Objectives: Psoriasis is a long-term inflammatory condition associated with considerable psychological and social morbidity. There are multiple psoriasis treatment modalities and regimens making medication adherence particularly demanding. The Self-Regulatory Framework has not been widely applied to investigate adherence by people with psoriasis. This thesis reports research into psychological factors associated with medication adherence in psoriasis. Methods: A systematic review of adherence to treatments (Phase 1) was followed by a qualitative investigation of measures of adherence and treatment beliefs (Phase 2). A large-scale multisite quantitative survey of levels and determinants of adherence to systemic psoriasis treatments was carried out by linking new psychological measures with data from a national treatment registry (Phase 3). Finally a mixed-methods investigation into self- regulatory approaches to the understanding of adherence was undertaken (Phase 4). Findings: i) Adherence difficulties are prevalent in psoriasis, however poor methodology quality of previous studies limited conclusions of the systematic review ii) Patients using topical preparations described significant day-to-day variations in medication use as well as complex treatment decision-making processes; however, key behaviours and cognitions were not accurately reflected by corresponding scores of the standardised scales iii) Patients using systemic treatments reported high levels of adherence which were associated with: biologic rather than a traditional systemic; fewer concerns about systemic treatments; and lower PASI and DLQI scores. Unhealthy lifestyle behaviours were also prevalent iv) Effective treatment usage in psoriasis conflicted with the management of the physical and psychological demands of living with psoriasis. For patients using topical preparations, non-adherence was a strategic decision to reduce distress and gain control. Patients using systemic treatments expressed strong beliefs in the necessity of their treatment, yet reported high levels of anxiety and depression. Systemic treatment usage conflicted with the management of illness controllability and psychological adjustment. A more negative illness belief profile and greater appearance concerns accounted for the most variance in both anxiety and depression, even after controlling for disease severity. These findings have major implications for the measurement of adherence and treatment beliefs, as well as researchers’ ability to determine clinical outcomes and treatment response. Conclusions: Psoriasis treatment adherence can be practically challenging as well as emotionally charged. The construct of self-regulatory failure proved to be illuminating and improves understanding of the psychological processes that underpin medicines adherence and other aspects of self- management in people with psoriasis.

La garde à vue est toujours un sujet d'actualité aussi, l'évoquer selon l'angle des garanties, permet d'exorciser ce que la notion par elle-même renferme d'obscurité et d'incertitude. Leur identification au travers du cadre juridique, puis envisagées relativement aux droits de la personne, a mis en relief les points communs mais plus encore, la différence entre les législations française et jordanienne. Pour la première, la caractéristique principale tient à son évolution, sous la pression des instances européennes, vers un procès plus équitable, les droits de la personne s'affermissant. La seconde, pèche par des règlementations insuffisantes, dominées par l'intérêt général et la manifestation de la vérité, au détriment des droits de la personne. Une protection efficace des garanties, pendant la mesure privative de liberté avant jugement, passe par l'examen de leur contrôle par des moyens humains et techniques, toujours en droit comparé. Deux mots résument les effets de ce contrôle, pour les deux droits, ils sont instables et théoriques. L'équilibre à trouver, entre les nécessités de l'enquête pour confondre les auteurs de l'infraction et la protection de la personne gardée à vue, s'avère complexe et fluctuant, quelquefois en fonction d'un contexte d'insécurité. Le droit français sans offrir la panacée absolue d'une législation importante sur la garde à vue devrait permettre de guider la réflexion jordanienne, à partir de ses réussites, mais aussi de ses manques vers une formalisation plus importante dans son Code de procédure pénale, et le souci d'une adaptation conforme à ses valeurs culturelles
Arrest is always a topical subject, so, to evoke it from the point view of public safety, makes it possible to eliminate the associated notions of darkness and uncertainty. Re-examining arrest through the legal framework and with respect to human rights has highlighted commonalities but, more importantly, differences between French and Jordanian legislation. For the former, the main characteristic is its evolution, under the pressure of European authorities, towards a fairer trial, with the rights of the individual being strengthened. The latter is characterised by insufficient regulation, dominated by the general interest and the manifestation of truth, to the detriment of human rights. Effective protection of public safety, during the deprivation of liberty before trial, requires the verification by human and technical means, always in comparative law. Two words summarize the effects of this control, in these two rights, they are unstable and theoretical. The balance to be found between, on the one hand, the needs of the investigation to confound the perpetrators of the offence and, on the other hand, the protection of the person in custody, is complex and fluctuating, sometimes depending on the context of insecurity. French law, without offering the absolute panacea of an important legislation on police custody, should help guide Jordanian reflection, based on its successes but also its shortcomings, towards becoming more formalized in its Code of Criminal Procedure, in the desire for an adaptation in conformity with its cultural values

rhe research study investigated the factors necessary for the development of an organizational retention ;trategy for a financial organization pertaining to key equity employees. Equity employees are those employees jescribed as such in the Employment Equity Act 55 of(1998). Bussin's (2002) Total Rewards Model was used as the theoretical framework for the study. The investigation was conducted within an interpretive paradigm and employed a qualitative methodology. Thematic analysis was used in the interpretation of the three data sources gained access through the data collection process. A previously completed employee relationship audit's findings, and the data derived from nine exit interviews formed the basis for the twenty-four semi-structured individual interviews, which were conducted with a sample ofthe employees. A purposive sampling technique enabled the identification of particular employees, who were the equity participants in the study. An additional component of the Total Rewards Model, namely Talent Management was identified from an analysis of the results. Six salient factors were highlighted in the investigation. The factors identified were: A need for a short-term incentive plan, which would provide recognition above and beyond an employee's monthly salary. The need for career development opportunities. The utilization of new skills from the training initiated by the organization. The representation of women and Black people in senior management positions. The need for formal performance support. The standardization of the recruitment process, the management of unrealistic or unattainable expectations and listening to employees' concerns.

The binding of HIV-1 Vif to the cellular cytidine deaminase Apobec3G and subsequent prevention of Apobec3G virion incorporation have recently been identified as critical steps for the successful completion of the HIV-1 viral life cycle. This interaction occurs in the cytoplasm where Vif complexes with Apobec3G and directs its degradation via the proteasome pathway or sequesters it away from the assembling virion, thereby preventing viral packaging of Apobec3G. While many recent studies have focused on several aspects of Vif interaction with Apobec3G, the subcellular localization of Vif and Apobec3G during the viral life cycle have not been fully considered. Inhibition of Apobec3G requires direct interaction of Vif with Apobec3G, which can only be achieved when both proteins are present in the same subcellular compartment. In this thesis, a unique approach was utilized to study the impact of Vif subcellular localization on Vif function. The question of whether localization could influence function was brought about during the course of studying a severely attenuated viral isolate from a long-term non-progressor who displayed a remarkable disease course. Initial observations indicated that this highly attenuated virus contained a mutant Vif protein that inhibited growth and replication. Upon further investigation, it was found that the Vif defect was atypical in that the mutant was fully functional in in vitro assays, but that it was aberrantly localized to the nucleus in the cell. This provided the basis for the study of Vif localization and its contribution to Vif function. In addition to the unique Vif mutant that was employed, while determining the localization and replication phenotypes of the differentially localized Vif proteins, a novel pathway for Vif function was defined. Copious publications have recently defined the mechanism for Vif inhibition of Apobec3G. Vif is able to recruit Apobec3G into a complex that is targeted for degradation by the proteasome. However, this directed degradation model did not fully explain the complete neutralization of Apobec3G observed in cell culture. Other recent works have proposed the existence of a second, complementary pathway for Vif function. This pathway is defined here as formation of an aggresome that prevents Apobec3G packaging by binding and sequestering Apobec3G in a perinuclear aggregate. This second mechanism is believed to work in parallel with the already defined directed degradation pathway to promote complete exclusion of Apobec3G from the virion. The data presented here provide insight into two areas of HIV research. First, the work on the naturally occurring Vif mutant isolated from a long-term non-progress or confirms the importance of Vif in in vivo pathogenesis and points to Vif as a potentially useful gene for manipulation in vaccine or therapy design due to its critical contributions to in vivo virus replication. Additionally, the work done to address the subcellular localization of Vif led to the proposal of a second pathway for Vif function. This could have implications in the field of basic Vif research in terms of completely understanding and defining the functions of Vif. Again, a more complete knowledge about Vif can help in the development of novel therapies aimed at disrupting Vif function and abrogating HIV-1 replication.

Organizational information system users (OISU) that are victimized by cyber threats are contributing to major financial and information losses for individuals, businesses, and governments. Moreover, it has been argued that cybersecurity competency is critical for advancing economic prosperity and maintaining national security. The fact remains that technical cybersecurity controls may be rendered useless due to a lack of cybersecurity competency of OISUs. All OISUs, from accountants to cybersecurity forensics experts, can place organizational assets at risk. However, that risk is increased when OISUs do not have the cybersecurity competency necessary for operating an information system (IS). The main goal of this research study was to propose and validate, using subject matter experts (SME), a reliable hands-on prototype assessment tool for measuring the cybersecurity competency of an OISU. To perform this assessment, SMEs validated the critical knowledge, skills, and abilities (KSA) that comprise the cybersecurity competency of OISUs. Primarily using the Delphi approach, this study implemented four phases of data collection using cybersecurity SMEs for proposing and validating OISU: KSAs, KSA measures, KSA measure weights, and cybersecurity competency threshold. A fifth phase of data collection occurred measuring the cybersecurity competency of 54 participants. Phase 1 of this study performed five semi-structured SME interviews before using the Delphi method and anonymous online surveys of 30 cybersecurity SMEs to validate OISU cybersecurity KSAs found in literature and United States government (USG) documents. The results of Phase 1 proposed and validated three OISU cybersecurity abilities, 23 OISU cybersecurity knowledge units (KU), and 22 OISU cybersecurity skill areas (SA). In Phase 2, two rounds of the Delphi method with anonymous online surveys of 15 SMEs were used to propose and validate OISU cybersecurity KSA measures. The results of Phase 2 proposed and validated 90 KSA measures for 47 knowledge topics (KT) and 43 skill tasks (ST). In Phase 3, using the Delphi method with anonymous online surveys, a group of 15 SMEs were used to propose and validate OISU cybersecurity KSA weights. The results of Phase 3 proposed and validated the weights for four knowledge categories (KC) and four skill categories (SC). When Phase 3 was completed, the MyCyberKSAsTM prototype assessment tool was developed using the results of Phases 1-3, and Phase 4 was initiated. In Phase 4, using the Delphi method with anonymous online surveys, a group of 15 SMEs were used to propose and validate an OISU cybersecurity competency threshold (index score) of 80%, which was then integrated into the MyCyberKSAsTM prototype tool. Before initiating Phase 5, the MyCyberKSAsTM prototype tool was fully tested by 10 independent testers to verify the accuracy of data recording by the tool. After testing of the MyCyberKSAsTM prototype tool was completed, Phase 5 of this study was initiated. Phase 5 of this study measured the cybersecurity competency of 54 OISUs using the MyCyberKSAsTM prototype tool. Upon completion of Phase 5, data analysis of the cybersecurity competency results of the 54 OISUs was conducted. Data analysis was conducted in Phase 5 by computing levels of dispersion and one-way analysis of variance (ANOVA). The results of the ANOVA data analysis from Phase 5 revealed that annual cybersecurity training and job function are significant, showing differences in OISU cybersecurity competency. Additionally, ANOVA data analysis from Phase 5 showed that age, cybersecurity certification, gender, and time with company were not significant thus showing no difference in OISU cybersecurity competency. The results of this research study were validated by SMEs as well as the MyCyberKSAsTM prototype tool; and proved that the tool is capable of assessing the cybersecurity competency of an OISU. The ability for organizations to measure the cybersecurity competency of OISUs is critical to lowering risks that could be exploited by cyber threats. Moreover, the ability for organizations to continually measure the cybersecurity competency of OISUs is critical for assessing workforce susceptibility to emerging cyber threats. Furthermore, the ability for organizations to measure the cybersecurity competency of OISUs allows organizations to identify specific weaknesses of OISUs that may require additional training or supervision, thus lowering risks of being exploited by cyber threats.

ABSTRACT This study aims at discussing the current situations and the necessity of in-service education of teachers of the field of science and life technology in primary schools of Kaohsiung City. This research adopts self fill-out questionnaires as its instrument. The study subjects are primary school teachers in Kaohsiung City teaching the course of field of science and life technology. After processing and analyzing data from the returned 375 valid samples, the researcher reach the following results: 1. The current situation of in-service education of primary school teachers is to participate in “in-school seminars or workshops.” 2. The necessity type of in-service education of primary school teachers falls mainly on “study for diploma”; the period necessity of in-service education of primary school teachers sees its peak in “summer or winter vacation”; the praise necessity of in-service education of primary school teachers is mainly for “promotions in ranks and salary.” 3. Teachers of the three variables of “gender,” “teaching experience in the field of science,” and “the size of schools” are differential in “current situations of further studies”; teachers of the four variables of “age,” “the top diploma acquired,” “teaching experience,” and “teaching experience in the field of science” are different in “type of further studies”; teachers of the variable of “gender” differ in the necessity of “periods of further studies”; while teachers of the variable of “age” see their differences in the necessity of “praise for further studies.” 4. Teachers of five variables of “age,” “marital status,” “teaching experience,” “teaching experience in the field of science,” and “whether graduated from departments related to science and technology” vary in multiple levels in the necessity of contents of further studies. 5. As a whole, the necessity degrees of the contents, in multiple levels, of in-service education of primary school teachers range from “badly needed” to “mildly needed”, while necessity intensity is ordered from “strong” to “weak” as “professional field knowledge,” “the cultivation of students’ basic ability,” “teaching evaluation and diagnosis,” “curricula and teaching design,” and “teaching strategies and methods.” In multiple levels, the strongest necessity intensity of primary school teachers are “the knowledge of life technology,” “cultivate student’s deliberating intelligence,” “diagnose student’s misconception,” “an integration of information technology into the curriculum,” “concrete teaching demonstrations.”

In the discussions that have taken place over the past six years since the establishment by the Third Review Conference1 in 1991 of the Ad Hoc Group of Governmental Experts,known as VEREX, to identify and examine potential verification measures from a scientific and technical viewpoint, there has been an increasing debate about the role of non-challenge visits in a regime for a strengthened Biological and Toxin Weapons Convention (BTWC). The arguments as to why on-site investigations are an essential and central element to such a strengthened regime were addressed in the Briefing Paper issued2 in July 1997. In this Briefing Paper, the necessity for non-challenge visits is addressed drawing upon the previous VEREX, Ad Hoc Group (AHG), Chemical Weapons Convention (CWC) and United Nations Special Commission (UNSCOM) experience. The advantages and disadvantages of a regime containing non-challenge visits are considered and the conclusion is reached that the advantages far outweigh the disadvantages and that non-challenge visits are an important element which could contribute significantly to the effectiveness of a future legally binding instrument to strengthen the BTWC.

Theories of cosmological inflation, an early exponential expansion of the universe, have solved the horizon, flatness, and monopole problems in addition to successfully predicting properties of the fluctuations in the cosmic microwave background. Many of these theories have the property, known as eternal inflation, where inflation never ends everywhere at the same time and where there are always regions of exponentially expanding inflating space. The details of inflation are not known at this time and it would be interesting to estimate how generic eternal inflation is in the space of possible inflaton potentials. Of the several ways that inflation can be eternal, we focus here on the one, known as stochastic eternal inflation, where inflation is prevented from ending everywhere by quantum fluctuations in the inflaton field exceeding its classical motion. We argue that the conditions currently used to classify a trajectory as stochastically eternal are inadequate for general trajectories where the inflaton field may classically have a large velocity or be moving up its potential and are therefore illsuited to studying how generic stochastic eternal inflation is. We propose an improved condition that takes these possibilities into account as well as more accurately calculating the quantum fluctuations using a perturbative Langevin method developed elsewhere. We investigate this condition in specific inflaton potentials and find examples where this condition deviates significantly from the one usually used in addition to finding examples where the mechanisms for eternal inflation are seemingly met even though space is not inflating.

In almost all types of work it is sometimes necessary to do harm as a means of doing good; as such, necessary evils are a wide spread phenomenon in work life. The present research furthers our understanding of necessary evils through exploring how one’s ethical orientation (measured in terms of idealism and relativism) affects one’s experience of performing such tasks. Molinsky and Margolis (2005) theorized that nine dimensions of necessary evil affect a person’s judgments, beliefs, and attitudes about the task they are required to perform, the self, and the impact of the necessary evil. When performing a necessary evil, individuals evaluate its dimensions -- this evaluation involves assessing the alternative actions one might take to carry out the necessary evil, and the possible consequences of each alternative course of action. Workers are thus faced with an ethical judgment as they realize that if the necessary evil is to be carried out, someone will be harmed. Two studies were conducted to develop a better understanding of workers’ experience of necessary evils in general, and to explore whether people’s idealistic and relativistic values are related to how they experience performing necessary evils. In an effort to gain rich and contextualized information about peoples’ experiences, 30 individuals with experience performing necessary evils were interviewed for Study 1. Respondents were asked to comment on their experiences before, during and after they performed necessary evils, as well as whether they felt that such tasks were ethical or moral in nature. Study 2 presented necessary evil vignettes to 150 university students and used structural equation modeling to test hypotheses about the relationship between ethical orientation and the necessary evil experience. Nanoindentaiton is the most useful test method to probe the strength of materials that are manufactured at micro or nano scales. Unlike the continuum behavior, the mechanical properties exhibit a strong dependency with characteristic length scale, which is also referring to the nanoindentation size effect. Nix and Gao proposed the strain gradient plasticity theory to interpret the size effect by introducing a geometrically necessary dislocation density to overcome the strain incompatibility. Atomistic simulations were conducted to elucidate the relationship between size effect and the geometrically necessary dislocation density in this study. In this study, spherical indenters with their radius from 20A to 100A and Berkovich indenter were exploited to examine the FCC single crystal thin firm of Nickel. Hardness was directly obtained from the atomistic simulation that hardness is inversely proportion to the square root of indenter radius and indentation depth respectively. The findings agree with the well-known strain gradient theory. In order to calculate the geometry necessary dislocation density, an equivalent plastic zone size was chose to meet the theoretic requirement. In present work, diverse radius of spherical indenter and Berkovich indenter indicated that the geometry necessary dislocation density showed a great agreement with the theory proposed by Swadener et al and Nix&Gao respectively. The hardness and geometric necessary dislocation density extracted directly from atomistic simulation were both agreed with the theory. It can be concluded that the strain gradient plasticity of size effect and geometric necessary dislocation density were valid at atomistic scale.

Regenerative medicine is expected to have revolutionary contribution to human health, where identification of stem cells constitutes one of the initial efforts and misidentification shall introduce catastrophic risks to life. Today, cell surface marker has been considered the best method for identifying stem cells in vivo that might help in making the extracting of stem cells more efficient. Consider the necessary and sufficient set of cell surface markers for stem cell isolation, i.e., the minimal set of markers that uniquely separates the targeted stem cell from others. Imagine that we have error free results of all the markers tested on all the stem cells available. Then, we can assign necessary and sufficient set(s) of cell surface markers for a particular stem cell using that error free information. Numerous markers have been tested on numerous stem cells, and results have been reported. Can achievements of those efforts be applied to assist in assigning the necessary and sufficient set of cell surface markers for a targeted stem cell? Since we do not have the luxury of making available to use the imaginary error free results of all the markers tested on al the stem cells, the answer of the above question might well depend on the targeted stem cell.   In this thesis we systematically organize, for every human stem cell, all the cell surface markers that have been tested on a particular stem cell. In addition, we systematically organize, for every cell surface marker, all the human stem cells that have been tested with a particular cell surface marker. Thereby, we achieve the capability to assign the necessary and sufficient set of markers for a minimal set of stem cells. In case that the minimal set of stem cells contains only the targeted stem cell, the necessary and sufficient set of cell surface markers for that targeted stem cell is achieved.

Growing competition, globalisation and changing circumstances make innovation a prerequisite for the growth, success and survival of any private or public organisation. While innovation in technology, production, marketing and finance all remain essential, it is innovation in management that is most desperately in short supply. A literature study could not reveal the existence of any scale that measures all the factors and processes relevant to organisational innovation. A scale for managerial innovation was developed. This scale is based on the work of various researchers in the field of innovation. The major tasks in the process were connected to the structural arrangements and social patterns that facilitate the tasks are discussed. Innovation consists of a set of processes carried out at the micro-level, by individuals and groups of individuals, and these micro-processes are in turn stimulated, facilitated and enhanced - or the opposite - by a set of macro-structural conditions. A semantic differential scale was developed to measure managerial innovation. The scale consists of 88 items and was designed to reflect the major factors and processes of organisational innovation. Various statistical tests were used to evaluate the scale and data obtained through the scale. Five Factors were identified after the data was analysed using factor analysis. The five factors are Factor 1 (leadership and culture), Factor 2 (employee acquisition and development), Factor 3 (variables that facilitate problem solving and aid in innovation), Factor 4 (variables that impact negatively on innovation), and Factor 5 (variables external to the organisation that influence innovation). The Alpha Cronbach test for reliability showed a very high degree of reliability and the scale conformed to the criteria of content validity. Analysis Of Variance (ANOVA) was used to perform comparative analysis on the biographical variables. The relationships between age, gender, level of education, industry, length of service, and the combined effect of age and gender, age and length of service, gender and industry, and gender and length of service and the five factors were analysed. Age seems to play a significant role in Factor 1 and Factor 2 (i.e. leadership and culture as well as employee acquisition and development). For Factor 1 and Factor 2 average achievement in terms of innovation seems to increase with age. With regard to Factor 3, 4 and 5 age does not seem to impact on achievement significantly. The results of this study indicate that there are no significant relationship between gender and innovation. The results of this study indicate that there is a positive relationship between level of education and innovation for Factors 3, 4 and 5. It was found to differ significantly between the levels for two factors, namely Factor 1: leadership and culture, and Factor 2: employee acquisition and development. They seem to decline as the level of education increases. The results of this study indicate that for all five factors there seem to be a very significant difference in average achievement when individuals from different industries are compared. The results of this study indicate that there is not a significant relationship between length of service and innovation. The ANOVA results for combined variables indicate a significant difference in average achievement Factor 1 (leadership and culture) when the research participants are grouped based on both age and gender. In general, males of any age group tested equal to or higher than their female counterparts for Factor 1. Also apparent from the results is that generally the scores for Factor 1 seemed to increase with age. For Factor 2, 3, 4, and 5 there is no significant difference in achievement when participants are grouped according to age and gender. The results of the tests for difference in achievement when the research participants are grouped according to age and length of service, do not indicate that there is any significant difference in average achievement between the groups.

This study aims to explore various strategies that address the decline in moral values in South Africa and also find solutions that shall enhance African Renaissance. A number of solutions will be explored to promote a positive sense of Africanism in different aspects of life. These will include morality, discipline, economy, culture, religion, languages, education and other related aspects. Moral regeneration is crucial in ensuring stability in our country; this could be the main reason why it has been embraced with such enthusiasm. It includes taking responsibility for all South Africans, young and old, rural or urban, rich or poor, male or female, black or white, etc. Some South Africans believe that an African Renaissance may be achievable through reverting to old traditional ways of life. It is through these ways that moral values may be inculcated successfully. 1hese views may, however, be challenged. It is also true that other avenues relevant to present days' situations and circumstances may be applicable and used successfully. Whilst keeping in mind that times change, it is imperative to bear in mind that traditional moral values stand beyond space and time. There are common values that are fundamental to all. Those are the values that will be investigated with a view to achieve the vision of the African Renaissance.

The right to adequate housing is recognized internationally as a basic human right. South Africa is one of the countries that include this basic right as one of the cornerstones in its constitution. Quite a number of ways and means have been implemented and various kinds of mechanisms have been put into place to kickstart and spearhead the process of providing shelter mainly to the poor segments of the communities in South Africa at large. Towards this end the South African Housing Policy is formulated around the notion of the enabling approach whereby state assistance in the form of a lump sum subsidy is given to households to enhance and intensify the beneficiaries' own efforts towards improving their housing. In other words the smooth operation of the enabling approach is to a large extent dependent on the individuals' substantial contribution in many if not all aspects of housing process. The study demonstrates that since the implementation of this enabling approach too little has been achieved in terms of housing delivery. The study therefore identifies three key issues (among other issues) that are seen as major bottlenecks in the implementation of the enabling approach in housing delivery for all. The study argues that in order for the beneficiaries to consolidate their housing, they need to augment their low-income with a loan or any other form of a housing credit. It is the central argument of this study in this regard that proper housing credit mechanisms suited to the circumstances of the low-income groups have not been adequately addressed. The study further observes that the majority of low-income groups do not have proper labour and employment skills in that these groups also lack access to employment opportunities. This study therefore adopts the position that proper structures need to be put in place in-order to eradicate these above-mentioned major hurdles standing in the way of the enabling approach. The study argues that if these issues are not adequately addressed, housing consolidation among low-income groups will remain a major problem and the enabling approach will eventually be regarded as non-viable and incompetent.
