In this paper, the authors focused on the analysis and evaluation of factors affecting the level of occupational risk in “small” enterprises, with a particular emphasis on psychophysical factors in the manufacturing sector. The study was conducted using a self-administered questionnaire. The results were verified using the strucla interview method with elements of observation. The purpose of the paper was to draw attention to – often overlooked in the assessment of occupational risks by employers – psychophysical hazards with particular emphasis on psychosocial hazards. Respondents – employees of enterprises with a particular focus on the manufacturing sector – point to psycho-physical hazards as those that, right after hazardous (accident) hazards, significantly affect the level of occupational risk. However, the assessment of factors determining the level of occupational risk changes with the age of respondents. Older workers, more often than younger ones, perceive the factors that affect the level of occupational risk. Their experience and ability to reliably identify risks can be very useful in creating awareness of safe behavior among the youngest workers, who are most vulnerable to occupational accidents. The article also presents analyses and assessments of the symptoms of occupational stress, which is one of the factors shaping psycho-physical risk that is so often underestimated by many workers and employers.

Анотація:
An analytical model for a comprehensive assessment of the state of the occupational health and safety management system in the industrial sectors is proposed. International and domestic experience of the scientific research is analyzed. It is determined that the occupational risk assessments are divided into a priori and a posteriori components. Under the assessment of a priori risk is understood its prognostic assessment. A posteriori risk assessment involves the analysis of a set of interrelated indicators of the health status of employees with their subsequent comparison in dynamics or with any other indicators. The model was developed using the Bayesian approach, which takes as a basis the a priori value of a complex indicator for assessing the state of the occupational health and safety management system and determines the changes in this indicator. The final assessment of the efficiency of the occupational health and safety management system is built using the intervals of the Harrington function. Numerical calculations were made to assess the efficiency of the occupational health and safety management system for a number of industries for the period 2015–2020. Calculations showed that a significant improvement in the state of the occupational health and safety management system occurred in the light, automotive, oil and gas and woodworking industries (comprehensive assessment indicator at the level of 0.7). The state of the occupational health and safety management system in the coal mining and petrochemical industries has practically not changed (the indicator of a comprehensive assessment remained at the level of 0.5). Proposed approach can be applied to assess the efficiency of the occupational health and safety management system in other areas of economic activity, as well as in the systems of ensuring safety.

Introduction. The paper discusses the methods for occupational risks assessment of workers within the framework of the labor protection management system. To date, there is no legally approved methodology for occupational risks assessment. Numerous well-known methods of ORS are advisory in nature. Their main weak point is the influence of the human factor and, consequently, the relative subjectivity of the final conclusions.Problem Statement. The main objective of this work is to study the possibility of occupational risks assessment of workers by the "Bow tie" method in the occupational safety management system.Theoretical Part. The method of risk assessment "Bow tie" was adopted as a basis. The main components of this method are considered. Approbation has been carried out. It is proposed to introduce an additional barrier into the "Bowtie" risk assessment method, which is called "Non-destructive control".Conclusions. As a result, a technique for occupational risks assessment was proposed, taking into account the results of non-destructive testing. The positive aspects of the proposed approach are also identified.

The U.S. EPA has increasingly relied upon quantitative health risk assessments as the basis for management decisions about public health protection. Full utilization of risk assessment in management applications, however, is limited by uncertainties in the resultant accuracy of the risk estimates. This paper will discuss a research strategy to address the uncertainties in the risk assessment process and describe parallel issues to address in the risk management area. An attendant need for effective communication of complex scientific concepts is also identified.

The article is a continuation of the analytical approach to assessment of condition of the occupational health and management system. The risk-oriented approach supposes decision-making and taking measures to ensure labor protection according to the risk value. Such approach is based on the constant analysis of hazards and current risks and regular adjustment of the occupational health and management system. The model uses the Bayesian approach which, on the basis of a priori value of a composite indicator of assessment of occupational health and management system, determines the potential changes of this indicator according to such factors as the hazard level of units of occupational health and management system and complexity of fires or accidents. The value of composite indicator of assessment of the condition of occupational health and management system is found via the method of maximization of a posteriori density of probability. The level of hazard of units of occupational health and management is assessed for groups of units homogenous by their economic activities and functional hazard classes, by the values of injury (fatality) risk for employees. The complexity of fires (accidents) is assessed in accordance with the quantity of equipment units engaged in fire extinguishing or accident elimination. In order to assess the efficiency of occupational health and management system, the Harrington function’s intervals are applied. The boundary values of the function complying with a good, satisfactory and poor efficiency of occupational health and management system are determined. As an example, calculation of a composite indicator of assessment of condition of the occupational health and management system for a fire department is considered. It is demonstrated that considered complexity of fires and the hazard level of fire units may significantly change the assessment of efficiency of the occupational health and management system. The general scheme of adjustment of the assessment of efficiency of occupational health and management system is provided.

The article analyzes the results of a study on the implementation of an information system for managing occupational risks at a protected ground agro-industrial complex enterprise. By using the author’s model of an automated information and reference system for assessing and controlling occupational risks, which contains the main elements of an occupational risk management system – a hazard identification block, an occupational risk analysis and assessment block, and an occupational risk management block, the company’s management builds a strategy to increase the efficiency of the labor protection management system, expanding its operational and functional capabilities. The amount of occupational risk is calculated according to the author’s method based on the information entered in the database of the automated information and reference system, according to such parameters as: health status, length of service, age, qualification of the employee, training in labor protection requirements and violation of labor protection requirements by a specific employee, category risk for identified industrial hazards. The introduction of an automated information and reference system for assessing occupational risks at the protected ground agroindustrial complex enterprise allowed not only to see possible risks, but also to accurately calculate their level, and to develop preventive measures to manage the identified risks.

Purpose. The article presents the results of the studies carried out in the course of the research work on the development of Model Regulations on health and safety protection management system in EMERCOM of Russia, in particular, identifying personnel hazards and compiling a list of them, assessing occupational risk level and elaborating measures aimed at their reduction, in order to decrease injury, disability, morbidity rates and death toll of EMERCOM of Russia personnel during the official duties performance. Methods. In the study, risk assessment matrices (matrix method) have been used in two ways: frequency (probability, prevalence) and severity of consequences (possible damage). The hazards, together with information on personnel posts, specific types of activities for which the hazards are typical, as well as the results of risk assessment associated with the hazards, and measures to reduce these risks, are recorded in a occupational hazard generalized register. Findings. For the first time, a methodology for assessing occupational risks taken by EMERCOM of Russia personnel (hereinafter referred to as the Methodology) has been developed, based on the elaborated list of hazards, taking into account work peculiarities. Research application field. The developed Methodology is approved by the ordinance of EMERCOM of Russia dated March 31, 2021 No. 249 "On approval of Methodical recommendations for the development of health and safety protection management system in EMERCOM of Russia" Conclusions. Matrix method use will allow organizing the risk management process. This method will help identify hazards and assess the levels of occupational risks in units, institutions and organizations of EMERCOM of Russia, and then implement measures aimed at reducing occupational risks levels. The introduction of the methodology for assessing occupational risks of personnel in units, institutions and organizations of EMERCOM of Russia will allow: reducing death toll and injury rate from accidents during official duties performance, as well as occupational diseases; improving working conditions; raising the awareness of the personnel on working conditions during the official duties performance, ensuring their right to safe work.

In the theoretical part, an attempt was made to determine the concept of occupational risk and the process of its evaluation was specified. Particular attention was paid to activities supporting the occupational risk assessment in the aspect of PN-N 18001 standard, the objective of which is to support appropriate management of occupational health and safety. In the practical part, occupational risk was assessed and assessed as a field brickyard driver and actions were proposed to reduce the level of occupational risk at the discussed workplace. Analysis and method of occupational risk assessment may be useful in any organization that wants to take care of its employees, and thus provide them with security at the position where they work.

Risk is a substantial part of sports organizations as well as other organizations and daily life; therefore, it is inevitable in any activity. One may encounter various risks of injury since sports fields and equipment are not ergonomic for performing sports activities healthily Aim: Ultimately, to help improve the conditions of sports activities, the present strummed to determine the activities to be maintained as a result of a risk assessment using the decision matrix risk assessment technique where accidents are classified by their severity and probabilities. Methods: The present study adopted DMRA (L-shaped matrix); it is among the systematic methods widely used in occupational health and safety (OHS) risk assessment. In general, it is an assessment technique where one may obtain a risk assessment value by considering two factors. Results: Likewise, we identified those requiring control measures and a cease at the last resort. Conclusion: Overall, we proposed some corrective actions that may help prevent the occurrence of the presented accidents through the implementation of occupational health and safety regulations published by the correspondent institutions. In the modern system of process safety management, the procedure for occupational risk assessment and management as a probability of causing damage to health in the performance of work duties has become mandatory for microelectronics enterprises. This procedure involves the use of systematic methods for risk identification, monitoring and analysis, obtained results recording and interpretation, and the necessary reporting preparation. This paper analyzes the risks in the main structural divisions of the microelectronics enterprise and suggests corrective organizational measures to minimize the likelihood of a dangerous event and subsequent damage. The procedure was carried out using the Fine – Kinney method, the most informative approach to risk assessment, taking into account the severity of the incident and its economic consequences for the enterprise. It has been established that the sources of significant risk are typically related to space planning flaws, failure to meet the time limit for X-ray equipment work licensing, absence of draw ventilation, and outmoded system of used lapping slurry collection. These shortcomings elimination opens up the opportunities for occupational hazard class lowering and downward revision in tariffs.

The article presents the results of the analysis of the current state of information support of the labor protection management system in the aspect of transition to the introduction of risk-oriented approach. It is noted that the system of labor protection management, which was formed in accordance with the command-administrative principles of the planned economy, in today's conditions was not effective enough, so it needs to improve its information support. One of the shortcomings of the existing information support of labor protection management can be considered unresolved issues of integration of various information systems (IS) in the field of labor protection, designed to solve management problems, which does not allow to form generalized information bases, to conduct analytical data processing. Assessment of occupational risks requires systematic monitoring of enterprise performance indicators, provides for forecasting the dynamics of changes in these indicators, as well as taking into account other factors that potentially affect occupational risks. To automate the process of collecting and analyzing initial data, modeling and calculating the forecast of occupational risk, it is proposed to create a specialized monitoring information system. Given the need for significant financial costs for the implementation of this project, other approaches to improving information support are the gradual creation of separate subsystems of the monitoring system. The main directions of improvement of information support of occupational risk management are formed, in particular modernization of information systems at the state level and enterprise level is offered. The statistics accumulated during the operation of these systems can be used as initial data for occupational risk assessment and further development of sound preventive measures.

The digital transformation of the economy and society prompts the renewal of methods in occupational health as well. There are outlined fundamentals of the draft revision of the “Guidelines for the Assessment of Occupational Risk to Employee Health. Organizational and methodological foundations, principles and criteria for the assessment». R 2.2.1766-03. The draft contains methods of occupational risk (OR) assessment supplied with information materials and software for working on the Internet in real-time. Algorithms and models for calculating the probability of impairment of health according to data of the Special Assessment of Working Conditions (SAWC) as well as causation algorithms - work-relatedness assessment according to data of periodic medical examinations (PME) for the validity of risk assessment from the standpoint of evidence-based medicine are presented. There are set out methods for calculating the probability of the formation of occupational diseases (OD) of the main nosological forms from the exposure of noise, hand-arm and whole-body vibration, heat and cool microclimate, fibrogenic dusts, physical labor (local, regional and general loads), strenuous work, standing work with the likelihood of varicose lower veins limbs, multi-factor exposure and low-back pain. Risk assessments for the reproductive health of workers are also discussed. The models are based on the documents of the WHO, ILO, ISO, domestic and foreign literature data that meet the principles of evidence-based medicine. The problems of work-related diseases (WRD) - the concept of WHO (1987) -basics of etiology, qualitative and quantitative criteria for causation, models of consensus and evidence-based medicine, as well as projects for integrated work on the detection systems for WRD in the European Union countries are considered. Single-digit indices of working conditions and health problems, moral harm caused to an employee suffering from OD or WRD. Hygienic recommendations to employers on OR management, prevention priorities, the role of personal protection equipment, the basics of corporate health promotion programs, and ethical and economic aspects are described. The calculation methods are provided by the software of the electronic online reference book “Occupational Risk” (URL: http://medtrud.com/) in order to ensure evidence-based decisions of hygienists. In conclusion, a turning point in occupational health is noted: a decrease in the detection of traditional ODs without compensation by the number of OD and WRD from new technologies, materials and risk factors; this problem requires urgent action.

Introduction: The plate manufacturing production unit is one of the work units in PT. INKA (Persero), which involves the interaction between humans and machines in its activities, heavy equipment, and materials, all of which can cause possible hazard impacts that can impact the safety and health of workers. The purpose of this study is to conduct risk assessment on occupational safety and health aspects by identifying risks, assessing risks, identifying control efforts and assessing residual risk as a form of efforts to prevent occupational accidents and occupational diseases, using existing resources effectively and efficiently. Method: This research is a type of qualitative research, through interviews and observations, with cross-sectional studies and descriptive analysis. The interviewees for this study were K3LH management managers, steel managers, and machine operators in the plate production unit (PPL). The tools in this study werean interview guide, Job Safety Analysis (JSA) and Hazard Identification Risk Assessment Determining Control (HIRADC) using the AS / NZS 4360: 2004 Risk Management Worksheet Standard Risk Matrix. Results: From the research, it was found that there are 94 hazards for 11 different machines. Regarding the risk levels, there are 9 extreme risk levels, 46 high risk levels, 33 medium risk levels and 6 low risk levels. Conclusion: There are still 61 risks with medium risk level and 6 remaining risks with high risk level that still need control. Control efforts have been implemented by PT. INKA (Persero) in accordance with the hierarchy of control, such as the use of PPE and the provision of work SOPs. AbstractThe objective of this paper is to present and verify the decision-making model which makes it possible to streamline the occupational hazards that tend to occur in the work environment, according to the adopted decision-making criteria. In this way, it will be possible to reduce inconsistencies of decision-makers deciding to focus their preventive measures upon the most important hazards, in the situation when the same assessments for hazards are obtained using classical matrix techniques. Within this model, a grey approach was proposed, which makes it possible for experts to use linguistic variables in such assessments. The following three risk assessment parameters were used as the criteria: probability of occurrence of hazards, level of their consequences, and a possibility to avoid them. The model was verified in a furniture manufacturing company on the basis of 17 key hazards assessment, which had been carried out by: an executive officer, a direct supervision employee, a work health and safety officer, and an expert coming from outside the company. This paper remedies some shortcomings in using the grey theory in occupational risk management, and constitutes an original application of this concept in the work safety area.

We devoted this article to the problem of causation and evaluation of causality associations in the occupational epidemiology, exposure assessment, occupational health, and industrial medicine using methodological approaches of clinical epidemiology, for which the term "evidence-based medicine" is wider used in the Russian Federation. The researchers paid some attention to the historical aspects of causality assessment in occupational medicine in the Russian Federation. The authors discuss the issues of evidence in occupational medicine, planning, and implementation of epidemiological studies in occupational therapy using specialized questionnaires and clinical, functional, molecular, and genetic techniques. We analyzed the concept of the "risk factor" of the disease along with the organizational and methodological bases of assessment and management of occupational risks in industrial medicine. The paper also offers applied examples of the relative risk assessment, highlighting the advantages and perils of selected methods in a comparative analysis. Scientists have affected the contribution of systematic reviews aiming to mine evidence-based rationale in occupational epidemiology. The authors speculate and conclude on the importance of risk assessment in the overall morbidity reduction in occupational medicine through efficient prevention programs, along with the underpinnings to include work-related conditions in the national loss of occupational diseases.

Despite wide legislation basis of regulating relations in work safety and workers’ health, one third of workplaces demonstrate exceeded allowable normal levels of workers’ exposure to occupational hazards and present occupational risk for health disorders.In accordance to national legislation acts, evaluation should cover factors of occupational environment and working process, and occupational risk is understood in context of mandatory social insurance. This approach has been formed due to mostly compensatory trend in legal principles of work safety in Russia by now. Implementation of new preventive concept of work safety, based on idea of risk management for workers, necessitates development of legal acts that regulate requirements to evaluation of occupational risk and its reports with consideration of changes in Federal Law on 30 March 1999 №52 FZ “On sanitary epidemiologic well-being of population”.Those acts can include Sanitary Rules and Regulations “Evaluation of occupational risk for workers’ health”, that will contain main principles of risk assessment, requirements to risk assessment, including its characteristics which can serve as a basis of categorizing the risk levels with acceptability.To standardize requirements for informing a worker on the occupational risk, the expediency is specification of sanitary rules “Notifying a worker on occupational risk”. These rules should contain requirements: to a source of data on occupational risk level at workplace, to informational content and to ways of notifying the worker. Specification and implementation of the stated documents enable to fulfil legal requirements completely on work safety — that will provide preservation and increase of efficiency in using work resources.

Noncriteria air pollutants are synonymous with hazardous air pollutants (HAPs), air toxics or toxic air pollutants (TAPs). The term noncriteria pollutants refers to all air pollutants except for the criteria pollutants (SOx, PM, NOx, CO, O3, and Pb). Air toxics are pervasive in our environment worldwide in varying degrees. Uses of these chemicals are varied and numerous; their emissions are ubiquitous, and they include organic compounds such as chlorinated hydrocarbons, dioxins, aldehydes, polynuclear aromatic hydrocarbons, and heavy metals such as chromium, nickel, cadmium, and mercury. There are more than 70,000 chemicals that are in use commercially in the United States, and we know relatively little about their ambient concentrations, persistence, transport and transformation as well as their effects on health and the environment, many of which take decades to emerge. The United States Environmental Protection Agency, under the authority of Section 112 of the Clean Air Act, is mandated to regulate any air pollutant which, in the Administrator's judgment, “causes, or contributes to, air pollution which may reasonably be anticipated to result in an increase in serious irreversible or incapacitating reversible illness.” For such regulatory decision-making, EPA's Office of Health and Environmental Assessment (OHEA) provides scientific assessment of health effects for potentially hazardous air pollutants. In accordance with risk assessment guidelines developed by OHEA over the years, Health Assessment Documents (HADs) containing risk assessment information were prepared and were subjected to critical review and careful revision to produce Final Draft HADs which serve as scientific databases for regulatory decision-making by the Office of Air Quality Planning and Standards (OAQPS) in its risk management process. EPA developed databases such as the Integrated Risk Information System (IRIS) and the National Air Toxics Information Clearinghouse (NATICH) and a technical assistance response system called the Air Risk Information Support Center (AIR RISC), in addition, to help in implementation of the National Air Toxics Program by state and local regulators.

AbstractThe paper discusses options for assessing risks with a view to identifying the nature and scope of the impacts of non-conformities and defining improvement opportunities. Such options are described in terms of hazards and opportunities. The opportunities reflect the measures required to increase the chances of establishing more effective safety management systems. The hazards reflect the circumstances that may prevent organizations achieving the desired benefits and that must therefore be eliminated in the course of system deployment and operation. Once identified, the above will help build the capacity to improve the existing management system in any organization that seeks to systemically modify its occupational safety system. The paper invokes the requirements set forth in ISO 45001, which it cross-references with binding legislation (including Directive 89/391/EEC). The approach helps define the benefits to be derived from assessing risks with a view to identify improvement opportunities and hazards by methods best suited to an organization’s environment.

A great share of workers employed at polymetallic ores mining have to face harmful working conditions at their workplaces. To provide safe working conditions for them and to preserve their health is a vital task occupational medicine has to tackle. Polymetallic ore mining enterprises employ certain common technological processes; nevertheless, there are specific features depending on ore mining techniques and the mineralogical composition of different ores. These features determine differences both in working conditions and in occupational risks of developing occupational morbidity (OM) and work-related morbidity (WRM). By now, there have been enough studies on peculiarities of occupational health risks for workers employed at sulfide ore mines, copper-nickel ore mines and ferruginous quartzite mines. Considerably less attention has been given to assessing occupational risks for workers dealing with mining and processing copper-zinc ores. We performed complex clinical and hygienic examinations at a major copper-zinc ore mining enterprise located in the Southern Urals. The research results gave grounds for determining a category of working conditions, establishing formation peculiarities and the structure of occupational and work-related diseases among workers from various occupational groups. Occupational risks were assessed considering hygienic and medical-biological indicators. We established the highest occupational health risks for shaft sinkers, followed by drilling unit operators, timberers, excavator drivers, load haul dumper (LHD) operators and underground self-propelled machine (USPM) operators. The research results gave grounds for developing a conceptual model of assessing and managing occupational risks in the branch. The urgency of developing and implementing activities aimed at risk mitigation should be determined depending on how validated a risk is and on its rates established for specific occupational groups.

It is necessary to carry out work to analyze the harmful factors of accidents during the production, operation and transportation of raw materials in oil and gas fields and assess their compliance with the requirements of the standards of the Republic of Kazakhstan. The main goal of labor protection is to create safe working conditions for employees, as well as to prevent personnel from illnesses. In this regard, it is necessary to have a system of accounting, analysis and assessment of the state of labor protection, as well as management of labor protection. This article proposes ways to quickly assess the state of health and safety at work by calculating a number of occupational risk indicators based on information available in the modules for assessing occupational safety by industrial risk indicators. The efficiency of using the OSH management systems software proposed by the authors is based on a specific task from four main modules "Employees", "Events", "Equipment", "Ecology" and a number of submodules. In addition, this work uses matrix methods for assessing risks in the "Probability or Consequences of an Event" coordinate system, "Elmeri" system, "Fine Kinney" method, "Risks". Modern expert methods are compared and presented under the title "Five stages of assessment"
