Crime prevention programs in Canada have increasingly adopted community mobilization frameworks – a process in which individuals, groups, and organizations in a community come together to address particular social issues associated with individual risk, health and safety, crime prevention, and community development. These initiatives intend to address systemic issues that are strongly correlated with criminal activity and with community safety and well-being. Twelve community mobilization (CM) initiatives have been established in Manitoba. CM is often considered an innovative way to deal with high-risk individuals who are best served by an approach that activates communities to act on their behalf and, by doing so, increases community safety. CM is also considered a networked form of crime control that activates groups not normally involved with crime control. Although intending to mobilize communities to act, some of these programs have been critiqued as being state-centric and promoting a police agenda. We have found preliminary evidence that Manitoban initiatives have avoided these problems and retained autonomy and local governance in their design and operation. Using the theoretical concept of nodal networks (organizational sites that bring together institutions to shape a flow of events), we argue that models of CM in Manitoba have maintained local leadership and resisted standardization, which gives them the potential to meet the original goals of CM: to co-produce community-grounded definitions and practices of public safety. We introduce indicators to verify these nodal networks and discuss the possibilities for reimagining public safety.

AbstractThis paper develops the concept of peripheral governance as a kind of legal transnationalism that is being generated by responses to outward travel for health care. I argue for a recuperation of the ‘peripheral’ in order to think through the ways in which marginal actors and marginal objects contribute to transnationalism. The paper draws on the idea of networked governance, nodal governance in particular, to capture governance mechanisms that have emerged in response to outward flows for health care. Peripheral governance comes into being through the cultivation of dependency on core provision of health care in other jurisdictions and by focusing domestic provision on those services (information, counselling, check-ups), which lie on the margins of health care. Peripheral governance has four key technologies: non-development, exit, use and return. These technologies illustrate how state agencies may actively mobilise the peripheral as they claim to address local needs through participation in the regulation of cross-border health care. In so doing they configure a conception of the peripheral that does not want to become core, participates in transnational networks on its own terms, and focuses on marginal objects of health care. I develop this account of peripheral governance through a critical reading of the strategies that the Irish Crisis Pregnancy Agency has adopted in response to women's practices of travelling for abortion care.

This paper describes a recent initiative in NSW, Australia in the state government’s “fight against anti-social behaviour”. The Anti-Social Behaviour Pilot Project has developed a surveillance regime that exempts justice and human service public authorities from existing privacy laws so that these agencies can share risk intelligence about targeted young people for a more integrated and multi-agency intensive management of risk. A detailed account of the ensemble of statements that have shaped and made this highly politicised risk governance possible is outlined. The initiative seeks to establish a more flexible mode of surveillance capable of intervening into cases of persistent risks linked to the possibility of criminal offending and the risks of persistent offending that have both become linked to public safety. Two analytical frames are used to make sense of the project. Firstly, its nodal technique for integrating case management risk across governmental assemblages (police, health etc) is analysed as an exemplar of a post-panoptical surveillant inter-assemblage designed for the networked control of young people. Secondly, Agamben’s (1988, 2005) account of the state of exception is used to demonstrate how the project’s extra-legal administrative procedures for managing risks linked to “the public interest” establish a spatial arrangement for the control of young people based on decisions of exclusion that are paradoxically located inside and outside the law.

This article assesses the role of the International Labour Organisation (ILO) as a player within the multi-actor sphere of global migration governance. The aim is to analyse the ILO’s leadership within this sphere that is characterised by shifting dynamics between rules-based and rights-based approaches as a result of the multiplication of actors and, given its normative predisposition, the effects on the ILO’s ability to advance migrant workers’ labour rights. The article is premised on the assumption that the promotion of a rights-based approach to labour migration via the ILO’s decent work agenda depends upon the presence of effective and proactive governing institutions as well as appropriate regulation. Contemporary scholarship highlights the importance of organisational networks across multiple sites and levels of policy making in order to achieve change. The situation of the highly precarious migrant workforce involved in the construction of the physical infrastructure for the Football World Cup 2022 in Qatar demonstrates the particular challenges posed by an unfavourable institutional environment. This leads to the argument that stratified organisational networks at the intersection of various institutional nodes are required to keep shifting the goalpost – and the ILO is one such node. The conception of global governance as nodal provides an understanding of how such networks can generate multi-directional and concerted action across various organisational actors and over time, contributing to the advancement of migrants’ labour rights.

This PhD Thesis By Publication poses two concepts – ‘cultures of governance’ and the ‘governance of culture’ – as tropes by which to analyse the contemporary condition of Indigenous governance. The thesis publications enable a theoretical understanding of Indigenous governance as being culturally self-referential field of meshed nodal networks, and as also influentially shaped by its intercultural articulation with the governmentality of the Australian state. In doing so, concepts of governance, governmentality, field, power, agency, legitimacy, network, culture and intercultural are investigated and theoretically refined. Eight published papers are presented which have valuable synergies between them. They are laid out under five Parts which focus on particular aspects of governance and governmentality. The publications provide extensive ethnographic evidence and analyses derived from long-term fieldwork undertaken over a period of 37 years in rural, urban and remote Indigenous locations across Australia, as well as with governments and their departments. These provide the bases upon which a cohesive theoretical framework is newly developed by way of the thesis conclusion. On a more pragmatic level, the Conclusion also highlights he significance of that framework for the ongoing relationship between Indigenous Australians and the state, and their practices of governance and governmentality.

Within this vast theological territory, the objective is to contend for a unified paradigm regarding fundamental issues pertaining to the God of love who deigns to share His life of love with any human willing to receive it. Realizing this objective includes clarifying and defending theological accounts of the following: • how the doctrine of divine love should be constructed; • what God’s love is; • what role love plays in motivating God’s creation and subsequent governance of humans; • how God’s love for humans factors into His emotional life; • which humans it is that God loves in a saving manner; • what the punitive wrath of God is and how it relates to God’s redemptive love for humans; • and how God might share His intra-trinitarian love with human beings. As the book unfolds, a network of nodal issues are examined related to God’s love as it begins in Him and then overflows into the creation, redemption, and glorification of humanity. The result is an exitus-reditus structure driven by God’s unyielding love.

Studies into organizational networks and governance tend to analyze professional behavior through the lens of rational (self)interest, resources, conflict, and power relations. However legitimate, this viewpoint overlooks the normative dimensions of networks. Therefore, in studying nodal security governance, the authors introduce the concept of “social practice,” which highlights the intrinsic normativity of what networked actors do. Social practices, they argue, deepen the theory of nodal governance by focusing more precise attention on the mentalities and value-laden characteristics of actors in highly complex settings. Drawing on this insight, the chapter presents a theoretical framework for analyzing social practices in nodal security governance, after which an empirical example concretizes our rather abstract line of reasoning.

Chapter three explores some of the main vocabulary used in the governance of security literature, defining key concepts such as flows, nodes, plural policing, nodal governance, polycentric systems, partnerships, networks, assemblages, regulation, hybridity and accountability. This vocabulary is then used to illustrate some of the main findings of research on security governance in ports. Without being exhaustive, it explores the importance of ports as hubs in a multitude of flows, ports as hybrid spaces, illustrations of plural policing and nodal mapping, the nature of relations between security providers and ports and the importance of regulation and accountability are illustrated. The findings discussed are mainly based on the case studies developed by the authors of this book, supplemented by the findings of other empirical research done by colleagues in the field. The text is underpinned by the testimonials of port professionals around the world, reflecting upon the dynamics of security governance in practice.
