The aim of the research is the re-assessment of the flood risk when the sensitivity criteria used to evaluate the vulnerability are enhanced with adaptive-recovery capacity criteria and the exposure. Hence, in the proposed methodology, the vulnerability to flooding is addressed as a synthesis between the adaptive-recovery capacity, the exposure, and the sensitivity. To do so, a multicriteria ranking is proposed. The multicriteria ranking is based on the fuzziness in order to interpret the multicriteria synthesis of the widely-used multicriteria technique for order preference by similarity to ideal solution (TOPSIS) method. The case study areas are the Greek parts of the Nestos and Strymonas transboundary river basins.

Анотація:
Method of project multicriteria decision synthesis with decision success criterion is used for realisation of construction projects which require a proper analysis of constituent parts in close relationship of components. Scheme of this method is presented in Fig 3. Multicriteria decision project may be divided into several interrelated building processes and smaller projects. On every level of the whole project, the decision of closeness to ideal solution method is made and, on the basis of the obtained results, several alternatives are chosen. On every separate level, a number of alternatives is selected by the method user. It depends on complexity of the project and on requirements of interested parties. At the last decision stage, there is performed a synthesis using the chosen alternatives and relying on their interrelations. During decision process on the intermediate stages, having eliminated irrational alternatives, effective and precise results are achieved. The developed multicriteria decision synthesis method is one of the elements of the newly created group of multicriteria decision methods. Using this method algorithm, software is prepared that entirely manages the whole decision process from database filling to calculation and result processing.

Cloud Computing has changed the strategy of the way of providing different services to business and government agent as well as to sole users. Cloud Computing provides scalable and on demand services to users irrespective of their physical area. But this computing technology has many challenges. One of them is on demand resource allocation. In this paper a resource allocation method is proposed based on Analytical Hierarchy Process (AHP) called Multicriteria Preference Synthesis (MPS) method. MPS method combines many AHP synthesis methods (Additive Normalization, EigenVector, Multicriteria Synthesis etc.) to assign the priorities to the users' tasks. In MPS method Error Criteria is used to provide the consistency in providing the priorities to users' tasks if any violation is there.

Today there are many multicriteria evaluation methods used in building projects. They enable to make component (complex) evaluations of the task. Before a multicriteria evaluation of building facade complex process we develop a technological network model which represents technological systems and work performance variants graphically. We use technological network model junctions “cut” method for finding faster final result, for reducing alternative decisions number and facilitating calculations. This method permits to reject not irrational variants from calculations. Facade painting model consists of the following partial processes: surface preparing, priming, putting and painting. Making multicriteria decisions synthesis all these processes are interpreted as stages. It's necessary to determine the importance of each stage with respect to another stage (stage significance). To find stage significance it's possible to use expert, pair comparison methods, etc. Each stage consists of a certain number of alternatives. For comparison and evaluation of these alternatives, we produce a system of criteria (technical-economical indicators and qualitative characteristics). Using technological network junctions “cut” method, decision multistage synthesis method and carrying out multicriteria evaluation, it is possible to make a more precise alternative decisions analysis, evaluating the stage significance. This is very important for customers, contractors, projectors, etc.

This article analyzes reasoning of strategic business decisions selection. In order to accomplish the task the synthesis of two methods is offered – scenario and multicriteria evaluation of strategic decisions. The base of multicriteria evaluation of strategic decisions is set onto the tree‐level criteria system (primary, partially integrated and complex‐integrated criteria). Relatives weights of the primary and partially integrated criteria is taken in to account in the calculation of a complex‐integrated criterion impact. Also the methodical usage of guidelines of scenario and multcriteria evaluation method synthesis as well as verification of its results through an experiment are presented in the article. The following advantages are typical for the synthesis of these two methods: decisions evaluation is accurate, complex and performed accordingly to environmental variety; the decisions are being evaluated while using a broad criteria system which leaves an opportunity to fully judge the suitability of certain decisions to the business subject; detailed evaluation results support strategic decisions making based on acceptable level the risk, environmental clauses and results of complex evaluation; evaluation becomes understandable, clear and visual to all within the business subject.

There are a large number of different solutions for dosing liquid products on the world market today. There is no universal technology because the same substances can be dosed on different types of equipment. Thus, the manufacturer faces a difficult task: what type of equipment will be the most optimal for this purpose. These questions are a complex multicriteria scientific task, for the effective solution of which it is necessary to develop a technology for the synthesis of the system of authorization of fluid dosing using methods of multicriteria optimization in different conditions of information certainty. Goal. To develop the technology of synthesis of the liquid dosing system, which will allow to make a scientifi-cally based decision on the choice of hardware and software for the liquid dosing system in different conditions of information certainty. Methodology. The criteria for the selection of hardware and soft-ware for liquid dosing automation systems have been substantiated in the work. Based on the analysis of existing decision-making methods in different condi-tions of information certainty, mathematical models of hardware and software selection for fluid dosing automation have been developed, a physical model of liquid dosing system on the Arduino NANO / UNO microprocessor platform has been built. Results. The developed technology of liquid dosing system allows to determine the features of the project of synthesis of liquid dosing automation systems, develop models of hardware and software selection of liquid dosing automation systems. Originality. Methods using multicriteria optimization methods in different conditions of information certainty due to their extension to a new subject area were further developed. Math-ematical models of hardware and software selection for fluid dosing automation system have been devel-oped. Practical value. The theoretical results obtained are confirmed by building of a physical model of the liquid dosing system on the platform of the Arduino NANO / UNO microprocessor

The complex of technical means for optimization synthesis of assembling of a packing machine of separate functional modules has been developed. The method of synthesis of a packing machine, based on criterial assessment of separate functional modules (FM), combined by two main assessment groups, has been offered. FM may be selected and calculated by the program of consumption, based on the overall equipment effectiveness (OEE) criterion. An example of synthesis, based on the offered method, takes into account variants of choice of ready functional modules, based on the hierarchic structure of a module of roll packing material supply. The method takes into account the systemic approach to analysis of equipment constructions for packing fine-piece and piece food products in a consumption package. The synthesis of FM assembling as conceptual models, abstract ones, reflecting the construction structure and connections between separate elements – functional devices (FD) – has been offered. The optimal assembling of the functional device in the structure of the functional module of roll packing material supply has been determined. As a result of solving this problem, a FM1 prototype has been created. At conducting the comparative analysis with the existent equipment, the automatic functional device has been modeled. The use of the OEE criterion with joint properties that reflects the generalized assessment of a packing machine or functional module with a maximin (minimax) criterion by the compromise principle has been substantiated. The analysis is grounded on the idea of optimality of each module or device of the machine for packing food products at adding each next functional module to its composition. The program of assessment calculation of the package equipment with the complex assessment criterion OEE for different assembling of FMi machines for packing piece and fine-piece products has been developed. The FM of roll film material supply with using a microprocessor managing device that maintains a sinusoidal law of movement of a stretching roll of the packing machine has been developed. Optimal characteristics of the technical system have been determined. Results, obtained at processing experimental data, confirm adequacy of the offered method for assessing assembling solutions

A two-mass fuzzy control system is considered. For fuzzification process, classical both linear and nonlinear membership functions are used. To find optimal values of membership function’s parameters, genetic algorithm is used. To take into account values of both output and intermediate parameters of the system, a penalty function is considered. Research is conducted for the case of speed control system and displacement control system. Obtained results are compared with the case of the system with classical, crisp controller.

The uniform concept of synthesis of construction materials with special properties as multicriteria difficult technical system with use of an iterative way is offered. Composite materials with complex hierarchical structure are considered as a set of typical elements and communications between them (multilevel structures). Transition from one level to another is offered to be carried out on the basis of allocation of substructures (the macroscopic elements interconnected in the easy and clear way). On the basis of experimental data assessment of statistical communication between 14 properties of materials for various 10 structures is defined. The primary goal for development of project decision support system is to optimise design of rational lifetime processes of a building. An efficient realisation of construction projects requires analysing their constituent parts in close interdependent relationship. This can be reached by applying three methods of project synthesis in computer software “Universal decision support system in construction” with database of various construction project variants. Thus for carrying out a multicriteria synthesis of various projects and selecting the highest quality alternatives, it is necessary: to develop all feasible alternative variations; to develop a system of attributes able to produce a detailed description of the alternatives; to calculate values and significances of the attributes; to develop relation system between alternative variations. On a UniDSS methodological basis, a technological model of the selections of the most efficient construction elements (main walls, foundations, roof, windows, internal walls) of the real project, Polish house near Naugarduko-Kaunas street crossing, using synthesis, with compromise-compensating model, was developed.

This paper suggested multicriteria based evaluation tool to assess the sustainability of three different reaction routes to dimethyl carbonate: direct synthesis from carbon dioxide and methanol, transesterification of methanol and propylene carbonate, and oxidative carbonylation of methanol. The first two routes are CO2-based and in a research and development phase, whereas the last one is a commercial process. The set of environmental, social, and economic indicators selected were renewability of feedstock, energy intensity, waste generation, CO2balance, yield, feedstock price, process costs, health and safety issues of feedstock, process conditions, and innovation potential. The performance in these indicators was evaluated with the normalized scores from 0 to +1; 0 for detrimental and 1 for favorable impacts. The assessment showed that the transesterification route had the best potential toward sustainability, although there is still much development needed to improve yield. Further, the assessment gave clear understanding of the main benefits of each reaction route, as well as the major challenges to sustainability, which can further aid in orienting development efforts to key issues that need improvement. Finally, it was concluded that a multicriteria analysis such as the one presented in this paper was a viable method to be used in the process design stage.

The paper reports the optimization synthesis of a hydraulically actuated drive mechanism. A mathematical model of the mechanism using vector closure equations is developed. Based on the functional purpose of the mechanism, a set of geometric and force/moment requirements are defined which must be met by a proper selection of a standardized hydraulic cylinder and its points of attachment. A multiobjective design optimization task is defined with three objective functions whose minimum is searched - the mass of the hydraulic cylinder, the squared total deviation of the developed by the hydraulic cylinder moments from the predefined values of the external moments and the force in the hydraulic cylinder. The defined multiobjective optimization task is considered as a mixed variable nonlinear constrained optimization problem containing 5 continuous and 2 discrete variables and the multistage Monte Carlo method is used for its solution. Using different weighting schemes several Pareto-optimal compromise solutions are obtained.

An advanced stage has been reached in the research and development of alternative vehicle propulsion systems, aiming at assuring acceptable levels of both consumption and emissions. Many different criteria, often expressed in incommensurable units, such as weight, reliability or availability, cost, etc., must be taken into account in order to obtain an “optimal” design for such systems. The design of such vehicles is the result of a complex synthesis, requiring high degree of methodologies involving tradeoffs among multiple criteria. This paper proposes a probabilistic multicriteria decision analysis applied to the design of a hybrid electric vehicle. In particular, a Bayesian estimation approach is proposed and numerically illustrated, with the purpose of determining the optimal decision for the systems’ design under uncertainty. In the course of the numerical application, it is shown how such methodology is able to integrate and update available information, even if poor and uncertain, on the basis of new experimental data.

Optimal design of large systems is easier if the optimization model can be decomposed and solved as a set of smaller, coordinated subproblems. Casting a given design problem into a particular optimization model by selecting objectives and constraints is generally a subjective task. In system models where hierarchical decomposition is possible, a formal process for selecting objective functions can be made, so that the resulting optimal design model has an appropriate decomposed form and also possesses desirable properties for the scalar substitute functions used in multicriteria optimization. Such a process is often followed intuitively during the development of a system optimization model by summing selected objectives from each subsystem into a single overall system objective. The more formal process presented in this article is simple to implement and amenable to automation.

The article deals with the theoretical aspects of the problem of reengineering the topological structures of terrestrial ecological monitoring networks. As a result of the analysis of the current state of the problem, it was revealed the need to change the network of monitoring points, to increase requirements for the efficiency and accuracy of observations, as well as to do the more advanced technologies for collecting, processing, storing and transmitting information. All this is possible due to reengineering of existing monitoring networks. This requires the improvement of network system optimization technologies and their software in terms of taking into account the features of the reengineering problem, as well as the mathematical models and methods used for this. To solve the problem of reengineering of terrestrial monitoring networks, an aggregative-decomposition approach is proposed. The approach is divided into a set of tasks considering their interconnections in terms of input and output data. This made it possible to define a set of tasks that form the basis of reengineering procedures. To increase the efficiency of technologies for computer-aided design and reengineering of networks, a set of mathematical models is proposed that covers the main stages of their life cycles. The article discusses: a systemological model of iterative technology for obtaining design solutions; analytical models for evaluating the properties of network reengineering options in terms of efficiency, reliability, survivability and costs; models for identifying effective options for network reengineering based on Karlin and Germeier theorems; a model for evaluating the local properties of options in the form of a utility function of local criteria; model of scalar multicriteria estimation of network reengineering options based on utility theory. The utility function makes it possible to implement both linear and non-linear (including Z- and S-shaped) dependencies on their values. For the practical implementation of models of multicriteria problems of reengineering of topological structures of networks, it is proposed to use the method of generation of effective design solutions in parallel with the generation and the method of comparator parametric synthesis of the scalar multicriteria estimation function. The performance and efficiency of the proposed mathematical models and methods are demonstrated by examples of solving the problems of subset selection of Paretooptimal options for building networks and parametric synthesis of the scalar multicriteria estimation function. The application in practice of the proposed set of models and methods will increase the degree of automation of network reengineering processes, reduce the time for solving the problem of multi-criteria choice due to the reduction in the time complexity of the analysis procedures, and increase the stability of the decisions made by compromising their choice only from a subset of effective ones.

This study deals with the synthesis of selected attributes of public transport accessibility. The aim is to present a new method of multi-criteria analysis. As the research area, the city of Cracow has been chosen. The GTFS (General Transit Feed Specification) system has been used to obtain traffic data for buses and trams within the city‘s transport company (MPK Krakow). The analysis itself consists of 4 main accessibility indicators (walking time to each stop, number of lines, directions, and connections from each stop). The problem of exceeding the stops accessibility beyond the administrative border of Cracow has been solved by using a 500 m wide buffer zone around the city. To connect the individual layers of indicators into a multicriteria analysis, the Voronoi diagram function has been applied. The results of the method are presented in the form of synthetic maps of transport accessibility for each bus and tram stop in Cracow. Together with the synthetic accessibility maps, an index of a stop importance has been created as well, which consists of the sum of the mean percentages from 3 indicators (number of lines, directions, connections). The synthetic method used and acquired detailed values not only for the city of Cracow as a whole, but also its individual parts make it possible to provide a comprehensive picture of accessibility by public transport. This multicriteria analysis can also be extended for a comparative study of selected cities.

Optimal structural synthesis of agricultural legged robot is carried out, that causes minimal damage on soil and provide the most favorable conditions for plant growth. A rational structure of a legged robot with orthogonal propel based on kinematic decoupling of the motion is proposed. Most of traditionally used walking robots have universal “insect type” structure with multiple actuators to be synchronized which result in complex control. The alternative design is realizing a concept of functional independence of the actuators when each actuator is responsible for specified purpose: the main actuators are responsible for rectilinear translational motion of cabine/chassis whereas another group of actuators are responsible for adaptation purposes and anothers participate in turning/maneuvering. This allows to carry out the cabine/hull shifting and turning with a minimum number of actuators and simplified control. A new kinematic equivalent scheme of turning mechanism was proposed in order to optimize turning modes of the robot. The proposed planar model allows to determine the optimal parameters of the robot by applying multicriteria synthesis methods of parallel robot manipulators based on isotropy, maneuverability and other criteria.

This paper presents a fuzzy set-based approach to the evaluation of information technology (IT) projects. We assume a multi-criteria decision-making framework, where sets of general and domain-specific criteria are used to judge the relative performance of alternative technologies. The methodology was originally developed for DIAS.net, an EU project aiming at the development of the Information Society in insular and isolated regions of Europe. In this paper, we present many aspects of our evaluation framework, including the synthesis of evaluation teams, the assessment of the importance of criteria, the evaluation of the performance of the alternatives and the final ranking and selection of projects. The methodology presented has the innovative feature of embodying techniques of fuzzy sets theory into the classical multi-criteria decision analysis. This combination enables us to handle efficiently the subjectiveness that often characterizes expert judgements on a decision problem. Fuzzy linguistic terms, such as "poor," "fair," "very important," etc. are proposed for assessing the relative merit of alternatives and criteria. The paper concludes by exploring the potentiality of the above methodology in providing a flexible and robust IT evaluation framework.

According the guaranteed result method it can be any of a finite set of deterministic realizations. Optimizing the parameters of the passive depreciation system reduces to solving a minimax multicriteria problem. The depreciation parameters can vary in a given class without introducing additional restrictions. To calculate the extremum of the objective function, the search algorithm of the Nelder-Mead deformable polyhedron is used. The results are illustrated by an example.

The meta-synthesis method has achieved good results in China’s aerospace engineering and population economic regulation. This theoretical achievement obtained from engineering practice becomes an effective way to solve complex decision-making problems. The meta-synthesis method obtains the final decision-making result by comprehensively considering qualitative and quantitative criteria and gathering multivariate heterogeneous attribute information. In view of the broad application of entropy theory in quantitative evaluation and fuzzy decision-making, this paper proposes a meta-synthesis decision-making method based on probabilistic linguistic cross-entropy and priority relations for multicriteria decision-making problems including qualitative and quantitative multivariate heterogeneous attribute information. First, the quantitative attribute weight is calculated based on the entropy weight method, and the qualitative attribute weight is calculated by considering the individual effects and interactions of the probabilistic linguistic term sets under qualitative attributes comprehensively through probabilistic linguistic entropy and cross-entropy. Then, the weight preference coefficient is used to integrate the qualitative and quantitative heterogeneous attribute weights to obtain standardized processing weight information, and, on the basis of the 0–1 priority relation matrix, we compare and analyze the advantages and disadvantages of alternatives under all criteria and obtain an overall ranking result of the alternatives. Finally, the effectiveness and superiority of the proposed method are verified by a comparative analysis of a numerical example and the decision-making method.

The object of research is decision-making support systems. Local wars and armed conflicts of recent decades are characterized by high dynamics of operations (combat operations) and a significant amount of diverse information circulating in information systems. These features determine the search for new approaches to increase the efficiency of decision-making support systems, given their reliability. This article solves the problem of developing a method of multicriteria evaluation in conditions of uncertainty. In the course of the research, the authors used the main provisions of the theory of artificial intelligence, automation theory, theory of complex technical systems and general scientific methods of cognition, namely analysis and synthesis. The proposed methodology was developed taking into account the practical experience of the authors of this work during the military conflicts of the last decade. The method of multicriteria evaluation is universal and can be used to assess the state of the objects of analysis of any architecture. The results of the research will be useful in: – development of new control algorithms in decision-making support systems; – substantiation of recommendations for improving the efficiency of operational management; – analysis of analysis (monitoring) objects in the course of hostilities (operations); – creation of perspective technologies to increase the efficiency of operational management; – assessment of the adequacy, reliability, sensitivity of the scientific and methodological apparatus of operational management in decision-making support systems; – development of new and improvement of existing management models. Areas of further research will be aimed at developing a methodology for intelligent management in special-purpose decision-making support systems.

There are considered methodological bases of multicriteria synthesis of a spectral energetic pattern for the evaluation of the excessive share of blue and red light in the spectrum of artificial energy sources. The basis of this methodology is relied upon on the hygienic approach to the spectrum analysis of solar and led light. Relying upon on "photobiological paradox of vision" according to M. A. Ostrovsky, conditions of "melanopsin cross" and mechanisms of adverse impact of light on vision, all the spectral-energy characteristics of solar light were divided into subspaces. The border between them became a spectral energy pattern for the evaluation of artificial sources on the security of their impact on eye and human health according to criteria of the excessive dose of blue or red light. On two examples there was shown the effectiveness and clarity of this estimation with the using of the spectral energetic pattern of light.

Background Patient decision aids should help people make evidence-informed decisions aligned with their values. There is limited guidance about how to achieve such alignment. Purpose To describe the range of values clarification methods available to patient decision aid developers, synthesize evidence regarding their relative merits, and foster collection of evidence by offering researchers a proposed set of outcomes to report when evaluating the effects of values clarification methods. Data Sources MEDLINE, EMBASE, PubMed, Web of Science, the Cochrane Library, and CINAHL. Study Selection We included articles that described randomized trials of 1 or more explicit values clarification methods. From 30,648 records screened, we identified 33 articles describing trials of 43 values clarification methods. Data Extraction Two independent reviewers extracted details about each values clarification method and its evaluation. Data Synthesis Compared to control conditions or to implicit values clarification methods, explicit values clarification methods decreased the frequency of values-incongruent choices (risk difference, –0.04; 95% confidence interval [CI], –0.06 to –0.02; P < 0.001) and decisional conflict (standardized mean difference, –0.20; 95% CI, –0.29 to –0.11; P < 0.001). Multicriteria decision analysis led to more values-congruent decisions than other values clarification methods (χ2 = 9.25, P = 0.01). There were no differences between different values clarification methods regarding decisional conflict (χ2 = 6.08, P = 0.05). Limitations Some meta-analyses had high heterogeneity. We grouped values clarification methods into broad categories. Conclusions Current evidence suggests patient decision aids should include an explicit values clarification method. Developers may wish to specifically consider multicriteria decision analysis. Future evaluations of values clarification methods should report their effects on decisional conflict, decisions made, values congruence, and decisional regret.

Abstract Water management has become one of the major interests in arid and semi-arid regions. Scientists have suggested different criteria and methodologies for the identification of suitable dam sites. According to our literature review, we have used two major methodologies for the selection of suitable dam site location: geographic information system and remote sensing (GIS/RS) and multicriteria analysis (MCA) integrated with GIS/RS. The most common criteria used for the selection of suitable dam sites were slope, rainfall, land use land cover, soil type, lithology, lineament density, and hydrographic typology. All the factors were superimposed to prepare the synthesis map of water-harvesting structures, each thematic layer’s weight was determined, and storage water potential indices were calculated using water accumulation conditions. According to the water-harvesting location map, where the spatial distribution of the excellent (5%), very good (9%), and good (17%) aptitude classes is established in the northeast and central parts of the westward zone, the average located in the center of the zone. Study and weak are located south of the map; the area of moderate (25%) to poor (44%) suitability is situated in the south and southwest zone. The MCA was validated using an existing dam across the study area, where the MCA provides for the dam located in the good and moderate zones. The approach adopted in this study can be applied for any other location globally to identify potential dam-construction sites. From the point of view of the literature of multicriteria analyses of water recovery, areas unsuitable for surface water harvesting and dam projects are suitable for groundwater recharge.

Vega et al. [1] analyzed the influence of the attributes’ dependence when ranking a set of alternatives in a multicriteria decision making problem with TOPSIS. They also proposed the use of the Mahalanobis distance to incorporate the correlations among the attributes in TOPSIS. Even in those situations for which dependence among attributes is very slight, the results obtained for the Mahalanobis distance are significantly different from those obtained with the Euclidean distance, traditionally used in TOPSIS, and also from results obtained using any other distance of the Minkowsky family. This raises serious doubts regarding the selection of the distance that should be employed in each case. To deal with the problem of the attributes’ dependence and the question of the selection of the most appropriate distance measure, this paper proposes to use a new method for synthesizing the distances to the ideal and the anti-ideal in TOPSIS. The new procedure is based on the Analytic Hierarchy Process and is able to capture the relative importance of both distances in the context given by the measure that is considered; it also provides rankings, which are closer to the distances employed in TOPSIS, regardless of the dependence among the attributes. The new technique has been applied to the illustrative example employed in Vega et al. [1].
