Multiculturalism, as a set of ideas and policies, is one of the normativeapproaches to the current situation of cultural diversity in multicultural cities. But how can the ideas of multiculturalism be translated into the reality of urbanform? The overall aim of this dissertation is to provide a theoretical andconceptual frame of reference for distilling and identifying the ideas ofmulticulturalism which can be translated into spatial form, and in this way, tohighlight the role urban form may play in addressing the situation of living‘together-in-difference’. In this study, the relation between the materiality ofurban form and the political framework of multiculturalism is at the core of thediscussion. In its exploration into multiculturalism, the thesis identifies theoretical lacunae inexplaining the spatial dimensions of multiculturalism. To be able to discussmulticulturalism in urban form terms, the dissertation chooses the position of a‘civility of indifference’, developed by Amin (2012), as one of many possiblestances within this discourse as an operative conception for such an exercise.Adopting the logical argumentation as the research strategy, the thesis delvesdeep into the conceptual domain mapped by space syntax theory as a primarysystem in this endeavour, and accordingly, describes how the spatial form of thecity, by way of human movement, has the potential to create a variety of socialgroupings. Thereupon the thesis develops a secondary conceptual system withexplanatory applicability to the relation between multiculturalism and spatialform. Supported by these systems of argumentation, the study describes how thespatial morphology of the city may have influence on the situation of livingtogether. It is suggested that overlapping spaces represent the spaces whereurban structure potentially can provide the spatial viability for the emergence ofa ‘civility of indifference’ and its two organizing principles of co-presence andmultiplicity.Hence, the dissertation intends to contribute to theoretical efforts into theexperience of living ‘together-in-difference’ from architectural and urban designperspectives, and argues that multiculturalism distinctly possesses spatialdimensions, which should be conceptualized and addressed through thetheoretical lens of spatial form. Hence, the thesis defends that notwithstandingbeing a complex of social processes, the spatial dimensions of multiculturalismshould not be belittled in efforts to address the situation of living together in themulticultural cities of the West.

July 2007 saw the opening of Canada's largest Hindu temple. The monumental structure, located in a suburban-industrial neighbourhood of Toronto, Ontario, cost nearly forty million dollars to build, every dollar of which was raised by the temple's congregants, and was constructed largely through the efforts of volunteers. Built according to ancient architectural principles prescribed in Hinduism's oldest sacred texts, and made almost entirely of marble stones individually handcrafted in India, it is the fourth temple of its kind in North America, and the fifth in the Western World. Prime Minister Stephen Harper attended the opening, and declared Canada's new "architectural wonder" a symbol of our country's ethnic and religious pluralism. As the Canadian public celebrated the construction of the BAPS Mandir, they simultaneously chronicled the story of another Hindu community in the Greater Toronto Area in a much less reverential tone: the campaign led by the Hindu Federation to secure a waterfront site in one of GTA's parks for Hindu funeral ceremonies. The campaign was roundly criticized in the name of environmental concerns and multiculturalism's failure to promote integration. This thesis explores the complex and often contradictory ways in which Canadian multiculturalism is constructed in official and public discourse with these two sites as a focusing lens. Determining how, in one moment the Hindu community is a source of pride, and in another, a source of pollution and anxiety, I look at the role of emotions and feelings in processes of inclusion and exclusion, and I trace the emergence of a new articulation of the relationship between ethno-cultural minorities, the nation and national citizenship. Further, I explore the way in which these two sites mediate discourses and articulations of multiculturalism by addressing the suburban locales in which they are situated, and the modes of urban citizenship these sites make possible. I develop the concept of "suburban multiculturalism" to account for the new realities and challenges posed by the transformations in Canada's urban, cultural and political environment.

This thesis relies on the works of Charles Taylor in the field of multiculturalism, more specifically the well-known essay The Politics of Recognition. Through a theoretical analysis, arguments from Kenan Malik as well as Amelie Rorty are used as tools to highlight challenges with communitarian theory in the face of multiculturalism. The study exposes that communitarianism in the face of diversity can prove to be challenging, and that cultural identity is too comprehensive to substantially define. It is much more feasible to attain individual dignity, identity and worth in a multicultural society so as to promote personal freedom and negate the misrepresentation of groups.

In pursuit of a just political order, Will Kymlicka has defended a liberal conception of multiculturalism. The persuasive appeal of his argument, like that of secular-liberalism more generally, is due to presenting liberalism as a neutral and universal political project. Utilizing Charles Taylor’s genealogy of ‘exclusive humanism’ in A Secular Age, this thesis attempts to re-read Kymlicka in order to make certain theological commitments in his work explicit. Here I argue that Kymlicka, in order to make his conception of multiculturalism plausible, relies on a theologically-thick and controversial humanism operating under secular conditions of belief. By committing himself to a particular conception of the human and specific conditions of belief, Kymlicka’s liberal multiculturalism is rendered provincially incoherent because it fails to treat in a neutral manner certain theological commitments.

This thesis investigates the representation of Australia's cultural diversity in contemporary Australian drama from 1990 to 2014. It traces Australian governments' reports and statements of the policy of multiculturalism from 1977 to 2017 and critiques their promulgation of Australian multiculturalism as mainly aligning with the dominant culture. Through its analysis of nine plays by eleven playwrights from diverse cultural backgrounds, plays which reflect Australia's linguistic and cultural diversity, this thesis contends that literary writing - and drama in particular - opens a space for alternative models of multiculturalism. Through its exploration of the journey motif in most of those plays, the thesis challenges the assumption that themes of displacement, alienation and belonging are restricted to works by playwrights from migrant backgrounds. In this sense, it argues that multicultural writing is not restricted to works by writers from migrant backgrounds or dealing with the issues of migration. Through its engagement with the relationship between form and content in these plays, and the role of form in conveying the fluidity of Australian identity, the thesis contributes to scholarship on postcolonial drama. It also argues that resistant postcolonial writing is not restricted to Aboriginal writing but can incorporate works by white and migrant Australians as well.

Motivated by the desire to see a world living up to the ideal of harmonious multicultural communities, this thesis critically assesses two contemporary approaches to multiculturalism, namely Liberalism 1 and 2. The central argument forwarded here is that although Liberalism 1 and 2 are commendable approaches to the management of difference in a polity, they are unable to secure long-term intergroup harmony owing to the static understanding of identity that underpins both approaches. To highlight the shortcomings of Liberalism 1 and 2, this thesis examines the relationship between Diasporas and more sessile communities. Diasporas have been specifically selected for this purpose for two reasons. Firstly, most comprehensive discussions on multiculturalism have not employed the experience of diasporas in their research. Secondly, as the number of diasporas are set to grow and as the term is traditionally used in a negative way in reference to a `difficult' minority, there is a need to examine approaches towards multiculturalism through diasporic eyes. Evaluation of the three diasporic experiences of the Chinese, Africans and Jews in both Liberalism I and 2 has supported the main argument of the thesis. All three experiences have revealed that Liberalism 1 and 2 are unable to attain their long-term goals for multiculturalism due to three difficulties that stem from their static notion of identity. (1) Both positions foreclose the possibility for long-term harmony in a multicultural polity due to an overly pessimistic approach to the management of difference. Due to this foreclosure, predictions of conflict unwittingly prove to be true. (2) Liberalism 1 is overly reliant on constant but unachievable enforcement with its difference-blind approach to the management of difference. (3) The need for Liberalism 2 to compartmentalise individuals into distinct groups leads to the perpetuation of stereotypes while also denying individuals the opportunity to redefine themselves.

This thesis is an examination of the interplay between democratic norms and principles defining philosophical multiculturalism. Its most general aim is to find an answer to the following question concerning the possibility of democratic multiculturalism; do democracies adopt multicultural policies at the expense of their democratic credentials or are the two compatible with each other? The argument emerges from the interaction of two strong threads that run through the thesis. First, the thesis engages with three prevalent views on how democracies should react to the facts of disagreement – count heads, turn difference into a positive resource, and design procedures to maximize traditional values lying in the triangle of freedom, equality, and fraternity. In response, I offer a fourth view of democracy that combines minimalism with normativity. Normative minimalist democracy (NMD) holds that these three views are unable to appreciate the respective normative weights of dissensus and consensus, both of which have an ineliminable place in the modern democratic practices and their normative underpinnings. The second thread responds to another trichotomy – the three supposedly democratic challenges that philosophers of multiculturalism have brought up over the last two decades (as well as to the corresponding liberal-egalitarian counter-responses), which respectively draw attention to the importance of recognition, self-rule, and inclusion. With respect to these challenges and counter-challenges, the dissertation argues that both supporters and opponents of multiculturalism have democratic aspirations; and democratic response to multiculturalism should not be overshadowed by either unfounded optimism about the prospects of a substantive consensus fair to all previously marginalized minorities, nor by pessimism about the relapse into the preEnlightenment world due to the so-called return of parochialism. In between these two positions lies a more democratic response to multiculturalism – one that neither celebrates the role of culture as a unique vehicle of human fulfilment, nor dismisses it as a remnant of the past. The argument for seeking a middle ground arises in part out of frustration with the two extremes. Supplementing this critical aspect of the argument is a more constructive strand that explores what the individualist core of democracy implies with respect to political diversity in the form of disagreeing groups. Although NMD leaves room for a theory of groups substantially thinner than the one its multiculturalist critiques require because it is more clearly constrained by democracy’s individualist commitments, it is still thicker than the one standard liberal egalitarianism allows.

Today, the city planning and development professions face a changing landscape. The politics of difference, and the corresponding socio-cultural processes from which it emerged (migration, post- colonialism, and the rise of civil society), are urban manifestations that bear important implications for the city and urban life. Planners today, in policy and practice, must learn new ways to accommodate difference in the city. The purpose of this master's thesis is to pose the question of how increased racial and ethnic diversity in Canadian cities has impacted the role of social planners in Vancouver, British Columbia. Canada, the first country in the world to officially legislate a national multicultural policy, to facilitate the integration of Canada's ever-growing immigrant population, serves as an ideal socio-political environment in which to examine issues of citizenship and social inclusion. Using Vancouver as a case study, this work aims to tease out the role of city planners in identifying existing barriers and innovative approaches to communication and collaboration with diverse citizens, to better understand and meet their needs. It explores how planners, and the planning profession, can respond to, or generate, dialogue on cultural diversity, social inclusion and civic participation.

How does the theory of multiculturalism contribute to understandings of citizenship and group-specific differences? This thesis critically examines policies and practices of citizenship and group-specific differences in Singapore in order to address this question. Singapore 's experience of multiculturalism is related to its postcolonial past, diverse population and racialised policy framework. Through the analysis of three cases, I investigate how the racialised identities of 'Chineseness ', 'Malayness' and ' lndianness ' are 'troubling' for existing theorisations of multiculturalism. The misrecognition of Chinese newcomers within a demographic 'majority' cannot be fully explained through a framework that emphasises the plight of 'minorities' and rectification through minority rights. Misrepresentations of Malay-Muslim identities suggest that practices of recognition through citizenship and rights-claiming may be complicit in exacerbating the unequal treatment of groups. Unwarranted discrimination against Indian citizens and non-citizens of various kinds also falls beyond the remit of multiculturalism, which focuses on citizenship rights as a solution to group-specific needs. To understand the misrecognition of 'minorities within majorities', I explore the memorialisation of Singapore's Chinese heritage through a conserved neighbourhood that is also a tourist attraction and gentrified locality. By analysing media images of Singapore's headscarf affair in 2013 and 2014, I examine how Malay-Muslims in Singapore are portrayed through practices of citizenship that appear to recognise the group while reinforcing stereotypes and undermining political voices. The investigation of securitisation practices in the aftermath of a recent riot in 2014 demonstrates how unwananted discrimination against South Asian 'Indian' lower-skilled migrants is similar to that faced by Singapore's South Asian 'Indian' citizenry, despite important differences. Drawing on my results, I put forward an expanded framework of multiculturalism that considers the multiplicity of identities and fine gradations of citizenship. By problematising 'majority/minority' categories, I argue that a more nuanced notion of 'minority' better illuminates the misrecognition of groups and their specific needs. While questioning the role of recognition, I propose that conceiving rights-claiming as a performative speech act offers a way of reclaiming its emancipatory potential. With regard to the misrecognition of migrant workers, I contend that theories of multiculturalism should place more emphasis on the relationship between cultural differences and economic hierarchies. For a more inclusive multiculturalist framework, I recommend a finely-graded concept of citizenship in order to unsettle the association between citizenship and group-specific rights.

This study used the concept of everyday multiculturalism to explore how young White British people interpret, negotiate and engage with diversity and ‘difference’ in Leicester. Young people’s views and experiences were captured through employing an ethnographic strategy which facilitated observations, informal conversations and interviews, documenting auto-ethnographical experiences and questionnaire completion. The findings illustrate that the majority of young White British people living in Leicester view multiculturalism, in its ideological form, as being positive for England. However, when the sample was asked to reflect upon their own ‘everyday’ experiences of engaging with people from different backgrounds, the lived reality appears quite different. The findings demonstrate that the ways in which young people encounter and interact with diversity in mundane social spaces can be undermined by fear, prejudice and hostility. At its most extreme this unfamiliarity with ‘difference’ can motivate young people to actively disengage with the multicultural population around them. The intolerance and resentment towards ‘difference’ can be understood as the result of an interplay between socio-economic status frustration, a heightened importance of identity and place to certain groups of young people and the micro-multicultural context. Finally, this study used the concept of everyday multiculturalism to understand the motivation and causation of acts of targeted hostility, incidents in which the victim is selected on the basis of their perceived ethnicity or religion. This study demonstrates that incorporating the concept of everyday multiculturalism within existing theoretical explanations of targeted hostility, achieves a more sophisticated understanding of the real-life situational cues and contexts which give rise to acts of targeted hostility. It is only through a closer engagement with the real lives of young people that a more empirically rooted understanding of targeted hostility can be achieved, and more effective policy and practice recommendations can be developed.

Should a liberal state meet claims for accommodation of cultural difference with a liberal multicultural approach that grants cultural rights to minorities? The present thesis tries to answer this question by investigating if a liberal state may adopt a multicultural approach and still remain liberal. The purpose of the thesis, more specifically, is to study whether the accommodation of multiculturalism through cultural rights can be based on liberal values or not. The inquiry focuses on three influential liberal multicultural approaches which claim that cultural rights are congruent with equality, toleration and autonomy respectively. The coherence of these models is, however, questioned in the thesis. These models may neither be claimed to promote liberal values in a coherent and unambiguous way, nor be described as the adequate response to the type of burden of assimilation that members of minority cultures experience in liberal states. The main conclusion of the study is that liberal multiculturalism does not follow consistently from liberal premises and that the possibility of a normative conjunction between multiculturalism and liberalism therefore should be characterized as an open question in political theory. From liberal premises, a liberal neutralist model of integration based on anti-discrimination and equality of opportunity, in fact, still seems to be the most promising basis for a multicultural policy. It is argued in the thesis that this model can be developed if combined with a liberal scheme for deliberation on multicultural issues based on the principle of equality of opportunity.

This three phase research project, conducted with low-income students of color in an urban high school, addresses the use of process drama and playmaking as primary modes for addressing components of best practice in multicultural education, and altering the reproduction of hegemonic ideologies in schools. Further, the effects of classroom community on the learning outcomes of the project are considered. This is a qualitative study using participant observation as a primary form of data collection, followed by ethnographic interviews. Data analysis followed a primarily inductive process with a focus on the development of grounded theory to explain the outcomes. Discussion of project outcomes are considered in relationship to literature on the nature of ideologies, the ways that public schooling both supports and exacerbates existing dynamics, the suitability of public schools as potential sites of change in these dynamics, and the potential of applied drama/theatre to provide a viable alternative curricular approach for facilitating change in hegemonic reproduction in schools.

My key question is whether granting rights to minority cultural groups can undermine the interests of lesbian, gay and bisexual individuals (LGBs) within those groups. Put differently, this thesis is an investigation about whether the interests of LGBs within minorities are damaged by granting rights to minority cultural groups. I argue that LGBs have the following interests; in family life, sexual freedom, basic civil and political rights, participation in cultural and political life, bodily and psychological integrity, employment equality and equal access to welfare. In order to answer to this question, I engage with the contemporary political philosophy of multiculturalism and I approach the research by critically analysing five different accounts, which can be categorised as: multicultural citizenship, liberal feminism, negative universalism, deliberation and dialogue, and joint governance. My contribution to the debate is by making a variety of critical and positive claims. I make critical claims about the approaches taken by some authors by affirming that they may not fully protect LGBs within minorities from heterosexism. I make positive claims by suggesting innovative policy alternatives for tackling heterosexism within minorities. Three of the positive claims stand out. First, in order to tackle heterosexism it is important to eliminate stereotypes about LGBs. Second, it is possible to have a set of criteria in favour of group rights that does not imply the reinforcement and/or the facilitation of heterosexism within minorities. Third, the oppression of LGBs within minorities is not the logical extension of engaging in multicultural policies. These claims lead me to defend a model that combines aspects of associative and deliberative democracy. I defend that this model deals adequately with the potential threats of granting rights to cultural groups because it has a variety of mechanisms to prevent and tackle heterosexism.

As from the beginning of its functions in 1996 until 2012, before the enactment of the Lawon the Right to Prior Consultation (29785) came into force, the Constitutional Court of Peruhad issued 21 sentences on indigenous issues. Most of them have been subject to analysisrelated to a specifi c indigenous right. However, after almost 20 years of institutionallife, it is necessary to have a comprehensive view on the way how the maximum body for constitutional interpretation in our country has seen and prepared a discourse, not only abouta specifi c right but also about the political, social and legal circumstances that result from thepresence of indigenous people within a modern nation state; that is, the existence of ethnicplurality within the framework of a state structure based on the abstract concept of equality forall its citizens. Therefore, this article envisages four ethical and political proposals for managingethnic plurality in nation states: the assimilationism, the integrationism, the multiculturalism andthe interculturalism. Taking into account these reference frameworks it will be shown how theConstitutional Court of Peru has fl uctuated from a restricted posture toward a more inclusivestance, unfortunately, that does not mean it is the best to protect indigenous rights.

The contemporary discussion on the topic of multicultural education in the Canadian literature relates questions of race, ethnicity or culture to public schooling, with little attention given to the area of teacher preparation. In this study we review the political and social background of multicultural education. This study notably presents the results of a 42 item survey of pre-service teachers' perceptions of: (a) the concept of multiculturalism and; (b) the adequacy of their training for multicultural classrooms.
The pre-service teachers also examine their curriculum for multicultural content. This is followed up by a content analysis of the respective programs by the researcher.
The implications of this exploratory study are especially valuable for teacher training institutions. As multiculturalism is a fact of Canadian society, it is logical to educate our future citizens in accordance with this reality. Institutions are failing to prepare teachers for today's society if they are not providing courses in multicultural education.

This dissertation contributes to existing scholarship on contemporary multiculturalism. It does so by exploring how multicultural agendas are operationalised in Northern Ireland – a society divided along sectarian lines. As the political violence of the conflict has receded, Northern Ireland has witnessed unprecedented levels of in-migration. This dissertation seeks to understand how, as Northern Irish society is increasingly being conceived of as culturally diverse, emerging multicultural agendas interact with embedded sectarianism. The empirical research focuses on the political institutions and policies pertaining to Northern Ireland as a whole, and the specific activities and social practices of various ethnically-identified minorities, voluntary organisations and anti-racist movements in selected areas of Belfast. The research involved interviews with civil servants, policy makers, ethnically-identified minorities, voluntary groups and anti-racist activists. This dissertation argues that a government concern for managing cultural diversity can be understood as part of a process of ‘normalising’ Northern Ireland after the conflict. However, a persistent sectarianism complicates, and often impedes, the advancement of multicultural, and particularly anti-racist, agendas. This argument is developed through an exploration of policy and institutional structures, anti-racist campaigns and responses to racialised violence, as well as initiatives that seek to recognise and celebrate cultural diversity. This dissertation shows that the relationship between sectarianism and multiculturalism in post-Agreement Northern Ireland is not unidirectional. Instead, the two processes are deeply imbricated with each other: multicultural initiatives are shaped by sectarianism, and sectarianism persists in emergent multicultural imaginaries. This said, the dissertation suggests that multiculturalism is also capable of disrupting sectarian constructions of space and identity in Northern Ireland. Based on these findings, this dissertation argues that cultural diversity provides an opportunity to denaturalise the social structures and narratives which reproduce sectarianism. It is argued that this process could play an important role in advancing the construction of a socially cohesive and multicultural Northern Ireland.

This thesis analyses how the British South Asian diaspora is conceptualized, understood and reflected in a selection of female-authored literary texts which engage with the multicultural policies of the British state from the 1950s to the present. The primary sources include Attia Hosain’s Phoenix Fled (1953) and Sunlight on a Broken Column (1961), Kamala Markandaya’s Possession (1963) and The Nowhere Man (1972), Ravinder Randhawa’s A Wicked Old Woman (1987), Meera Syal’s Anita and Me (1996), Monica Ali’s Brick Lane (2003), Shelina Zahra Janmohamed’s Love in a Headscarf: Muslim Woman seeks the One (2009) and Rosie Dastgir’s A Small Fortune (2012). I conceive of British multicultural state policies as unfolding in three major phases: Assimilation (1950- 1979), Integration (1980-2001), Social Cohesion/Interculturalism (2001- present). The thesis examines these policy changes and illustrates how these shifts are mirrored in and shape the character of British South Asian women’s writings. In the light of this I argue that British South Asian women writers’ engagement with a sense of exile, dislocation or a ‘teleology of return’ along with a symbolic longing to create imaginary homelands has produced new alliances which exist outside what has been called the national time/space in order ‘to live inside, with a difference’. Through the selected writers’ individual attempts to configure new fictional home spaces, a new architecture for the diasporic imagination is constructed around the poetics of home and the multicultural politics of identity. Such cross-cultural literary interventions exist both within and outside colonial and postcolonial genealogies, reconfiguring the critical geographies by which they have been mostly defined. The first two chapters of the thesis attempt to define the complex configurations of the concept of multiculturalism and its interconnections with the terminology of diaspora. I have adopted a reading strategy tracing the South Asian migration history to Britain and the early literary representations which powerfully illuminate the fragmented imagination of the South Asian diaspora in terms of contemporary theoretical paradigms. The next three chapters analyse literary representations by Attia Hosain, Kamala Markandaya, Ravinder Randhawa, Meera Syal, Monica Ali, Shelina Zahra Janmohamed and Rosie Dastgir, who highlight and complicate the issues of race, ethnicity and gender in relation to the rhetoric of multiculturalism and multicultural policies. The writers use various strategies that testify to the innate relation between the political ‘real’ and the literary ‘imaginary’ and explain how real life experiences provide fuel to the ‘diasporic imaginary’ and affirm the transnational potency of literature.

Millions of people in South Africa watch television commercials on a daily basis. Advertising either shapes or reflects society. Either way, the relationship between diversity in advertising agencies and the diversity reflected in the work they produce is important in South Africa. This research is exploratory and qualitative. Four case studies were conducted which entailed four campaigns (two from each agency) and two clients (one per agency). There were ten commercial outputs from the four campaigns. Content analysis was conducted on the commercials with particular reference to the portrayal of age, gender and race. Creative team members from each of the four creative teams were interviewed, as well as other staff from agency and the clients. In total 27 in-depth interviews were conducted. Cross case analysis sought to identify relationships between creative team level diversity and multiculturalism in creative outputs, as well as emerging themes or explanatory factors. This revealed that creative teams’ race and gender diversity appeared to have an influence on the portrayal of race and gender in television commercials. Age in advertising agencies and agency creative outputs was consistently youthful across all four campaigns. Market segmentation and targeting using age, gender and race emerged as a contributory factor. Diversity in creative teams appeared to have an influence on the depiction of diversity in commercials, and larger more diverse teams emerged as a possible mechanism for targeting multicultural audiences.

The aim of this project is to expand on the limited understanding of Chinese multiculturalism outside of China and to inject balance and authenticity into the representation of Chinese cultural diversity. Through my research and the redesigning and rethinking of Chinatowns, I aim to convey the multicultural nature of China to Western audiences. I will examine the process of cultural “imitation” used in modern Chinatowns and the widespread misunderstanding of Chinese ethnicities. In this research I have developed new design features and visual elements for the Chinatown at Southport in Australia. The products and symbolism depart from the stereotypical designs usually found in Chinatowns and reflect the diversity of Chinese ethnic groups. My research project includes a literature review and I have also undertaken fieldwork, including conducting several questionnaires with ethnic groups. Through my design practice, I am developing innovative ways to represent China in a way that embodies the essential and diverse features of Chinese folk culture.

This research investigates the role of public libraries in building communities and cross-cultural citizenship through provision of equitable information resources and services to English as Additional Language (EAL) speakers, particularly in metropolitan Perth, Western Australia. The rapidly changing demographic profile of Western Australia is producing an ever increasing diversity of people who need to access information in order to thrive in their new community. However, access to these information services pose challenges to users who lack competency in language, computer and general literacy, while the increasing diversity in the local population creates widely divergent competencies in information seeking skills among library clients. Diversity, which has become evident in many contemporary communities, unveils a wide range of information seeking skills, which varies from individuals who are illiterate (often from an agrarian background) and others who are highly educated with substantial English language and computer skills. In this research, the concept of equity in the provision of library services for EAL speakers was investigated by reviewing the library environment in Perth, Western Australia from the perspective of library staff and EAL clients. In-depth interviews were conducted with participants from across various EAL backgrounds as to their knowledge, understanding and current usage of library services. The interview sessions identified the extent of user acceptance of these services and the factors which indicated levels of perceived equity of these library services. The findings from the responses of the public library staff and EAL speakers revealed a complex and diverse local library environment. The public library system, in Western Australia traditionally modelled to serve English language clientele, is yet to fully recognise the presence of the multicultural clientele in its library service provision. Thus, the shift in public library perspectives towards service provision for diverse ethnic groups is evident in isolation but not in adherence to a transparent, consistent government policy which filters down to the local libraries as a guide for normal practices. The EAL speakers’ responses revealed a dire need for English language and computer skills education for some ethnic groups, in order to facilitate their public library access. The findings revealed that some of the EAL groups are unaware of the public library system, its intrinsic value or its culture including that the services are free and offered in a democratic and safe space. Some of the EAL groups also distrust government entities and figures of authority per se as officials symbolise maltreatment of their families and ethnic groups in their countries of origin. Reliance on natives from their own communities, revealed within the interview data, has led to an emergence of bonding social capital tendencies and limited integration with the host culture. The public library is strategically located to draw diverse individuals from its local suburb and contribute towards community building strategies and integration in Western Australia. Having located gaps between library service provision and library service needs, this research developed a model for possible future strategic directions for public libraries in Western Australia.

In this article, readers are going to see how foreigners’ children have been treated in the Japanese educational system. Until now, Japan does not have a specific principle idea in their policies; therefore, those are not stable and concrete. In order to investigate how national policies and its doctrine are important in the educational system, this article has examined Australia as a nation introducing the principles of multiculturalism and France as a nation introducing the republicanism in their integrated politics by doing a literature research. The literature that was used in this paper include the policies and critical papers written by experts that has allow us to analyze the pros and cons of their policies. As a result, the Japanese government is urged to create a concrete policy that would support foreign students to better adapt to the society and become a productive human resource to improve the country’s wellbeing.

This thesis explores the relationship between proto-democracy, multiculturalism, and state formation. In the introduction, I express the desire to ascertain how legal multiculturalism on the Isle of Man could be viewed as a product of the shared proto-democratic character of the Irish and the Norse legal traditions. Further, I wish to explore how this multiculturalism influenced the development of the state on the island and, coming full circle, what multiculturalism and state formation meant for the future of proto-democracy on the island. In this thesis, I conclude that many of the institutions that played a role in fostering state formation on Man, such as the keys, coroners, and parishes, were themselves a product of legal multiculturalism. Further, I argue that this legal multiculturalism and state formation in turn results in a loss of institutions on Man that characterized the separate legal traditions as proto-democracies.
