Повний текст джерелаI used qualitative data analysis and the multiple case study method to understand how political, platform, and civil actors exercise power in building regulatory frameworks, and thus a governance system, for online content moderation. I analyzed the exercise of power through three case studies, each on a different form of regulation: the Code of conduct on countering illegal hate speech online (co-regulation), Meta’s Oversight Board (self-regulation) and the Digital Services Act (statutory regulation).These cases served to develop an analytical framework (the FSM model) and to successfully test its replicability. It is based on the idea that actors exercise power at different stages of a regulation’s policy process in at least one of three ways. Framing involves influencing perceptions about the regulation and the actors involved. Shaping consists of impacting the regulation’s content. Finally, maneuvering refers to affecting its practice, mostly during the implementation phase. The comprehensive analysis of power dynamics across three regulatory settings allowed me to highlight controlled delegation as a central feature in the governance of online content. Empirical evidence points to a pattern: the actor behind each regulatory initiative – be it a public authority or platform company – shaped the regulatory framework to actively engage other actors in content moderation, while ensuring that this delegation operated within the boundaries it had defined. My approach, grounded in the exercise of power, yielded insights into how delegating actors balanced empowering other agents with establishing boundaries and oversight mechanisms to retain control over their operations

Повний текст джерелаThe emergency of the Internet as a medium for multimedia content, the manner to access the content including means of enriching it with semantic information constitute large research domains. This thesis situates in this context and introduces an operational implementation of an open and interoperable multimedia content distribution platform. After specifying the platform architecture introducing the support of all media types, effective indexation, content search and on-line visualisation, the first contribution of the thesis consists in several MPEG 7 extensions allowing 3D object description, as well as multimedia service specification. These extensions makes it possible a novel approach of asset management systems fully normalised with MPEG 7 and MPEG 4, the concept being demonstrated by the implementation of the www.MyMultimédiaWorld.com platform. The second contribution of the thesis concerns the fundaments and tools to ensure easy access to the multimedia platform. We developed an original solution based on an access API making possible to third party applications to access content and metadata resident into the platform. A second API, makes it possible to integrate multimedia processing algorithm directly in the platform, transforming it into a continuous evolving environment. The Web2.0 paradigm of user generated content is now extended to user generated functionality. Based on the two APIs, we proposed a novel approach for evaluation of multimedia related algorithms. The key aspects are the online processing, evolving content, execution of algorithms in identical conditions, always up-to-date results. The approach is demonstrated for two benchmarks: the first deals with 3D mesh compression algorithms and the second with 3D shape descriptors developed in the FAME2 and POPS projects of the System@tic competitiveness cluster. The advantages of such benchmarking approach were recognized recently by MPEG committee when deciding to adopt www.MyMultimédiaWorld.com as the standard evaluation tool for 3D mesh compression

Повний текст джерелаAudiovisual media expose adolescents to the vision of sexual contents on the Internet. Within public debate, online availability of material « likely to harm » or « seriously harming » children generates forms of moral panic. A major concern derives from sexual risks, such as pornography, sexting and child-pornography. At the European political-institutional level, the measures implemented are based on auto-regulatory, co-regulatory and regulatory solutions. Among these initiatives, the most important ones have been the Safer Internet programme and two directives respectively focused on children protection with regards to Audiovisual Media Services (2010/13/UE) and on combating the sexual abuse and sexual exploitation of children and child pornography (2011/92/UE). Methodologically, the thesis analyzes 45 debates of the European Parliament which dealt with these issues between 2001 and 2016. This corpus has been examined through an original quali-quantitative protocol, with a content analysis and the Alceste method applied via the softwares ATLAS.ti and IRaMuTeQ. This work wishes to contribute to research on audiovisual media, online sexual contents, adolescents and children, by proposing an original point of view on European policy. The main hypothesis has been that European parliamentary debates are limited in terms of representativeness of national cultures; starting from this premise, several aspects have been surveyed, either juridical, scientific, ethical and political issues. The main results respectively refer to different elements: 1. the variety of political-juridical interpretations of some concepts and the definitions of a few terms, besides the study of some juridical principles involved (fourth chapter); 2. the descriptions of online audiovisual sexual risks and the difficulties of European policy retrieved within parliamentary debates (fifth chapter); 3. the limits of European scientific knowledge in terms of representativeness of national culture, through the analysis of mentioned statistical data and studies (sixth chapter); 4. the multiplicity of ethical considerations, even based on different national cultures (seventh chapter); 5. the choice to favor self-regulatory measures (eight chapter)
I media audiovisivi espongono gli adolescenti alla visione di contenuti sessuali sulla Rete. Nel dibattito pubblico, la disponibilità online di materiale « potenzialmente » o « gravemente nocivo » per i bambini suscita delle forme di panico morale. Una preoccupazione maggiore deriva dai rischi di natura sessuale, quali la pornografia, il sexting e la pedo-pornografia. Sul piano politico-istituzionale europeo, le misure implementate si basano su soluzioni di autoregolamentazione, co-regolamentazione e regolamentazione. Tra queste iniziative, le più importanti sono state il programma Safer Internet e le due direttive rispettivamente dedicate alla protezione dei minori rispetto ai Servizi dei media audiovisivi (2010/13/UE) e la lotta contro l'abuso e lo sfruttamento sessuale dei bambini, così come la pornografia minorile (2011/92/UE). Sul piano metodologico, la tesi è basata sull'analisi di 45 dibattiti del Parlamento europeo che hanno trattato queste questioni tra il 2001 e il 2016. Il corpus è stato esaminato mediante un protocollo quali-quantitativo originale, con un'analisi del contenuto e il metodo Alceste, applicati mediante i programmi ATLAS.ti e IRaMuTeQ. La tesi desidera contribuire alla ricerca sui media audiovisivi, i contenuti sessuali online, gli adolescenti e i bambini, proponendo un punto di vista originale sulle questioni politiche europee. L'ipotesi principale è stata che i dibattiti parlamentari europei siano limitati in termini di rappresentatività delle culture nazionali ; a partire da questo presupposto, abbiamo indagato diversi livelli implicati : giuridico, scientifico, etico e politico. Повний текст джерелаEach person can be victim of a content put online via internet. The indemnification requires a civil liability lawsuit against one or several internet operators. However, the modalities to actually sue them keep evolving. Indeed, although a legal framework already exists, technological evolutions generate new types of operators. The latest evolution consists in the Web 2. 0. The static internet turned into an interactive, and therefore dynamic one. Its main added value is to have transformed the websurfer from a simple reader to an actual operator. Nevertheless, the use of pseudonyms can make their identification difficult. The Web 2. 0 has also created a new category of operators: the services providers. Their legal integration leads to the question of their qualification, as they are not, from a first viewpoint, ruled by pre-existing legal categories. But new internet operators' legal treatment will necessarily consist in a sensible enforcement of the common law. In parallel with the analysis of the personal liability regime, this research will also consider the possibility to sue the liable person on the basis on liability for things. In either case, it is crucial to ensure coherence between the liability regime and the material activities

Повний текст джерелаThe goal of this thesis, conducted within an industrial framework, is to pair textual media content. Specifically, the aim is to pair on-line news articles to relevant videos for which we have a textual description. The main issue is then a matter of textual analysis, no image or spoken language analysis was undertaken in the present study. The question that arises is how to compare these particular objects, the texts, and also what criteria to use in order to estimate their degree of similarity. We consider that one of these criteria is the topic similarity of their content, in other words, the fact that two documents have to deal with the same topic to form a relevant pair. This problem fall within the field of information retrieval (ir) which is the main strategy called upon in this research. Furthermore, when dealing with news content, the time dimension is of prime importance. To address this aspect, the field of topic detection and tracking (tdt) will also be explored.The pairing system developed in this thesis distinguishes different steps which complement one another. In the first step, the system uses natural language processing (nlp) methods to index both articles and videos, in order to overcome the traditionnal bag-of-words representation of texts. In the second step, two scores are calculated for an article-video pair: the first one reflects their topical similarity and is based on a vector space model; the second one expresses their proximity in time, based on an empirical function. At the end of the algorithm, a classification model learned from manually annotated document pairs is used to rank the results.Evaluation of the system's performances raised some further questions in this doctoral research. The constraints imposed both by the data and the specific need of the partner company led us to adapt the evaluation protocol traditionnal used in ir, namely the cranfield paradigm. We therefore propose an alternative solution for evaluating the system that takes all our constraints into account

Повний текст джерелаIl convient donc de l'examiner attentivement, pour mieux comprendre ce que les journalistes font des liens, et ce que le lien fait au journalisme. Cette recherche poursuit trois objectifs, et opère donc en trois temps :(1) appréhender le lien hypertexte dans l'imaginaire journalistique, (2) décrire les liens contenus sur les sites d'information de la presse francophone belge dans leur contexte d'énonciation, et (3) replacer les liens dans leur contexte de production.
Afin d'expliciter d'abord, du point de vue des acteurs eux-mêmes, la diversité des rôles que peut avoir le lien dans le contexte du journalisme, ce travail remonte le fil de conversations métajournalistiques au sujet du lien hypertexte. Sur le mode de la cartographie des controverses, celles-ci sont l’objet (1) d’un compte-rendu chronologique qui cherche à recontextualiser précisément chacune des controverses, puis, (2) d’une analyse thématique qui explicite tous les registres d'argument que les journalistes associent aux liens.
Ensuite, les liens hypertextes présents sur six sites web d’information d'organes de presse belge francophone sont décrits, dans leur contexte d’énonciation. Les résultats de l'analyse mettent en évidence que les sites d'information ne sont pas homogènes en matière de liens, chacun d'entre eux en faisant des usages spécifiques. Ils dévoilent également plusieurs pistes de questionnement sur les raisons d'être des liens, notamment sur le caractère structurant de la technique ou le caractère déterminant des enjeux économiques.
Enfin, tous ces éléments sont éclairés par une enquête sur le contexte de production des sites d'information. Une observation directe dans deux rédactions met en évidence les configurations spécifiques qui, en entremêlant la culture des journalistes, des inscriptions socio-techniques, et leurs relations avec les intérêts économiques de l'organisation médiatique, structurent l’usage journalistique des liens.
Au final, cette triple démarche aboutit à mettre en évidence que la configuration des interrelations qui caractérisent le journalisme (c'est-à-dire les relations entre les journalistes, leurs pairs, leurs sources, leurs publics, les produits d’information et la règle) se manifeste assez clairement dans les usages journalistiques du lien hypertexte. Mais elle montre aussi qu’il faut également tenir compte de la matérialité pour véritablement comprendre ce réseau d’interrelations.

However, the development of online video content industry is persecuted by several problems, such as lower advertising value, lack of profitability and constant copyright disputes. Specific research on the revenue modes of online video content platform and the operating mechanism of online video content market is essential.I conduct a detailed description for present China’s online video content market at first and then analyze the market characteristics using two-sided market theory. Next the thesis examines the exiting price modes, constructs a model of two-sided vertically differentiated markets, and explore the optimal pricing strategy under the different modes and the optimal choice of pricing mode. Then the thesis constructs a horizontal differentiated model of market competition under the different accessing choices of advertisers. The thesis intensively explores the transaction mode and business behavior between content providers and content platform on the accessing ways and market equilibrium.The dissertation conducts a detailed description of the revenue and operation mechanism for online video content industry based on the theory of two-sided markets and the characteristics of this emerging fresh industry. According to the analysis results concluded by the mathematical modeling, corresponding policy suggestions confirming to the online video content market with Chinese characteristics would be proposed from the perspectives of platform operation and whole industry

Повний текст джерелаThis research studies museum internet sites and in particular the pedagogy of eight national institutions in four different countries and suggests that online museums are educational content players.The interest is to investigate the educational content of the internet sites using a content analysis and implementing a comparison between the four countries and the types of internet sites to be able to understand the practices – and especially what Jean Davallon calls « the anticipation by the “sender” » that the visitor will engage in (the sender aiming for example to keep the attention of the latter or to provide guidance in the contents), the typology of content and the teaching strategies put in place by the online museum institutions. The online educational offer is defined here as a permanent activity as a source of building knowledge, consultation, criticism, and entertainment, from the museum resources. This offer is also constructed according to the consistent rules of Web design.We have chosen to study the online pedagogy according to a constructivist approach that drives us to privilege certain key concepts : individual learning ways, learning processes, cognitive strategies, meta-cognitive strategies, {learning styles}, taxonomy. From a methodological point of view, this thesis relies on a qualitative approach and privileges a content analysis from an analysis grid with eleven categories : the corpus is composed of eight internet sites and of two types of national museums : the art museums and the science museums with an educational section. The thesis is composed of two tomes. The tome 2 contains the complete analysis of the sites and the tome 1 includes three parts. In the first part, the research discusses the educational role of museums with its specificities and complexities. This part defines the historical context of the educational function of museums that very early on developed an educational strategy for the public. It also shows the specificity of museums in informal education as a place of learning concepts and development that develop two types of mediation. The museum favours the formulation of questions; it orientates reflexion and raises questions. It then shows the museum as an important partner and complementary to school. Finally, this part precises the historical context of online museums of the four countries from our analysis and the progressive development of the cultural policies of the present and the progressive actions put into place by the museums.Secondly, the research focuses on the thematic analysis of the internet sites and on their educational sections and attempts to show the successive steps of the content analysis via the analysis grid constructed for this research. Firstly, it is about showing the ergonomics of the sites to progressively arrive upon the general treatment of the educational sections of the sites, that is to say to identify the mechanisms of underlying internet sites and of their educational sections and secondly to identify the differences between the types of museums and their countries. Finally, the third part of the research attaches importance to the typology of the online educational content and focuses on the strategies put into place in the sites as well as the pedagogy deployed. The internet sites are thus viewed as interconnected elements, intended for a target audience and reinforcing the social role of the museum. The schools and the teaching body are a privileged population; a prominent place for them is underlined

Our work has focused on demonstrating that the technical characteristics of the internet like the easy access, the hypertextuality and the interactivity can explain the changes noticed in the activities linked to the cinematographic field and the film itself.Although the reception of the internet by the public is extraordinarily fast, the market share of online film is still not really significant. Nevertheless, the growth of the digital generation and the simplification of techniques encourage us to believe in the potential of the internet.The distribution sector is the most influenced by the internet. The increased competition and the evolution of media chronology were inevitable. Despite the threat of easy piracy and the formation of the internal network of mega-media, it seems obvious that the internet will be a useful channel for independent films.Concerning the production area, all stages become participatory. The interaction between filmmakers and the audience and between the future audience and the works created new modes of movies as multi-stories movie, game movies, relay movies and movies with subsidiary texts.Glimpsed with the evocation of the technical features of the internet, the production and the distribution and the viewing of films are influenced by the internet in the sense of a popularization – which can result in public participation – and of immediacy. These two main effects were not synonym with a radical change in the area but, according to us, with a significant transformation in the cinematographic field
