WITH the passing of John Seebeck on 8 September 2003, Victoria lost a true champion of nature conservation. Born on 28 September 1939, John grew up in Northcote, Melbourne, and attended local State schools. He joined the fledgling Wildlife Research Section of the Fisheries and Game Department in 1960 as a technical assistant. The following year, John received a Government studentship allowing him to study part-time for a B.Sc. at The University of Melbourne. On returning to full-time employment, John worked assiduously with Keith Dempster, Robert Warneke and others to build the Wildlife Research Section into a springboard for better conservation in Victoria.

The central issue for species that are highly localised habitat specialists and occur in relatively small numbers is vulnerability to extinction processes. The heath skink, Liopholis multiscutata, is considered Critically Endangered in Victoria, in part because it is restricted to essentially four small and highly disjunct populations in semiarid mallee dunefields. It provides an example of a rare and cryptic species that is especially vulnerable to decline and consequently provides management challenges. Here, we crystallise available information on the ecology and life history of this threatened lizard, and review monitoring data to evaluate population status, primary threats and management imperatives. There has been a substantial decrease across the known range of the lizard in Victoria, most likely due to predation and fire. Recent monitoring of the four potentially viable populations revealed a general trend of decline. Recommendations for research and management priorities for the lizard in Victoria are provided; generally, these include further exploration of the lizard’s phylogeny and ecology, and ongoing monitoring of the trajectory of the lizard’s population status, threats to the lizard’s persistence and the effectiveness of management actions employed to ameliorate extinction threats.

AbstractThe discourse of sustainability is promoted internationally, with the United Nations declaring 2005-2014 as a Decade for Education for Sustainable Development. There is discussion concerning the nature, status and significance of Education for Sustainability and its relationship with the somewhat established discourse of environmental education. This debate requires continuing theorising and one approach is to reflect critically on specific examples of sustainability within specific communities. This article seeks to promote further discussion about sustainability, and to contribute to ongoing theorisation about Education for Sustainability, by considering a particular instance – that of environmental sustainability in the Ballarat region of Victoria. The case study suggests that implementation of this local environmental sustainability strategy was dominated by technocratic and individualistic ideologies.

This paper analyzes the way in which the Lakeside communities which are victims of the transformed fishing industry in Lake Victoria, can also be guardians of the fisheries resources. The study was conducted in Kishanje and Rubafu villages in Bukoba Rural District. The data was collected from 232 individual respondents and two focus group discussions each comprised 10 participants. The results indicated that community members in the Lakeside communities perceived illegal fishing as non-existing phenomenon among them. What they see is their traditional way of fishing and the ongoing conservation campaigns are instituted to infringe upon their life system and alienate them from their bounty Mother Nature. They recognized the fisheries resources management measures as the means to safeguard the interest of the investors. From this understanding, the study revealed that the community members including the leaders entrusted to reinforce the resources management measures were not in a position to stand against illegal fishing as it was intended by the government. This study, therefore, concludes that, the losers cannot be guardians of fisheries resources, unless their socioeconomic needs are taken as part and parcel in the fisheries resources management plan.

Mr. Macfarlane and Mr. Loyn have failed to recognize the main thrust of the recent article comparing the development of management strategies for the conservation of the Northern Spotted Owl in the Pacific Northwest of the USA and Leadbeater's Possum in Central Victoria (Lindenmayer and Norton 1993). The key issue was not to compare the biology of the respective taxa; that would be nonsensical. Rather, it was to highlight that, unlike the management of Leadbeater's Possum (Macfarlane and Seebeck 1991), conservation strategies for the Northern Spotted Owl have now been developed that are ecologically defensible and scientifically valid (Murphy and Noon 1992).

Labeo fisheri is an endemic and endangered freshwater fish of Sri Lanka. Mainly restricted to the upper reaches of the Mahaweli River basin, it has been previously reported living in deep rapids and among large rocks and boulders. An accidental record of a Labeo fisheri specimen from Victoria Reservoir led us to further study this habitat during the period from January to August 2017. This study was carried out to confirm the presence of a population of Labeo fisheri within the Victoria Reservoir and report its new habitat type in deep stagnant waters. We further investigated the food habits by analyzing the gut contents of L. fisheri in the Victoria Reservoir. Seven individuals were recorded from fishermen’s gill net catch in three fish landing sites along Victoria Reservoir, with an average total length of 24.80 ± 4.30 cm, average standard length of 19.70 ± 3.86 cm and average body weight of 197.69 ± 107.12 g. Based on gut content analysis, only phytoplankton, especially diatoms and cyanobacteria, were found in the gut of L. fisheri. This new population is facing the direct threat of fishing. Effective conservation measures are doubtful, since a fishery is well established in the Victoria Reservoir and the fishing gear used is not species-specific. More research is necessary to understand the population dynamics of L. fisheri in the Victoria Reservoir. In order to conserve it at this locality, community-based conservation measures are recommended.

Shiny Nematolepis Nematolepis wilsonii is a small understorey tree endemic to Victoria, south east Australia. The species is listed as threatened due to its limited distribution and low abundance. The sole known population, of approximately 400 metres individuals, is located in the Yarra Ranges National Park, Victoria. Paired exclusion plots were erected to investigate the impact of antler rubbing and thrashing activities of Sambar Cervus unicolor on Shiny Nematolepis. Sambar rubbing activities removed, on average, over half the circumference of bark down to the cambium of mature trees. Rubbing damage covered a range of tree sizes, with rubbed individuals in significantly poorer health and exhibiting 19% less relative foliage cover than non-rubbed individuals. Saplings selected by Sambar for thrashing had a significantly greater stem diameter and were most commonly situated beside the road. Other forms of damage to Shiny Nematolepis included storm events and biting by Yellow-tailed Black Cockatoo Calyptorhynchus funereus, but Sambar pose an added threat, which is likely to result in further decline of this threatened population.

Effective worldwide efforts to conserve flora and fauna rely on engaging the public, and thus on public appreciation of the object of conservation activities (most commonly, ‘biodiversity’). We examined alignment of interpretation of the term ‘biodiversity’ with generally accepted definitions in a representative sample (n=499) of the public from the State of Victoria in Australia, a country with an explicit biodiversity conservation strategy (which defines the term) and the capacity to invest heavily in conservation. However, almost half of respondents did not know what ‘biodiversity’ meant, 32% and 18% expressed an ecological and conceptual interpretation, respectively. The probability of having at least some interpretation of the term was higher among university-educated respondents, but otherwise did not vary with sex or income. Broadening the base of conservation efforts would likely be facilitated by better aligning interpretations of the term ‘biodiversity’ among the public or by adopting more intuitive language when engaging with the public.

Natural communities have the capacity to regenerate themselves, and this functional ecosystem attribute must be regarded as a key indicator of success for revegetation programmes. The accumulation of species (and individuals) as dormant propagules in a soil seedbank, representing potential future states for the vegetation, is one possible index of revegetation success. Here, we investigate the soil seedbanks for five natural vegetation (Box-Ironbark forest) remnants, a topsoil stockpile and three revegetated mine-site areas associated with gold mining at Stawell (Victoria, Australia). The revegetation efforts largely date from 1987 and, in terms of their composition and structure, are relatively similar to natural vegetation remnants. Soil samples were treated with heat or smoke (plus control) and were monitored for seedling emergence, species composition and density in the glasshouse for 150 days. Seedling densities in treated seedbank samples were high (2 200 to 17 500 seedlings m-2) while species richness was low, ranging from 10 to 20 species per sample. Exotic species made up 22?61 % of emergents and 33?50% of species observed. Correlation of seedbank composition and density with chemical attributes of soils, and with above ground (extant) vegetation at sites showed few significant relationships. Total species richness and the proportion of exotic species varied significantly between natural bushland remnants and revegetation areas. Richness was highest, and the proportion of exotic species was lowest in natural bushland samples. Total emergent numbers and the density of exotic emergents did not vary significantly between remnant bushland and revegetation areas. Declining vigour of some woody species in revegetation sites that are well represented in the seedbank, including Acacia pycnantha and A. genistifolia, indicates that the reintroduction of fire might be an appropriate management practice to facilitate long-term recovery of a functional community on these revegetated surfaces, but the potential for the establishment of weed species from the seed-bank following fire may pose a challenge to management.

In the harsh Antarctic terrestrial ecosystems, invertebrates are currently confined to sparse and restricted ice free areas, where they have survived on multi-million-year timescales in refugia. The limited dispersal abilities of these invertebrate species, their specific habitat requirements, and the presence of geographical barriers can drastically reduce gene flow between populations, resulting in high genetic differentiation. On continental Antarctica, mites are one of the most diverse invertebrate groups. Recently, two new species of the free living prostigmatid mite genus Stereotydeus Berlese, 1901 were discovered, bringing the number of Antarctic and sub-Antarctic species of this genus up to 15, of which 7 occur along the coast of Victoria Land and in the Transantarctic Mountains. To examine the biodiversity of Stereotydeus spp., the present study combines phylogenetic, morphological and population genetic data of specimens collected from nine localities in Victoria Land. Genetically distinct intraspecific groups are spatially isolated in northern Victoria Land, while, for other species, the genetic haplogroups more often occur sympatrically in southern Victoria Land. We provide a new distribution map for the Stereotydeus species of Victoria Land, which will assist future decisions in matters of the protection and conservation of the unique Antarctic terrestrial fauna.

Studying the human dimensions of wildlife management issues is now considered to be an essential component of wildlife research. This study examined the Living with Possums policy in Victoria, Australia, in terms of the policy?s success in educating the community and ensuring community compliance. Postal surveys and telephone interviews were conducted across three samples from Greater Melbourne. These samples included people who had experiences with possums on their property (n = 340), veterinary clinics (n = 45) and the general public (n = 103). Significant levels of non-compliance were uncovered, highlighting the need for a renewed public education campaign to take place along with a continued interest in this issue from government agencies and councils. The study also revealed discrepancies between the policy and public preferences for possum management, suggesting that a shift in the recommended management technique may be warranted.

Wetlands are critical habitats for human health, well-being, ecological integrity, and national development. Freshwater ecosystems supply a variety of products and services, yet they are frequently underappreciated. Long-term economic viability necessitates an understanding of the role that finite natural resources play in economic activity and production, as well as the connection people have with, and the value they place on, those natural resources. The purpose of this study was to determine peoples' Willingness to Pay (WTP) for the maintenance of the Lake Victoria Ecosystem. The research was conducted in the Kenyan counties of Migori, Siaya, Busia, Kisumu, and Homa Bay. Using the Statistical Package for Social Sciences (SPSS), the gathered data were coded, cleaned, and analyzed. According to the findings, 40.9% of locals were prepared to spend roughly KES 500 for the conservation initiative. From the study, Lake Victoria ecosystem in Kenya had a total WTP of KES 616,279,069 each year. According to the findings, those who benefitted directly from the lake's resources were more inclined to pay for the program. This empirical research is a helpful input for identifying market segments among inhabitants, which may aid in generating more cash for biodiversity conservation in the Lake Victoria Basin.

In Australian waters, southern right whales Eubalaena australis form 2 genetically distinct populations that have shown contrasting patterns of recovery since whaling ceased: a western population in South Australia and Western Australia and an eastern population in southeastern Australia (Tasmania, Victoria and New South Wales). Here, we provide an abundance estimate derived from a breeding female superpopulation mark-recapture model for the southeastern southern right whale population. The population comprises 268 individuals (68 breeding females) and has increased at a rate of 4.7% per annum between 1996 and 2017. There has been no significant change in the annual abundance of mother-calf pairs sighted at the only calving ground (Logans Beach in Victoria) over the last 3 decades. The total number of southern right whales (i.e. all adults and calves) using the southeastern Australian coastline has increased by 7% since 1985. Unlike the population estimate (which was restricted to breeding females sighted prior to the post-breeding southward migration), this estimate is likely to include transiting whales from the southwestern population. The theoretical population model predicts 19 breeding females at Logans Beach in 2018 and 28 in 2028; the actual number of breeding females, as of 2018, is 14. This study provides the first complete estimate of population size and rate of increase of southern right whales along the southeastern Australian coastline. This knowledge is critical for assessing population status and recovery of southern right whales in Australia. It provides a basis for monitoring persistence and responses of the population to environmental stressors.

The westernmost European nucleus of the 5220* Habitat of Community Interest (HCI) is located in the province of Málaga (Andalusia). In this area, the 5220* HCI is characterized by the presence of scrublands of Gymnosporia senegalensis subsp. europaea. This is a relict species in Europe, with inhabits only in the southeast of the Iberian Peninsula. The westernmost Iberian nuclei of the 5220* HCI are constituted by three isolated nuclei (Málaga–Rincón de la Victoria; Torremolinos; and Pizarra). These nuclei have been only partially mapped. The objectives were: to map the 5220* HCI characterized by G. senegalensis subsp. europaea in detail; to evaluate its degree of conservation (DC); and to identify the chronosequences of the evolution of this habitat from 1957 to 2021, and its fragmentation. Our results have contributed to generating a 1:10,000 scale cartography of the habitat. In general, the DC obtained was from good to excellent. With an excellent DC value, one inland locality (Pizarra) was highlighted. However, the highest reduction in the value of DC was observed in the localities of Torremolinos and Málaga–Rincón de la Victoria which, in addition, have reduced the area of occupancy (AOO) and are fragmented. It is important to note that some areas of Málaga–Rincón de la Victoria reached excellent values of DC, indicating the need to carry out protection.

Identifying the factors influencing seabird breeding output is critical for their conservation because breeding performance in turn influences population dynamics. This is particularly important in sensitive environments, where ecological disturbances can lead to changes in population trends of extremely specialized species in a relatively short time. Here, we have reported on the breeding output of the Adélie penguin Pygoscelis adeliae in three colonies of the Mid Victoria Land, Ross Sea (Antarctica), in 2017/2018–2018/2019 to provide scientific information for the Ross Sea Marine Protected Area research and management plan. Breeding chronology, breeding success and chick growth did not differ between study colonies and were in line with data reported for other penguin colonies across Antarctica. Penguin breeding success was higher in central than in peripheral nests and decreased with an increasing number of neighboring nesting skuas; conversely, at-nest weather conditions experienced by chicks did not seem to play a role. Our findings suggest that the quality of the nesting environment seems more important than the general condition of the colony in determining breeding output. Therefore, along with marine habitat characteristics for the planning of management and conservation of seabirds, the importance of the terrestrial environment must be also duly considered.

Graeme Talbot Smith was born in Adelaide on the 10th of February 1938. He spent some of his early childhood in Brisbane where his father was on the staff of General Douglas MacArthur during the latter part of the Second World War. After the war, his family moved to Melbourne where Graeme completed his secondary schooling. He then went to Melbourne University where he majored in Zoology and Geology. The only time he professionally used any of his geological skills was when he worked in the mining industry at Kalgoorlie during one of his university breaks. Graeme chose to specialize in Zoology because he felt there was more scope for employment in that discipline. His first published paper was in 1964. It was a note on a bat mandible found in a cave in Victoria.

Natural forests have many ecological, economic and other values, and sustaining them is a challenge for policy makers and forest managers. Conventional approaches to forest management such as those based on maximum sustained yield principles disregard fundamental tenets of ecological sustainability and often fail. Here we describe the failure of a highly regulated approach to forest management focused on intensive wood production in the mountain ash forests of Victoria, Australia. Poor past management led to overcutting with timber yields too high to be sustainable and failing to account for uncertainties. Ongoing logging will have negative impacts on biodiversity and water production, alter fire regimes, and generate economic losses. This means there are few options to diversify forest management. The only ecologically and economically viable option is to cease logging mountain ash forests altogether and transition wood production to plantations located elsewhere in the state of Victoria. We outline general lessons for diversifying land management from our case study.

Land subsidence is an ongoing problem negatively affecting Victoria County along the Gulf Coast. Groundwater withdrawal and hydrocarbon extraction in the County are some of the known factors behind this geological hazard. In this study, we have used geospatial analysis and a conceptual model to evaluate land subsidence. A significant decline in the groundwater level in this area was noted from 2006 to 2016. The decline in the water level correlates with the major drought events along the Gulf Coast reported in earlier studies. These results are further corroborated by the emerging hotspot analysis performed on the groundwater data. This analysis divides the study area into intensifying, sporadic, and persistent hotspots in the northwest region and intensifying, persistent coldspots in the southeast region of Victoria County. Hydrocarbon production data show high oil and gas extraction from 2017 to 2021. There are a higher number of hydrocarbon production wells in the central and southern regions of the County than elsewhere. The conceptual models relate these events and suggest the existence of subsidence in the County, through which the water and hydrocarbon reservoirs in the study area may lose their reservoir characteristics due to sediment compaction.

Healthy ecosystems such as forests and wetlands have a great potential to support adaptation to climate change and are the foundation of sustainable livelihoods. Ecosystem-based adaptation (EbA) can help to protect and maintain healthy ecosystems providing resilience against the impacts of climate change. This paper explores the role of EbA in reconciling socio-economic development with the conservation and restoration of nature in Lake Victoria Basin, Kenya, East Africa. Using selected ecosystems in the Lake region, the paper identifies key EbA approaches and explores trade-offs and synergies at spatial and temporal scales and between different stakeholders. The research methods used for this study include site visits, key informant interviews, focus group discussions, participatory workshops and literature reviews. An analytical framework is applied to advance the understanding of EbA approaches and how they lead to synergies and trade-offs between ecosystem services provision at spatial and temporal scales and multiple stakeholders. Our results show that EbA approaches such as ecosystem restoration have the potential to generate multiple adaptation benefits as well as synergies and trade-offs occurring at different temporal and spatial scales and affecting various stakeholder groups. Our paper underscores the need to identify EbA trade-offs and synergies and to explore the ways in which they are distributed in space and time and between different stakeholders to design better environmental and development programmes.

Abstract Dasyurids are small mammals that can conserve energy and water by using shelters that insulate against extreme conditions, prevent predation, and facilitate torpor. To quantify the diurnal sheltering requirements of a poorly known, endangered dasyurid, the sandhill dunnart, Sminthopsis psammophila, we radiotracked 40 individuals in the Western Australian Great Victoria Desert between 2015 and 2019. We assessed the effect of habitat class (broad habitat features), plot-level (the area surrounding each shelter), and shelter characteristics (e.g., daily temperature ranges), on shelter selection and sheltering habitat preferences. Two hundred and eleven diurnal shelters (mean of 5 ± 3 shelters per individual) were located on 363 shelter days (the number of days each shelter was used), within mature vegetation (mean seral age of 32 ± 12 years postfire). Burrows were used on 77% of shelter days and were typically concealed under mature spinifex, Triodia spp., with stable temperature ranges and northern aspects facing the sun. While many burrows were reused (n = 40 across 175 shelter days), spinifex hummock shelters typically were used for one shelter day and were not insulative against extreme temperatures. However, shallow scrapes within Lepidobolus deserti hummock shelters had thermal advantages and log shelters retained heat and were selected on cooler days. Sminthopsis psammophila requires long-unburned sheltering habitat with mature vegetation. Summer fires in the Great Victoria Desert can be extensive and destroy large areas of land, rendering them a key threat to the species. We conclude that the survey and conservation of S. psammophila requires attention to long-unburned, dense lower stratum swale, sand plain, and dune slope habitats, and the tendency of S. psammophila to burrow allows the species to survive within the extreme conditions of its desert environment.

Protecting “wilderness” and removing human involvement in “nature” was a core pillar of the modern conservation movement through the 20th century. Conservation approaches and legislation informed by this narrative fail to recognise that Aboriginal people have long valued, used, and shaped most landscapes on Earth. Aboriginal people curated open and fire-safe Country for millennia with fire in what are now forested and fire-prone regions. Settler land holders recognised the importance of this and mimicked these practices. The Land Conservation Act of 1970 in Victoria, Australia, prohibited burning by settler land holders in an effort to protect natural landscapes. We present a 120-year record of vegetation and fire regime change from Gunaikurnai Country, southeast Australia. Our data demonstrate that catastrophic bushfires first impacted the local area immediately following the prohibition of settler burning in 1970, which allowed a rapid increase in flammable eucalypts that resulted in the onset of catastrophic bushfires. Our data corroborate local narratives on the root causes of the current bushfire crisis. Perpetuation of the wilderness myth in conservation may worsen this crisis, and it is time to listen to and learn from Indigenous and local people, and to empower these communities to drive research and management agendas.

The Ross Sea is one of the most productive areas of the Southern Ocean and includes several functionally different marine ecosystems. With the aim of identifying signs and patterns of microbial response to current climate change, seawater microbial populations were sampled at different depths, from surface to the bottom, at two Ross Sea mooring areas southeast of Victoria Land in Antarctica. This oceanographic experiment, the XX Italian Antarctic Expedition, 2004-05, was carried out in the framework of the ABIOCLEAR project as part of LTER-Italy. Here, microbial biogeochemical rates of respiration, carbon dioxide production, total community heterotrophic energy production, prokaryotic heterotrophic activity, production (by3H-leucine uptake) and prokaryotic biomass (by image analysis) were determined throughout the water column. As ancillary parameters, chlorophylla, adenosine-triphosphate concentrations, temperature and salinity were measured and reported. Microbial metabolism was highly variable amongst stations and depths. In epi- and mesopelagic zones, respiratory rates varied between 52.4–437.0 and 6.3–271.5 nanol O2l-1h-1; prokaryotic heterotrophic production varied between 0.46–29.5 and 0.3–6.11 nanog C l-1h-1; and prokaryotic biomass varied between 0.8–24.5 and 1.1–9.0 µg C l-1, respectively. The average heterotrophic energy production ranged between 570 and 103 mJ l-1h-1in upper and deeper layers, respectively. In the epipelagic layer, the Prokaryotic Carbon Demand and Prokaryotic Growth Efficiency averaged 9 times higher and 2 times lower, respectively, than in the mesopelagic one. The distribution of plankton metabolism and organic matter degradation was mainly related to the different hydrological and trophic conditions. In comparison with previous research, the Ross Sea results, here, evidenced a relatively impoverished oligotrophic microbial community, throughout the water column.

Context The impacts of climate change on the climate envelopes, and hence, distributions of species, are of ongoing concern for biodiversity worldwide. Knowing where climate refuge habitats will occur in the future is essential to conservation planning. The koala (Phascolarctos cinereus) is recognised by the International Union for Conservation of Nature (IUCN) as a species highly vulnerable to climate change. However, the impact of climate change on its distribution is poorly understood. Aims We aimed to predict the likely shifts in the climate envelope of the koala throughout its natural distribution under various climate change scenarios and identify potential future climate refugia. Methods To predict possible future koala climate envelopes we developed bioclimatic models using Maxent, based on a substantial database of locality records and several climate change scenarios. Key results The predicted current koala climate envelope was concentrated in south-east Queensland, eastern New South Wales and eastern Victoria, which generally showed congruency with their current known distribution. Under realistic projected future climate change, with the climate becoming increasingly drier and warmer, the models showed a significant progressive eastward and southward contraction in the koala’s climate envelope limit in Queensland, New South Wales and Victoria. The models also indicated novel potentially suitable climate habitat in Tasmania and south-western Australia. Conclusions Under a future hotter and drier climate, current koala distributions, based on their climate envelope, will likely contract eastwards and southwards to many regions where koala populations are declining due to additional threats of high human population densities and ongoing pressures from habitat loss, dog attacks and vehicle collisions. In arid and semi-arid regions such as the Mulgalands of south-western Queensland, climate change is likely to compound the impacts of habitat loss, resulting in significant contractions in the distribution of this species. Implications Climate change pressures will likely change priorities for allocating conservation efforts for many species. Conservation planning needs to identify areas that will provide climatically suitable habitat for a species in a changing climate. In the case of the koala, inland habitats are likely to become climatically unsuitable, increasing the need to protect and restore the more mesic habitats, which are under threat from urbanisation. National and regional koala conservation policies need to anticipate these changes and synergistic threats. Therefore, a proactive approach to conservation planning is necessary to protect the koala and other species that depend on eucalypt forests.

Intensive agricultural production accompanied by the climate change impacts in post-Colonial rural landscapes have continuously increased the demand for water resources and coastal areas, showing an unprecedented water supply crisis. By taking extreme weather conditions and rainfall events for future trends, a resilient water storage facility for the landscape requires the collaborative approach of natural systems and simulation modelling techniques to develop sustainable future scenarios. In this study, an ecological suitability model is used to identify potential sites for the construction of multi-purpose dams. As part of the model structure, multi factors are classified using the patterns of changing landscapes, and then weighted overlay analysis is conducted on a Geographic Information System (GIS) platform. Compared to previous studies, this paper derives its principal impact parameters and projections based on historical land cover information. The suitability maps that are generated visually guide the geographical location of the multi-purpose dams and indicate the areas from highly suitable to least suitable, clarifying the possibility of building blue infrastructure alongside the waterways in west-central Barwon. The workflow proposes a resilient water system based on existing land characteristics and measures that future water storage capacity will be a valid increase of approximately 1.5 times. This strategy alleviates water scarcity during the dry season to benefit traditional agricultural activities. Digital calculations are utilized to demonstrate the feasibility of the experimental results, providing a methodology for regulating the distribution and supply of river flows throughout the year while retaining runoff in a hierarchical pattern at precipitation periods.
