In an era when hashtag campaigns like #MeToo and #BlackLivesMatter capture global attention for victims of injustice, politicians and corporations are now spending billions employing Cambridge Analytica-type consultancies to manufacture disinformation - employing trolls, cyborgs and bots to disrupt dialogue and drown-out dissent. In the first study of its kind, this open-access book presents a range of case studies of these emerging dynamics across Africa, mapping and analyzing disinformation operations in ten different countries, and using innovative techniques to determine who is producing and coordinating these increasingly sophisticated disinformation machines. Drawing on scholars from across the continent, case studies document the actors and mechanisms used to profile citizens, manipulate beliefs and behaviour, and close the political space for democratic dialogue and policy debate. Chapters include examinations of how the Nigerian government deployed disinformation when the #EndSARS campaign focused attention on police brutality and corruption; insights into how pro-government actors responded to the viral #ZimbabweanLivesMatter campaign; and how misogynists mobilized against the #AmINext campaign against gender-based violence in South Africa. Through the documentation of episodes of unruly politics in digital spaces, these studies provide a valuable assessment of the implications of these dynamics for digital rights, moving beyond a focus on elaborations of the idea of ‘fake news’, and providing actionable recommendations in the areas of policy, legislation and practice. Immiserizing Growth occurs when growth fails to benefit, or harms, those at the bottom. It is not a new concept, appearing such figures as Malthus, Ricardo and Marx. It is also not empirically insignificant, occurring in between 10% and 35% of cases, depending on the data set and the growth and poverty measures used. In spite of this, it has not received its due attention in the academic literature, dominated by the prevailing narrative that ‘growth is good for the poor’. The chapters in this volume aim to arrive at a better understanding of when, why and how growth fails the poor. They combine discussion of mechanisms of Immiserizing Growth with empirical data on trends in growth, poverty and related welfare indicators. In terms of mechanisms, politics and political economy are chosen as useful entry points to explain IG episodes. The disciplinary focus is diverse, drawing on economics, political economy, applied social anthropology, and development studies. A number of methodological approaches are represented including statistical analysis of household survey and cross-country data, detailed ethnographic work and case study analysis drawing on secondary data. Geographical coverage is wide including Bolivia, the Dominican Republic, Ecuador, India, Indonesia, Mexico, Nigeria, the People’s Republic of China, Singapore, and South Korea, in addition to cross-country analysis. As the first book-length treatment of Immiserizing Growth in the literature, we believe that this volume constitutes an important step in redirecting attention to this issue.

Corruption and ineffectiveness are often expected of public servants in developing countries. However, some groups within these states are distinctly more effective and public oriented than the rest. Why? This book explains how a few spectacularly effective state organizations manage to thrive amid general institutional weakness and succeed against impressive odds. Drawing on the Hobbesian image of the state as Leviathan, the book argues that many seemingly weak states actually have a wide range of administrative capacities. Such states are in fact patchworks sewn loosely together from scarce resources into the semblance of unity. The book demonstrates that when the human, cognitive, and material resources of bureaucracy are rare, it is critically important how they are distributed. Too often, scarce bureaucratic resources are scattered throughout the state, yielding little effect. The book reveals how a sufficient concentration of resources clustered within particular pockets of a state can be transformative, enabling distinctively effective organizations to emerge from a sea of ineffectiveness. The book offers a comprehensive analysis of successful statecraft in institutionally challenging environments, drawing on cases from contemporary Ghana and Nigeria, mid-twentieth-century Kenya and Brazil, and China in the early twentieth century. The book explains how these highly effective pockets differ from the Western bureaucracies on which so much state and organizational theory is based, providing a fresh answer to why well-funded global capacity-building reforms fail—and how they can do better.

As the most widespread global language, English now has substantially more second and foreign-language speakers than native speakers. It is increasingly spreading beyond an ‘educated elite’ of academics, politicians, business professionals and the like, among speakers with limited access to formal education, that is at the grassroots of societies. Bringing together international contributors, this book explores uses of English in a variety of grassroots multilingual contexts, drawing on a diverse range of experiences, such as motorcycle taxi drivers, market vendors, cleaners, hotel staff, tour guides, migrant domestic workers, refugees and asylum seekers. Divided into three parts, the book explores the spread of English in former areas of British domination including Africa and the East, in trade and work migration, and in forced migration by refugees. The chapters present cutting edge case studies which draw on spoken data from Bahrainis, South Africans, Tanzanians, Ugandans, Bangladeshis in the Middle East, Italians in the UK, Indians in the US, and Nigerians and Syrians in Germany. This important and innovative volume presents a first documentation of world Englishes at the grassroots of societies and an empirical basis for their further study and theorising by integrating Englishes at the grassroots into existing models of English.

In 1988, Lydia Cabrera (1899–1991) published La lengua sagrada de los Ñáñigos, an Abakuá phrasebook that is to this day the largest work available on any African diaspora community in the Americas. In the early 1800s in Cuba, enslaved Africans from the Cross River region of southeastern Nigeria and southwestern Cameroon created Abakuá societies for protection and mutual aid. Abakuá rites reenact mythic legends of the institution’s history in Africa, using dance, chants, drumming, symbolic writing, herbs, domestic animals, and masked performers to represent African ancestors. Criminalized and scorned in the colonial era, Abakuá members were at the same time contributing to the creation of a unique Cuban culture, including rumba music, now considered a national treasure Translated for the first time into English, Cabrera’s lexicon documents phrases vital to the creation of a specific African-derived identity in Cuba and presents the first ‘insiders’ view of this African heritage. This text presents thoroughly researched commentaries that link hundreds of entries to the context of mythic rites, skilled ritual performance, and the influence of Abakuá in Cuban society and popular music. Generously illustrated with photographs and drawings, this volume includes a new introduction to Cabrera’s writing as well as appendices that situate this important work in Cuba’s history.

The number of rights organizations worldwide has grown exponentially, as the term “human rights” becomes increasingly common among politicians and civil society activists. As international donors pour money into global human rights promotion, many governments—as well as scores of scholars and activists—fear a subtle, Western-led campaign for political, economic, and cultural domination. This book asks: What do publics in the global South think? Drawing on surveys in India, Mexico, Morocco, and Nigeria, the book finds most people are in fact broadly supportive of human rights discourse, trust local, rights-promoting organizations, and do not view human rights as a tool of foreign powers. Pro-human rights constituencies, rather, tend to be highly skeptical of the U.S. government, of multinational corporations, and of their own governments. However, this generalized public support for the human rights “brand” is not grounded in strong commitments of public effort or money, or in dense social ties to the nongovernmental rights sector. Publics in the global South rarely give to their local rights groups, and few local rights organizations attempt to raise funds apart from foreign aid. This strategy is becoming increasingly untenable as governments crack down on foreign aid to civil society. The book also analyzes the complex relationships between religion and human rights, finding that public or social elements of religiosity are often associated with less support for human rights organizations. Personal religiosity, on the other hand, is often associated with more human rights support.
